Air Commodore Yash Kumar (12872) was commissioned on 05 July 1971 in the Engineering branch of the Indian Air Force. During his illustrious service career of 33 years, he has held many important field and staff appointments. He commenced his career in a Bomber Squadron and was awarded a commendation by the CAS in early days of his career. The officer completed his post graduation in Aerospace Engineering from IIT and was awarded Air India Medal for best performance. Presently, he is on the posted strength of HQ Western Air Command, IAF with effect from 01 July 2002 as Command Engineering Officer.

Air Commodore Kumar has undergone training in France on Mirage 2000 aircraft and then in USA on Engine Test Bed. Subsequently, he installed the state-of-the-art Engine Test Bed for Mirage engines to support the then newly inducted Mirage squadrons. Later, as Commanding Officer of a premier aero-engine Repair Depot, with focus on 'higher production with improved quality', he accomplished the highest ever production, leading to a quantum jump in flying efforts by operational squadrons. He is also a graduate of National Defence College.

WAC, being the foremost command, comprises almost all types of fighter, transport and helicopter fleets, which need to be maintained operational at all times. With his deep involvement, high initiative and constant interaction and guidance to technical personnel at bases Air Commodore Kumar has been able to maintain high serviceability and operational effectiveness. He achieved this through daily monitoring and liaison with repair and supply agencies to provide timely support to operational bases. Throughout he has displayed deep sense of responsibility and commitments towards interest of service. With his vast and varied experience Air Commodore Kumar has always been innovative. His relentless effort to improve infrastructure and quality of maintenance of aircraft and equipment has helped to enhance flying effort despite various constraints. He also guided the units on innovations and self help approach and provided a sense of purpose to the personnel who rose to the occasion and took up the challenges. These innovations proved highly useful to improve reliability of systems besides the saving to exchequer.

Air Commodore Bidanda Chengapa Nanjapa, VSM (13246) Flying (Pilot) was commissioned on 23 December 1972 in the Flying branch of the IAF. In 32 years of distinguished service, he has held many key appointments, including Directing Staff at Tactics and Combat Development Establishment. He has attended prestigious Security Studies Course in the USA and the 42nd Course at National Defence College. He was awarded VSM in 2002 for his distinguished services. Presently, he is the Air Officer Commanding of a major Fighter Base in Southern Western Sector.

As Air Officer Commanding, Air Commodore Nanjapa has worked ceaselessly to a very focused plan encompassing operations, maintenance and administration. He has been instrumental in achieving induction of the SU-30 MKI which involved evaluation of the state of the art aircraft, liaison with the Russian warranty team and the Soviet Design Bureau to resolve all issues to the benefit of the IAF, as well as operationlisation of theSu30 MKI fleet in all its roles including air to air refueling and multi mission long duration sorties, in record time. All flying units a this Base, which include the SU-30 Ks, the SU-30 MKI of Phase I and II and the Maritime Jaguar have maintained the highest operational status.

Under the inspiring leadership of Air Commodore Nanjapa, the Station developed state of the art maintenance procedures promoting outstanding professionalism, safety and serviceability. In recognition of the tremendous efforts put in by the station, it was awarded the SWAC Trophy for the year 2003. Based on his guidance and drive, the Station has an enviable record of environmental cleanliness, civic discipline and boasts of personnel, who are highly motivated. Innovative efforts have been launched in rain-water harvesting, power/water conservation and road safety.

Air Commodore Kamal Singh (13302) AE (M) was commissioned on 31 December 1973 in the Engineering Branch of Indian Air Force. During his 31 years of distinguished service, he has held several important appointments, including that of Joint Director (Quality Assurance Service) and Director (Engineering 'B') at Air Headquarters, Chief Engineering Officer at two flying bases and Assistant Air Attaché at the Embassy of India at Washington (USA). Presently, he is the Air Officer Commanding of a premier Base Repair Depot.

In his present appointment at BRD, Air Commodore Kamal Singh has initiated steps for in-house refurbishment of life-expired Pechora missiles. The pioneering work on recovering two Pechora firing units at Vadodara and Narela, both of which had done more than 5000 hours, has put both these units back into action. Similar retrieval was also effected on critical and expensive components of the very important THD-1955 and PSM-33 radars. Adding of life to old equipment has saved phenomenal Free Foreign Exchange (FFE) to the exchequer by delaying new procurement. Techno-logistics functions at the depot has also received his special attention. An IT-enabled network today steers repairable for rejuvenation or liquidation faster than before, disallowing uncontrolled accumulation. 139 obsolete vehicles and 90 tons of waste metal have been disposed off to generate for new equipment.

Air Commodore Kamal Singh has especially exerted himself to improve the quality of life. His untiring efforts with the otherwise difficult civic organization bore fruit when chronic problems of 20 year old open sewage flowing through the domestic area, choked storm drains, languishing married accommodation project, acute shortage of drinking water, and of dangerous traffic on the main road beyond the domestic area were resolved within one and a half year of his tenure.

Air Commodore Kamal Singh possesses a special managerial ability of instilling camaraderie in his men. This has blended the civilian and MES components of the depot with service personnel and their families to form a synergetic team.

Air Commodore Anjan Kumar Gogoi, VSM (13382) Flying (Pilot) was commissioned in the Flying branch of the Indian Air Force on 02 June 1973. During his 34 years of distinguished service career he has held various important field and staff appointments including that of Commanding Officer of a fighter squadron, Chief Operations Officer in a Fighter Wing, Station Commander of a Fighter Base and Air Officer Commanding of a Frontline Fighter Wing. He has over 3000 hours of flying to his credit. He is a Qualified Flying Instructor, a Fighter Combat Leader and graduate of the Defence Services Staff College. He attended the National Defence College course in South Africa. He was awarded Vishisht Seva Medal in 2002 for his distinguished service. Presently, he is Principal Director Operations since 03 November 2003. On assuming his present appointment, Air Commodore Gogoi immediately prioritized the tasks of the three sub directorates of Tactical Operations, Weapons and Nuclear Biological Chemical Warfare. In addition to the responsibilities of the directorate he was also tasked with planning and execution of major Air Force exercises including the Exercise Vayu Shakti - 04 (Fire Power Demonstration) which was conducted at Pokharan range with precision and finesse. The exercise involved coordination of over 100 fighter, transport aircraft and helicopters. A host of conventional and guided weapons were delivered, showcasing the professionalism and firepower of the Indian Air Force.

In July-August 2004 the Indian Air Force took part in Exercise Cooperative Cope Thunder a multilateral exercise at Alaska with 10 aircraft and 300 Air warriors. The exercise involved the first ever deployment of Indian Air Force fighter aircraft out side the SubContinent. The entire planning, coordination and execution of the exercise was conducted under the direction of Air Commodore Gogoi. The excellent performance of the aircrew, technical and support personnel in the exercise was in large measure due to his meticulous planning and professional leadership.

Air Commodore Kuzhikombil Joseph Mathews, YSM (13393) Flying (Pilot) was commissioned on 02 June 1973 in the fighter stream of the IAF. During his service career of 31 years, he has held various important appointments including that of a Commanding Officer of a an FBSU in the J&K Sector, Chief Operations Officer of a fighter base, Commanding Officer of a fighter squadron, Command Air Defence Officer and Senior Flying Training Officer. He has over 3300 hrs of flying. He is a qualified flying instructor and a graduate of Defence Services Staff College, Wellington and Air War College, USA. He was awarded Yudh Seva Medal during Kargil operations as Base Commander in the J&K Valley and Commendation by the Chief of Air Staff in 1978 and 1989. Presently, he is Air Officer Commanding of a major fighter Base in Western Sector. In the present assignment, Air Commodore Mathews has brought about distinct improvements in the qualitative and quantitative aspects of flying, maintenance and administration. He has been instrumental in setting up an Air Defence Group consisting of Aircrew and Fighter Controllers and has ensured the training and building up of a core Air Defence group for combat operations. He has successfully implemented the pilot project of Squadron Concept at his base. During his tenure the squadrons flew a total of over 10,100 sorties. The station maintained very high serviceability of Radar, Ranads, MT Vehicles and considerably improved the serviceability of aircraft. As a result the Station was declared the best Operational Wing of Western Air Command in 2003-04. During Op Parakarm and thereafter, Air Commodore Mathews has ensured highly proactive support to inducted combat forces to optimize performance. He accepted every challenge and ensured that his team performed to achieve each task with high standards. He has ensured innovative methods of disseminating information through a network of various media increasing awareness of the personnel. While maintaining a sharp operational and maintenance edge he has ensured a very high quality of life for all personnel.

Air Commodore Kuzhikombil Joseph Mathews, YSM has thus rendered distinguished service of an exceptional order.

Group Captain Balakrishanan Suresh, VM (16206) Flying (Pilot) was commissioned in the fighter stream of the Indian Air Force on 13 December 1980. During his 23 years of service he has held various important field and staff appointments which include CO of a fighter Squadron and two tenures as Directing Staff at Tactics and Air Combat Development Establishment (TACDE). He is a Fighter Strike Leader (FSL) with 2390 hours of flying to his credit. He was commended by AOs-in-C of WAC (1989) and SWAC (1993 and awarded Vayu Seva Medal (VM) in 2001 for bringing about improvement in operational status and capability of the Squadron commanded by him. Presently he is posted as Commandant TACDE since 25 November 2002. A sever shortage of FSLs, Fighter Combat Leaders (FCL), Master Fighter Controllers (MFC) and Helicopter Combat Leaders (HCL) developed in the field between May 2001 and October 2002. After taking over as Commandant in November 2002, Group Captain Suresh ensured the completion of two FCL/ FSL/MFC course and one HCL course. As Commandant TACDE, Group Captain Suresh was nominated as the Director for Exercise Cope India 2004, a major Indo-US Air Force exercise involving air superiority aircraft. The entire process of planning, training of own forces and conduct of the exercise started in September 2003 concurrently with the heavy training commitments of TACDE. The exercise was successfully conducted as per plan. Group Captain Suresh led his team in a highly professional manner. During this period, TACDE also undertook several additional task like formulation of Standard Operating Procedures for Laser Guided Bombs, revision of type specific Briefing Guides for Air Defence and Ground Attack aircraft, development of Compo GPS as an effective debrief tool and formulation of Multi-level ingress philosophy as well as BVR tactics.

Group Captain Balakrishanan Suresh, VM has thus rendered service of an exceptional order.

Air Vice Marshal Vinod Kumar Verma VM VSM (11638) F (P) an alumni of National Defence Academy was commissioned on 02 June 1968 in the fighter stream. He is a graduate of Defence Service Staff College, Wellington and post graduated from the National Defence College. A renowned flier, the officer is a Qualified Flying Instructor and a Fighter Combat Leader. In his distinguished career spanning 37 years, the officer has held various important operational, command and staff appointments.

His flying skills and organizational expertise were recognized when he was selected as the Flight Commander for the first MiG 23 Squadron of 1AF and trained in Russia. He subsequently commanded the same squadron with distinction. He was also deputed to Iraq as a flying instructor. He commanded a frontline fighter base in Punjab. His leadership resulted in the award of six command trophies to his base in 1996. For his outstanding contribution he was the recipient of VM in 1983 and VSM in 1998.

