Details :

Group Captain Pranab Kumar Dutt (13324) AE (M) was commissioned on 01 Jan 73 in the AE (M) branch of IAF. As STO, Target Towing Flight Kalaikunda, he performed commendably and was awarded AOC-in-C Commendation in 1978. He was declared best Aero student at Cranfield (UK) in 1982. He was given a cash award for his innovation in designing two special VVIP ladders for Avro aircraft in 1985. Whilst on the posted strength of Air HQ Comn Sqn, he was commended by the CAS in 1986 for his contribution in designing a system for BOROSCOPE Check on PRATT & WHITNEY BOEING 737 engines. This resulted in substantial savings in terms of money, manpower and material. His dedication and professionalism was exhibited again as the Project Co-ordination Officer to indigenously design and develop brake pads for Hunter aircraft which saved a large amount of foreign exchange.

During 1994 as Senior Engineering Officer at Air HQ Comn Sqn, his professionalism in postulating a proposal for upward revision of periodicity for Check 'C' servicing of VVIP Boeing-737 aircraft from 90 to 105 days, was approved by the Boeing Company. This has so far accrued into a net saving of almost two crores. As Chief Engineering Officer at 03 Wing, AF for the last one year, Group Captain Dutt has worked relentlessly round the clock to provide excellent direction to the maintenance team. He has contributed significantly to achieving optimum serviceability and reliability of a fleet consisting of four different types of transport aircraft/helicopters involved with VVIP/VIP operations. His technical acumen in modifying cabin heating system on all the vehicles at Leh and Thoise was a landmark of excellence.

For his exceptional professionalism, exemplary zeal, untiring and selfless dedication to duty, innovativeness in saving large sums to the national exchequer and ability to inspire, the President is pleased to award "Vishisht Seva Medal" to Group Captain Pranab Kumar Dutt.

Wing Commander SS Gunashekar (13487) AE (M) was commissioned in AE (M) Branch of the IAF on 02 Jul 73. He is posted as the Chief Engineering Officer of Air Force Station Tambaram with effect from 14 Nov 94.

Whole hearted technical support for the flying operations of this Station has been the hall mark of this Officer. The effective interface provided by him with HAL personnel directly contributed to high aircraft serviceability which has been the lifeline of scheduled flying operations. The stupendous average of 80% serviceability rate for Kiran and Deepak aircraft ensured timely completion of courses through unhindered and accident free flying training operations. As a leader par excellence, he established excellent inter-personal relationship at all levels and motivated his work force to achieve highest quality, productivity and accident free flying operations. A fitting reflection of this is the award of Flight and Maintenance Safety Trophy to this Station consecutively for the last two years by HQ Training Command, IAF.

The maintenance practices instituted by him ensured a good road safety record and high average MT serviceability rates of 98% and 95% for specialist and common user vehicles respectively. He master minded an indigenous repair of the cooling unit of Ashok Leyland CFT which saved invaluable time and Rs. 98,000/- in foreign exchange. Similarly, dedication of a manufacturing defect in Eicher Canter Coach led to free rectification by the dealer which resulted in a saving of Rs. 40,000/-. In addition, he directly contributed to a high serviceability rate of above 95% in communication, radio and navigational aids. His inspirational leadership and active involvement in the welfare activities of the Station are exemplary.

Wing Commander Baldev Singh (13683) Accounts was commissioned in Accounts Branch in Jul 74. Since then, he has held with distinction various challenging appointmentsin a frontline fighter Base during hostilities, the largest Base Repair Depot, in addition to few tenure as Senior Accounts Officer at various bases. He has been commended both by AOC-in-C, WAC and CAS for his services.

The Officer is presently posted as Deputy Director (Org) at Air HQ and serving as Hony Jt Secretary AFWWA (C) since 15 Jul 96 as secondary duty. In a very short span, he had assessed the potential of the resources at hand and successfully enhanced the income of AFWWA which in turn helped in accelerating the welfare activities. This paved the way for significant financial assistance to Super Specialty Veteran Hospital which was inaugurated in Oct 96. Launching a life long pension scheme for handicapped children of Air Force personnel, increasing scholarships for about 1000 deserving children, awards for Best School, etc were other innovative schemes initiated by him. The Officer displayed remarkable calibre in computerisation of AFWWA activities and Key Result Areas, developing suitable Management Information System for the day-to-day control and monitoring, and single-handedly organised various important functions such as Air Force Day, Board of Management Meetings, Annual General Meeting, Declamation Contest, etc. in a very professional manner.

