Air Vice Marshal Satish Kumar Ramlal Dham, VSM (8097) Med was commissioned on 29 Dec 1963. A distinguished graduate from BJ Medical College Pune, he obtained the post graduate degree in medicine (MD) in Nov 1970 and later super-specialised in immunology acquiring M Sc from Birmingham University in UK. He has held coveted appointments of Senior Advisor Medicine, Head and Professor of Medicine at Armed Forces Medical College and Consultant (Med) at the apex tertiary care Army Hospital, Research and Referral Hospital (AHRR). Earlier in his formative years he served with distinction at the Caribou transport squadron in the field and the Canberra bomber squadron. He was chosen to be the Physician and Staff Surgeon to the CAS. For his professional excellence he has been commended by the AOC-in-C, TC in 1975 and by the CAS in 1978 and awarded Vishisht Seva Medal by the President for distinguished services of high order in 1987. He served as a medical member UN fact finding mission at Cambodia in 1989. Professionally acclaimed nationally, he was awarded Fellowship of Indian College of Physicians in 1993. He has distinguished himself as one of the few Clinical Immunologists in the country.

Appointed Commandant of the prestigious super­specialty Command Hospital Air Force, Bangalore in Jul 2000, AVM Dham has brought radical changes in the work atmosphere of the hospital which has witnessed a frenzy of professional activity. Departments of nephrology with latest Dialysis facilities and a transplant center, upgraded imaging center with CT Scan facilities and Joint Replacement and Neurosurgical centers have been further modernized with state of art equipment comparable to the best national centers of the country. A nationally acclaimed hospital waste management system has been set up. The hospital is a center of excellence for imparting post graduate training in various disciplines recognized by Rajiv Gandhi University of which AVM Dham is a Principal. Air Vice Marshal Ramesh Chandra Mahadik, VSM (8570) Adm was commissioned in the Administrative Branch on 27 Jun 64. During 30 years of distinguished service he has held varied key appointments such as Commanding Officer, Chief Operations Officer and Joint Director Air Defence. For his dedicated and result­oriented performance as a fighter controller, he was awarded the Commendation by the CAS and Mention­inDespatches during 1965 and 1971.

As Chief Admin officer of a major fighter base his professional and methodical approach reflected itself in a perceptible improvement in al spheres of administrative activities. His innovative approach in creating infrastructure facilities for Malaysian Air Force trainees and recommendations for Russian Warranty Team resulted in his being awarded the VSM.

After a tenure as Air Officer Commanding of an Equipment Depot, he was posted to Air HQ as ACAS Works, where he was instrumental in bringing about major changes in budgetary allocations and more effective management of funds. He interacted with engineers, contractors and vendors to evolve a work ethos of quality consciousness. He ensured that construction work was completed in a compressed time frame. During the Kargil Conflict, his personal involvement and interaction at the highest level with engineers, trade sources, Border Road Organisation and MOD ensured availability of additional funds, machinery, material and manpower to front line bases immediately after outbreak of the conflict.

He took over as SOA Central Air Command in Sep 99. He set out his task with a clear vision to bring about the desired improvements in AVSM 2001 all facets of administrative activities at Bases and Units under Central Air Command. He gave a new impetus to the development of an efficient and effective work culture through developing inter­action between engineers and executives at all levels of functioning. His professional and aggressive approach has led to resolving a number of outstanding problems of encroachment removal.

The officer displays mental resilience for accepting new challenges and working under pressure with equanimity and has set benchmarks for devotion and achieving organization goals.

Air Vice Marshal Ramesh Chandra Mahadik, VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Vijay Achyut Patkar VSM (8632) AE (L) was commissioned on 23 Jul 64 in Aeronautical Engineering (Electronics) Branch of the IAF. The Air Officer has varied and rich experience in the field of Electronic Warfare, Information Technology and Maintenance of Aircraft and Helicopters. His achievements as Chief Engineering Officer at Air Force Station Agra were indeed commendable where he maintained a very high serviceable state of the transport fleet and zero maintenance lapse state in practice. For his distinguished service, he was awarded the Vishisht Seva Medal in 1988.

A Postgraduate from IIT, Kharagpur and alumni of College of Defence Management, the Air Officer has successfully utilized his knowledge to enhance his technical, financial and logistic prowess. During the Kargil Conflict the officer took upon himself the task of the requirement of armament stores vis­à­vis their consumption and availability for various weapon systems and thus worked out the immediate and futuristic requirements. The task was concluded to its logical end by his visit to CIS countries to tie up procurement and delivery of stores.

In his present tenure as Assistant Chief of Air Staff Engineering the Air Officer has utilized his sound knowledge of both ground and airborne systems to suggest improvements to existing software available at our BRDs and incorporation of in lieu systems, thus resulting in saving of foreign exchange. His advice to IAF/MOD on the intricate issue of handling two separate contracts for procurement for Mi-17 helicopter safeguarding the interest of IAF resulted in significant benefits. His highly innovative abilities and professionalism are optimally utilized in dealing with foreign vendors as well as indigenous design of Flight Data Acquisition Systems and other electronic equipment.

Air Vice Marshal Vijay Achyut Patkar VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Bijoy Krishna Pandey VM (8990) F (P) was commissioned in the Indian Air Force on 25 Dec 64.

During his 36 years of dedicated service, the officer has held a number of important, difficult and challenging assignments both in India and abroad. He served as Air Attaché, Embassy of India at Kabul from Sept 89 to Sep 92, perhaps the three most turbulent years in the recent history of war ravaged Afghanistan. He successfully commanded Air Force Station Agra, one of the largest operational bases in the IAF which sustains high intensity flying operations throughout the year. At Air HQ, the officer held the appointment of Director System Application and Director Operations (T&H). In the recent past, he served as the deputy Commandant of the National Defence Academy. It was during his tenure that the NDA celebrated its Golden Jubilee, an infinitely complex exercise during which NDA hosted the Vice President of India as the Chief Guest, a large number of dignitaries and thousands of alumni of NDA. AVM BK Pandey has been with ARC since 28 Feb 2000, where he heads the Air Wing which is the largest wing of the ARC both in terms of manpower and assets. In less than eight months as Operation Manager ARC, AVM Pandey has initiated many reforms/measures which have had a positive impact on the work ethos of the Air Wing. The fleet modernization and other futuristic projects are being handled by him very systematically and efficiently which will ensure smooth implementation of various projects of importance to national security.

Air Vice Marshal Bijoy Krishna Pandey VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Subhash Chandra Rastogi VSM (8999) F (P) was commissioned as a fighter pilot in the IAF on 25 Dec 1964. During his career, he has held numerous key Command and Staff appointments, performing with distinction in every assignment. He was awarded the VSM in 1990 while serving at ADDC, Barnala. He has undergone the Experimental Test Pilots Course in the UK and is alumnus of DSSC and NDC.

As Commandant ASTE, he pioneered the installation of a telemetry system, which fulfilled a long outstanding need for an advanced flight test support system in the IAF. As AOC of an Air Base in the Eastern Sector, he resurrected the Base for fighter operations within one month of completion of runway repairs. It was primarily due to his tireless efforts and exemplary ability to marshal available resources that the entire operational support infrastructure of navigation aids, PAR, runway barriers and lighting were made functional in record time. While attending the national security course at the NDC in 1997, the officer was awarded the gold medal for his thesis on the subject of 'Defence Expenditure in India'.

As ACAS (Plans) at Air Headquarters he has worked to progress various projects and programmes of modernizing the IAF in the post Kargil period. In the Plans branch, he has revivified the entire planning process with constant focus on optimum utilization of the capital budget. His budget planning for new acquisition for 2000-2001 has been done after detailed interactions with the user directorates as well as the MOD, so as to make the whole process more scientific and precise. His commendable efforts have already resulted in materialization of five contracts worth Rs. 1045 crores in the first quarter of financial year 2000-2001. His considerable conceptual and analytical ability, as also his deep study of the acquisition process, came to the fore during his presentation to the Standing Committee of Parliament, the Arun Singh Task Force for the Management of Defence and the VCOAS Committee on Defence Procurement.

His personal grit, determination and dedication to work show up in sharp relief by the way he combated and overcame the crippling injuries he sustained in a flying accident many years ago, to be counted among the best in the IAF.

Air Vice Marshal Subhash Chandra Rastogi VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Puran Chandra Singh Rautela SC VSM (9576) AE (L) was commis sioned in the IAF on 04 Oct 1965. During his illustrious career, he has held various imp ortant and challenging appointments. His technical expertise, augmented by desire to innovate and design, has yielded various benefits to the IAF. He developed the first AS-200 version carrier, which was put to extensive use in the IAF. He was the member of DARIN design team for Indian Jaguar. During his tenure in RCPO from 1988-1992, he had conceptualized and developed RAME (Guwahati) and RAME (Wadsar), which are fully functional now. He designed the airborne caliberational system MATCAL which is fully functional now and has significantly contributed to the serviceability of Testers for various weapons systems.

Since his posting as ACAS Sigs (Air) in Jan 98, he has shown remarkable ability in conceptualizing and Implementing various schemes. He has designed the IAF high-speed communication network between Air HQ and Command HQ with direct dialing facility, using compression and frame relay techniques. He has brought about radical changes in the procurement policy of telephone exchanges, which has amounted to savings to the tune of Rs. 2 crores in the last two years. He also designed and developed ATC 3D system, which will give a substantive boost to flight safety and safer operation at ATC. During the Kargil war, the Air Officer ensured that effective communication was provided at all levels. He developed a technique to use bulk encryptors on analogue tropo links, which is now under implantation. Air Cmde PCS Rautela by sheer dint of hard work, coupled with ingenuity, has not only given concrete shape to innovative concepts but has also set benchmarks for his subordinates to follow.

Air Vice Marshal Puran Chandra Singh Rautela SC VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Donovan Eric Jonas (10131) F (P) was commissioned in the Indian Air Force in Mar 66. During his thirty four years of distinguished service, he has held several important Staff and Command appointments. He commanded a frontline Jaguar squadron and was Chief Operations Officer and Air Officer Commanding of premier fighter bases of the Indian Air Force. He has also held the appointment of Ops IA of an operational Command. Presently he is holding the post of Director Personnel (Officers) at Air HQ. As Squadron Commander of a Jaguar Squadron, he led from the front and brought up the operational and maintenance standards in the Squadron to a very high level. As Chief Operations Officer of a fighter base, he was actively involved with conduct of flying operations. He actively pursued flying and participated in the Command Gunnery Meet as staff pilot and had the distinction of winning the bombing trophy.

Air Cmde DE Jonas took over the command of an operational Station in Aug 95. Realising that it was the human element that would make the vital difference between mediocrity and excellence, he galvanised the manpower under him into action. Instituting a series of steps for close interaction between his officers and other ranks, the Air Officer built up a sense of camaraderie and spirit-de-corps amongst all personnel. The result was a quantum jump in productivity, as evident from a unique 'Above Average' assessment by Directorate of Air Staff Inspection. The Station also hosted the Colour Presentation ceremony, which due to his exceptional foresight, planning and administrative ability, was conducted in most successful manner bringing laurels to the Station.

