Air Vice Marshal Pondicherry Jayarao Jayakumar was commissioned in the Flying Branch of the Indian Air Force on 14 January 1956. He has held with distinction various field, staff and command appointments.

Air Vice Marshal Jayakumar was directly involved in the formulation of the new promotion policy and the new appraisal system during his tenure as JDPO at Air Headquarters. These have become the basic policy documents for Personnel Management of the Indian Air Force.

Air Vice Marshal Jayakumar is posted at Air Headquarters, as Director Joint Operation (Planning) since 1 September 1986. In this assignment, he has had to interact closely, and co­ordinate several operational matters with the other two Service Headquarters, at the highest, level. His total understanding and knowledge of Air operations, higher level of concept ional thinking, coupled with meticulous attention to detail, has not only resulted in improving the operational effectiveness of joint service operations, but he has enhanced the image of the service he represents.

In June 1987 he was involved in the planning and monitoring of mercy mission in Jaffna Peninsula. Working continuously, he was always available to render the right advice and take decisions. Later, during the operation in Sri Lanka, he set up and controlled the Operations Cell at Air Headquarters. With complete disregard for personal comfort, he stayed at his post, night and day. It was due to his selfless devotion to duty, presence of mind and indepth knowledge of all the issues involved, that during both these operations he could ensure safe, expeditious and totally successful completion of all tasks given to the Indian Air Force.

Air Vice Marshal Pondicherry Jayarao Jayakumar has thus rendered distinguished service of an exceptional order.

Air Commodore Manjunath Sadanand, an alumnus of prestigious National Defence Academy, was commissioned in the year 1955 in the Flying Branch and has held various important assignments. His outstanding performance during “Operations Vijay" (Goa Operation) was rewarded with CAS Commendation for dedication and a very high level of professionalism. Subsequently, he became a qualified Flying Instructor and distinguished himself as qualified Flying Instructor.

Having gone through a gamut of highly skilled and specialist appointments, he has been now commanding Air Force Station, Bidar since 29 March 1986, one of the most challenging and prestigious appointments he has held so far. During this period, the Station has gone from strength to strength and become one of the premier flying training establishments our Air Force. His single minded devotion to duty, total involvement, personal example and dedicated effort are greatly responsible for the allround achievements of the Air Force Station Bidar.

Air Commodore Manjunath Sadanand has thus rendered distinguished service of an exceptional order.

Air Commodore Keith David Kingsley Lewis was commissioned in the Indian Air Force in April 1956. He has over 4500 hours of flying to his credit and had taken active part in the 1965 and 1971 operations as a fighter pilot. During his effective flying career, he has been a flying instructor, Senior Flight Commander in fighter squadrons, commanded the legendary Tiger Squadron with distinction and was the first Group Captain Chief Operations Officer of a forward base. Subsequently, he graduated from the National Defence College.

As Air Officer Commanding of one of the most potent fighter bases in the Air Force, he applied himself to enhance its operational potential. During the period of “Operation Alert" in 1987 all fighter deployments in/out and operational tasks were undertaken with vigour and enthusiasm. The entire station willingly undertook long periods of continual watch necessary to guard against a pre­emptive enemy attack on the airfield, which would have been a prime target had war broken out. Additionally, he ensured a guaranteed ability to retaliate quickly and with precision using the offensive power of the deep penetration strike forces placed under his command. Also during this period some of the hardest flying training ever conducted was carried out by strike, air defence and missile squadrons in accurately simulated war scenarios. His own personal conduct during this period was exemplary and he strove to his utmost to ensure an instant state of operational readiness.

Air Commodore Keith David Kingsley Lewis VM has thus rendered distinguished service of an exceptional order.

Air Commodore Venkataraman Shankar was commissioned in August, 1956. He has held several important field appointments at major transport flying stations. He is a graduate of National Defence College and was awarded Vayu Sena Medal for his operational capabilities while commanding a Transport Squadron. He has to his credit 7800 hours of accident and incident free flying experience.

Being presently Director of Operations (T&M) at Air Headquarters, by meticulous planning of resource and pragmatic management, he has ensured the most economic and optimum utilisation of the limited resources and maintained a high operational state of the transport fleet. By his dedicated and pragmatic approach, backed by a sound professional knowledge, understanding and drive, he brought about a near total error free success into the operation “Poomalai" and subsequent AVSM 1988 deployment and maintenance of Indian Peace Keeping Forces at Sri Lanka. This, he achieved and maintains, inspite of multiplicity of aircraft, roles and demands.

Air Commodore Venkatararaan Shankar, VM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Arun Kumar Roy, after successful completion of Engineering studies was commissioned in the IAF in 1956. During the last 31 years the Air Officer has held various important field and staff appointments including Instructor at Air Force Technical College, Commanding Officer Guided Weapon Squadron, Joint Director Signals Air, Station Commander Tropo Staion and Senior Maintenance Staff Offcer of a newly raised operational Command.

The Air Officer is in command of No. 7 BRD since Dec 85. This depot is responsible for overhaul of guided weapons and Air Defence Radar Systems. During his tenure he has brought in a new sense of motivation among technical officers who are ever ready to provide all possible assistance to operational units. The depot has achieved 100% production of the task 86-87. During exercise 'LIVE WIRE' the leadership and inspiration exhibited by the Air Officer, won appreciation from AOC-in-C WAC for the depot. Once again during alert from 23 Jan 87, till completion of Exercise Brass-Tack, 7 BRD under the able command of this Air Officer, rose to the occasion to provide valuable round­the­clock assistance to undertake additional load inspite of the fact that 20 technical officers from the depot and lodger units were attached to augment manpower of operational commands. All along, the Air Officer with his dedication, initiative, example and dynamism contributed significantly to enhance the operational preparedness of IAF.

Air Commodore Arun Kumar Roy has thus rendered distinguished service of an exceptional order.

Air Commodore Pooran Dev Adlakha was commissioned in the Accounts Branch in November 1956. An MBA from Delhi University, during his 31 years of service, he has held a variety of important assignments, within the branch and outside.

After graduating from the National Defence College, he took over the command of Air Force Central Accounts Office in November 1984. He applied himself to his duties great sense of responsibility and dedication and with skillful management brought remarkable improvements in the accounting services provided to both serving and retired Air Force personnel.

With his originality of approach, he launched a massive programme of computerisation of all accounts. The task is expected to be completed two years ahead of targeted date and ultimately reduce pressure on manpower. This has also enabled him to issue pre­calculated arrears of pay statements for all airmen in respect of Fourth Pay Commission, which reached every unit well in time and ensured full payment to every airman. With commendable precision and thoroughness, he has also completed the second phase, through computer, where 1.3 lakhs pay fixation statements, for audit as well as issue to all airmen, have been printed.

With his downright keenness to get down to the brasstacks, he launched two exercises - “Exercise Credibility" for reducing the debit balances and “Exercise Samtushti" for clearance of outstanding non­effective accounts. In both these areas, he achieved near total success.

The reconciliation of Provident Fund Accounts of all Air Force personnel, a stupendous and mind boggling exercise, was faced by him head­on and accomplished, bringing credit to the organisation. This achievement bears an eloquent testimony to his result oriented, and not procedure­oriented approach.

Air Commodore Pooran Dev Adlakha, VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Shiv Nath Rathour was commissioned in December, 1958. In his span of 29 years, he has held with distinction varied appointments, both in the field and at higher formations. He is a highly qualified navigator and has maintained a high professional standard throughout.

Air Commodore Rathour has been the Air Officer Commanding of Air Force Station, New Delhi since 01 July 1985. The Station is established to provide administrative service to Indian Air Force personnel posted to Air Headquarters and scores of other units spread over Delhi. Besides, there is a heavy commitment for providing administrative service to personnel arriving on temporary duty at Air Headquarters. Station has also to cater for the highly sensitive and important task of providing helipad facilities for heli-lifts of VVIPs. The wide ranging and demanding task involves providing inputs for very important ceremonial functions like Republic Day Parade, Independence Day Celebrations, Guard of Honour to foreign dignitaries, etc. All the aforementioned duties involve tremendous administrative responsibility and challenge.

Air Commodore Rathour by his exceptional level of dedication, initiative and resourcefulness in performance of duties, provided a high level of motivation to his staff for putting in sustained and hard work to meet the challenge posed and has been able to bring about improvements in the output of Air Force Station, New Delhi, during his command.

Air Commodore Shiv Nath Rathour, VM has thus rendered distinguished service of an exceptional order.

Air Commodore Viney Kapila was commissioned in the Indian Air Force in 1958 has flown over 3,300 hours on modern jet fighter aircraft and participated in the 1961 Goa Operations and the 1965 and 1971 Indo-Pak conflicts. He was awarded the Vir Chakra for gallantry in the 1965 war.

As a Flight Commander of a frontline squadron, he was responsible for the smooth and rapid change over to MiG­21s. He carried out successful trials for induction of MiG 21 aircraft into the Kashmir Valley and thereafter laid down operating procedures which are still applicable. Because of his perseverance, profound analytical approach and expertise in tactical doctrines, he was responsible in large measure for optimising the night employment techniques and tactics on the MiG­21 and S­22 aircraft.