Wing Commander Amarjit Singh Chaggar (13729) AE (M) has been on the posted strength of 27 Wing, AF wef 17 Jul 95 and has been working as the Chief Engineering Officer since 21 Sep 95.

Wing Commander Chaggar has been performing his duties with total dedication, sincerity and a high sense of responsibility. He follows a very systematic and methodical approach, in his routine work. His managerial skills, tactful handling and close interaction with the men has built a very healthy and enthusiastic working environment. His rich experience, professional acumen and able guidance to his subordinates has given an impetus to technical activities in every field and established high standards of maintenance discipline. Amongst the aircraft servicing activities, production of CR&SS (MiG-BIS) was boosted by as much as 40%. One of the Squadrons maintained 100% serviceability for a period of 11 days in AugSep 96. The serviceability state of Cheetah helicopters was maintained at 84.17% during their stay of one year at this station. 100% serviceability of Cheetah, was maintained for 22 days during May and Jun 96.

With his personal involvement, the MT serviceability was maintained at 91.25% during the last one year. The Communication and NAV Aids have been maintained at 100% serviceability state. His other achievements include inspiring the personnel to undergo locally conducted computer training and make a variety of innovation. A Battery Vent Plug Tester, a peg spanner for Nose Wheel assembly, test bench for R-60 Missile Launcher and Inner Marker were fabricated locally under his guidance.

For his innovative ideas, dedication to duty, high sense of responsibility and distinguished service, the President is pleased to award "Vishisht Seva Medal" to Wing Commander Amarjit Singh Chaggar.

Wing Commander GP Singh (13823) AE (L) is on the posted strength of AFPMU C/o 7 BRD, AF wef 09 Aug 93. As STO of the unit he is primarily responsible for modification of Pechora Combat Squadrons with GEM equipment.

In the present day warfare ECCM plays an all important role of value addition to operational capacity of any AD element. GEM modification was developed by DRDL for enhancing the ECCM capability of Pechora MGR to make it comparable to the best available in the world today. The officer could master the modem digitised circuits of GEM kits through total dedications and utmost involvement. It is due to his technical acumen and sincere hard work that interfacing of this modification could be achieved smoothly. He has been responsible in overcoming very serious lacunae associated with the basic modification. Since inception the modification resulted into very poor sensitivity in the range channel. This problem could neither be solved by the DRDL nor BEL. Wing Commander GP Singh by virtue of his innate engineering skills and constant application solved this problem by suggesting introduction of isolators in the circuit. This has resulted in enhancement of operational effectiveness of combat equipment. He also set up Test Jigs for testing and repair of GEM, PCBs and sub assemblies thus obviating dependence on BEL.

Wing Commander GP Singh is also holding charge of senior production engineer of a production wing at 7 BRD. Under his leadership the wing successfully fabricated structure for integration of IFF with ATCR antenna and integration of Antenna mounting unit (AMU) of P-15 radar with P-18 radars resulting in enhanced low level capacity of the radar. For exemplary service of high order the President is pleased to award the "Vishisht Seva Medal" to Wing Commander G P Singh.

Wing Commander Devendra Kumar Bhatt (13867) Administration, currently posted at HQ Central Command, IAF since Apr 97, is one of the few officers in IAF, trained in UK on photo interpretation. He has participated in evaluation of advanced photo reconnaissance systems and displayed high level of professional knowledge. His special knowledge and skills are often sought by various user agencies. He has proposed various advances and modifications on airborne recce equipment which have helped in saving costs as well as improving efficiency. During 1996-97, at HQ SWAC, he was entrusted with the responsibility of Command Photo Officer in addition to his primary duties as SO-Coord in Air Branch. During three different air exercises held during the year officer was given independent responsibility towards identifying developing and printing air recce photographs. The tasks involved analysis and selection of right frames after a photo mission, developing and printing these in extremely limited time, in field conditions. The results were seen by dignitaries such as professionals from foreign Air Forces, Ministers/Senior Govt officials and senior members from the Services. His contribution was highly appreciated.

Through relentless efforts, he helped in bringing on-line, the Real-Time Image Transreceiver System which was non-operational at a base for a length of time. This system was tested and successfully put to use in intercommand exercises. Besides these high pressure tasks, at short notice, he undertook instructional assignments on photo recce at training institutions when faced with shortage of qualified staff.

For distinguished service towards enhancing operational reconnaissance capability in combat formations and dedication in performance of his primary tasks, the President is pleased to award "Vishisht Seva Medal" to Wing Commander Devendra Kumar Bhatt.