He is presently posted as Director Personnel (Officers) at Vayu Bhavan since 10 Feb 98. In a short span of time, with little or no previous experience in the personnel branch, he acquired expertise of a very high order. As DPO, he has demonstrated very high skill levels in his staff work and has combined the requirements of service with a human touch in a firm and fair manner.

His deft handling of personnel management has brought laurels to the Personnel branch at Air HQ.

Air Commodore Donovan Eric Jonas has, thus, rendered distinguished service of an exceptional order.

Air Commodore Shri Harsh Tripathi (11087) Adm/Lgl was commissioned on 24 Jun 67 and joined the Department of Judge Advocate General (Air) in 1972. He has held important legal assignments at various Command HQs and Air HQ. He was appointed as Judge Advocate General (Air) on 01 Aug 97.

The legal acumen and professional knowledge of the Air Officer has contributed immensely in successful defence of civil litigation on behalf of the Government. He has been monitoring the progress of about 2000 court cases to safeguard the interest of the State. His personal involvement in settling a large number of civil litigation in the recent past has exhibited his deep sense of commitment and high degree of professional competence, he has ensured that decision of the courts went in favour of the Union of India. In certain cases he strove hard and got some adverse decisions reversed in appeal thus saving the Government heavy expenditure.

The Air Officer took upon the task of revision of Regulations for the Air Force 1964 and accomplished it expeditiously. With his exceptionally high degree of professionalism, uprightness and dedication in rendering legal advice, keeping long tern interest of service as paramount, he made substantial contribution towards improvement of discipline and morale in the IAF. He has authored a number of booklets and guidelines on implementation of the provision of Air Force Law. These publications have proved to be of immense use while dealing in legal matters in the IAF.

Air Commodore Shri Harsh Tripathi has, thus, rendered distinguished service of an exceptional order.

Air Commodore Thekkekara Thomas Job VSM (11507) AE (M) is commanding a Base Repair Depot since 01 Aug 97.

The overhaul of MiG-29 aircraft commenced at this BRD three years ago. Since then the production capacity in respect of MiG-29 overhaul has been steadily increased. During a visit to the Depot the Chief of the Air Staff had stressed the need to give priority to trainer Aircraft. The depot produced a record number of aircraft even exceeding Air HQ task. Also, three trainers were produced instead of the task of one, even though the depot was attempting overhaul of trainers for the first time. Establishing the overhaul line of MiG-29 aircraft was beset with problems like non-availability of spares and technology as well as late arrival of Russian specialists. Under the able leadership of Air Cmde TT Job, the depot undertook the task of installing and commis sioning a number of test rigs without any help of Russian specialists, problems of non-availability was tackled by boosting indigenization efforts to a record level. Under his leadership, life extension study of MiG-29 aircraft was successfully completed, thereby avoiding sending of aircraft abroad for overhaul. The allotted task of overhaul of MiG23 aircraft was also completed well in time. In addition, a large number of modifications have been completed on MiG-29 and MiG-23 aircraft. Also, a number of innovative measures have been introduced in the depot to improve the quality of life.

Air Commodore Thekkekara Thomas Job VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Ashok Dharam Chhibar (12118) F (P) was commissioned on 30 Aug 69 in the Flying Branch of the IAF. Throughout his distinguished service, he has held a variety of Staff and Command appointments. These include command of a fighter squadron, which was declared best in the IAF, and an operational air base. He served on the directing staff at College of Air Warfare and as Chief Instructor at the Air Force Academy. As Air-1 of South Western Air Command, credit goes to him for smooth conduct of the highlyacclaimed Fire Power demonstration at Pokhran range in 1998 & 1999. He is a Qualified Flying Instructor and a graduate of Defence Services Staff College and has flown over 4500 hours on various aircraft. He was commended by the Chief of the Air Staff in 1986 and by the Air Officers Commanding-in-Chief of Central and Training Commands.

Air Cmde Chhibar took over as Air Officer Commanding, of a fighter base in the Eastern sector. The Air Officer realized that sustained excellence could materialize only through a cultural reorientation of his manpower. He also realized that personal example and selfesteem would be an important catalyst in the change. Though a series of individual and collective interaction he infused as sense of belonging and cohesion among his personnel and instilled in them a sense of pride. Through meticulous planning he ensured that his support environment matched and complimented the ethos of excellence he set in his station. Combining his operational and managerial skills he was able to marshal all the resources at his command to improve the serviceability-state of the fighter fleet aircraft based at his station.

His sustained efforts resulted in high level of Op preparedness, noticeable environmental improvements and an overall enhancement in the quality of life in the station. The culture of excellence he created also reflected itself in the Young Officers' Course designed and conducted by his Station for the officers of EAC. The course was started at his imitative and has proved highly successful. He was also actively involved in the preparation and implementation of the Accident Prevention Programme in Eastern Air Command.

Air Commodore Ashok Dharam Chhibar has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Rameshwar Nath (8913) AE (L) was commissioned in Air Force in Oct 64 in AE (L) Branch (erstwhile Tec/Sigs). During his 37 years of service, the officer has maintained an impeccable record - both in terms of his professionalism as well as human relations.

He was associated with Air Defence Ground Environment (ADGES) Communication System right from the inception of the RCPO project. He was detailed for ADGES communication course in the USA in 1974, after which he was the first batch of ADGES TI instructors. After teaching for 2 ½ years, he headed the installation unit at the major ADGES communication hub centre at Kasauli. After a stint of 5 years of staff work at Air HQ, the officer was sent to command ADGES communication units at Mt Abu, Baroda and Dalhousie in succession. The vast experience of the officer in ADGES comm unication was utilized for inspection duties in DMI from 1991 to 1995. During his tenure at DMI, the officer headed the team to conduct quality audit of MiG-29 fleet - the first ever quality audit in Air Force, which was well received and implemented.

As an Air Commodore, he held the appointments of Command Signals Officer at HQ Eastern Air Command and thereafter, Director Signals (Air) at Air HQ. During these tenures, a major part of old exchanges were replaced by electronic exchanges. The officer was instrumental in preparing the first blue print of Air Force Component of Defence Communication Network and induction of The Integrated Cipher System (ICS) for securing data exchanges between computers over LAN/ WAN. The officer introduced the hiring of Data Communication circuits from DOT in place of Speech Communication circuits, which were thereafter modified to be used both for speech as well as data communication.

As an Air Vice Marshal, the officer was appointed as ACAS (Eng-B) to look after the Indo-western aircraft fleet. The officer initiated many new measures, as given below, during his tenure: a. Revision of Maintenance Schedules for Jaguar and Mirage aircraft, so as to reduce the number of servicings. This led not only to saving but increased fleet availability. b. Setting up of 1200/2400 hrs servicing for Dornier at Sulur. c. During the Kargil operations, the avai-lability of Mirage aircraft was increased from 24 to 33 by hastening supply of spares and repair efforts from OEMs in France. Based on experience, the officer initiated cases for procurement of additional rotables and role equipment to strengthen Mirage fleet.

The officer has also worked as ACAS (System) for more than a year. His major contribution during the tenure was streamlining the Matcal Project for repair/calibration of aircraft testers, induction of UAVs/LDPs and modification of aircraft for fitment of CDMS/ GPS. The issue of life expiry of majority of Air Launched Missiles in next 3 to 4 years was brought to the fore while recommendation for setting of life extension/refurbishment facilities within India. After extensive discussion, MOD has designated BDL as the agency to set up facilities for undertaking this task. This project may save millions to exchequer.

Air Vice Marshal Rameshwar Nath has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Naiyer Iqbal Razzaqui (9642) Adm was Commissioned on 26th June 1965 in the Administrative Branch of IAF. In a career spanning 36 years, he has held several important and varied field, staff and instructional appointments. He has made creditable contributions as Chief Instructor at Air Force Admin College, as the Chief Administrative Officer at a flying base, as the Director Admin Inspections and Director Personal Services and as Provost Marshal (Air) at Air Headquarters. A high sense of integrity, courage of conviction and a keen sense of responsibility have been the qualities that dominated his approach and attitude throughout his career.

As Provost Marshal (Air) at Air HQ, he was instrumental in the introduction of new security system and in strengthening of the provost and security environment in the IAF, both, in terms of equipment, as well as procedural aspects. As Air Officer Commanding Air Force Station Avadi, he demonstrated exceptional professionalism, dynamism and remarkable dedication in the performance of his duties. With meticulous planning, emphasis on quality and standardization, pragmatic application and close supervision, he could significantly enhance the productivity levels and add to user satisfaction. In his present appointment as Senior Officer Administration of HQ Training Command, he has in a very short time demonstrated his administrative acumen by streamlining various aspects of administration, reviewing administrative procedures.

His initiative in the critical area of security at the airbases of his Command, as well as in a large measure in strengthening the all important task of ab-initio as well as inservice training of our defence personnel.

Air Vice Marshal Naiyer Iqbal Razzaqui has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Sharad Yeshwant Savur (10525) F (P) was commissioned in the Indian Air Force on 29 Oct 66. He is an exceptional transport aircraft pilot with more than 7500 hours of accident free flying in air logistics over hazardous mountainous terrain in Ladakh and the North Eastern States as well as VVIP/VIP flights. He has commanded the prestigious Air HQ Communication Squadron as well as three major transport/helicopter bases, has undergone the course at National Defence College, besides undertaking instructional staff appointments.

As Station Commander, he was in charge of the trials for formulation and Standard Operating Procedures for air-sea rescue by Mi-8 helicopters. Later, as Air Officer Commanding, he inspired all aircrew to maintain sustained accident-free operations from the short runway by his personal example in flying the IL-76. Again, whilst in command of Air Force Station, Palam, he motivated all personnel to produce two highly successful Air Force Day parades. With tact and his previous experience he interacted with several agencies and reviewed security procedures to make them more effective and less obtrusive in handling high profile VVIP/ VIP visits without effective routine operations. In the after math of the devastating earthquake in Bhuj, he geared up the Station to receive and dispatch immense quantity of relief supplies and personnel to Bhuj, and provide assistant and make adequate arrangements for the victims and their next of kin on their evacuation from the affected areas.

AVM Savur, as Assistant Chief of Air Staff (PA&C), has continued to interact with other agencies to expedite the issue of non-effective benefits and has obtained approval for recruitment of civilians, which was pending since 1996. he has initiated several measures to accelerate staff work dealing with personnel below Officer Rank.