In his present appointment as Air I of an Operational Command, the officer has through penetrating foresight, ingenuity and application of sound tactical precepts, introduced and formulated advanced training schedules, enhancing the operational potential of the fighting units. With his positive and dynamic approach, he designed realistic operational details for three major exercises, namely, Eagle-Ranvijay, Brass Tacks and Live Wire, which employed massive strike forces, hitherto unheard of in earlier exercises.

Air Commodore Viney Kapila, VrC has thus rendered distinguished service of an exceptional order.

Air Commodore Mohan Dharamdas Lalvani was commissioned in the Indian Air Force in February, 1959 and over the years has distinguished himself in all important appointments held by him, which were many and varied.

He was among the first pilots to be assigned to the Mi­4 helicopters. For his outstanding performance in the hazardous terrains of Ladakh and Arunachal Pradesh, he was awarded the Vayu Sena Medal in January, 1965.

In 1970, Air Commodore Lalvani was cross streamed to the Air Defence System. He evolved syllabi and application systems which laid a solid foundation for training. Under his command, a star sapphire unit, which prior to his stewardship carried the label of 'unfit for war', its status raised from the dubious distinction to an above average capability in just six months. As commander of an operational station in the Western Sector, his base was adjudged 'Best in Operations' and 'Best in Maintenance'.

Air Commodore Lalvani, because of his instructional crafts, was deputed as a Directing Staff at the Institute of Defence Management. Here, he so excelled himself that he became a regular guest lecturer to organisations like Administrative Staff College of India, NITIE and even the Iraq Defence College at Baghdad.

In staff work again, Air Commodore Lalvani displayed outstanding perception and analytical skills. He made a very significant contribution in the drafting of the joint document relating to transfer of AOP assets to the Army. As Air II of Eastern Air Command, he displayed discernment, ingenuity and an innovativeness which not only enabled optimum utilisation of resources but a qualitative improvement in operational employment.

Air Commodore Mohan Dharamdas Lalvani, VM has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Naresh Kumar was commissioned in the Indian Air Force on 14 January 1956. He has held various appointments including command of two helicopter units and staff appointments at Command Headquarters. He graduated from National Defence College in 1986.

While commanding one of the helicopter units he was assigned the task of flood relief in North Bengal and in recognition of his services, act of courage, initiative and devotion to duty, he was awarded 'Vayu Sena Medal'.

Presently he is posted as Air Officer Commanding of a forward Air Base located at high altitude. His base is responsible to provide infrastructure for successful operation of helicopters and large scale operation of transport aircraft. Because of skirmishes at Siachen Glacier, he has been burdened with additional responsibilities of ensuring availability of supplies and casualty evacuation. Himself a diligent and dedicated officer, Air Vice Marshal Naresh Kumar has been able to motivate the personnel under his command to work with zeal, enthusiasm and single mindedness of purpose. Because of his inspiring leadership, the personnel under his command have been able to achieve their task despite heavy constraints of adverse weather conditions, high altitude and limited flying resources.

Air Vice Marshal Naresh Kumar, VM has thus rendered distinguished service of an exceptional order

Air Commodore Prithvi Singh Brar was commissioned in the Indian Air Force in December, 1960. Since then he has held various flying and command appointments.

During his tenure as Air Officer Commanding of a wing in South Western Sector, there have been remarkable all round improvements, not only in the operational capabilities of all fighting elements at the Station, but also in the quality of life enjoyed by base personnel. The Station provided safe and very highly organized operational environment for the squadrons to operate in.

In the training field, with the innovative ideas and improved training programmes, he was able to fully optimize the man-power resources. To overcome the shortage of qualified officers in the newly raised Pechora Squadron of his Station, he organized specialized training of some selected airmen to perform the duties of Guidance Officers of the Combat Flight. This singular experiment of his has not only ensured the operational availability of the combat flights but has also become an example to other Pechora Squadrons. Air Cmde Brar has involved himself in every activity of the Station. His innovative ideas have resulted in remarkable economy of manpower utilization. Welfare measures introduced in educational, cultural and other fields have brought about a motivational change in the Station.

Air Commodore Prithvi Singh Brar AVSM VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Om Prakash Suri was commissioned in the Medical Branch of Indian Air Force. A graduate of both Defence Services Staff College and National Defence College, he has also completed all the courses in Aviation Medicine. He holds a Post­Graduate degree in Hospital Administration from Indian Institute of Medical Sciences as well.

Since 1954, he has worked in different capacities both in Air Force and Army with singular distinction. Twice he held staff appointments at Air Headquarters which capacity he carried out planning and liaisoning of Hospital Services in entire Air Force. His organisational skill and foresight in planning was largely responsible in the growth of commendable hospital services. During his stint with Army as Asstt Director of Medical Services with one of the Infantry Divisions and Mountain Divisions, he carried out the health care facilities for the Divisions both during peace and operational situations with exceptional zeal and dedication. He is presently employed as Principal Medical Officer at HQ Training Command. His present tenure is marked by close supervision of Health Care System in respect of all personnel and families and an all­round improvement quality of patient care with increased facilities for investigation and treatment, excellent rapport with civil medical agencies helped immensely in initiating early and timely preventive action for control of communicable diseases. His innovative ideas and pragmatic approach resulted in streamlining medical evacuation procedures particularly those affecting cadets. The expertise he gained in Hospital Administration found full expression in control and supervision of three major hospitals under his command. His expert guidance and advice on matters relating to Aviation Medicine is well sought after resulting in qualitative and quantitative improvement in training at Flying Stations in respect of Aviation Medicine and Flight Safety.

Air Marshal Om Prakash Suri has, thus, rendered distinguished service of exceptional order.

Air Vice Marshal Keshava Chander Sharma was commissioned in the Technical Branch of Indian Air Force on 4 April 1955. An Honours Graduate in Mechanical Engineering, he passed creditably from the Air Force Technical College and has since held important field and staff appointments both command and Air Headquarters.

He has also undergone the post graduate course in Industrial Engineer and Operational Research at Indian Institute of Technology, Kharagpur and staff course at Defence Services Staff College, Wellington.

In 1972, he was chosen to be on the Directing Staff in the College of Defence Management as Head of Operational Research Department. As Directing Staff, he guided a number of project studies and was acclaimed as an excellent instructor.

In 1980, he took over as Command Engineering Officer at one of operational commands and after a successful tenure of two years, was posted as Deputy Senior Maintenance Staff Officer, Maintenance Command on promotion. In both these appointments, he directed and controlled the technical activities effectively and exhibited his managerial capability and expertise. In 1984, he was posted to Air HQ as Director Maintenance Plans and Inspections. Backed by his knowledge in the field of quantitative management, a number of plans regarding storage and overhaul of aircraft, setting up of Technical Type Training School etc., were finalised.

On promotion to the rank of Air Vice Marshal in 1986, he took over as Director of Engineering and subsequently moved into the post of Assistant Chief of the Air Staff.

He continues to hold the appointment of Assistant Chief of Air Staff and in this assignment, he has displayed a high degree of leadership and astute analytical ability and managerial competence. His contribution in improving the effectiveness of the Soviet fleet and planning and organising the setting up of the overhaul facilities has significantly improved the operational preparedness of the Russian fleet.

Air Vice Marshal Keshava Chander Sharma has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Pratap Rao was commissioned in the Air Force on 2 August 1956. Throughout his career spanning over 32 years, he has held number of important field, staff and instructional appointments which include command of an NCC Air Sqn, Air Force Examiner at Air Crew Examining Board, command of a Fighter Squadron, Deputy Director Air Staff Inspection at Air HQrs Military, Naval & Air Attaché at Bangkok and command of two operational air bases. He has also held the post of Planning Officer (Air) in the Department Defence Production in Ministry of Defence. He has flown over 2100 hrs instructional/examining duties on 10 different types of aircraft. He has also participated in 1965 Indo-Pak Conflict. He is a graduate of Defence Services Staff College.

In July 1977, he was specially selected as Deputy Director Air Staff Inspection at Air Headquarters. During this tenure, he formulated inspection guidelines that, even today, form the basis of inspection procedures and standards at Air For operational wings and squadrons.

In February 1986, Air Vice Marshal Rao was appointed as Air Officer Commanding of a fighter air base. Under his leadership, the Maintenance Wing the station was made more efficient and flying effort of the locally based Fighter Squadrons almost doubled as a result of improved aircraft serviceability. The base, thus, attained a very high standard of operational preparedness.

Air Vice Marshal Pratap Rao, VM has thus, rendered distinguished service of an exceptional order.

Air Commodore Hamid Muhammad Shahul was commissioned in the Indian Air Force on 24 December 1957. In his long career, the Air Officer has held with credit important assignments both at the command and staff levels. He has to his credit a total of 6,100 hrs of flying. He was commended by the Chief of Air Staff for professional zeal and competence in August, 1966. He was specially select to evaluate the Nimrod and the IL 38 maritime aircraft in 1973-74. He has successfully completed National Defence College Course.

