In January 1982, when it was decided that an Indian would go into space on a Soviet space ship, Squadron Leader Rakesh Sharma volunteered for this very challenging mission. After a very rigorous selection process, which included a most exacting medical test, he was selected as one of the two cosmonaut candidates from among 150 highly qualified and experienced pilots of the Indian Air Force. After his selection, he underwent training as a cosmonaut at YURI GAGARIN CENTRE in the USSR, where he applied himself with total devotion and dedication and won acclaim from Soviet Space experts. Squadron Leader Rakesh Sharma completed a most arduous training schedule, with distinction and with exceptional professionalism.

Air Marshal Prem Pal Singh MVC AVSM (3871) was commissioned in the Flying Branch of the Air Force on 15th April, 1950. Initially, he served as a pilot in transport squadrons and later converted on to Jet bomber aircraft. During the 1965 war with Pakistan, as the Commanding Officer of a Canberra Bomber Squadron, he was awarded Maha Vir Chakra for gallantry, and bravery. Subsequently, he served as the Directing Staff of the Defence Services Staff College.

In 1971, Air Marshal Prem Pal Singh was the Staff Officer incharge of operations at Command Headquarters. He meticulously planned the bomber operations in the western sector as well as against Pakistani occupation forces in Bangla Desh and thus contributed to the success of our bomber operations in 1971. For his leadership, drive and devotion to duty in peace as well as war time, he was awarded Ati Vishisht Seva Medal.

In 1979 after a successful tenure as an Air Attaché, France and Air Officer Commanding of a major Wing, he was posted to Air Headquarters as Assistant Chief of

the Air Staff Flight Safety and Inspection. During this period, in addition to his Air Force duties he shouldered the responsibilities as the President of the Services Sports Control Board. Besides he was also selected as one of the Vice Presidents of Indian Olympic Associations as well as member of the working Committee of many other sports federations.

For the conduct of IX Asian Games, he was appointed the Chief Administrator of the Prestigious Jawahar Lal Nehru Stadium. This task involved dexterous handling and coordination between multifarious agendas and was executed in a commendable manner.

On promotion to the rank of Air Marshal, he was posted as Senior Air Staff Officer Central Air Command, an appointment which ha presently holds. By his leadership, drive and devotion to duty Air Marshal Pram Pal Singh has rendered distinguished Service of the most exceptional order.

Air Marshal Subrarnaniam Raghavendran, AVSM (3840) F(P) was commissioned in the Flying Branch of the Air Force on 15 Apr 50. Immediately on completion of his

initial training he was assigned to flying duties in an operational squadron and has since

handled a variety of flying assignments at various levels. As a competent fighter pilot he has commanded successively and successfully a fighter squadron and two major fighter bases.

After undergoing n course at the National Defence College in 1973, Air Marshal Raghavendran was posted on staff appointments first at Air HQ and later as Senior Air Staff Officer at HQ Trg Command. His subsequent appointments included Director of Training, Assistant Chief of Air Staff Personnel and Assistant Chief of Air Staff Operations at Air HQ. He was then posted as Air Officer Commanding J&K before taking over as Senior Air Staff Officer at HQ WAC, the oldest and the most important of the Operational Commands of the Air Force. He is presently holding this appointment and is also functioning as AOC-in-C, pending selection and posting of a permanent incumbent.

A keen, knowledgeable and highly experienced fighter pilot, Air Marshal Raghavanderan has shown immense capacity for planning of operational matters and carrying them towards successful implementation. While holding the appointment of Assistant Chief of Air Staff Operations at Air HQ he was chosen to coordinate all arrangements in connection with the flying activities entrusted to the Air Force during the Commonwealth Heads of Govt Meet. His handling of this demanding assignment won him all round acclamation.

Throughout his career Air Marshal Raghavaendran has exhibited exemplary devotion to duty, professionalism of the highest caliber and an immense capacity to organize diverse activities relating to operations and the execution of roles allotted to the Air Force. Air Marshal Subrarnaniam Raghavendran, AVSM has thus rendered distinguished service of the most exceptional manner.

Air Marshal Puran Singh Bajwa (3520) Medical was commissioned in September, 1940. During his service of over 36 years, he held a number of important assignments such as Officer Commanding of two prominent AF Hospitals and Principal Medical Officer of Headquarters Western Air Command. He is presently holding the appointment of Director of Medical Services at Air Headquarters.

As Commanding Officer of Command Hospital at Bangalore his professional and systematic approach earned him a high reputation and esteem from the medical staff as well as from the patients. His administrative and organising ability raised the efficiency of the hospital to a very high standard.

As Principal Medical Officer, Western Air Command, by virtues of his dynamic .leadership and professional competence of a vary high order, he brought about visible improvements in preventable diseases, high standard of hygiene and sanitation and efficient working of maternity and child welfare centres at every station in the Command. He also ensured that the medical staff were closely involved in flight safety programmes of the Air Force. His meticulous planning, deep personal involvement and result oriented approach led to significant improvement in the optimum use of existing medical facilities.

By his devotion to duty, professional acumen and administrative abilities, he has set a worthy example for other medical officers to emulate. Air Marshal Puran Singh Bajwa has thus rendered distinguished service of the most exceptional order.

Air Vice Marshal Narayanan Krishnan Nair VSM (4075) AE(L) was commissioned in the Air Force in January ,1951. A graduate of Electrical Engineering and also a Member of Institute of Electrical and Technical Engineers, he has successfully undergone a number of professional courses in India and abroad, including Technical Training Course in USA and Instrument Design and manufacturing course in UK.

Whilst serving on the Staff of Headquarters Maintenance Command, he was responsible for the high standard, of maintenance of instruments and electrical Systems at Depots under the Command, for which he was decorated with the award of Vishisht Seva Medal.

During his service career, he has held a number of important Command and Staff appointments, which include Air Officer Commanding of a Major Air Force Station,Joint Director Missiles and Radar, Director Maintenance Planning and Director of Signals at Air HQs.

An officer possessing high technical acumen, professional skill, creative mind, progressive leadership qualities and sound organising ability, he is totally dedicated to the service.

By his outstanding contributions, Air Vice Marshal Narayanan Krishnan Nair VSM has rendered distinguished service of the most exceptional order.

Air Vice Marshal Daya Shanker Mishra AVSM VM (4067) AE (M) was commissioned in the Air Force in January 1951 and retired in Mar 84. During his long service of over 33 years, the officer held various command and staff appointments, including that of Officer Commanding of a major Base Repair Depot and Director of Engineering at Air Headquarters. He also served on deputation to HAL as General Manager. He successfully completed the post graduate course at College of Aeronautics, Cranfield (UK) in 1962. As Senior Technical Staff officer and Chief of Aircraft production in a Base Repair Depot, ha served with great distinction in recognition of which he was awarded Vayu Sena, Medal in the year 1972. As Officer Commanding of a Major Base Repair Depot at its formation stage, he applied himself with exemplary zeal and shouldered the responsibilities with a high degree of confidence, he not only completed the formation of the unit in a smooth and efficient manner, but also more than doubled the stipulated production target of aeroengines during the very second year of his Command. But for his complete dedication in the face of serious constraints, it would have been difficult to completer the assigned task. For this outstanding achievement he was awarded Ati Vishisht Seva Medal in 1978. Later as Director of Engineering 'A', AVM Mishra made significant contribution in formulation and implementation of policies regarding all aspects of maintenance.

Through professional skill, dedication and exemplary devotion to duty Air Vice Marshal Daya Shanker Mishra has rendered distinguished service of the most exceptional order.

In January, 1982, it was decided that a joint Indo-Soviet Space mission would be launched in 1984. Wg Cdr Ravish Malhotra responded most readily to a call for Indian cosmonaut volunteers. After a very rigorous selection process, including a most stringent medical examination which covered weightlessness and other strenuous mental and physical tests associated with space flights, he was declared fully fit and was selected as one of the two cosmonaut candidates from among 150 highly qualified and experienced pilots of the Air Force.