In 1998 as CATSPAW at HQ WAC he revolutionised the methodology for making war plans. His methodology is now a standard for each Command HQ. He conceived and planned both the annual Command exercises of HQ WAC- 'Trishul 98' and 'Trishul 99'. These exercises brought in new concepts in Op preparedness and war fighting. As Director Electronic Warfare he was instrumental in changing the complete EW training package of 1AF. He was also responsible for fresh Inductions and upgrades of EW equipment.

He excelled as Commandant, Air Force Academy and revitalized and reoriented the training curriculum, methods, material and introduced an operational awareness in the environment. Zero garbage Scheme through wormiculture, mass afforestation and water harvesting project that he Instituted are still running successfully at Academy. His leadership and exceptional output was recognized when AFA was adjudged the Best Flying Station of Training Command for 2003.

On assuming charge at HQ IDS, he saw a communication gap between Services and DRDO. He setup a mechanism that provides this linkage. It has already improved mutual understanding and has led to better definition in R&D. A similar linkage is being established with Private Industry and Academia. He was instrumental in producing the road map for R&.D organisations through the document “Technology Needs for Joint War fighting". His contribution in providing valuable inputs to the Ketkar Committee would help in streamlining the Defence Procurement Methodology in the years to come. The officer has always displayed a visionary approach. His result oriented ethics and pragmatic approach have been a hallmark in achieving excellence in ail facets of the service ethos.

Air Vice Marshal Vinod Kumar Verma VM VSM has, thus, rendered distinguished service of exceptional order.

Air Commodore Rakesh Yadav (12809), VSM, AE (M) was commissioned on 05 July 71 in the Engineering Branch of IAF. He is one of the most experienced engineering officers on MiG-21 fighter aircraft. He is Russian trained on the MiG-25 reconnaissance aircraft and an alumnus of the prestigious Defence Services Staff College. During 34 years of distinguished service, he had held many important appointments and is presently Principal Director Engineering (A) at Air Headquarters.

Air Cmde Yadav, during his postings to MiG 21 Squadrons, has been member of the numerous courts of inquiries investigating into aircraft accidents and incidents, wherein he suggested appropriate remedial measures which substantially improved aircraft reliability. His MiG background particularly worked well during this tenure as the Chief Engineering Officer of the vital frontline airbase at Pathankot. For continuing excellence in the MiG fleet, Air Cmde Yadav was conferred the Vishisht Seva Medal in 1999.

Air Cmde Yadav was also the Station Commander of the premier MiG 23/MiG 27 Type Training Institute. He introduced radical changes in the teaching culture and introduced new publications for the benefits of trainees. As Principal Director of Maintenance Inspection at Air Headquarters, he spearheaded the important inspection of numerous maintenance and ground training institutes and identified areas, which improved the maintenance culture across the country.

In his present appointment as Principal Director of Engineering A, Air Cmde Yadav oversees the maintenance of the entire Russian fighter fleet. His singular effort in timely and wholly resolving numerous issues pertaining to aircraft modifications, concessions, spares and life extensions has resulted in increased availability and reliability of the otherwise aging MiG fleet. His persistent follow-up to resolve pending and new maintenance issues with Russians, and to establish requisite infrastructure in field units, has enabled smooth induction and effective exploitation of the newly inducted multi role combat Sukhois fighters and the upgraded MiG 21s. His individual attention has reorganized workspace and improved office environment, thereby improving functional efficiency of the Directorate.

Air Commodore Rakesh Yadav, VSM has thus rendered distinguished service of exceptional order.

Air Commodore Keshava Murthy Rama Sundara VSM (12833) AE (L) was commissioned in the Engineering Branch of the IAF on 05 July 1971. He is a graduate of Defence Services Staff College and has undergone Senior International Defence Management Course in USA in June 2004. He was trained abroad on MiG-23 and MiG-29 ac and has held numerous appointments including Jt Dr of MiG-25 and MiG-29 cell at Air HQ. The Air Officer was responsible in successfully setting up MiG-29 overhaul line with the available MiG-23 lines at 11 BRD inspite of certain serious constraints. As a CEO of one of the busiest fighter station, he took on the additional responsibility of Air to Air, Air to ground range besides the responsibilities of three fighter Squadrons and visiting Flying Squadrons doing around 1000 sorties per month, for which he was awarded Vishisht Seva Medal in 1994.

After assuming the Charge as AOC, he has been able to reduce the duration of Avro/ Dornier servicing activities through innovative methods. For the first time under his command, 10 ac were produced in 2003-04 and ferried out before 31 March 04 along with additional task of two Avro ac allotted by Air HQ. In task year 2004-05 also, 10 ac were ferried out within stipulated time frame. These achievements were possible due to foresight in planning, coordination with high level of motivation and timely review of work contents.

The Depot Is the nodal agency for repair and calibration of testers with an average task of about 13,000. The Depot has been continuously achieving 50% additional task under his leadership. An ambitious project for concession clearance through techno logistics approach was initiated during his tenure. In a period of 30 months, more than 800 concessions were cleared resulting in better op status of aircraft, availability and enhanced flight safety. The indigenisation efforts for testers and spares by the depot has resulted in huge saving of foreign exchange.

The Air Officer took up a case with Tamil Nadu Electricity Regulatory Commission and succeeded in reduction of electricity tariff and saved crores of rupees for all defence units in Tamil Nadu. MES had condemned 07 aircraft hangars of the Depot as unsafe for use and recommended demolition and reconstruction, at a cost of about Rs 30 crores. Due to the Air Officer's initiative, the condition of hangars was reviewed and minor strengthening was done - resulting in a saving of about Rs. 29.4 crores. Under his leadership the morale of the personnel has always been very high. Various welfare activities were executed to enhance quality of life of the personnel.

Air Commodore Keshava Murthy Rama Sundara VSM has, thus, rendered distinguished service of exceptional order.

Air Vice Marshal Jyoti Narayan Burma VSM (13219) Adm was commissioned In the Administrative Branch on 30 December 72. He has held the appointments of D Ops (ATS) at Air HQ, C Adm O at AF Stn Tezpur and Yelahanka, CNTTO at HQ TC, IAF and SOA at HQ EAC, IAF. For his distinguished service of high order, he was awarded with VSM on 26 January 99,

The Air Officer has represented the Air Force ably at National and International forum. Earlier, he was an active member of the high-level review group for implementation of Future Air Navigational System (FANS) and the Civil-Military Integration Team, which laid down the basis for future integration of civil-military aviation activity, He was a member of the 'Pavement Evaluation Committee' for RW resurfacing, the Comm-ittee for projecting a comprehensive report on the proposed Civil Aviation policy, Civil Aviation Infrastructure Policy and amendments to the Aircraft Act 1937. As C Adm O at AF Station Yelahanka, the Air Officer was instrumental in the successful conduct of Aero India 2003.

AVM JN Burma having taken over the appointment of SOA visited each and every station under EAC ensuring personal interaction with all personnel. Based on the feedback a number of works services and welfare measures could be initiated at Command level to improve the working scenario in the North-East, a number of innovative security measures initiated were supervised by him for safeguarding the base against ANEs. For better utilisation of human resources he was instrumental in conducting a number of courses within command, i.e., NPF Orientation Course, Works Capsule Course, Training Capsule for Mess Managers, Waiters and Cooks, Security Awareness Workshop for IAF/P tradesmen, Continuing Medical Education Programme, Professional in-hospital training for General Duty medical officers. Legal Capsule Course and Manag-ement Capsule for officers were conducted and were appreciated by the respective directorates at Air HQ.

Through his inter-active style of functioning, AVM JN Burma Infused new sense of enthusiasm and work culture amongst the personnel. This channelised their collective energy into solving problems through innovation and self-help. A large number of welfare activities have seen a perceptible improvement in the quality of life and consequent upliftment of morale of personnel. With sincerity and dedication the Air Officer always fed his personnel from the front and by his personal example was always able to motivate and set a very high professional standard for his subordinates.

Air Vice Marshal Jyoti Narayan Burma VSM has thus rendered distinguished service of exceptional order.

Air Vice Marshal Naresh Verma VSM (13235) Adm was commissioned on 30 December 1972 in the Administrative Branch of the IAF. During his three decades of service, he has held the appointments of C Adm at major bases apart from Principal Director (PD) of AF works and is presently the Senior Officer-in-Charge Administration (SOA) of HQ Central Air Command (CAC) since April 04. The Air Officer is also an alumnus of National Defence College.

During his tenure at Bhuj during 1995-96 he displayed a high degree of professionalism which resulted in the commencement of major works services including one for uninterrupted water supply to a remotely located AF Station. At AF Jamnagar his involvement in completion of runway resurfacing besides other major works services merit mention.

The administrative skills of AVM Verma were demonstrated during his tenure at AFS Yelahanka, post Aero-India 98. The massive infrastructural needs for an international event including hangars, roads, power supply, costing Rs. 1400 lakhs were planned and executed within 6-8 months. His co-ordination with the various authorities was largely responsible for the success of the event. The pioneering effort by the Air Officer in disaster management, security, manpower planning, crowd control are now being used as guidelines for Aero India events. At AF Station New Delhi the noteworthy milestones of AVM Verma's tenure were renovation of old buildings, married accommodation for airmen at Gurgaon and early completion of Akash Officers' Mess. With his strong background of works services, during his tenure as PD AF Works he was able to accelerate the release of projects worth 300 Crores during CWP 02-03 and CWP 03-04. Besides, he has been involved in the planning and execution for infrastructural works for high tech inductions such as Aerostat, Bison ac, Advanced Jet Trainer, establishment of new airfields and first-of-its-kind Hydrant Refuelling System project in IAF. During the past one year as SOA, HQ EAC, AVM Verma has contributed towards all facets of administration encompassing security, enhancement of quality of life, catering, physical fitness and sports. Innovative measures for enhancing standards in messes and married accommodation have brought out tremendous feeling of satisfaction and high morale amongst personnel. The Air Officer's involvement and contribution during the floods in July 2004 at Air Force Station Darbhanga and adjoining regions in Bihar was noteworthy. His planning and supervision of the rehabilitation of the completely submerged Station help the unit restore its activities and function' in record time.

Air Vice Marshal Naresh Verma VSM has, thus, rendered distinguished service of exceptional order.

Air Commodore Robin Chandra Baruah (13156) F (P) was commissioned in the Flying Branch of the IAF on 24 June 72. In 33 years of distinguished service, he has held several important Command and Staff appointments that include Commanding Officer of a Flight Inspection Unit and a Heavy Transport (1L76) Squadron (Sqn), Chief Operations Officer of two premier transport bases and Senior Air Staff Officer at Headquarters Air Officer Commanding, Jammu & Kashmir. He is an alumnus of the National Defence College.

An A-2 Flying Instructor with more than 7000 hours of accident free flying, he has operated extensively in both the Northern and the Eastern sectors and actively participated in Op Pawan and Op Cactus. As the Commanding Officer of the IL-76 Sqn, he improved the operational status of aircrew and serviceability of aircraft that resulted in surpassing the previous record of yearly flying hours. Under his professional leadership, when the main runway was under repair, the Sqn achieved all the tasks operating the mighty jets from the short runway (6000 ft), for one year.