During 1980-83 as Station Commander, Air Force Station, Begumpet, he brought about several improvements which resulted in the Station having a record of safe air operations. In March 1985, the Air Officer took over command of Force Station, Tambaram. His significant achievements were introduction semester system for conversion trainees, maintenance of ab­initio pass percentage at around 90% and preparation of fresh syllabi for new aircraft. In the area of administration, his personal involvement resulted in contentment and high morale. He organised the Air Force Sports Festival at Tambaram in 1986 so well that it was highly appreciated by the then Chief of Air Staff.

Air Commodore Hamid Muhammad Shahul, VSM has thus rendered distinguished service of an exceptional order.

Air Commodore Manmohan Waman Desai was commissioned in the Accounts Branch in June 1958. During his career spanning over thirty years, he held with distinction varied appointments within the branch and outside. He successfully completed the Long Defence Management Course and the National Defence College Course.

On promotion to the rank of Air Commodore in May 1985, he took over as Joint Director of Accounts at Air Headquarters. Immediately on taking over, he applied himself wholeheartedly to the task of improving the accounting services provided to serving and retired Air Force personnel. By his pragmatic and resultgeared approach, backed by excellent professional competence, he undertook and accomplished the task of review and streamlining of the existing accounting procedures contained in various Air Force orders and policy directives, with a view to revamp the way of working and wipe out avoidable irritants. With his originality of approach and eye on professionalism and efficiency, he initiated plans for computerisation of various accounting areas which are now coming to fruition.

He was the pivotal force behind clearance of large outstanding audit objections and huge airlift recoveries.

Air Commodore Manmohan Waman Desai, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Harjit Singh Ghuman was commissioned in the Indian Air Force on 29 May 1959. In recognition of his professionalism, at various stages of his career, he has been commended by Air Officer Commanding­in­Chief and Chief of Air Staff and was also awarded Vayu Sena Medal.

After having ably commanded a prestigious operational transport squadron, he was selected and appointed as Air Attaché in Iran where he performed most competently and professionally. On his return in February 1980, he took over as Air Officer Commanding of one of the largest combat wings. The Wing was passing through a very critical phase when Air Cmde Ghuman assumed its stewardship. The Packets were in the process of being phased out and in their place the most modern transport aircraft, the Gajraj and Sutluj, being inducted. The Wing had the twin responsibility of not only creating the necessary infrastructure for full operations of the new aircraft in a very short time but also keeping the old aircraft flying and meeting the operational commitments. Through his personal supervision, meticulous advance planning and timely decisions, the Air Force was able to quickly assimilate the new aircraft and become ready to take on some of the most important airlift operations which the Air Force was called upon to execute.

In 1987, the flying task of the Wing increased manifold due to Sri Lank operations. Under the leadership of Air Commodore Ghuman, immediate step were taken to gear up servicing and maintenance facilities to keep up the temp of airlift operations.

For providing, healthy and adventurous recreation, he was instrumental starting the first Sky Diving Team in the country. The team, named Akash Ganga has already won high praise for the Air Force on each of its displays.

Air Commodore Harjit Singh Ghuman, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Dalip Singh Dahiya was commissioned in the Indian Air Force on 28 May 1960. As a young pilot, he saw active service in the 1965 Conflict with Pakistan. He qualified as a flying instructor in January 1967 and was sent on deputation to Government of Iraq for two years. He graduated from Defence Services Staff College in December 1973. He commanded Jet Bomber Conversion Unit from February 1976 to July 1977. He was Directing Staff at Defence Services, Staff College for almost 3 ½ years. He has also worked as Joint Planning Staff in the Cabinet Secretariat for three years.

As Officer Commanding Car Nicobar, he was instrumental in converting this staging post to a full fledged flying station capable of day and night operations. During this period, he planned three amphibious exercises in the A & N Islands which have helped in evolving new tactics for such warfare. As a result of his untiring efforts, Car Nicobar can now offer full protection to these far flung territories.

Air Cmde Dahiya took over as Air Officer Commanding of a transport Wing in January 1987. In a short span of 1½ years, he has transformed this station into a fine fighting outfit. Sutluj aircraft based at this Wing has surpassed all previous air maintenance efforts. The Squadron based at the Wing has won the “Best Transport Sqn Trophy" for two consecutive years. The Wing also won the “Best Administered Wing Trophy" for the command for 1987-88. During his tenure, the operational status of aircrew has shown considerable improvement and the Wing has been readied to undertake all tasks at short notice.

Air Commodore Dalip Singh Dahiya has, thus, rendered distinguished service of an exceptional order.

Air Commodore Vinod Kumar Verma was commissioned in the Air Force in May 1962. An outstanding fighter pilot, he was specially selected to lead the Air Force team undergoing the Advanced Fighter Weapons Course in the USA. His exemplary performance made him a natural choice to be one of the founder members of Tactical Air Combat Development Establishment. During Indo-Pak War in 1965, he brought back a badly crippled aircraft with total disregard to personal safety. For this, he was awarded 'Vayu Sena Medal'.

On assuming command of a fighter squadron, it was his efforts which resulted in the Squadron getting the best Operational Squadron award for two years in succession. After a deputation in Iraq, he took over command of Tactical Air Combat Development Establishment. It was here that he excelled in developing and disseminating fighter tactics countering state of the art air/ground threat scenarios. These tactics are currently in vogue in our fighter squadrons.

During his present appointment in the key Directorate of Operations (Offensive), initially as the Joint Director and currently as the Director, he has been actively associated with all aspects of the formulation and execution of Op Plans and other allied matters. He has been instrumental in conceiving, planning and coordinating major Air Force exercise that was conducted flawlessly for the very first time in the country, covering all gamut of air operations.

Air Commodore Vinod Kumar Verma, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Philip Rajkumar was commissioned in the Indian Air Force in November 1962. During his career, span of 26 years, he has held various appointments both in the field and at higher formations. These include command of a fighter squadron and fighter wing as also various tenures as a Test Pilot. During the Indo-Pak War inl965, he was awarded Mention­in­Despatches and later in 1976 he was awarded the Vayu Sena Medal for his contribution to Flight Testing.

Trained as Test Pilot in France, he was appointed as OC, Test Pilots' School and later as Chief Test Pilot at Aircraft and Systems Testing Establishment (ASTE). During his tenure as OC Test Pilots School, he was assigned the responsibility of running two ad hoc courses for training Flight Test Instrumentation Engineers and Flight Test Engineers at ASTE. On taking over as the Chief Test Pilot, he continued to steer the ad hoc courses to successful completion.

In his capacity as Chief Test Pilot at ASTE, he has effectively coordinated the activities AVSM 1989-90 of the Flight Test Squadron and the Maintenance Wing of ASTE to achieve an unprecedented increase in the trial work load, thus, providing a much needed boost to various indigenous development programmes. It was at his behest that Armament Research and Development Establishment developed 250 kg. counter weight bomb which will result in significant cost savings during annual squadron armament training. He also guided and successfully steered large number of weapons and systems integration programmes thereby enhancing the operational capability of front line aircraft of the IAF. He has also bee instrumental in a major avionics update programme of a front line fighter aircraft reaching its final operational standard.

Air Commodore Philip Rajkumar, VM has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Sudheer Rajaram Karakare (5033) Flying (Navigator) was commissioned in the Indian Air Force on 14 Jan 56. During his long and distinguished career he has held a number of important command and staff appointments which include Command of Navigation and Signals School, Senior Officer in-charge Administration at HQ SWAC, Air Officer Commanding Air Force Record Office, Senior Officer-in-charge Administration at Central Air Command, Senior Personnel Staff Officer at HQ CAC and presently Senior Air and Administration Staff Officer at HQ Maintenance Command.

Throughout his career AVM Karakare displayed exceptional brilliance and dedica­tion. He became a Navigation Instructor at merely three years of service and ultimately rose to become an A­1 category instructor. He made very significant contribution in the training of a very large number of navigators in the IAF during the rapid expansion period of post­China war. His instructional acumen coupled with sheer hard work ensured the needs of the IAF at this crucial juncture. He finally Commanded the Nav and Signals School of the IAF and his command saw smooth transition from Dakota to Avros as the Navigation trainer aircraft.

He later commanded a very sensitive radar unit in the Eastern Sector and brought about qualitative improvements in its operational effectiveness. During this phase of his command he also ensured the timely completion of work services with respect to Medium Depot Maintenance. AVSM 1990

He was appointed the SPSO at the HQ CAC in August 1980. As SPSO he brought significant improvement in all personnel matters handled by his section and achieved creditable improvement in the discipline aspect of the Central Air Command. He also coordinated the President's colour Presentation to No. 6 and 7 Squadron with distinction.