Wing Commander NK Arora (13887) Administration was commissioned on 18 Jan 75 in Admin Branch and has been functioning as CO, 258 SU and Station Commander, Air Force Station, Gandhinagar, since 10 Apr 95. He is a graduate of Defence Services Staff College, Wellington.

Inducted as Fighter Controller on commissioning, he has through the years shown a remarkable keenness to imbibe knowledge and the will to strive for excellence. He was designated as Training Director in earlier tenures, and was commended by AOC-in-C SWAC in 1985, for recovering a large number of aircraft as Sector Director, 47 SU. His tenure at RCPO from 1987 to 1990 was markedly operational activation and handing over AD Radar Units of ADGES network. While at 501 SU and at HQ SWAC IAF, he brought his vast experience into play to bring about significant changes in Air Defence philosophy and planned realistic exercises to validate AD concepts.

Since assuming the Command of Air Force Station Gandhinagar, the Officer has shown outstanding results and highest standards of professional output. During the extended deployment of P-40 radar and other associated assets for over eight months he demonstrated excellent man-management and quality leadership. Siting of radar in the face of adverse environment, poor infrastructure and hostile weather conditions, he displayed admirable resourcefulness and keen initiative.

Wing Commander NK Arora, has played a very important role in coordinating myriad activities related to the impending move of HQ SWAC from Jodhpur to Gandhinagar. Finalising Board of Officers, and more necessitating meticulous planning and resource garnering, have been successfully pursued by him during the preceding year.

For his sustained hard work, devotion to duty and services of exceptional order, the President is pleased to award "Vishisht Seva Medal" to Wing Commander NK Arora.

Wing Commander Prakash Kumar Srivastava (14160) AE (L)was commissioned in the Aeronautical Engineering (Electronics) Branch of the IAF on 07 Jul 75. He is a Post Graduate of the Indian Institute of Technology and has also obtained Post Graduate Degree from the Faculty of Management Studies, Delhi University. For his excellent work in the field and at Air HQ, he has already been commended once by the Air Officer-inCharge Administration in 1991 and twice by Chief of the Air Staff in 1994 and 1996. In his current tenure at No. 9 BRD, AF since 03 Jul 95, he has already successfully overcome the problems connected/with unserviceability of TGCA Radars and Transportable Beacons. His technical ingenuity and effective organisational skill has enabled the Depot to bring up serviceability of all TGCA Radar Squadrons and both channels to nearly 100%.

Wing Commander PK Srivastava has been entrusted with developing the software for Computerised Maintenance Management of all electronics of BRDs and has already completed a significant portion of the task. He has parallelly been assigned the task of setting up of ECM & ECCM repair facilities at one of the BRDs. Wing Commander PK Srivastava has displayed technical ingenuity, foresight, accurate planning and perseverance in performing his duties. The work on indigenisation, computerisation and development of modifications undertaken under his guidance has resulted in savings of approximately Rs 30 million in foreign exchange in the current financial year.

Wing AF is a base where six different types of aircraft operate and hence Senior Engineers (ac) tasks are very demanding and challenging. His work focus and philosophy have provided for a safe maintenance environment that has bettered production from CR & SS to enable enhanced operational task. Under his guidance, the SWAC Comn Flt started its Check I servicing of AVRO aircraft in house whereas previously, this activity was undertaken at A F Stn Palam.

Wing Commander Newlay has designed and fabricated a Compressor Washing Rig facilitating periodic washing of Compressor blades of R-25 engine, which HAL is yet to provide.

In the month of Aug 96, an unserviceable and disused Spiros compressor was located at this base, which was made serviceable within three months.

Wing Commander S K Newlay has developed and fabricated a Micropod for SARPP film reading and is in use at 32 Wing, AF. He is also developing a test equipment for throttle packet flow check for the MIG-21 variant.

His very professional competence often renders him useful to HQ SWAC where he is often summoned to solve complex problems. On one such occasion, he was instrumental in saving three R-25 aeroengines from premature withdrawal saving the exchequer approximately Rs 20-25 lakhs. More importantly, he ensured availability of aeroengines, which are otherwise quite scarce, for operational use.

Wing Commander K N Kumar (14627) AE (M) was commissioned in Engineering Branch of IAF on 15 July 76. He is on the posted strength of 40 Wing since September, 1990. He is the Senior Engineer (Mech) and has also worked in the Mirage mainten ance wing as Officer in Charge CR & SS and officer in charge Maintenance Control Centre.

