Air Vice Marshal Ajit Prasad Tyagi (13010) Meteorology was commissioned on 30 Dec 1972 in the Meteorology Branch of the IAF. In 32 years of distinguished service he has held several important appointments that include Senior Meteorological Officer of Fighter Bases, Project Scientist at the Centre for Atmospheric Services, Directing Staff at AFAC, Command Meteorological Officer at Commands HQ and Principal Director Information Technology at Air HQ. He is post-graduate in Physics from BITS, Pilani and Ph.D. in Numerical Weather Prediction. The officer has undergone Advance Met Course and Long Defence Management Course (LDMC). Presently he is Assistant Chief of Air Staff (Meteorology) at Air HQ.

Right from the initial stage in IAF, Air Vice Marshal Tyagi has been actively engaged in the Research and Investigation Studies connected with operational meteorological problems and has more than thirty papers published in leading journals. Whilst being the Project Scientist with Centre for Atmospheric Sciences, Indian Institute of Technology, Delhi, he developed Regional Numerical Weather Prediction Model and gained in-depth knowledge and vast experience in data processing on mainframe computers like ICL 2900, Cyber 170, NEC S-1000 and Cray X-MP Super computer.

Air Vice Marshal Tyagi was appointed as Director Information Technology wef 19 Nov 2001. As a Director, he displayed high degree of initiative, drive and organizing capabilities by establishing Software development centre, hardware repair facilities at Air HQ Computer Centre and introducing advanced computer training in the IAF. In spite of manpower constraints, he planned and successfully implemented first phase of Camp Area Network (CAN) Project at Air Force Station Pathankot and supervised in house software development for a fighter Sqn and Operational Risk Management (ORM). The officer has been instrumental in formulating IT Roadmap for IAF.

Group Captain Vijay Kumar Kapur (13410) Logistics was commissioned on 14 Jul 1973 in the Logistics Branch of the IAF. In over 30 years of distinguished service, he has held important field and staff appointments, which include Chief Logistics Officer at Base Repair Depot, CLMO at Maintenance Command and Joint Director POL at Air HQ. He was also associated with establishment of logistics facilities for the units located in remote areas. He has been commended by the CAS and AOC-in-C. Presently he is Commanding Officer of an Equipment Depot (ED). As Commanding Officer of the Equipment Depot, Gp Capt Kapur supported the largest overhaul and maintenance Base of the IAF Since taking over command on 02 Sep 2002, he was actively engaged in extensive planning and timely procurement of all mandatory and critical non-mandatory spares so as to meet production targets of overhaul of AN-32 aircraft, repair of R-29 engines, Viper engines and M-53-P-2 engines of Mirage aircraft. Non moving inventory worth of Rs 288.32 Crore has also been correctly identified/utilized under his command.

With his personal vision and commitment, Gp Capt Kapur has been able to bring in attitudinal change in the personnel under his command. With his exceptional leadership qualities, he has been able to motivate and get all his personnel to work collectively, which has resulted in proactive Logistics support not only to both the major Repair Depots but also to all dependent operating units in the field.

Group Captain Pankaj Tyagi (13901) Med was commissioned on 16 Jan 1975 in the Medical branch of the IAF. During his 29 years of service he has held important appointments including that of Assistant Professor at IAM, Bangalore, Advisor, Air India Bombay and Senior Advisor IAM. He has been commended by the AOC-in-C. Presently he is on the posted strength of HQ WAC since 07 Jan 02 as Dy PMO (S). Gp Capt Tyagi is a renowned Aviation Medicine Specialist who has to his credit a number of very prestigious scientific papers. His field of research has covered almost all topics of relevance, which have won accolades from professionals in the field of aviation. He has very competently managed the civil aviation medical duties in India and abroad.

He has been the Editor of the first draft of 'The Text Book on Aviation Medicine' and has been the Editor of Indian Journal of Aerospace Medicine for four years. He has made the IAF proud while representing it in various Committees at DRDO, DGCA and ISRO. He conceived a very thought provoking service paper on 'Nuclear and Biological Warfare' during Op Parakram. He was also instrumental in the design of Operating schedules for aircrew on sudden induction to high altitudes.

Group Captain PC Grover (14400) Administration/Legal was commissioned on 23 Jan 1976 in the Administrative branch of the IAF and joined the Department of Judge Advocate General (Air) in 1981. He has held important legal assignments at various Command HQ and Air HQ. He has been commended by AOC-in-C and the CAS. Presently, he is Judge Advocate General (Air) since 01 Nov 2001. As CJA at various Command HQs, Gp Capt Grover's advice has always been sound, meaningful and forthright. The legal acumen and professional knowledge of the officer has contributed immensely in successful defence of civil litigation cases on behalf of the Government. He has been monitoring the progress of about 2600 court cases to safeguard the interest of the State. His personal involvement in settling a large number of civil litigation in the recent past has exhibited his deep sense of commitment and high degree of professionalism. Through his timely intervention and professional competence, he has ensured that decisions of the courts went in favour of Union of India/Air Force. In certain cases he strove hard and got some adverse decisions reversed in appeal thus saving the Government heavy expenditure. The percentage of cases decided in the favour of Air Force has shown distinct increasing trend and Contempt of Court Cases have never attained any alarming proportion.

He has taken upon the task of updating the Regulations for the Air Force as well as Guides for Units on Civil Suits and Service Contracts. These publications are bound to be of immense use while dealing in legal matters and safeguard interests of the IAF. He has also been regularly involved in delivering lectures on Air Force Law and allied subjects for various courses at Institute of Military law, DSSC, CAW and Capsules for Senior Officers Command Orientation.

With his exceptional professionalism, uprightness and dedication in rendering legal advice, keeping the long term interest of service as paramount, he has made substantial contribution towards improvement of discipline and morale in the IAF.

Group Captain Rajagopal Sitaraman (14713) Administration was commissioned on 29 Dec 1976 in the Administrative branch of the IAF. During his 28 years of service he has held important field and staff appointments which include Secretary, Central Airmen Selection Board, Senior Administrative Officer of a Flying Base, Command Works Officer at Maintenance Command and Deputy Director of Works at Air HQ. He has completed Long Defence Management Course (LDMC). He has been awarded commendation by the CAS. Presently, he is posted to a major Fighter Base as Chief Administrative Officer with effect from 15 Jul 2002.

