Group Captain Dalbir Singh Yadav was commissioned in the Indian Air Force in March, 1952 in the Fighter stream. Since then, he has been employed on a number of important assignments where he achieved spectacular results displaying exceptional flying abilities, effective conduct of operations and skilful management of men and material. The officer has so far logged a total of 2600 hrs of flying on various fighter aircraft.

Group Captain Yadav, while commanding Air Force Station Gorakhpur, suffered a serious set back in his health, severely restricting a very promising profile. Despite the handicap, the officer on being re-employed, took upon himself the onerous challenge to set up Air Adventure Cell in 1984 at Air HQ and was single handedly responsible in its registration under the Societies Act. In a very short span of time, Group Captain Yadav, showing rare ingenuity, dedication and personal involvement enlarged the scope of Adventure Cell activities from trekking and mountaineering to ski diving, micro light flying and para sailing.

With his keen understanding of the spirit behind the adventure activities, Group Captain Yadav is also responsible for the Air Force teams participation in various car rallies of repute and the Himalayan Car Rally in particular in which the Air Force Team earned the unique distinction of winning the coveted Team Trophy twice. The Water Sports Complex in HQ South Western Air Command owes its initiation to the creative bent of mind of Group Captain Yadav.

Group Captain Dalbir Singh, VM has, thus, rendered distinguished service of an exceptional order.

Air Marshal Prabhat Kumar Varma was commissioned in the Indian Air Force on 6th November, 1954. In his long and distinguished career, he has held several key command and staff appointments with distinction. These include command of a Combat Squadron, Director of Personnel (Officers) and Director General of Defence Planning Staff.

A qualified flying instructor of repute, the Air Officer led a fighter squadron in 1972. Displaying unique leadership and zeal, he brought up the squadron to a high level of combat readiness in the shortest possible time. Later, he was appointed as the Chief Operations Officer of a Jaguar base. A graduate of Defence Services Staff College Wellington, the Air Officer commanded a front line fighter base in 1985. Being aware of the large number of operational units and infrastructural facilities based at his station he displayed remarkable ability to coordinate their roles to achieve the overall combat effectiveness of the vase during his command.

The Air Officer presently holds the crucial appointment of Air Officer incharge Personnel at Air HQs and continues to show a remarkable ability to produce the necessary man­machine interface for the efficiency of the Air Force.

Air Marshal Prabhat Kumar Varma, VM has, thus, rendered distinguished service of an exceptional order.

Air Marshal Sherwin Derek Lelie Tully was commissioned in the Indian Air Force on 30th November, 1956. A graduate of the National Defence College and Defence Services Staff College and a fighter pilot of repute, he has held a variety of important command and staff appointments with distinction.

During the Indo-Pal Conflict, he displayed conspicuous courage and bravery. He later commanded a front-line fighter squadron when he used his initiative and innovativeness in bringing about noticeable improvements in operational standards.

On elevation to the rank of Air Vice Marshal, he took over as Director of Training at Air Headquarters where he ensured that training processes and methodologies remained in tune with the requirements of the Indian Air Force. Promoted to the rank of Air Marshal in 1992, he was appointed as Senior Air Staff Officer at Headquarters Training Command. He guided and supervised the updating of the training plan and with his dedication and involvement, made significant contribution towards improving the training in all aspects.

Air Marshal Sherwin Derek Lelie Tully has, thus rendered distinguished service of an exceptional order.

Air Vice Marshal Pratap Chandra Sharda was commissioned in the Medical Corps in July, 1959. He has held several important appointments at field and staff level with distinction. As a pioneer member and secretary of Aero Medical Society of India during 197679, his untiring efforts led to reorganization of aviation medicine as a specialty subject for the award of the highest medical degree in India. His contributions were recognized by award of Fellowship of the Society.

After obtaining post graduate degree in Hospital Administration in 1991, he was posted as Registrar of second largest Air Force Hospital in North­East. Under his stewardship, the hospital became a model for other hospitals in the area.

As Air Commodore, the Air Officer was given the command of Central Medical Establishment, where he formulated new structure and style of work and carried out an indepth review and analysis of the requirements of the users. His wide knowledge, administrative ability and sustained hard work resulted in commendable improvement in the working and performance of the Institute. His dynamism and untiring efforts reduced the time taken for completion of medical boards for candidates service personnel from 10 to 4/5 days. This resulted in significant recurring financial gain, reduced fatigue and frustration and enhanced decision making at the executive level.

Air Vice Marshal Pratap Chandra Sharda has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Surinder Mohan Mayor was commissioned in the Administrative Branch of Air Force in 1958. He has been a pioneer in the field of successfully carrying out trial jumps from different types of aircraft with indigenous parachuting equipment.

In 1987-88, during Sri Lankan operations, he was posted as Senior Officer-in-Charge Administration, Southern Air Command and was actively involved in setting up four Air bases on foreign land from where extensive Heliborne Operations were launched against the LTTE.

During his tenure as Director of Personnel (Airmen) at Air Headquarters, he has been instrumental in introducing new appraisal system in respect of airmen. He also reviewed and streamlined the policies pertaining to recruitment, postings, selection of personnel for various courses in order, to enhance the operational efficiency of the Air Force.

As Chairman of the Air Force Sports Control Board, he has been able to improve the overall performance of the Air Force in all the disciplines of sports.

As President of the Services Sports Control Board, he is very keenly involved in all sports activities and a record number of personnel from the services participated in the recently held Barcelona Olympics. In recognition of his deep involvement in sports and organising abilities, he was selected by the Indian Olympics Association as the Deputy Chiefde­Mission of the Indian contingent which participated in Barcelona Olympics.

Air Vice Marshal Surinder Mohan Mayor has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Kilara Vamana Iya was commissioned in the Logistics Branch of the Indian Air Force on 30th December, 1959. He has held a number of staff appointments with distinction.

As Deputy Director of the MiG-21 fleet at Air Headquarters during 1978-80, he organized logistics support for frontline squadrons in a very effective manner. As Commanding Officer of an ASP during 1984-85, he successfully organized Road Supply Service to the field units in the East, thereby, contributing to a high state of serviceability of the aircraft and associated equipment. As a member of the Directing Staff at College of Defence Management, he directed a number of important studies sponsored by the Services, resulting in implementation of the recommendations of the Services Study Team, which included a number of measures for streamlining the logistics support to IPKF in Sri Lanka to make it more cost­effective. As Air Officer Commanding of ED during AVSM 1993 1990-91, he introduced a modified version of transportation of aircraft on ground consignments to bring in cost reduction. He also successfully arranged discontinuance of the parallel run in the area of computerized inventory management and surrendered fully vacancies in different ranks and trades to bring in substantial saving.

Ever since he assumed the office of Air Officer Incharge Logistics Management at HQ Maintenance Command, he has been addressing himself to the twin objectives of rendering a high degree of satisfaction to the operational units of the Air Force and simultaneously bringing in cost reduction in inventory management. He has, thus, contributed substantially to sustain a high state of operational preparedness of the Air Force.

Air Vice Marshal Kilara Vamana Iya has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Jagdish Kumar Arora was commissioned in the Accounts Branch of Air Force on the 27th May, 1961. After acquitting himself well in accounts assignments for three and a half years, he joined the Air Force legal set up in 1964. He has held with distinction the appointments of Command Deputy Judge Advocate/Command Judge Advocate in all the Command Headquarters of the IAF.

Air Vice Marshal Arora took over as the Judge Advocate General (Air) on the 2nd July, 1990. At that time a large number of civil suits were pending in various courts. Through personal involvement, deep study of the cases and close liaison with Govt Counsels and civil authorities, he ensured that prompt and upto date briefing was given to the Govt. Counsels in each case. His personal presence at the hearings and the prompt advice to the Govt. Counsels led to favourable decisions in several cases.

The officer has the distinction of revising the Regulations for the Air Force. He has been instrumental in removing many ambiguities and inconsistencies and making administration of justice simpler for Air Force Officers.