Wg Cdr Ravish Malhotra underwent an extremely demanding training schedule as cosmonaut at the YURI GAGARIN CENTER in USSR for 18 months and completed the same with great credit and distinction. During his training he displayed unflinching dedication, outstanding zeal, exceptional professionalism and courage. His commitment to his training as a cosmonaut, which involved many challenges and hazards, was total and complete. This not only won him many an accolade from all quarters of the training centre but indeed has been a matter of pride for the nation. He thus kept himself in complete readiness for the First joint Indo-Soviet Space Venture on 3rd April, 1984. Since only one Indian Cosmonaut was to go into space, Sqn Ldr Rakesh Sharma was finally selected for the flight.

Wg Cdr Ravish Malhotra during his entire period of training has thus displayed conspicuous gallantry and courage.

Air Commodore Keshava Dev Kanagat VM (4433) Flying (Pilot) was commissioned in Indian Air Force in January, 1953. During his career he carried out 7400 hours of accident free flying, commanded a multiengined transport Squadron and held variety of staff appointments at Command and Air Headquarters. During the Indo Pak War 1971, Air Commodore Kanagat led his squadron with great courage and distinction and flew many hazardous missions for which he was awarded 'Vayu Seva Medal'.

He took over the Command of No. 10 Wing in January, 1983, when the two Dakota Squadrons based there were slated to be wound down in April 1984 and the station was to prepare itself for simultaneous induction of AN-32 aircraft. It is against this background that he set himself to achieve the two major tasks viz. firstly to sustain the serviceability and tempo of flying on the ageing Dakota fleet and secondly to prepare the station for induction of AN-32, involving setting up of new training facilities, maintenance support and reorientation of operational procedures.

By his personal example and leadership he succeeded in inspiring the aircrew of the station in reposing their continuous confidence in the ageing fleet and exceeding their maintenance task by 22 tons. He associated himself keenly with maintenance activities on the station, guiding and inspiring the maintenance personnel and to make 100% Dakota aircraft on base airworthy on four occasions during the year.

Under the overall directions of Air Commodore Kanagat, the excellent performance shown by the vintage fleet, influenced the Air Force to reconsider the date of its phasing out and extend its life by another year. While the flying activity of the station was being revitalized, he continuously reviewed and revamped the administration of the Wing which was kept in pace with the overall Air Force requirements.

Air Commodore Kanagat has displayed outstanding qualities of leadership by achieving a high level of operational efficiency and readiness of an operational base. The Station under his stewardship was awarded the trophy for best administered station in Eastern Air Command.

Air Commodore Keshava Dev Kanagat VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Har Krishan Oberoi VM (4583) Flying (Pilot) was commissioned in the Air Force on 14th October, 1953. Throughout his career spanning 30 years, he held a large number of important and prestigious appointments. He has over 7700 hours of accident free flying to his credit.

As a junior pilot, he carried out aerial survey and strategic reconnaissance along our northern borders, stretching from Aksai Chin to Arunachal Pradesh, for over 6 years. His work greatly facilitated mapping of the hitherto unsurveyed territory, most required for operational planning besides the need of oil and mineral survey. As Flight Commander in Air HQ Communication Squadron, he was responsible for successful induction of TU-124 aircraft for VVIP operations in the IAF. Later during his two years tenure as Squadron Commander of this prestigious Squadron, his Squadron was awarded the Flight Safety Trophy successively for both the years. During the 1971 operations, for the telling results achieved by him, as Chief AVSM 1984-85 Operations Officer of an operational wing, he was awarded 'Vayu Seva Medal'.

Air Commodore Oberoi, as Commandant, Transport Training Wing, was responsible for the formulation and successful implementation of the new training syllabus for transport pilot. His unit undertook flood-relief operations on many occasions and earned the appreciation of the concerned State Government as well as of the Govt of Sri Lanka. As Director of Personnel (Officers) at Air Headquarters, he was closely associated with the development and induction of the new appraisal system and extension of the retirement ages, in the ranks of Wing Commander to Air Marshal.

Since November, 1962, he is working as Director Plans at Air Headquarters and has been responsible for sponsoring and processing a number of proposals. His major achievements have been upward revision of manpower ceiling, establishment of four wings and four FBSUs and creation of Southern Air Command. Another major achievement of Air Commodore Oberoi is the Government's approval of second cadre review, which aims at improving the career prospects of Air Force personnel.

Air Commodore Har Krishan Oberoi VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Rajendra Kumar Dhawan VM (4736) F (P) was commissioned in the Indian Air Force on 17 Jul 54. He has flown over 4000 hours, mainly on jet fighters. He was awarded the 'Vayu Seva Medal' in 1976. He has commanded an operational Squadron and an operational Wing during his service career and has also held important staff and training appointments both in India and abroad. During his tenure as Air Attaché, Islamabad, he established good working relations by his tact and resourcefulness.

He commanded a major operational wing for two years, at which were located three fighter squadrons and several other units. During his command newly inducted fighter aircraft were fully and safely exploited. This was largely due to his hard work, organizational and leadership qualities. He developed the vital infrastructure, ensured adequate support from sections of the wing and maintained a safe flying environment. His wing won the WAC Trophies for the year 1982-83 for being the best in Maintenance and Administration.

Air Commodore Rajendra Kumar Dhawan VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Bir Inder Singh VM (5040) Flying (Pilot) was commissioned in the Air Force in January 1956. He has over 4400 hours to his credit. He actively participated in both wars with Pakistan. He was the Director of NCC Directorate of Karnataka and Goa for a year w.e.f, Apr 83. Within this short period, he has been able to achieve the following outstanding results:

He personally supervised the camp training for the competitions which were to be held for the Prime Minister's Championship Banner and ensured that selection of cadets was based purely on merit. He personally selected and trained Air Wing cadets for the competition at all India lelvel. A girl cadet from his Directorate won the Gold Medal and a boy cadet the Silver Medal during the Prime Minister's Rally Championship Banner in Jan 84.

From his Directorate maximum number of cadets were selected for participants in the Republic Day as well as Guard of Honour contingents. The standard of drill achieved by Karnataka & Goa contingent was exceptionally good. During the All India Level camps held at Gurgaon and Ghaziabad for boys and girls respectively, cadets from Karnataka & Goa Directorate stood first in all the competitions which counted towards the Prime Minister's Championship Banner. In November 1983, due to his initiative, 750 NCC cadets participated in traffic duties during the CHOGM (Commonwealth Head of Government Meet) at Goa. Further, 17 cadets were trained as guides who helped the wives of the Heads of States during their stay at Goa. He volunteered to undertake all Hand Gliding training for the basic as well as advanced stage in his Directorate. A comprehensive case for introduction of Hand Gliding in NCC organization prepared by him is with the Government. Besides he also introduced wind surfing in his Directorate.

He was able to achieve exceptionally good rapport with the Karnataka State Government. The Chief Minister was so impressed by him that he went out of his way to sanction incentives for the NCC cadets which have proved to be a tremendous motivating factor. Further the State Government, at his persuasion, in actively considering the reservation of seats for NCC cadets in Home Guards, Forest, Police, Education and Fire Services Department in addition to allotting a certain quota for admission to the Post Graduate and MBA Courses.

As a result of his visits to various universities the Vice Chancellor of Mysore University has agreed to introduce the NCC as an integral part of the curricular in some of the selected colleges on trial basis from the next academic session onwards.

Air Commodore Bir Inder Singh VM has, thus, rendered distinguished service of an exceptional order.

Group Captain Manakkal Narayanan Amri-thalingam VM (5413) was commissioned in the Aeronautical Engineering (Electronics) Branch of the IAF on 20 May 57. As a Flight Signaller, he served in operational areas between Jan 59 to Sept 63 and was awarded Vayu Seva Medal for his performance during the Chinese operations. He qualified with distinction, the postgraduate course in avionics at Cranfield Institute of Technology. The officer was also trained in France on Semi Automatic Data Handling System.