Since his commissioning, he has been demonstrating his professional approach and acumen while handling key portfolios entrusted to him. As the Secretary, Central Airmen Selection Board, he amply contributed towards planning, execution and implementation of automation of recruitment procedures. This earned the appreciation and commendation by Chief of the Air Staff in 1989. In Air HQ, as the Director Personnel (Officer), he was one of the officers instrumental in formulating the appraisal policy and revision of AR Forms. As Command Works Officer at Maintenance Command, he meticulously handled budgetary issues, critical land encroachment cases and the prestigious Mirage Engine Overhaul Project at Kanpur.

As Chief Administrative Officer, the administrative support provided under the guidance of Gp Capt Sitaraman enabled the flawless conduct of the first ever joint IndoFrench exercise Ex-'GARUDA' in Feb 03. He also formulated a SOP for conduct of such exercises. The SOP was highly appreciated by Command HQ and was circulated to other Stations as guidelines.

Planning and ensuring timely completion of works services has been the forte of Gp Capt Sitaraman. By applying his professional and administrative skill, he has enabled improvement of the quality of life at the Base. In Feb 2004, the Base was again tasked for conducting a joint Indo US Exercise. Once again he exhibited his high professional competence and organizational skills in ensuring the successful conduct of the exercise.

Group Captain Munna Rajendra Singh (14768) Aeronautical Engineering (Mechanical) was commissioned on 03 Jan 1977 in the Engineering branch of the IAF. During 27 years of service he has held several important appointments including the posts of Senior Technical Officer, Chief Engineering Officer, Senior Production Engineer An-32 aircraft, staff appointments at HQ Maintenance Command, HQ Southern Air Command and Air Headquarters. He has been commended by the Chief of Air Staff in 1990. Presently, he is posted to Air Force Station, Agra since 28 Oct 02 and has been functioning as the Group Commander, Maintenance Support Group.

Under the leadership of Gp Capt Singh, the entire maintenance group functioned as a cohesive team and the serviceability of all types of aircraft operating at this Base improved considerably along with a reduction in the (AOG) percentage. With his close interaction and liaison with various overhaul agencies including BRDs and HAL, he achieved expeditious repair of Cat D items (rotables) resulting in decreased downtime of aircraft. His in-depth knowledge, vast experience and deep involvement were amply manifested when a damaged cargo middle door of an IL-76 aircraft needed urgent repair. In the absence of a designated BRD, the officer took up the challenging and complex task of preparing the repair scheme himself and working far beyond the call of duty completed the repairs within a record time of 15 days.

Managerial acumen and interpersonal skills of Gp Capt Singh were amply evident when he seamlessly accomplished the implementation of hitherto unfamiliar squadron concept at the station level. He created an environment of technical excellence in the station that prompted a series of innovations, which included multipurpose test bench, rig for flushing of hydraulic system, hydraulic reservoir pressurisation rig for An-32 aircraft and mobile corrosion treatment rig & universal hydraulic test rig for IL-76 aircraft. His untiring efforts earned laurels when the station was awarded the trophy for "Best in Maintenance" during the year 2003 in Central Air Command.

Group Captain Rajesh Kaul (14929) Administration was commissioned on 10 Jun 1977 in the Administrative branch of IAF. During his 27 years of service he has held important field and staff appointments, which include Directing Staff at Air Traffic Control Officers' Training School at Air Force Academy, Senior Air Traffic Control Officer of a Flying Station, Deputy Director Air Staff Inspection at Air HQ and Chief Adm Officer of a Fighter Base. He is a Cat AYE Air Traffic Controller. He has been commended by the CAS. Presently, he is Chief Administrative Officer of a Flying Station since 01 Oct 2002.

As Senior Air Traffic Control Officer, he was commended by Chief of Air staff for his deep involvement as user during the runway resurfacing work at his Base. At Directorate of Air Staff Inspection, apart from performing his duties as Examiner/Inspector he was responsible for proposing an alternative Runway Rehabilitation scheme employing Cationic Bitumen emulsion and for conducting successful field trials.

As Chief Administrative Officer, Gp Capt Kaul with positive attitude and forthcoming disposition, has been relentless in providing administrative support to all operational and maintenance activities at this Wing. Quality work services were undertaken to renovate/ upgrade operational buildings like Base Air Defence Centre, Operational Readiness Rooms, Flight Complex of the fighter squadron and the Control Tower. High intensity modem lights were installed in all hangars and blast pens to improve ambient lighting for night operations/servicing. To improve quality of life, the kitchens and toilets in Airmen Messes and Married Quarters were renovated in phased manner. Effective measures were adopted to reduce power tariff. Also, with persistent efforts and personal liaison with Chairman, Punjab State Electricity Board at Patiala, he succeeded in obtaining a waiver of outstanding arrears on account of electricity tariff amounting to Rs. 23 lakh. With his pioneering efforts, Air Force School, at this Base became the first and the only Air Force School to install Bhartiya Vidya Programme, a computer/TV Based teaching aid which helps take teaching beyond the blackboard. During his tenure the station was adjudged Best Administered Wing in Western Air Command in 2002 and assessed Average Plus by the Directorate of Air Staff Inspection in 2003.

Group Captain Virender Mohan Khanna (5071) Aeronautical Engineering (Mechanical) was commissioned on 25 Jul 1977 in Engineering Branch of the IAF. In 27 years of distinguished service, he has held several important appointments that include Commanding Officer of a Base Repair Depot (BRD), Chief of Aircraft at another BRD, Chief Engineering Officer at two Flying Bases, Air Staff Inspector of Air Headquarter and Senior Technical Officer of two Indian Expeditions to Antarctica. He is a graduate from Defence Services Staff College.

As Senior Technical Officer of the Indian expeditions to Antarctica, the stellar role played by the officer is evident from the success of both the expeditions. As Chief Engineering Officer at two Flying Bases, his engineering acumen ensured accident-free flying during his tenure. Also, as Chief of Aircraft at a Helicopter BRD, his professional ism and managerial ability resulted in enhan ced production which increased helicopter availability in the IAF. He was also pivotal in preparing helicopters for the UN Mission in record time of four weeks. Production landmarks of 450 Mi-8 helicopters and 100 Mi-17 helicopters were achieved during his tenure as Chief of Aircraft.

