Details : Group Captain Vinod Kumar (17430) Aeronautical Engineering (Mechanical) was commissioned in the Aeronautical Engineering (Mechanical) branch of JAF on 13 Feb 84. During his service career, he has held various important appointments including Air Force Examiner, SEO Air HQ Communication Squadron and CO, Regional Examination Board (Central Zone) in addition to a staff appointment in Command Headquarters. He is trained on a variety of IAF transport ac including An-12, An-32, IL-76 and Boeing-737 including as Flight Engineer on the IL-76 aircraft. He has also completed his Senior Defence Management Course at CDM and has recently been nominated for the prestigious Higher Defence Management Course at CDM. For his dedication and devotion to duty, he has been commended by the Chief of Air Staff in year 2001 and by the Air Officer Commanding-in-Chief, SAC in 2007. As Chief Engineering Officer (CEO) of AF Station Agra, Gp Capt Kumar has been almost single-handedly instrumental in enhancing the maintenance culture and ethos of this base. With his vast professional experience, in-depth technical acumen and hands-on approach, he has ensured an exceptionally high serviceability of the ageing Russian origin fleets like An-32 and especially IL-76/78 ac despite severe limitations of indigenous repair or spares supply facility. Under his dynamic leadership and effective guidance, all the transport fleet operating from this base have achieved much higher serviceability percentage than the average JAF figures during the period 2008-2010. Much of the credit for this base having achieved the dual distinction of having been adjudged as 'Best in Maintenance Standards' as well as 'Best Maintenance Support Group' under HQ Central Air Command goes to Gp Capt Kumar. During the officer's tenure as CEO, the base has accomplished key milestones like significant study of the fuel spillage problem of IL-78 fleet leading to reduction in such perilous incidents, formulation of Work Packages for IL-76/78 fleet on Corrosion Prevention and Control Program (CPCP), AFNET implementation including porting of IMMOLS onto AFNET, vital retrieval of critical avionic components resulting in reduction of AOGs in IL-76!78 fleet thereby saving considerable amount to the exchequer and smooth induction of the only AWACS Sqn of IAF. A perfectionist to the core and ardent sportsman, Gp Capt Kumar also bagged the Gold Medal in Air Force Small Arms Shooting Championship 2009-10. For distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Vinod Kumar.