Air Vice Marshal Sharad Yeshwant Savur has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Thiruvengadam Ramanujam VSM (10695) AE (L) was commissioned on 02 Mar 1967 in the Engineering Branch of IAF. In his 34 years of his distinguished service, he has held several important maintenance, staff and Command appointments including command of a Station, a Base Repair Depot (BRD), EDP manager of a larger depot and Chief Systems Engineer, RCPO. He is a postgraduate in Computer science from IIT Kanpur and a graduate of Defence Services Staff College. For his innovative modification in Data Processing equipment of THD radar, he was awarded VSM in 1982 as a Flight Lieutenant/Squadron Leader.

As Air Officer Commanding of a BRD, he ensured a sustained level of production around 30% more than the allotted task for two years and received the best System BRD trophy in 2000. He also contributed significantly in trend analysis of failures, especially in respect of VUC 201 (an airborne R/T equipment), and by adopting various remedial measures, he was able to improve the life of this equipment, which till then had a history of premature withdrawals. As Global co-coordinator (GC) IMMOLS project, he was able to sort out contentious problems between IAF and the vendor (M/S TCS) and the software development was completed well in time during his tenure.

AS GC IMMOLS and presently as ACAS (Systems), he has been a key member of Air Officer Maintenance's core team streamlining various procurement procedures and in preparation of canons/directives in the Maintenance Branch. As ACAS (Systems), he is now handling the daunting tasks preparation of Armament Compendium, Life extension of air launched Missiles and Pechora missiles, execution of work services for armament storage on a turn key basis, and procurement of vegetation-clearance and material-handling equipment for all bomb dumps, which are basically inter-disciplinary in nature. In addition to all these time consuming tasks, he has also been actively involved in ling range communication plans and Revised ADGES Plan for the IAF in coordination with Ops Branch.

AVM Ramanujam has the desirable combination of a workaholic and a planner with a vision, a rare quality that is immensely beneficial to the service.

Air Vice Marshal Thiruvengadam Ramanujam VSM has, thus rendered distinguished service of an exceptional order.

Air Commodore Fali Homi Major SC, VM (11422) F (P) has been Air Officer Commanding (AOC) of a forward Air Base, which has the distinction of being the highest operational airfield in the world, since Sep 99. Air Cmde Major on assuming the Command analyzed the vital role played by this Air Base due to manifold increment in the airlift/heli-lift with the induction of 14 Corps at Leh. He facilitated increased air maintenance sorties both at Leh as well as in the Siachen Glacier region, post Kargil operations. More than 9000 sorties were flown during the last 18 months, despite limitations due to harsh climatic conditions, and inhospitable mountainous terrain. Such operations demanded high skill levels and thorough professionalism.

Consequent to Kargil operations, there was an operational necessity to train Fighter and attack Helicopter aircrew for carrying out weapon training at high altitude. Though superior interpersonal relations and leadership qualities, Air Cmde Major ensured that more than 75 aircrew carried out regular air to ground armament training at Kharbutang Field Firing Range. Due to his untiring efforts, today, and a large reserve of aircrew are qualified and available for this task. Night air operations by fixed wing aircraft at Leh was accomplished through innovative approach, in spite of the non-availability of an electrical flare path (runway lights). Air Superiority Fighters were able to operate on a regular basis at this airfield, even though this base is not established with requisite support facilities. In spite of operating under these conditions, the flight safety record at this Base has been very impressive.

Air Cmde Major worked tirelessly to ensure that impeccable living conditions are provided to the personnel so that optimum utilization of resources is ensured. Morale of personnel operating at this forward base, in debilitating conditions is high due to persistent efforts of the AOC.

Air Commodore Fali Homi Major SC, VM, has, thus rendered distinguished service of an exceptional order.

Air Commodore (Mrs.) Padmavathy Bandopadhyay VSM (11528), Med joined Army Medical Corps on 22 Jan 1968 and seconded to the Air Force from the same date. Her career spanning over three decades has been full of achievements. She has held key appointments and demonstrated dedicated hard work and foresight. Academically, she is highly qualified in Aviation Medicine and Physiology. She is also a post-graduate of Defence Services Staff College and holds MSc (Defence Sciences). She has flown as passenger (and for research work) in quite many types of aircraft, which has contributing in enriching her knowledge with regard to the problems faced by aviators.

Her interaction with the flying and being with the aircrew was appreciated during the 1971 Indo-Pak war, and in recognition, she was awarded 'Vishisht Seva Medal' in 1972, and commendation by the Chief of Air Staff in 1982. Well attuned to the adventure, she has been a member of Arctic Team in 89-90 where she collected a lot of data for physiological research.

In the present assignment as Air Officer Commanding, Air Force Central Establishment (AFCME), she has effected substantial improvements in the working conditions of the unit, acquisition of high-tech equipment, as well as in the aesthetics. As chairman of the officers' Mess Committee, she has been able to improve the functioning of the Mess, which has been quite obvious in the recent past. Work services to the tune of Rs. 30 lakhs have been completed/in the pipeline in the Mess and about Rs. 75 lakhs in the unit during the year.

She has displayed exceptional qualities of leadership. She has been able to harness all the resources, which are required for smooth functioning of the AFCME, which is always in the notice being premier institution for aircrew evaluation, service as well as the civil. Her dedication to work, forthrightness, futuristic vision has led to all round improvement in the functioning of the unit.

Air Commodore (Mrs.) Padmavathy Bandopadhyay VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Maheshwar Dutt, KC (11607) F (P) was commissioned on 18 May 68 in the IAF. In 33 years of distinguished service, he has held several important command and staff appointments that include command of Mi-17 units both in Siachen and Tawang sectors, Director of Training in DGR (MOD), Air II J&K, Command of two flying stations, Command Personnel Staff Officer at HQ Western Air Command and Director Operations (T&H) at Air HQ.

He is one of the first two Commanders of Mi-17 units in IAF. He raised the Unit and declared it operational in Siachen area in record time. During the first year itself, unit was awarded the best helicopter unit trophy under his command. During this tenure he had single handedly carried out the famous 'Zojila Rescue' operation, which features in the Books of World Records. He was awarded Kirti Chakra on 26 Jan 86.

During 1991-93, he was Air II J&K area and had streamlined and optimized the air maintenance activities in Siachen area. He was appointed Station Commander of a station in J&K in 1995-96, when it was worst affected by militant activities. He vigorously motivated others and professionally organized all activities to meet challenging task in J&K and Siachen areas. During 1996 he was selected as Task Force Commander to conduct Heliborne Exercise Chakravyuh involving 47 helicopters in formation at night.

Air Cmde Dutt was the Director Ops (T&H) at Air HQ from 08 Aug 98 to 03 Jan 2000, which was crucial period since Air Logistics in Siachen area had increased manifolds and country was hit by unprecedented number of floods and natural calamities followed by Kargil Operations. Air Cmde M Dutt assumed command of 36 Wing on 04 Jan 2000. Station is dispersed at four locations and poses many challenges. With his foresight and dynamic approach, he has brought up the station in all respects and has tremendously improved the quality of life of all personnel. He has made a big headway in all areas involving Operations, Maintenance and Administration through innovation and self help schemes under station arrangements.

Air Commodore Maheshwar Dutt, KC has, thus, rendered distinguished service of an exceptional order.

Air Commodore Selvam Kulandaisami Jayarajan VSM (11695) Lgs was commissioned on 23 Jan 68 in the Logistics branch of the Indian Air Force. In 33 years of distinguished service, he has held several important command and staff appointments that include Senior Logistics Officer of a Flying Station, Commanding Officer of Air Stores Park and Director of Purchase at Air HQ. He is a graduate of Defence Services Staff College and College of Defence Management. For distinguished services, he was awarded VSM in 1997.

Air Cmde Jayarajan was appointed the Air Officer Commanding of the biggest Equipment Depot of IAF on 19 Jan 2000. This depot caters to the requirements of almost all front line aircraft of IAF, and plays a vital role in the supply chain. From the time he took over as AOC, a positive, dynamic and result oriented approach was seen from this officer in not only reorganizing the storage sites and streamlining the procedures to achieve maximum demand satisfaction but also to identify non-moving stores to vigorously pursue their disposal. During this period, he organized three new dust-free modern storage sites for raw material, free length hoses and MiG-21 BIS upgrade items, which besides ensuring proper identification and accounting, enhanced functional effectiveness. His exemplary alacrity and accomplishment of tasks with commendable speed and efficiency, is a direct result of his dedicated planning, timely initiatives and dedication to duty.

Air Cmde SK Jayarajan had dedicated himself to improving the quality of life of the station personnel. Considerable improvement was planned and brought about in the messes, living and working environment at the Depot. Air Commodore Selvam Kulandaisami Jayarajan VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Yashwant Rao Rane VM (12210) F (P) was commissioned in the Flying Branch as a fighter pilot on 20 Dec 69. He has commanded two fighter squadrons, been the Chief Operations Officer (COO) of a fighter base, served on the faculty of College of Defence Management, and has undergone the National Defence College course. He is also a Qualified Flying Instructor and a Fighter Combat Leader and, is at present, Air Officer Commanding of a Mirage 2000 base. He was awarded Vayu Seva Medal in Oct 89.

Whilst having a commendable service record, the Air Officer has contributed handsomely to the operational efficiency and preparedness of Mirage-2000 base. His unfettered zeal and dedication has shown significant improvements in the development of Singpur Range, which is the only multi-directional, multi-target air-to-ground firing range in the IAF. The development of this range has immensely contributed towards enhancing the training value of operational pilots while carrying out live firing sorties. In other ranges, firing can be carried out only from one direction only, which restricts the training value of these missions. Due to his drive and motivation, he has ensured improved operational status of the Mirage 2000 Squadrons. His attention to details towards the environment and living conditions has ensured a quantum leap in the quality of life for all personnel at the Air Force Station. His approach has been balanced and result oriented, with personal involvement in every sphere of life. He has also been able to motivate the personnel of the station to constantly strive and achieve higher standards, so as to improve operational potential of the station. Due to his dedication and motivation, this base has become model representative of one of best that exists in service today.

Air Cmde Rane has contributed significantly immensely to the enhancement of the operational potential of the IAF. He has also brought about significant improvement in the quality of life for all personnel at Air Force Station, Gawalior. In addition, the improvements in the environment and working conditions have contributed towards safe, accident free operation.

Air Commodore Yashwant Rao Rane VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Sadasivan Radhakrishnan VM (12408) was commissioned into the flying Branch of the IAF on 13 Jun 70. He is a qualified Flying Instructor and Fighter Combat Leader and has flown close to 4000 hours. He has held several prestigious Command and Staff appointments, including command of a MiG-21 squadron, Air Defence Direction Center (ADDC) and an Advance HQ. During his tenure, his ADDC was adjudged to be the best in South Western Air Command. He was also the Chief Instructor at the College of Air Warfare.

Air Commodore Radhakrishnan took over the command of Air Force Station, Chabua, on 01 Jan 99. At that juncture, the station was in the middle of a large-scale revival after prolonged disuse till 1996. During this difficult stage he was tasked with accelerated MiG Operational Flying training.