Air Vice Marshal Jagdish Kumar Arora has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Charanjit Lal Mago was commissioned in the Indian Air Force on the 6th Sept 1961. During has long service career spreading over 31 years, the Air Officer has held with distinction various assignments in flying training stations, fighter squadrons, operational wings, base repair depots and Air Headquarters.

One of the first assignments that the officer had was formation of a fighter squadron equipped with Gnat Aircraft just a few months before the outbreak of Indo­Pak hostilities in 1965. Not only the formation of the squadron was smooth, but it was brought to the fully operational standard by the time war broke out and the squadron could take active part in the operations.

After training abroad on Mirage­2000 in 1984, the officer led a team of professionals to set up facilities for servicing of this 'state of the art' aircraft in a very short period so that the aircraft could be made operational immediately on arrival. With meticulous planning and professional capability of a very high order, the officer was able to set up the base and ensured that the aircraft flew immediately on its arrival in India from France.

During 1986-1989, the Air Officer commanded one prestigious base repair depot of the Indian Air Force. During this period, the depot achieved high production in respect of aircraft, engines and rotables, consequently the best BRD Trophy of HQ MC was awarded to the depot.

As Assistant Chief of the Air Staff at Air HQ, the Air Officer was responsible for the management of combat fleet of Russian origin. Despite problems being faced due to the political developments in the erstwhile Soviet Union, the officer had been able to manage the maintenance of MiG fighter jets without affecting their serviceability.

Air Vice Marshal Charanjit Lal Mago has, thus, rendered distinguished service of an exceptional order.

Air Commodore Ghanshyam Gururani was commissioned in the IAF on 1st December, 1961. As the Air Officer Commanding of a Base Repair Depot, he introduced modern concepts of production and material planning and control in the Depot. It resulted in timely completion of provisioning activities and reduction in production hold­ups.

The Air Officer contributed substantially towards the serviceability of the AN-32 and Mi-17 fleet in the year 1991-92 by personally guiding airframe, aeroengine and main gear box life extension studies to fruitful completion. Apart from keeping a large part of these fleet flying, his efforts reduced the dependence of the IAF on foreign expertise and saved considerable foreign exchange.

Anticipating delays in the receipts of the detailed project for overhaul of Mi-17 helicopter, its engine and arrangements, the Air Officer initiated planning for the project with total expertise and data available from Mi-8 helicopter. This avoided a delay of more than one year in the execution of the project.

Air Commodore Ghanshyam Gururani VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Syed Shahid Hussain Naqvi was commissioned in the Air Force in March, 1963. Since then, he has held many important assignments and has always discharged his duties with distinction.

Air Commodore Naqvi has been in the command of one of the Wings of Air Force since the 21st April, 1990. He is a qualified 'Pilot Attack Instructor', a graduate of the Defence Services Staff College and US Air Force War College. He was also the first Air Force Commander of Jaffna Air Base during 'Operation Pawan' and acquitted himself exceptionally well on this assignment.

During his tenure as the Air Officer Commanding of a premier air base, he has brought about far reaching improvements. He was responsible for the smooth induction of one of the two squadrons at his base. Within a short span of 10 months, this Squadron was fully 'Operational' in terms of pilots, aircraft and equipment. This was solely due to excellent planning and energetic execution under his supervision. Subsequently, the Squadron started achieving a higher flying effort, as compared to other Squadrons of the fleet. During this period, not only the flying effort of both the Squadrons showed upward curve, but the serviceability of the aircraft was also maintained at a high level.

During his tenure as the Air Officer Commanding of the air base, Air Commodore Naqvi has displayed the highest qualities of leadership, dynamism and management. His originality, novel methods and result oriented approach have brought laurels to the Station.

Air Commodore Syed Shahid Hussain Naqvi, VrC has, thus, rendered distinguished service of an exceptional order.

Air Commodore Jogendra Singh Sisodia was commissioned as a pilot in Oct. 1963. Since then, he has held many important assignments with distinction. His important contribution is his role in inducting the Jaguar force into the Indian Air Force and its subsequent build up into a highly potent operational force

In March, 1991, Air Cmde Sisodia took over as the Air Officer Commanding of the premier fighter base and played a pivotal role in peace and during hostilities. Air Cmde Sisodia has been most adept at getting his subordinates to effectively use their innovative skills for improving the operational facilities at his base. He has taken keen interest in the areas of welfare and family life of Air Force personnel at the station. His efforts were largely responsible for keeping the morale and the motivation of the force at the premier fighter base very high.

Air Commodore Sisodia has been a very sincere and conscientious officer throughout his career. He has always set personal example. In his present assignment he has shown high standards of command and control.

Air Commodore Jogendra Singh Sisodia, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Govind Chandra Singh Rajwar was commissioned in the Indian Air Force on the 31st Dec., 1963. During his service career of more than 29 years, he has acquitted himself in an exemplary manner. He has held the appointments of Air Force Examiner at aircrew Examining Board, Nav Leader Air HQs Communication Squadron, Station Commander of a Wing and JDPO at Air HQ. He is a graduate of the RAF Staff College, Bracknell, U.K.

Air Commodore Rajwar took over the Air Force Record Office in January 1991. The task of Air Force Record Office (AFRO) is enormous being responsible for the cadre management of a large number of airmen. It deals with their postings, placements, promotions, career planning and record maintenance and continuous updating of data. Despite numerous constraints such as streamwise utilisation, shortages of manpower, trained status, resource crunch and related problems associated with human endeavour, Air Commodore Rajwar ensured that the operational need of the field units are fully met. He has initiated a number of organisational and procedural changes within the Air Force Record Office to enhance its effectiveness to match the requirements of service and the needs of the personnel.

From December, 1991 onwards for almost eight months, Air Commodore Rajwar has also officiated as Director Personnel Administration at Air HQ in addition to his job of AOC AFRO. Inspite of the fact that both these appointments are very high pressure and full time assignments, he has performed exceptionally well and worked relentlessly for prolonged hours with total involvement and dedication.

Air Commodore Govind Chandra Singh Rajwar, VrC, VSM has, thus, rendered distinguished service of an exceptional order.

Group Captain Manprit Singh Brar commanded a Wing of the Indian Air Force from 23rd January, 1989 to the 30th March, 1992. During this period, the internal security situation in Punjab had been a cause of grave national concern. Under these circumstances, the Wing had to be on high operational preparedness to meet both internal and external threat. The officer provided all out infrastructural support and guidance to the flying and other units and these units performed creditably without compromising flight safety in any way.

Group Captain Brar's involvement in all activities of the Wing has set a fine example to other personnel under his command. While being a hard task master, the well being of his personnel also remains uppermost in his mind. Consequently, his leadership has inspired to give their best to the service.

Group Captain Manprit Singh Brar, VM has, thus, rendered distinguished service of an exceptional order.

Group Captain Tajinder Pal Singh Chhatwal was commissioned in the IAF on 31st December, 1967. Till date, he has to his credit over 7000 hrs of accident free flying. He has held the highest CAT/IR on most of the helicopter flown by IAF.

He has commanded a helicopter unit from 1985 to 1987 and has always engaged in active flying till he took over as Station Commander of an Air Force Station in December, 1989. The Station was mainly a helicopter base. The helicopters from this base were engaged in air maintenance, armament and training activities. Besides these tasks, the helicopters from this base were regularly used for urgent life saving casualty evacuation and airfield surveillance tasks in Western Air Command during VVIP visits.

He successfully performed these diverse and difficult tasks which demanded total motivation, committed leadership and dedication to work. He displayed all these qualities in ample measure.

His sense of duty and managerial skills have been of an extremely high order. Thorough initiative, personal example and prudent innovative approach to maintenance practices, he has been able to achievement optimum serviceability of the aircraft.

Group Captain Tajinder Pal Singh Chhatwal SC, VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Bhagwant Singh Bedi (5947) Aeronautical Engineering (Electronics) was commissioned on 01 Jun 60. The AVSM 1993-94 Air Officer has varied and rich experience of controlling and organizing maintenance activities as Chief Engineering Officer of fighter base, Command Engineering Officer and Command of a Base Repair Depot. His achievements as Chief Engineering Officer at Air Force Station (AF Stn) Ambala were indeed commendable. Under his able guidance, the station has won the “Best Maintenance Wing" trophy achieving “zero maintenance lapse" in practice.