He has successfully undergone several prestigious courses in India and abroad and is a graduate of the Defence Services Staff College and National Defence College. He was appointed the Air Officer Commanding Air Force Record Office in 1985. As the AOC of the important unit he brought to bear his rich administrative and field experience, on the optimization of available man power while at the same time foreseeing the training needs of our airmen. Here he wrote a service paper on 'Long Term Planning - Airmen Manning' with a 15 years perspective. He was also able to establish a strong rapport between the field Commanders and the Air Force Record Office. In his present appointment as the SAASO, Maintenance Command AVM Karkare has again displayed deep understanding and maturity in the handling of large number of civilian personnel and improved manmanagement.

Air Vice Marshal Sudheer Rajaram Karkare has thus rendered distinguished service of exceptional order.

AVM Ranjit Singh Bedi VM (5120) Flying (Pilot) was commissioned in the IAF on 01 Apr 60 and was assigned to the Fighter Stream. Since then he has held a number of prestigious command and staff appointments. He has commanded a Combat sqn and a Premier Aircraft Base in the Western Sector with distinction. He has also held command of a major Air Defence Direction Center and has been Director of Air Defence at Air HQs.

In 1971, while posted as the Flight Commander of a Front Line Combat Sqn, the officer was awarded Vayu Seva Medal for high professional ability, courage and devotion to duty. The officer continued to show these qualities in high measure when subsequently given command of a Sqn.

As Air Office Commanding a Major Base in the Western Sector, the officer displayed exceptional professional acumen and managerial abilities in bringing about all round improvements. His contribution towards increasing the utilization of Air to Ground Range, under his control, was particularly significant. Under his dynamic leadership the flying environment, maintenance infras­tructure and administrative facilities of the Station showed marked improvement. Through personal examples and refined man-management techniques, he was able to infuse a spirit of dedication and hard work amongst all personnel under his Command, thereby bringing the Station to a high state of operational preparedness in a very short time.

After graduating from NDC in 1986, the officer was appointed Director of Air Defence at Air HQ. During his tenure, he was instrumental in bringing about far reaching changes and improvements in the Air Defence environment of the country through innovative refinement of tactical doctrines, successful induction of state of art sensors and effective integration of newly installed Plan Adges equipment in the overall Air Defence system. His contribution as Director Air Defence has significantly enhanced the Air Defence capabilities of the Nation. His forward planning in this sphere has ensured that the process of upgradation of Air Defence potential would continue unhindered. On promotion to the rank of AVM in Nov 88, he was appointed Senior Officer Incharge Administration of a premier operational Command. While discharging his onerous responsibilities in this prestigious appointment with his usual professionalism and dedication, AVM Bedi was given additional task of organizing Air Power Demonstration at Tilpat range. The task of such magnitude not only required utmost attention to minutest details in planning but also coordination of time bound activities by a large number of civil and military agencies. This complex administrative plan was executed within the exacting time from with optimum economy, despite innumerable difficulties and bottlenecks, entirely because of AVM Bedi's inspired leadership, meticulous planning and sustained hard work. As a result he was able to make faultless administrative arrangements for a telling demonstration of the country's Air Power not only to the high dignitaries and diplomatic corps but also to the nation as a whole.

Air Vice Marshal Ranjit Singh Bedi VM has thus rendered distinguished service of exceptional order.

Air Commodore Lawrence Aloysious Menezes was commissioned on the 30th November, 1956. He is a very experienced fighter pilot with 3245 hours of flying on fighter aircraft and 1500 glider launches to his credit. He has had a glorious accident free record. He has held prestigious staff appointments at Air Headquarters and a Command Headquarters.

Air Cmde Lawrence Aloysious Menezes had actively participated in both Indo­Pak Wars in 1965 and in 1971. Apart from Vayu Sena Medal awarded to him in 1971 for his outstanding performance as a Flight Commander of MiG­21 Squadron, he was commended twice, first by the Air Officer Commanding­in­Chief HQ WAC and second time by the Chief of the Air Staff.

As a Gp Capt, Air Cmde Lawrence Aloysious Menezes did an exceptional job in bringing up one of the Air Force Stations to a full fledged fighter Wing from a Forward Base Support Unit. On promotion to the rank of Air Cmde, he was given a prestigious appointment of Air I of an operational command. On completion of the staff tenure, he was selected for National Defence College Course. He was given the command of an operational base for the second time in 1987. Displaying very high order of leadership, organisational ability, man­management and total involvement, he brought up the Station to high state of operational preparedness. This was amply displayed in performance of the Early Warning Force and the Strategic Reconnaissance Force placed under his command. Under his leadership, his Wing was awarded the 'Best Maintenance Trophy' in 1987-88. In 1988-89, the Wing was awarded the 'Best Admin Trophy' and to crown it all, the 'Overall Best Station Trophy' in Central Air Command.

Air Commodore Lawrence Aloysious Menezes, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Satish Kumar Sareen VM (5370) Flying (Pilot) was commissioned in the Air Force on 29 May 57. His outstanding qualities as a fighter pilot earned him early recognition and he was selected to undergo the Pilot Attack Instructor (PAI) course while still a young Flying Officer. During the course he established three armament records which stood for several years. Later in his career he was posted on the staff of the Pilot Attack Instructor School where his personal flying ability and model instructional technique gained him the admiration of his students and peers alike. Subsequently, he also served abroad as a Pilot Attack Instructor (PAI). He later held the appointments of Flight Commander and Commanding Officer of a fighter squadron and a Signals Unit with distinction. During his tenure as the Chief Operations Officer of a fighter wind he evolved procedures which significantly enhanced the operational and flight safety standards of the Base.

Air Commodore Satish Kumar Sareen VM (5370) F (P) was awarded the Vayu Seva Medal in 1971. He is a graduate of Defence Services Staff College and has held several important staff appointments including that of Joint Director Flight Safety. While in command of an Air Defence Control Centre he was selected for a diplomatic assignment abroad. As the Air Advisor at High Commission of India in London he established excellent working relations with the Royal Air Force and with the industry of the host country; this helped Air Headquarters in many way, including that of getting timely updates on development in the field of military aviation. His analysis and sound recommendations on the relevance and effectiveness of modern weapon systems also helped Air Headquarters in negotiations and decision-making in a number of procurements/ projects. He has thus contributed directly by large measure to the enhancement of the Indian Air Force's operational capabilities, both offensive and defensive. In addition, his very effective liaison with Britain's aerospace industry has helped the Indian Air Force induct and maintain equipment from that country with a much higher level of efficiency than would otherwise have been possible. In the process, he has also saved the country a vast amount of foreign exchange.

Air Commodore Satish Kumar Sareen VM has thus rendered distinguished service of exceptional order.

Air Commodore Ajai Kumar Brahmawar VM (5858) Flying (Pilot) took over the command of an Operational Wing on 29 Sep 87 and set himself the task of bringing and maintaining the Wing at the highest state of operational readiness. Due to his continued and inexhaustible effort, the Wing has had many achievements in the last two years. During the period of two years the Wing has achieved a zero Cat 1 accident rate and the total accident rate is only 2.81 against the limit of 3.0. This is noteworthy as a substantial portion of the flying carried out by the two squadrons on the Wing involves operational training on young pilots. In addition, the wing flies one of the oldest combat aircraft, the Badals. The Wing also won the EAC Trophy for the Best Maintained Wing for the year 1988-89 and for the Best Administered Wing in 1988-89.

A very close rapport exists between the Wing and the Army formations nearby, largely due to untiring efforts of Air Cmde Brahmawar. The Army Aviation Flight located at Hasimara has been fully integrated with the Air Force and inter service relation is extremely cordial. With his keen interest in all welfare activities Air Cmde Brahmawar has not only raised the morale of all station personnel but has also improved the overall operational efficiency.

Air Cmde Brahmawar is an experienced fighter pilot and Pilot Attack Instructor who has held many important assignments with great credit, notable among them, Air 1 South Western Air Command, Team Leader Air Force Training Team in Iraq and Station Commander of two operational bases.

Air Cmde Ajai Kumar Brahmawar has thus rendered distinguished service of exceptional order.

Air Commodore Subhash Chander Madan VSM (5965) Aeronautical Engineering (Electronics) was commissioned in June 60, and has been Air Officer Commanding a vital Base Repair Depot, since Nov 87.

Air Cmde Madan has had a distinguished career spanning 28 years, during which he has, throughout displayed technical expertise and competence of the highest order, especially on Guided Weapon Systems.

As Air Officer Commanding the Base Repair Depot, Air Cmde Madan totally identified himself with the objectives and requirements of the Depot and was able to forge a close­knit team, fully conscious of its collective aim. Under his leadership, the Depot recorded an allround growth in technological facilities. In recognition of this, the Depot was adjudged as the Joint Winner of the 'Best Base Repair Depot Trophy' for 1987-88, followed in 1988-89 as the sole Winner of the 'Best Base Repair Depot Trophy' and Runners­up for the 'Best Administered Unit Trophy'.

The capability of handling unforeseen situation displayed by the Air Office in voluntarily undertaking emergency repairs of RSBN, even without adequate technological experience and facilities, was of the highest order.