Realizing that it was the human element that would make the vital difference between mediocrity and excellence, he galvanized the manpower under him into action. Instituting a series for steps for close interaction between officers and other ranks, the Air Officer built up a very noteworthy camaraderie and spirit-decorps among his personnel. Simultan eously, he addressed core issues pertaining to Operations, Maintenance and Administration. The result was a quantum jump in produc tivity, as became evident from prompt task completion, extensive environmental beauti fication and accelerated completion of many on-going works services. He also brought about discernible improvements in three critical areas viz. Flight Safety, security and quality of life. During his tenure as the Air Officer Commanding, the station has maintained an excellent flight safety record. The only Cat I accident during his tenure was on 15 Mar 99 where the pilot rejected take off because of engine failure. The station has flown 17823 sorties amounting to 10160 hours since this accident. He ensured continuous productive actions to clear the flight safety zone of unwanted vegetation thus ensuring a bird free environment. Since 15 Sep 99, the last case of a bird hit, the station has flown 3985 sorties amounting to 7966 hours without an incident of bird hit.

Through his interactive style of management, Air Cmde Radhakrishnan infused a new sense of enthusiasm and purpose in his station personnel. A large number of welfare measures saw perceptible improvements take place in the quality of life and a consequent rise in the morale of his station. His close liaison with the civil agencies resulted in a marked improvements in the power situation in the station.

Air Commodore Sadasivan Radhakrishnan VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Swaminathan Gopalakrishna VSM (12437) AE (M) was commissioned on 06 Jul 70 in the Technical Engineering Branch of IAF. In 31 years of distinguished service, he has held several important command and staff appointments that include Chief Engineering Officer of a fighter base, Commanding Officer of a Base Repair Dept and Joint Director and Director of Weapons systems at Air Headquarters. As Director Engineering 'D', he is responsible for the maintenance of important but troublesome transport and helicopter fleets of IAF which are beset with problems of low serviceability and difficulties in obtaining spares. With his systematic approach and clear vision to focus on key result areas, he has set about to streamline and put in place an effective support system. from a beginning in IAF based on aircraft maintenance on tarmac and in hangars to formulating policy and plans, Air Cmde Gopalakrishna has come a long way by stint of hard work, commitment to organizational goals and his storming zeal.

As an engineering officer at the Mirage 2000 base, Air Cmde Gopalakrishna set up the Engine Module Change facilities and Engine Test Bench for the modular engines of Mirage 2000 aircraft that were damaged in a hangar collapse in 1989, in record time. This was possible only due to his single minded dedication, devotion and hard work.

Air Cmde Gopalakrishna commanded a BRD, which was tasked for overhaul of AN-32 aircraft. Before Air Cmde Gopalakrishna took over command of the BRD, some AN-32 aircraft were being dispatched abroad for repair/overhaul. Air Cmde Gopalakrishna resolved not to send any aircraft abroad for overhaul and meet the complete requirement indigenously. No AN-32 aircraft has since been sent abroad for overhaul and this BRD has met the complete overhaul and repair requirements of IAF. It was during this period that the BRD undertook structural repair of corrosion affected IL-76 aircraft, which otherwise would have been sent abroad for repairs. All this was possible because of the leadership qualities of Air Cmde Gopalakrishna.

Air Commodore Swaminathan Gopalakrishna VSM has, thus, rendered distinguished service of an exceptional order.

Air Marshal Ranjeet Kumar Gupta (8899) AE (L) was commissioned on 05 Oct 1964 in the Engineering Branch of the IAF. During his 38 years of distinguished service, he has held several important command and staff appointments which include Command of a Tropo communication unit, JDASR (EW) at Air HQ, AOC of a BRD, ACAS (Systems) at Air HQ, Senior Maintenance Staff Officer of an operational command and Director General Radar and Communication Project Officer. During his flying tenure of 7 years as a flight signaller, he has flown approximately 1800 hours on Dakota aircraft on air maintenance missions in remote areas of North Eastern Sector of the country and 600 hours on TU-124 ac on VVIP/VIP communication duties in the Air HQ Communication Squadron.

Air Mshl RK Gupta was trained in USA on a EW Systems and earned the credit of operationalising the first vehicle mounted ESM system in the IAF. He underwent an IL76 maintenance course in erstwhile USSR and was appointed as Squadron Technical Officer of the first IL-76 squadron, where he was involved in the initial setting up of the maintenance and training infrastructure for this pure jet transport aircraft of IAF. As AOC of a BRD, he was instrumental in setting up hi-tech precision labs, which could undertake repair and overhaul of most modern electronic system. Under his inspiring leadership, the BRD won the Best Electronics BRD trophy for the year 1996-97. During Kargil operations, while functioning as ACAS (Systems) at Air HQ utilizing his interactive style of management with various PSUs, Op Commands and field units, he ensured high and sustained serviceability of radar, nav aids and auxiliary systems during the crucial phase of this operation.

Air Mshl Gupta held the appointment of SMSO, EAC from Mar 2000 to Sep 01. As SMSO, with his close liaison and skillful management of resources, he brought about considerable improvement in the operational availability of aircraft, radars, support vehicles and auxiliary equipment to meet all training and op requirement of EAC. During his tenure, EAC maintained high serviceability of MiG-27, MiG21 and AN-32 ac fleet inspite of shortage of spares for these erstwhile USSR origin ac.

In his present tenure at RCPO as Director General, Air Mshl RK Gupta is actively involved in system engineering and installation of various Radar and Communication equipment/projects for the IAF. He has successfully managed to implement a series of important AD projects. Notable among them is the successful completion of the long outstanding project of the Futuristic Automatic Data Handling System (FADHS), the stage 1 Digitization and installation of media secro units. The IMMOLS project of the IAF has recently been put to functional use under his direction after having overcome some of the long persisting problems.

Air Marshal Ranjeet Kumar Gupta has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Ramyar Keke Batha VSM (9588) AE (L) was commissioned in the Indian Air Force on 30 Oct 1964. In his 37 years of distinguished service, he has held many important appointments ranging from Senior Technical Officer (STO) of a fighter squadron, Chief Engineering Officer of a fighter base, Commandant Software Development Institute (SDI), Command Engineering Officer Western Air Command, Jt Dir Engineering Jaguar & ACAS Signals (Air) at Air HQ.

In recognition of his contribution he was commended by AOC-in-C Western Air Command in the year 1971 and by the Chief of the Air Staff in 1982. With his experience on western aircraft, he was given the responsibility of the Mirage induction programme, from 1983 to 1985, as a member of CMPT at Air HQ.

As Commandant SDI AVM Batha was responsible for setting up the Institute and taking over the tasks of this vital organization by grooming the human resources for this high-end intellectual engineering discipline. Also during this tenure as JD Eng 'Jaguar', the officer was responsible for a remarkable improvement of Jaguar fleet performance. For this contribution, the officer was awarded the Vishisht Seva Medal in 1996. AVM Batha took over as Command Engineering Officer at HQ WAC soon after the Kargil conflict. With his foresight, accurate planning and hardwork, he ensured high serviceability and maintenance standards in the entire WAC in respect of aircraft vehicles, ground support equipment etc.

As ACAS Sigs (Air), the officer was closely associated with Commanders and Op Staff, specially for planning and execution of communications and IT, impacting command and control requirements. A number of projects were planned and implemented including upgrades to communication network and installation of new network in coordination with OP and Maint Staff, MOD, RCPO, DOT and the Army. The high point in this tenure was responding to the Op Parakaram activation requirements of Commanders whereby all communications, signals and IT resources were mustered and mobilized for WAC and SWAC sectors to facilitate Air-Defence and Offensive operations.

Air Vice Marshal Ramyar Keke Batha VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Babu Ajit Kumar Shetty (10110) F (P) was commissioned as a fighter pilot on 13 Mar 66. He has held the appointments of CO of a fighter squadron, Station Commander of a helicopter base during 'OP PAWAN' and AOC of an active Fighter Base. An Alumni of Defence Services Staff College (DSSC) at Wellington, he has held the most important appointments at Command and Air HQ. Presently he is Air Defence Commander of Western Air Command (WAC) since 01 Sep 2000.

Immediately after taking over in WAC, he was tasked to operationlise the Tactical Air Defence Integrated Display System (TADIDS) on priority. The TADIDS software was upgraded and operationlised in WAC within six months. Numerous modifications to the software were undertaken to make it user friendly and acceptable to field units. It is now possible to obtain real time air picture of WAC area at medium levels at any location using WACNET. Assistance to operationlise TADIDS in SWAC area was also provided. Similarly duplication of auto Control and Reporting Center (CRC) using Semi Automated Base Air Defence Complex (SABDC) computers has also been activated by the TADIDS cell under his guidance. This is a significant breakthrough which would prolong the employability of auto CRC developed at a cost of Rs. 85 crores. Efforts to completely automate AD set up are also underway in house at WAC.

During the recent deployment of AD assets, which has been the largest exercise undertaken so far, the AD set up was reviewed and deployed optimally without a single incident during the last eight months.

Air Vice Marshal Babu Ajit Kumar Shetty has, thus, rendered distinguished service of an exceptional order.

AVM SS Lahiri took over as AOC of a BRD on 13 Sep 99 with a specific task of streamlining the test equipment management which was hitherto in total disarray. He started with the massive task of census of test equipment in the IAF, followed by identification of deficiencies and making them good through import or indigenization. His interaction with indigenous entrepreneurs has resulted in an indigenization of a number of complex testers with improved technology and reliability. By his sustained efforts, BRD could commission and streamline the functioning of mobile air transportable test equipment calibration set up. Beside the mobile set up, AVM SS Lahiri has also established stat of art echelon III test equipment repair facilities at the base depot. For all these efforts, the Bureau of Indian Standards has awarded ISO 9002 accreditation to his depot in recognition of the quality prod uction lines. Outstanding contribution by AVM SS Lahiri has enhanced the availability of testers at the field unit's manifold.

In addition to the repair and calibration of testers, Avro Check II servicing and Dornier 2400/3600 servicing is also done at a BRD. Under the watchful eyes of AVM SS Lahiri, both these lines have performed exceptionally well. Especially on Dornier the servicing time has been cut down to 50% as compared to the time taken by HAL and that too with the small work force of 40 technicians.

Air Vice Marshal Subhanka Sekhar Lahiri, VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Ambrish Kumar VSM (11547) AE (L) was commissioned on 01 Apr 68 in the Engineering Branch of the IAF. Throughout his distinguished service, he has held several important Command And Staff appointments including Senior Engineering Officer of a flying base, Dy Command Engineering Officer, Commanding Officer of Air Force Signals Center, Director at Air HQ, and Air Officer Commanding of a Base Repair Depot. He is a graduate of National Defence College. He was commended by the Air Officer Commanding-in-Chief, Chief of the Air Staff and awarded Vishisht Seva Medal in 1996.