His deep understanding of the maintenance philosophy of the Mirage aircraft and timely initiation has resulted in the introduction of 'Intermediate P Inspection' thus increasing the original manufacturers prescribed time period for major inspection from nine to twelve years.

As a leader of Major Modification Project (Integration of Counter Measure Dispensing System) designated by Air HQ, his extra ordinary abilities in coordination and management have resulted in successful completion of a prototype modification on a Mirage aircraft. This has enhanced the operational potential of the aircraft and the same modification is now being complied on the entire fleet under his direction. His professionalism has directly contributed to the station gaining the Best Maintenance Trophy three years in succession.

For exceptional devotion to duty, the President is pleased to award "Vishisht Seva Medal" to Wing Commander K N Kumar.

Squadron Leader RK Jain was commissioned in Logistics Branch in Jun 81. Since his commissioning, he has held various important and challenging appointments with distinction.

The Officer assumed the duties of Mess Secretary of Air Force Officers Mess, New Delhi in Jun 96. With his vision, involvement and personal interest, he has brought about all round improvements in the Mess which was functioning from World War II vintage accommodation and there were plans to demolish it. With his hard work and constant efforts, he has brought the building, including the Banquet Hall, to a standard befitting to hold functions of National level importance.

During the period, the Officer successfully arranged and looked after prestigious functions of Air Force Day, Air Force Cdrs' Conference and banquets for the visiting foreign dignitaries, etc. which brought lot of laurels to the Air Force Officers Mess for its efficient and excellent services. Through close monitoring of expenditure, the financial position of the mess has also improved manifold. He single-handedly set about recommissioning of the mini Officers' Mess at Naraina to accommodate more than 100 Officers who were dislodged from the Air Force Offrs' Mess on its demolition.

Squadron Leader TB Mathew (17111) AE (L) is on the posted strength of No. 20 Wing since 04 Feb 96. He has been working as Senior Engineer (Aircraft) and handling the Tech Flight for T-77 aircraft. During this period both the T-77 squadrons namely 8 and 52 squadrons achieved 100% serviceability on a number of occasions. A unique achievement was that both the squadrons achieved 100% service ability on the same day in Mar 96 and all aircraft were flown. The average fleet service ability itself has been maintained at approx 85%.

Due to the in-depth snag analysis and rectification carried out under his supervision, there has been a large reduction in AOG demands. The officer was also instrumental in the modification for fitment of an after burner fuel pump of R-11 engine to R-13 engine of Type 69-B aircraft. He has computerised all the activities of MCC. His managerial capabilities were evident during the move of 52 Squadron in scheduling and executing the servicing of aircraft and later in the move of the squadron Tech Flight element from 20 Wing to 14 Wing. This move was executed very smoothly and resulted in the unit starting its flying in full swing at the next Stn. within 72 hours.

Squadron Leader Mathew has maintained a clean maintenance safety record in doing all his tasks. The officer has used his exceptional professional knowledge to advantage in various maintenance activities. He has shown clarity of thought, sound decision making capability and exemplary initiative. His relentless efforts resulted in 20 Wing being declared as Best in Maintenance in EAC for 1995-96.

For his exceptional professionalism and dedication to duty, the President is pleased to award "Vishisht Seva Medal" to Squadron Leader T B Mathew.

Squadron Leader B N Roy (17659) AE (M) was commissioned on 30 Aug. 84. Important appointments held by him are Senior Production Engineer at 3 BRD and Chief Engineering Officer at 42 Wing since 17 Jul 95. At 3 BRD he was awarded commendation by AOC-in-C in Aug 93. Although being young in service, his initiative, foresight and deep awareness of professional exigencies have contributed immensely towards efficient functioning of all the maintenance activities of the Station.

Having worked at the Engine Overhaul Division at 3 BRD, the officer has an excellent understanding of TV-3 engines. His meticulous attention to details enabled him to identify nicks on final stage compressor blades and second stage free turbine blades on four engines of helicopters. These engines would have been prematurely withdrawn. However, displaying initiative and excellent professional competence, the officer undertook local repairs on these engines, which subsequently completed their full TBO life, thereby effecting substantial foreign exchange-savings.

The officer has ensured an excellent serviceability and reliability of Mi-17 Helicopters operating at base. The average serviceability for the year 1995-96 was 76.2% and for the year 1996-97 was 79.3%. The officer's contribution towards 128 HU AF, being awarded the best transport/helicopter unit of EAC was significant.