During 1988-89, the depot was allotted a task of giving six Missiles Guidance Radars (MGRs). Air Cmde Madan went about the task in a truly professional manner and not only met, but exceeded the target, by producing seven Missile Guidance Radars. A remarkable aspect of this achievement was that a steady production rate was maintained throughout the tasked year.

By his dedication to duty, outstanding technological merit and qualities of leadership, Air Commodore Subhash Chander Madan VSM has rendered distinguished service of exceptional order.

Air Commodore Chitta Ranjan Ghosh was commissioned in the Indian Air Force as Flying (Pilot) on the 31st May, 1961. Till date he has flown 7300 hrs of accident free flying. He has held the highest CAT/IR viz on Packet, TU-124, AVRO-748 and AN-32 aircraft. He has also been Command Examiner on Packets and AN-32 aircraft.

He was sent to USSR in 1983 as the team leader for conversion and induction of the AN32 aircraft in the IAF. It was due to his capacity for hard work that the AN-32 aircrafts were inducted and initial training of aircrew was successfully completed in the given time frame.

Air Cmde Ghosh was posted as AOC of an Operational Wing with effect from the 1st Dec 1987. As AOC of this major Air Force Base, he successfully ensured the conduct of Air Maintnenace task in the forward areas, particularly in Siachen Glacier. This task was carried out with a variety of transport aircraft operating from his base. The airlift is the life line of our ground forces operating in an extremely hostile terrain. The personnel involved in the task work under pressure day in and day out throughout the year, irrespective of weather. To sustain such operations requires a high degree of motivation by a committed leadership. These have been demonstrated by Air Cmde Ghosh in ample measure.

Air Commodore Chitta Ranjan Ghosh, VM has, thus, rendered distinguished service of an exceptional order.

Group Captain Sham Rao was commissioned in 1961. He has successfully held AVSM 1990-91 various field and staff assignments and has graduated from the Defence Services Staff College. The officer was commended twice by Chief of the Air Staff in 1979 and 1983 and was awarded Vishisht Seva Medal in 1981.

He joined Dte of Financial Planning as Joint Director in May, 1985. He oversees all financial aspects relating to Five Year Plans, Annual Budgets, Foreign Exchange requirements and monitoring the performance with special reference to modernisation programme. Despite stringent economic conditions obtaining throughout the plan period 1985-90, not only the plan projections were accepted but through relentless efforts, higher annual allocations have also been secured to meet maintenance and on­going requirements and also provide for urgent new modernisation programmes. His thorough understanding of the financial system, total commitment, detailed and timely analysis and proper presentation of facts with convincing arguments have resulted in high quality output, highest standards of data credibility, cost­effectiveness and optimal utilisation of limited resources.

In formulating the Draft 8th Air Force Plan 1990-95, he has done considerable research work by liaisoning with Planning Commission, Indian Statistical Institute and other agencies for determination of resource and assessing maintenance and on­going commitments. The study has helped the Planning Branch in preparation of various models so that the 8th Plan could be submitted to MOD with authentic and irrefutable facts and figures for acceptance and also for better appreciation and implementation. He has successfully introduced computerisation in the Directorate which, besides reducing manual work, he has helped in speedier analysis and informed decision­making relating to budget and plan. This system is going to be of immense value for long time to come.

Group Captain Sham Rao, VSM has, thus, rendered distinguished service of an exceptional order.

Group Captain Amar Jeet Singh Sodhi was commissioned on the 1st December, 1961. He has since held with distinction various assignments connected with aircraft maintenance/servicing.

As the Chief Engineering Officer of the Aviation Research Centre and later, of the vital Transport Base of the Indian Air Force, Group Captain Sodhi ensured highest possible serviceability rates, thereby, ensuring successful completion of high priority operational tasks. The impact of his efficient management and professionalism was manifest in substantial improvements in the entire spectrum of maintenance activities. As Chief Production Officer at a vital Base Repair Depot, he was able to not only reduce the unit cost of production but was also able to raise the production level of the BRD to cover 100% of the planned targets through effective control, forecasting and regular monitoring of the inventory.

As Director Engineering 'D' in Air Headquarters since September 1986, Group Captain Sodhi has been responsible for maintenance management of the Indian Air Force transport fleet of the Soviet origin. Bringing to bear his thorough professional expertise, managerial acumen and dedicated application, he has been responsible for the smooth induction of additional IL-76, AN-32, Mi-17 and Mi26 aircraft and helicopters into the Indian Air Force during the last two years. His systematic review of existing spares backing vis­à­vis immediate and future requirements has ensured a very high fleet serviceability to meet operational commitments. The on­call availability of the transport fleet during the last two years in 'Operation Pawan', 'Operation Meghdoot', 'Operation Cactus' and the 'Armenian Relief Operation' is really a tribute to the officer's ability to respond effectively and immediately even to unplanned escalations in demand for spares and maintenance support.

During his tenure as Director Engineering 'D', he also pioneered the task of not only setting up the Cat 'B' and Intermediate Repair Lines of AN-32, but also the servicing facilities for the aircraft at HAL Barrackpore and HAL Agra. The erection and successful commissioning of the first overhaul facilities for AN-32 Aero-engines at a vital Base Repair Depot is yet another example of the officer's untiring efforts to enhance the operational preparedness of the Air Force.

Group Captain Amar Jeet Singh Sodhi has, thus, rendered distinguished service of an exceptional order.

Group Captain Chittatoor Doraiswamy Chandrasekhar was commissioned in the Indian Air Force as a Fighter Pilot in April, 1964. He has been posted as Station Commander of an operational station w.e.f. the 25th March, 1987. It was through his guidance and support that the fighter Squadron at his base achieved a high operational status and was given the highest grading amongst all the fighter Sqns. The Pechora Sqn at the Base was adjudged the best maintained Sqn in the IAF in 1987-88 and subsequently, was awarded the best Combat Crew Trophy for the year 1988-89.

He ensured that the administrative and maintenance support provided to the lodger units was oriented towards achieving a high degree of operational preparedness. Serviceability of the fighter Sqn had been the highest in the Type-75 fleet, providing 70% serviceability over the last two years. The mechanical transport state has been maintained at around 90% inspite of the limited resources and inadequate availability of spares in the local market.

Group Captain Chandrasekhar, through dedicated hardwork and untiring efforts ensured that the front­line Base and its lodger units under his command were kept at peak operational preparedness with well maintained machines and highly trained and motivated man­power.

Group Captain Chittatoor Doraiswamy Chandrasekhar, VM has thus, rendered distinguished service of an exceptional order.

Air Marshal Amal Kumar Mukhopadhyaya was commissioned in the IAF on 1st September, 1956. Throughout his long career he has held with distinction a variety of appointments at Squadrons, Wings, Base Repair Depots, Command and Air Headquarters. A special mention must be made of his work as Member­Secretary of the Specialist Committee on Chetak/Cheetah helicopters.

During his tenure as Chief Engineering Officer, HQ SWAC, a Sprinkler System for stabilizing sand was successfully developed. The same has since been standardized and is being manufactured.

While undergoing the National Defence College course in 1987, the Air Officer's two articles on Defence/Economic matters got published in 'Yojna' the Planning Commission journal. As Senior Maintenance Staff Officer, CAC, he worked most effectively to ensure high serviceability of the combat, transport and helicopter fleets and ADGES systems. During his tenure as the ACAS (Eng 'A'), serviceability and availability of the Soviet origin combat, transport and helicopter fleets increased significantly. The Air Officer has been appointed as Air Officer Incharge Maintenance, Air Headquarters.

Air Marshal Amal Kumar Mukhopadhyaya has thus rendered distinguished service of an exceptional order.

Air Vice Marshal Subramaniam Ratnam was commissioned in the IAF on the 1st June, 1960 in the Education Branch. He is a graduate of the College of Defence Management and was commended by the Chief of the Air Staff in 1974 for his significant contribution in streamlining the airmen promotion procedure and record keeping.

During his tenure as the Directing Staff (Junior Commander Course) at Air Force Admin College, he recast the syllabus and training notes in Management and gave a new orientation and thrust to the studies in Management. As Junior Directing Staff at the National Defence College during the period May 1981 to December 1984, he worked tirelessly and reorganised, refurnished and upgraded the Library which is a major hub of activities at the College.

On promotion to the rank of Group Captain, he was posted to South Western Air Command as the Command Education Officer in December 1984. During his two years of stay there, he identified the weaknesses in the schooling system and initiated works programme for construction of school buildings in several stations. He was then promoted to the rank of Air Commodore and posted as the Joint Director (Education) at Air HQ in November 1986. As the ex-officio Chairman of the Managing Committee of the three Air Force Public Schools at Delhi, he initiated a number of works programmes which brought about a substantial addition to the infrastructure, thus, creating additional facilities, for both the curricular and the extra curricular activities. He chaired a committee which went into the entire establishment and finance structure of the schools and formulated standard norms. He instituted procedures designed to bring about a coordinated functioning of the three schools. Through effective liaison with the Ministry of Human Resource Development and agencies like CBSE and KVS, he has been able to help both the unit schools and KVS at Air Force Stations tide over many problems connected with affiliations, sanction for additional classes and posting of teachers.