The Air Officer also held the appointments of Command Engineering Officer at Western Air Command (WAC) and Air Officer Commanding of a Base Repair Depot (BRD).

In his present tenure as Senior Maintenance Staff Officer (SMSO) at WAC, he has shown considerable conceptual abilities and has used the skills and experience very effectively in enhancing the quality of maintenance support to field units. A number of workshops were arranged under his guidance with a view to inculcated maintenance safety tenets at tarmac and shop floor levels and to build up a healthy maintenance environment. He has been able to effectively introduce computerization of snag rectification data in all fighter fleets. This has made it possible for aircraft snags analysis to be more scientific and meaningful, thereby improving the qualities of rectification work and initiating preventing actions.

The Air Officer's high innovative abilities and professionalism were optimally utilized in indigenizing, designing and fabricating the cabins which are being utilized as mobile operation rooms for ST-68 radar and Control and Reporting Centre, thus dispensing with the import and effecting savings. Due to his personal guidance and interaction at appropriate levels, the down time of aircraft and weapon systems have been appreciably reduced in the field units.

Air Vice Marshal Bhagwant Singh Bedi has, thus. rendered distinguished service of an exceptional order.

Air Vice Marshal Shishir Kumar Chaturvedi has displayed a singular drive and professional acumen in improving administrative and functional efficiency while he was commanding an Equipment Depot during its formative stage. As CLMO Headquarters Central Air Command, the Air Officer guided and coordinated activities in all the dependent bases contributing to the highest operational preparedness of the Air Force as a whole. He evolved effective guidelines and methodologies to improve the supply effectively from mother depots to the far flung bases. By compartmentalizing the various specializations he streamlined the working to ensure better control and coordination.

The Air Officer, during his tenure as Director of Stores during 1991­92, planned, processed and progressed all the provisioning activities in the most professional manner, thereby achieving optimum supply effectiveness for all ranges of clothing stores, ration items, petrol, oil and lubricants. With his expertise on fuel and knowledge on various items of petrol AVSM 1994 and lubricant he found out the corresponding western substitutes for Russian oils, resulting in colossal saving of foreign exchange in procuring the POL from sources abroad.

On assuming charge as Member (Air) Surplus Stores Disposal Committee, AVM SK Chaturvedi immersed himself in organizing global sales towards speedy disposal of inactive Air Force inventory. The sale was a resounding success wherein 30 tenders were sold at cost of US$ 0.6 million.

AVM SK Chaturvedi, VSM rose to the apex of logistics officer's career as Air Staff (Logistics) and in a short span, he underlined the needs of logistics discipline wherein he had set an example for other officers to emulate.

Air Vice Marshal Shishir Kumar Chaturvedi VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Krishna Bihari Singh (5865) was commissioned in the Flying Branch of the Indian Air Force on 26 May 1960.

He made a mark in the history of NCC wherein in April 1973, he successfully attempted cross country in glider for a distance of more than 300 kms. He was awarded VSM in 1973 for this unique achievement. He was AVSM 1994 awarded 'Vayu Seva Medal' in 1974 for distinguished service.

An A-2 Qualified Flying Instructor (QFI), he was specially selected to form part of Indian Contingent for training pilots in Iraq. After this tenure, he was posted as Chief Instructor at Elementary Flying School at Bidar. He has held the appointments of Chief Operations Officer of a Fighter Wing, Air Officer Commanding a forward base in Eastern Sector and JD Training at Air HQ.

As Air Officer Commanding of a Fighter Base, he was responsible for air maintenance, communications and the fighter flying training including that of famous 'Thunderbolts Formation Aerobatic Team'. The Air Officer Commanding of such a base has to perform the onerous task of ensuring safe, smooth and efficient conduct of varied operations, each characterized by its associated problems. That the “Thunderbolts Aerobatic Team" succeeded in increasing the number of aircraft from six to nine, is an indication of his managerial skill.

On his promotion as Air Vice Marshal, he took over his present appointment of Director General, Air Force and Naval Housing Board (AFNHB) in April 1992. The Board, at that time, was facing many legal suits filed by allottees, societies and contractors. AVM KB Singh by his personal efforts, leadership and determination, resolved most of the disputes of intricate nature. He effected strict economy in all spheres of activities thus bringing down the per unit cost of housing. He also ensured completion of long overdue final costing of completed projects in the minimum time which has resulted in substantial refunds to the allottees. These measures have not only benefited the allottees financially but also enhanced the prestige and creditably of AFNHB.

Air Vice Marshal Krishna Bihari Singh VM VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Sudhanshu Kumar Adaval VSM (6486) Medical was commissioned on 20 April 1982 with a post graduate degree in Pathology. In 1981 by virtue of his outstanding work in the field of laboratory services, he was awarded Fellowship in Laboratory Quality Control by World Health Organisation. A fellow of WHO he worked in prestigious laboratories in United Kingdom and United States of America. On promotion to the rank of Group Captain, he was appointed Senior Advisor (Pathology), he remained professor of Pathology in the Faculty of Pathology of Bangalore University between 1980 and 1989. His pioneering work in Aviation Accident Pathology has made aircraft accident investigation easier and has contributed to flight safety. He was awarded Vishisht Seva Medal in 1985 for his contribution to “Project Pawan" involving Indian Cosmonauts.

On promotion to the rank of Air Commodore he held the appointment of Officer Commanding of an Air Force Hospital in Eastern Sector.

He was posted to the key appointment of Air Officer Commanding of Air Force Central Medical Establishment (AFCME) on 10 Feb 92. AFCME is a prestigious institution in the field of aeromedical evolution of aircrew, both service and civil. During his Command he has brought about commendable changes worthy of recognition. By streamlining the evaluation system, open communication, positive health education, quick documentation and disposal, he has achieved a remarkable goal of aircrew friendly atmosphere. The institution, originally designed for only medical evaluation, has under his command, developed into a most sought after medical consultation and diagnostic center. He has generated an academic atmosphere and professional excellence amongst his staff by projecting and launching important research programmes under the aegis of Armed Forces Medical Research Committee and Defence Research and Development Organisation. With the goodwill developed through interaction at various levels, he has built up and constantly endeavoured to modernize the medical facilities.

Air Vice Marshal Sudhanshu Kumar Adaval VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kapil Kak VSM (6784) F (N) was commissioned in the Indian Air Force in November, 1962. He served with distinction as a Navigator in Transport, Bomber and Air Headquarters Communication Squadron. He has flown over 5000 hours and has held the highest transport category. He is a graduate of Defence Services Staff College (DSSC) and National Defence College (NDC). The Air Officer has held a number of important and sensitive Staff and Command appointments wherein he always displayed rare professionalism and dedication. He was awarded VSM for distinguished service in 1981.

The Air Officer was specially chosen as a Directing Staff at DSSC in 1981, where he served for three years. In 1984 he was appointed as the Commanding Officer of a Missile Combat Wing in Central Sector. It was due to his relentless hard work and sense of motivation that he was able to effectively integrate the Wing into the total Air Defence network. During his Command of the wing, one of the 'Combat' Squadrons and a 'Technical' Sqn were adjudged the best in the Air Force.

In recognition of his outstanding service profile, the officer was selected as Military, Naval and Air Attaché (MN&AA) in Indian Embassy at Bangkok in 1986. The officer lost no time in coming to the grips with the realties of his new assignment and with his extraordinary abilities he performed superbly in the field of diplomatic domain. This is evident from the fact that the Thai Govt proposed the award of “Most Exalted Order of White Elephant" (Third Class - Commander) to Air Cmde Kapil Kak but this award could not be received by the officer as Service rules do not permit the same.

For his proven professional capabilities and remarkable mental stamina, the officer was chosen as Air Assistant to Chief of the Air Staff in Dec 90. His natural ability to interact most effectively with bureaucracy and interservices at the highest level has been the hallmark of his professional excellence. He has now worked as Air Assistant with two Chiefs of the Air Staff and has displayed unusual capacity to withstand the implicit stress of this assignment.

