Details : Air Vice Marshal Radhey Mohan Tiwari (15453) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 26 Jun 78. He is a post graduate in Electrical Engineering & Management Studies and has successfully completed Technical Staff Officers Course and Higher Defence Management Course. For his good work he was commended by CAS in 1997. He has held appointments of Command Systems and Engineering Officer at two Command Headquarters, Principal Director Signal Intelligence and Deputy Asst Chief of network enable operations and joint communication electronics staff at HQ Integrated Defence Service. Some of his significant achievements are relocation of communication network facilities for HQ SWAC. smooth induction of Hawk aircraft fleet at Bidar, successful implementation of programme `Divya Drishti' for signal intelligence, commendable work in the field of communication secrecy & network enabled operations in joint services and identification and management of frequency spectrum for defence services. During his present tenure as Assistant Chief of the Air Staff (Systems), he has fully involved himself in successful completion of many important projects / tasks related to ground support systems. With his superior professional knowledge and innovative ideas he has streamlined the functioning of directorate of systems. His good liaison with M/s BEL & HAL has resulted in timely induction and high serviceability of Ground Control Approach (GCA) radars in IAF. With his close interaction and liaison with ADRDE, CEMILAC and the OEM (M/s ESCO, USA), he has been successful in obtaining clearance for plinth design for re-installation of vintage arrester barriers indigenously which resulted in saving of foreign exchange. He was given the additional task of streamlining the functioning of Directorate of Electronic Warfare (EW) systems to enhance the serviceability of vital EW systems. With his perseverance and good liaison with BEL and the foreign vendors he has been successful in enhancing the serviceability of EW systems. His tactful negotiations with vendors has resulted in finalisation of many outstanding contracts, which will substantially enhance the serviceability and availability of vital mission support systems. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Air Vice Marshal Radhey Mohan Tiwari. 91