As the Director of Education since January 1990, he has given a new push to the implementation of the official language policy through intimate interaction with the concerned agencies of the Govt. He has taken on hand the implementation of a new scheme of Airmen Trade Tests and computerisation of all operations and records at the Air Headquarters Library.

As the Project Coordinator of the Air Force Golden Jubilee Auditorium since August 1989, he spared no efforts in getting the project completed inspite of manifold difficulties.

Air Vice Marshal Subramaniam Ratnam has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Vishnu Murti Raina was commissioned in fighter stream of IAF on 29 May 57. Since then he has held some most important and prestigious operational and administrative appointments in the IAF with distinction.

He is currently holding the appointments of Air 1 at HQ Western Air Command. On taking over his present assignment in Jan 88, he was immediately involved in a major intercommand exercise. The successful culminating of the exercise was largely due to his initiative, resourcefulness and hard work put in by Air Vice Marshal Raina. Variety of aircraft, terrain, operating conditions and the weapon systems in WAC demand high level of professional knowledge, managerial skill, application and decision making ability. Air Cmde VM Raina displayed all these qualities in ample measures. In Oct 88, Western Air Command was tasked to conduct an Air Power Display at Tilpat Range in Feb/Mar 89. The entire task of planning and execution of this prestigious event was handled by Air Vice Marshal Raina. Air Vice Marshal Raina generated considerable enthusiasm amongst the aircrew and the staff to give off their best. His thoughtful handling of those under him resulted in building up of a well integrated team of officers in HQ Western Air Command working towards successful completion of this precisely controlled and well executed demonstration.

Air Vice Marshal Vishnu Murti Raina has, thus, rendered distinguished service of exceptional order.

Air Commodore Sharadkumar Ramakrishna Deshpande was commissioned in the fighter stream of the Indian Air Force on the 29th May, 1959. Since then, he has held many important and prestigious operational and administrative appointments and has throughout acquitted himself in an exemplary manner.

On the 4th November, 1988, he took over Command of an Air Force Station which is vital to the defence of the nation's capital. Soon thereafter, he was involved in the intense preparations for Air Power Demonstration which was held on the 18th March, 1989 at Tilpat firing range. His station played a vital role in the conduct of this widely acclaimed event. Air Cmde Deshpande displayed very high quality of management skill, hard work and indefatigable spirit in meeting this additional task besides his normal operational and administrative responsibilities.

During 1989-90, a fighter squadron was reequipped with MiG-27 aircraft and was located at his Station. In spite of numerous teething problems, the squadron has achieved fully operational status under his watchful eye, leadership and guidance within a short period.

Air Commodore Sharadkumar Ramakrishna Deshpande, VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Trevor Raymond Joseph Osman has been commanding a key fighter base since the 12th January, 1989. Under his command, the base has maintained a very high status in the areas of operations, maintenance and administration. This has been achieved due to the officer's deep personal involvement and qualities of leadership. He has been able to motivate his men to produce outstanding results which are reflected in the performance of the Wing.

In the field of operations, his unrelenting efforts, leadership from the front, comprehensive professional knowledge and ability to build an effective team have enabled him AVSM 1991 to keep the performance of the base at a very high level. His stress on increased mutual interaction between operational squadrons and a tactics development agency has resulted in smooth absorption of new concepts based on better understanding of the changing operational scenario.

In the field of maintenance, Air Cmde Osman has insisted on the highest standards of technical practices and encouraged independent thinking oriented towards innovation. Under his guidance and encouragement, the maintenance personnel have designed and put up several significant modifications to enhance the operational capability of aircraft and weapon systems, and that too at a negligible cost.

In the field of administration, as a result of careful planning and optimal use of existing resources, he was able to achieve marked efficiency in the execution of works services. On the welfare front, he introduced a number of activities which positively contributed to the maintenance of morale of all personnel and their families at a very high level.

Air Commodore Trevor Raymond Joseph Osman has, thus, rendered distinguished service of an exceptional order.

Air Commodore Ranjeet Kumar Malhotra was commissioned in the Air Force in May 1962. Apart from having held 'A' category and Master Green Instrument Rating on a variety of aircraft, he is among the extremely few Air Force Officers who have achieved 'A­1' QFI category. He is a graduate of the Defence Services Staff College.

He is commanding an Air Force Station since February, 1988. He has brought about a high degree of cohesion, purposefulness and quest for excellence amongst the personnel of his station. He tackles all assigned tasks with a positive outlook, well-defined objectives, meticulous planning and flawless execution. As a result of his deep personal involvement and leadership, there has been a significant improvement in the quality of flying training while phenomenal gains have been made in maintenance, administration and welfare activities. His station was adjudged best in the Command in aircraft maintenance and in the cleanliness/beautification of domestic campus. In addition, his station performed most creditably in Mechanical Transport (MT) maintenance, flight safety, upkeep of libraries and management of messes. Additionally, his station has been awarded Air Headquarters Flight Safety Trophy for single engine trainer group during 1989-90.

Air Commodore Ranjeet Kumar Malhotra has, thus, rendered distinguished service of an exceptional order.

Air Commodore Shallindra Singh Kaushik was commissioned in November, 1962 in the Flying (Pilot) Branch in fighter stream. In 1975, he joined the transport stream and up till now has to his credit nearly 1500 hours of air transport missions involving supply drop in the Eastern Sector. While he was the Flight Commander in a Transport Squadron, the Squadron was the recipient of the Flight Safety Trophy for two consecutive years. From 1979 to 1982, he was in command of a SAM III Squadron. The Squadron was non operational when he assumed command and was nursed to operational status by him.

During his tenure as Joint Director of Guided Weapons in the Directorate of Air Staff Inspection, the officer single-handedly introduced and formalized On-the-Job Training (OJT) and Continuity Training syllabi for the use by the crew of Pechora Squadron. He suggested the revamping of flying branch officers in Guided Weapon force to have practical distribution of selected and non­select officers in the stream. His paper titled “Protection for Pechora Combat Flights" dealt with blast protection for Pechora Squadrons which has been accepted as a norm. To include the competitive spirit amongst Pechora Combat Crew, he mooted the idea of “Missile Proficiency badge" for GW operational crew. This suggestion has been accepted. On promotion, the officer was posted as Air Officer Commanding of an Air Force Station. In his short stay of 14 months, he ensured that the performance of non­operational SAM III Squadron was brought up to the level of the operational standards demanded from it. With a single­minded dedication and devotion to duty, the officer has made value contributions in improving and streamlining the operational training of Pechora Squadrons. His indepth knowledge of the systems involved coupled with his capacity to mould the varied experience into practical and viable alternative has been instrumental in laying the foundations of organized tainting in enhancement of operational potential of the SAGW stream.

Air Commodore Shallindra Singh Kaushik has, thus, rendered distinguished service of an exceptional order.

Air Commodore Teshter Jall Master was commissioned in the Indian Air Force in March 1963. He has held important field and staff appointments apart from taking active part in the 1965 and 1971 operations. In August 1986, he was appointed as the Command Air Defence Officer, HQ WAC. During this tenure, he successfully implemented the Limited Area Defence concept from within the existing resources of WAC. This has now been generally adopted in the IAF and has greatly enhanced our air defence potential. During the operational alert in early 1987, the officer was singularly involved in the deployment and the activation of air defence Elements and handling of all operational contingencies arising thereof with speed and efficiency.

In his present appointment as the Director of Electronic Warfare at the Air HQ, the officer has once again displayed his zeal and ingenuity in giving impetus to all EW activities in the Air Force. He has been responsible for planning and optimising EW inductions, training and electronic intelligence gathering activities. By ensuring that an indigenous ECM equipment was proven and declared operational in a short time, he saw to it that our operational capabilities as well as our indigenous R&D programme received a major boost. A noteworthy achievement of the officer has been to establish an Electronic Warfare Computer Centre which processes the entire Elint data collected by the AF and those received from other agencies. It was under his guidance that tasking and data flow from the ARC were streamlined. Finally, it is due to the officer's initiative that efforts to enhance our EW training as well as to bring about greater awareness of EW in the IAF are now bearing fruit.

Air Commodore Teshter Jail Master has, thus, rendered distinguished service of an exceptional order.