Air Cmde RC Baruah was appointed the Air Officer Commanding of the biggest Air Force base on 05 January 04. Under his supervision and guidance, the induction of strategic force multiplier Flight Refuelling Squadron into the IAF was smoothly accomplished and its performances in various exercises and aerial displays at home and abroad brought laurels to the IAF. Under his direction, goosenecks for emergency lighting of runway were replaced by inverter operated Compact Fluorescent Lights which not only resulted in savings of kerosene oil costing Rs,3, 64000 and 1600 man hours per year, but also ensured a smoke free environment. With due diligence, he successfully implemented a self sustaining zero garbage and vermiculture scheme covering more than 1900 house holds and six living-in messes of the station.

Under Air Cmde RC Baruah's leadership, the Station won the Pride of Central Air Command Trophy for the year 2004. He, with his foresight, accurate planning and perseverance, was able to provide a new purpose and direction to the personnel of the station, who rose to achieve a number of difficult and challenging tasks.

Air Commodore Vikas Krishna Rao Yajurvedi VM (13248) Flying (Pilot) was commissioned on 23 December 72 in fighter stream of IAF. Since commissioning he has flown a total of 4245 hrs of flying on different fighter and trainer aircraft. He is an A2 Qualified Flying Instructor and a Fighter Combat Leader and in his 32 years of distinguished service, he has held various important command and staff appointments. He is an alumnus of both Defence Service Staff College and National Defence College. He was awarded Vayu Sena Medal for devotion to duty on 26 January 02.

The officer commanded a MiG 23 Squadron where he ensured a very high operational state and set high standards, of leadership. As Chief Operations Officer at a major flying base, the officer was entrusted to ensure that the operational capability of the station and the various lodger units was maintained at the highest level. The Officer with his acumen professional knowledge and managerial skills ensured that the various operations and exercises given to the unit were performed in the most exceptional manner, which was appreciated by the higher ups. As CO Flying Instructor School, he introduced an innovative “Situations Awar-eness Programme" in flying training, thus, contributing significantly towards enhanced flight safety. The School was awarded the Flight Safety and Maintenance Trophy in year 2000. Under his dynamic leadership, the School reinducted the Kiran aircraft and carried out a smooth and efficient change over to a new training pattern including Kiran and HPT-32 aircraft. He is presently the Air Officer Commanding of a frontline fighter base in western sector. He has led Air Force Station to very high standards in all spheres of activities for it to be adjudged the Best Fighter Station i.e., Pride of SWAC - Best Operational Wing for the year 2004. Under his dynamic leadership the Station has achieved many milestones like successful induction of Bison aircraft alongside setting up of Bison Tech Flight and timely completion of its avionics lab. His meticulous planning and professionalism combined with magna-nimous approach makes him a natural leader

The Air Officer with his varied experience and unique professionalism took on himself an exhaustive research on the defect and trend analysis for the fleet of aircraft being operated at the base. The report presented to the DG (Inspection and Safety) in the year 2004 came in for special appreciation. As an effective administrator, he improved the working environment of the Wing and lodger units and quality of life for its personnel. The Wing successfully carried out many innovations, which resulted in reduction in concessions for aircraft maintenance and enhanced Flight/Maintenance Safety. Air Cmde Vikas Krishna Rao Yajurvedi VM has, thus, rendered distinguished service of exceptional order.

Air Commodore Ram Krishan Ganjoo VSM (13362) Medical an alumnus of the Armed Forces Medical College, Pune, joined the Medical Branch of the IAF in March 1973. He is presently holding the coveted appointment of AOC of the prestigious Air Force Central Medical Establishment at New Delhi since 01 March 05.

An astute physician always aiming for professional excellence, he furthered his academic pursuits with a post graduation in General Medicine from Pune University followed by a post graduate Fellowship In Clinical Haematolagy from St Bartholomew's Hospital, London. He is a certified Haemeto-oncologist of the Royal College of Physicians, London. During his service career spanning over three decades, he has held several important appointments, which includes Staff Surgeon to Chief of Air Staff, Senior Advisor Medicine and Head of the Department of Medicine at AFCME, New Delhi and Com mand Hospital Air Force, Bangalore. For distinguished services and devotion to duty, he was awarded Commendation by Air Officer Commanding in Chief, Western Air-Command in 1978 and Vishisht Seva Medal by the President of India in 1990. As Senior Advisor and Head of the Department of Medicine of the Apex Tertiary Care Super-specialty Hospital of the Air Force, at Bangalore, he conceptualized and set into motion various activities which brought about a sea change in the patient reception and care services in the Medical Out Patient Department as well as Intensive Care facilities for the critically ill patients. He was also instrumental in initiating the process for setting up of state-of-art invasive Cardiac Catheterization Laboratory. He has distinguished himself as an excellent medical teacher, guided many research projects and contributed several scientific papers to national and international journals. Profe ssionally acclaimed nationality, he has been honoured with Membership of the National Academy of Medical Sciences, the Fellowship of the Indian College of Physicians and the Indian Society of Aerospace Medicine. In his present appointment as AOC at AFCME, he has displayed excellent leadership qualities and administrative skills, in addition to his professional achievements. He has, through his proactive and positive attitude as well as highest norms of interpersonal relationship and time management, put AFCME on fast track, to be the first ISO 9001:2000 certified Medical Unit of the IAF. Through his untiring efforts, he has streamlined the evaluation process of the pilots of the IAF and ensured effective and on line medical documentation for the civil aircrew, wherein those declared medically fit to fly are back in the cockpit at the earliest, thereby uplifting the morale and ensuring saving of skilled man hours.

Air Commodore Ram Krishan Ganjoo VSM has thus rendered distinguished services of an exceptionally high order.

Air Commodore Lalit Kumar Malhotra VSM (13373) Flying (Pilot) was commissioned as a fighter pilot in the Indian Air Force on 02 June 1973. In his 32 years of distinguished service, he has held various prestigious command and staff appointments that include command of a fighter squadron, Chief Operations Officer of a major fighter base, Command of a Tactical Air Centre and Director Personnel (Officers) at Air HQ. The officer is a qualified flying instructor, graduate of Defence Services Staff College and alumni of Higher Command Course, MHOW.

The officer has approximately 4000 hours of accident free flying on a variety of fighter aircraft. As CO of a fighter Sqn, and later as COO of a major fighter base the officer had performed creditably in all aspects. As Director Personnel (Officers) at Air Headquarters, the officer had brought about many changes in promotion policies of officers resulting in faster promotions, and reduced adversity in promotion ratios.

As AOC, the officer has harmoniously amalgamated all facets of operations, maintenance and administration, and has created an environment conducive for safe flying operations leading to extensive amount of productive flying. Under his leadership, the station and its lodger units had put up a sterling performance during DASI and AEB. Having earned the enviable reputation of always delivering the goods, the Air Officer was chosen for being assigned the sole responsibility of preparation and deployment of 200 personnel strong contingent for Ex-Co-op Thunder 04-01 at Alaska during Jun-August 2004. The Air Officer operationalised the contingent it all its requisite disciplines in the shortest possible time with extremely high standards. Concu rrently, his station was also chosen as a pilot site for the IMMOLS project. Under his able leadership and guidance, the project has taken off rather successfully, thereby improving the functioning of op logistics in the IAF.

With emphasis on enhancing quality of life of all personnel and families, the Air Officer employed ingenuity and innovative ideas to bring about

phenomenal

improvements

by optimisation of resources and expeditious translation of concepts into actionable ideas. His clarity of thought and direction, and adept handling of the emergent situation created by unprecedented floods in August 2004 enabled the station to recover within 72 hours without any loss to its assets. All this has resulted in large savings to the exchequer. Other notable contributions made by the officer have been organising of an Op Seminar on Jaguar ops, dedication of a newly conceptualised Museum to the station, and creation of a work environment which has enabled his subordinates to work, towards clearly defined objectives thus maximising output. Total involvement at macro and micro levels in large number of work services and maintenance related innovations/modifi cations has again resulted in substantial savings and ease of ops. The officer has clearly led by example and has displayed exceptional op capabilities, administrative acumen and management skills in all facets of discharging his duties as the AOC of a major operational base.

Air Commodore Lalit Kumar Malhotra VSM has, thus, rendered distinguished services of exceptional order.

Air Commodore Satish Pal Singh VM (13770) Flying (Pilot) has been in command of Air Force Station, Yelahanka since 14 October 03. Prior to taking over command of the Station, Air Cmde SP Singh was the Chief Instructor at the Station and contributed immensely to the success of Aero India 2003, beside accomplishing all training tasks of the station.

As the JD Ops (T) In Air HQ (VB), Air Cmde SP Singh Initiated several projects for the IAF, which are now bearing fruit. In 1997 he was a member of a delegation to Russia, Ukraine and Uzbekistan to select and finalise the FRA requirements for the Air Force. During the Kargil operations in May 1999, as the Commanding Officer of a frontline Transport Squadron he planned and executed the airlift of Army and Air force units to the war front and was awarded the Vayu Sena Medal for gallantry. During his tenure as the Commanding Officer the Squadron was adjudged the “Best Transport Squadron" of the Air Force for two consecutive years. He also achieved the singular distinction of becoming the first pilot to land both the IL-76 and An-32 aircraft, by night, at Thoise, giving an enormous fillip to the operational utilisation of these aircraft. In the aftermath of Bhuj earthquake he led the Squadron in conducting round the clock relief operations bringing succor to the victims of the earthquake.

In his present tenure as Air Officer Commanding, Air Force Station, Yelahanka he has ensured that the task of training of aircrew transport aircraft and Mi-8 helicopters is undertaken with emphasis on quality and timely completion, despite the constraints in available resources. Apart from meeting the routine tasks of the Station, Air Cmde SP Singh has led his team of officers and airmen to discharge the additional responsibilities entrusted to the Station. An-32 aircraft and Mi-8 helicopter of the station played a key role in providing relief to the large population affected by Tsunami.

Aero India 2005 was held at Air Force Station Yelahanka from 09 February to 13 February 05. This involved a mammoth task. Air Cmde SP Singh streamlined all planning and procedures for the Airshow and meticulously supervised the large amount of infrastructure works for the Airshow. The Airshow was an unprecedented success and was highly appreciated by all dignitaries and visitors.

Air Commodore Satish Pal Singh VM has thus rendered distinguished service of exceptional order.

Air Commodore Malvinder Singh Ahluwalia (13809) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 01 June 74. In his 30 years of distinguished service, he has held important command and staff appointments that include command of two missile squadrons, a Tactical Air Centre, a forward Air Base, Ops-l A at HQ Central Air Command and instructor at National Defence Academy. A Qualified Flying Instructor, an alumnus of Defence Services Staff College and Army War College, he is presently Air Officer Commanding (AOC) of AF Station Tambaram since 16 November 04.