On return, the officer was posted at Air HQs, where he served as specialist avionics member on the evaluation teams for the Jaguar, Harrier and Nimrod aircraft, and made significant contributions to the evaluation tasks. The officer was also associated with introduction of Automatic Data Handling systems. He was instrumental in formulating the operational requirements in the Indian context and translation of these requirements into detailed hardware and software requirements for indigenous development of the same. He has continuously associated with the project at Air HQs and subsequently at Ministry of Defence.

Officer's contribution to the design and development of the display systems and evaluation of methods for testing of software, developed for operational air force defence application, is laudable.

As Chief Technical Officer of an operational radar station he contributed significantly in solving the large number of technical teething problems and operation of the first indigenous manufactured THD radar in the Air Force. Since 1981, the officer is serving as a Senior Project Engineer at Radar and Communication Project Officer. During his tenure the workload increased considerably due to simultaneous installation of the static radar at more than one location and the introduction of Mobile PSM33 radar into the Air Force, which he managed creditably.

Group Captain Manakkal Narayanan Amrithalingam VM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Sashi Kumar Samuel Ramdas was commissioned in the Aeronautical Engineering (Mechanical) branch of the IAF in April, 1955. During his service career, he served on numerous assignments in India and abroad with ineffable dedication. Air Commodore Ramdas is one of those few officers of Technical Branch who are qualified pilots and have earned their 'Wings'. He has flown over 1100 hours on various types of aircraft and always kept himself in current flying practice.

He has vast technical experience on variety of combat aircraft of Western and Soviet origin. Due to his high professional knowledge, he was specially accredited to induct contemporary aircraft weapon system viz. Hunter, Marut and Jaguar and was appointed to the selective post of Chief Technical Officer of Operational bases for a period exceeding eight years. He applied his profound knowledge immensely, in aviation, both as an aeronautical engineer and as an aviator in the successfully competition of vitally important flight trials at A&ATU on Marut, Kiran, Gnat and Hunter aircraft for which he was awarded Vayu Seva Medal in Jan 70. For his involvement, ingenuity, technical acumen and initiative to meet the war requirements, during Indo-Pak conflict, he was awarded Vishisht Seva Medal in 1971.

As Deputy Air Advisor in High Commission of India in London, he sorted out a number of maintenance problems by working in close cooperation with the manufacturers and RAF. In 1979, Air Cmde Ramdas was specially selected for induction of Jaguars in the IAF and sent for course to UK. Subsequently, as Chief Engineering Officer of the first Jaguar Base, he well utilized his par excellence professional experience and managerial competence to organize maintenance facilities in a time bound programme. Later as commander of a Base Repair Depot, he achieved the highest output of Kiran overhaul in 1981-82, for which the Depot was awarded the Best BRD Trophy, by HQ Maintenance Command.

Since August, 1982, Air Commodore Ramdas has been the Director of Engineering. His field experience and managerial skill have contributed a lot of smooth induction of the latest fighter aircraft and planning he overhaul facilities for them in India.

Air Commodore Sashi Kumar Samuel Ramdas VM VSM has, thus, rendered distinguished service of an exceptional order.

Air Commodore Kewal Krishan Chadha (4512) Logistics was commissioned in the Air Force on 27 Jun 53. During his service, he attended Advanced Works Study Course, besides a number of courses on computers of Advanced Technology. He held many important appointments in India and abroad, which include Director of Purchase in the United Kingdom and Director of Stores at Air Headquarters.

The new clothing policy for the airmen came into effect on 01 Jan 83, which brought in its wake, various problems regarding implementation of the policy. The task assigned was to ensure availability at all items to all entitled airmen. Notwithstanding the complexity of the problem and exacting nature of task, Air Commodore Chadha set about to achieve the target with vigour, zeal and determination. During the implementation of the new policy, he displayed remarkable ability in analyzing difficult problems and evolving solutions, besides presentation of facts and convincing arguments. Today, the clothing items of airmen's kit are available at all the units/Depots and are being issued in a regulated manner. The issues are being regularly monitored and the response with regard to the implementation of the policy is very encouraging. His dedication to work, untiring energy and zeal has contributed significantly to the stabilization of the policy.

Air Commodore Kewal Krishan Chadha has, thus, rendered distinguished service of an exceptional order.

Group Captain Krishan Murthy Konduri (5033) Accounts was commissioned on 15 Oct 55. During his 29 years of service, he has consistently maintained an exemplary standard of performance in various appointments held by him. He was awarded commendation by the AOC-in-C Maintenance Command in Aug 66 and again by the CAS in Jan 74. AVSM 1985-86

As S Accts O of a major Wing during 197980, he devised a comprehensive Management Information System, which was appreciated by AOC-in-C and later introduced in all the units under the Command. As Deputy Director of Accounts at Air Headquarters, he got many establishments revised and accounting procedure improved.

Gp Capt KK Murthy took over as Director of Air Force Group Insurance Society in the rank of Gp Capt on 29 Mar 82. During the tenure, he has very energetically carried through a number of proposals, considerably increasing the benefits to members, without any raise in their contributions. He has done it by innovative measures which got the Society a higher return on its investments. He got the banks to reduce the term of low yield deposits and was able to persuade the Ministry of Finance to extend the new higher rate of interest to earlier deposits in Public Sector Undertakings.

A remarkable achievement of Group Captain Krishan Murthy Konduri was in obtaining the Government sanction to exempt the death benefits, payable to Army, Navy and Air Force Group Insurance Schemes, from the Estate Duty. Undeterred by successive negative responses, single handedly he pursued the case with the Ministry of Defence, Ministry of Defence (Finance), Ministry of Finance and Ministry of Law, at various levels, till he was successful in obtaining the sanction on 31 Oct 83.

With a verve and zeal which accepts nothing as impossible, Gp Capt KK Murthy has done yeoman service not only to the Air Force as an Accountant Officer but also to all the three Defence Services as Director of Air Force Group Insurance Scheme. His high professional competence, unflagging enthusiasm, total dedication to service and unparalleled achievements have been a source of inspiration for all.

Group Captain Krishan Murthy Konduri has, thus, rendered distinguished service of an exceptional order.

Air Commodore Gyanendra Nath Kunzru (4167) Medical was commissioned on 01 November 1951 and has been serving with the Air Force ever since. After having served as Medical Officer in various Squadrons, he attended Advance Course in Pathology and qualified for the MD degree in Pathology. He was elected a Fellow of Aero Medical Society of India and is currently a Professor and Post Graduate Examiner of the Bangalore University.

In 1960, Air Cmde Kunzru was selected for deputation to the UK for Specialised Training in Aviation Accident Pathology. Subsequently, he was instrumental in setting up the Department of Accident Pathology at Institute of Aviation Medicine. With the setting up of this Department, it has been possible to investigate all air accidents, both civil and military on scientific basis. He has carried out several research projects which have a direct bearing on aircrew performance and flight safety.

During his tenure as Officer Commanding, Air Force Hospital, Johrat, Air Cmde Kunzru displayed exemplary qualities of leadership, planning and organization. He introduced many innovations and organized Patient Care, which acclaimed high praise from all the peripheral units dependent on the Hospital.

In 1981 Air Cmde Kunzru was specially selected to hold the coveted appointment of the President of Air Force Central Medical Establishment in New Delhi. In this appointment, he not only brought about medical changes, to enhance the functional efficiency, but also devised new system of maintenance and up­dating of medical documents at Central Medical Establishment. He has been instrumental in setting up the latest investigative facilities for evaluation of aircrew with borderline cardio vascular disability. He has formulated many research projects, which will of great help in evaluation of aircrew and has contributed significantly to the delineation of the protocol for evaluation of the cosmonaut.

Air Cmde Kunzru has been an all round sportsman. He has represented Air Force Teams in Cricket, Tennis, Squash and Golf. He has also served in the Services Team for National Championship in Cricket and Tennis.

Air Commodore Gyanendra Nath Kunzru has, thus, rendered distinguished service of an exceptional order.