Group Captain Jaswant Singh Kumar has been posted as the Director of Mechanical Transport since the 10th December, 1986. He has brought about a conceptual change in MT Management of the Indian Air Force. He initiated phasing out of over­powered vehicles with high fuel consumption which, apart from being more expensive, were found unreliable by the field formations. Induction of fuel efficient vehicles like Maruti Gypsy, Allwyn Nissan and Swaraj Mazda, not only boosted the ground mobility of operational units but also resulted in appreciable fuel economy and improved serviceability­cum­reliability. The petrol consumption at most of the major Stations dropped by 10-15% after phased induction of these vehicles. Savings to the tune of Rs. 3 to 5 crore per year would accrue with the completion of induction programme of fuel efficient vehicles to replace over-powered vehicle fleet. The revised Maintenance System conceived by him envisaged utilisation of authorised civil servicing and maintenance facilities to the optimum so that vehicles were properly serviced/repaired and also spares inventory kept to optimum level. This has directly contributed to the operational preparedness of units like MOFs, Flying Stations and Mobile Radar Units. The officer reorganised the MT vehicles induction and spares distribution system to provide a high degree of assurance in spares to all the units.

He closely monitored and analysed the MT accident rate and issued various instructions to the units on vital importance of defensive driving. During the last three years, constant downward trend has been achieved in respect of MT accident rate.

Group Captain Jaswant Singh Kumar, VSM has, thus, rendered distinguished service of an exceptional order.

Group Captain Ajit Bhavnani has been in command of Tactics and Air Combat Development Establishment since the 1st February, 1989. He was instrumental in bringing about major changes in the training curriculum of TACDE. The FCL course which had remained unchanged since its inception in 1973, was divided into specific streams for Fighter Combat Loaders and Fighter Strike Loaders. With the fast changing air environment and with the induction of sophisticated role dedicated combat aircraft, the IAF needed to channelise its combat training towards specialist role orientation. Additionally, for the very first time in the IAF, courses for fighter controllers were introduced. This significant increase in the content and versatility of training task at TACDE necessitated major changes in the training programme and syllabi. With minimal additional resources, these changes were successfully brought about in a highly professional and disciplined manner, under the able guidance and direction of Group Captain Ajit Bhavnani.

The officer has further initiated a series of innovative and urgent steps to redefine functioning of TACDE at appropriate levels. As a result of these steps, TACDE has been involved at various levels of lAF's operational functioning. At the field level, his team has interacted regularly with combat pilots and controllers, visiting all fighter bases and disseminating latest tactics, techniques and procedures which have recently been developed by TACDE. Greater emphasis on development tasks has been a hallmark of TACDE's recent achievements. At the planning level, they have been involved in providing guidelines for the operational plans at the Command Headquarters and at important forums.

Group Captain Ajit Bhavnani, VM has, thus, rendered distinguished service of an exceptional order.

Air Marshal Manjit Singh Boparai was commissioned in the Army Medical Corps in January 1957. A post graduate in Surgery (Ophthalmology), he holds fellowships of a number of medical institutions of repute and is a recognised post graduate teacher and examiner for various universities. During his 34 years of service, he has served with distinction in various capacities in India and abroad.

On promotion to the rank of Brigadier, he was appointed Commandant of the Base Hospital at Delhi Cantonment. Here, he was associated with a major research programme with the Institute of Nuclear Medicine and Allied Sciences on Magnetic Resonance Imagery studies in orthopaedic and ophthaimolic patients. In the rank of Major General, he was initially Director of Medical Research with the Directorate General Armed Forces Medical Services and was thereafter posted as Deputy Director Medical Services with Northern Command where he often visited various hospitals and medical units in the theatre and brought about significant improvement in medical culture, resulting in the well being of troops and consequently raising their morale. He identified the areas requiring attention and thereafter planned and organised the evacuation and treat­ ment of casualties particularly of Operation AVSM 1991-92 “Meghdoot." He actively interacted with many agencies on treatment of High Altitude Pulmonary Oedema patients. His contribution in this regard helped in subsequent publication of research papers on the subject. He played active role in civic action programme in the forward areas. Under his guidance and direction, out­break of cholera in Kargil district in 1990 was effectively brought under control. He planned and organized many medical camps in the remote areas. These included an eye camp where over 700 operations were accomplished successfully. In addition, he has contributed a large number of articles and publications on specialization in medicine including research work. He has pioneered 'Orbital Surgery' at the Armed Forces Medical College and brought the College on the national scene in this field. He has recently taken over as Director General Medical Services (Air) in the rank of Air Marshal.

Air Marshal Manjit Singh Boparai has, thus, rendered distinguished service of an exceptional order.

Air Vice Marshal Sindhaghatta Subbaramu was commissioned in the Flying Branch of the Indian Air Force as a fighter pilot on the 29th May, 1957. He has held during his service, important assignments of Flight Commander, Squadron Commander and Air Force Examiner in different types of Fighter Squadrons. He was Flight Commander in an Operational Squadron during the 1971 Indo-Pakistan Conflict when he distinguished himself and was awarded the Vir Chakra for gallantry. Amongst his other flying assignments, he has been a Test Pilot at a Base Repair Depot and at the Aircraft and Armament Testing Unit as also Leader of a formation aerobatic team. In all, he has accumulated over 5700 hours of accident free flying on over 30 types of aircraft of which single engine fighters are predominant. Amongst his other field assignments he has been Chief Operations Officer and subsequently Commander of a major Operational Base and Director of the Air Force Inspection Team where he was responsible for inspecting the operational readiness of all Air Force combat formations.

In addition to his very distinguished career in the various operational field assignments, he has contributed in an equal measure to important and varied and Operational Branches of the Air also on the Defence Planning Staff in the Ministry of Defence. Throughout his career AVSM 1992 which has involved varied and challenging facets of flying from operations on the one hand to flight testing and inspection on the other and equally varied and challenging staff assignments, Air Vice Marshal Subbaramu has always produced exceptional performance and standards by sheer dedication, devotion and unstinted hard work.

Air Vice Marshal Sindhaghatta Subbaramu, VrC has, thus, rendered service of an exceptional order.

Air Vice Marshal Sabnavis Tirumala Rao was commissioned in the Indian Air Force in June 1958. Since then he has been employed on a number of important assignments where he achieved spectacular results, displaying exceptional application of professional knowledge, skilful management of resources and government as well as non government funds. For his remarkable achievements, he has been commended twice by the Chief of the Air Staff.

Air Vice Marshal Rao was appointed as Director of Accounts on the 1st November, 1989. Within a short span of four months, he took upon himself the onerous challenge to remodel the entire accounting system for the airmen and Group 'D' civilians in the IAF. Showing rare ingenuity, dedication and personal involvement, he was instrumental in effecting a recurring saving of Rs. 13 lakhs per annum in foreign exchange by introducing monthly pay slips to airmen in lieu of costly photo­copies. With his keen understanding of various spheres of financial management, AVM Rao launched a drive to clear outstanding air­lift recoveries running into crores of rupees, which had earlier attracted adverse comments from the audit. With positive determination and perseverance, he achieved a recovery of over Rs. 21 crore during the year 1989-90 within a few months of the launching of the clearance drive and over Rs. 32 crore during 1990-91. He has been responsible for computerisation of airlift recovery system and also for other modules like POR, Acquittance Roll, etc. at Air Force Central Accounts.

With a creative bent of mind and capability to optimise and innovate, AVM Rao also introduced a number of welfare measures like schemes for house building advance, motor car/scooter advance from the Air Force Group Insurance Society. Showing rare qualities of vision, he conceived a Group Savings Linked Insurance Plan for the employees, of the AFGIS and Air Headquarters Non Public Funds, wherein the LIC provides insurance cover to the personnel at no cost basis to the employer. With a keen insight into the needs of the lowest paid employees in the service, he was instrumental in getting scholarship schemes for the wards of NC(E) introduced.

Air Vice Marshal Sabnavis Tirumala Rao has, thus, rendered distinguished service of an exceptional order.

Air Commodore Sudarshan Kumar Nijhawan started his career as Senior Technical Officer of a newly formed Helicopter Training Unit in 1962. Notwithstanding shortage of trained man power and lack of proper tools, he erected two newly received helicopters from USA within a week. When posted as STO of a Heavy Transport Squadron during 1971, he mobilised all resources and brought up serviceability of the fleet to 100%. He was awarded Commendation by the Chief of the Air Staff in January 1973. As the first C Eng O of Forward Base Support Unit, he expeditiously established technical and other associated facilities to enable operation of fighter aircraft from the base. As Dy Dir Flt Safety at Air HQ, he ensured induction of various remedial measures to minimise accidents/incidents. In recognition of his achievement he was once again awarded Commendation of the CAS in January 1983.

On assuming charge as C Eng O at a major Transport Wing, he found that half of the fleet was awaiting inspection and there was also “Aircraft on Ground" build up. With his dedicated effort he not only cleared servicing of all these aircraft, but also ensured that no aircraft remained on prolonged “Aircraft on Ground". In recognition of his achievement as C Eng O, he was awarded VSM in 1989.

As the Commanding Officer of 11 Base Repair Depot, Air Cmde Nijhawan effectively mobilized resources of men and material and achieved the assigned task of medium repair of 9 aircraft for 1990­91 well in time.

Under his guidance, the Depot has produced a compendium of approved modifications for MiG-23 BN aircraft and dispatched to all concerned in November, 1990 as a ready reckoner. He has not only ensured completion of allotted modification tasks, but also undertaken development of modification to improve reliability of the weapon system. The Depot has produced a large number of indigenous tools, ground and test equipment and air borne items which have resulted in savings of lakhs of rupees in foreign exchange.