As Station Cdr of a forward Air Base, the Officer was actively involved in Op Vijay and Kargil Operations. As Ops-IA at HQ Central Air Command, he was responsible for planning, supervising and coordinating the activities relating to 'Op Parakram', conduct of Indo-French AF Exercise (Ex-Garuda) in February 03, and the Indo-US AF Exercise (Ex Cope India) in March 04. On induction of IL78 Flight Refueling Aircraft (FRA) In IAF, he was involved fn smooth induction and training of aircrew. In all the activities, the officer had displayed true professionalism and foresight to ensure maximum organisational benefits.

On 26 December 2004, a massive earthquake followed by Tsunami waves struck the Andaman & Nicobar Islands. Air Force Station Tambaram, which Air Cmde Ahluwalia was Commanding, was made the main support and launch base for rescue and relief operations, both for Andaman & Nicobar as well as for Tamil Nadu. Thus, the entire planning and execution of the rescue and relief operations for this vast area became his responsibility. Within two hours he marshalled all resources under his command and ensured that the Operations, Maintenance and Administrative Control Centres were established, which remained the nerve centre of all relief operations. Despite total communication failure and against heavy odds, the station was able to launch the first aircraft within four hours on the SOS relayed by Carnicobar air base through a civil aircraft. Requests from Tamil Nadu Govt for launching search and rescue operations of coastal areas and Island administration for despatch of immediate relief like food and water intensified the complexity of the situation. Handling the situation on a war footing, he coordinated all the rescue and relief operations with the State Govt, and island administration very efficiently, while maintaining constant liaison with service/command HQ and a large number of philanthropic organizations. Massive relief, rescue operations were launched from two bases - Tambaram and Meenambakkam airport to despatch the relief materials and reception of about 1400 service personnel and their families besides over 5000 civilian victims of the islands. Hospitality being the adjunct in such a situation, he ensured that all the facilities available at Tambaram airfield were utilised for the benefit of the affected personnel, who were comfortably placed and counseled by a team of clinical psychologists to overcome the trauma. Leading by example, he motivated the entire stn to provide smooth and efficient relief operations under extreme daunting conditions.

Air Commodore Malvinder Singh Ahluwalia has thus rendered distinguished service of exceptional order.

Air Commodore Sanjib Bordoloi (13912) Flying (Pilot) was commissioned in the Flying branch of the Indian Air Force on 15 February 1975. He is A2 Qualified Flying Instructor, graduate of Defence Services Staff College (DSSC) and alumni of National Defence College. The Officer during his distinguished service has held many field and staff appointments such as Examiner in the Aircrew Examining Board (AEB), Commanding Officer (CO) of a fighter Squadron, Ops 1 at Command HQ, Chief Operations Officer in a flying base and CO of signals Unit. Presently the Officer is performing the duties of Air Officer Commanding of major flying base in the northern sector since 05 January 05. As CO of a frontline fighter Squadron in Northern Sector, he ensured high operational readiness of the Squadron. Thereafter, the Officer as Commanding Officer of a Signals Unit ensured that the men and material placed under his command were optimally utilised for the operational tasks of the Unit. The Officer was directing staff in the prestigious DSSC and also headed the Teaching Team (Air) in the same College.

Unprecedented heavy snow fall in Kashmir valley between January-March 2005 isolated Srinagar from the rest of the mainland as the NH-1 was blocked for prolonged periods due to landslides. The twin airfields at Srinagar and Awantipur were the only lifelines for the affected population of Jammu and Kashmir. Air Cmde Bordoloi displayed tremendous leadership and guided his men ably to ensure that relief operations continued from these airfields despite hostile and inimical climatic conditions. The airfields were kept in a state of readiness throughout so that essential supplies could be provided to the marooned and causalities evacuated for treatment. During the summer months, helicopter traffic to the Amarnath valley was sustained by setting up ATC facilities at Baitel and by timely regulation of civil and military traffic. He ensured this by constant and excellent liaison with civil administration.

Air Cmde Sanjib Bordoioi's exceptional leadership qualities once again provided succor to the people of the valley when in the aftermath of severe earthquake on 08 October 05, he led his team of Air Warriors in a most outstanding manner to set up a quake relief camp at Urusa village (close to toe LOC) on 09 October 05 itself. It was due to his foresight, planning and excellent organising abilities that relief material could be channelised to the distraught and needy immediately. The Medicare centre established at Urusa and efficient distribution of relief supplies to the four villages adopted by the Air Force bears testimony to his skills of his leadership. Air Cmde Bordoloi has also been instrumental in initiating the rehabilitation process for the villages of Urusa, Isham, Gwalata and Chakara, all in the vicinity of the LOC. The primary school has already started functioning from the newly constructed shelter and relief material is being distributed to the villagers from the village sites itself.

Air Commodore Sanjib Bordoloi has thus rendered distinguished service of exceptional order.

Air Vice Marshal Suresh Chand Mukul VM VSM (12930) flying (Pilot) was commissioned on 22 January 1972 in the Flying Branch of the IAF. During his 34 years of service, he has held several important and challenging command and staff appointments, which include Commanding Officer of a MiG-29 Sqn, AOC of a front line station during Op Parakram, two tenures as Joint Director/Director Air Staff Inspection at Air Headquarters and Air Assistant to Chief of the Air Staff. For devotion to duty and distinguished services, the Air officer was awarded VM in 1992 and VSM in 1996.

The Air Officer has been working as the Assistant Chief of the Air Staff (Operations) [ACAS (Ops)] at Air Headquarters since December 2004. In this highly challenging assignment, he has a demanding task, with the responsibility of planning and coordinating all air operations of the Indian Air Force. On assuming charge in his present appointment, the Air Officer was faced with the onerous task of coordinating all air activities for relief operations, when the nation was hit by Tsunami. He displayed a very high level of maturity and determination in handling the emergency situation by decisively taking control of the situation. During the Jammu & Kashmir earthquake relief operations in October 2005, he once again displayed exceptional qualities of leadership and professionalism by effectively coordinating the massive air effort towards relief operations,

As ACAS (Ops) at Air Headquarters, the Air Officer has displayed the highest level of foresight and initiative to improve operational efficiency and professionalism in the IAF. He has been instrumental in successfully plan ning the executing various international exercises with foreign air-forces in India and abroad. Among these exercise, Exercise Cope India-05 with USAF arid Exercise Garuda-II with French Air Force at Istres, France are noteworthy, as they brought a high level of respect and accolades to the Indian Air Force in the international arena. His interaction with Command Headquarters, Army and Naval counterparts, through his initiatives and coordinating ability, has been instru mental in resolving many outstanding inter-service issues amicably, thus paving the way for closer tri-service operational coordination.

Air Vice Marshal Suresh Chand Mukul VM VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Venkataraman Ramamurthy lyer (12939) Flying (Pilot) was commissioned as a pilot in the flying branch on 22 January 1972. He has held, amongst other appointments, the important ones of Commanding Officer of a Jaguar Squadron, Station Commander of Air Force Station Suratgarh, Air Officer Commanding of Air Force Station Ambala and Principal Director Personnel (Officers).

The Air Officer is currently the Commandant of College of Air Warfare (CAW). He has undergone various flying and staff courses, inclusive of the Air War College course in the USA. He also holds a double Masters degree in Defence and Strategic Studies.

The Air Officer has performed commendably during various challenging appointments he has held during his 34 years of service. Especially noteworthy were his command of AF Stn Suratgarh during Op Safed Sagar and Command of AF Stn Ambala for the entire duration of Op Parakram. He has to his credit over 3200 hrs of accident free flying on various operational and training aircraft. During his current tenure of 1 ½ years as Commandant CAW, he has incorporated significant improvements in the curriculum and conduct of courses held at CAW. The course content of Higher Air Command Course has been expanded and modified in keeping with futuristic requirements. Similarly, Joint Air Warfare Course and Weapon Employment Course have been merged by altering the conduct methodology. This has helped reduce the absence of officers from their op units from 10 weeks to 5 weeks, with no dilution of course content. Training infrastructure at the College has also been upgraded and modernized.

Air Vice Marshal Venkataraman Ramamurthy lyer has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Sundaresan Swaminathan VSM (13044) AE (L) was commissioned on 03 January 1972 in the Engineering branch of the IAF. In 33 years of distinguished service, he has held important appointments of Senior Technical Officer of a Mirage- 2000 Squadron, Chief Engineering Officer of a Flying Station, Station Commander/Air Officer Commanding of two Air Force Stations and Principal Director AWACS at Air HQ. He was awarded Vishisht Seva Medal for distinguished service of high order on 26 January 1997 and commended by the Chief of Air Staff on 26 January 1993.

As the Chief Engineering Officer at Air Force Station, Bidar, he coordinated all engineering activities related to the formation of Surya Kiran Aerobatic Team. High quality maintenance practices introduced by him, with his engineering acumen and personal involvement, continue to help the Surya Kirans bring laurels to the IAF in India and abroad. As Station Commander, AF Station, Dalhousie, he personally located P-18 radar at a height of 9100 ft for the first time, which provided vital air defence coverage during Op Parakram.

In January 2002, on a specific assignment by the CAS, he designed and modified one Dornier and four Avro aircraft using ground communication systems in a specialized airborne Electronic Warfare role. Successful flight worthy modification was possible due to the high level of ingenuity, professional excellence and system integration caliber of the Air Officer. The system provided very important operational role during Op Parakram. This indigenous modification saved the exchequer a substantial amount in foreign exchange to avoid import of a similar system as also a large amount of expenditure towards modification by HAL.

As Principal Director, AWACS, Air HQ, with his excellent professional and management skills, he concluded contracts for procurement of many vital systems like Aerostat radar, AWACS aircraft and other air defence radars in a short span of 18 months. As Air Officer Commanding, AF Station, Jalahalli he instituted effective steps to provide high quality of training and also improvement of overall quality of life to the trainees. He played a pivotal rote in the introduction of 'Just-InTime Training' for all electronic trades.

In the present appointment, despite severe constrains of remote locations, adverse weather and poor connectivity, with his absolutely professional command and control over all maintenance activities of Eastern Air Command, the serviceability and reliability of various fleets of aircraft, radars and other systems have improved to high levels. This has resulted in higher operational utilisation of the assets with better maintenance safety standards. With his active supervision and involvement, two international exercises, COPE INDIA and SINDEX, were successfully conducted at Air force Station, Kalaikunda.

Air Vice Marshal Sundaresan Swaminathan VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Jagjit Singh Gandyok, VSM (13216) Admin was commissioned

in the Administrative branch on 30 December 72. Important appointments held by him were SATCO at AF Stn Jamnagar, Joint Director Personnel Airmen (JDPA) at Air HQ, C Adm O at AF Stn Kalaikunda, PD PP&R and PD Org at Air HQ and Senior Officer in charge Administration (SOA) at HQ EAC IAF. For his distinguished service of high order, he was awarded with VSM on 26 January 2002.

Since his commissioning, he has been demonstrating his professional approach and acumen while handling key portfolios invested to him. As JDPA he was instrumental in rationalising the manning level of airmen and Non Combatants (Enrolled) at all Air Force

units. He completed the task of identifying the AF units and determining the required manning level in remarkable time. As C Adm O of a premier flying station, the administrative support provided under his guidance enabled timely creation of Flight Safety Zone with his personnel liaison with the District Forest Officer and Defence Estate Officer, This went in a long way in providing a bird free environment for reducing aircraft accidents. As PD Org he was directly responsible in coordinating RD Parade, Independence Day Parade and other national level ceremonies. The Air Force Symphony orchestra reached its prime under his guidance. He was instrumental in getting the field dress authorised for PBOR from the Govt. All the above activities ensured that the Air Force flag flew high.

