BSNL Upgrades the speed of all Landline Broadband customers from 512 kbps to minimum 2 Mbps

Committed to the Government’s Digital initiatives announced by Hon.ble PM, BSNL has decided to upgrade Broadband speed to minimum 2 Mbps at no additional cost for all the Broadband customers on PAN-India Basis from 1st October 2015.   This is another major service offering from BSNL for the benefits of customers in continuation to offering free night calling from BSNL landline  to all operator network from 9:00 PM to 7:00 AM and free incoming roaming services for its mobile customers. BSNL is also offering 1Gb free E-Mail box to their customers from 50 Mb mail box.

 

Shri Ravi Shankar Prasad Hon’ble MOC &IT, GOI announced this today here at Gurgaon in a function organized by BSNL. The function was graced by Shri Rao Inderjeet Singh Hon’ble MOS for Planning & MOS for Defence (Independent charge) GOI. Shri Anupam Srivastav CMD BSNL, Shri N K Gupta Director (CFA), Smt Sujata Ray Director (HR) BSNL Board and Shri R C Arya CGM Haryana circle were also present on the occasion.

 

The speed up-gradation will benefit all the existing and new Broadband customers of BSNL. Under this scheme, BSNL is upgrading the speed of existing Broadband plans of 512 Kbps & 1 Mbps to 2 Mbps speed. With this upgradation, BSNL customers can access / surf the internet including social network websites like Facebook, Google, Twitter, etc. at high speed.

 

BSNL is the first service provider to provide the Broadband Access to the country. BSNL launched the Broadband   services over its landline in India in 2005 with speed of 256kbps and above over the state of art Multi Protocol Label Switching (MPLS) based IP infrastructure in urban as well as Rural areas.

 

BSNL since then is constantly working for increasing the broadband speed for the enhanced experience of customer in urban as well as rural areas as envisaged in New Telecom Policy 2012.. Now, BSNL offers Broadband services with various plans ranging from 2 mbps to 100 mbps speed using ADSL/VDSL and fiber based GPON technology in a very affordable price range. BSNL is currently having around 10 Mn Broadband customers including about 1.1 Mn. Rural customers.

 

This up-gradation shall enhance customer experience while surfing on internet and enjoying live video streaming by all customers even in the low price range. This scheme is expected to attract new customers for subscribing BSNL Broadband customers in an affordable manner.

 

BSNL is one of the largest Telecom Service providers in India. BSNL has installed Quality Telecom Network in the country & focusing on improving it, expanding the network, introducing new telecom services with ICT applications. Visit of Rear Admiral Abdullah Bin Khasim Bin Abdullah Al Raisi, Commander of the Royal Navy of Oman
Rear Admiral Abdullah Bin Khasim Bin Abdullah Al Raisi, Commander of the Royal Navy of Oman is on an official visit to India from 07 to 10 Sep 15. The Admiral paid homage at Amar Jawan Jyoti earlier today and was thereafter received by Admiral RK Dhowan, Chief of the Naval Staff at South Block lawns, New Delhi and accorded 50 men Guard of Honour.

. During the day, Rear Admiral Abdullah Al-Raisi had discussions with Chief of Naval Staff, Admiral RK Dhowan to explore avenues for greater cooperation between the two navies. Rear Admiral Abdullah Al-Raisi also met the Vice Chief of Army Staff and Vice Chief of Air Staff in addition to other MoD officials.

Oman is geographically India’s closest neighbour among the Arab countries in the strategically vital Persian Gulf region. The presence of about five lakh Indians and people to people contact further enhances Oman’s importance to India. India and Oman share historical, cultural linkages as well as maritime trade linkages with dhows visiting each other’s ports for trade and commerce since time immemorial. After India’s independence, the 1953 Indo-Oman ‘Treaty of Friendship, Navigation and Commerce’ was one of the first treaties to be signed between India and any Arab country. Indian Consulate was set up in Muscat in 1955, and till 1970, was one of only two Consular Missions in Oman, the other being the British. The Indian Rupee was a legal tender till the 1960s.

The structures for defence cooperation between India and Oman flow from an Indo-Oman Strategic Consultative Group (SCG). MoU on Defence Co-operation between the two countries was signed in Dec 05.

Indian Navy and Oman Navy share a robust relationship with Indian Navy being the major partner in undertaking training for Royal Oman Navy officers and personnel. Indian Navy ships regularly call at Oman ports. The ships from Western Fleet are scheduled to visit Oman in end Sep 15 and Indian Sail Training ship Tarangini will make a port call in Muscat in Nov 15. Similarly Oman Navy ships regularly visit Indian ports and are scheduled to participate in International Fleet Review in Visakhapatnam in Feb 2016.

High level exchanges are regularly undertaken between both nations to not only cement and review existing ties but also explore future avenues for cooperation between the two countries.

The Admiral is scheduled to visit Headquarters Western Naval Command at Mumbai as well as Indian Navy’s premier training institute at Lonavala. A large number of Royal Oman Navy personnel undergo training at this institute. The Chief of Royal Oman Navy will also visit Headquarters Southern Naval Command at Kochi to explore further avenues of cooperation in training. The dignitary will also be shown various training facilities at Kochi during his visit.

The visit by Chief of Royal Oman Navy will further enhance Navy to Navy cooperation that ranges across the entire spectrum from bilateral exercise Naseem - al -Bahr to exchange of white shipping information and enhanced training cooperation.

In his message to His Majesty Almu’tasimu Billahi Muhibbuddin Tuanku Alhaj Abdul Halim Mu’adzam Shah Ibni Almarhum Sultan Badlishah, the President has said, “On behalf of Government, the people of India and on my own behalf, I extend warm greetings and felicitations to you and to the people of Malaysia on the occasion of your National Day.

The bilateral relations between India and Malaysia are marked by our traditional friendship and cooperation in a number of areas of common interest. Our ties have strengthened substantively as we share the desire to deepen and broaden our multifaceted relationship to our mutual benefit. While we have broken new grounds in our economic relations, vast untapped potential still exists in areas like defence and security, health and education and people-to-people contacts.

Chairman Chiefs of Staff Committee (COSC) and Chief of the Air Staff (Cas) Air Chief Marshal Arup Raha Visits Thailand and Vietnam
Air Chief Marshal Arup Raha, Chairman Chiefs of Staff Committee (COSC) and Chief of the Air Staff (CAS) has proceeded on a four day visit to Thailand and Vietnam, today.

During the first leg of his visit in his capacity as Chairman COSC, the Air Chief will visit Thailand where he will interact with the Indian Ambassador Shri Harsh Vardhan Shringla & Chief of Defence Forces (CDF) Royal Thai Armed Forces. The Air Chief will be presented a Guard of Honour at the Royal Thai Armed Forces Headquarters. While at Thailand, he will also meet the Commander-in-Chief, Royal Thai Air Force and call on the Deputy Defence Minister of Thailand, General Udomdej Sitabutr.

On the second leg of his visit, the Air Chief will meet Indian Ambassador to Vietnam, Smt. Preeti Saran. He will review a Guard of Honour at MoD HQ following which, he will hold discussions with the Chief of General Staff (CGS) Vietnam People’s Army. He will also meet the Chief of Vietnam People’s Air Force and call on the Minister of Defence, Vietnam.

During the visit, Air Chief Marshal Arup Raha is scheduled to discuss a wide range of bilateral issues on the ongoing defence cooperation. In recent years, there have been close and frequent contacts at political and military levels. Air Chief Marshal Arup Raha’s visit to Thailand and Vietnam will further boost bilateral relations between the Armed Forces of the two countries and is likely to provide greater convergence at the operational level.

Air Chief Marshal Arup Raha, Chairman Chiefs of Staff Committee (COSC) and Chief of the Air Staff (CAS) has proceeded on a visit to Bengaluru, today.

Air Chief Marshal Arup Raha delivered an inaugural address on the occasion of Air Marshal Subroto Memorial Oration organised at Institute of Aeronautical Medicines (IAM). In his address, the Air Chief highlighted the important components of IAF transformation in ‘HR development’. Earlier the Air Chief had addressed this forum on technological advances and the role of aero space medicines specialists in enhancing operational efficiency and flight safety. He found it heartening to know the field trials on various counter measures are under way and active work is being undertaken to find out objective methods of detecting and combating fatigue.

Since this year’s theme is on Women in Aviation, Air Chief Marshal Raha said “women have already made significant contribution across the aerospace spectrum be it commercial, military or space related. Women aviators like Kalpana Chawla, Sunita William have left their mark in the history of aviation and are an inspiration to many. Going back in history he said – Flight Cadet Harita Kaur Deol was the country’s first women military pilot to do a solo. History was made then and it was a momentous occasion for women of India and the Indian Air Force. Ever since then we have come to a long way and today we have over 1500 women officers in the IAF and nearly 100 women pilots in the helicopter and transport fleet. They have flown IL-76, Mi-8 and one of them is a member of Sarang Aerobatic Team. All the other branches are closely associated with flying. All these officers have served the IAF with courage, professionalism, pride and enthusiasm that has made them very valuable members of ‘Team IAF’. In his concluding address to the distinguished audience of professionals from the field of medicine and aviation. He said that IAF’s mission is to build a modern, flexible and credible aerospace power with full spectrum capability to safeguard our national interest.

Government Announces One Rank One Pension Scheme for Ex-Servicemen

 

The Government has announced the One Rank One Pension scheme for the Ex-Servicemen. This was announced by the Defence Minister Shri Manohar Parrikar here today. The following is the statement of the Defence Minister:

“Government of India respects its Defence Forces and Ex-Servicemen for their valour, patriotism and sacrifices. The Government is proud of their devotion to duty and bravery. Our forces, besides vigilantly and gallantly defending the nation, have displayed exemplary standards of courage and bravery in natural calamities, law and order situations and other difficult circumstances.