Air Commodore Kapil Kak, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Sanjiv Sahay VM & Bar (6139) Flying (Pilot) was Air Officer Commanding Air Force Station from 21 Apr 92 till his untimely demise in a fatal flying accident on 18 Apr 93. He was very distinguished and highly decorated fighter pilot with over 4000 hours of flying experience of which more than 2500 hrs were on the MiG 21 aircraft alone.

Jodhpur is the largest operational Wing in the Indian Air Force. There are six flying units at this base and on the average more than 800 hours are flown per month. There are at least two to three movements of outstation transport aircraft every day. In addition, there are other units like a radar unit, missile squadron, tropo unit, etc., for which the Station has to provide maintenance and administrative support to all these units is a colossal task and necessarily warrants close coordination to ensure smooth functioning of the organization. Air Cmde Sahay had deeply involved himself in not only meeting these requirements but also in the attaining the highest operational status of the Wing at all times.

Air Cmde Sahay was an exceptional leader who led from the front. The dynamism and organizational skills displayed by him were a source of inspiration to the entire station. As AOC, his interaction with the civilian functionaries was exceptional. It was mainly due to his untiring efforts that the environment committee at Jodhpur was able to make the civil administration agree to carry out work services worth nearly Rs. 25 lakhs for reducing bird hazard around the airfield area.

Air Commodore Sanjiv Sahay VM & Bar had, thus, rendered distinguished service of an exceptional order.

Air Commodore Ashok Kumar Goel VM (8151) F (P) was commissioned in the IAF on 31 Dec 63 as a transport pilot. Due to his exceptional performance he was selected to lead a tem of officers and airmen to the erstwhile USSR in 1984 for training on IL-76 aircraft before their induction into the IAF. On his return he was appointed the Commanding Officer (CO) of the first Il-76 Sqn of the IAF. He was awarded Vayu Seva Medal (VM) in recognition of his achievements as CO. He is presently the Commodore Commandant of the sqn he commanded.

Air Cmde Goel has over 7500 hrs of flying and has held the highest category and instrument rating on most of the transport aircraft. His extra ordinary understanding of transport operations led to his appointment as Joint Director Operations (Transport and Maritime) at Air HQ. He was the think tank behind the meticulous planning and successful execution of Ops Cactus - a milestone in the Maldives Operations.

On promotion to Air Cmde, he was posted as Air Officer Commanding at AF Station Agra. Subsequently he was posted as Air Officer Commanding at Air Force Station Chandigarh on 22 Jun 92. He was specially selected to take over his present command when the station was recovering from the effects of a fatal mid­air collision involving two transport aircraft. Exhibiting rare qualities of leadership he ensured that the station was back on rails and fully operational within the shortest period. In doing so, he fully justified the confidence that the Air HQ had reposed in him. Under his able leadership the wing has performed exceptionally well. It has met all the commitments, including the air maintenance tasks. This has been done without any additional resources being provided to the wing. The Air Officer has the unique distinction of being the Air Officer Commanding of two major transport bases of the IAF. Besides his outstanding contributions in the field of aviation, Air Cmde Goel has organized many Air Force Day parades and a number of Air Force Sports Championships highly successfully.

Air Commodore Ashok Kumar Goel VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Yadavendra Singh VSM (6394) AE (M) was commissioned on 01 Dec 61 in the Engineering Branch of the IAF. Whilst being the Chief Engineering Officer at Air Force Station Halwara, he performed creditably and for the distinguished services rendered, he was awarded VSM in 1978. He has held the appointments of Command Engineering Officer at Western Air Command, Deputy Air Attaché to Embassy of India at Paris (France) and Command of No. 8 Base Repair Depot (BRD). He is a graduate of National Defence College. Air Cmde Y Singh was appointed the Air Officer Commanding of 11 BRD (Ozar) on 01 Mar 92. On taking over, he faced the challenge of overhauling 18 aircraft as against 12 overhauled during the previous year, in the face of uncertainty of availability of spares from the erstwhile USSR. He studied the task thoroughly and restructured the organization. With his managerial and organizational skills, he indigenized many spares and surpassed the target of overhauling task. This effort resulted in a large saving of precious foreign exchange.

In addition to overhauling of aircraft, he also undertook significant additional tasks of repairs and modifications to the aircraft and aircraft spares which resulted in improved operational and training capabilities.

All these tasks were achieved without any addition in manpower or other resources. Air Cmde Y Singh displayed ingenuity in administrative field and resolved the problem of acute shortage of married accommodation to a very large extent. In addition, he created hostel facilities for eight students, studying in professional colleges at Nasik. Under Air Cmde Y Singh's leadership, 11 BRD won the best BRD trophy for the year 92-93. He, with his foresight, accurate planning and perseverance, was able to provide a new purpose and direction to the personnel of 11 BRD, who rose to achieve the tasks which were difficult and challenging. Indigenisation, innovation and additional tasks undertaken under his guidance saved millions of rupees in foreign exchange.

Air Commodore Yadavendra Singh VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Shashindra Pal Tyagi VM (8130) was commissioned in the IAF on 31 Dec 63 as a fighter pilot. He has over 3020 hours of accident free flying experience on various types of fighter aircraft like the MiG 21 and Jaguar. He is a fighter pilot par excellence who underwent the Pilot Attack Instructor (PAI) course at early stage in his career and later completed the Fighter Combat Leader (FCL) course and was adjudged first in the overall order of merit. He was the first batch of trainees who went abroad for conversion onto Jaguar aircraft. He very ably commanded the Jaguar Squadron and was awarded VM in 1986 for exceptional devotion to duty. A graduate of Defence Services Staff College (DSSC), he later served as Senior Instructor at DSSC for two years. He was specially chosen for the diplomatic assignment as Air Attaché in Embassy of India in Saudi Arabia.

Air Cmde SP Tyagi was appointed Air Officer Commanding of Air Force Station Jamnagar in Dec 90. During his tenure of two and half years, more than 26,270 hrs were flown and nearly 80 detachments of different flying units were handled by the station. It was mainly due to his personal involvement that all the detachments which operated from Jamnagar could achieve their task within the stipulated time frame. In May, 1992, the IAF specially selected Jamnagar to put the Night Fire Power Demonstration which was presided over by then Defence Minister, at Sarmat Range. The Night Fire Power Demonstration was the first of its kind in the history of IAF which required tremendous coordination both on the ground and in the air to ensure its success. This demonstration was conducted safely in the most professional manner due to his personal involvement.

Air Cmde Tyagi is a dynamic leader who, with his meticulous approach and analytical mind, produced excellent results in every aspect of operational preparedness. During inspection by the Directorate of Air Staff Inspection team, the station performed creditably in all three disciplines of Operations, Maintenance and Administration. This by itself is a unique achievement. During his command, the Air Force Station Jamnagar was adjudged the Best Wing of South Western Air Command for three consecutive years from 1991 to 1993.

Air Commodore Shashindra Pal Tyagi VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Adi Rustomji Ghandhi, VrC (7722) F (P) was commissioned as a fighter pilot on 28 Oct 63. He has over 3600 of single engine jet flying to his credit. During his 30 years of commissioned service, he has held many important and prestigious field and staff appointments which include Command of a fighter squadron and staff pilot at 'Tactics and Air Combat Development Establishment'. He has taken part in both the Indo-Pak war of 1965 and 1971. He was awarded Vir Chakra on 06 Sep 65.

Air Cmde Gandhi has been Air Officer Commanding (AOC) of a Fighter Base at Gawalior since 02 Dec 91. Throughout the period of Command he displayed total dedication to service and absolute involvement in all activities of the Base. His dynamic leadership has inspired the personnel to new heights of motivation and efficiency.

Both the Mirage Squadrons of the IAF along with a squadron each of Pechora and OSA-AK-M missiles are located at this base. The Electronic Warfare Range of the IAF conducts numerous trials and exercises with a view to evolve ECM and ECCM tactics. This Base and its lodger units have acquitted themselves admirably during all Command and Air Headquarters Exercises and also while undertaking specific tasks allocated to the Base. Visiting Inspection teams have adjudged the performance as of high caliber, which bespeaks of the high standards.