The Air Officer, having taken over the appointment of SOA visited each and every station under EAC ensuring personal interaction with all personnel. Based on their feedback, a number of works services and welfare measures could be initiated at command level to improve the working environment in the North-East. A number of innovative security measure initiated were supervised by him for safe guarding the bases against ANEs and for better utilisation of human resources. He was instrumental in conducting a number of workshops within command so as to heighten the overall administrative knowledge in various field activities which has brought about synergy at work.

Through his interactive style of functioning, the Air Officer infused a new sense of enthusiasm and work culture amongst the personnel. This channelised their collective energy into solving problems through innovation and self help. A large number of welfare activities have seen a perceptible improvement in the quality of life and consequent upliftment of morale of personnel. With sincerity and dedication, the Air Officer always led his personnel from the front by his personnel example and was able to set a very high professional standard for his subordinates.

Air Vice Marshal Jagjit Singh Gandyok has thus rendered distinguished service of an exceptional order.

Air Commodore Navin Verma (13282) AE (L) in 33 years of distinguished service has held several important command and staff appointments. This includes Command Engineering Officer of Operational Command, Chief of Planning & Coordination Officer at AMSE, Chief of Planning at AF Stn Ojhar and Joint and Dy Dir Systems Application at Air HQs.

The Air Officer is a Post Graduate from IIT Kharagpur. He has been commended by the CAS in 1985 for his commendable and exceptional work in making the Radar operational that had been non-operational after its installation. During his tenure at AF Stn Ojhar he

was instrumental in accelerating the pace of indigenization of MiG-29 spares and thereby ensuring timely completion of the overhaul task.

As Senior Engineer at AMSE he established the repair facility with in the existing infrastructure for multi layered sub assemblies of French manufactured Radar. This indigenous repair facility not only saved the foreign exchange but also built up the expertise to undertake repair of state of art electronics PCB and sub-assemblies.

After taking over as AOC AF Station Kanpur, he became instrumental in providing necessary co-ordination, guidance and vision to ensure optimum utilisation of all available resources. He, with his foresight, leadership, accurate planning and guidance ensured that one of the BRD at AF Station Kanpur was adjudged the best BRD in year 2005. During year 2005 the equipment depot, under the station was also adjudged as the best ED. The Station was inspected by DMI and was awarded an overall grading of High Average and HQ MC also adjudged the station with the Best Technical Support Group. With immaculate planning and professional approach the Material Testing Laboratory is fully commissioned now to undertake the task. Under his administration AN-32 mother depot, has ensured timely procurement of indigenous ARS and mandatory spares for the fleet. This has been instrumental in improving the overall serviceability of AN-32 fleet.

Air Commodore Navin Verma has thus rendered distinguished service of an exceptional order.

Air Commodore Dinesh Chandra Kumaria VM VSM (13366) Flying (Pilot) was commissioned as a Fighter Pilot in June 1973. In his 33 years of distinguished service. He has held various important appointments including Commanding Officer of a Maritime Jaguar Squadron, which was declared the Best Operational Squadron and overall winners of the Inter Command Gunnery Meet. He also commanded an operational base which was adjudged the best Station in Operations, Flight Safety and Administration as well as won the trophy for 'Best in Air Traffic Services' in the entire Air Force. He has been a member of the Directing Staff at TACDE and founder member of Air War Strategy Cell, where he co-authored the IAF Doctrine. He has served as a Defence Attaché at the Embassy of India in Italy, and Principal Director Concept Studies at Air Headquarters. For his exceptional devotion to duty and distinguished services, he has been awarded VM in 1983 and VSM in 1996, The Air Officer has been the Air-1 at HQ WAC since 01 November 2004, where he was responsible for all facets of fighter operations of the largest Operational Command of the IAF. As Air-1, he adopted a pro-active approach and contributed immensely in dissemination of Air Combat Tactics learnt during lAF's participation in various interna tional exercises, which had a significant impact in improving the operational preparedness of this Command. By meticulous and innovative ground work, it was ensured that new concepts were proven with the least air effort, thus ensuring high productivity. The lessons from these exercises have been accepted at the highest levels of the IAF and form the basis of operational planning for the future.

The Air Officer's close interaction with his counterparts from other services resulted in a very high level of Jointmanship and Synergy. The lessons of joint exercises in the recent past have led to an all round acceptance of the lead role that would be played by the Air Force in future. As Air-1 he was also responsible for the conduct of Fly Past at the Republic Day and Air Force Day Parades for past two years. Each of these was executed with flawless precision, earning high esteem for the professionalism of the IAF. He also put into practice concepts of Host Squadron Operations and Pilot TRS which provide operational flexibility to an operational commander. The successful implementation of these concepts have fed to their introduction in other Commands subsequently.

Based on experience of HQ WAC in Disaster Management and Relief, he was tasked to compile a handbook on Disaster Management. With his usual diligence and perseverance he has written a comprehensive handbook which would serve as a guide for disaster relief operations in the future. He has also authored another book on Air Power for better comprehension of the subject by young Air Warriors. As the Air-1, Air Cmde Kumaria has been the epitome of professionalism, probity and personal integrity.

Air Commodore Dinesh Chandra Kumaria VM VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Madhusudan Banerjee VM, VSM (13400) Flying (Pilot) was commissioned in the Indian Air Force on 02 June 1973. He has held several important Command and Staff appointments that include Directing Staff at the Tactics and Combat Development Establishment, Comm and of a fighter squadron, Command of an Air Defence Direction Centre, Command of a front line flying station and Principal Director Flight Safety at Air HQ. He is also a Qualified Flying Instructor and an Electronics Warfare expert. He was awarded Vishisht Seva Medal for exceptional devotion to duty in 1999 and Vayu Sena Medal for distinguished service of a high order in 2003.

The Air Officer has been Air Officer Commanding of a premier flying Station since 11 October 2004. In this period he has exhibited exceptional leadership qualities and ensured a very high state of operational preparedness of the Station. During this period the station inducted and operationalised the SU-30 MKI Phase III aircraft in a short span of six months. The flying efforts increased substantially despite a manifold increase in civil aircraft operations on a 24 hours basis. There was a noticeable reduction in aircraft incidents, especially related to Foreign Object Damage, which contributed towards tremendous cost savings.

A striking feature of the officer's achievement has been his ability to obtain results at minimal cost through ingenious methods and innovative ideas. The Station has managed extra tasks most admirably and sustained the morale of all its personnel at a very high level through superlative welfare measure, Noteworthy has been the extensive repair and renovation of a large number of old and dilapidated buildings as Temporary Married Quarters for airmen. This led to an appreciable improvement in the overall quality of life on the Station. The Air Officer has consistently displayed extraordinary zeal, enthusiasm, leadership and vision.

Air Commodore Keshav Gopal Bewoor VM (13570) Flying (Pilot) was commissioned on 22 December 1973 in the fighter stream of the flying branch of the IAF. In 33 years of distinguished service, he has held several important command and staff appointments namely the command of a Fighter Squadron, DS in DSSC, Examiner in the Air Crew Examining Board, the Defence Attaché in Israel, Air-1 of an Operational Command, and Command of the three premier bases in the IAF including the present Mirage 2000 base at Gwalior. He was awarded the Vayu Seva Medal in January 1994.

An A2 flying instructor, the Air Officer has been a founder member of the first aerobatic team of the IAF “Thunderbolts" and was also amongst the first batch of pilots to have converted onto the Mirage 2000 aircraft. As Defence Attaché in Israel the Air Officer played a pioneer role as he played a key role to enhance cooperation in the defence field between the two countries. During the firepower demonstration at Pokharan in 1998 and 1999 and the Kargil Operation in 1999, the Air officer then as Base Commander Jaisailmer had a major contribution in the success of these events/operations.

The Air officer has contributed significantly to the operational efficiency and preparedness of the Mirage-2000 fleet both as Air-1 and now as the Air Officer Commanding of the Mirage 2000 base. The shock effect exercises conceived and implemented during his tenure as Air-1 have been instrumental in determining the ops potential of the fighter Squadrons from time to time. His balanced and result oriented approach with personal involvement in every sphere of activities has been significant both in Ops planning at Command HQ as well as growth of the Air Force Base at Gwalior as a model base. Air Commodore Keshav Gopal Bewoor VM has thus rendered distinguished service of an exceptional order.

Air Commodore Atul Saikia VM (13585) Flying (Pilot) was commissioned in the fighter stream on 22 December 1973. As a young Flying Officer he was commended by CAS for his extraordinary skill and professional knowledge. He has served as ADC to the President of India, directing staff of Flying Instructor's School and as Staff Officer to AOC-in-C, EAC and SWAC. As Commanding Officer of a MiG-23 BN squadron, he was awarded Vayu Sena Medal and AOC-in-C's commendation. He also served as Chief Instructor Flying at Air Force Academy, Air-I at HQ AOC J&K and as Station Commander of premier AF Station. He was selected to undergo Systems and Safety Management Course in USA in 1990 and secured first position. He served as Principal Director Training at Air HQ. As the Flight Commander in fighter Sqn he was commended by the CAS for the second time and the Sqn was adjudged the Best Fighter Squadron for two consecutive years in WAC. The legacy further continued, as the Squadron he was commanding was once again adjudged the Best Squadron in SWAC. For his professionalism and exceptional devotion to duty, he has been awarded VM in 1996. He took command of AF Station Kalaikunda in November 2004 with base in a state of operational disuse for three years. The runway was in the process of rehabilitation and the fighter squadrons were waiting to return to home base. With remarkable expertise, he expedited the process of rehabilitation of not only the runway but the entire airfield and its operations, maintenance complexes, thus brought it back to its original status of a premier airbase in the IAF. The base was then given the mandate of hosting the joint international exercise COPE INDIA2005 in November 2005, which besides being an air exercise had ramifications on Indo-US relations as well. The base was prepared in record time, to host the exercise, against heavy odds including local political constraints. With his able guidance and operational acumen, the exercise was conducted impeccably and all objectives were fully met. Immaculate execution of the exercise enhanced the image of the IAF internationally. The base thereafter hosted the Republic of Singapore Air force for exercise SINDEX-06 in Jan 06. This exercise was conducted equally meticulously and was immensely appreciated by all including the Chief of Air Force, RSAF.

The Air Officer contributed not only for enhancing the operational setup of the base but also concentrated his zealous efforts towards improving the domestic environment the station to an international standard in a short span which would not have been possible in absence of the ceaseless effort and drive of the officer.

Air Commodore Atul Saikia VM has thus rendered distinguished service of an exceptional order.

Air Commodore Trikandiyur Kollath Venugopal VM (13598) Flying (Pilot) was commissioned on 22 December 1973. He has to his credit over 5550 hours of accident free flying. A Qualified Flying Instructor on the IL-76 aircraft, he has also flown the AN-32 and HS-748 aircraft. An alumni of the National Defence College and the College of Defence Management, he took over command of AF Station Chandigarh on 03 January 2005. For his professionalism and exceptional devotion to duty, he has been awarded VM In 2000.