Whilst being the Senior Engineering Officer of AF Station Johrat, he performed with zeal and ensured sustained high serviceability of aircraft. As Commanding Officer of Air Force Signals Centre, he lost no time in addressing to the important issues, which included safe Air to Ground communication for VVIP ac. As Deputy Command Maintenance Officer, HQ CAC, he analysed the long- and short-term serviceability trends and identified weak areas for different types of ac, which included Mirage, Jaguar, Canberra, MiG, AN-32, IL-76 and helicopters. Through regular involvement and direct liaison with Air HQ, HQ Maintenance Command & HAL, he improved the serviceability of ac, support vehicles and auxiliary equipment.

AVM A Kumar was appointed Air Officer Commanding of a BRD on 04 Jan 01. On taking over, he faced the challenge of completing overhaul task of 31 helicopters as against 28 overhauled during the last year and that too within a short period of three months. The Air Officer realized that the task could be achieved only through his personal involvement sustained interaction with the working personnel and constant use of his professional acumen. With his foresight, meticulous planning and perseverance, he was able to motivate and direct personnel of the BRD, not only to complete the task of 31 helicopters but exceed it to 32. Realizing the uncertainty of product support from Russia/Ukraine, he also got indigenized a large number of mandatory spares and ground equipment. Indigenization/ innovation and additional overhaul task of engines, propellers, ac rotables undertaken in his guidance resulted in saving approximately 10 million rupees in foreign exchange. Under his leadership, his BRD won the “Best BRD Trophy: for the year 2001-2002.

Air Vice Marshal Ambrish Kumar VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Suryakant Nijanand Bal (10940) F (P) was commissioned in the Flying Branch in Jun 67. During his career spanning 35 years, he acquitted himself commendably in diverse appointments including the post of AOC of the largest transport base, Air II WAC, and CAC, IAF respectively. He has served as Staff Pilot at Air HQ Comn Sqn for seven years.

As AOC, Air Force Station, Agra since Apr 99, Air Cmde Bal made significant improvements in all facets of Operations, Maintenance and Administration. Important achievements include inculcating high standards of professionalism and orientation towards service goals among officers and men through leadership, excellent standard of all Air Mobility operations, provision of transport support for Op Prakaram in an exceptional manner, organization of relief operations for victims of earthquake in Gujarat and floods in Orissa, planning Indo-US joint Air Mobility Exercises ESBALANCE IRIQUOIS and EX COPE IN- DIA. Air Cmde Bal has improved the state of Operational and Maintenance infrastructure which include improving serviceability state of ac, smooth introduction of 1800h servicing of AN-32 ac by HAL and establishing Canberra Overhaul Project for extension of life. Through his dedication and effective liaison with Aeronautical Design Research & Development Establishment (ADRDE), he gave an impetus to manufacture of CMK-8 parachute for Canberra ac and lashing straps for AN-32 ac, resulting in saving of considerable foreign exchange to the exchequer. His untiring efforts have contributed AF Station Agra being adjudged as the Most Improved Station, Best in Administration in HQ CAC, IAF and Runner Up Trophy of 'pride of CAC' successively for the year 2000-01 and 2001-01 and Best in Maintenance for the year 2001-2202.

Air Commodore Suryakant Nijanand Bal has, thus, rendered distinguished service of an exceptional order.

Air Commodore Packiam Paul Rajkumar (12018) Flying (Pilot) F (P) was commissioned in the IAF on 21 Jun 69.

An A-2 Qualified Instructor (QFI), graduate of National Defence College and the Defence Services Staff College, he has commanded an operational helicopter unit, which actively participated in Op Pawan in Sri Lanka. He has also been at the helm of the Helicopter Training School, a premium training institution of the Indian Air Force and successfully commanded an Air Force Station. He has also served eminently as Air Force Examiner in the AEB during 1985-88. He has over 6500 accident free flying hours to his credit.

The officer took charge as the Director of Operations (Transport and Helicopters) on 24 Dec 01, at the peak of the recent Air Force activation. This called for intense personal involvement and meticulous planning to ensure that the IAF firepower was positioned on the western border well within the stipulated time. He has been able to successfully achieve this enormous task in smooth and efficient manner. The officer ensured continued serviceability and high availability of the helicopter fleet which is the lifeline for sustenance of troops in the forward areas, especially high altitudes.

It is to the credit of the air officer that during this period of enhanced activity, equal attention was paid to the revision and standardization of various orders, instructions and operating procedures pertaining to transport and helicopter operations. The cases for replenishment of spares and equipment for the fleet are also being expeditiously progressed by the officer with acumen and vision.

Air Commodore Packiam Paul Rajkumar has, thus, rendered distinguished service of an exceptional order.

Air Commodore Pradeep Kumar was commissioned in the IAF, as a helicopter pilot on 21 Jun 1969. During 33 years of distinguished service, his important Command and Staff appointments include, Commands of two flying bases and Air II of an Operational Command. He is a graduate of the Defence Services Staff College, has instructed at the Flying Instructors' School and has over 6700 hours to his credit.

As Station Commander Kumbhigram, he was awarded Vishisht Seva Medal for overall improvements on the base. As Air II of HQ SWAC, he planned and executed a night SHBO involving 48 helicopters, in a Battalion Group drop. As DDG of Air Force Naval housing Board, he recovered Rs. six crore of bad debt, which was the hard earned money of the uniformed personnel. As AOC Yelahanka, he successfully planned and conducted the mega international Aero India show during Feb 01, involving 45 countries, thus winning laurels for the country.

He was appointed Air Officer Commanding of Air Force Record officer on 23 Jul 01. The first challenge he faced was to get Pension Payment Orders released for approx. 6000 ex airmen, who even six months to a year after their discharge had not received their pension. By working long hours, he ensured that arrears were cleared immediately; as well the system was streamlined, so as to enable each airman proceeding on discharge to get his pensionary benefits on his last day in uniform. Under his leadership the personnel of AFRO were able to pin point a serious mismatch between the induction and discharge rates of airmen and initiating suitable measures to set this anomaly right. A new promotion policy for airmen has been worked out and implemented to overcome the time frame disparities between ranks and trades. These measures have contributed immensely to the upliftment of morale of personnel.

During 'OP PRAKRAM', once in Dec 01 and again in May 02, he was entrusted with the responsibility of positioning the right personnel with right training, at right places in right numbers, along our Western Borders. This, inspite of below par manning of the Air Force, was achieved in record time, with optimal utilization of available resources, so as to ensure that Air Force was fully capable to face any challenge from across the borders.

Air Commodore Pradeep Kumar VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Rishi Pal Singh VSM (12639) AE (M) was commissioned on 12 Jun 71 in the Technical Engineering Branch of the IAF. Whilst as Deputy Director at Air Headquarters, he performed creditably and for his distinguished service he was awarded VSM in 1996. He has held the appointment of Chief Engineering Officer of a fighter base, command of a Base Repair Depot and Director of Engineering 'A' at Air Headquarters. He is an alumni of National Defence College.

As Director Engineering 'A', he is now responsible for all maintenance and logistics activities for the entire Russian fighter fleet. He participated in many price negotiation meetings with foreign vendors, leading to considerable reductions in price and speedy conclusions of contracts for supply of urgently needed spares and setting up of SU-30 service support center. Enhanced availability of aircraft for operational task and creation of floats for major items like engines for MiG-21 variants are the visible results of the same.

As Chief Engineering Officer he was able to set a new record of average serviceability of 84% for two years for the oldest version of MiG-21 aircraft. The base was also declared 'Best Maintained Station' within Eastern Air Command. He also directed a project while at Air Headquarters, which culminated in life extension of R-11 aeroengines from 1200 to 1700 hrs., this effort alone has saved more than Rs. 100 crores to the exchequer in foreign exchange. Procurement of R-13 engine from abroad against all odds and subsequent modification of MiG-21 Type 96 fleet with R-13 in record time during 2001, speaks very high of his enviable capabilities, foresight and professionalism.

While commanding a Base Repair Depot he ensured stabilizing AN-32 series production line in record time. As a result, dispatch of AN-32 aircraft for repair/overhaul abroad in succeeding years has stooped.

Air Commodore Rishi Pal Singh VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Nirdosh Vatsyayan Tyagi VM VSM (12765) F (P) was commissioned in the Flying branch on 12 Jun 1971. In 31 years of distinguished service, he has held several important command and staff appointments. He commanded two fighter units for over five years. He was a Directing Staff at the Defence Services Staff College. He was awarded VSM in 1987, and VM in 1988. He was Deputy Director Electronic Warfare (Operations) at Air Headquarters and Ops 1A at a Command Headquarters. He has been commanding a large fighter station since 04 January 2001.

In his present assignment, using a judicious mix of delegation and supervision, he has ensured that conducive atmosphere is created for professional growth. The dormant talent, thus unleashed, has resulted in progressive improvement in the performance of the Station. Flying effort, operational status, role specific training, aircraft serviceability and flight safety environment, are some of the areas where noteworthy improvements have taken place. A combined effect of these was evident when the squadrons of the base were able to deploy the requisite number of 24 MiG-27 fighters for OP PARAKRAM in December 2001, despite a deficiency of four fighters against the establishment.

He has taken initiative on several other counts to safeguard interests of the Service. Pollution created by unloading of cement clinker at railway siding near the camp area was adversely affecting the Base. This issue was resolved and unloading operation was suspended. PWD authorities have been persuaded to widen and resurface approach road to the camp. Unplanned growth of shanties on State Govt land near the main gate of the Station was posing a security hazard. A socio-politically-viable solution to the problem has been worked out.

For the year 2001, the Station was adjudged the best in Landline Communications in the IAF. Later, during the year, one of the MiG-27 squadrons of the Stations participated in Exercise VAYU SPARDHA, emerging first overall, to be designated the Best Combat Squadron of the IAF. For the year 2002, the Station was selected to participate in the Best Flying Station in the IAF competition, which was later cancelled due to operational deployment. However, the Station was adjudged best Op and overall the best in EAC.

Air Commodore Nirdosh Vatsyayan Tyagi VM VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Norman Anil Kumar Browne VM (13129) F (P) was commissioned in the IAF on 24 Jul 72. He has held several important command and staff appointments that include Directing Staff at Tactical Air Combat Development Establishment (TACDE), command of a Jaguar fighter squadron, Defence Attaché at Embassy of India at Tel Aviv, Israel and Chief Operations Officer of a premium fighter base. He is a graduate of the Air Command and Staff College, USA and also served as a Directing Staff at Defence Services Staff College (DSSC), Wellington. He was awarded VM in 1994 for distinguished service.