Air Commodore Sudarshan Kumar Nijhawan, VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kuldip Raj Lamba was commissioned in the IAF on the 1st June, 1961. He has since then held with distinction various assignments at Fighter Squadrons, Operational Wings, Base Repair Depots and Air Headquarters.

As Joint Director of Engineering (Jaguar) at Air HQrs, the Air Officer was mainly responsible for the smooth re­equipment of additional Jaguar Squadrons. His review of old indents led to cancellation of a large number of orders for obsolete items and saved crores of rupees in FFE. His re­examination of the invoices received from BAe revealed many cases of premium having being paid although the firm had not met its contractual obligation of making supplies against indents within the stipulated period. Recovery of these excess payments saved lakhs of rupees in FFE.

As Air Officer Commanding of one of our prestigious Base Repair Depots during 1988-90, his effective leadership and close monitoring of production activities not only reduced the per unit cost of production but also raised the output to far exceed the planned targets. Another noteworthy achievement during this period was the change of task of this Depot, from Kiran overhaul to AVRO Check II. This demanded transfer of spares numbering 1300014000 lines while simultaneously avoiding disruption in AVRO production. As Director of Engineering 'A' at Air HQrs, the Air Officer is responsible for the maintenance management of all combat fleets of Soviet origin. He took over these duties at a very crucial juncture. While new Sqns were being re­equipped with the air superiority fighters and strike aircraft, product support had become inadequate and uncertain due to upheavals in the Soviet Union. He has ensured smooth re­equipment of these Squadrons, at the same time, systematic review of existing spares backing viz, immediate and future requirements has resulted in high fleet serviceability to meet operational commitments.

There was total absence of repair facilities for aggregates of MiG-27 and MiG-29 fleets when he took over as D Eng 'A'. While MiG-27 repair facilities would be set up by HAL in 1993-94 only, for MiG-29 these are not available even in the Soviet Union. He scrutinised the existing repair facilities of BRDs and adopted these for a large number of aggregates of MiG-27 and MiG-29. Soviets were also persuaded to depute specialists to India for field repair of critical items of MiG­29 aircraft. This has ensured adequate and uninterrupted supply of the required aggregates and enhanced the operational preparedness of the Air Force considerably.

Air Commodore Kuldip Raj Lamba, VSM has, thus rendered distinguished service of an exceptional order.

Air Commodore Vinod Kumar Bhatia has been Air Officer Commanding of one of the Air Force Wings since the 5th March, 1990. Since the officer assumed command of the station, the internal security situation in J&K has been precarious and a cause for grave national concern. Consequently, the station has been functioning constantly under threat of subversion to the extent of direct attack by the numerous militant cadres operating in the State of J&K. Under the circumstances, security of personnel, equipment and other assets of the station has been vitally important. Air Cmde Bhatia husbanded all his resources, established a close liaison with civil and military authorities in the State and succeeded in creating a secure environment for conduct of air operations from his base. Often internal/external compulsions have necessitated air bases under HQ WAC, to maintain a very high state of operational alert. Srinagar, being one of the forward most bases, has to be specially vigilant. Air Cmde Bhatia has kept his base at peak operational preparedness to meet any contingency.

The Air Officer has also provided inspired leadership to the flying and other units based at his wing. Due to geographical location, the fighter squadron at Srinagar cannot utilise the air to ground range facilities as frequently as most fighter squadrons of WAC. Despite this handicap, No. 51 Sqn, located at his base succeeded in winning 'Inter­Squadron Weapons Meet' for 1990­91.

Due to extremely trying circumstances of virtual isolation from the civil amenities of Srinagar, personnel of the base have had to undergo considerable amount of hardship. Despite the difficulties, Air Cmde Bhatia has organised the Wing's administrative resources skillfully to provide all possible amenities to the personnel. The high morale of the station is a testimony to the officer's concern for the welfare of all personnel placed under him.

Air Commodore Vinod Kumar Bhatia VrC* has, thus, rendered distinguished service of an exceptional order.

Air Commodore Darshan Singh Basra is a Fighter Pilot of outstanding merit with over 3600 hrs of flying to his credit. During his 28 years of service, he has held many important and prestigious field and staff appointments with distinction.

Air Cmde Basra has been AOC of a Fighter Wing since the 1st October, 1989. Through out his period of command, he has shown tremendous dedication and total involvement in every activity at his base. His personal leadership has inspired the Station personnel to new heights of motivation and efficiency. Because of his drive, dynamism and initiative, his Station was adjudged the Best Wing in Central Air Command including the best in Administration. It also had the distinction of being the best in propagation and use of Hindi in official work. His is a Station located on the fringes of the Terai region of U.P. The growth of vegetation on the airfield caused many problems for the Station administration including fire risk. Air Cmde Basra with initiative and untiring drive took up the task of clearing the heavy under­growth in the Station with self help on 'Shramdan' basis. He galvanised the entire Station personnel and led them personally in this massive clearing operation with great success.

Air Commodore Darshan Singh Basra, VM has, thus, has rendered distinguished service of an exceptional order.

Group Captain Ashok Kumar Mehta has held with distinction various assignments at AVSM 1992 Operational Wings, BRDs, Trg Units, Command HQ, Air HQ and Mirage-2000 Project Team (Abroad). He is the only Logistics Officer in the Air Force who has managed an aircraft weapon system. He assumed the Command of one of the EDs in May, 1989 and has brought about a sea-change in Logistics/ technico-logistic support for major production organization, numerous operational wings and HAL. This is reflected in 100% completion of tasks consecutively for the last two years in production of front line state of art Aeroengines, A/C, Rotables, Avionics, ASVs and Armt Systems. His support to front line, fighter, bomber, trg units can be gauged from the fact that over nine times during 1989-91 nil AOG state was achieved.

The officer contributed significantly in maintaining harmonious industrial relations and peace at the Station. He turned AFWWA into a viable financial source and thereby contributed significantly towards welfare activity of station to bag the best trophy for the year 1990. His Depot also got the runnerup trophy in the same year.

Group Captain Ashok Kumar Mehta, VSM has, thus, rendered distinguished service of an exceptional order.

Group Captain Dhanwant Singh Guram was commissioned in the IAF in 1967 as a fighter pilot. On the 10th July, 1989 he took over command of one of the AF Wings. Since assumption of command, Gp. Capt Guram with his varied experience, high sense of professionalism and courageous attitude to flying, has applied himself whole­heartedly to honing the station to the highest achievable operational status. His drive, coupled with dynamic leadership and constant endeavour to enhance the operational preparedness of the station, was the single most important factor in the station being assessed average plus overall in the inspection carried out by the DASI in March 91. The station scored 71 % marks in all the three disciplines, i.e. operations, maintenance and administration. This is a rare distinction and a remarkable feat considering the meagre resources available at his command. His leadership and total involvement was specifically mentioned in the DASI report. A MiG-23 squadron under his dynamic command was adjudged the best fighter squadron in Western Air Command.

At AF Station Sirsa, one of the main problems was the bird menace; a cause of AVSM 1992-93 great concern to the Command HQs. Gp. Capt. Guram soon got to the root of the problem and today Sirsa enjoys an enviable record of having a very safe flying environment with the bird strike incidents/accidents taking a steep decline during his tenure. This is entirely due to his persistent efforts to fight this menace.

Group Captain Dhanwant Singh Guram has, thus, rendered distinguished service of an exceptional order.

Group Captain Padamjit Singh Ahluwalia was commissioned as a fighter pilot in the IAF on the 2nd June, 1968. Throughout his career, the officer has displayed rare professionalism in both command and staff appointments. A graduate of the Defence Services Staff College, he is also an A2 Qualified Flying Instructor.

As a military pilot, Gp. Capt Ahluwalia showed early promise. While posted to a MiG21 FL Squadron, he was awarded the “Best Pilot Trophy" in the Command Gunnery Meet of Western Air Command. Later, on executing a forced landing in an L­29 aircraft of the Iraqi Air Force, the officer was specially commended by the C­in­C of the Iraqi Air Force.

After undergoing training in France on Mirage 2000 aircraft, the officer was placed in command of a fighter squadron equipped with the state of art Mirage 2000 aircraft. From the beginning of the new induction, he was able to nurture the Squadron into an operational unit.

Before being posted as the Military Attaché in our Embassy in Japan in 1990, the officer had distinguished himself as Staff Officer to the Chief of the Air Staff. The Japanese Self Defence Agency, in its annual paper of 1990 and the Foreign Ministry's Diplomatic Blue Book of 1990 had made certain adverse comments with regard to Indian Navy. Gp Capt Ahluwalia undertook the task of correcting these aberrations and projecting the correct image of our defence forces. As a result, the Japanese defence papers for 1991 completely deleted the adverse reference to Indian armed forces. He thus, removed a potential irritant in helping to build a friendlier relationship with that country.
