Iraqi Skipper?

Sub Lieutenant Peter Ernest Jenner along with his skipper, whom his daughter Jane Henry believes to be was an Iraqi national. A note was inscribed on the back of this photo and has been reproduced in this album. Jane Henry, states "It would be lovely to trace who this man was."