The issue of “One Rank One Pension” (OROP) has been pending for nearly four decades. It is a matter of deep anguish that the various governments remained ambivalent on the issue of OROP. In February 2014, the then Government stated that OROP would be implemented in 2014-15, but did not specify what OROP would be, how it would be implemented or how much it would cost. An estimated Rs. 500 crore provided for OROP in the budget presented in February 2014 by the then government was not based on any thorough analysis. It is pertinent to mention that the then Minister of State for Defence in 2009 had, in reply to a question, informed Parliament that there are administrative, technical and financial difficulties in implementing OROP. It is for these reasons that the present government took some time to fulfil its promise.

Prime Minister Shri Narendra Modi has, on various occasions, reiterated the Government’s commitment to implement OROP for Ex-Servicemen under military pension. As stated above, the previous government has estimated that OROP would be implemented with a budget provision of a mere Rs. 500 crore. The reality, however, is that to implement OROP, the estimated cost to the exchequer would be Rs. 8,000 to 10,000 crore at present, and will increase further in future.

The Government held extensive consultations with experts and Ex-Servicemen. The main argument for OROP is that the Defence personnel retire early and thus are not able to get the benefits of serving till normal retirement age. Despite the huge fiscal burden, given its commitment to the welfare of Ex-Servicemen, the Government has taken a decision to implement the OROP.

In simple terms, OROP implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service, regardless of their date of retirement. Future enhancements in the rates of pension would be automatically passed on to the past pensioners. This implies bridging the gap between the rate of pension of current and past pensioners at periodic intervals.

Under this definition, it has been decided that the gap between rate of pension of current pensioners and past pensioners will be bridged every 5 years.

Under the OROP Scheme:

The benefit will be given with effect from 1st July, 2014. The present government assumed office on 26th May, 2014 and therefore, it has been decided to make the scheme effective from a date immediately after.

Arrears will be paid in four half-yearly instalments. All widows, including war widows, will be paid arrears in one instalment.

To begin with, OROP would be fixed on the basis of calendar year 2013.

Pension will be re-fixed for all pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension in 2013. Those drawing pensions above the average will be protected.

Personnel who voluntarily retire will not be covered under the OROP scheme.

In future, the pension would be re-fixed every 5 years.

It is estimated that the expenditure on arrears alone would be ten to twelve thousand crores of rupees.  Apart from the fact that the previous government had provided for only Rs. 500 crore in the budget, it is noteworthy that the Koshiyari Committee had accepted the estimate of Rs. 235 crore as additional financial burden to implement OROP. The present government has accepted OROP in true spirit without being constrained by these inaccurate estimates.

OROP is a complex issue. A thorough examination of interests of retirees of different periods and different ranks is needed. The inter-service issues of the three Forces also require consideration. This is not an administrative matter alone. Therefore, it has also been decided that a One Member Judicial Committee would be constituted which will give its report in six months.

Prime Minister Shri Modi has fulfilled his commitment and approved OROP for Armed Forces personnel. Ministry of Defence will soon issue detailed Government Order.”

Army Releases Book on 1965 Indo Pak War
The Indian Army has released a book on 1965 Indo Pak War today. The book, “1965 : Stories from the Second Indo-Pak War” by Rachna Bisht Rawat , is an authoritative narrative in collaboration with the Indian Army to mark fifty years of the historic Indo-Pak War of 1965. Lt Gen KJ Singh, Army Commander Western Command released the book and is published by Penguin Books India. The book includes five key battles from the 1965 war and is extensively researched, with interviews and profiles of war veterans.

The book release is part of the celebrations being organized by the Army and the government to mark the occasion of fifty years of the war. Rare pictures of the battles from the Army archives add to the experience of reading the book.

Indian Navy’s Western Fleet Ships Visit United Arab Emirates
Indian Naval Ships Deepak, Delhi, Tabar and Trishul entered Dubai today and shall remain there till 08 Sep 15. The ships are part of the Indian Navy’s Western Fleet based at Mumbai and are on a long-range deployment to the Persian Gulf to enhance bilateral ties with friendly regional navies. During the visit, the warships are scheduled to have professional interactions with the defence forces of the host countries for enhancing co-operation and sharing the nuances of naval operations including disaster management and combating maritime threats of terrorism and piracy. Apart from professional interactions, sports and social engagements are also planned, which are aimed at enhancing co-operation and understanding between the Navies.

India has an ancient maritime tradition and maritime interaction with the Gulf countries dates back to over 4000 years B.C. Present day Indian Navy has close and friendly ties with all navies in the Gulf and has been regularly exercising with many of them. The Indian Navy is also privileged to provide training and hydrographic support to several navies in the region. The involvement of Indian Naval ships in combating piracy off the coast of Somalia since October 2008 has further strengthened bilateral ties and interaction with navies in the region

Bilateral relations between India and UAE have existed for a long time with treaties and agreements on extradition, mutual legal assistance in criminal and civil matters, judicial cooperation in civil and commercial matters, combating trafficking in narcotics, civil aviation, cultural exchange and information cooperation. UAE is today India’s second largest trading partner and naval cooperation between the two countries have increased steadily since the inaugural Navy-to-Navy Staff Talks in Jan 07, which covered the entire gamut of IN-UAEN cooperation. Frequent port visits by naval ships of both countries, visit by Service Chiefs and training of UAE naval officers has further bolstered naval cooperation between the two countries. India and UAE are also members of Indian Ocean Naval Symposium (IONS); a voluntary and co-operative initiative between 35 countries of the Indian Ocean Region. IONS has served as an ideal forum for sharing of information and cooperation on maritime issues. The current visit seeks to underscore India’s peaceful presence and solidarity with friendly countries in the Gulf and strengthen the existing bonds of friendship between India and UAE.

The Indian Navy today has multi-dimensional capability comprising aircraft carriers, modern ships, submarines, aircraft and marine commandos. A notable feature of the Indian Navy’s force structure is the fact that an overwhelming majority of its ships are designed and constructed in India.

Exercise Ekuverin – 2015
The Sixth Joint Military Training Exercise between the Indian Army and the Maldives National Defence Forces (EXERCISE EKUVRIN – VI), will be conducted at Pangode Military Station, Trivandrum, Kerala from 31 Aug to 13 Sep 2015. A total of 45 soldiers each from the Maldivian National Defence Force and the Indian Army will take part in this exercise.

The bilateral annual exercise, which commenced in 2009 in Belgaum, India, is alternately held in India and Maldives with the aim of enhancing military cooperation and interoperability between the two countries and increased understanding between both armies.

The Exercise will commence with an opening ceremony on 31 Aug 2015 at Pangode Military Station. The concluding phase of the exercise will incorporate a tactical exercise which will be witnessed by senior military officers from both the countries, who will review the standards achieved by both the contingents.

INS Trikand to Participate in Exercise ‘Konkan 2015’
The Indian Navy (IN) and the Royal Navy (RN) have an unparalleled history of interactions due to our shared heritage. Recent operational interactions between the IN and the RN started in 2004 with the institutionalisation of Exercise KONKAN, named after the Western coastal region of India. Since then, the two navies have been meeting regularly at sea and the exercise has grown in complexity, scale and intensity after more than a decade of exercising together. These exercises, hosted in rotation by both the Navies, also provide opportunities for professional and cultural interaction between personnel. The bonds developed through such events further strengthen the established mechanisms of maritime cooperation between the two navies, while pursuing common goals of keeping the seas around us safe and secure.

Both the Navies share many common concerns such as protection of Exclusive Economic Zones (EEZ), threats to maritime trade and commerce from piracy, illegal immigration and maritime terrorism. Maritime interactions under the aegis of KONKAN series of exercises have promoted synergy and inter-operability between the two Navies. The exercise also provides valuable opportunity to practice a wide range of maritime operations in realistic conditions.

KONKAN aims to promote mutual understanding and provide exposure to each others’ operating procedures, communication procedures and best practices. This allows the Navies to develop greater confidence to operate together, if required, during complex maritime missions. Periodic conduct of this exercise has helped to build on past experiences and further advance professional as well as operational engagements between the two navies. Such engagements between the two navies symbolize the growing friendship of two major powers in the world, with an aim to maintain peace and stability especially in the Indian Ocean Region.

This year, the IN will be represented in the exercise by a guided missile frigate, INS Trikand with integral helicopter and a team of marine commandos. The RN would be represented by HMS Iron Duke, an auxiliary vessel, a nuclear submarine and other shore based assets.

KONKAN 2015, the 10th edition in KONKAN series, will be conducted from 05 - 11 Sep 15, in two phases. The harbour phase at Devonport will involve professional exchanges, exercise planning conferences, sporting fixtures and socio-cultural events. The elaborate sea phase to be held off the South Coast of UK, will involve surface, sub-surface and air exercises of varying complexities. Explosive Ordinance Teams of both navies will also participate in the exercise.

The benefits of our operational interaction are clearly visible as both the Navies today have an improved and steadfast understanding. KONKAN 15 will further enhance our capability to work together at sea in complex situations and also contribute towards maritime security in the global commons.

Indian Army Releases Amar Chitra Katha & Aan Comics on Inspirational Stories of War Heroes
Lt Gen Rakesh Sharma, Adjutant General of Indian Army released a new series of Amar Chitra Katha and Aan Comics today.

Amar Chitra Katha, India’s favorite storyteller, is presenting a book on inspirational stories of 21 Param Vir Chakra Awardees, as a tribute to the recipients of the highest gallantry award in India. The new 248 page comic narrates inspirational stories of 21 of India’s brave sons who have been awarded India’s highest gallantry award. The all-colour, beautifully illustrated comic tells the story of each hero’s life from childhood to the battle in which they proved themselves victors over incredible odds.

Four Aan Comics were also released today based on the heroics of four war heroes who fought in 1965 Indo Pak war and were awarded Maha Vir Chakra. They were Maj Asaram Tyagi, Maj Bhaskar Roy, Sub Ajit Singh and Sub Tika Bahadur Thapa.

From the numerous wars on India’s borders, to intervention in military crisis abroad, the soldiers of the Indian Armed Forces have displayed their bravery in the harshest and most alien of conditions. They have battled fearlessly with only one objective in their minds – to fight for their objective and not back down. The PVC is India’s highest military honour; awarded to those soldiers who display the greatest degree of valour and self-sacrifice on the battlefield. The MVC is the second highest gallantry award in India, given to those soldiers who display a very high level of valour & self sacrifice in the face of the enemy. The sensitively portrayed stories in the comics take the readers into the heart of the battles they fought and gives an insight into the lives and minds of some of the most courageous men our country has ever known.