Air Commodore Madhukar Keshav Joshi (4399) Flying (Navigator) was commissioned in the Air Force in January, 1953. He has over 3700 hrs, accident free to his credit. During his service he has held many important appointments like Chief Instructor (Air Defence), Station Commander, AF Station Begumpet and Air Officer Commanding Air Force Record Office.

He was posted as Air Officer Commanding Air Force Record Office on 05 Jan 83. He took over this office, at a time when a number of new weapon systems were being inducted which demanded an immediate need to evaluate the airmen manning levels of operational squadrons. He undertook the challenge and in a short span of six months improved the effective manning status in the Air Force.

In a pragmatic analysis of airmen manpower, he conducted a detailed study to assess the airmen manpower requirements till 1987 and made firm recommendations, with an aim to achieve 100% manning by 1988. the steps recommended by him are being pursued to bring up manning level, in the Air Force to 100%, in the shortest possible time frame. Besides, AFRO has streamlined the procedures of discharge of airmen and ensured timely finalization of the pension cases. Now the cases of regularization of grant of excess leave are also being regularized at AFRO itself. The Establishment and strength data, an essential information for updating statistical records of manning levels of airmen of the Indian Air Force, is readily available.

His methodical approach and detailed planning ensured that only about 800 personnel were moved on posting, while as many as 8500 promotions were authorized. Further, due to his personal involvement and visits to various formations, outstanding movements were reduced, drastically. Request postings, like 'compassionate ground posting' have now been restricted to two years only. Rationalisation of the categorization of units, for purpose of manning levels, has also been achieved, based on recommendation of this office. A number of positive measures like, first choice posting from hard areas, granted extended tenures, utilization of expertise in a fair and impartial way, are some of the measures which were implemented during his stewardship and are paying rich dividends.

Air Commodore Madhukar Keshav Joshi has thus rendered distinguished service of an exceptional order.

Air Commodore Ajit Mohan Shahane, Flying (Pilot) was commissioned in the Air Force in January 1954. He has logged over 5500 hrs of accident free flying, out of which over 1500 hours were flown in the difficult hilly areas of Ladakh and the Eastern Himalayas. During his long service, he has held many important Staff and Command appointments which include Directing Stall at Defence Services Stall College, Commandant of College of Air Warfare and Air II of an operational Command.

He was amongst the few pioneers who surveyed and established the routes in the hilly terrain of Jammu and Kashmir, for operation of Packet aircraft. As a veteran pilot himself, he was able to motivate and inspire the aircrew of the ageing Packet fleet to undertake the maintenance operations in Ladakh, with zeal and enthusiasm. His mettle in flying can be best gauged from the example of calm and cool courage, displayed by him during a grave in-flight emergency, where he skillfully nursed a crippled Packet aircraft in Ladakh and landed it safely at Leh.

During the Goa operations, the Chinese aggression and the Indo-Pak conflict in 1965, AVSM 1985 he undertook transport support tasks and flew a number of maritime tactical missions. During 1971, as Deputy Director Operations (Transport & Maritime), he made valuable contributions in planning and coordinating strategic airlift for the Army. As Directing Staff at DSSC and Commandant of College of Air Warfare, he made significant contributions in projecting the correct philosophy and strategy in respect of Air Power. As Joint Director Intelligence, he was able to strengthen and modernise the Security and Counter Intelligence Organisation.

Air Cmde Shahane in his appointment as Air II of an operational Command, achieved optimal utilisation of available resources. He met all multifarious commitments of Air maintenance, flood relief and the Route Transport Role, despite tremendous handicaps in the shape of dwindling availability of transport fleet placed under his command.

Air Commodore Ajit Mohan Shahane has thus rendered distinguished service of an exceptional order.

Squadron Leader Pradeep Kumar Tayal has been engaged in test flying duties at Hindustan Aeronautics Limited since October, 1977. On the 21st April, 1983, he was faced with hydraulic failure in Ajeet aircraft, which prevented his nose undercarriage from lowering. During his attempts to lower the undercarriage, his engine also got switched off. He displayed great courage and skill in handling this emergency and was able to restart the engine successfully and lower the undercarriage after considerable struggle. This resulted in a safe landing and saving of an aircraft.

Squadron Leader Pradeep Kumar Tayal thus displayed exceptional courage, coolness and presence of mind, expert professionalism and devotion to duty of a high order.

Wing Commander Viswanathan Natarajan was one of the four Mi-8 pilots in the IAF contingent of the IIIrd Indian Arctic Expeditions. On the 28th December, 1983, he was assigned to transfer heavy construction and other material from the ship to the base camp. The terrain was unknown and forbidding. The unpredictable adverse weather with extremely strong surface winds and persistent low visibility, made the helicopter operation extremely difficult. All these hazards and the non-availability of other helicopters did not deter Wing Commander Natarajan. He met all the flying commitments by flying 61:30 hours in 212 sorties. It was due to his persistent efforts that the availability of heavy construction material was ensured and the Army engineers were able to complete the construction of protp station in time.

Wing Commander Viswanathan Natarajan displayed indomitable courage, determination and devotion to duty of a high order.

Sergeant Shyam Behari Gupta was a technical member of the Air Force team of the Third Indian Scientific Expedition to Antarctica. The success of the mission to a large extent was dependent upon the logistics support provided by the only Mi-8 helicopter available, as the other Mi-8 helicopter was not available for operation. Being the senior most technical tradesman Sergeant Gupta, besides undertaking his own task of supervising the maintenance activities, worked relentlessly with other fellow technician and also assisted the aircrew in loading/unloading of the helicopter. On the 27th December 1983, the Mi-8 helicopter, in which he was traveling met with an accident and crashed into cold Antarctica waters. The helicopter was sinking fast and the entire crew of the helicopter, including Sergeant Gupta were trapped inside. Faced with a catastrophic situation, Sergeant Gupta displaying great presence of mind and courage, continued to find a way out of helicopter in order to save the lives of the crew members. With the help of Flt. Lt. Rai, he managed to break open a passage through the cockpit wall and was instrumental in saving the lives of the crew members.

Sergeant Shyam Behari Gupta thus displayed undaunted courage, initiative and devotion to duty of a high order.

On the 29th February 1984, Wing Commander Gajanan Damodar Shintre was detailed for general handling sortie with Flt. Lt. PV Choudhari. On being informed that the aircraft had developed some serious trouble, Wg Cdr Shintre promptly took over the controls as the Captain of the aircraft. Assessing the situation he noticed that he was at a height of 3700 ft. He was left with two options to abandon the aircraft or to attempt a force landing. He gallantly elected to force land rather than abandon the aircraft, even though his decision might have led to grave injuries to himself and his crew. Thereafter he executed a perfect forced landing mustering all his experience and skill at a very critical juncture and causing minimum damage to the aircraft. Wing Commander Gajanan Damodar Shintre thus displayed conspicuous courage, professional skill and devotion to duty of high order.

Squadron Leader Suresh Haribhav Apte has been engaged in test flying duties at HAL Bangalore complex since November, 1976. On the 18th May, 1984, Sqn Ldr Apte experienced an engine failure on his HPT-32 prototype aircraft due to fuel supply problems. He was at a height of 1000 feet which was barely sufficient to make a forced landing at the airfield. However, with great skill and cool courage he made a 90 degree turn at 50 ft. altitude and made a perfect landing on the runway.

Squadron Leader Suresh Haribhav Apte thus displayed undaunted courage, determination and devotion to duty of a high order.

Group Captain Krishan Kumar Sangar, Flying (Pilot), is Commanding a Helicopter Unit since October, 1981. He was appointed Mi-8 Task Force Commander during an operational exercise somewhere in the Northern Sector. A variety of loads some of which had never been airlifted before, had to be dropped by Helicopters. The operations had to be carried out in an extremely hostile, snow bound terrain under marginal weather conditions. During this Operation, Group Captain Sangar achieved many firsts to his credit and was able to drop rations and stores at places located at elevation higher than 17,000 ft. On the 3rd June, 1984, while dropping an Arctic Hut at a dropping Zone, he had to fly his aircraft to its absolute limits to avoid any damage to the hut. This was possible due to his professional skill and sound understanding of the aircraft.