Under his able guidance the Base has created a Fourth Line Repair Model based on data generated for the last eight years to ensure better snag rectification. This Base has also developed user friendly software for Trouble Shooting Charts for various maintenance problems. Such technical innovations are a continuous activity at this Base.

Perforce, a large number of personnel have to live in civil areas at a considerable distance from the place of duty. Air Cmde Ghandhi has been able to galvanize local resources to run a number of general welfare activities and provide necessary amenities ease out the problems faced by the personnel and to improve the overall quality of life of all personnel.

Air Commodore Adi Rustomji Ghandhi, VrC has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Anil Yashwant Tipnis VM (5859) Flying (Pilot) was commissioned as fighter pilot on 28 May 60. He was first in his course and maintained this position on completion of the Pilot Attack Instructor and Fighter Combat Leader Courses. He is an alumnus of both the Defence Services Staff College and National Defence College. He commanded a fighter squadron (Sqn) during 1977-79 and was awarded Vayu Seva Medal for distinguished service in 1980.

The air Officer has held the important and sensitive appointments of Ops 1 A at HQ Western Air Command and Joint Director Air Defence at Air HQ. Because of his proven professional knowledge and capabilities, he was selected for a deputation to a friendly country to train their pilots. He was specially chosen to lead the Indian team on deputation to France for Mirage 2000 project during 1983-86.

On promotion to the rank of Air Commodore, he was appointed Air Officer Commanding of a major base in central sector. After completion of his command tenure, the Air Officer was appointed as Joint Director Personnel (Officers). On his promotion to the rank of Air Vice Marshal, he was appointed as Assistant Chief of Air Staff (Inspection). The Air Officer, with his vast experience and large bank of professional knowledge, set about revising the procedures and assessment criteria for the inspection of field units by the Directorate of Air Staff Inspection. He successfully completed the monumental task in a record time so that these could be implemented to ensure a more realistic assessment of the IAF's combat potential.

Air Vice Marshal Anil Yashwant Tipnis VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore S Pingali was commissioned as a fighter pilot on 28 Oct 83. He displayed exceptional talent for air combat and was selected to undergo fighter combat leader course at a very early stage. Subsequently he served on the staff of the prestigious 'Tactics and Air Combat Development Establishment' (TACDE). In recognition of his exceptional professional abilities, he was deputed to a friendly country to train their pilots. He has been the Flight Commander and Commanding Officer of elite frontline fighter squadron. He has also commanded a major Air Defence Direction Centre responsible for the defence of a very vital area on the Western Front. He has been the Chief Operations Officer of a premier frontline fighter base and was specifically selected to fill the sensitive appointment of Air-1 at Western Air Command. On 09 Mar 92 he was appointed Air Officer Commanding of an important base in western sector.

The area around the base was affected by high militant activity and personnel and the facility at the base were potential targets. Air Cmde Pingali mustered the resources at his command and ensured the personnel, their families and the base facilities were well protected. Under his command the Air Force Station and its lodger units met all their operational tasks in the most professional and commendable fashion, and stood out amongst the very best. The station won the 'best fighter base' trophy of Western Air Command for two consecutive years 1992 and 1993. Additionally, the units based on the station won the 'best fighter squadron' and the 'best missile squadron' trophies of AVSM 1994 Western Air Command for the year 1992-93.

In Oct 92, WAC held a major exercise after a gap of four years. Air Cmde Pingali was assigned the task of planning and implementing the build up phase of the exercise. He undertook this Herculean task very systematically without any compromise on flight safety. He endeavoured and ensured the improvement in combat skills of the crew. It was largely due to this planning that the overall objectives of the main exercise were achieved most convincingly.

Air Commodore Sitaramaiah Pingali has, thus, rendered distinguished service of an exceptional order.

Air Marshal Ramesh Chandra Bajpai was commissioned as an Engineer in the Electronics Branch on 20 June, 1960. He has held the appointments of Air Officer Commanding of an Air Force Station and Senior Maintenance Staff Officer (SMSO), Eastern Air Command prior to being appointed SMSO, Maintenance Command. He has undergone various courses on Electronics warfare (EW) such as EW Training in USA. He is an alumnus of the National Defence College,

As a founder member of Electronic Warfare organisation in the Air Force, he has contributed immensely in planning, procurement and maintenance of equipment and formulation of procedures for EW operations. He successfully executed a large number of projects for the indigenous development of Airborne Early Warning System.

As SMSO, Eastern Air Command, he achieved substantial improvements in every aspect of maintenance activities and also effected savings in manpower, money and materials. The aircraft serviceability including the serviceability of ageing Hunter fleet improved which helped in accomplishing the training tasks ahead of time. The inventory holdings were reduced resulting in substantial saving. At every formation, workshop output increased and many innovative projects were implemented. All this was achieved with reduced manpower. Over 94 long standing 'Aircraft On Ground' were recovered and rotated. All this would not have become possible but for his dedication, dynamic leadership, untiring efforts and managerial qualities.

Air Marshal Ramesh Chandra Bajpai has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Tushar Sen was commissioned on 15 December 1960 in the flying branch of Air Force. As a young pilot in a Gnat squadron he was awarded Vayu AVSM 1994-95 Sena Medal in 1967. This was in recognition of his contribution in the 1965 operations and skillful handling of two serious in-flight emergencies.

An experienced fighter pilot with over 3500 accident free flying hours, Air Vice Marshal T Sen is a qualified flying instructor and a Fighter Combat Leader. He has held many important field and staff appointments. He has commanded a front line fighter squadron, and is among the few officers who have the distinction of commanding two operational bases. On staff appointments he has served as Command Flight Safety Officer Training Command, Joint Director Air Staff Inspection and Air­ I Eastern Air Command.

While Commanding Air Force Station Adampur, he was responsible for the smooth induction of the MiG 29 aircraft. The work services were completed in record time with the squadron becoming fully operational in six months and the station was adjudged as the best ever fighter base inspected by the Directorate of Air Staff Inspection since its inception in 1971.

In his current tenure as Air Defence Commander, he has brought to bear all his attributes in enhancing the air defiance capability of Western Air Command by optimising the existing resources. His professional knowledge, incisive analysis of problems and uncanny ability to arrive at the best possible solution stood out time and again. His professional stature, fair and firm approach in interpersonal matters and dedication to duty make him an excellent leader.

Air Vice Marshal Tushar Sen VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Krishnan Narayanan Nair was commissioned in the Flying Branch on 19 December, 1961. He has over 7300 hours of accident free flying. An A2 Qualified Instructor, he has been a Command Examiner on Packet aircraft. The Air Officer has held the appointments of Commanding Officer of a transport squadron, Station Commander and Air Officer Commanding, Air Force Station, Agra. In staff appointments he has been Air II, Central Air Command and Deputy Director General Defence Planning Staff. An alumni of Defence Service Staff College (DSSC) and National Defence College, he was also a Directing Staff at DSSC.

He was appointed as Commandant of Air Force Academy on 01 Oct 1993. In a short AVSM 1995 span of time he galvanized and shaped the Academy into a model training establishment. Under his dynamic leadership he has innovated and streamlined every aspect of flight safety. As a result, the execution of the enormous flying training task of over 9000 hours every six months has been better systematized. Two courses of women pilots, introduced for the first time in the IAF after he assumed command, have been completed successfully. The entire Academy area has also been given a face lift at no cost through self help introduced by him.

The Air Officer has achieved high serviceability for Kiran and HPT-32 aircraft operating at the Academy. He has also encouraged the engineering staff into innovations leading to designing and fabrication of several test rigs and modifications.

Air Vice Marshal Krishnan Narayanan Nair has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Jayaraj Henry Mandody was commissioned in the Logistics Branch on 16 December, 1961. Whilst being the Chief Logistic Officer at an Equipment Depot (ED), he performed creditably and was awarded VSM in 1988. He has held the appointments of Senior Logistics Officer at two major bases, Deputy Command Logistic Officer at a command Headquarters, and Director of Maintenance Administration as well as Director of Stores at Air Headquarters. He was the first Air Force Officer to command the Embarkation Headquarters at Calcutta, an army formation.