INS Trikand Makes Port Call at Devonport, United Kingdom
Towards bolstering the robust ties between the United Kingdom and India, a frontline warship of the Indian Navy, INS Trikand will make port calls at Devonport, Portsmouth and London between 05 to18 Sep 15. The visiting ship, as part of an overseas deployment (OSD), has entered the port of Devonport (UK) today with an objective of taking part in the annual bilateral exercise between the Royal Navy and the Indian Navy, termed as KONKAN series of exercises. Whilst at London, the ship would represent India at the Defence and Security Equipment International (DSEI) exhibition, being held from 14 Sep to 18 Sep 15. The last port of call of the ship was Valencia (Spain) where she spent three days.

The KONKAN series began in 2004 and the previous exercise, KONKAN 2013, was conducted off Goa. KONKAN 2015 is the 10th edition and will be conducted from 05 – 11 Sep 15, hosted by RN, in two phases. Periodic conduct of this exercise has helped to build on past achievements to further advance professional as well as operational engagements between the two navies. The professional and cultural bonds developed through such interactions strengthens the established mechanisms of maritime cooperation between IN and RN while pursuing common goals of keeping the seas around us safe and secure.

India and the United Kingdom have upgraded their bilateral relationship to that of a Strategic Partnership in September 2004. Since then, the two sides have had a number of high level bilateral visits and interactions resulting in a rapid growth in relations across a broad spectrum. Active defence cooperation at the Services level has been a hallmark of the growing ties between both the countries.

INS Trikand, commanded by Captain Vinay Kalia, is a state-of-the-art warship of the Indian Navy equipped with a versatile range of weapons and sensors capable of addressing threats in all the three dimensions – air, surface and sub-surface. INS Trikand Visits Port of Valencia, Spain
In continuation of the Indian Navy’s overseas deployment to West Asia, Africa and Europe, INS Trikand, entered port at Valencia today for a three-day visit. The ship will engage extensively with the Spanish Navy during its stay in the country. Apart from professional interactions, a number of sports and social engagements are also planned, which would go a long way in enhancing cooperation and understanding between the two navies.

Indian naval assets are regularly deployed as part of the Indian Navy’s mission of building ‘bridges of friendship’ and strengthening international cooperation with friendly countries as well as to address maritime concerns of the region including piracy in the Gulf of Aden. In addition, Indian Navy has also been involved in capacity building and capability enhancement of friendly navies in the Indian Ocean Region, besides providing assistance in hydrographic survey, search and rescue and improving maritime domain awareness. A notable recent employment of the Indian Navy was the evacuation of over 3000 Indians and citizens from 35 other countries from strife-ridden Yemen in April this year.

India and Spain have enjoyed warm relations over the years. A number of bilateral arrangements for co-operation and cultural exchange exist between the two nations. The current visit seeks to underscore India’s willingness and ability to work closely with friendly countries on maritime issues of mutual concern and, in particular, to further strengthen the existing bonds between India and Spain.

INS Trikand, commanded by Captain Vinay Kalia, is a state-of-the-art warship of the Indian Navy equipped with a versatile range of weapons and sensors capable of addressing threats in all the three dimensions – air, surface and sub-surface. The visiting ship is part of the Indian Navy’s Western Fleet and is under the operational command of the Flag Officer Commanding-in-Chief, Western Naval Command, with its Headquarters at Mumbai.

The Minister of State for Home Affairs, Shri Kiren Rijiju has visited the Defence Research Development Organization (DRDO) namely Defence Materials and Stores Research and Development Establishment (DMSRDE) at Kanpur today, for familiarization and interaction with the officials to discuss the latest technology available with them, especially the Bullet Proof Jackets and protection gears. The visit also aimed at Police Modernization by developing active collaboration with DRDO for development of products from the point of view of Central Armed Police Forces (CAPFs) and, if required, by the States Police.

The MoS (Home) was briefed by Shri Bhujang Rao, DS & DG (NS&M), DRDO about the Bullet Proof Jacket development by DRDO and the dynamic and ever changing Qualitative Requirements in respect of Bullet Proof Jackets. Thereafter MoS (Home) was given a brief insight into the various aspects of the Bullet Proof Jackets, Ballistic and Blast Protection Systems and Personal Protection Gears. It was informed that DRDO is trying to collaborate with the Ministry of Home Affairs for development of various equipments for use by CAPFs.

The delegation of the MHA and the officers of DMSRDE also met the representatives of the Private Sector who raised the issues of common concern and the need for partnership with Private Sector in order to give thrust to “Make in India” Policy. They informed that apart from collaborating with DMSRDE, the Private Sector Arms manufacturer are doing very well on international level and supplying Bullet Proof Jackets to number of countries.

Shri Kiren Rijiju in his interaction with the DRDO officials as well as with Media emphasized the need for Police Modernization. He stressed that the Ministry of Home Affairs gives utmost importance for the safety and protection of the Force Personnel and all out efforts will be made to provide best protective gear which is comfortable and gives operational ease as well. He commented that world should see us as the country which provides the best safety equipments and gears to its Force Personnel and as the emerging superpower this position cannot be compromised in any condition. While appreciating the capabilities of DRDO, he stressed the need for better and active collaboration with MHA and keeping pace with latest technological up-gradation and ensuring timely supply of the products. He also appreciated the Private Sector for their role in pushing the technological up-gradation technology and exhorted them to participate in the transparent process of procurement by the Ministry with best possible offer.

Shri Kiren Rijiju was accompanied by the Joint Secretary (Police Modernization) and other officers of the Ministry of Home Affairs, representatives from the Central Armed Police Forces and BPR&D.

Two Indian Naval Ships Visit Iran
As part of a goodwill visit to strengthen the bilateral relations between India and Iran, two Indian Naval Warships, INS Betwa and INS Beas today entered Bandar-e-Abbas port. During their five day stay in Iran, the ships are scheduled to undertake various professional interactions with their counterparts in the Iranian Navy, including exercises at sea. The visit would also include training and sports events between the two navies. This deployment would add another chapter to the cordial relations and defence cooperation between India and Iran.

INS Betwa and INS Beas, both are indigenously designed and built Guided Missile Frigates of the Brahmaputra Class. The ships are 125 metres (about 400 feet) in length, displacing 3,600 tonnes and are capable of operating at extended ranges, with speeds up to 30 knots. They have state-of-the-art sensor suites and an impressive weapon package, including long range surface-to-surface missiles and anti-missile defence systems. Their combat capability is further augmented by the capability to embark two multi-mission capable Seaking helicopters.

The ships have completed over a decade of glorious service with the Indian Navy. INS Betwa is presently commanded by Captain KM Ramakrishnan and INS Beas is commanded by Captain Deepak Bhatia.

Iran and India relationship is centuries old. There is a great deal of commonality in their language, culture and traditions. Contemporary relation is characterised by interactions in the fields of commerce, energy and education. Traditional close relations have also been further strengthened by regular cultural exchanges, commercial interactions as well as bilateral meetings and high profile visits between both countries. There are a number of Indian students in Iran. India also provides scholarships to Iranian students and presently about 8000 Iranian students are studying in India. India is also one of the favourite destinations for Iranian tourists; around 40,000 visitors come to India every year.

It has been India’s national objective to ensure a secure and stable regional environment, which is conducive for economic and social development not just at home, but also in immediate and extended neighbourhood. The Indian Navy, while shouldering its security responsibilities, is committed to these objectives and has been contributing towards humanitarian assistance, capacity building and capability enhancement of friendly foreign countries when so needed.

Multi Component Expedition to Commemorate Golden Jubilee of 1965 War is Flagged off
Multi Component Expedition from Visakhapatnam to New Delhi to commemorate the Golden Jubilee year of the 1965 War was flagged off by Vice Admiral Bimal Verma, Chief of Staff, Eastern Naval Command (ENC) today, 04 September 2015. The expedition organized by ENC is being undertaken in three phases. The first phase is ‘ocean sailing on J-24 sail boat’ to Kakinada and back, the second phase is ‘motorcycle expedition’ to Agra and final phase a ‘cycling expedition’ from Agra to New Delhi, where the team will join the Commemorative Carnival celebration at India Gate on 20 September 2015.

The J-24 sail boat expedition skippered by Commodore Arvind Sharma, would cover a distance of 100 nautical miles and would also chart the wreckage of PNS Ghazi, Pakistani submarine which also participated in 1965 War and was later sunk by Indian Navy off Vizag. The motorcycle expenditure led by Lieutenant Commander Ravindra Kumar, would cover a 2100Kms over a period of 9 days across six states and Union Territories. The motorcycle expedition will reach out to local populace / schools/ institutions and sister service organizations enroute and meet ex-servicemen from the three Services who have participated or been in service during 1965 War so as to gain firsthand experience and interact with the veterans. The cycling expedition led by Commander Animesh Nagar would cover a distance of 220 km and is aimed at spreading awareness of the commitment of the armed forces in use of greener and renewable source of energy.

DRDO collaborates with Patanjali Ayurved for marketing Seabuckthorn based products
One of the Life Science laboratories of DRDO, Defence Institute of High Altitude Research (DIHAR) has successfully developed technologies based on Seabuckthorn that has found to be having high nutritional values. It can be used as quality food supplements as they have very high anti-oxidants, vitamins and minerals. M/s Patanjali Ayurved Ltd. has taken Transfer of Technologies (ToT) through a “Non Exclusive” license from DRDO for five of the Seabuckthorn based products namely: Seabuckthorn Beverage, Seapricot Beverage, herbal Tea, Seabuckthorn Oil Soft Gel Capsules and Seabuckthorn Jam.