Air Cmde Browne was entrusted with the task of establishing for the first time the Indian Defence Wing at Tel Aviv, Israel in 1997. As the Defence Attaché, he carried out excellent pioneering work and laid the foundation for coordinating various projects of the three services, in addition to the requirements of Defence Research and Development Organization (DRDO) and MoD. His close liaison with the Israeli MoD and their Defence forces proved highly beneficial during Kargil crisis. His detailed planning and close involvement saw the induction of a number of new avionics and weapon systems, which are now operational with the three Services.

Air Cmde Browne was appointed Air Officer Commanding Air Force Station Pune on 29 Jun 2001. On taking over the command he faced the challenges of improving SU-30 aircraft serviceability in the face of uncertainty of availability of spares from Russia. With thorough planning and personal involvement the Serviceability State has improved to 85%. This afforded an optimum deployment of aircraft in support of Op 'Parakaram'. He has meticulously guided the squadron in evolving tactics and employment philosophy of the ac. He has also laid the foundation and planned the build up of infrastructure for the induction of the new variant SU-30 MK I. The officer has inspired confidence amongst all his station personnel. He has been innovative and cost conscious. Under his able guidance, the station has achieved high standards, which showed during the visit of Director of Air Staff Inspection (DASI) in Dec 01 when the station was assessed as 'Average Plus' in all fields and earned 'Above Average' grading in flight safety.

Air Commodore Norman Anil Kumar Browne VM has, thus, rendered distinguished service of an exceptional order.

Group Captain Nirbhay Kumar Jain (13576) F (P) was commissioned on 09 Feb 74. A Qualified Flying Instructor and a graduate of the Defence Services Staff College, he has 2843 hrs of flying to his credit. His appointments include command of Air Defence Flight, instructional tenure at Air Force Academy and staff appointment at Air HQs. Gp Capt Jain took over the command of Air Force Station, Dinjon on 10 May 99. The Station is located in Assam and is a hard tenure area. On taking over, he assessed the situation and embarked on a plan to improve the station in all respects. With his positive attitude, unfettered zeal and dedication, he adopted a systematic approach to improve the professional environment and work ethos in this difficult and remotely located unit. During his tenure as a Commanding Officer, Gp Capt NK Jain displayed qualities of an excellent commander and brought all round development in the Station be it opera tional, administrative or welfare of the personnel. He ensured effective training wherein the unit personnel improved their professional categories and the maintenance and administration improved to a high standard.

Under his able command, the station was awarded “Best Progress Made Trophy", bronze “Rajbhash Shield" for the year 19992000 and the “Best Signals Unit Trophy" of EAC for the year 2001-2002. Under his dynamic leadership, the unit was assessed as 'Above the Average' during the DASI inspection held in the year 2001.

Group Captain Nirbhay Kumar Jain has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal D'Souza is an upright and honest officer who has high degree of professional excellence and perserverance in marshalling the limited resources available to achieve various tasks. Since his arrival at HQ Maintenance Command, he has exhibited a single-minded devotion to enhance the work ethos of his personnel. His leadership and professionalism has contributed immensely in fine tuning logistics management activities of the Equipment Depot and Base Repair Depots. His concerted efforts have raised the performance level of EDs/BRDs, and also generated a saving of Rs. 11 Crores in local and central purchase. Disposal of non-moving inventory has increased and continued pursuance and efforts have fructified in 47446 lines identified as useful.

AVM D'Souza has laid special emphasis on monitoring and control of provisioning activities to ensure availability of spares and serviceability of aircraft fleet. As a result of his initiative availability of spares has improved at all levels. Also critical examination of the projections of spares based on comprehensive assessments has resulted in saving valuable foreign exchange. Movement of stores to operational units has been speeded up through civil courier contracts at depots for items weighing more than 35 Kgs, cutting transit time. Under his guidance, the Central Purchase Cell at HQ MC has addressed critical shortage of clothing by ensuring strict vendor discipline and timely supply increasing satisfaction of airmen's entitlement.

Air Vice Marshal Gordon Peter D'Souza has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Arvind Kumar Nagalia VM VSM (11633) was commissioned in the Flying Branch of the IAF on 02 Jun 67. During his 36 years of service career he has held important and challenging staff and field appointments, which include Commanding Officer of a maritime Jaguar Sqn, Joint Director Air Staff Requirements at Air HQ, Air Attaché at Kiev, Ukraine, Director Projects at Air HQs, Commandant Aircraft and Systems Testing Establishment (ASTE) and Director NFTC. He is a qualified Flying Instructor. He has undergone Advance Staff Course at UK. He is also an alumnus of National Defence College (NDC). He was awarded VSM in 1985 and VM in 1993. Presently he is holding the appointment of Assistant Chief of Air Staff (Planning) at Air HQs since 16 Sep 02.

Throughout his service career and especially so when holding criteria appointment he has been the epitome of professionalism, probity and personal integrity. During a very difficult phase, through forethought, effective intervention and persistent efforts, he resolved vexatious issues of product support, settlement of warranty claims and on site training personnel not only of the IAF but also of the Army, DRDO and Defence PSUs. This had a significant impact on the maintenance of operational preparedness. During his tenure as Commandant ASTE, a record number of difficult trials involving complex systems were carried safely and effectively. Whilst being the Project Director NFTC, he was instrumental in formulating overall Flight Test Plan for the Tejas (Light Combat Aircraft). Appointed ACAS (Plans) Air HQ in Sep 02, he was responsible in breaking the deadlock between the Russians and Israelis in the integration of a major weapon system for the Su-30 MK I project. His close interaction with officials of Ministry of Defence, DRDO and Defence PSUs, unbiased and professional advice and budgetary issued as well as a truly long term perspective have facilitated clearance of a large number of projects in a reasonably short time frame.

Air Vice Marshal Arvind Kumar Nagalia VM VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Balatikalndra Uthaiah Chengappa, VSM (12112) was commissioned in the Engineering Branch of the IAF on 05 Jan 70. He has undergone training abroad on Mi-25 aircraft and has successfully carried out armament trials without the assistance of the Russian warranty team. During his service of 33 years he has held various important appointments, which include Commanding Officer (CO) of Guided Weapon Training Institute (GWTI), Joint Director Signal/Eng at Air HQ, CO MiG-23/27 Technical Type Training School (TETRA), Chief Engineering Officer at Fighter Training Wing (FTW) and AOC of a BRD. He was awarded VSM in 1996 for consistently maintaining the ageing Iskra fleet at more than 99% serviceability through high levels of involvement and innovativeness. Presently, he is the Senior Maintenance Staff Officer of Central Air Command since Jan 03.

As Air Officer Commanding of one of the premier systems BRDs, with his proactive approach he was successful in not only identifying and obtaining crores worth of Pechora systems from Tajikistan but also recovering the Cat 'D' Pechora combat flight through extended medium repairs to provide additional combat flight for Air Defence during Op Parakarm.

As Senior Maintenance Staff Officer (SMSO) of Central Air Command he has brought in positive change in the ethos and work culture both at command as well as in the field units. He has brought all round improvements in aircraft activities and system functioning. His innovative approach in focusing on maintenance and flight safety has contributed immensely towards the promotion of safety consciousness in bases both in flying and nonflying environments.

With his initiative and personal liaison with Public Sector Undertaking (PSUs), ADRDE and Air HQ AVM Chengappa has been able to achieve quality improvements in both aircraft serviceability and systems functioning. Under his technical leadership, Central Air Command has been able to bring up the Jaguar, AN-32 & IL-76 serviceability, provide thrust for further exploitation of Mirage capability, plan for smooth induction of Su-30 MK I, focus earnestly on multi-skilling and induct smoothly the Fighter Reconnaissance Aircraft (FRA) Sqn in spite of various constraints.

Air Vice Marshal Balatikalndra Uthaiah Chengappa, VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Jayant Satchidanand Apte (11900) was commissioned on 30 Dec 68 in the Aeronautical Engineering (Electronics) Branch of the IAF. In his 34 years of distinguished career, he has held a number of important appointments, such as Chief Engineering Officer (CEO), Command Signals Officer (CSO) and Deputy Senior Maintenance Staff Officer (Dy SMSO) at Western Air Command (WAC), Eastern Air Command (EAC) and Maintenance Command (MC) respectively. He has been Air Officer Commanding of AF Station Kanpur, the largest Maintenance base in the IAF. Presently he is the Assistant Chief of Air Staff (Engineering) at Air HQ.

As the CEO he contributed to the achievement of high level of serviceability of fighter ac and other systems. Under his leadership, the Station was adjudged best in maintenance for two consecutive years. As CEO at HQ WAC, he provided direction and guidance to all the bases under WAC, operating different types of weapon systems. He also successfully coordinated various maintenance requirements of three Trishul Exercises. Whilst being CO of ADGESTI AVM Apte brought about a tremendous change in the training philosophy by introduction of IT tools for training. While serving as CSO EAC, he standardized instal lation of exchanges and other communication systems resulting in better operational preparedness.

As AOC of Air Force Station Kanpur AVM Apte motivated the officers and personnel to perform together as a team. Under his leadership the Station had much higher production than the allotted tasks in overhauling of AN32 and various types of aero-engines in the two production years.

He successfully led life extension study teams on AN-32 aircraft, rotables and Viper aero-engines resulting in enhanced availability of fleet. AS Dy SMSO at HQ MC he has been able to coordinate maintenance activities of BRDs efficiently resulting in timely completion of task. During the Aero India 2003, he coordinated the display of items at the Maintenance Command stall which evoked keen interest from representatives of various business houses.

Air Vice Marshal Jayant Satchidanand Apte has, thus, rendered distinguished service of an exceptional order.

Air Commodore Pravesh Kumar (12411) F (P) was commissioned as a transport pilot on 13 Jan 70. He has over 5900 hours of accident free flying. He has commanded a Pechora Squadron, an IL-76 Squadron and two flying stations prior to his present assignment as Air Officer Commanding of a transport aircraft base since 01 Dec 01. He is also an alumnus of the National Defence College.

Air Cmde Kumar set about achieving excellence in all facets of the Station soon after taking over command. He ensured that despite lower serviceability, the squadrons fulfilled all tasks in Op Parakram. The flying units also displayed significant improvements in their qualification and operational status. Several modifications, innovations and selfhelp projects were carried out under his able leadership. As a result the Station has been declared the best in Maintenance for two consecutive years. In 2003, the Station has been selected to represent Eastern Air Command in the competition for selection as the Air Traffic Service provider in the IAF.

He has embodied every trait of an air warrior. He has ensured a clean and healthy working and domestic environment, carried out camp beautification with optimal utilization of available assets and provided the maximum welfare requirements within service resources.

Air Commodore Pravesh Kumar has, thus, rendered distinguished service of an exceptional order.

Air Commodore Shakti Bhushan Prashar, VSM (12442) was commissioned in the Aeronautical Engineering (Mechanical) Branch of the IAF on 06 Jan 70. During his career of over 33 years, he has successfully held important appointments such as Senior Engineering Officer (SEO) at Air HQs Communication Squadron, Chief of Functional Wing at Base Repair Depot (BRD), CO of a BRD and HQ Central Air Command (CAC). He was awarded VSM in 1998. The officer was the Air Officer Commanding of a BRD prior to his retirement on 30 Sep 03.