Displaying planning ability of high order, the officer has also ensured a high serviceability of the Mechanical Transport fleet. The average serviceability of specialist and common user vehicles was 88.1% and 89.6% for the last two years. His proper training and guidance to MTD's has ensured no MT accidents during the last two years.

Squadron Leader Rajesh Kumar Dhingra (18429) Met was commissioned on 13 Jun 87 in meteorology Branch of Indian Air Force. From the very beginning the officer stood out for his professional ability and diligence. He holds the rare distinction of topping all professional courses attended by him with directing staff grading in two. He excelled outside his branch duties and set new standards in variety of jobs assigned to him including presenting a research paper on warning of floods at Sirsa, which were widely appreciated by Command/Air Headquarters.

Squadron Leader Dhingra has been working as Public Relations Officer (Air Force)

since 27 Feb 96. In his short tenure as PRO (AF) the officer has achieved many firsts which include arranging the live telecast of Air Force Day and Vijay Diwas celebrations on National Network of Doordarshan, earlier telecast on metro channel only. The very fact that the officer, through junior-most in the Directorate, was selected to co-ordinate media coverage for Silver Jubilee celebrations of Vijay Diwas and now once again for Golden Jubilee celebrations of India's Independence, speaks volumes for his professional expertise.

Squadron Leader Rajesh Kumar Dhingra on his own initiative, got made four films on IAF at no cost basis, thereby generating proactive publicity for the Force. In particular, his efforts in highlighting the flight safety record brought a total turn around in the then prevailing adverse media/public perception towards the record. With his foresight and tactful media handling, the officer helped in solving media related issues amicably. The officer thus achieved in a short period of time what most professionals aspire for.

Right Lieutenant Samay Singh Yadav (21691) Admin has been serving the Indian Air Force since Nov 65 and has held various important and challenging appointments with distinction. He has proved himself to be highly capable and dedicated Officer who with his zeal and devotion to duty, has excelled in all the assignments and earned commendations by Air Force Commanders from time to time.

The Officer was assigned a challenging task of dealing with disciplinary cases, Courts of Inquiry, Honours & Awards, conduct of AF Day Parade and Welfare activities of all the Units under Western Air Command during 1994-95. He was also instrumental in enhancing the quality of life at AF Bases thus boosting the morale of all the personnel. During his period four major welfare projects viz. provision of desert coolers for personnel below Officers rank, Airmen's Club at all the stations, cubicals for living-in airmen and provision of hot meals at Airmen Messes were launched by Western Air Command. Flight Lieutenant Yadav monitored these projects himself, visited various Stations/ Bases, arranged financial help to the needy Stations and ensured timely completion of these Projects thus exhibiting once again a high sense of dedication, pride in his profession, devotion to his duties unmindful of his personal comforts' and outstanding administrative skill.

During 1996 Flight Lieutenant Yadav was assigned the task of improving the facilities at Air Force Sports Complex including AF Golf Club, New Delhi. Under his Golf stewardship, the facilities at the Sports Complex and the Golf Club enhanced manifold in a short time. It is largely as a result of his efforts that AF Golf Club is today rated as one of the most Prestigious Club in the Capital.

For distinguished service of high order, the President is pleased to award "Vishisht Seva Medal" to Flight Lieutenant Samay Singh Yadav.

Flight Lieutenant Krishnamurthy Srinivasa (21774) AE (L) was commissioned as Engineer in Electronics on 09 Mar 1992. He has held the appointment of Officer-in-charge Automatic Data Handling System (ADHS) and Fibre Optics Radar Data Remoting System (FORDARS). He had helped in transfer of SADHS equipment from 58 Signals Unit, Air Force to 71 Signals Unit, Air Force.

All Radar data from Radar to ADHS are passed through FORDARS, the lifeline for transfer of data. FORDARS at this unit is prototype, installed in 1988 and has outlived its useful life. This equipment was perpetual source of snags, thereby limiting operational capability and reliability of system. Manufacturer, M/S Indian Telephone Industries, demanded Rupees ten lakhs for replacement of this system.

Displaying rare sense of professional pride, Flight Lieutenant K Srinivasa took the challenge of updating this equipment. After studying system and assessing the requirement of spares, Tools for updatement, undertook the task and executed it at a cost of Rs. 1,20,000/-, which has saved Rs. 8.85 lakhs to exchequer.

For distinguished service of exceptional order, the President is pleased to award "Vishisht Seva Medal" to Flight Lieutenant K Srinivasa.