He was appointed the Air Officer Logistics Management (AOLM) at Maintenance Command on 01 November 1993. Under his direction, identification of indigenously available spares, timely build up of stocks and obtaining supplies from HAL held IAF Stores resulted in an all round enhancement of spares availability. Rationalisation of spares through identification of commonality and alternative usage of dormant inventory was also spearheaded by him. Further, he personally supervised special reviews of Mirage and Dornier Weapon Systems by way of specific identification of requirements and laying down of revised ARS (Automatic Replenishment System) scales. To 'reach out and supply', the entire Integrated Transportation System was rejuvenated. Intensive and timely support to operational units was thus provided by the Air Stores Parks through increase in the range of supplies and equitable distribution of short supply items.

Air Vice Marshal Jayaraj Henry Mandody VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Subhash Chandra Mukherjee was commissioned in 1963 and has held various assignments in different operational units with high professional competence.

In 1987, he went on deputation to Group Insurance Society (GIS) as Secretary. During his period of two years in the society he was instrumental in bringing about enhanced benefits for all personnel in the form of GIS88 Scheme. It was his dynamism that brought out loan facilities in the form of House Building Advance. During his tenure at AF Central Accounts Office Individual Running Ledger Account (IRLA) of airmen were computerised and monthly computerised pay slips are now being sent in respect of 1.4 lakh Airmen/ Non-combatants (Enrolled). The manual maintenance of IRLA was dispensed with. This process brought about saving of Rs. 15 lakhs per annum.

Air Vice Marshal Subhash Chandra Mukherjee has, thus, rendered distinguished service of an exceptional order.

Air Commodore Thirunillayi Ramaswamy Jankiraman was commissioned on 31 January 1963. During his distinguished career of 31 years, he has held varied assignments wherein he distinguished himself with enviable performance. He had the distinction of serving in frontline aircraft squadron, operational Wings, Aircraft Systems Testing Establishment, Base Repair Depot, Command Headquarters and Air Headquarters.

After his training in USSR, on overhaul of the engines of AN­ 12 aircraft, he was placed in­charge of setting up overhaul facilities and commissioning of the Engine Test Bed, which he completed in a record time. During his tenure at Aircraft Systems Testing Establishment he effectively contributed towards completion of many important evaluation trials. On promotion he took over as a Chief Engineer of engine overhaul line at a Base Repair Depot and in one single year doubled the number of engine overhauls from 26 to 52. During the same period, he also prepared the project report of overhaul of engine of AN-32 which is now a reference document.

The Air Officer very gainfully utilised his field experience and first hand knowledge as Command Engineering Officer and as Air Force Liaison Officer in Hindustan Aeronautics Limited (Nasik Division), where he exploited to the fullest total resources of HAL division for the benefit of MiG operating units.

The Air Officer at present is responsible for maintenance management of Russian combat fleets facing Herculean task of provisioning of spares in the face of collapse of Russian supply system. Due to his efforts, the IAF has saved at least Rs. 10 crores in procurement of spares. At present, he is closely monitoring projects on reclamation of parts, increased indigenization life extension studies, in addition to his normal duties.

Air Commodore Thirunillayi Ramaswamy Jankiraman has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kukkehalli Prabhakar Hegde was commissioned on 27 Feb 1963. As a Flight Lieutenant medical trooper he, unmindful of the risk to his life, undertook mission to save aircrash victims in hostile terrain in Eastern Sector.

In 1969, he became a Medical specialist and served with distinction at Armed Forces Medical College, Pune and several Air Force Hospitals. His proficiency and clinical skill led to his being specially selected for the prestigious appointments as Staff Surgeon to the Chief Of the Air Staff in 1982. His outstanding services were recognized with the award of Vishisht Seva Medal in 1986. In 1987, he became Senior Advisor in Medicine for several service hospitals. He was instrumental in starting post graduate courses in all major clinical subjects at Command Hospital Air Force Bangalore duly recognized by Bangalore University and Medical Council of India. This was a matter of great prestige to medical services and helped many to obtain post graduate degree and improve quality of medical care.

As an Air Commodore, he was posted as Joint Director General Medical Services at Air HQ in Nov 1992. By his varied professional experience, he achieved significant modernization of Air Force Hospitals, Station Sick Quarters and Dental Centres.

In December 1993, he was appointed Air Officer Commanding Air Force Central Medical Establishment (AFCME). Under his stewardship many new diagnostic facilities have been added. The procedures have been reorganized so that the specialist facilities are now extended to outpatients also as a routine. This has benefited serving as well as retired service personnel.

Air Commodore Kukkehalli Prabhakar Hegde VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Teja Mohan Asthana was commissioned on 15 Dec 1962. He was selected to undergo the Fighter Combat Leaders (FCL) Course at a very early stage. He excelled on the course and later served twice on the staff of Tactics and Air Combat Development & Training Establishment (TACDE), the premier establishment in the Air Force for the development of fighter tactics and for training fighter combat leaders. For his contribution in this field he was awarded Vayu Sena Medal in 1980. In between these two postings he was deputed to train the pilots of a friendly country. On his return to India he commanded a MiG21 squadron. He was then appointed Joint Director of Joint Operations at Air HQ. Air Cmde Asthana then commanded a frontline fighter base and was later specially selected to join the Directorate of Air Staff Inspection as its Joint Director. He served in this capacity for a year before becoming the Director of Air Staff Inspection, on promotion to Air Commodore. In these most demanding of appointments applied his vast professional knowledge and experience with understanding and maturity to help raise operational standards in the Air Force. He was then selected to command one of the premier and major forward fighter bases of the IAF. As Air Officer Commanding Air Force Station Adampur, he used the wealth of his experience to improve the operational standards of the combat units on his base as well as the performance of the support services. He also contributed in large measure to planning and participated in a Command level exercise.

Air Commodore Teja Mohan Asthana VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Harbinder Singh Sidhu is a transport pilot of outstanding merit with nearly 7000 hours of flying to his credit. He has held Command of two transport squadrons and of an Air Force Selection Board. He has also been an Air Force Examiner. For his various accomplishments as an aviator, he was awarded Vayu Sena Medal in 1979.

As the Air Officer Commanding Air Force Station Agra, the largest transport aircraft base of the IAF, his responsibilities covered an uncommonly wide spectrum, ranging from maintenance, training and the optimal operational utilisation of the most expensive and modern transport aircraft in the IAF inventory, to managing VVIPs visit to Agra. He acquitted himself very creditably, often under great constraints of time and resources.

A singular measure of his committed and professional stewardship was the successful para drop of a Battalion Group by night, on 23 Feb 1994, of which he was the Task Force Commander. It was for the first time that such military mobility involving 21 aircraft flying in a new formation by night, was successfully demonstrated. This exercise had called for the modification of AN-32 formation lights, the mathematics of flight evolution and development of formations to be flown, formulation of procedures to be adopted and the training of a large number of aircrew for the task. He undertook and executed the entire exercise with rare professional supervision.

Air Commodore Harbinder Singh Sidhu VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kurumthodathil Cherian Phillipose was commissioned as a fighter pilot in the flying branch of the IAF on 28 Oct 1963. He took an active part in 1965 and 1971 Indo Pak conflicts. A qualified fighter combat leader (FCL), he was on the staff of Tactics and Air Combat Development Establishment for a period of five years where he not only excelled as an instructor but also helped develop many new combat tactics. He has commanded a MiG­21 Squadron and has been the Chief Operation Officer of a major Air Force Wing equipped with fighters, transport and helicopters. He successfully completed Higher Command Course at College of Co­mbat and Long Defence Management Course at College of Defence Management and later distinguished himself as a directing staff at College of Air Warfare and at College of Defence Management, Hyderabad.