During his tenure at AF Station Gawlior, he accepted the challenge to modify the air intakes of Mirage 2000 ac against the advice of the manufacturer to ferry the aircraft abroad for retro modification. As SEO with Air HQ Communication Squadron, his recommendation on servicing of Boeing-737 aircraft resulted in substantial saving to the exchequer. As CEO HQ MC, he controlled all maintenance related matters in respect of the fighter fleet of IAF besides direct control of production activities of two BRDs. The project managed by him included indigenous development of overhaul technology for MiG-29 ac, Total Technical Extension Project for MiG-29 ac, Life Extension of MiG-25 ac, Viper Aero-engines and Avionic Modification.

His qualities of leadership, man management and administrative acumen came to the fore while commanding a BRD. His untiring efforts in providing transparent pro-active administration resulted in improved morale, excellent work culture and higher production outputs. In functional areas, he guided the production, indigenization and logistics management activities of the BRD. As a result the depot was assessed as Best Depot during the last year.

Air Commodore Shakti Bhushan Prashar, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Vivek Kumar Chopra VSM (12752) was commissioned in the Flying Branch of the IAF on 12 Jun 71. During his illustrious career he has over 4000 hrs of flying on front line fighters. Having qualified as Flying Instructor and Fighter Combat Leader he was especially selected as Directing Staff at Tactics and Combat Development and Training Establishment (TACDE). He has successfully commanded a Fighter Squadron and was also Flying Inspector at Directorate of Air Staff Inspection.

Air Commodore Chopra has the distinction of Commanding two highly operational and sensitive forward based in the Western sector. During his tenure at Sirsa, the Station was declared the best operational air base of Western Air Command. As AOC, AF Station Pathankot, he met the exacting task of induction and de-induction of fighter, attack helicopter and Surface to Air Guided Weapon (SAGW) Squadrons at a very short notice on declaration of Op Parakram. His exemplary leadership and tireless effort ensured flawless execution of the complex task in least pos sible time. Air Cmde Chopra was appointed as Director Operations (Air Defence) on 18 Mar 02. In a short span of one and half year he, with his perseverance and go-getter attitude ensured that conceptual ideas such as JCAS Op from Palam or Bison Detachment at Ozar were put into action. Formulation and implementation of operational requirements for various SAGW systems were streamlined. During this period the procedure for optimum exploitation of Su-30 MK I and Bison ac were also evolved.

A number of Tri-Services contentious issues related to Air Defence were resolved through various study groups. He proved his exceptional managerial quality by organizing the first ever Tri-Services Air Defence Seminar, which was applauded by participants of all the three Services.

Air Commodore Vivek Kumar Chopra VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Dhiraj Kukreja VSM (13130) was commissioned in the Flying Branch of the IAF on 24 Jun 72. During his 31 years of distinguished service, he has held a number of challenging staff appointments, which include Joint Director Operations (Transport) at Air HQ. He has undergone a Fellowship Programme at the National Defence University in Washington DC, USA from Jun 2000 to Jun 2001. He has been conferred a Master of Science degree in National Security Strategy from National War College of the same University. Presently he is the Air Officer Commanding of Air Force Station, Yelahanka since 14 Jul 01.

As the Joint Director Operations (Transport) in Air HQ, Air Cmde D Kukreja initiated several projects for the IAF, which are now bearing fruit. In 1999, he was a member of a delegation to Russia, Ukraine and Uzbekistan to select and finalize the Fight Refueller Aircraft (FRA) requirement for the Air Force. He also led the first-ever participating team of the IAF, to South Africa for a UN Peacekeeping Exercise along with the Indian Army and Navy. As the officiating Director Ops (T&H), he single-handedly planned and organized the airlift of army and air force units to the war front during Kargil operations in May 1999.

As Air Officer Commanding, Air Force Station, Yelahanka, he has ensured that the task of training of aircrew on transport aircraft and Mi-8 helicopters is undertaken with the emphasis on quality and timely completion, despite the constraints in available resources.

Aero India 2003 was held at AF Stn Yelahanka 05-09 Feb 03. This involved a mammoth task, Air Cmde Kukreja streamlined all planning and procedures for the Air Show. Apart from meeting the training tasks, Air Cmde Kukreja has also led his team of officers and airmen to the additional responsibilities entrusted to the Station. He successfully conducted two mini-Air Shows on the occasion of Air Force Day celebrations in Sep 01 and Oct 02. The latter show was witnessed by as many as 35000-4000 persons. Air Commodore Dhiraj Kukreja VSM has, thus, distinguished service of an exceptional order.

Air Commodore Sanjay Kumar Jayaswal VM (13134) F (P) was commissioned on 24 Jun 72 as a fighter pilot. In 31 years of distinguished service he has held several important command and staff appointments that include Directing Staff (DS) at Tactics and Combat Development Establishment (TACDE) and Defence Services Staff College (DSSC), Flying Inspector in Dte of Air Staff Inspection (DSAI), Commanding Officer of a fighter Squadron and Air Attaché in High Commission of India at Islamabad (Pakistan). He was awarded VM in 1994. Air Cmde SK Jayaswal was appointed Air Officer Commanding of Air Force Station, Halwara on 03 Sep 2001. On taking over, he faced the challenge of ensuring high availability of an ageing aircraft of the three fighter squadrons based in the Station. He studied the situation thoroughly, introduced innovative measures to achieve this task even in the face of uncertainty in availability of spares, and limited manpower. He also ensured that other supporting equipment and infrastructure were maintained to a higher standard and serviceability. Under his guidance and leadership the Station was awarded the trophy for best Station in Maintenance in WAC for the year 2002.

In Dec 2001, at the outset of 'Op Prakaram' a large number of aircraft and personnel, over and above the existing war plans were inducted into the Station. The Station, under his leadership and guidance, ensured smooth, safe and efficient induction inspite of the adverse weather conditions. All additional Squadrons were accommodated and were fully operational in the shortest possible time. His clear vision, articulation of IAF goals, and transparency in functioning transformed the Station working culture, fostering an environment of trust, well being and professional pride. The entire period of 'Op Parakarm' and thereafter was marked by exceptional morale, camaraderie and offensive spirit, despite the harsh conditions. This was aptly recognized, when the Station was awarded the Best overall in WAC for the year 2002.

Air Commodore Sanjay Kumar Jayaswal VM has, thus, distinguished service of an exceptional order.

Air Commodore Ram Rattan Bhardwaj, VSM (13337) AE (M) was commissioned in Engineering Branch of the IAF. He has held several field and staff appointments and has been associated with induction of three types of aircraft into the IAF. He was commended by the CAS in 1979 during MiG-21 BIS induction and was awarded VSM for successful setting up of MiG-29 overhaul facilities under most trying conditions. Presently, he is the Commanding Officer of a Base Repair Depot (BRD) dealing with MiG-23 and MiG29 since 23 Sep 02.

As Chief Engineering Officer of a fighter base he ensured large number of improvements during Su-30 induction, through total involvement and through professionalism and also recovered more than ten MiG-29 aircraft lying on ground for prolonged periods. As Commanding Officer of a BRD, he brought in visible improvements in work culture and quality of output, stepped up production and gave focused approach to indigenization.

At the time of commencement of Op Parakarm, only two aircraft had been ferried out by the BRD against a task of 20 aircraft. He analyzed the situation, regrouped his team and motivated them to accept the challenge. As a result, for the first time in the history of IAF all 20 aircraft under task were ferried out to field units by 31 Mar 2003. The numbers of Aircraft on Ground were brought down to 48 for MiG-29 and 77 for MiG-23. This has been possible due to various innovative means like, redesigning, reclamation, modification and focused approach to indigenization. This has also resulted in saving of crores of Rupees in foreign exchange and improved availability of aircraft in field units. During the period he has also improved the effectiveness and efficiency of the BRD by bringing administration to the doorstep and vastly improved logistics management.

Air Commodore Ram Rattan Bhardwaj, VSM has thus rendered distinguished service of an exceptional order.

Group Captain Jasvinder Chauhan VSM (14079) Flying (Pilot) was commissioned as a fighter Pilot in the IAF on 07 Jun 75. He has held several important command and staff appointments that include command of a fighter squadron and a radar unit. He is a Qualified Flying Instructor with A2 category and has flown over 3400 h accident free flying. He has undergone staff course in the USA. While at Directorate of Flight Safety, his contribution as a member of Accident Investigation Boards has been significant.

Gp Capt Chauhan took over the command of Air Force Station Jaisalmer on 19 Nov 01. Normally the Station does not have any flying Sqn. However, due to Op Parkaram the Station supported and operated nearly three Sqns of fighter ac and several other radar units for over a year. Extended and extensive flying operations were undertaken by the Station without any accidents/ incidents. Inspite of adverse weather conditions due to high temperature and sandy environment, the Station under the able guidance of Gp Capt Chauhan provided excellent support and facilities to all the visiting Sqns. A newly raised Unmanned Aerial Vehicle (UAV) Sqn was also inducted into the base on a permanent basis, which was smoothly deployed and oeprationalised. The Pokhran range which is also under the control of the Station was continuously extensively utilized by a large number of Sqns of the IAF for armament work. Many live trials were undertaken by Aircraft System Testing Establishment (ASTE) and specialized Sqns for which the Station provided timely technical support. Soon after Op Parakram, Directorate of Air Staff Inspection team visited the Station and graded it 'Average Plus' in all the three facets namely operations, administration and maintenance.

Under the leadership and personal involvement of Gp Capt Chauhan the Station has done exceedingly well in al the command level exercises and has met all tasks and goals. All out efforts have been made to keep the Station clean and improve the quality of life of personnel. There has been an all around improvement and the motivation level and the discipline of the personnel has always remained high.

Group Captain Jasvinder Chauhan VSM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Pramod Kumar Mehra, VM (11581) Flying (Pilot) was commissioned on 18 May 1968 in the Flying Branch of the Indian Air Force. During his 36 years of distinguished service, he has held various appointments including Commanding Officer of a fighter squadron, Test Pilots' School, Station Commander of a front line Air Force Station, Commandant of Aircraft and System Testing Establishment, AOC of an operational base and Air Defence Commander of SWAC. He has over 5000 hrs of flying on over 30 different types of aircraft to his credit. He is an alumnus of the College of Defence Management and the National Defence College. He was awarded Vayu Seva Medal in 1989 for his distinguished services. Presently, he is Assistant Chief of Air Staff (Intelligence) at Air Headquarters.