M/s Patanjali Ayurved Ltd, being a major well recognised Indian brand in Ayurved and natural health products and with its extensive network of distributors throughout India, can take these products to the market more effectively. Being one of the biggest manufacturers of Ayurveda products in the country with WHO-GMP certified, M/s Patanjali can further innovate and find more benefits for these products. These technologies were earlier given to 2 more companies on “Non Exclusive” basis namely: M/s Pravek kalp Pvt. Ltd & M/s Ambe Phytoextracts Ltd. As these Licenses are Non Exclusive in nature, DRDO can provide additional licenses, if required.

To ensure diffusion of DRDO developed spin off technologies to the civil society, DRDO has entered into an agreement with Federation of Indian Chambers of Commerce & Industry(FICCI) the premier Industry Chamber of the Country under a joint initiative DRDO-FICCI-ATAC (Accelerated Technology Assessment & Commercialisation) Program, the platform created to commercialise spin off technologies with special focus on social benefit technologies. Under this program FICCI facilitates bringing potential industries that can absorb the technologies from DRDO and helps it in licensing to industries to manufacture and market.

It is expected that such ToT to the industries will help the local population living in difficult terrains to derive the economic benefits through organised farming of local produce required for these products and the health products coming out from these industries will benefit the society at large.

The Leh based DIHAR has pioneered cold arid –agro animal technologies for augmenting local availability of fresh food in the region. The laboratory through its translational laboratory to land approach, develops technologies for fresh food cultivation, processed food, nutraceuticals, poultry, goat and dairy farming and green house cultivation in high altitudes where these are major challenges both for the local populations and for the Armed Forces. DIHAR through its pioneering R&D efforts over the years has brought about perceptible qualitative and quantitative changes in agriculture, animal husbandry and cold desert flora of Ladakh Region.

The Prime Minister, Shri Narendra Modi met the Foreign Minister of UAE, H.H. Sheikh Abdullah bin Zayed Al Nahyan, who is visiting India for the 11th meeting of India-UAE Joint Commission For Economic and Technical Cooperation that is co-chaired by EAM.

Prime Minister recalled his highly successful visit to the UAE and said that it has chartered a new course in bilateral relations between the two countries that would not only be beneficial for the two countries, but also contribute to peace and prosperity in Asia and beyond. Prime Minister expressed deep appreciated for the vision of the UAE's leadership in transforming the country by harnessing the possibilities of human spirit, innovation and science. He appreciated the vibrant and multicultural society in UAE that has also embraced and protected interest of 2.6 million Indians in the country.

Prime Minister said the visit of the Foreign Minister of UAE in follow up to his own visit a couple of weeks back reflected the new found vibrancy in the relationship. He expressed deep satisfaction that concrete steps were being taken to implement the decisions taken during his visit.

The Foreign Minister of UAE conveyed that they attached highest importance to comprehensive strategic partnership between the two countries. He reiterated UAE's commitment to expeditiously implement the substantive outcomes emerging from the Prime Minister's visit to UAE in August 2015 in a broad range of areas, including trade and investment, defence, security, energy, space, renewable energy, science and technology, tourism and people to people contacts.

Opportunities of bilateral cooperation, including joint research and development in the frontier areas of science and technology; UAE investments in setting up manufacturing industry in India and strengthening cooperation in third countries were, inter alia, discussed.

Prime Minister, Shri Narendra Modi reiterated his invitation to the Crown Prince of Abu Dhabi to visit India at his earliest convenience.

The honourable Raksha Mantri, Shri Manohar Parrikar arrived at Leh today on a visit to the Ladakh Region. He was accompanied by the Chief of Army Staff, Gen Dalbir Singh and was received by Army Commander, Northern Command and General Officer Commanding, Fire & Fury Corps.

On arrival at Leh, the Raksha Mantri interacted with the soldiers at the Rinchen auditorium after which he was briefed by the General Officer Commanding, Fire & Fury Corps on the prevailing military situation and state of defence preparedness along the borders of Ladakh.

The Raksha Mantri accompanied by the COAS and the Army Commander also visited the Defence Institute of High Altitude Research in Leh and were briefed on the ongoing projects by the institute.

India - Australia Defence Ministers’ Meeting
The Australian Minister of Defence Mr. Kevin Andrews is on a four-day visit to India from 31st August 2015. Today the visiting Minister held talks with the Defence Minister Shri Manohar Parrikar in New Delhi which was followed by delegation level talks to discuss issues of shared strategic interest and the current state of the bilateral defence relationship between the two countries. After the talks the two sides issued the following joint statement:

“The Ministers acknowledged the positive progress made during the past year in bilateral defence cooperation, and underscored their ongoing interest in fostering and maintaining peace and stability in the Indo-Pacific region. The Ministers also discussed the centenary of the First World War and recalled the contribution made by the Indian and ANZAC forces during the Gallipoli campaign.

The Ministers affirmed their desire to continue to broaden and deepen the bilateral defence relationship based on shared strategic interests and to implement the action plan outlined in the Framework for Security Cooperation agreed to by the Prime Ministers Narendra Modi and Tony Abbott on 18 November 2014.

Given both nations' interest in the Indian Ocean and its vital importance to regional and global trade, the Ministers acknowledged the importance of freedom of maritime navigation and agreed that maritime security should remain a key component of the bilateral defence relationship. Australia and India will also continue to cooperate through joint work as part of the ASEAN Defence Ministers' Meeting Plus construct. The Ministers also agreed to continue enhancing relationship between Indian and Australian navies, through bilateral ship visits, exchanges as also through Indian Ocean Naval Symposium and such other fora.

The first Navy-to-Navy Bilateral Maritime Exercise will be held later this month. The exercise will involve multiple ship visits and maritime assets from both the countries. The exercise will foster greater interoperability and cooperation between both nations and further contribute to maritime security.

Both the Ministers noted that since the last Defence Ministers' Meeting, India and Australia have held Defence Policy Talks, and bilateral Army, Navy and Air Force Staff Talks. To further bolster this good progress, it was agreed that the Ministerial level meeting may continue to be held regularly while the Army to Army talks would now be held on annual basis.

The Ministers agreed that specific initiatives for enhanced cooperation will include the following activities:

The Defence Science and Technology Organizations and the Defence Research and Development Organization would continue to explore opportunities to identify areas for cooperation, initially through an exchange of letters followed by the respective organization heads meeting later in 2015.

The commencement of a partnership between our respective peacekeeping centres. This will start with closer engagement to enhance knowledge sharing and mutual capacity building.

Increased Air Force cooperation on aviation safety and air worthiness, including subject matter experts' exchanges, to progress mutual understanding and improve capability.

Royal Australian Navy participation in the Indian Navy International Fleet Review in February 2016. The continuation of the Bilateral Maritime Exercise on a biennial basis.

The establishment of a Joint Working Group on Defence Research and Material Cooperation.

Closer Air Force engagement, including Indian attendance at the Royal Australian Air Force exercise PITCH BLACK.

The creation of a closer Counter-Improvised Explosive Device (CIED) relationship, commencing with a regular subject matter expert exchange.

The Ministers agreed that implementing these initiatives would further strengthen the already robust defence relationship between Australia and India and that their long-term objective is to develop a significant defence and security relationship. This will be important as we respond to shared challenges and work together to ensure a secure and stable region.

Minister Andrews thanked Minister Parrikar for the hospitality he received during his visit to India and said he is looking forward to hosting the next Defence Ministers’ Meeting in Australia.”

Yesterday, the visiting dignitary had called on the Prime Minister Shri Narendra Modi. Earlier today Mr Andrews visited Amar Jawan Jyoti at India Gate and paid homage to the martyrs by laying a wreath there. Later he was accorded an inter-Services Guard of Honour in the lawns of South Block. He also attended a round-table meeting at Institute of Defence Studies and Analyses (IDSA).

PM's bilateral meetings on the sidelines of Second FIPIC Summit

Hon’ble Prime Minister Narendra Modi held bilateral meetings this afternoon at the Rambagh Palace, Jaipur with Prime Minister of Republic of Fiji H.E. Josaia V. Bainimarama, Prime Minister of Independent State of Papua New Guinea H.E. Peter O’ Neill, Prime Minister of Republic of Vanuatu H.E. Sato Kilman, and President of Republic of Nauru H.E. Baron Divavesi Waqa. The meetings were held before the Second FIPIC (Forum for India- Pacific Islands Cooperation) Summit in Jaipur today.

All the above-mentioned dignitaries expressed strong support for UN reforms and India’s candidature for the permanent membership of a reformed UN Security Council. Prime Minister Modi gave his assurance on working together with the Pacific Island countries towards adaptation of technologies to combat the effects of climate change and promised India’s full support for disaster mitigation.

The Prime Minister of Fiji raised the issue of cooperation in setting up a medical centre in Fiji, which could act as hub for the region, in collaboration with an Indian healthcare major with participation and involvement of both governments. He also expressed his desire to set up a pharmaceutical plant in Fiji with Indian collaboration and for investment in the tourism sector. Both sides agreed to expand cooperation in field of defence and security, for which the relevant delegations will meet shortly in Fiji. India will also collaborate with Fiji in the agriculture and dairy sectors, and help in building capacity for resilience against disasters. It was agreed that Indian trade delegations should visit Fiji in the near future to look at trade opportunities, especially in the construction sector.

India will also support Papua New Guinea in developing the infrastructure sector, especially roads, highways and airports. PNG expressed its desire to obtain $ 100 mn as loan from Exim Bank of India for this purpose, which will be considered favourably. Both sides also agreed to enhance cooperation in Defence, Capacity Building, Public Administration, Health, Education and the Oil and Gas sectors. PNG expressed the hope that collaboration with ONGC Videsh will be taken forward in the near future. India will send a trade delegation to PNG shortly.

The Prime Minister of Vanuatu and PM Modi discussed UN Reforms and capacity building in Vanuatu. They agreed that provision of grants had to be meant for the purpose intended by the recipient country and needed to be focused on indentified needs. In this context, Vanuatu thanked India for its cash assistance of US $ 250,000 in wake of cyclone Pam, which was timely.