As the AOC of AF Station Agra from October 2002 to January 2004, the Air Officer successfully conducted a joint Indo-US para exercise; Cope India 02-01 in October-November 2002. This exercise displayed the might of the IAF in para and heavy drop and was very well received, both in the print and in the electronic media. He was also instrumental in pioneering the successful induction of IL78 MKI Flight Refueller Aircraft into AF Station, Agra. During his short span as the AOC of AF Station Chandigarh, AF, he led his team from the front to handle the after effects of three major-national calamities. Aircraft from this base flew out over 1695 passengers from the worst-ever natural disaster in the Andaman & Nicobar Islands. When National Highway 1A, the only road link between the Jammu & Kashmir valley and rest of the nation was blocked, it was the aircraft under his command which flew round the clock and airlifted a record breaking 29086 passengers across the Banihal pass in a matter of just 37 days. This was an air effort that put forward the nation's capability as a potent force in front of the entire world. In the aftermath of earthquake, which struck the state of Jammu and Kashmir on 08 October 2005, transport aircraft from this base flow relentlessly, both by day and night, ferrying stores, medical aid and relief material, providing immediate succor to the affected personnel. The limited air effort placed under his command was so optimally utilized that this was achieved without sacrificing any load meant for troops in Ladakh sector, a routine activity of this station, which was executed simultaneously.

Under his dynamic leadership, the Station organized an IAF publicity awareness Campaign in March 2006. The conduct of the air show, the static display and the Air Warriors Symphony Orchestra was executed to perfection under his command. The ongoing Married Accommodation Project at AF Station Chandigarh had suffered a major setback due to a penalty of Rs. 15.2 crores levied by the UTI Administration, Chandigarh. The matter was so tactfully handled by him that a waiver was sanctioned by the Administrator, UTI for the entire amount. This has not only put the Married Accommodation Project back on line but also made it cheaper by Rs. 15.2 crores.

Air Commodore Rajinder Singh VM (13980) Flying (Pilot) was commissioned as fighter pilot in the IAF on 14 December 1974. He has flown over 3000 hours of accident free flying and held several key appointment, which include Commanding Officer (CO) of a MiG-21 Squadron (Sqn), Chief Operations Officer (COO) of a large fighter wing and Station Commander (Stn Cdr) of strategically vital fighter base. He has also held several Important staff assignments, both at Air HQ and Command HQ, and was also the defence attaché in Egypt. A Qualified Flying instructor and an alumni of the Defence Services Staff College, the air officer was twice commended by the CAS in 1988 and1995, respectively, and also awarded the Vayu Sena Medal in 1999.

During his present tenure as the Air Officer Commanding (AOC) of Air Force Station Palam, the Station flew a record 11,000 hrs of accident free flying. A rare feat was achieved by the Station in which all aircraft of the Sqn were flown at the same time to attain 100% serviceability. All the VVIP/VIP movements have been handled exclusively well.

The Air Officer's drive and initiative successfully resolved the perennial water shortage at Palam by making Delhi Jal Board water available to the Station for the first time in sixty years. Under his able guidance and direction the prestigious Air Force Day Parade was meticulously planned and perfectly executed, showcasing an impressive and professional display, which was highly appreciated. During Tsunami the victims were received, fed, clothed and dropped at their homes. Prompt airlift of relief material to Jammu & Kashmir during earthquake was appreciated by even the home ministry,

Air Commodore Rajinder Singh, VM has thus rendered distinguished service of an exceptional order.

Air Commodore Pramod Kumar Roy, VM, VSM (14100), Flying (Pilot) was commissioned on 11 July 1975. He is on the posted strength of Air Force Station, New Delhi since 08 March 2005, as Air Officer Commanding. The Air Officer is a qualified Flying Instructor with over 4500 hours of accident free flying to his credit. His past assignments include Command of a helicopter unit and Air Force Station Thoise as well as tenure each at Directorate of Air Staff Inspection and Embassy of India, Ukraine as Military & Air Attaché. He is also the Commodore Commandant of 107 Helicopter Unit. During both the commands, the helicopter unit as well as the Air Force Station were declared the best unit/station of the respective Commands.

A highly motivated, diligent and responsible officer, he has always been able to motivate his air warriors to a very high level of performance and has been awarded Vayu Sena Medal and Vishisht Seva Medal in 1995 and 2000 respectively.

Air Force Station New Delhi during his stewardship has provided exceptional admin is tration, logistics and maintenance support to almost 10000 air warriors in and around Delhi, A modern Airmen Mess with automated kitchen, a model Logistics section with a unique Uniform Display Room, modernization of MT section, handing over of MT refueling to IOC, along with equipping ten UN Contingents to Congo & Sudan and their regular re-supply, are some of his major achievements. Also, the Station has undergone noticeable transformation in terms of quality of life for air warriors in respect of water, sewage, electricity, maintenance of Temporary/Service Married Quarters and the surroundings. His involvement in pursuing various works services for beautification of area, CSD shopping complex, canteen - specially the new Noida canteen, provision of RO water system, etc, is highly appreciable. As Deputy Chairman, Akash Mess he successfully executed evacuation of mess premises by unauthorised occupants, which could not be done for over a decade.

Through hard work and personal management of high order he has been able to imbibe in his subordinates a zeal for commitment to task and obtain willing support. He has recasted the local welfare ventures with the creation of facilities such as new shopping complex with self service counters, modern food court, internet facility, new parks and activation of similar market complex at Safed Sagar, Gurgaon.

Air Vice Marshal Trichinapoly Subramanyam Raghu Raman (12664) Med was commissioned on 26 Jan 71. In 36 years of distinguished service, he has held several command and staff appointments that include Associate Professor at Armed Forces Medical College, AOC at an Air Force Hospital (AFH), Principal Medical Officer (PMO) at HQ EAC and currently as Commandant, Command Hospital Air Force Bangalore (CHAFB). For his outstanding performance in the Advance Course in Paediatrics, he was awarded the CNS Medal in 1979.

Whilst commanding the AFH Johrat, he conceptualised and created a medical evaluation centre and thereby immensely benefited both the service and civil aircrew of the entire North East region. As PMO at EAC, he integrated the functional aspects of AFH, Hashimara and Military Hospital, Binaguri and thus the scarce specialist medical care was made available even in the most peripheral Air Force units.

Having excelled in the field of Paediatrics and with vast teaching experience, he has many publications in national journals to his credit and has been a guest speaker in many national seminars. In 2001 as Head of the Paediatrics Department, he brought honour when for the first time in services, the CHAFB was recognised as the 'Baby Friendly Hospital' by the Breast Promotion Network of India and UNICEF.

On taking over as Commandant of CHAFB on 01 Jan 06, he restructured the organisation and provided purpose and direction to the personnel. This in turn has facilitated exponential growth in patient care related activities like the implementation of an unique single window concept of health care for outdoor patients, creation of an all exclusive Diabetic Ward for enhanced patient care, introduction of Battery Operated Vehicle for conveying the patients and the introduction of an innovative multi rack cargo van to counter to the challenging task of food distribution at the patients' bedside. Under his command, the work services has witnessed a rapid growth and culminated in the creation of an ultra modern MRI centre, Accident and Emergency Centre, Blood Component Manufacturing Unit and mega renovation of the Auditorium while other projects like Cardiac Catheterisation Laboratory, Radio Therapy Unit and Married Accommodation are nearing completion. He ingeniously conceptualised and established a modern sports complex and children parks at two independent pockets even amidst the acute space constraints. He, with his foresight and vision, also meticulously provided the organ is ational support for the successful conduct of International Congress of Aviation and Space Medicine in Sep 06 and medical support for the Aero India 2006 at Yelahanka.

Air Vice Marshal Trichinapoly Subramanyam Raghu Raman has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Narayanan Vijayakumar VSM (12725) Accts was commissioned in the IAF on 26 Jun 71 having been awarded the CAS Medal, Best All-rounder Trophy and later, the President's Plaque for Best Trainee Officer of 1971. The Air Officer has held several important field, instructional, command and staff appointments in his career. He has authored many papers on Public/Non-Public Fund subjects and Manag e ment topics. Other significant contributions by him are the successful completion of major redesigning of “AF Officers' Appraisal System" during 1995-98 and educating AF personnel on the “Air Warrior Concept" at units in the IAF through numerous lectures during 2001-02. As AOC, Air Force Central Accounts Office during 2003-04, he had brought in several improvements in the infrastructure, working environment and functional aspects which enhanced substantially the efficiency of the automated pay accounting services in IAF. The Air Officer is academically highly qualified including a Ph D and is the senior most Accountant Officer in IAF for the past three years. He was commended earlier by the AOCin-C and CAS and awarded VSM in 2001.

As ACAS (Financial Planning) at Air HQ wef Sep 04, he had been successful in getting larger share of budgetary allocations for the IAF with the budget for 07-08 standing at a record Rs. 27,259 Cr which is 28% of the Defence Budget. His personal monitoring and control ensured full utilization of the large allocations in the Capital Budget viz Rs 14,821 Cr in 04-05, Rs 12,560 Cr in 05-06 and Rs. 14,767 Cr in 06-07 despite many constraints. He also streamlined the revenue budget allocation system in and made available sufficient funds to all Air Force Establishments.

Under his able guidance, leadership and personal involvement, the Financial Planning he achieved a number of milestones. A major creditable performance is the savings worth Rs 1,300 Cr effected in nine capital acquisition contracts with HAL during the last three years due to stricter and intelligent scrutiny of price proposals, which helped in sparing precious financial resources for other capital commitments of IAF. Some of the important achievements during his present tenure include finalisation of the vexed and long delayed issue of Warranty Clause for HAL products; finalization of the long case of the Base Year Price revision for HAL products & supplies; getting the Govt letter issued as the first among the Services on the enhanced delegation of financial for IAF; introduction of Resource Management Concept to bring in cost consciousness at AF Stns; extending the Unit Costing System to all AF Stns and streamlining the utilization of the Foreign Travel Budget at Air HQ.

Air Vice Marshal Narayanan Vijayakumar VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Vijay Kumar Dayalu VSM & Bar (13096) Adm was commissioned in the Administrative branch of the IAF on 17 Jun 72. He has held the appointments of Camp Commandant Air HQ, Chief Administrative Officer of two Stations, Senior Personnel Staff Officer, President, Central Airmen Selection Board (CASB) and Comm andant, Air Force Administrative College (AFAC) prior to his present appointment of ACAS (Air Force Works). He is a graduate of the DSSC. He was awarded VSM in 1994 and Bar to VSM in 2004.

A versatile, innovative and self motivated administrative officer, he has consistently exhibited a very high degree of professionalism and administrative acumen through out career. In the last two tenures as President CASB and Commandant AFAC, his administrative abilities have been par excellence. As the President CASB he was the singular driving force in changing the very face of airmen selections by introducing many innovations to strengthen the selection process. At AFAC as the Commandant, he has been singularly instrumental in imple menting the 'task directive' for introduction of distance learning in training of officers of all branches. In addition to this challenging task AVM Dayalu also set up the Ex-Servicemen Contributory Health Scheme at Coimbatore in an exemplary manner which has benefited the ex-servicemen community immensely.