Group Captain Krishan Kumar Sangar thus displayed courage, professional competence, determination and devotion to duty of a high order.

Wing Commander Tajinder Pal Singh Chhatwal was selected to undertake an important task of air maintaining troops at very high altitude. In view of the ever changing scenario of the exercise and great urgency of supplies, Wing Commander T. S. Chhatwal commenced the mission immediately. The precision drops carried out by him speak of his professional competence. Later due to subsequent developments, the camp had to be shifted to a steep slope where the stock of supplies turned out to be very critical. Wing Commander Chhatwal had to fly 5-10 metres above the ground. Undeterred, on 25th July 1984, he continued his mission and in all 17 tons of load was free dropped at the new Camp. In another remarkable feat, Wing Commander Chhatwal flew the helicopter at altitudes higher than 5.7 kms for over an hour, while carrying out the task of filming. He flew 42 sorties in one single day airlifting more than 23 tons of load to the forward posts.

Wing Commander Tajinder Pal Singh Chhatwal thus exhibited professional competence, acumen, courage and devotion to duty of high order.

Corporal Charivukalalyil Govindan Soman, Airframe Fitter volunteered to be a member of a Technical Team required to retrieve two Cheetah Helicopters which has force landed at an elevation of 18000 feet during an air maintenance mission. The operation involved imaginative planning and clock work like precision in dismantling, peeking and hooking of loads under the helicopters. When the retrieval operations were launched Corporal Soman was only Airframe Fitter left in the team to carry out dismantling of complete helicopters at the locations. Fully aware of the heavy responsibility he worked for hours unmindful of the personal discomfort and the health hazard. He finally achieved four days task in only one and a half days. At the base camp also he was instrumental in timely rectification of snags on a number of helicopters and displayed exemplary zeal and enthusiasm throughout the period.

On the 31st July, 1984, he was redeployed to retrieve the second helicopter. However, due to an incident the party was left at very high altitude, without the shelter or food. Corporal Soman took initiative to walk to the nearest Army Camp which involved three hours of walking in the face of great danger of slipping into a crevace. When one of the colleagues fell into a crevace he stepped ahead and saved his life.

Corporal Charivukalalyil Govindan Soman thus displayed dedication, courage, professional skill and devotion to duty of a high order.

Wing Commander Manek Bomanshaw Madon, VM has been in command of a front line fighter squadron since 22 Jun 1983. He has 3600 hours of flying to his credit of which about 2000 hours are on supersonics. He is a Fighter Combat Leader and a Qualified Flying Instructor.

Under his command and leadership, the Squadron has made remarkable operational achievements which include a significantly greater flying effort, improved operational status of pilots, an impeccable flying safety record, extraordinary aircraft serviceability and better utilization of aircraft and manpower resources.

During an exercise held in Feb 84, the Squadron flew over 300 hours, accomplished successfully all tasks assigned to it and maintained a 100% serviceability state at detachment.

For these commendable achievements attributable to his leadership, dedication to duty, resourcefulness and ability to produce results, the President is pleased to award Bar to Vayu Seva Medal to Wg Cdr Bomanshaw Madon.

Wing Commander Dilip Chhotu Sambhare successfully commanded the Strategic Reconnaissance Squadron of the Indian Air Force from Nov 81 to Jun 84. During this tenure, he demonstrated flying skill of a very high order on Canberra aircraft and a correspondingly high level of airmanship, professional competence and specialist knowledge. Under his command, all survey and photographic tasks assigned to the Squadron were successfully completed. Also, the Squadron achieved a commendable accident­free record during the period under conditions of intensive flying and launching of operations from various bases spread far and wide in India.

Shortage of resources in men and material during his tenure called for additional and concerted effort oh the part of the Squadron to clear the backlog of priority survey tasks. This was made possible not only by his ability to inspire officers and airmen under his command to put in long hours of hard work, but also by his astute management of limited resources.

He has himself flown many hazardous photo reconnaissance missions successfully, in the face of danger to himself and the aircraft, and made available valuable information of national and strategic importance. His understanding of the urgency of these tasks was invariably sound, and he produced reliable results on every occasion in the critical time frame given to him.

For his devotion to duty, dedication to the Service and a high sense of responsibility in the highest traditions of the Indian Air Force, the President is pleased to award Vayu Seva Medal to Wing Commander Dilip Chhotu Sambhare.

Wing Commander Ujwal Ramchand Dabir has been the Flt Cdr of a Transport Squadron since 10 Apr 82. He has a total of 3475 accident-free flying hours to his credit.

During March 1984, he was detailed to commence aircraft operations in the J&K area to give support to the Army for the exercise 'Meghdoot'. He carried out the first landing in a Packet aircraft on the new Thoise runway and thereafter cleared other pilots also for the operation. He planned supply dropping in the area and operated as flying supervisor to provide excellent support to the Army in the Nubra valley. With his professionalism and in-depth knowledge of the area, he was able to instill confidence in other aircrew operating over the most difficult terrain and under adverse weather conditions.

During June, 1984, he provided continuous support to the Army agencies in apprehending deserters from Ramgarh area. His personal example, dedication and efforts, motivated the whole station. As a result, despite limited resources, operations by day and night and fast turn around of reconnaissance and troopcarrying aircraft could be achieved.

During September, 1984, he was specially selected to conduct flood relief operations in Saharsa area. Once again, with only two helicopters, he was able to provide succor to thousands of marooned people. His dedication, personal example and efforts, far above the normal call of duty, highly motivated the flood relief team and earned high praise from the officials of the Government of Bihar.

For his devotion to duty and personal example in the best traditions of the Indian Air Force, the President is pleased to award Vayu Seva Medal to Wing Commander Ujwal Ramchand Dabir.

Wing Commander Vasudevan Vatsalan Nair is the Commanding Officer of a frontline Fighter Squadron.

Wing Commander Nair has always displayed leadership of high order, organizational ability, ingenuity, dedication and devotion to duty. Under his able leadership and guidance the Squadron won many laurels bringing repute to the Wing and to the Command. Under his command, the Squadron maintained a safe environment, carried out 5481 hours of accident-free flying notwithstanding severe and unpredictable weather conditions and extended working hours. In the very first year of his command, the Squadron was rated the Best Categorised Squadron (Supersonics) and won the IAF Instrument Rating Trophy. With his guidance in 1983-84, the Squadron won the prestigious and coveted IAF Flight Safety Trophy for being the Best Supersonic Squadron of the Year. These commendable achievements are attributable to ingenuity, hard work, dedication and exemplary leadership of Wg Cdr Nair.

The success of the ceremony of Colour Presentation to the Squadron on 05 Mar 84 was the result of Wg Cdr Nair's administrative excellence, his meticulous planning, hard work and personal involvement coupled with organizational ability under trying circumstances.

A fighter pilot to the core, Wg Cdr Nair has to his credit 2670 hours of supersonic jet flying.

For his outstanding leadership, unflagging zeal, absolute devotion to duty, unflinching loyalty and professionalism, the President is pleased to award Vayu Seva Medal to Wing Commander Vasudevan Vatsalan Nair.

Wing Commander Jogendra Singh Sisodia has been flying fighter aircraft since 1963. During his service of over 20 years, he has flown Vampire, Mystere, Marut and Jaguar aircraft. He is fully operational on all these types and has been assessed as an above-average pilot. He is an 'A-2' flying instructor with Master Green Instrument Rating on fighters. He has held the post of Flight Commander in Marut and Jaguar Squadrons.

Wg Cdr Sisodia took over command of a newly formed Jaguar Squadron and accomplished the task of not only moving the Squadron to a new location but converting the entire Squadron on to a new generation attack aircraft. He addressed himself to this task with single-minded effort and exceptional devotion to duty with the result that the Squadron was able to achieve 'fully operational' status within a period of just one year. This notable achievement significantly enhanced the operational potential of the IAF. Wg Cdr Sisodia completed his tenure in January, 1984, handing over to his successor not only an exceptionally potent operational unit, but also one without any accidents. Throughout his service, Wg Cdr Sisodia has displayed exceptional devotion to duty, high qualities of leadership and high professional skill both in the air and on the ground during peace and war.