Nauru expressed its appreciation for Indian help in building sea walls to combat rising sea levels. Both sides agreed to take this development cooperation forward, build capacity in Nauru for disaster management and response to the adverse impact of Climate Change. India will also ask its experts to work with Nauru in repairing the mooring to ensure that the docking of ships at the harbor can take place in an effortless manner.

Government Committed to Ensure Welfare of Workers

The impact of the strike call given by some of the Central Trade Unions has not been felt much in the most parts of the country as per information received from all over the country.

The situation remained, by and large, normal and peaceful across the country. Most of the employees attended their offices. Trains, buses, auto rickshaws, lorries plied as usual. There has been minimal effect in banking, coal, major ports & defence production units. The essential services functioned more or less normally.

The Inter-Ministerial Committee constituted by the Prime Minister had held several rounds of meetings with the representatives of Central Trade Unions to discuss their demands. The Government is positive on many of their demands without any pressure and expressed its commitment to ensure the welfare of workers.

Out of 12 Central Trade Unions, two Unions did not join the strike, three Unions remained neutral and seven Unions went on strike. It indicates that the workers want to settle their demands through the dialogue and discussion.

The workers are in agreement with the Government and are looking forward to positive steps taken by the Government on nine of their twelve demands which will be met as per their aspirations.

The Government of India intends to revive VISL of SAIL by modernization and expansion of its facilities with an investment of Rs. 1000 crore, Union Steel & Mines Minister Narendra Singh Tomar said in Bhadravati, Karnataka today.

The Union Minister for Steel & Mines Shri Narendra Singh Tomar paid a visit to Visvesvaraya Iron & Steel Plant unit of Steel Authority of India Limited on 21.08.2015. Shri Ananth Kumar, Union Minister for Chemical & Fertilizer, Shri Yediyurappa, Member of Parliament, Shri Ayanur Manjunath, MP (Rajyasabha), Shri M.J. Appaji, M.L.A, Bhadravati, Shri B.Y. Raghavendra, Ex. MP and present MLA, Shikaripura accompanied the minister.

In his address, Shri Tomar said, “The Ministry is trying to ensure availability of raw material to VISL and once that is done, the government intends to revive VISL by modernization and expansion of its facilities with an investment of Rs. 1000 crore. However, this investment will be subject to recommendations of the consultant and approval by SAIL board. We shall try to expedite the whole process. For raw material security, steps will be taken by the state govt. to allot 140 Ha at NEB range Sandur Taluk, Bellary district to VISL, as soon as the case pending in High court is settled. I have held two meetings with the Chief Minister of Karnataka and raised the issue of allotment of mines including 240 Ha of iron ore mines, in the Ramanadurga area to SAIL, VISL for iron ore security. The CM assured to actively consider the matter on priority basis”.

Earlier the visit commenced with garlanding of the statue of Sir M. Visvesvaraya situated in the plant premises, followed by visit to the Steel Plant. The visiting dignitaries also met representatives of executive association and employee unions. Their main demand was that SAIL should make investment to revive the VISL Steel Plant.

This is the maiden visit of the Union Minister for Steel & Mines Shri Narendra Singh Tomar to Visvesvaraya Iron & Steel Plant, Bhadravati. V.I.S.L started operation in the year 1923 and was established by Bharat Ratna Sir M. Visvesvaraya. The plant is a pioneer in the production of alloy & Special steels. The plant has a wide customer base which includes defence, railways, automobile, engineering sector and tool making industry.

To commemorate ten years of helping the special children, Umeed had organized today a cultural programme on 02 September 2015 at Air Force Auditorium, Subroto Park, New Delhi, wherein these special children showcased their talent at dancing and singing. The cultural event was inaugurated by Mrs Lily Raha, the President of Air Force Wives Welfare Association (AFWWA). The event also witnessed the launching of the Umeed annual magazine Srugalika.

Umeed, meaning Hope, is the name of a venture that was conceptualized and started by Mrs Vandana Tyagi under the aegis of the Air Force Wives Welfare Association (AFWWA). The main aim of Umeed is supporting the special children of air warriors as well as civilians of the IAF, by way of providing them special education and vocational training so that they are able to get absorbed in various jobs and earn a decent living for themselves. The venture that started in September 2005 within the premises of the Air Force Golden Jubilee Institute (AFGJI) at Subroto Park, New Delhi, is proud of having helped special children become self reliant and contributing members of the society . Some of these children are presently working with big names like Lemon Tree Hotel and GMR. Besides providing them venues for working outside, Umeed also provides them jobs at IAF establishments like AF Canteen, AFWWA shops, regimental shops etc. Some of them also get absorbed at Umeed itself, so that they can continue to work at the same place where they have ‘grown up’. AFWWA has also supported these children to take part in Special Olympics and one of them, Khsitiz Chandra, represented India at Australia and won the Bronze medal in Short Put, 2013.

Umeed works with its team of professionals like physiotherapists, psychologists, special educators, occupational therapists, speech therapists and doctors to focus on the special abilities of various children with a view to honing their skills.

INS Trikand Enters Haifa, Israel
Towards bolstering the robust ties between Israel and India, a frontline warship of the Indian Navy, INS Trikand made a port call at the port of Haifa today 19 Aug 2015. During her four day stay at Haifa, extensive engagements are planned with the Israeli Navy. In addition to professional interactions, various sports and social engagements are planned to further enhance cooperation and understanding between the two navies. The bonds developed through such events strengthen the established mechanisms of maritime cooperation between the two countries while pursuing common goals of safe and secure seas. The previous port call at Haifa by an Indian Navy warship was in 2012.

The visit is part of the Indian Navy’s mission of building ‘bridges of friendship’ and strengthening international cooperation with friendly countries. The four day visit also aims at reaffirming the Indian Navy’s peaceful presence and solidarity with the countries in the region, thereby allowing both Israel and India, to meet the ever growing challenges of the maritime environment.

Since establishment of diplomatic relations between the two nations in 1992, bilateral interactions between India and Israel have seen rapid growth across a broad spectrum. The bilateral relationship has thrived on the common principles of democracy, liberal outlook and similar strengths of the knowledge industry. Within this conducive environment of warmth friendship, Defence and agriculture have become the main pillars of bilateral engagements. India has acquired critical defence technologies from Israel, notable among them being the Barak-I missile system for the Indian Navy.

INS Trikand, commanded by Captain Vinay Kalia, is the latest warship of the Indian Navy equipped with a versatile range of weapons and sensors enabling to address threats in all the three dimensions – air, surface and sub-surface. The visiting ship is part of the Indian Navy’s Western Fleet and is under the operational command of the Flag Officer Commanding-in-Chief, Western Naval Command, with its Headquarters at Mumbai.

Indo-Australian Bilateral Co-operation in the field of security
A bilateral meeting between India and Australia was held here today to discuss the bilateral co-operation between the two countries. The visiting Australian Minister of Defence, Mr. Kevin Andrews and the Minister of State for Home Affairs Shri Kiren Rijiju discussed intelligence sharing, combating international terrorism, cyber security and better working relations for border and maritime security. They also touched upon the issues of stability of Asia Pacific region, security of sea lanes of communication.

The two leaders underscored the growing depth of the Australia-India strategic partnership and building on converging interests, shared values and common democratic institutions in today’s meeting. They also discussed bilateral collaboration across the security spectrum, including in counter terrorism, cyber policy and maritime security.

The two leaders also discussed the follow-up of the financial action task force in Brisbane, Australia in June 2015 and addressed deficiencies in implementation of the recommendations with regard to terror financing. Shri Rijiju also raised the issue of sponsored terrorism by some neighboring countries and global efforts to curtail terror funding. The visiting Defence Minister also discussed the situation in the middle-east and in Afghanistan and expressed his concern. They also agreed for enhanced co-operation in the areas of mutual interest of both the countries.

The visiting Australian Defence Minister is attending the Second Australia-India Defence Minister’s dialogue. The Australian delegation included the High Commissioner and Defence Attaches of Australia in India. Both the countries agreed to further enhance bilateral assistance in the areas of mutual co-operation and extend the co-operation to newer areas.

Telecom Service Providers Told to Improve Quality of Service
Department OF Telecom has told telecom service providers to improve quality of service and for this purpose focus should be on improving capital expenditure and optimize resource utilization. At a meeting held under the chairmanship of Secretary, Department of Telecom with CEOs of Telecom Service Providers various issues related to call drops were discussed.

A presentation was made by the industry claiming to have made investment of Rs.1,34,000crores out of which Rs.24,000 crores was for capital equipment with a CAPEX to revenue ratio of 73% against global coverage of 12-18%. DoT mentioned that Rs.1,10,000crores was towards the spectrum acquired through auction and can’t be counted towards investment for reinforcement of infrastructure by way of installing towers and base stations. If this expenditure on spectrum is taken out, it is only about 13%. It was stressed that the operators need to augment the infrastructure by way of additional towers and base stations in order to address the issue of call drops and Quality of Service

The operators also pointed out that there is a technological shift in the usage spectrum whereby now more data is being used as compared to the voice and there is a shift from 2G to 3G/LTE services. They also mentioned that call drop is a worldwide phenomenon whenever such transformation takes place. It was mentioned by DoT that when such transformation is taking place, it is expected that the telecom companies should take necessary steps in advance to meet the challenge. They must optimally allocate the resources for various services in all the frequency bands i.e. 800 MHz/900 MHz/1800 MHz/2100 MHz/2300 MHz so that customers do not suffer. Thus, the contention of change in traffic pattern and technology migration as a major reason for call drops is not tenable.