Gp Capt Khanna took over as Commanding Officer of a BRD on 01 Nov 03. On taking over, he focused on increasing in-house capability for repair and overhaul of certain Ground Support Equipment and Aircraft Support Vehicles which were so far being outsourced to civil market at considerable cost. As a result, the Depot now overhauls all types of aircraft jacks, saving the exchequer nearly Rs. 8 lakh annually. This facility is now being duplicated at two more Bases to reduce transportation time of these jacks from field units to this BRD, thus aiming to reduce meantime-to-repair (MTTR).

His thrust on inventory control has saved Rs. 90.28 lakh during 2003-04 in locally controlled financial heads. Further, his emphasis on indigenisation has resulted in development of key spares for Aircraft Arrester Barrier System, various Aircraft Support Vehicles and their engines, and for the complex clutch-booster for Crash Fire Tender, thus saving phenomenal amount in rupees and FFE both. His Mini-Skunk Squadron at the Depot has designed and manufactured numerous items of engineering utility, and has mobilized over 700 lines of non-moving stores, thus retrieving nearly Rs. 13.5 lakh. Moved by his motivation drive to be self-reliant, the Depot personnel have also commenced tinkering and painting of service vehicles, which were so far being outsourced, this would save the exchequer about Rs. 8 lakh annually.

Group Captain Subhash Chandra Luthra (15105) Aeronautical Engineering (Electronics) was commissioned on 25 Jul 1977 in the Engineering branch of the IAF. During his 27 years of service he has held various important appointments including Commanding Officer of a Signal Unit and Senior Engineer (Electronics) of a Premier Transport Flying Station. He has undergone Long Defence Management Course (LDMC). He has been commended by the AOC-in-C and the Chief of Air Staff. Presently, he is posted to a Fighter Base in the Eastern Sector as CEO.

In the first year of service, CAS commended him for bringing up the serviceability of 33 Sqn to its best in 10 years. Under his command 793 SU became "Pride of SWAC", (Runners up) for its development in all the factors. As CEO, he brought in significant improvement in aircraft maintenance standards by providing distinctive thrust on self-help approach and co-ordination of efforts. Under his guidance, Tech Flt effected several innovations and developed expertise in complicated rectification and repairs resulting in reduced dependence on fourth line agencies and higher aircraft availability. These accomplishments include enhancing production to nine aircraft in March 04 to meet time limit due to ramp operations, sustained availability of 19 aircraft for exercise Gauntlet, recovery of five aircraft from prolonged AOG without a mother aircraft, rectification of fuel leaks, cable looms and structural repairs, fabrication of KAPSO Trolley, Ejection Seat stand and Inverter Test bench.

In order to improve aircraft maintenance standards, Gp Capt Luthra standardised the operations of Mechanical and Electronic sections by introducing systematic snag analysis, rectification procedures, component level repair facilities, easy to follow servicing schedules and servicing record books. It is to his credit that CEOs of all stations under Eastern Air Command were directed to visit this Base and implement these procedures and practices at their respective stations. His efforts towards improvement in hydraulic and fuel discipline and streamlining the MT operations deserve a special mention.

For displaying a very high degree of initiative, professionalism and total dedication to service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Subhash Chandra Luthra.

Group Captain Ajit Shankarrao Bhonsle (15327) Flying (Navigator) was commissioned on 08 Jun 1978 as a Navigator in the Flying branch of the IAF. During his 26 years of service he has held important appointments including that of Commanding Officer of Navigation Training School, Air Force Examiner and Deputy Director Air Staff Inspections at Air HQ. He is a graduate of Defence Services Staff College and College of Defence Management. Presently, he is posted as Chief Admin Officer at a Fighter Base in South Western Sector.

Gp Capt Bhonsle has over 5200 hours of accident/incident free flying involving VVIP commitments and forward area operational flying. The only A-l Qualified Navigation Instructor in the IAF, he has 800 hrs of instructional flying experience. He has the rare distinction of being the staff of both the Aircrew Examining Board and the Directorate of Air Staff Inspection.

On taking over as the Chief Administrative Officer he immediately initiated electricity saving measures by way of sky lighting of buildings, improvement in power factor, use of energy efficient lamps and strict regulation of security and street lighting. This has resulted in saving of Rs. 60 lakhs in the year 2002-03 and Rs. One Crore in the current year even as the electricity requirement at this Base steadily increased in the last two years due to the newly established ground facilities.

As the Chief Administrative Officer, he has ensured that all the related works services are of high quality and on schedule thereby facilitating expeditious operationalisation of the new aircraft in the IAF. His involvement in the runway maintenance has effectively prevented Foreign Object Damage to the aircraft, which is a significant contribution to Flight Safety. During 'Op Parakram' the administrative support to the Squadrons and Radar units for the move to operational locations and during the extended deployment has been exemplary.

The officer has demonstrated exemplary organizing ability, meticulous planning & intelligent use of resources during the SU-30 MKI induction. He has efficiently marshalled the Station manpower in conjunction with the State Government agencies and Army Establishments to create a Station Park as a Rain Water Harvesting project and a well laid out jogger's Park in the most economic manner.

Group Captain Jasbir Singh Walia, VM (15684) Flying (Pilot) was commissioned on 15 Jun 1979 in the Flying branch of the IAF. During his 25 years of service he has held various important appointments including Commanding Officer of a Fighter Squadron, Staff Officer to AOC-in-C WAC and CAC, Staff Officer to the Vice Chief of Air Staff, Qualified Flying Instructor, Staff Member at Tactics and Combat Development Establishment (TACDE) and Joint Director (Tactical Operations) at Air HQ. He has been awarded VM in 2000 and AOC-in-C commendation twice in 1982 and 1996. Presently, he is Station Commander of a Fighter Base since 16 Oct 2002.

During his present tenure as Station Commander, the Base has won many laurels. The Base achieved a unique double distinction of a completely accident free record and at the same time achieving the maximum flying effort by both the local Type 75 and Attack Helicopter squadrons. In the area of maintenance, the Wing boasted an enviable technical error-free record while maintaining the highest serviceability rates for a Type 75 Squadron. He was also instrumental in improving a great degree, leading to higher motivation levels among its personnel.

The performance of the Station during the inspection by DASI was uniformly high. As a special mention, DASI had praised the leadership displayed by Gp Capt Walia. The Station was recognised as one of the best Flying Wings of the Western Air Command and was nominated to represent WAC in the competition to select the "Best Flying Wing" in the IAF.

For his distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jasbir Singh Walia.