Air Commodore Phillipose took over as Air Officer Commanding, Air Force Station Jamnagar in Jun 1993. He used his vast and varied experience to ensure all round improvement of the Station and help augment its operational preparedness. Air Commodore Phillipose has been involved in every activity of the Station.

Air Commodore Kurumthodathil Cherian Phillipose has, thus, rendered distinguished service of an exceptional order.

Air Commodore Anil Kumar Trikha was commissioned as a fighter pilot on 18 Apr 1964. He participated in the 1965 operations as a very young pilot. He was selected to undergo the Flying Instructor Course. An A2 Qualified Flying Instructor (QFI) he was selected to serve on the staff of Flying Instructor School. Later he was selected to serve as a QFI on deputation to a friendly country. An alumnus of Defence Services Staff College (DSSC) he also served as Directing Staff in the same institution. He is also qualified as a Fighter Combat Leader (FCL) AVSM 1995-96 and commanded a front line MiG­21 squadron. He was specially selected to undergo a specialist operationally oriented course abroad. Thereafter, he served on the operational staff at Air Headquarters and in the Military Wing of the Cabinet Secretariat before being posted as the Chief Operations Officer of a Jaguar base. His demonstrated performance both in the field and on staff qualified him eminently for a key appointment on the air staff of Western Air Command. For his distinguished service, he was awarded Vishisht Seva Medal in Jan 1992.

On promotion to Air Commodore, he was appointed Air Officer Commanding (AOC) Air Force Station Ambala. In the year and a half that he has been AOC Air Force Station Ambala he used his vast experience in the field and on staff to train the personnel to his station, demanding all round excellence from them. When certain technical problems laid low the Jaguar fleet for an extended period of time, the quality of his leadership ensured that the personnel of Jaguar squadrons and those supporting them were kept constructively occupied and their morale maintained at a high level. At the same time, he associated himself with efforts and trials to upgrade the air defence environment of the Air Force.

Air Commodore Anil Kumar Trikha VSM has, thus, rendered distinguished service of an exceptional order.

Group Captain Dasari Jayapaul was commissioned on 05 March 1964 in the Army Dental Corps and seconded to the Air Force. From the very beginning he has built a very high professional reputation and exemplary professional standards. The officer was awarded VSM in 1986.

As the Commanding Officer of No. 1 Air Force Dental Centre, Palam, he has improved the quality of professional care and a quantum jump in the technological infrastructure of the unit. He introduced a novel concept in AP Dental service, Family Dental Surgery through the auspices of Air Force Wives Welfare Association, which has brought down the waiting period of families coming for treatment from far away units. He got a van allotted on long term basis which is used as 'Dentistry at the door steps'. Simultaneously he also carried out modernisation of other surgeries with latest equipments. Because of such highly advanced and latest professional expertise, Dental centre, Palam has attained a distinction of being a referral centre.

Air Vice Marshal Vinod Patney, VrC was commissioned as a fighter pilot on 31 May 61. The officer is an outstanding pilot and took part in the 1965 and 1971 operations. He was awarded Vir Chakra in 1965 and Mentioned in Despatch in 1971. After successfully undergoing the Royal Air Force Staff College Course in UK in 1973, the officer was specially selected to be part of the newly formed Career Planning Cell at Air HQ. This was followed by his appointment as instructor at the Tactics and Air Combat Development Establishment in 1976. He commanded a fighter squadron in 1977. The Air officer has held important appointments of Chief Operations Officer of a major fighter base and in the Defence Planning Staff in 1987. This was followed by a tenure as Deputy Air Attaché at the Indian High Commission in London, UK. On his return, he commanded a premier fighter base.

On promotion to the rank of Air Vice Marshal he was appointed as Air Officer Commanding Jammu and Kashmir (AOC J&K) in Sep 94. As AOC J&K, the officer has been performing a difficult task in difficult circumstances with great skill and success. He is largely responsible for the maintenance of high morale, inter­service and service­civil relations and successful completion of all Air tasks in the most efficient manner.

Air Vice Marshal Vinod Patney has thus rendered distinguished service of an exceptional order.

Air Vice Marshal S Krishnaswamy, VM & Bar was commissioned as a fighter pilot in the IAF on 19 Dec 61. Throughout his career he has held a variety of key Command and Staff appointments with distinction. These include command of a fighter Squadron, a major Fighter Base, Director Air Staff Requirements and presently as Assistant Chief of the Air Staff (ACAS) (Plans) at Air Headquarters.

A qualified Test Pilot and Fighter Combat Leader, the Air Officer was an instructor at Tactics and Air Combat Development Establishment in 1975-78. He was awarded Vayu Sena Medal in 1977. In 1978-80, placed in command of a Fighter Squadron he displayed unique leadership and brought up the Squadron to a high level of combat readiness. He was awarded Bar to VM in 1981. In 1990 the Air Officer was appointed Air Officer Commanding of a fighter base. An alumni of Defence Services Staff College and National Defence College, the Air Officer was specially selected for a diplomatic assignment at the Indian High Commission in London, UK. On promotion, the Air Officer was selected to hold the appointment of ACAS (Plans). The Air Officer has successfully set up various Modernisation Programmes, namely, MiG upgrade, procurement of EW equipment and other Force Multipliers on a firm footing.

Air Vice Marshal Srinivasapurum Krishnaswamy VM & Bar has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal JHG Gadkar Adm was commissioned in the Administrative branch in Jun 62. He has held a variety of important field and staff appointments which include Command Works Officer of Western Air Command, Chief Administrative Officer of a major flying wing and Officer incharge Drafting Wing at Air Force Record Office. In 1993-94, he was posted as Senior Officerin­Charge Administration of Southern Air Command and was responsible for planning and layout of entire Command Headquarter Complex at Trivendrum. He ensured that all the essential requirements of the Command Complex were provisioned. This could be achieved only because of his personal involvement and liaison with State and Civil authorities as it involved acquisition of land, for integrated development of the only IAF complex in the State of Kerala.

The Air Officer was appointed as Director of Personnel (Airmen) at Air HQ in Aug 94. Within a short time he rationalised the manning levels of Airmen and Non Combatants (Enrolled) at all Air Force units. He was instrumental in reviewing and streamlining the policies on personnel in order to enhance the operational efficiency of the units. His deep involvement has resulted in speedy finalisation of non-effective benefits to the retired personnel. He also streamlined the civilian cadre management leading to greater work efficiency.

Air Vice Marshal Jayant Haribhau Gajenpra Gadkar has, thus, rendered distinguished service of an exceptional order.

Air Marshal PN Bajaj was commissioned on 01 Dec 61 in the Engineering Branch of the IAF. A post­graduate in Industrial Management from Indian Institute of Science Bangalore, he is also an alumnus of National Defence College.

Air Vice Marshal PN Bajaj has held appointments as Chief Engineering Officer of a fighter Wing, Commandant Air Force Technical College, Air Officer Commanding Air Force Station Jalahalli, Command Engineering Officer at HQ Western Air Command (WAG) and Assistant Chief of the Air Staff (ACAS) Eng 'B' at Air HQ.

As ACAS Eng 'B' he meticulously planned setting up of the overhaul facilities for Mirage aircraft and its engines. The Air Officer was appointed Senior Maintenance Staff Officer at HQ WAC in Feb 94. He is responsible for technical and logistics management and support of entire WAC. He has been able to discharge his responsibilities competently and effectively, surpassing laid down targets for aircraft availability during all major and minor operational exercises and all round enhancement of operational capability without compromising flight safety.

Air Marshal Pran Nath Bajaj has, thus, rendered distinguished service of an exceptional order.

Air Commodore N Thusu, VM was commissioned in the IAF on 25 Dec 64. He holds an A2 instructional category, he has over 6000 hours of accident free flying. In recognition of his exceptional flying skills, he was awarded Vayu Sena Medal in 1987.