As ACAS (Int), Air Vice Marshal Mehra has been instrumental in synergizing the work in the Directorate and the newly formed Defence Intelligence Agency. This has contributed towards shaping the structure envisaged by the Group of Ministers (GOM) recommendations and the RM's post-Kargil Directives. His efforts have helped streamline the flow of information and enmesh various functions of the Dte of Int towards realizing the envisaged objectives. While doing so, he contributed towards making the restructured Joint Services Intelligence Committee (JSIC) more effective by ensuring regularity of meetings and involvement of other military and civil agencies.

Air Vice Marshal Mehra has reoriented the focus of the Directorate from general to “actionable" intelligence. He has lead greater emphasis on analysis of intelligence and has actively involved the user Branches at Air HQ. Towards this, a system of regular intelligence briefings at Air HQ now encourages a participative role by the Operations Branch and the Int Directorate of other Services. Special studies are now conducted each month aimed at understanding the regional/global security environment. He has initiated steps towards hi-tech upgradation of photo interpretation facilities at Air HQ and has proactively guided Air Force Liaison Units towards counter intelligence functions in order to meet present and future demands. Under his stewardship, a systematic review of outdated directives/policies on intelligence and security has been carried out so as to make them contemporary and futuristic. He steered a project study of a futuristic Intelligence Network for timely and need-based access to imageries and intelligence data by field users.

Air Vice Marshal Mehra has consistently rendered timely advice on matters of defence cooperation in order to facilitate intelligence sharing, training and strategizing defence trades.

Air Vice Marshal Pramod Kumar Mehra, VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Arvind Jeet Singh Walia, VSM (12155) Adm was commissioned on 27 December 1969 in the Administrative stream of the Indian Air Force. During his 34 years of service, he has distinguished himself in various appointments, which include Commanding Officer of a Radar Squadron, Chief Administrative Officer of three major Air Force Stations, JD Org (Cer) and D Org, performing a sensitive charter of duties. He is a graduate of the College of Defence Management. Presently, he is posted as Assistant Chief of Air Staff (Air Force Works) at Air HQ since April 2003.

A versatile, innovative and self motivated Administrative officer, Air Vice Marshal Walia has consistently exhibited a very high degree of professionalism and administrative acumen through out his career. During his tenure as Chief Administrative Officer at Tezpur and Guwahati, the stations were adjudged “Best in Administration". He was adjudged as “Best Chief Administrative Officer" of the Eastern Air Command in 1994-95. For his professional ability and distinguished services as Administrative Officer par excellence, he has been commended twice by the Chief of the Air Staff and awarded VSM in 2002.

With his exceptional organizational abilities, Air Vice Marshal conceptualized, planned and motivated the establishment of the 'Air Warriors Symphony Orchestra' which has added honours to the prestige of the Air Force by its highly acclaimed performance across the country and abroad. His appreciation of the complexities of works services is complete and has provided catalytic direction for cohesive coordination of related activities though out the Air Force, resulting not only in scheduled commencement of various infrastructural projects but also in optimum utilization of funds, placed at the disposal of the IAF. With his in depth knowledge, ingenuity and meticulous planning, he has ensured initiation of a vast variety of infrastructural works keeping pace with the induction of latest high technological systems for the modernization of the Air Force. This includes highly prestigious projects like the induction of AJTs, development of airfields at Phalodi and Deesa. His analytical approach and foresight has constantly spurred his team to successfully launch the largest ever Capital Works Plan of the IAF in 2003-04. This has resulted in providing a threshold and the much needed impetus to the ever-growing modernization needs of the Air Force.

Air Vice Marshal Arvind Jeet Singh Walia, VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Jai Krishan Gupta (12308) was commissioned on 15 January 1970 in the Medical branch of the Indian Air Force. During his 34 years of service career he has held various significant staff appointments, which include Deputy Principal Medical Officer at two operational Commands and Deputy Director Medical Services (Civil Aviation) at Air HQ. He has specialized in Aviation Medicine. He is a recognized Professor and Examiner of Aviation Medicine with Bangalore and Rajiv Gandhi University of Health Sciences. Presently, he is the Air Officer Commanding Air Force Central Medical Establishment. In his present assignment Air Commodore Gupta has brought AFCME up to the level of being a center of excellence. Apart from the physical improvements, which have been appreciated by all who visit the Establishment, he has able to infuse a great deal of professionalism into AFCME with a kind of a gentle face. By inculcating a positive attitude in his staff and providing a congenial atmosphere, the anxiety and suffering of the clientele has been enormously mitigated. New equipment has been added and manpower usage has been optimized. Systematized utilization of resources and close monitoring by him have not only reduced the time for medical evaluation considerable but also raised the standards of medical boards resulting in the speedy up-gradation of many aircrew. Through networking all the departments, he has made AFCME almost paperless. His vision to transmit medical boards to Air HQ digitally and get online approval so that upgraded aircrew can start flying from the day they finished their medical examination at AFCME is nearing fruition.

At Institute of Aerospace Medicine (IAM) Air Commodore Gupta made a significant con tributions to the field of Acceleration Physiology. He initiated the high G training to IAF Air Superiority Fighter pilots and has also published many noteworthy research papers in this field. At Air HQ he brought a quantum change in the quality of licensing medical evaluation of civil pilots. At HQ WAC as PMO he did meticulous planning and ensured smooth handling of medical men and material during 'Op PARAKARM'. He has always displayed a very high degree of professionalism and his determination, dynamic leadership and vision have enthused many young doctors in the IAF medical service. His noteworthy work in the field of aviation medicine has contributed in improving the operational efficiency of IAF aircrew.

Air Commodore Jai Krishan Gupta has thus rendered distinguished service of an exceptional order.

Air Commodore Gurdip Singh Kochar, VM (13149) Flying (Pilot) was commissioned on 24 June 1972 in the Flying branch of the Indian Air Force. During his service career, he has held various challenging appointments including that of Commanding Officer of a flying Squadron and Training School, Chief Operations Officer of a flying station and Ops 1A of a Command HQ. He is an A2 QFI. He is a graduate of both the Defence Services Staff College and National Defence College. He was awarded Vayu Seva Medal for his devotion to duty. Presently, he is Air Officer Commanding of a major fighter Base in the eastern sector.

Air Commodore Kochar's personal involvement and sound leadership has enabled the station to achieve a very high degree of professional excellence. In addition to the hectic flying activities of the resident squadrons, the base always had a steady flow of visiting squadrons for range firing and numerous trials at the Interim Testing Range. Meticulous planning and uncompromising supervision have ensued achievements of all tasks with exemplary efficiency and competence.

The maintenance standards of the station were improved significantly by ensuring a distinctive thrust on self-help approach and coordination. Efforts to improve hydraulic and fuel discipline, streamlining the MT operations and making the Station Refuelling Section a model for all others to emulate deserve special mention.

Air Commodore Kochar has worked tirelessly towards up gradation of domestic facilities to improve the quality of life. A project for married accommodation for warrant ranks was successfully completed. He ensured completion of all the works services within a short span of time to upgrade operational, maintenance and domestic facilities for use by a detachment of the Republic of Singapore Air Force for flying training at this base. Due to his persistent efforts, the Station was adjudged as the 'Best Overall Station' in EAC in 2002-03 and 'Best in Administration' for two consecutive years, 2002-03 and 2003-04. Air Commodore Gurdip Singh Kochar, VM has thus rendered distinguished service of an exceptional order.

Air Commodore Raghbir Singh Sandhu VSM (13174) AE (M) was commissioned on 02 Jul 1972 in the Engineering branch of IAF. During his 32 years of distinguished service, he has held several important command and staff appointments, including that of Chief Engineering Officer at two flying bases, Director (Engineering 'B') at Air Headquarters and Commanding Officer of a Base Repair Depot (BRD). He was awarded VSM in 2001 for his distinguished services. Presently, he is Air Officer Commanding of a premier Maintenance Base since November 2002. During his tenure as Director (Engineering 'B') at Air Headquarters, Air Commodore Sandhu had the challenging task of setting up Dornier aircraft overhaul and servicing facilities at a BRD. His careful planning ensured setting up of the required industrial facilities at the BRD in a very short period, which resulted in early commencement of Dornier aircraft servicing, and consequent early availability of the aircraft in IAF. As Chief Engineering Officer at two flying bases, he set high maintenance standards to increase serviceability and availability of MiG-21 and MiG-27 fighter aircraft, resulting in both these flying bases being awarded “Best Maintenance Wing" trophies. As Commanding Officer of a BRD, he brought in visible improvement in the work culture, quality of output and enhanced aero engine production to ensure achievement of task.

Air Commodore Sandhu took over the command of a premier Maintenance Station on 11 November 2002, where he was responsible for functioning two BRDs, one Equipment Depot and many other maintenance and administrative units. His regular interaction with Depot Commanders, constant supervision of aircraft and aeroengine production lines and close monitoring of provisioning of spares ensured achievement of allotted task during the last two years. His innovative measures like formulation of new repair schemes, introduction of new modifications and focused approach on indigenization have helped achieve the station goals in professional arena. His special effort to set up overhaul facilities for Nose Landing Gear of AN-32 aircraft has helped the AN-32 fleet by reducing dependence on Russia besides saving phenomenal FFE to the exchequer.

Air Commodore Raghbir Singh Sandhu VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Sushil Kumar Jha (112490) was commissioned on 26 December 1970 in the Logistics branch of the Indian Air Force. During his 33 years of distinguished service, he has held various appointments including that of Commanding Officer of an Equipment Depot, Senior Logistics Officer of a premier fighter base, Commanding Officer of an Air Stores Park, Command Logistics Management Officer (CLMO) of an operational command. He is a graduate of College of Management. He was commended by AOC-in-C Maintenance Command in 1986 and by the CAS in 1991. Presently, he is Air Officer Commanding of an equipment depot since 01 Oct 2002.

As CLMO, Air Commodore Jha was instrumental in providing prompt and effective logistics services to Air Force Station, Bhuj during earthquake in January 2001. During Op Parakarm, he meticulously planned and provided effective logistics support to the operational units.

As the Air Officer Commanding of the largest Equipment Depot of the IAF, Air Commodore Jha has followed a dynamic and result oriented approach to maximize demand satisfaction, identification of non moving stores and vigorously pursue their disposal. To this end, non moving stores worth Rs 8 Crores have been identified and disposed of in the last two years. His emphasis is on correct and accurate PR/SR submission which has not only brought about a saving of Rs. 29 Crores, but would also avoid future accumulation of non-moving stores. His initiative on conduct of Provisioning Capsule Courses for Technical and Logistics Officers has highlighted the finer nuances of provisioning, coupled with correct applic-ation of financial regulation in an effective manner. Due to his sincere efforts and effective liaison, the Govt of Maharashtra has sanctioned a sum of Rs. 14 lakhs for a Water Harvesting Project in the station.

Air Commodore Jha has displayed all round ability to upgrade knowledge, improve efficiency and professionalism on the one hand as also vastly upgrade the quality of life of all personnel on the other. As a result the Depot was declared Best Depot by HQ MC on 18 December 2003