Group Captain Yeranilly Tirurmala Vasudeo (15804) Aeronautical Engineering (Electronics) was commissioned on 02 Jul 1979 in the Engineering Branch of IAF. During 25 years of distinguished service, he has held several important appointments, including staff appointment at Air Head quarter and Headquarter Maintenance Command. He is also a graduate of the Defence Services Staff College. He has been commended by the Chief of Air Staff. Presently, he is posted to a major transport Wing as Chief Engineering Officer.

As Deputy Director (Projects) at Air Headquarter from Oct 93 to May 97, Group Captain Vasudeo closely monitored large number of indigenous programmes, like Prithvi, Trishul, UAV, Lakshya and Phased Array Radar, including coordinating their field trials for IAF utilisation. During his tenure at Air Force Technical College from Jun 98 to Dec 99, he single handedly prepared the college for ISO-9001 certification, and got it too. With this, AFTC became the first training institute of IAF to be awarded such certification, thus becoming trendsetter for other training institutes of the IAF.

At Headquarter Maintenance Command, he played a stellar role during "Operation Parakaram" in steering the Base Repair Depots in the right direction to maintain high operational capability of the field units. His meticulous planning to route specialist teams from the Base Repair Depots to various Missile and Air Defence Squadrons considera bly improved serviceability and availability of the weapon systems in these units. He conceived and introduced several new computer projects, like Desktop Signaling System, computer hardware repair centre, Thin client computer configuration, and soft ware programming for Command operations centre. These efforts were a major step towards achieving a paperless office, and have given a big boost to the computerisation programme in Maintenance Command.

In all his appointments, Gp Capt Vasudeo has shown exceptional involvement and has worked beyond the call of normal duty. For his devotion to duty, he was commended by Chief of the Air Staff on 26 Jan 92. The officer has always excelled in all the service courses that he has undergone in India and abroad. He also earned the "Directing Staff" grading while undergoing the course at Defence Services Staff College.

Wing Commander Manechenellore Srinivasan Shankar (15810) Aeronautical Engineering (Electronics) was commissioned on 02 Jul 1979 in the Engineering branch of the IAF. During 25 years of service he has held important appointments in field formations and at Command HQ including Senior Engineer (Electronics), Command Electronic Data Processing Officer and Senior Software Engineer at Software Development Institute. He is an M Tech from IIT, Kanpur. He has been commended by the Chief of Air Staff in Jan 1984 and by AOC-in-C in Jan 1989. Presently, he is posted to Sukhoi Project Team (SUPT), Moscow, since 28 Sep 2001 as the Software Group Leader and the Deputy Team Leader.

One of the main tasks of SUPT is to integrate a large number of customer furnished equipment of different origin on the Su-30 MKI. These include Mission Computer, Display Processor, Radar Computer, Inertial Navigation System, Multifunction Displays, Head Up Display, Flight Data Recorder, Laser Designation Pod etc. As the Software Group Leader it is Wing Commander Shankar's job to ensure an elegant software integration of Indian and western systems. The flawless integration of these systems has been acknowledged worldwide and has also been highly appreciated by the Russian aircraft industry itself. A very large percentage of this Indo-Russian success story is the direct result of Wing Commander Shankar's exceptional understanding of the task, his knowledge, his wisdom, his ability to foresee problems and his willingness to work long hours.

His effort towards the IAF achieving unilateral upgrade capability, that is capability to independently integrate weapons and systems on Su-30MKI, needs a special mention. Even though this capability was to be provided nine months after Phase 3 aircraft delivery, through the dedicated efforts of Wing Commander Shankar, SUPT has already started 'test cases' such as integration of Laser Guided Bombs etc. This will ensure that full capability will be available to undertake these tasks in India and that the Russian side will not be able to hold back information providing independent upgrade capability to the IAF.

Group Captain Chandrashekharan Hari Kumar (15881) Flying (Pilot) was commissioned on 14 Dec 1979 in the Flying branch of the 1AF. During his service career he has held various important appointments including that of Directing Staff at Tactics and Combat Development Establishment, Directing Staff at College of Air Warfare (CAW), Deputy Director Air Staff Inspection at Air HQ and Commanding Officer of a MiG-21 Squadron. He is Qualified Flying Instructor and a Fighter Combat Leader. He is an alumnus of the Defence Services Staff College. The officer was awarded Commendation by the CAS in 1994. Presently, he is posted to HQ Western Air Command (WAC) as Ops 1A since 11 Nov 02.

During his tenure as Commanding Officer of a Mig-21 Squadron, he displayed exemplary leadership and personal involvement in bringing up the operational status of Squadron. This effort was recognized when the Squadron was nominated the best fighter squadron in WAC for 2000-2001. At CAW, he was instrumental in setting up the Historical and Air Warrior Cell.

As Ops-IA at HQ WAC, Gp Capt Kumar has shown a high level of involvement, initiative and put in a lot of hard work. He has made an all out effort to improve the operational efficiency and professionalism of all fighter Squadrons in the WAC. His interaction with the field units, initiative and anticipation of problems has helped the units concentrate on their operational tasks and reposed new confidence in the art of staff planning at the Operational level. By his involvement, active participation and dedication he has ensured correct guidance and inputs for safe and efficient conduct of fighter operations in WAC. As the Ops 1A, he efficiently coordinated conduct of "Yojna" for fighter Squadrons which included various exercises on air to ground, combat support force operations and Air Defence along with monitoring day-to-day flying of each unit. He was one of the key members of the team that was responsible for smooth and efficient conduct of command level exercise Gauntlet - 03. He displayed an outstanding grasp of the intricate task of modern warfare planning essential for Command Air Ops. As Officer in Charge Flypast, he has been instrumental in efficiently conducting Air Force Day Flypast in 2003 and Republic Day Flypast in 2004. Following Op Parakaram, WAC was given the task of enhancing the Operational potential of a few 'Core' fighter Sqns. Group Captain Kumar personally took charge of these core units and his meticulous planning, close involvement and overall supervision, ensured that the overall Operational capability of these Sqns, was maintained at a very high level.

Wing Commander Man Mohan Upadhyaya (15907) Administrative/Fighter Controller was commissioned on 14 Dec 1979 in the Administrative branch of the IAF. During his distinguished service over 24 years he has held important appointments including of Chief Operations Officer, Commanding Officer, Fighter Controllers' Command Examiner and Project Coordinator for FADHS. He is a Master Fighter Controller. He has been commended by the AOC-in-C EAC and the Chief of Air Staff. Presently, he is posted to a Signal Unit as Chief Operations Officer wef 10 Jan 2000.