Air Commodore N Thusu was posted as Deputy Commandant of Air Force Academy on 03 Jan 94. He was quick to identify such areas of training faculties which required immediate attention. He proceeded to improve the quality and standards of training by closer monitoring of trainees and the methods of instructions. This resulted in significant decline in the suspension rate in the pilot's courses. A model class room with modern teaching aids was set up in the flying faculty and a much required Cafeteria was established for the other training faculties. The Flight Cadets' Mess received a face lift with kitchen being modernised and refurbished completely. He was instrumental in setting up the second Academy Sports Complex which now allows simultaneous participation by all trainees in various sporting disciplines. His professional contributions resulted in Air Force Academy winning the Best Flying Training establishment Trophy in 1994.

Air Commodore N Thusu, VM has thus rendered distinguished service of an exceptional order.

Air Commodore RPS Garcha, VM was commissioned on 18 Apr 1964 as a Pilot. He is a Qualified Flying Instructor and has been an Air Force Examiner. He was awarded VM in 1985 for skillful handling of an Airborne emergency while carrying the President of India. He was specially selected to train the pilots of a friendly country from 1986 to 1988.

He commanded an IL-76 Squadron for two years and was thereafter appointed Commanding Officer of the prestigious Air HQ Communication Squadron. He has held the highest category and instrument rating on eight different types of transport aircraft and is the only pilot to hold Cat 'A' on all three jet transport aircraft of the IAF. He has distinguished himself by his long, impeccable and unblemished flying career of over 11500 hrs of accident/incident free flying. He has often been called upon by DGCA to give his valuable recommendations in the investigation of major civil air accident. AVSM 1996

The Air Officer was appointed Air Officer Commanding of AF Station Palam in Jan 94. Under his stewardship the Air Force Day Parades 1994 and 1995 were a great success and every aspect of the activities involved showed his personal involvement and keenness to achieve the highest standards. He is also a keen sportsman and has given a boost to the already existing sports facilities at AF Station Palam,

Air Commodore Raj Pal Singh Garcha has thus rendered distinguished service of an exceptional order.

Air Commodore MK Marathe, VSM & Bar was commissioned in the Aeronautical Engineering branch of the Indian Air Force on 03 Apr 63. He has been in the command of the Base Repair Depot at Ozar since Nov 93. Prior to his present appointment, he was Jt Director at Air HQ. He was awarded Vishisht Seva medal in 1984 for his contribution towards establishing MiG­21 overhaul line. Thereafter, he was awarded Bar to VSM in 1992 while working as Joint Director in­charge of MiG­29 and MiG-25 fleets at Air HQ.

Under the dynamic leadership and guidance of Air Cmde MK Marathe, the BRD has successfully developed indigenously the capital repair technology for MiG-23 variants and life extension schedules for MiG-23 and MiG-29 fleets. Besides achieving self-reliance, this effort will accrue a saving of more than Rs 2 Crores in foreign exchange to the Nation. With his vast experience on the MiG series aircraft and his innovative approach, he has overcome a serious problem of wing fuel leak of MiG­29 aircraft by indigenously developing the repair technology. He has also successfully carried out a large number of prototype modifications on MiG-23/27 aircraft. Air Commodore Madhukar Krishna Marathe VSM & Bar has, thus, rendered distinguished service of an exceptional order.

Air Commodore ARK Pandrangi was commissioned in the Flying Branch of the IAF on 01 Aug 64. He has held the important assignments of Commanding officer, Air Headquarters Communication Squadron and Directing Staff at the College of Defence Management. He is a graduate of Defence Services Staff College and the College of Defence Management.

Air Commodore ARK Pandrangi was appointed the Air Officer Commanding of Air Force Station, Yelahanka on 24 Dec 92. On taking over he found that the success rate in initial categorisation of trainee officers of AN-32 and Avro conversion courses was not upto the desired level. He ensured that the categorisation rate improved to above 98%. Further he ensured a substantial improvement in serviceability of the AN-32, Avro and Mi-8 aircraft. In 1994, his station won the Flight Safety and Maintenance Trophy (Helicopters) instituted by HQ Training Command.

The first ever International Air Show 'Avia India-93', was held at AF Station, Yelahanka during 15-18 Dec 93. He was able to create the infrastructure within a short span of 3 to 4 months and make the event a great success.

Air Commodore Ananta Ramakrishna Kumar Pandrangi has thus rendered distinguished service of an exceptional order.

Air Commodore GM Vishwanathan, VM was commissioned as a fighter pilot on 25 Dec 64. The Air officer is a very experienced combat pilot with more than 4000 hours of accident free flying on single engined combat aircraft. During his career he has commanded a fighter squadron, a modern high-performance air defence radar unit and an all important fighter support airbase in the Kashmir valley.

As Air Officer Commanding of a major fighter base since Oct 93 he systematically analysed the role his airbase has to play during hostilities and peacetime. Directorate of Air Staff Inspection during their inspection assessed the Base and all the lodger units as highly satisfactory. The Base has flown/ recovered more than 10,000 sorties. The Base being nodal point for distribution of armament stores, was able to effect transfer of large quantity of munitions without any incident.

Air Commodore Vishwanathan also undertook the onerous task of constructing an Air Force School building with non­public funds to improve the educational facilities at the station.

Group Captain Paramjit Singh Bhangu was commissioned as a fighter pilot on 22 Jan 72. An A-2 qualified flying instructor, he is also a Fighter Combat Leader. An alumnus of Defence Services Staff College, he commanded a Fighter Squadron with distinction and was awarded VM in 1992. He was appointed Commandant of Tactics and Air Combat Development Establishment (TACDE) on 02 Aug 93.

Since taking over command Gp Capt PS Bhangu made it a point to lead from front. His command came at a crucial stage when TACDE was in the process of changing its development and training patterns. This he did far beyond normal expectations. The result is that TACDE today runs a finely honed integrated schedule for meeting all the operational needs of the IAF. The MiG27 aircraft were inducted into the Unit in a record time without interrupting the training schedule of the ongoing courses.

The MiG-27 induction also demanded the drawing up of a fairly comprehensive war plan for TACDE. Gp Capt PS Bhangu with scant regard to personal comfort worked laboriously with appropriate sense of urgency to turn out the plan in 10 days. The plan was vindicated during the simulated Command exercise and worked magnificently.

Air Marshal Kuldip Rai was commissioned as a Doctor on 28 Feb 61. The Air Officer has flown over 600 hrs on trainer aircraft and is a pioneer in the field of Aviation Medicine. He obtained a PG Diploma, and an MD in Aviation Medicine. He was appointed professor of Aviation Medicine under Bangalore University. He carried out over 25 Research Projects at Institute of Aviation Medicine (IAM) and was responsible for assessment and approval of indigenous anti-G suits for the fighter pilots.

During his tenure as Commandant, IAM, he was instrumental in upgrading the Simulator and introduction of a pattern of training for pilots flying Air Superiority Fighters to enhance their +Gz tolerance. He was the coordinator of the Commonwealth Aeronautics Research Council and also Indo­Soviet cooperation Programme in Space Medicine under the aegis of ICMR.

Air Marshal Kuldip Rai, during his tenure as principal Medical Officer, Training Command, has devoted his efforts towards improvements in the Professional Standards of Medical and Nursing Officers. Through his personal involvement, he has brought about substantial savings in local purchase of Medical Stores at all Stations and hospitals under Training Command.

Air Commodore SK Malik was commissioned on 25 Dec 64 as a fighter pilot. He has over 4000 hours of accident free flying to his credit. He has commanded a premier fighter squadron and a wing. He is a graduate of Defence Services Staff College, and Air War College of USA. He has held the appointment of Joint Director of Operations (Offensive) for three years at Air HQ.

Air Commodore SK Malik was appointed the Air Officer Commanding of Air Force Station, Pathankot on 01 Oct 93. He carried out a thorough review of all the Non­Public Fund accounts, updated them and brought them to acceptable service standards. The Air Officer undertook the task of reassessing the operational deployments of Air Defence systems at Air Force Station, Pathankot. Many sites were personally reconnoitered by him and the most optimum ones selected which later proved to be highly successful during the annual WAC major exercise. During his tenure, a major operational work of runway resurfacing was executed with top quality within a record duration of six months.

The average aircraft serviceability improved from 65% in 1992-93 to 74%. The Station was awarded the 'Best Administration Trophy' for the year 1993-94.