As the ACAS (Air Force Works) his in-depth knowledge, ingenuity and meticulous planning have ensured initiation of a vast variety of infrastructural works keeping pace with the induction of the latest high-tech systems for the modernization of the Air Force. A close watch on the Special Projects and carry over liabilities has ensured proper utilization of the allotted funds. His analytical approach has constantly spurred his team successfully launch the largest ever Capital Works Plan of the Indian Air Force in 2006-07. This has resulted in providing a threshold to the ever growing modernization needs of Air Force.

He has held additional charge in the duties of President of Defence Services Officers' Institute and has been a very active member in the Air Force Naval Housing Board. His appreciation of the complexities in both these areas was complete. With this, he has provided catalytic directions for the cohesive coordination to the members who benefited from these ventures.

Air Vice Marshal Vijay Kumar Dayalu VSM & Bar has thus rendered distinguished service of an exceptional order.

Air Commodore Amarsingh Ganpatrao Patil was commissioned as a fighter pilot on 23 Dec 72. He has held several important command and staff appointments. He is a Qualified Flying Instructor and a graduate of DSSC.

During his tenure as a flying instructor, he was commended by CAS for matured handling of an emergency involving a foreign student. As a Pechora Squadron Commander, his Squadron was put on the front bench of operational preparedness and assessed as 'Average Plus' by DASI. During his tenure as a Station Commander of a forward Air Defence Direction Centre, his Station was adjudged as the 'Best Control & Reporting Unit' of the Air Force for its overall operational efficiency and prompt deployment during 'Operation Vijay'. During 'Operation Parakram' as Chief Operation Officer of a forward base in the Kashmir valley, he played a pivotal role in deployment of all incoming and outgoing friendly forces in the most effective manner, thus ensuring overall Operational Readiness in the shortest possible time. The Station won the 'Best Operational Wing Trophy' of Western Air Command during his tenure as COO

Air Officer Commanding of a premier fighter base, his inimitable working style and dynamic leadership has continued to contribute towards betterment of working culture and enhanced productivity. The Station has flown a mammoth 10000 hours of flying on the age old MiG-21 (Type-77) and the Chetak/Cheetah helicopter fleets in 18 months. All the courses doing MiG Operational Flying Training have passed out ahead of schedule and additional flying effort was made available for pilots from other Commands. The base under his regime has also done benevolent service to civilians by way of evacuating 108 serious causalities from remote and inaccessible parts of the eastern region by helicopters. All this was possible by his ability to improvise, innovate, guide and motivate his personnel. To cater for futuristic requirements of operations by modern civil & military aircraft from his base, he has worked out a detailed plan to build the requisite infrastructure. In the recent past, as part of Platinum Jubilee Celebration year of the IAF, his Station was tasked to participate in fly-past and undertake arrangements for aerobatic displays. With meticulous planning, right delegation and coordination, these tasks were befittingly carried out to project the true spirit and glorious traditions of the IAF. The Station during his regime has bagged trophies for the Best Fighter Squadron, Best Helicopter Unit, Best Radar Unit, and the pivoted Best Operational Station of the Eastern Air Command.

Air Commodore Amarsingh Ganpatrao Patil has thus rendered distinguished service of an exceptional order.

Air Commodore (now Air Vice Marshal) Ravi Kant Srivastava (13312) AE (L) was commissioned in Engineering Branch of IAF on 01 Jan 73. In his 34 years of service, he has held various important appointments like Principal Director Engg D at Air HQ, Chief Engineering Officer at Air Force Station Borjhar and Director Signal Intelligence at Army HQ. He also has the distinction of commanding a Wireless Experimental unit and an Air Force Liaison Establishment. Presently, he is posted as Air Officer Commanding of a premier Base Repair Depot.

As Chief Engineering Officer, Air Force Station Borjhar, he ensured smooth Induction of Mi-17 helicopters in a Helicopter Unit. He is one of the pioneers of the Boeing 737 Flight of Air HQ Communication Squadron maint enance team which took up the task of induction and setting up infrastructure for servicing. For his organizing acumen and vision he was especially selected to head the Dte of Eng D. As Principal Director Engg D, he was chiefly instrumental in guiding and coordinating a plethora of activities to transform the Dte of Eng D into a professional team. He was also tasked to review technical Air Force Orders at Air HQ which he accomplished in a professional manner.

Air Commodore RK Srivastava is a hardcore professional with high level of dedication, devotion and 'Never Say Die' attitude. Due to exemplary military leadership qualities, clubbed with his inherent engineering skill, the BRD has grown from strength to strength and developed innovative techniques, modern tooling to reclaim few expensive parts of the helicopter aggregated which were otherwise being rendered Cat 'E' and procured from abroad. This has resulted in saving of foreign exchange. His proactive, constructive and visionary approach has resulted in an overall improvement in work culture and productivity of the BRD inspite of spares crunch thereby generating a professional work ethos at the depot. The BRD under his leadership has been adjudged as “Best Aircraft Maintenance Support BRD" in the year 2006.

Air Commodore Ravi Kant Srivastava has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Anil Chopra (13368) F (P) was commissioned in the Flying (Pilot) on 02 Jun 73. In his 34 years of his career he has held important appointments which include command of a premier fighter Sqn, Chief Ops Officer and AOC of a major fighter station. He was also the Team Leader of the MiG-21 Bis upgrade project in Russia and Commandant of the prestigious Aircraft and Systems Testing Establishment. Since Sep 06 he has been the Air Officer Commanding (AOC) Jammu & Kashmir. The air officer is a QFI, Test Pilot, IRIE, and has done staff college. In all these courses he has distinguished himself. He was awarded Vayu Sena Medal in 1989 and Vishisht Seva Medal in 1996.

As AOC J&K he commands a large geographical area with six flying stations and Tactical Air Centers under him. J&K is one area which has witnessed continuous live operations in the Counter Insurgency grid and in Siachen, and IAF aircraft are regularly operating right up to the line of control. In this entire area, the Civil Govt, the para military forces, and the Indian Army are dependent through the year on the Air operations.

The Air officer has been working very closely with Northern Army Command and has taken the initiative to have a fresh look at all joint operational procedures and documents. He has worked towards greatly reducing airborne response time for both the Counter Insurgency operations and the casualty evacuation. The IAF has not only met all the targets of Air maintenance for the year but has actually exceeded by nearly 1000 tons. The Air Officer's performance in the Air Force Exercise Gagan Shakti as Red Force Commander North was indeed commendable. The Air officer leads from the front and uses his vast experience to resolve all issues at his level.

Last winter saw extended closure of the National Highway between Jammu-Srinagar. Also, bad weather isolated many remote areas of the state, especially in higher Himalayas. His leadership and personal involvement in OP Humsafar was commended in writing by the Chief Minister. The Air officer has repeatedly shown selfless devotion to the service, and exemplary courage and professional excellence of the highest order which are in keeping with the best traditions of the IAF.

Air Commodore Chinnabhandar Narasingara Ranganath VSM (13471) AE (L) was commissioned in the IAF on 01 Jul 72. He is a graduate of DSSC and is also a qualified Flight Test instrumentation Engineer (FTIE). He has held many important field and staff appointments which include Senior Test Engineer and Chief Research and Project Officer at Aircraft and Systems Testing Establishment (ASTE), JD of Air Staff Requirements at Air HQ, Chief Engg Officer at one of the premier fighter bases in the eastern sector and Command Technical Training Officer at HQ Training Command. He was commended by the Chief of Air Staff in 1991 and was awarded the Vishisht Seva Medal for distinguished service in 1999. Presently, he is the Air Officer Commanding of a Base Repair Depot (BRD) at Air Force Station, Sulur since 07 Mar 05. After assuming command of BRD, Air Cmde Ranganath steered the depot towards attaining the highest standards of professional excellence resulting in the depot being awarded the Best Aircraft BRD trophy in Maintenance Command for the year 2006. Under his dynamic and able leadership, wide ranging improvements have been made in the working as well as the living environment at the depot which has boosted the morale of all sections of depot personnel. His pioneering effort in providing guest hose facilities for DSC personnel and their families at the depot has been considered by AOCin-C, Maintenance Command as worthy of emulation by other units. It is entirely due to his tenacious approach and determined efforts that Sulur is the first station where the Married Accommodation Project for PBORs has been completed and taken over.

As the AOC of BRD, the air officer is also responsible for providing various administrative services to co-located Wing and its lodger units, but under the functional and administrative control of Southern Air Command. He has displayed exceptional management skills, sagacity, tact and maturity in not only providing efficient admin services but also in providing a harmonious living environment and promoting healthy camaraderie among all personnel at the air force station.

Air Vice Marshal Pramod Vasant Athawale VSM (13472) AE (L) was commissioned in the Aeronautical Engineering (Electronics) branch of IAF on 02 Jul 73. Over the years he has distinguished himself with significant contribution in a wide variety of assignments like Aircraft & Systems maintenance and flight testing, Software development and project management. He was awarded Vishisht Seva Medal in 1997.

The Air Officer has been one of the pioneers of software initiative in the IAF. From 1992 to 96, as the first Commanding Officer of Software Development Institute, he undertook a variety of software projects and laid a sound foundation for the in-house avionics software capability in IAF. During 2002-03, as the Chief Engineering Officer of the largest MiG-21 operating base, the officer brought in quiet assurance to the maintenance activity on the base. He streamlined processes bringing up execution and management synergy from a large group of maintenance personnel to improve safety and reliability with enhanced operational productivity.

As Principal Director Ground Electronics at Air HQ, the officer managed the largest set of Systems inventories. He put in exceptional efforts to progress various schemes especially worthy of mention are commissioning of ARSR, SRE and PAR radars; maintenance facilities for EW equipment and repair and overhaul of ST-68 radars.

Air Vice Marshal to his credit has had successful management of vital projects. During 1998-99, as Project Director, he steered the delayed 'Low Level Radar Networking' project to culmination and operationalised the system. More recently in 200506, as the Principal Director of Integrated Air Command and Control System (IACCS) project he has guided the team, during design and prototyping phase through exceptionally sincere efforts, and placed the project on the envisaged roadmap. As Assistant Chief of Air Staff (Sigs & IT), currently he steers the challenging Networking and IT projects, besides overseeing the operational aspects of Communications and IT for the whole IAF.

Air Vice Marshal Pramod Vasant Athawale VSM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Anil Kumar Khosla VSM (13534) AE (L) was commissioned on 07 Jan 74 in the Engineering Branch of the IAF. In 33 years of distinguished service, he has held several important field, command and staff appointments that include Senior Engineer (Electronic Warfare) of a Fighter Base, Chief Technical Officer of Air Defence Radar, Command Systems Officer at two command HQs, Director Training at Air HQ, Station Commander of a tropo unit and Air Officer Commanding of Base Repair Depot (BRD). He is an alumnus of the College of Defence Management.