As a young Officer while working in a radar unit in East, Wg Cdr Upadhyaya took initiative which resulted in safe recovery of a Pilot who had ejected in the jungles of Nagaland at sunset time. For his alertness and quick actions he was commended by AOC-in-C, EAC in 1982. Under his dynamic leadership, a forward radar unit modified radiators of class IV vehicles for use as cooling device for the ST-68 Radar. This novel idea was subsequently circulated to all similar Radar units in the IAF. While at an Air Defence Direction Center (ADDC) in Western Sector, he systematically planned the retro-fitment of Automated Data Handling System which was made operational in a record time, for which Chief of Air Staff commended him in 1994. At Air HQs in 1997, while working on 'Project Future Automatic Data Handling System (FADHS)' which envisages the integration of AD resources, he realised that the project as per given operational requirements can not meet modern day requirements of Air Defence System. Subsequently, he authored the initial paper on concept of 'Integrated Air Defence', which now has taken the shape of Integrated Air Command & Control System (IACCS). He also had revised JSSG in 1996. As Chief Operations Officer of ADDC, Wg Cdr Upadhyaya has been the guiding force for smooth activation of all Air Defence elements of its vast sector on implementation of APM II. Due to his involvement and guidance this unit was adjudged the 'Best C & R Unit' in the IAF for the year 2001 and 'Best Static Radar Unit' in SWAC for the years 2000 and 2001. While implementing the FADHS project, he ensured that all the shortcomings are brought to the notice of vendors and higher authorities in the overall interest of IAF. As the project was taking long time, in order to automate the AD functions, he designed PC Based user friendly 'Ops Information System' (OIS). This system presently is in full use in certain nodal radar units. The system would automate the complete AD set up as the software is developed on server architecture for sharing the centralised database by all AD agencies. The system will bridge the gap till full fledged Integrated Air Command & Control System becomes operational.

Group Captain Surya Narayana Murti (15945) Aeronautical Engineering (Electronics) was commissioned on 07 Jan 1980 in the Engineering branch of the IAF. During his career of 24 years he has held important appointments including that of Deputy Director of Maintenance at Air HQ Computer Centre, Senior Production Engineer (Mi-8 and Mi-17 helicopter Assy) at a premier Base Repair Depot, Chief Engineering Officer at Carnicobar and Commanding Officer of 75 RMU. He has been commended by the Vice Chief of the Air Staff and AOC-in-C. Presently, he is posted to Air Force Station Yelahanka as Chief Engineering Officer (CEO) since 19 Aug 02.

Air Force Station Yelahanka has the important time bound task of conducting training flying for ab-initio Transport Pilots on Do-228 aircraft AN-32 aircraft and for abinitio Helicopter Pilots, Flight Engineers and Flight Gunners on Mi-8 aircraft. Ever since assuming charge Gp Capt Murti has exhibited creativity and ingenuity in improving the serviceability of all type of aircraft held at the Base. His relentless efforts have assured sustained high serviceability of over 80% for Do-228 aircraft, over 65% for Mi-8 and over 60% for AN-32 aircraft for the last one year. This has facilitated completion of all flying training courses on time without augmentation of aircraft from other units.

Gp Capt Murti is highly innovative and accepts each new thought and project as a challenge and has the capacity to show results of his efforts. With his keen involvement and vision to appreciate the importance of standard markings on AN-32 and Do-228 aircraft he has produced aircraft marking albums for both aircraft. This arduous and time consuming task was accomplished most efficiently and has been of immense value to both the fleets. His other notable achievements include setting up a computer repair centre at Base, CVR listening facility on AN-32 and Do-228 aircraft, implementation of quality monitoring system in MCC and preparation of standard TTGE list of Mi-8 helicopter are some other notable achievements of the officer.

For his dedicated hard work, professionalism and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Surya Narayana Murti.

Group Captain Praveen Kumar (15970) Aeronautical Engineering (Mechanical) was commissioned on 07 Jan 1980 in the Engineering Branch of the IAF. During his distinguished service of 24 years he has spent a long time in the field having worked in various capacities on the Gnats and MiG-29 aircraft. He has also worked in 4 BRD as Chief of Quality Assurance and has held an important staff assignment at Air HQ. He is a graduate of Advanced Air Armament Staff College. He is a recipient of Commendation by the CAS and Commendation by AOCin-C SWAC. Presently, he is posted to Air Force Station Bidar as Chief Engineering Officer (CEO) since 11 Aug 2003.

As CEO of Air Force Station Bidar, Gp Capt Kumar has strived hard and ensured that the serviceability of Kiran Mk-1 and Kiran Mk II aircraft at the station remained above 80% and 90% respectively. Due to this, the flying training of 172 PC and 173 PC progressed very smoothly. On 08 and 09 Oct 2003 he ensured 100% aircraft serviceability at the station. He ensured that the Aircraft Maintenances Manual was always meticulously followed in all maintenance practices at the station.

When the Surya Kiran Aerobatic was to be prepared for their South Asia tour in early 2004, he left no stone unturned to ensure that this task was carried out very efficiently. All Suryakiran aircraft and ground equipments were painted and special boxes were made for carriage of tools and ground equipment. He ensured that all Suryakiran aircraft were properly serviced and had more than 40 hours of flying left prior to their South East Asia Tour. The 100% serviceability of Suryakiran aircraft during the South East Asia tour during Feb-Mar 2004 bears a testimony for his efforts.

Gp Capt Kumar ensured that regular audits were carried out into various maintenance practices at the station and remedial actions instituted forthwith. He has led by example and motivated all personnel under him to give their best to the service. He ensured that a Quarterly Maintenance Digest was published at the station for the benefit of maintenance personnel. Due to the efforts of his team, the station could fly over 10,000 accident free hours during the year 2003-04. He put in very long hours of work, well beyond the normal call of duty, to ensure a safe and healthy maintenance environment and culture at the station.

Wing Commander Kukunoor Uday Kumar Reddy (16462) Accounts was commissioned on 11 Jun 1981 in the Accounts branch of the IAF. He has been commended by the Chief of Air Staff and Vice Chief of Air Staff. Presently he is Deputy General Manager (Finance & Accounts) at Canteen Stores Department, Mumbai.