For his exceptional devotion to duty, high professional skill and qualities of leadership, the President is pleased to award Vayu Seva Medal to Wing Commander Jogendra Singh Sisodia

Wing Commander Pritam Singh has been serving as Chief Instructor at Air Force Station, Bidar since 28 Jan 82. Endowed with considerable operational experience on Canberra aircraft, he has, in addition, vast instructional experience spread over a period of 19 years. He has performed instructional duties on HT-2, Harvard, Kiran, Iskara, Vampire, L-29, L­39 and Canberra aircraft. He has held the appointments of Assistant Chief Flying Instructor and Chief Flying Instructor at the Air Force Academy and the Fighter Training Wing respectively. He has been a category A-2 instructor for the last 10 years and has a total of 2350 hours which are accident free.

During his tenure as Chief Flying Instruc tor at Air Force Station, Bidar, the performance of the Training Wing has been constantly improving under his able supervision and mature guidance. All the five courses have passed out on schedule and have been accident-free. He has displayed singular drive and high professional acumen in improving the flying standard of QFIs and trainees. This has significantly contributed to an accident-free flying record in nearly 19000 hours under his supervision.

Wg Cdr Pritam Singh's organising ability, meticulous planning and able supervision have contributed greatly to the Flight Safety record of Air Force Station, Bidar. It has mainly been due to his efforts that the station has maintained a zero accident rate for the last three years. He has been a perennial source of inspiration to instructors and trainees placed under him.

For his exemplary professional competence, leadership and an impeccable record of accident­free operational and instructional flying, the President is pleased to award Vayu Seva Medal to Wing Commander Pritam Singh.

Wing Commander Narinder Singh Chahal has the rare distinction of having commanded three helicopter units. He has 4700 hours of instructional flying. He has flown extensively over the most treacherous terrain in the Eastern as well as the Western Sectors of the country.

Under his inspiring leadership, one of the helicopter units gave an excellent account of itself when it was assigned the arduous task of bombing operations against insurgents in Nagaland in 1974-75. In recognition of its extraordinary performance, during these operations, the unit became the recipient of three Vayu Seva Medals.

Once again under his able command, another helicopter unit, his second, was adjudged the Best Helicopter Unit of the IAF for the year 1980. It also later won the coveted Flight Safety Award and Maintenance and Operational Trophies of Western Air Command.

In his present appointment as OC of a helicopter unit, Wg Cdr Chahal has undertaken several VVIP commitments to the complete satisfaction of all concerned. He has also led the formation of Mi-8s for Republic Day celebrations and IX Asiad. He was the leader of the Mi-8 detachment during CHOGM. Wg Cdr Chahal has brought up the fully operational state of the aircrew to 99.9%. During his command, all the three units have maintained a unique record of accidentfree flying. Wg Cdr Chahal's performance has been consistently excellent and his contribution to the safe conduct of flying has been exemplary.

For his dedication to duty, professional efficiency, and an exceptional record of flight safety, the President is pleased to award Vayu Seva Medal to Wing Commander Narinder Singh Chahal.

Wing Commander Mahabir Prasad Premi, VrC has been commanding one of the helicopter units since 02 Nov 81.

Throughout his present tenure as Commanding Officer, Wg Cdr Premi has displayed leadership of a high order, organizing ability, dedication and devotion to duty. Under his able leadership and guidance, the unit has won many laurels. Under his command, the unit has accomplished more than 8300 hours of accident-free flying in the face of severe weather conditions. During the very first year of his command, the unit won the Best Performance Helicopter Unit Trophy instituted by HAL to commemorate the IAF Golden Jubilee year. With his guidance once again in 1983-84, the unit won the prestigious and coveted IAF Flight Safety Trophy for the Best Helicopter Unit of the year and the Best Categorized Helicopter Unit of the IAF. These achievements were based on the ingenuity, hard work and exemplary leadership of Wg Cdr Premi.

Wg Cdr Premi has to his credit 4769 hrs of accident/incident-free flying including 770 hrs during the present tenure.

For the outstanding leadership, diligence, devotion to duty and professional skill, the President is pleased to award Vayu Seva Medal to Wing Commander Mahabir Prasad Premi, VrC.

Wing Commander Raj Pal Singh Garcha was posted to Air Headquarters Communication Squadron for the third tenure on 03 Mar 80. A highly experienced transport pilot, he has 6058 command hours to his credit. He has a total of 2340 hours in the VVIP, VIP role on HS-748, TU-124 and Boeing-737 aircraft and has a Category A/MG on the C119 G/L, TU124, HS-748 and B-737 aircraft. In addition, he is an A-2 QFI.

During his service, he has held appointments of Flight Commander at Elementary Flying School, Bidar and Transport Training Wing. In addition, he has had a tenure at the Aircrew Examination Board. Presently, he holds the appointment of Flight Commander, Boeing Flight and is the command and type examiner on HS-748 and B-737 aircraft respectively.

As part of his duties, Wg Cdr Garcha was entrusted with the in­unit conversion to B-737 of the second batch comprising four pilots in June, 1981. He undertook the challenging task with characteristic zeal and dedication to duty. The result of his untiring effort was the categorization of all the four pilots in 1981, of which one was A/MG, two were awarded B/MG and one awarded B/ Green categories respectively. In addition he undertook the task of training and preparation of newly inducted HS-748 pilots for the Categorization Board.

His qualities of cool courage in the face of danger, professionalism and selfless devotion to duty were displayed on 13 May 83 when he carried out a precautionary landing at Hyderabad after a suspected tyre failure with no less an eminent personage than the Vice President of India on board.

For his outstanding qualities of courage in the face of danger, professionalism and self devotion to duty, the President id pleased to award Vayu Sena Medal to Wing Commander Raj Pal Singh Garcha.

Wing Commander Hardish Singh Sodhi has been posted strength of Paratrooper Training School since Jul 83 and he has been working as Flight Commander ever since. The officer has flown over 4600 accident-free hours on various types of aircraft. He holds the highest professional qualification and is an examiner on Packet aircraft. Being a qualified flying instructor with A-2 instructional category, he has also been responsible for conducting the operational training of his pilots. He has devoted himself wholeheartedly to bringing up and maintaining the unit at a very high state of operational readiness. He has ensured a high standard of performance by the flight in all flying tasks assigned to it.

Under his leadership and guidance, the performance of his unit, especially in inter-services exercises has been constantly commendable with all the pilots categorized and the unit winning the coveted Best Categorization Trophy of Central Air Command.

During the recent "Operation Meghdoot", the officer bore the heavy responsibility for the functional support to the detachment. At the same time, the success of the mission was due in large measures to his foresight and organizing ability. In addition, he personally undertook most of the trial flights over most difficult terrain of the exercise area. He also compiled the operating procedures which made subsequent operations in the area both productive and safe. He was also instrumental in training and clearing the pilots for dropping missions over mountain ranges which are amongst the highest in the world.

For the outstanding professional acumen, leadership, devotion to duty and organizing capability in keeping with the highest traditions of the Indian Air Force, the President is pleased to award Vayu Sena Medal to Wing Commander Hardish Singh Sodhi.

Wing Commander Man Mohan Kapur has been commanding one of frontline fighter squadrons since 2 May 83.

When he took over the command of the Squadron, it had only three fully operational pilots. Inspite of this limitation, he succeeded in bringing the squadron to fully operational status in short span of six months. At present, all pilots are fully operational with instrument rating commensurate with their experience.

Wg Cdr MM Kapur is a competent and professional with 3000 hrs of accident-free flying on various types of aircraft to his credit. He has utilized his experience to its limits in bringing up the Squadron. His unit was given the task of operating for the first time a detachment of six Vijay aircraft from a forward air base. Wg Cdr MM Kapur, with the determination and zeal characteristic of him, achieved this task to the full satisfaction of the superiors and at the same time won the confidence and admiration of his colleagues and subordinates.

