Details : Group Captain LS Bachher (16995) Rying (Pilot) was commissioned as a pilot in the flying branch on 29 Dec 82. He is on the posted strength of Directorate of Intelligence since 08 Jun 09. He is a qualified flying instructor with approx 3300 hrs of flying to his credit. He has been commended thrice by the Chief of the Air Staff for devotion to duty and contribution to Flight Safety. Additionally, he was commended by CISC for his valued contribution in Defence Intelligence Agency, during his tenure as Director (West) in lDS. In 1999, he was solely responsible for unprecedented safe recovery of a Mig-23BN aircraft in emergency by providing valuable instructions as Senior Flying Supervisor. The innovative method of recovering an aircraft in distress was highly appreciated at all levels. The Pilot Orders and Standard Operating Procedures for Mig-23 & Mig-27 aircraft were amended accordingly. Some more aircraft were subsequently recovered with this new procedure, thereby saving precious lives and aircraft. During his tenure as Station Commander Allahabad, the station maintained a clean flight safety record despite ab-initio flying training being undertaken at the base. A number of works services undertaken for change over from Fixed wing (HPT-32) to Rotary wing were completed in a record time due to close supervision and his personal involvement. This effort of the station was recognised and duly acknowledged by HQ Training Command as this enabled changeover of training pattern in time without disturbing the Air Force training schedule. In the current assignment as Director (Counter Intelligence and Security), he has led his directorate from the front. Despite Counter Intelligence (Cl) being an entirely new field for him, he very quickly adapted to the nuances of Air Force Liaison Unit (AFLU) operations and has brought about remarkable qualitative improvement in their functioning. lAPs and Manuals on Cl and Security that were long overdue for revision have been revised. He undertook the daunting task to create Cl awareness among Air Force personnel across the IAF for which he travelled the length and breadth of the country and conducted Cl awareness lectures sensitising over 25000 personnel. His penchant for promoting Cl awareness was aptly displayed when he took immense initiative in getting appropriate and relevant Cl posters published for distribution among all AF Units, Sister Services and Sister Intelligence Agencies. This rare initiative would prove to be a force multiplier in overall Cl endeavours of the IAF. For distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain LS Bachher.