As DGM (F & A), Wg Cdr Reddy has displayed extraordinary commitment and skill in functioning of the Branch. He identified the weakness in the system and introduced several new procedures to improve profitability, efficiency and ensured smooth cash flows to the Department. His professional skill and financial management has resulted in highly efficient operating cost of the Department which has reduced from 1.37 to 1.13 on the total turnover and has resulted in increased sales turnover form Rs. 3742 crores in Mar 02 to Rs. 4539.50 crores as on Mar 03. He has carried out an in-depth analysis and review of the freight reimbursement policy to supplies resulting in saving of Rs. 27 crore (approx) to the department in the F Y 2003-04.

As a result of initiatives taken by this officer in the area of Inventory Management, inventory level has come down from 33 to 26 days which has resulted in substantial savings. As a member of the Price Revision and price Negotiation Committees, he has been instrumental in achieving substantial cost savings. With his incisive analysis, he succeeded in laying down the policy of taking highest sales tax in price negotiation which has resulted in reduction of cost of all products by about 6%, leading to substantial savings for the CSD consumers. Due to his sincerity and devotion to duty, the compilation and rendering of the Accounts has been timely and of exceptional quality resulting in very efficient and dynamic functioning of the Finance and Accounts branch.

Wg Cdr Reddy has effectively monitored the recovery of Debit notes, processing of bills and payment procedure which has led to widespread satisfaction amongst all suppliers and Depots.

Group Captain Vidya Sagar Bharti YSM VM (16611) Flying (pilot) was commissioned on 11 Dec 1981 in the Flying branch of the IAF. During his 23 years of distinguished service he has held important instructional, command and staff appointments that include Commanding Officer of a helicopter unit and Staff Officer at Air HQ and MoD. The officer is a Qualified Flying Instructor. He is a graduate of both DSSC and College of Naval Warfare. He has been awarded YSM in 1989 and VM in 2000 for his distinguished services. Presently, he is in command of a Forward Base in Northern Sector since 19 Jun 2003.

Gp Capt Bharti is a highly motivated and dynamic Air Warrior who has brought major improvements in every sphere of activity in the Northern Most Air Base of the IAF. In the year 2003, the air maintenance task of the "Op Meghdoot" sector was achieved and exceeded for the first time after many years, despite runway resurfacing work, which was completed without loss of a single day's flying.

He has encouraged a culture of self help among men. He has motivated his men to construct a 'Small Arms Range' cutting rocks and boulders all by themselves thus, saving about Rs. 60 lacs to the exchequer. In addition, to overcome the problem of water shortage in the station, located in the Highest Desert of the World a 'Dam' and a 'Pond' was cons tructed by Air Force personnel themselves. A major boost was also provided to improve the quality of life of men living in the harsh and isolated environs of Thoise through use of local resources.

Superior Leadership qualities and organising ability of Gp Capt Bharti came to the fore when he successfully conducted the first ever visit of The Honourable President of India to the station. Despite severe winter and very short notice the entire station was brought up to Presidential standards. The President himself was highly appreciative of the way the station looked and commended its Flight Safety record.

Wing Commander Tejinder Pal Singh (16781) Flying (Pilot) was commissioned on 04 Jun 1982 in the Flying branch of the IAF. During his 22 years of service he has held important appointments which include Deputy Director of Air Staff Inspection and Commanding Officer of a Squadron. He has undergone Fighter Strike Leader (FSL) Course at Tactics and Combat Development Establishment (TACDE), Advance Electronic Warfare course in UK and Staff Course (ACSC) Maxwell Air Force Base, Montgomery (USA). He has been commended by the AOC-in-C. Presently, he is posted to Air HQ wef 08 Oct 02 as Joint Director Air Staff Inspection (Flying).

Wg Cdr Singh is hard working, very systematic, and possesses a keen eye for detail. Despite the rigorous schedule during inspection visits, he is able to complete all flying and inspection demands well in time. His level of integrity is extremely high and he can be relied upon to give sound advice on all occasions, sometimes even at the cost of personal disadvantage.

He has been instrumental in closely monitoring the performance of weak aircrew of the IAF, almost single-handedly in the Directorate; in fact he has taken this up as a personal crusade. His capacity for hard work, mostly well beyond the call of duty, and with utter disregard to personal comfort or personal commitments, is an example for others to emulate.

Group Captain Arvindra Singh Butola VM (16789) F (P) was commissioned on 04 Jun 1982 in the Flying branch of the IAF. During 22 years of distinguished service, he has held important appointments which includes Flying Instructor at Basic Flying Training School (BFTS) and Helicopter Training School (HTS), Senior Test Flight Instructor at Aircraft and Systems Testing Establishment (ASTE), Senior Flying Instructor at Namibian Defence Force and Commanding Officer of a Cheetah Unit. He is a Qualified flying Instructor, Experimental Test Pilot and graduate of Defence Services Staff College. He has more than 6100 hrs of accident/incident free flying of which 800 hrs have been flown towards test flying various types of helicopters in last three years. He has been awarded Vayu Sena Medal for displaying exceptional professionalism and devotion to duty. Presently he is on deputation to HAL as Deputy Chief Test Pilot since 21 Jul 2001.

As a QFI and Test Pilot, Gp Capt Butola converted user pilots on ALH on its induction into the three Services during 2002-03. Concerned with sudden increase in the accident rate of Cheetah helicopters including several fatal accidents, a project was taken up by HAL to re-engine the Cheetah with Turbomeca TM-333-2M2 to increase the reliability of the helicopter and resolve other problems affecting the indispensable Cheetah fleet. This was important as no other existing helicopter could meet the stringent requirements to operate in "Siachen Glacier". Group Captain Butola as a project pilot for the reengining of Cheetah involved himself with the project from the design phase and progressed it to first flight and thereafter single handedly undertook the flight-testing of the helicopter, at Bangalore and Leh, up to certification. He used his knowledge as a test pilot and experience of having operated Cheetah extensively at high altitudes to drive the project successfully and ensured that all problems were addressed and a solution found. Subsequent to certification by CEMILAC, Group Captain Butola successfully inducted re-engined Cheetah into the "Siachen Glacier" in May 2004.

The officer has not only displayed exceptional professional aptitude but has also been an epitome of sincerity and dedication while handling the project. The success of the re-engined Cheetah and its induction into the service would not only improve the reliability and safety of Cheetah but will also significantly improve the high altitude performance and reduce the cost of operation substantially. This will give a new lease of life to the Cheetah fleet and enhance operational capability.