During their presentation, service providers requested to declare the telecom services and the infrastructure as essential services expedite spectrum harmonization, adopt uniform rules for towers and Row across the country, permit installation of sites on government land/ building and cantonment areas apart from additional spectrum being made available for mobile services. It was informed that operators are already aware of the fact that Hon’ble Minister has addressed Chief Ministers and Minister of Urban development to allow installation of towers on Government lands and buildings. Subsequently, consequent to the meeting of Secretary(T) with Secretary, Urban Development, it has been decided in principle to allow installation of mobile towers in government building subject to technical feasibility and the operators should provide in-building solution for better coverage. Some State Governments have already finalised policy for towers in their State. The projected acute shortage of towers due to non-cooperation of State Government and local bodies can’t be accepted as a reason for the call drops in last 4-6 months as this problem has assumed severe proportion during this period. There is an immediate requirement of rigorous optimization exercise to be taken up by all service providers. The operators assured that they will take necessary action for optimization of network and will do it on regular basis which will improve the performance of worst affected cells to some extent even without addition of new equipment

With regard to the request for harmonization of frequencies with Defence, it was assured that Wireless Adviser is already in discussions with the operators on this issue and substantial progress has been achieved in this direction. Close cooperation of Telecom Service Providers is also required in this exercise. It was pointed out that one operator has indicated during such exercise that they will take approximately six month time for harmonization of frequencies with Defence which is likely to be conducted during the five-phase operations. This kind of time frame is unacceptable and it is necessary to expedite the process by one and all. With reference to change of frequencies consequent to expiry of licences in Delhi, Mumbai and Kolkota, it was pointed out that operators were aware of the frequency spots which were being allotted to them and they should have taken all necessary steps to replace repeaters/base stations, etc. wherever required. The operators were also advised that they may carry out this exercise in advance for various other circles where licensees are going to expire later this year.

After detailed deliberations on the subject, Secretary, Telecom emphasized that Government is already extending all possible support on the issue of dispelling of unfounded fears from EMF radiation and other issues raised by TSPs. He further asked the TSPs to take various actions on priority basis for improving QoS which inter-alia includes deployment of additional sites to ensure optimum coverage, use of geo-spatial tool for micro-analyzing time-spatial performance, real time network optimization and load balancing, deployment of separate Network quality enhancement team, installation of low power small cells to address coverage holes, use of in-building solutions for indoor coverage apart from commensurate investment in Network up-gradation for ensuring QoS etc.

Government Working Positively on 9 of the 12 Demands of Trade Unions : Bandaru Dattatreya

Appeals to Trade Unions to Reconsider Call for Proposed Strike Tomorrow

Shri Bandaru Dattatreya, the Minister of State(IC) for Labour and Employment held a press conference here today. Elaborating on the initiatives and continuing efforts of the Government to address the issues and concerns of the Trade Unions for the welfare of workers, the Minister said that of the twelve demands of Trade Unions, the Government is positively working on at least nine demands. Shri Dattatreya said that as already assured while taking Labour Law reforms, the Trade Unions will be consulted. In continuation of earlier appeal to Trade Unions on 27th August, 2015, the Minister appealed again to reconsider their call for proposed strike tomorrow in the interest of workers and the Nation.

Inthis context, Shri Bandaru Dattatreya has sent a letter to to striking Trade Unions.

Here is the text of the letter-

“Dear

“This is with reference to my letter and appeal to you for reconsidering your call for strike on 2nd of September 2015 in the light of demands raised by the Central Trade Unions. While requesting you to reconsider your decision, I would like to bring the following to your consideration.

“The Charter of Demands given by you has been on high priority for me. I had held meeting with you on 19th Nov., 2014 to discuss the issues concerning the Charter of Demands. Thereafter, another meeting was held on 15th May, 2015 where Shri Dharmendra Pradhan, Hon’ble MoS (IC) for Petroleum and Natural Gas and Shri Piyush Goyal, Hon’ble MoS (IC) for Power also participated. The Inter-Ministerial Committee (IMC), constituted by Hon’ble Prime Minister, held its first meeting with you on 19th July, 2015.

“The second meeting of IMC to discuss the various issues relating to the Charter of Demands with Central Trade Unions was held for two days on 26th& 27th August, 2015.

“In view of the suggestions given by you in the meetings held by Inter-Ministerial Committee, the Government assured the following:

1. “Government is seriously considering amendments to the Minimum Wages Act to give minimum wages to all workers. As per the proposed amendment, the Central Government will prescribe National Minimum Wage for three different categories of States. It would be mandatory for the States to fix their minimum wage not below the National Minimum Wage so prescribed by the Central Government. If the minimum wage already notified by a State is higher than the National Minimum Wage prescribed by the Central Government, the higher notified minimum wage shall prevail.

“While prescribing the National Minimum Wage the norms given by ILC and Supreme Court judgement will be taken into consideration. At present the National Floor Level Minimum Wage is Rs. 160 per day but with the implementation of the said norms the minimum wage would be not less than Rs. 273 per day.

2. “For the purpose of bonus, the wage eligibility limit and calculation ceiling would be appropriately revised. It is proposed to revise the wage eligibility limit from Rs. 10,000 to Rs. 21,000 and calculation ceiling from Rs. 3500 to Rs. 7,000 or the minimum wage notified by the appropriate Government for that category of employment, whichever is higher. With the proposed revision of the minimum wages, the average calculation ceiling would be about Rs.10,000.

3. “The Government has taken many steps for the social security of all the workers, especially unorganized workers. The Government is working out ways to include construction workers, rickshaw pullers, auto rickshaw drivers and volunteers of different schemes like Aanganwadi Centres, Mid Day Meal Centres etc. For organized workers also many initiatives have been taken like Universal Account Number (UAN) for portability of account for EPFO members and Second Generation Health Reform Initiatives by ESIC.

4. “Regarding contract workers, a comprehensive review of the existing Act is being considered. The main features of the proposed revised Act would be deployment of contract labour through registered staffing agencies to be encouraged to ensure social security coverage and same working condition for contract workers as that of the regular workers. The issue of same wages to contract workers as that of regular workers for same nature of work requires wider consultation and a committee will be constituted for this purpose, if required.

5. “Government has already enhanced minimum pension for EPFO members and every pensioner gets minimum pension of Rs.1,000 per month perpetually.

6. “Labour Law reforms will be based on tripartite consultations as already stated by the Hon’ble Prime Minister. The States are also being advised to follow the tripartite process. I have held many tripartite consultation meetings with you on proposed labour law amendments. In future also, the tripartite consultation will be held for any proposed change in the labour laws.

7. “For strict adherence to Labour Law enforcement, advisory has been issued to the States and strict monitoring has been initiated by the Central Government. I have written a D.O. letter dated 25.05.2015 to Chief Ministers of all the States for strict enforcement of Labour Laws. Secretary (L&E) has also written D.O. letters dated 27.05.2015 and 26.08.2015 to Chief Secretaries of all the States in this regard. A circular for strict enforcement of labour laws was also issued by the Chief Labour Commissioner (Central) on 26/08/2015.

8. “For employment generation, the Government has taken many initiatives like Make in India, Skill India, Mudra Yojana and National Career Service Portal etc.

9. “Abolition of interviews for all recruitments at relatively junior level jobs which do not require any special knowledge/expertise is being done for transparency and expediting the process of recruitment.

10. “Inflation is lowest in last many years except for two items, onions and pulses. Government is taking necessary steps to contain the prices of these two commodities also.

11. “The Hon’ble Finance Minister in his concluding remarks has very clearly said that the new Government has charted out a very pragmatic economic agenda for the benefit of everyone, especially those who are poor and disadvantaged section of the society. However, this agenda needs your support and will appreciate if we can get your valuable inputs on this. He has also assured that for this a continuous dialogue will be maintained with the labour unions.

12. “He also mentioned that as far as the FDI in Railways is concerned, it is necessary because Railways require huge investment for upgrading the .infrastructure. This is possible only with the help of private sector and hence FDI is being allowed in railways and the FDI will be only in infrastructure and will not be allowed in the operation of Railways.

13. “As far as FDI in Defence is concerned, the Finance Minister has explained that India is the largest importer of military hardware in the world and this means a large amount of funds are being paid in foreign exchange to outsiders including private organizations. On the other side when we produce military hardware within the country, we not only save in terms of foreign exchange but also create many jobs within the country. Hence it is very important that we take advantage of FDI in defence to achieve three objectives of (i) saving foreign exchange, (ii) creation of jobs and (iii) more importantly to ensure that we are not dependent on outsiders for the security of the nation.

Finally, as the Hon’ble Prime Minister has already stated, the journey of labour reforms will not be meaningful until we have dialogue and consultation with the labour and labour unions. I assure that we will have consultations with labour unions and give due weightage to the views of labour unions in all such initiatives including the initiatives of other Departments which may affect the labour.

Joint Statement between the United Arab Emirates and India

1. Prime Minister of India Shri Narendra Modi visited the United Arab Emirates from 16-17 August 2015 at the invitation of His Highness Crown Prince Mohamed Bin Zayed AI Nahyan.

2. The visit of an Indian Prime Minister to UAE after 34 years marks the beginning of a new and comprehensive strategic partnership between India and UAE in a world of multiple transitions and changing opportunities and challenges. .

3. In recent decades, UAE's economic progress has been one of the global success stories, transforming the nation into a regional leader and a thriving international centre that attracts people and business from across the world. India has emerged as one of the major world powers, contributing to the advancement of global peace and stability. India's rapid growth and modernization, along with its talented human resources and large markets, make it one of the anchors of the global economy. The dynamism of the two countries have translated into a rapidly expanding economic partnership, making India UAE's second largest trading partner; and UAE not only India's third largest trading partner, but also India's gateway to the region and beyond. .

4. India and UAE share centuries-old ties of commerce, culture and kinship. Today, the Indian community of over 2.5 million is a major part of UAE's vibrant society and its economic success. It also makes a significant economic contribution to India and constitutes an indelible human bond of friendship between the two nations. .

5. An extensive framework of agreements, including economic, defence, security, law enforcement, culture, consular and people-to-people contacts constitute solid bedrock for elevating bilateral cooperation across the full spectrum of our relationship.

6. Today, as India accelerates economic reforms and improves its investment and business environment, and UAE becomes an increasingly advanced and diversified economy, the two countries have the potential to build a transformative economic partnership, not only for sustained prosperity of their two countries, but to also advance progress in the region and help realise the vision of an Asian Century. .

7. Yet, their common vision of progress and prosperity faces challenges from many shared threats to peace, stability and security in the region. A shared endeavour to address these challenges, based on common ideals and convergent interests, is vital for the future of the two countries and their region.

