Details : Group Captain Jitendra Kumar Singh (16545) Aeronautical Engineering (Mechanical) was commissioned in the Indian Air Force as an Engineer in the Aeronautical Engineering (Mechanical) branch on 11 Aug 1981. He is on the posted strength of Headquarters South Western Air Command (HQ SWAC) with effect from 04 Feb 08 and since then functioning as Deputy Command Engineering Officer (Dy C Eng 0). The officer has work and management experience on all the variants of MiG-21. He has been involved with management of almost all the Russian Fighter in various staff appointments, including Director of Engineering (A2) at Air Headquarters, Chief Engineering Officer of a MiG-21 base and Commanding Officer of a Repair and Salvage Unit. He is a post graduate in Aerospace Structure from lIT Mumbai. An Alumni of Defence Services Staff College, Wellington, he has also been the Deputy Air Attaché in Moscow. As Deputy Command Engineering Officer in HQ SWAC, he is responsible for management of fleet of over 300 aircraft. He has focused on strengthening critical maintenance aspects of quality of preventive maintenance, liquidation of concessions, improvement in modification status, effective follow up of defect investigation and implementation of corrosion prevention programme. It is entirely to his credit that concessions in Jaguar and MiG-29 fleets have been brought down significantly. His contribution in identifying grey areas in maintenance environment at Air Force bases under SWAC, through the conduct of Maintenance Safety Week and regular Quality Audits has been truly remarkable. The fleet reviews documented by him provide a clear roadmap for effective follow up on the entire range of issues affecting each aircraft fleet. His professional acumen was also evident in analysis and subsequent preventive measures to arrest the hydraulic failures in MiG 21 (T-96) fleet operating from coastal areas. His proposals on standards for hydraulic particle count and hydraulic oil during receipt of aircraft from Hindustan Aeronautics Limited has been implemented as the new acceptance benchmark. Earlier as Senior Engineering Officer of a MiG-21 Squadron his enormous efforts resulted in recovery of six aircraft on ground for prolonged period, within a span of few months. Subsequently, while at Air Force Station, Bhuj during 1995-96, he played a pivotal role in expansion of infrastructure for second line servicing to support the MiG-21 squadrons operating from two adjacent air bases. As Director at Directorate of Engineering A, Air Headquarters, his initiative for conduct of first Operators' Conference for MiG 21 Bison aircraft during January 07 was hailed as a benchmark format that paved the way for similar follow up by other fleets. For distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jitendra Kumar Singh.