Group Captain Praveen Bhatt (16970) Flying (Pilot) was commissioned on 29 Dec 1982 in the Flying branch of the IAF During his 22 years of distinguished service he has held important appointments, which include Flight Commander of a Fighter Squadron, Deputy Director Air Defence at Air HQ and Commanding Officer of a Fighter Squadron during Op Parakram. For his outstanding performance, he was awarded the Scudder's Medal in DSSC and the Jam Satji Sword of Honour for Fighter Combat Leader (FCL) Course. He has been commended by the AOC-in-C in 1993 and also by the Chief of Air Staff in 1995. Presently, he is posted at Directorate of Personnel (Officers), Air HQs wef 12 Aug 2002.

Gp Capt Bhatt is endowed with a high degree of initiative and sound professional knowledge. He pursues tasks with singleminded devotion. In his present assignment, he has made significant contribution in improving promotion ratios and other HRDrelated issues. He has displayed ingenuity in not only improving promotion ratios in the select rank of Wing Commander in the last two promotion boards, but has also evolved a mid-term perspective plan to sustain good promotion ratios till 2009 for most Branches by undertaking an incisive study. A computer Based Career Planning Module (CPM) that seeks convergence between officers' performance quotient, career progression and placement was initially planned to be developed with the help of civil professionals. Group Captain Bhatt took it upon himself and relentlessly pursued development of CPM for officers of Accounts and Education Branch. This has made the task of placing the right officer for the right job that much more scientific and easier.

He has undertaken research on many complex issues - rationalisation of distribution of open-posts upto the rank of Wing Commander was one such task requiring dialectic study of the last 25 years' data. His contribution to formulation of Human Resource Policies, Directives, numerous Concept Papers and HRD Studies, which required a high degree of dedication, single minded approach and ceaseless hard work, has been of the highest order.

For his distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Praveen Bhatt.

Wg Cdr Guleria has displayed exemplary professional vision and commitment to Service to bring about a distinct and qualitative improvement in the maintenance capabilities of the Station. Setting up of the Model MCC and night facilities for second line servicing of MiG-21 aircraft in a blast pen are unique Achievements. During "Operation Parakaram", he worked with tremendous dedication in meeting the maintenance related requirements of four Fighter Squad rons, two Unmanned Aerial Vehicle (UAV) Squadrons, a Pechora Squadron and three Radar Units. He led his personnel from the front and worked tirelessly without a break to sustain 75 per cent serviceability.

The officer has contributed immensely in setting up maintenance facilities and streamlining technical procedures for the newly inducted UAV Squadron. He has been instrumental in setting up of the Technical Type training School for UAV at this Station and conducting courses since 11 Nov 2002.

He has played a stellar role in fabricating a number of innovative testers/rigs and an indigenous Camera Junction Unit (CJU) for a Fighter Reconnaissance aircraft, thereby saving precious foreign exchange. The indigenisation of CJU alone has resulted in a saving of Rs. 8.8 Lakhs. In addition, his efforts for indigenisation of critically required cooling part for UAV squadron have been successful. This alone has resulted in saving approximately Rs. 19 Lakhs on a single piece. The saving would be many times more depending upon the number of pieces ordered for various other Squadrons.

For his distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Mahender Kumar Guleria.

Wing Commander Nirmal Singh Jamwal VM (17156) Flying (Pilot) was commissioned on 28 May 1983 in the Flying branch of the IAF. In 21 years of distinguished service, he has held several key appointments, which include Commanding Officer of Fighter Squadron, the first Su-30 MKI unit. He has been awarded Vayu Sena Medal in 1999 for his distinguished service. Presently, he is Commanding Officer of a Su-30 MKI unit since 20 May 2002.

As a team leader for Su-30 MKI theoretical training in Russia, Wg Cdr Jamwal ensured effective training by close liaison with AA at Embassy of India, Moscow and Comdt of Trg Academy, whenever there were lacunae. As a result, additional training team was sent later by Russians to India to cover the shortfalls.

He identified the key qualities of the Su-30 MKI and recommended improvements for implementation on subsequent phases of the aircraft which have resulted in key modifications in Phase-2 aircraft and many more will be implemented in Phase-3 aircraft. He identified the problem of windshield and canopy distortion on Su-30 MKI and as a result, the Russians have been forced to change some existing windshield and canopies as well as exercise better quality control in future. His overall contribution towards improvements to the final aircraft version and operational use of the aircraft is noteworthy.

As designated 'Display Pilot', Wg Cdr Jamwal exploited the super-manoeuvre capability of the Su-30 MKI Aircraft and carried out aerobatic displays at various air shows. He formulated type SOPs for Air to Air Refueling (AAR) and the Squadron achieved AAR operational status in short time validating he entire AAR envelope. Under his command the Squadron partici pated in various exercises including Gauntlet 2003 and 2004, the first operational exercise of the Squadron, putting up professional displays in spite of constraints of manpower and tech personnel.

For his distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Nirmal Singh Jamwal VM.

Wing Commander Amit Tyagi (17654) Aeronautical Engineering (Mechanical) was commissioned on 30 Aug 1984 in the Engineering Branch of the IAF. During his distinguished career of 20 years, he has held various key appointments including that of Chief Instructor TETTRA (Kiran), Senior Project Engineer at CSDO (Dett) and Chief Engineering Officer at Air Force Station New Delhi. He has been commended by the Chief of Air Staff in 2001. He has been functioning as Chief Engineering Officer of Air Force Station New Delhi since 17 Jun 02. As Chief Instructor in Kiran/HPT-32 Tetra School, Wg Cdr Tyagi contributed immensely towards formulation of aircraft servicing and training schedules, which helped overcome maintenance problems and enhanced serviceability at various flying training schools. He was also involved in revision of maintenance schedule of Kiran/HPT-32 aircraft in record time at Central Servicing Development Organisation (CSDO). During the last four years, both as Station Technical Officer (Mechanical Transport) [STO(MT)] and Chief Engineering Officer, he has been associated with the largest MT section of Indian Air Force. His zeal and untiring efforts has ensured 98% and above serviceability of 480 vehicles covering 5 lakhs Kms per month. Such a high serviceability is all the more creditable when 65% of the fleet is more than ten-year vintage. Various in house facilities like overhauling of engines, painting bay, upholstery shop, have produced a high standard of workmanship to the satisfaction of users. With extremely effective Local Purchase control, he has brought the savings to tune of 42% from 122 lakhs in 1999-2000 to 71 lakhs in 2002-2003. Radio Trunking System (RTS) introduced in March 2002 in petrol vehicles was extended to diesel vehicles in September 2003. A better coordination and reduction to two lakh kilometers in overhaul running of vehicles has been achieved. His ingenuity of locally modified school transports, as per Supreme Court orders, has halved the cost of modification from Rs. 20,000/- to Rs. 10,000/- per vehicle. Twelve such vehicles, which were less than 10 years old, have been modified. All the IAF units have been advised by Air HQ to follow this modification. Under his dedicated leadership, 30 vehicles were prepared for UN Mission to Congo within a short span of 40 days. The workmanship was highly appreciated by UN Inspectors. The performance of MT section at AFND was adjudged as 94% during the annual inspection in December 2003, which is an all time high record. The user satisfaction has always remained upper most in his mind.