8. UAE is at the heart of the Gulf and West Asia region and its major economic hub. India, with seven million citizens in the Gulf, also has major energy, trade and investment interests in the region. The two nations also share a commitment to openness, peaceful coexistence and social harmony that are based on their cultural traditions, spiritual values and shared heritage. UAE is a shining example of a multi-cultural society. India is a nation of unparalleled diversity, religious pluralism and a composite culture. .

9. The two nations reject extremism and any link between religion and terrorism. They condemn efforts, including by states, to use religion to justify, support and sponsor terrorism against other countries. They also deplore efforts by countries to give religious and sectarian colour to political issues and disputes, including in West and South Asia, and use terrorism to pursue their aims. .

10. Proximity, history, cultural affinity, strong links between people, natural synergies, shared aspirations and common challenges create boundless potential for a natural strategic partnership between India and UAE. Yet, in the past, relations between the two governments have not kept pace with the exponential growth in relations between their people or the promise of this partnership. However, the need for a close strategic partnership between UAE and India has never been stronger or more urgent, and its prospects more rewarding, than in these uncertain times. .

11. Today, in Abu Dhabi, His Highness Crown Prince Mohamed Bin Zayed AI Nahyan and Prime Minister Shri Narendra Modi agreed to seize this historic moment of opportunity and shared responsibility to chart a new course in their partnership for the 21st century. The leaders agreed on the following: .

I. Elevate the India-UAE relationship to a comprehensive strategic partnership.

II. Coordinate efforts to counter radicalization and misuse of religion by groups and countries for inciting hatred, perpetrating and justifying terrorism or pursuing political aims. The two sides will facilitate regular exchanges of religious scholars and intellectuals and organise conferences and seminars to promote the values of peace, tolerance, inclusiveness and welfare that is inherent in all religions.

III. Denounce and oppose terrorism in all forms and manifestations, wherever committed and by whomever, calling on all states to reject and abandon the use of terrorism against other countries, dismantle terrorism infrastructures where they exist, and bring perpetrators of terrorism to justice.

IV. Enhance cooperation in counter-terrorism operations, intelligence sharing and capacity building.

V. Work together for the adoption of India’s proposed Comprehensive convention on International Terrorism in the United Nations.

VI. Work together to control, regulate and share information on flow of funds that could have a bearing on radicalization activities and cooperate in interdicting illegal flows and take action against concerned individuals and organizations.

VII. Strengthen cooperation in law enforcement, anti-money laundering, drug trafficking, other trans-national crimes, extradition arrangements, as well as police training.

VIII. Promote cooperation in cyber security, including prevention on use of cyber for terrorism, radicalization and disturbing social harmony.

IX. Establish a dialogue between their National Security Advisors and National Security Councils. The National Security Advisors, together with other high level representatives for security from both nations, will meet every six months. The two sides will also establish points of contact between their security agencies to further improve operational cooperation.

X. Cooperate to strengthen maritime security in the Gulf and the Indian Ocean region, which is vital for the security and prosperity of both countries.

XI. Promote collaboration and inter-operability for humanitarian assistance and evacuation in natural disasters and conflict situations.

XII. Strengthen defence relations, including through regular exercises and training of naval, air, land and Special Forces, and in coastal defence. India warmly welcomed UAE's decision to participate in International Fleet Review in India in February 2016.

XIII. Cooperate in manufacture of defence equipment in India.

XIV. Work together to promote peace, reconciliation, stability, inclusiveness and cooperation in the wider South Asia, Gulf and West Asia region.

XV. Support efforts for peaceful resolution of conflicts and promote adherence to the principles of sovereignty and non-interference in the conduct of relations between nations and settlement of disputes.

XVI. Call on all nations to fully respect and sincerely implement their commitments to resolve disputes bilaterally and peacefully, without resorting to violence and terrorism.

XVII. Establish a Strategic Security Dialogue between the two governments.

XVIII. Recognising that India is emerging as the new frontier of investment opportunities, especially with the new initiatives by the Government to facilitate trade and investment, encourage the investment institutions of UAE to raise their investments in India, including through the establishment of UAE-India Infrastructure Investment Fund, with the aim of reaching a target of USD 75 billion to support investment in India's plans for rapid expansion of next generation infrastructure, especially in railways, ports, roads, airports and industrial corridors and parks.

XIX. Facilitate participation of Indian companies in infrastructure development in UAE.

XX. Promote strategic partnership in the energy sector, including through UAE's participation in India in the development of strategic petroleum reserves, upstream and downstream petroleum sectors, and collaboration in third countries.

XXI. Further promote trade between the two countries, and use their respective locations and infrastructure for expanding trade in the region and beyond; and, with the target of increasing trade by 60% in the next five years.

XXII. Tap India's expertise in Small and Medium Enterprises to create a vibrant industrial base in UAE, which could also be of benefit to Indian enterprises.

XXIII. Strengthen cooperation between UAE's increasingly sophisticated educational institutions and India's universities and higher research institutions. Promote scientific collaboration, including in the areas of renewable energy, sustainable development, arid agriculture, desert ecology, urban development and advanced healthcare.

XXIV. Promote cooperation in Space, including in joint development and launch of satellites, ground-based infrastructure and space application. Prime Minister Modi welcomed UAE's plan to set up the West Asia's first Space Research Centre at AI Ain and plans to launch a Mars Mission in 2021.

XXV. Cooperate in peaceful uses of nuclear energy including in areas like safety, health, agriculture and science and technology.

XXVI. The 70th anniversary of the United Nations is an occasion to press for early reforms of the United Nations, and that the Inter-Governmental Negotiations on the reforms of the UN Security Council should be concluded expeditiously. Prime Minister thanked UAE for its support for India's candidature for permanent membership of a reformed United Nations Security Council.

XXVII. The finalization of the post-2015 Development Agenda with elimination of poverty by 2030 as its core objective was a welcome development.

XXVIII. The International Conference on Climate Change in Paris in December 2015 should produce an effective agreement, which includes provision of means and technologies to developing countries to transition to clean energy.

XXIX. The overwhelming global response to the International Day of Yoga was a reflection of global community's ability to come together to seek a peaceful, more balanced, healthier and sustainable future for the world. Prime Minister thanked UAE for its strong support to the International Day of Yoga on June 21 this year.

XXX. India and UAE were shining examples of open and multicultural societies, which should work together to promote these values for a peaceful and inclusive global community. India and UAE will also enhance cultural and sports exchanges in each other's countries.

XXXI. People-to-people were at the heart of India-UAE relations and both governments will continue to nurture these relations and ensure the welfare of their citizens, especially the workers, in each other's country, as also work together to prevent human trafficking.

12. Prime Minister thanked His Highness the Crown Prince for his decision to allot land for construction of a temple in Abu Dhabi.

13. His Highness the Crown Prince and the Prime Minister resolved to maintain regular summits, high level ministerial dialogue and meetings of bilateral mechanisms to realize their vision of a strong comprehensive strategic partnership. They are confident that it would play a defining role in securing a future of sustained prosperity for their people and shaping the course of their region, and also contribute to a peaceful, stable, sustainable and prosperous Asia and the world.

Air Marshal SB Deo AVSM VM VSM took over the command of Western Air Command on 01st September 2015.

Commissioned into the Fighter stream on 15 Jun 1979, the Air Marshal has more than 4000 hours of operational and training flying. He has held various important assignments at various stages of his service. The Air Marshal has been a Fighter Combat Leader, A2 qualified instructor and Directing Staff at TACDE. He is an alumnus of Defence Services Staff College Wellington.

Air Marshal SB Deo AVSM VM VSM was Chief Operations Officer of a frontline forward base and commanded Air Force Station Jodhpur. Prior to taking over as Air Officer Commanding in Chief of Western Air Command, he was Director General Air Operations at Air Headquarters and Air Officer Commanding in Chief of Eastern Air Command.

The Air Officer Commanding-in-Chief was presented an impressive ceremonial Guard of Honour in front of HQ Western Air Command.

The Air Marshal is married to Mrs Anjna Deo and they have a son who is a fighter pilot. He is an avid reader and is interested in creative writing and technology.

Excerpts of PM’s remarks at the roundtable meeting with business leaders at Masdar city


(दुनिया में जो) इंस्टिट्यूशन्स हैं जो रेटिंग करते हैं, सब एक बात पर सहमत हैं कि आज दुनिया के बड़े देशों की fastest growing economy भारत है। अब मैं मानता हूं कि विकास की संभावनाएं बहुत हैं। दुनिया यह भी कहती है कि 21वीं सदी एशिया की सदी है।

एक तरफ भारत में तेज़ गति से विकास हो रहा है, दूसरी तरफ दुनिया की नज़र एशिया की तरफ है। लेकिन क्या यू.ए.ई. के बिना एशिया अधूरा है कि नहीं है? और इसलिए हम एशिया का उज्ज्वल भविष्य देखना चाहते हैं, तो मैं स्पष्ट देख रहा हूं कि यू.ए.ई. उसकी मुख्य आर्थिक धारा के केंद्र बिंदु में होना चाहिए। भारत की संभावनाएं और यू.ए.ई. की शक्ति - ये दोनों के जुड़ने से, ये जो 21वीं सदी एशिया की सदी है, वो सपना पूरा हो सकता है। और उस अर्थ में मैं समझता हूं कि हमने आगे की हमारी सोच, योजना पर आगे बढ़ना है।

यहां कुछ कठिनाइयों के संबंध में मेरे सामने जानकारी आई है। कल भी मेरी विस्तार से कई महानुभावों से विस्तार से बात हुई उसमें भी कुछ-कुछ विषय निकले हैं। अब ये जो कठिनाइयां हैं, वो मुझे विरासत में मिली हैं। लेकिन मुझे विरासत में मिली हैं, इसलिए मैं भाग नहीं सकता हूं। क्योंकि मैं जो अच्छाइयां हैं वो तो ले लूं, और बुराइयां हैं उसको छोड़ दूं, ऐसा तो कोई दुनिया का नियम नहीं हो सकता है। लेकिन मैं आज आपको इतना विश्वास दिलाता हूं कि सरकार की अपनी अनिर्णायकता के कारण, lethargy के कारण indecisiveness के कारण, गलत perception के कारण जो चीजें रुकी हैं - उसको मैं सबसे पहले सुलझाने की दिशा में प्रयास करूंगा।