Wg Cdr MM Kapur's farsighted planning, sound professional skill and practical approach have enabled the Squadron to maintain a very high standard of Flight Safety. His personal drive, encouragement and correct guidance have helped the unit to maintain a high standard of operational efficiency.

For his qualities of leadership, devotion to duty, resourcefulness, determination to accept and accomplish challenging tasks and a very high standard of professional skill, the President is pleased to award Vayu Seva Medal to Wing Commander Man Mohan Kapur.

Wing Commander Paramjit Singh Sood has been commanding a Sea Search and Surveillance Flight since 17 Jan 83. He is an experienced helicopter pilot and under his command, the Flight has accomplished a high state of operational effectiveness. Substantial improvement in aircraft serviceability, accidentfree extensive flying and other operational achievements of the Flight are entirely due to his leadership, dedication to duty, determination and ability to achieve results.

In Feb 84, the unit operated a three-Chetak detachment as part of operational activation in a major exercise. During this period, the flight flew over 250 hours and maintained a 100% serviceability state. The Flight accomplished all the assigned tasks successfully. A handful of pilots and technicians made this remarkable achievement under his leadership. The task entailed flying throughout the day from different helipads over unfamiliar terrain.

For his leadership, devotion to duty, organizing ability, resourcefulness, untiring efforts and ability to produce results in the highest traditions of the Indian Air Force, the President is pleased to award Vayu Seva Medal to Wing Commander Paramjit Singh Sood.

Squadron Leader Jois Nagaraj has been on the posted strength of a transport squadron since 23 Oct 78. Throughout his transport flying experience over 2700 hours, he has had an accident­free record. He is a dependable flier always willing to accept and accomplish with dedication and professional skill any difficult task allotted to him.

On 14 Dec 83, he was detailed as captain of an aircraft for a cross country flight from Allahabad to Delhi. When he was approximately 155 miles from Delhi, the port rudder of his aircraft malfunctioned, resulting in severe engine and Airframe vibrations. Feathering of the port engine reduced the intensity of vibrations marginally. There was limited directional control and gyro instruments had toppled. Severe vibrations made it difficult to read other instruments accurately. In spite of such a dangerous situation, he resisted the temptation of crash­landing the aircraft and continued flying the aircraft for 37 minutes and landed safely at Agra.

He thus displayed thorough professionalism and courage of a high order in the face of a highly grave situation and in doing so he saved the lives of all the crew and a valuable aircraft.

His courageous act has been a source of inspiration and an example to all other aircrew in the unit.

For his display of exemplary courage, devotion to duty and flying skill of a high order, the President is pleased to award Vayu Sena Medal to Squadron Leader Jois Nagaraj.

Squadron Leader Anand Jaivanth Rao was one of the senior pilots of the Cheetah task force responsible for the initial induction of troops into Siachen Glacier during an operational exercise. He was one of the first aircraft to carry out initial reconnaissance of glacier, prior to the induction of the task force. On 13 Apr 84, he carried out induction of troops at an unprepared, unmarked and snowbound helipad, located at an elevation of about 17,000 ft. Thereafter, he continued to carry out similar operational sorties for 20 days at a stretch and inducted troops. He was the first pilot to explore and land at the site of the planned Assault Camp. With great tenacity for hard work, judgment and a very high sense of responsibility, he carried out a number of missions in the glacier area under most difficult and treacherous flying environment where minor errors could lead to disaster.

Sqn Ldr Rao was also detailed as the leader of the task force to undertake the salvage operations of two Cheetah Helicopters from a crash site to the Assault Camp. It was an exacting operation involving underslung flying, which he conducted with utmost speed and safety. He completed the retrieval of all aircraft parts well ahead of the planned schedule and undertook 43 sorties for the purpose. Flying for this task was invariably at the limits of performance of the aircraft.

During the exercise "Meghdoot" he flew over a hundred missions in the Siachen glacier under all types of weather conditions.

For his remarkable grit, determination and professional competence of an exceptional order displayed by him during this operational exercise and also in earlier similar missions in his flying career, the President is pleased to award Vayu Seva Medal to Squadron Leader Anand Jaivanth Rao.

Squadron Leader Gurmohinder Singh Bajwa was one of the pilots of the task force of Cheetah Helicopters. He was assigned the task of induction of troops during the Operational Exercise "Meghdoot".

During the exercise, he carried out a number of sorties in the Saichen glacier, under one of the most hostile environments for flying, with no references for navigation and landing. With snow getting churned up due to rotor wash at the time of landing, during every sortie, Sqn Ldr Bajwa flew his helicopter with great skill and grit to achieve all the missions assigned to him.

He displayed commendable endurance, outstanding capacity for hard work and was always ready volunteer to undertake additional flying commitments, notwithstanding his awareness of the hazardous flying conditions prevalent over the glacier. He carried out more than ninety missions, lifting armament and troops to various locations on the glacier and continued to operate in the area over extended period at a stretch with a very high sense of duty.

For his dedicated hard work and great professional skill in flying under difficult and hazardous conditions with utter disregard to personal comforts to achieve the allotted task, the President is pleased to award Vayu Seva Medal to Squadron Leader Gurmohinder Singh Bajwa.

Squadron Leader Surinder Singh Bains was one of the senior pilots on task force of Cheetah helicopters, which were deployed for the induction of troops during Operation "Meghdoot".

Sqn Ldr Bains carried out forty sorties involving 42 hours of flying under the most hazardous flying environments. Flying over uncharted expanse of the Siachen glacier, the world's largest glacier, located in the midst of towering mountains, Sqn Ldr Bains was in the first helicopter to select the landing sites at the strategic passes. These sites were located at heights above 17000 feet and at untried places.

It was a display of rare skill and courage of the highest order by Sqn Ldr Bains, considering that the area of operation was devoid of any sort of reference points and completely covered with ice and snow only. To make these sorties an exacting trial of his flying skill, there was the uncertainty about the firmness of touch-down spot blurred by the churning-up of snow caused by the down wash during landing. Besides, the ambient and in-flight temperature ranged between -20°C and -30°C most of the time.

He was the first pilot to land the troops on two different helipads on 13 Apr 84, during these missions, in the face of hostile activity.

Sqn Ldr Bains not only operated his helicopter with skill and confidence, but also trained other junior pilots in such exacting operations, and thus ensured that the maximum load was lifted in each sortie.

For his courage, professional competence and pioneering spirit combined with indomitable will displayed by him during this operation, the President is pleased to award Vayu Seva Medal to Squadron Leader Surinder Singh Bains.

Squadron Leader Rohit Rai of a Helicopter Unit was among the few pilots who actively participated in the troop induction stage of an operational exercise. This phase of the operation was a race against time, as hostile elements were also in the process of building up and moving into the Siachen glacier in Ladakh. In order induct our troops well in time, the helicopters had to fly virtually from dawn to dusk, over extremely inhospitable terrain. This called for endurance, determination, professionalism and a fine sense of judgment to exploit every opportunity provided by unpredictable weather.

Sqn Ldr Rohit Rai displayed these qualities in an abundant measure. He was always cheerful and enthusiastic and seized every available opportunity to undertake operational sorties. His determination to achieve the task was a source of inspiration to the junior pilots and the ground crew. He displayed considerable reserves of stamina and endurance in flying throughout the day, day after day, in an area where intense concentration was required in view of the extremely difficult terrain.

For his devotion to duty, determination and significant contribution to the timely induction of troops in the Siachen glacier, the President is pleased to award Vayu Seva Medal to Squadron Leader Rohit Rai.

Flt Lt NM Rai was a flight engineer and the Senior Technical Officer in the AF team for the Third Indian Scientific Expedition to Antarctica. The success of the expedition, to a large extent, depended upon the logistic support provided by the Mi-8 helicopter. After the loss of one of the Mi-8 helicopters in the very early stages of the air operations, everything depended upon the availability of the lone Mi-8 to meet the heavy lift task which involved airlift of building foundation equipment and helicopter under­slung operations as well.