Squadron Leader Kandengalam Nelliseri Santosh (20674) Aeronautical Engineering (Electronics) was commissioned on 11 Mar 1991 in the Engineering branch of the IAF. During his service career he has held the important appointments including that of Software Engineer at Software Development Institute and Software Specialist in Su-30 Project Team, Moscow. He has been commended by AOC-in-C, WAC in 1995. Presently, he is attached to Defence Avionics Research Establishment (DARE), DRDO as Project Manager, Su-30 MKI.

As Project Manager, Sqn Ldr Santosh is responsible for carrying out tasks pertaining to avionics integration of Su-30 MKI aircraft. Besides being responsible for managing the overall programme, he has also taken a lot of initiative and participated in various design and developmental tasks in the areas of Mission Computer (MC) and Display Pro-

cessor (DP) software, firmware and hardware. He has been awarded laboratory awards in two successive years for his contribution in the fields of DP software, EW system trials and MiG-27 upgrade programme.

In his two years tenure at DARE, DRDO the officer has made noteworthy contribution in the avionics upgrade for fighter aircraft in general and a special task assigned on Su-30 MKI programme in particular. This special project called CUBIC, initiated at the behest of the Chief of Air Staff, was extremely challenging and had to be completed in a very tight time schedule. He had to tackle multifarious design issues pertaining to mechanical, electrical and software aspects on the MC of Su-30 MKI. The work carried out by him has been highly professional and of great quality. The project, which has been successfully completed in record time, will result in cost savings amounting to several crores, due to the indigenisation.

635940 Warrant Officer Avdhesh Kumar Singh Radar/Fitter was enrolled on 27 May 1978 in Radar Fitter trade of the IAF. He has been commended by the AOC-in-C, Maintenance Command in 2002. Presently, he is posted to a Base Repair Depot and is working in the Main Hangar Line of MiG-29 Aircraft Servicing Division. WO AK Singh was trained in Russia on Air Interception Radar of MiG-29 frontline fighter aircraft. Therefore, he was associated in setting up of overhaul facilities for this aircraft where he played a crucial role in technology development for the overhaul. He was also actively involved in various solution finding exercises, such as development of integration checks for the Air Interception Radar, Antenna replacement of the Navigation Radar, and intricate rectification of the highly complex radar system of this fighter aircraft.

During the last two years, he has been working as Warrant Officer in-charge of the MiG-29 Aircraft Servicing Division, where he has shown exemplary dedication, motivation and leadership qualities while discharging his duties. With his positive attitude and exceptional managerial capabilities, he has been able to motivate the multitude of sections in the Aircraft Servicing Division to work as a cohesive group. As a result, the Depot, for the first time, was able to produce and ferry out all the aircraft as per the allotted task.

WO AK Singh has displayed extraordinary flair in managing available resources and enabled effective coordination of technical activities in the production line. He has been successful in coordinating preparation of technologies for overhaul of 1995-batch of MiG-29 aircraft, and develop new technologies for Intermediate Repair of 1986-batch of these aircraft to facilitate its post-production life. Further, due to his in-depth knowledge and appreciation of the overhaul process, his contribution towards development of production module of the computer-based Integrated Production and Resource Management System was of an exceptional order.

689695 Sergeant Birendra Kumar Electrical Fitter was enrolled on 17 Jul 1990 in the Electrical Fitter trade of the 1AF. He is posted to a Base Repair Depot (BRD) and presently working in the Plant Maintenance section of an R-29 Aero Engine Overhaul Line,

Sgt Kumar is a thorough professional with sound his initiative and dedication, he has been able to retrieve many unserviceable machines and ensure the satisfactory operation for the last three years. Stain-hardening Machine and Ultrasonic Cleaning Bath supplied by the Russians for R-29 aero engine overhaul procedures had been unserviceable for nearly 10 years and all efforts to retrieve them through OEM or civil market had proved futile, Procurement of new machine would have cost the exchequer Rs. 25 lakh. There was also a Self-Oscillation Frequency Testing Machine for R-29 aero engine compressor blades, which too was unserviceable for a long time and had an associated concession on overhaul procedure. Sergeant Kumar with sound application of his technical expertise repaired these machines, thus vacating long outstanding concessions and ensuring better application of overhaul technology.

Main Fuel Manifolds of this advanced turbojet aero engine get clogged with carbon deposit during their exploitation. During overhaul, their cleaning was being effected manually due to non-availability of a suitable flushing rig. Sergeant Kumar took upon the challenging task, studied the Fuel Manifolds design, and successfully fabricated a Benzene Flushing Rig for effective cleaning of the Main Fuel Manifolds. The reliability of the aero engine has thus been increased considerably, besides saving considerable manhours, and all at minimal cost. Sgt Kumar has fabricated many more rigs, like the High Pressure Rotor Block Assembly Disassembly Rig, High Pressure Turbine Blade Flushing Rig and Bearing Degreasing Bath, by rummaging the salvage and non-moving stores. These rigs proved to be of enormous engineering utility for R-29 aero engine overhaul procedures by increasing quality of work phenomenally, but with less effort.

His untiring efforts have enhanced serviceability and reliability of the numerous test rigs in the overhaul line, thus improving the quality of the R-29 aero engines being produced by the BRD. In fact, the present enviable status of various test rigs in the overhaul line bear testimony to this Individual's professional competence and selfless dedication to duty.