कुछ चीज़ें हैं को काफी complicated हैं, वो कोर्ट-कचहरी का मसला बन गया है उसमें कुछ मेरी भी मजबूरियां रहेंगी। उसका solution कैसे हो, और मैं पहले एक काम करूंगा, हमारे Commerce Minister को यहां भेजूंगा। और मैं उनसे आग्रह करूंगा कि वो concerned लोगों से सीधा उनकी बात सुनें, उनकी समस्याओं को समझें, और उसका रास्ता खोजें। और उस दिशा में बहुत ही निकट मेरा सबसे पहला काम ये होगा और मैं समझता हूं उससे काफी चीज़ें सुलझना शुरू हो जाएगा।

आप देखते हैं, आज भारत में विकास की बहुत संभावना है। एक तो तीस साल के बाद पहली बार भारत में पूर्ण बहुमत वाली सरकार बनी है। और लोकतंत्र में पूर्ण बहुमत वाली सरकार होने से एक निर्णायकता होती है, स्पष्ट vision के साथ implementation के लिए कदम उठाने की सुविधा रहती है, जो इस नई सरकार को प्राप्त हुई है। और उसी के कारण हमने बहुत महत्वपूर्ण निर्णय किए हैं।

पहली बार देश में रेलवे इन्फ्रास्ट्रकचर में 100% Foreign Direct Investment को हमने open up कर दिया है। Defence Manufacturing एक बहुत बड़ा क्षेत्र है। Global Market भी है। Third World Countries एक बहुत बड़ा मार्केट है। अगर हम मिल कर के Defence Manufacturing के क्षेत्र में आगे बढ़ते हैं, मैं समझता हूं “Sky is the Limit”। और इसके लिए हमने in general, 49% FDI open up कर दिया है। लेकिन hi-tech industry अगर है, defence में, तो उसमें हम 100% तक जा सकते हैं - ये अपने आप में बहुत बड़ा है।

हमने insurance क्षेत्र को 49% खोल दिया है। Real Estate - और मैं मानता हूं कि भारत में Infrastructure Development and Real Estate - उसकी बहुत संभावनाएं हैं। एक तो सरकार का अपना एक कार्यक्रम है: 2022, जबकि भारत अपनी आजादी के 75 साल मनाएगा, हम 50 million affordable houses बनाना चाहते हैं, low cost. 50 million houses बनाना मतलब भारत के अंदर अनेक छोटे-छोटे नए देश बनाना। बहुत सारे दुनिया के देश हैं कि जिनके यहां total 50 million houses नहीं हैं। इतना बड़ा काम मुझे सात साल में करना है। और जैसे फैज़ल ने कहा, नई technology. मैं जरूर आपके यहां आउंगा, मैं देखूंगा।

मैं चाहता हूं हमें technology भी चाहिए, हमें speed के लिए भी चाहिए and quality construction के लिए भी चाहिए। और low cost housing एक बहुत बड़ा मेरे दिमाग में काम है। भारत को आगे बढ़ाने के लिए मुझे infrastructure भी बढ़ाना है, infrastructure को upgrade भी करना है।

जहां पुराना infrastructure है उसको… अब जैसे रेलवे अगर पुरानी है तो मुझे speed बढ़ानी है। रेलवे स्टेशन, मेरे यहां more than 500 railway stations हैं, जिनको मैं एक प्रकार से बहुत बड़े business hubs में convert करना चाहता हूं। आज हिंदुस्तान में आप जानते हैं, heart of the city railway stations हैं लेकिन ऊपर सब खाली है। क्यों न मैं उस रेलवे स्टेशन के ऊपर 20 मंजिल, 50 मंजिल बड़ी-बड़ी इमारतें बनाऊं 200-200-400 rooms के hotels बनाऊं, बहुत बड़े malls बनाऊं? 500 रेलवे स्टेशन्स! कितना बड़ा development होगा! तो इन चीज़ों को लेकर के हम काम करना चाहते हैं।

Agriculture sector. Agriculture sector में cold storage network, warehousing network… आज भारत में 30% agro product रख रखाव की व्यवस्था के अभाव में waste जाता है। और मैं मानता हूं agro product का waste जाना एक प्रकार का crime है। अगर हम नहीं रख सकते, तो गरीब को देना चाहिए, उसका पेट भरना चाहिए। मैं ये 30% को बचाना चाहता हूं। जो मैं, मेरे देश की आवश्यकता तो पूरी हो जाती है, लेकिन जो अतिरिक्त होगा दुनिया के गरीब देशों के लिए काम आना चाहिए। मैं warehousing, cold storage - इसका बड़ा network खड़ा करना चाहता हूं।

आपकी बात सही है कि आज globalization के युग में Port Sector की बहुत संभावनाएं हैं। और देशों की तुलना में हम काफी पीछे हैं, लेकिन पिछले दिनों हमने काफी गति बढ़ाई है। Public Private Partnership model को हमने promote किया है। हमने इन दिनों काफी नए policy decisions लिए हैं Port Sector के development के लिए। और मैं मानता हूं कि उसका लाभ यू.ए.ई. तो सबसे ज्यादा ले सकता है क्योंकि आपका experience है और आप world की largest companies के साथ जुड़े हुए हैं। तो भारत के साथ मिल कर के port development के साथ-साथ मेरे दिमाग में Port-led Development है। और जब मैं Port-led Development कहता हूं तो Port Infrastructure, Port में Modern Technology, at the same time, Connectivity with Cold Storage, Warehousing, Port, Road, Rail, and hinterland access - इन सारी चीज़ों को जोड़ करके मैं Port-led Development के concept को आगे बढ़ाना चाहता हूं। और huge potential पड़ा हुआ है।

भारत ने tourism को tap नहीं किया है। आज दुनिया में tourism 3 trillion dollars का business है। भारत का contribution बहुत ही कम है। Hospitality Industry के लिए भारत में बहुत संभावनाएं हैं। दुनिया के लिए अजूबा है भारत क्या कर सकता है। मैं इसको आगे बढ़ाना चाहता हूं। और मैं समझता हूं कि आप लोगों ने जिस level पे काम को बढ़ाया है, आज आप दुनिया को यहां का रेगिस्तान देखने के लिए मजबूर कर सकते हैं। ये ताकत आपने दिखाई है। तो भारत के पास तो बहुत कुछ है। थोड़ा आपकी expertise हमारे साथ जुड़ जाए, तो सारी दुनिया को हम आकर्षित कर सकते हैं। तो tourism के लिए बहुत संभावनाएं हैं।

तो मैं कहता हूं कि कोई भी क्षेत्र उठा लीजिए आज, भारत संभावनाओं से भरा हुआ है। जैसे आपने कहा solar energy, wind energy, renewable energy. 188 GigaWatt – 100 Solar Energy, 75 Wind Energy, and 13 Renewable Energy from “Waste to Wealth”. मैं समझता हूं ये एक बहुत बड़ी opportunity है। हम Solar Energy Equipment manufacturing भी वहां चाहते हैं, हम Solar energy Instalment भी चाहते हैं, हम Power Generation की दिशा में जाना चाहते हैं, और Global Warming की जो चिंता है दुनिया की, we are one-sixth population of the world! अगर हम एक कदम चलते हैं, एक कदम सुधार करते हैं तो दुनिया की one-sixth समस्या का समाधान देते हैं। इतनी बड़ी ताकत है। हम global environment को कितना positively impact कर सकते हैं! मैं समझता हूँ कि आप सबके सहयोग से, इस बात को हम आगे बढ़ा सकते हैं इंस्टिट्यूशन्स हैं जो रेटिंग करते हैं, सब एक बात पर सहमत हैं कि आज दुनिया के बड़े देशों की fastest growing economy भारत है। अब मैं मानता हूं कि विकास की संभावनाएं बहुत हैं। दुनिया यह भी कहती है कि 21वीं सदी एशिया की सदी है।

यहां जो हमारे मित्र बैठे हैं - अगर proper environment मिलता है तो कितने successful होते हैं - उनकी story एक-एक अपने आप में सफलता की बातें हैं। मैं चाहूंगा कि आप सब मिल कर के - चाहे इस तरफ हो, चाहे उस तरफ हो - मैं आपको यहां निमंत्रण देने आया हूं।

और मैं मानता हूं आज भारत में 1 trillion dollars की immediate investment की संभावनाएं हैं। अब मैं 1 trillion बोलता हूं तो ऐसे नहीं कि मुझे समझ नहीं है इसलिए मैं बोल रहा हूं। मुझे पक्की समझ है कि 1 billion और 1 trillion का क्या फर्क होता है उसके बाद भी मैं जिम्मेवारी से कहता हूं कि 1 trillion dollars की संभावनाएं immediate पड़ी हैं। और मैं चाहूंगा कि भारत के बहुत dynamic, progressive policies हैं, एक stable government है, decisive government है, और मैं आज आपके घर सामने से आया हूं।

मैं देख रहा हूं, मैं कल से जो महसूस कर रहा हूं, मुझे खुद को शर्मिंदगी महसूस हो रही है, कि हमने 34 years क्यों गंवा दिए हैं? मैं खुद महसूस कर रहा हूं। और इसलिए मैं आज मैं उन सभी 34 years की कमी को भी पूरी करके जाना चाहता हूं।

तो मैं आप सबका बहुत-बहुत आभारी हूं। और मैं आपको निमंत्रण देता हूं कि आप आईए भारत और हम सब मिल कर के 21वीं सदी एशिया की सदी कैसे बने, हम उस आर्थिक विकास की ऊंचाइयों को कैसे ले जाएं ताकि दुनिया के सामान्य-सामान्य व्यक्ति की भलाई में हम काम आएं। मेरा आप सबको निमंत्रण है और मैं His Excellency का आभारी हूं कि वो स्वयं आए, और आप सबसे मिलने का मुझे अवसर दिया।