Under the able leadership of Flt Lt NM Rai, the Air Force technicians worked ceaselessly, round the clock, to carry out the necessary servicing, rectification and the maintenance operations successfully. Flt Lt NM Rai not only supervised, assisted and guided the technicians in carrying out the various servicing operation but also flew 32 hours in 112 sorties.

On 29 Dec 83 the Mi-8 in which Flt Lt Rai was flying as a Flight Engineer met with an accident due to sudden engine failure at a very low altitude and crashed into cold Antarctic waters. The entire crew of the helicopter, including Flt Lt Rai, were trapped inside the helicopter, which was sinking rather fast in the icy Antarctica waters. Faced with a catastrophic situation, Flt Lt Rai displayed great presence of mind and courage and managed, with the help of Sgt Gupta, to break open a passage through the cockpit wall of the helicopter and helped his fellow crew members in getting out of the fast sinking helicopter.

For his commendable presence of mind, initiative and courage in the face of a grave situation threatening the very survival of his colleagues, the President is pleased to award Vayu Seva Medal to Flight Lieutenant Naduhitalu Mohan Rai.

Master Warrant Officer Gopi Ram Punia, Flight Engineer, has been on the posted strength of a helicopter unit in the Air Force since Feb 1981. He has over 6000 hours to his credit.

His performance during his long and distinguished career has been marked by competence, diligence and determination in the face of difficulties to achieve the tasks assigned.

On 06 Jun 83, MWO Punia rendered invaluable assistance to his crew, engaged in the hazardous task of evacuating people from a burning skyscraper in Delhi.

On 10 Apr 84, MWO Punia was detailed as the Flight Engineer on a Mi-8 helicopter at a short notice for an operational exercise in Ladakh. While operating in the Ladakh sector, he applied himself with professional zeal to ensuring that the helicopter was always ready for its designated missions. The flying commitments undertaken by him, entailed flying over snow covered hostile terrain at altitude.

MWO Punia flew 61 sorties in a short span of 14 days, at times being on duty for over 12 hours a day. He displayed flawless professional competence, determination and untiring dedication in achieving the operational task assigned to him.

For his exemplary professionalism, determination and devotion to duty in the best traditions of the Indian Air Force, the President is pleased to award Vayu Seva Medal to MWO Master Gopi Ram Punia.

Warrant Officer Ganduri Kasi Viswanadham, Flight Gunner has been on the posted strength of a helicopter unit in the Air Force since 10 May 82.

During his present tenure in the unit, he has flown over 800 hours, and has logged a total of almost 1800 hours of accident/incident free flying to his credit. This includes VVIP/ VIP commitments, flood relief and rescue operations and high altitude air maintenance missions. He holds 'A' Category on the Mi-8 helicopters and has been the Command Examiner for Flight Gunners.

WO Ganduri with his total involvement and hard work has a special gift of imparting training and professional knowledge to his colleagues and subordinates. Through sound professional knowledge, systematic planning and methodical organizational ability, he has been instrumental in improving the professional standards and the general performance level of the Flight Gunners in his unit.

Disregarding his personal comforts and domestic problems, he makes himself available for any task, at any hour of the day or night. That he is thoroughly dependable has been shown by him time and again. During a recent operational exercise, he carried out the task working without rest or respite for long hours in the face of adverse flying conditions. He set a laudable example by flying 101 hours involving 144 sorties over the Siachen glacier during the exercise.

For his professional competence, determination, dedication and devotion to duty in keeping with the highest traditions of the Air Force, the President is pleased to award Vayu Seva Medal to Warrant Officer Ganduri Kasi Viswanadham.

On the night of 23/24 Jan 84, Corporal Hari Ram Joshi, Equipment Assistant, was on guard duty at one of the equipment depots. At about 0030 hrs he sensed some movement in the darkness near the salvage area. Without regard to his personal safety, he proceeded to the spot and found five individuals within salvage yard. He immediately sounded an alert and challenged the intruders to stop. Out of the five intruders who had entered the salvage yard to steal valuable and attractive items, three fled. Single-handed, Cpl Joshi pinned down two intruders making a bid to escape by trying to scale the compound wall. Simultaneously, he shouted for assistance from other guards in the area. It was later discovered that the intruders were hardcore criminals with a long police record.

At a considerable personal risk, Cpl Joshi displayed remarkable presence of mind and outstanding courage in challenging and preventing two hardened criminals from escaping. Till help arrived, Cpl Joshi was not unnerved by the fact that he was alone and in total darkness.

For his steadfast devotion to duty, courage and deep sense of responsibility, the President is pleased to award Vayu Seva Medal to Corporal Hari Ram Joshi.

Corporal Kamdev Prasad Singh, IAF Police, while serving at a Base Repair Depot in 1981, displayed exemplary courage and extra-ordinary vigilance in safeguarding the men and material of his unit.

On 19 Sep 81, Cpl Singh was on patrol duty along with JWO Vallabhan, IAF Police, and others. During their patrol duty, they observed some unusual movements near the perimeter fencing. These two airmen tried to chase the trespassers. In turn the criminals who were in a group attacked them. Consequently, JWO Vallabhan received severe injuries. The criminals were about to kill JWO Vallabhan when Cpl Singh rose to the occasion. He saved the valuable life of his colleague by opening fire at the criminals, displaying great courage and devotion to duty.

For his courageous, brave and timely action in the face of a group of criminals, to save the lives of his colleagues, the President is pleased to award Vayu Seva Medal to Corporal Kamdev Prasad Singh.

Group Captain Sudesh Pal Vohra joined the Indian Air Force in 1957. During his commissioned service of 25 years, the officer has held various important, challenging and high-pressure jobs.

On his posting as OIC Drafting Wing at AFRO in March, 1983, he took upon himself the challenge-of achieving the organizational aim of operational efficiency. To this end, he took positive steps to motivate the work force and ensure optimum utilisation of the existing resources essential for efficient handling of highly sophisticated systems.

This officer with his vast experience, analytical and mature handling, has been able to meet the challenge of managing vast, highly skilled manpower and also looking after their human requirements. By introducing extended tenures, he has not only ensured greater use of expertise, but also improved the satisfaction level of men. About 90-95% airmen are now given first or second choice of posting on completion of a tenure in a hard area.

During the last year over 8,840 promotions were authorised. By his meticulous planning, he made sure that movement was necessitated only in 600 cases. Similarly due to his perseverance, there has been a sharp decline in the outstanding movements. From 1651 in 1983 this figure has now been reduced to 869, a drop of nearly 50%. The trained status of the flying squadrons has also improved from 70% to 80-85%. His concentrated efforts have brought about an all-around improvement in the placement planning of airmen and a fair degree of satisfaction level has been achieved.

For his dedication to duty, loyalty to the service and outstanding performance at AFRO, the President is pleased to award Vishisht Seva Medal to Group Captain Sudesh Pal Vohra.

Wing Commander Subramanian Natarajan has been in command of a Movement Control Unit, since 14 Dec 81. His command and control of the unit, in rendering yeoman service to the IAF, in the field of logistics support, has been of an excellent order. His performance as Senior Logistics Officer in his earlier assignments, at three different stations, was of an outstanding order.

The Movement Control Unit is responsible for induction of sophisticated hardware and high priority requirements of logistics support for the operational preparedness of the IAF. Wg. Cdr. Natarajan has ably led his team of men to dedicated performance to ensure that outgoing and incoming consignments are cleared from the International Airlines and customs avoiding delays which might affect operational efficiency of the Air Force. Consignments containing such valuable items as computer hardware, a Jaguar simulator, equipment for the Indo-Soviet space project and the Antarctica expedition, were received without a single instance of damage or shortage.

For his excellent professional competence, positive outlook, dedication to duty and inspiring leadership, the President is pleased to award Vishisht Seva Medal to Wing Commander Subramanian Natarajan.