He is the pioneer of Mirage-2000 Laser Designation Pod (LDP) infrastructure. Subsequent to training in France (Thomson-CSF), he set up state-of-the-art servicing bays of LDP and other EW assets in an exemplary manner. These facilities have become the benchmark for all EW systems inducted subsequently in IAF. His engineering acumen in carrying out indigenous repairs of LDP, resulted in savings of 0.36 million French Francs. His contribution towards modernization of Training Institutes won accolades from all quarters. For the distinguished services rendered, he was awarded VSM in 2002.

While being the Station Commander of Air Force Station Jaipur, he successfully ensured 100% serviceability and high morale of personnel during the subtle phase of post Dec 2001. He was instrumental in acquiring a niche of concessions for IAF from Rajasthan Government. As Air Officer Commanding of a BRD, he inducted many new repair lines and noteworthy field repairs resulting in high serviceability of two vital radars and other communication facilities. He was instrumental in working out “Capacity Assessment" of the BRD, which paid handsome dividends to improve overall production. Indigenisation and innovations undertaken under his guidance have resulted in saving of Rs 25 lakhs in foreign exchange. Under his command, the BRD was declared the best BRD for the year 2003-04. AVM Khosla was appointed as Senior Maintenance Staff Officer of Western Air Command (WAC) on 01 Aug 06. His professional competence, proactive actions with dynamism and perseverance in maintaining constant liaison with Air HQ and various agencies like HAL, BEL and DRDO labs have directly contributed towards the operational capability of the command. The successful performance of WAC during the Gagan Shakti in Sep 06 and various other major exercises bear testimony to the significant contribution by him. The excellent conduct of Air Force Day Parade first time at Air Force Station Hindon in 2006 and the President's Fleet review at Air Force Station Chandigarh in Mar 07 are some of the vivid examples of his all round organizing capabilities to accomplish any challenge task.

Air Commodore Raj Kumar Vashisht (13832) AE (L) was commissioned as an engineer in the Aeronautical Branch on 06 Jan 75. He has held important appointments of Engineering Officer/Senior Technical Officer of MiG 21 and Mirage-2000 Sqns, Chief Engineering Officer (CEO) of a flying Station, CO of TETTRA School and Base Repair Depot (BRD) and Command Engineering Officer at two Command Headquarters.

As CO, Mirage Tettra School, Gwalior, he instituted effective steps to provide high quality training and brought improvement in overall availability of training aids. He ensured well coordinated control of all engineering activities in support of Op Safed Sagar as CEO at AF Station, Adampur. Final outcome of operations brought laurels to the Indian Air Force. High quality maintenance practices followed at Air Force Station, Adampur brought Best Maintenance Trophy of WAC for two consecutive years. Maintenance Control Centre (MCC) was declared the Centre of Excellence and was replicated on all the bases under HQ WAC.

With his technical expertise and ingenuity as CO of BRD, he could tide over the shortage of spares with indigenisation of critical items and developing new repair schemes to recover Cat-D rotables. These successful efforts saved the exchequer a substantial amount in foreign exchange against imports. Under his leadership, the Depot achieved peak production of all types of aero-engines and was adjudged second best BRD.

In his present appointment of C Eng O, HQ EAC, despite severe constrains of remote locations, adverse weather and poor connectivity, with high level of professional command and control over all aircraft maintenance activities of Eastern Air Command, he ensured that the serviceability and availability of various fleets reached to high levels for the first time. A large number of unserviceable aircraft were brought on line to meet the time bound training tasks which resulted in higher utilisation of the assets. He organised various workshops at the operating bases to bring about high level of maintenance practices amongst technical personnel, thereby achieving better safety standards. With his active supervision and involvement, three international exercises, COPE INDIA, SINDEX and GARUDA III, were successfully conducted at Air Force Station, Kalaikunda.

Air Commodore Raj Kumar Vashisht has thus rendered distinguished service of an exceptional order.

Air Commodore Ujjal Prabhat Biswas (14090) F (P) was commissioned into the IAF on 11 Jul 75 in the flying branch. He has been the Air Officer Commanding (AOC) of Air Force Station, Pathankot during the period 02 Jan 2006-30 Apr 2007. The air officer is a Fighter Combat Leader and an A2 Qualified Instructor and has flown over 4200 h on various aircraft types. In the Sqn Ldr rank, he has been commended twice by AOsC-inC and once by the CAS. He is a winner of the 'Scudder Medal' at the DSSC for standing first in the M.Sc degree course and is also the first armed forces officer to be deputed for a 'higher' course of instruction in Japan, in which he excelled. The officer has had a distinguished career during which he has done a number of operational commands (two fighter squadrons and an operational flying base), been an instructor (in the Flying Instructors' School and the College of Air Warfare) and held important Staff assign ments in Air HQ (in the Directorates of Personnel and Flying Training).

During the period 1995-1997, as the CO of a MiG-29 squadron he achieved all flying and other commitments in a commendable manner that included operational flying during the developments in the Kutch area in end 1996 and leading the MiG-29 fleet for flypast over Rajpath during the Republic Day. The tenure culminated with his squadron being declared as the 'Best Fighter Squadron' for the year 1997.

For his high professional competence, the air officer was selected as a member of the Expert Committee on Aircraft Accidents (EXCOM) in 2005. He made significant contribution by carrying out extensive study and analysis of aircraft accidents and suggesting remedial measures. It was after the implementation of the EXCOM that there has been a significant reduction of flying accidents in the IAF.

During 2006-2007 as the AOC of Air Force Station Pathankot, an operational base on the Pakistan border, he led from the front and achieved very high all-round standards. He undertook active flying and also participated in the air-to-ground gunnery meet on the MiG-21 aircraft. The excellent performance of the air officer was ratified by the Directorate of Air Staff Inspection when it graded the forward base he led and all the operational flying squadrons located at the base as 'Average Plus' in all aspects viz. Operations, Maintenance and Administration which is a rare achievement.

Air Commodore Devinder Singh VM VSM (14284) F (P) was commissioned on 13 Dec 75 in the flying branch of the Indian Air Force. During 32 years of his distinguished service, he has held several important command and staff appointments that include command of a MiG 23 BN fighter squadron, Chief Operations Officer of a frontline fighter base, Command Air Defence Officer at HQ Western Air Command and Defence Attaché to Embassy of India, Prague, Czech Republic. He is a Staff College graduate and a highly experienced Cat A Qualified Flying Instructor with 4600 hours of accident free flying to his credit. He was commended by the Chief of Air Staff in 1986 and was awarded VSM in year 1997 and VM in year 2000.

Air Cmde Devinder Singh took over as Air Officer Commanding of Air Force Station Jamnagar on 20 Jun 05. The station operates many flying and Air Defence units. With his involvement he ensured high serviceability state of their equipment due which all operational commitments were always success fully completed. Through good planning he brought about commendable and substantial changes in the infrastructure of the station. He motivated and encouraged his personnel to always rise to undertake any task.

Under his inspiration, the station developed two important softwares from within the local resources. One of these has been put into use at all stations of the IAF on instructions from Air Headquarters. The second is in final stages of completion dealing with aircraft maint enance. Under his supervision, the station helicopter units successfully rescued three pilots who had ejected-two over the sea and one at night dark phase. He was as also very successful in promoting sports and cultural activities on the station thereby giving opportunity to his personnel and their family members to display their talent.

Under leadership of Air Cmde Devinder Singh, AF Station Jamnagar won the Best Flying Station of IAF trophy for year 2005-06. His station was also adjudged the Best Station of South Western Air Command (SWAC) for year 2006.

Air Commodore Gurwinder Jeet Singh Cheema (14292) F (P) has been on the posted strength of Air Force Station Yelahanka as Air Officer Commanding since 01 July 05.

Air Cmde Cheema has been one of the pioneers of Mi 8/Mi 17 operations in Siachen Glacier. His experience is all encompassing varying from counter insurgency to low intensity conflict operations. As Flt Cdr of a frontline and the first armed Mi-17 unit, he was instrumental in optimising Mi-17 utilisation in Op Pawan (Sri Lanka) towards extensive logistic support, causality evacuat ion and offensive armament support operat ions by day as well as night. The task was accomplished without attrition or accident. He has over 5000 hrs of accident free flying to his credit with over 500 h of flying in Op Meghdoot area. Subsequently, as Sqn Cdr of a Mi-17 unit, he ensured a high operational state and sustained accident free flying for three consecutive years. In two years of command of a forward base in Op Meghdoot sector, he brought up the airfield infrastructure that facilitated night landings by transport aircraft despite diverse constraints.

On assuming command of AF Stn Yelahanka, he systematically analysed aspects requiring enhanced performance to keep pace with increased flying task. The station hosted the first National Geographic air show in 2005 that was marked with a tremendous response from the public. Despite the growing congestion in Bangalore airspace, he ensured conducive flying environment by proper coordination with civil agencies along side beefing up of own support services. The station undertook approx 20,000 hours of flying during the year 2006 which is a land mark accomplishment. His thrust on infrastructure development and improvement of working as well living environment furthered station's output and morale. Concurrently, he relentlessly pursued preparations for Aero India 2007 and ensured continued and sustained liaison with civil, military and associated organisations to wards successful culmination of the show. His proactive approach and acumen for efficient management of resources ensured a secure and conducive environment for the five day long air exposition. As the AOC of the host station, he maximised the output by delegating responsibilities to sub-committees after meticulous scrutiny of detailed action plan. Tasks entrusted to the station were flawlessly executed and were appreciated by Indian and for- eign dignitaries. The biennial air show was a resounding success with an all time high participation from Indian and Foreign entrepreneurs.

Air Commodore Gurwinder Jeet Singh Cheema has thus rendered distinguished service of an exceptional order.

Air Commodore Shamsher Jang Bahadur (14570) F (P) was commissioned on 16 Jun 76 in transport stream of the Flying Branch of the IAF. In 30 years of distinguished service he has commanded Communication Flight and the oldest transport (AN-32) Squadron, and held important staff appointments at Air HQ and Command HQ. A postgraduate of DSSC and alumnus of the National Defence College he has been twice awarded Commendations by CAS and once by AOC-in-C. A Flying Instructor with over 6700 hours of accident free flying, he has taken active part in Op Pawan, Op Prakaram and planning of Op Safed Sagar. Air Cmde SJ Bahadur was appointed the Air Officer Commanding of the largest Air Force Base of the IAF on 14 Nov 05. Under his leadership the aircraft of this base participated in various exercises and aerial displays at home and abroad that brought laurels to the IAF. Aircrew qualification status and the operational preparedness of all the four flying units of this base improved considerably, and the Paratroopers Training School surpassed the previous record of highest number of jumps.

His proactive liaison and exploitation of BSNL schemes resulted in net saving of over Rs 19, 55,975/- to the Air Force this year. He ensured that the prestigious events like Centre for Air Power Studies Seminar, visits of Global Chiefs and other foreign delegations were conducted in a befitting manner bringing honours to the IAF.

He with his foresight, perseverance and total involvement provided impetus to the achievements of Air Force Station, Agra. Under his stewardship, the station won coveted trophies for Best in Air Force Land Line Competition, Pride of Central Air Command, Best in Operations and the Best Transport/Helicopter Squadron of Central Air Command for the year 2006-07.
