Wing Commander Mohinder Singh Sihota (5522) was commissioned in the IAF as an Administrative Officer in June, 1958. During his career spanning a period of over two decades, he has held various appointments both in the field as well as on the staff with distincition. He has proved himself to be a highly capable and dedicated officer, who, with his zeal and single-minded devotion to duty, has excelled himself in every assignemtn he has held.

Since October, 1978 Wg Cdr Sihot has been on the posted strength of Headquartes South Western Air Command, IAF as Command Org and Works Officer. During this period, there was a big spurt in works services activities at all Stations in the Command. In his capacity as Command Works Officer, Wg Cdr Sihota, with his hard work, foresight and meticulous planning was responsible for the implantation of a well planned opertioanlly oriented works programme which provided stations in the Command the necessary infrastructure essential not only to conduct and sustain operations but to absorb new weapons systems at short notice.

The capabilities of Wg Cdr Sihota were highlighted in the course of induction of a

new weapon system in this Command. No expertise or trained manpower were available to advise on the specific requirements of works services. Notwithstanding this handicap, with imaginatice application and improvisation, all works services for accommodation, training and operation of two Squadrons wer completed well in time.

Apart from new inductions, Forward Bases had to be provide facilites like Base Operatrions Room, Operational Readiness Rooms, Aircrew Rest Rooms, Bomb Dumps and additional Bulk Petrol Installations to increase operational capability. Also runwas had to be strengthened and a new type of Blast Pen to accommodate the freshly inducted aircraft had to be constructed. Wg Cdr MS Sihota led a tem of Military Engineering Service personnel to different airfields to determine the size of Blast Pens to cater for the larger dimensions of the newly inducted aircraft. Trials were carried out on the ground and suggested design and drawings forwarded. This has been accepted and adapted as a standard design.

Most Stations in this Command are located in far flung desert areas. Immense difficulties were experienced in provision of basic essentials like adequate water and power supply, single and married accommodation, schooling and games and recreational facilities. Wg Cdr Sihota has been able to not only provided them the where-with-all to lead a reasonably comfortable life compatible with an established township.

The complete gamut of works services planning and implementation in the entire Command have been extremely thorough and flawless. With a rare combination of attributes of high professional competence, diligent application, imaginiative planning and excellent utilization of resources and man management. Wg Cdr MS Sihota has been instrumental in enhancing the operational potential of the Command. His success in providing domestic and allied facilites are proved by the high morale that prevails in all stations in the Command.

For his distinguished service of an exceptional order, the Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Mohinder Singh Sihota.

Wing Commander Bindinganavalle Garudachar Satyapal has rendered distinguished service to the Air Force for more than twenty two years. He has served as Chief Technical Officer at operational bases and Base Repair Depots carrying out major overhaul and repair of aircraft and equipment. He has also worked as directing staff of a prestigious training establishment and has been on the staff of Headquarters. In all these appointments, he has excelled in the tasks allotted to him, emerged as a natural leader of men, and applied his mind on all service matters when called upon to do so.

During 79 and 80, Wg Cdr Satyapal was required to monitor, coordinate and control a large segment of a very complex project involving large investments of public funds. This task required of him tact, foresight, planning and negotiating skill of very high order and brought him in direct contact with a wide variety of personnel for commercial, technical, and legal-contractual dealings outside his previous experience and training. Wg Cdr Satyapal not only learned fast to perform his job, but also distinguished himself in all these fields.

In recognition of his long and distinguished service, his diligence and devotion to duty, his spontaneous leadership in the technical and administrative fields, and particularly for contribution to the special project to which he was appointed, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Bindinganavalle Garudachar Satyapal.

Till 1980, IAF was using a system for writing Annual Confidential Reports which had been introduced in 1953. In view of the growth of the Indian Air Force and far reaching changes in its organizational structures, technology and administrative functions, doubts were expressed about the validity and objectivity of the Annual Confidence Reports. A review of the Appraisal System therefore became essential and this onerous task was assigned to Wg Cdr Sharma.

Wing Commander Shrama, single-handedly, made a deep study of the concepts, philosophy and techniques of appraisal and studied the appraisal systems followed in Government, public sector and private sector as well as in the Air Forces of developed countries. Following an empirical and scientific approach, he interviewed a large number of senior officers in order to identify the areas requiring review and changes. He designed a Survey Questionnaire of 56 questions which was sent out to 265 senior service officers to elicit their views and opinions on various alternatives for different aspects of the system. The detailed analysis of the responses obtained through the questionnaire was carried out in a record time and helped in early drawing of the blue print of the new system. A symposium on Appraisal System was organized at Air HQ wherein the reactions of the Command representatives were ascertained on the blueprint of the new system. Wing Commander now designed the system. It was presented to the Commanders in 1979 and was approved with some minor changes. Before installing the system, the new Appraisal Forms were tried on 600 officers of Junior level and 200 officers of the senior level. The trial results helped in validating the system and improving the final versions of the Appraisal Forms which were introduced from 1980 onwards.

In order to bring in uniformity in standard of assessments, Appraisal Training was made an essential feature of the system. For this, a curriculum for the Appraisal Workshop was designed by Wing Commander Sharma and these are being conducted at Command Headquarters and field units.

Wing Commander Sharma has also organized the Appraisal Cell in the Directorate of Personnel (Officers) and undertook statistical analysis of all reports at various levels. This analysis yielded useful input for follow-up action pertaining to training and development needs of officers

The introduction of the system in entirely due to the untiring efforts of Wing Commander Sharma. For his exemplary service, Rashtrapati is pleased to award Vishisht Seva Medal to Wg Cdr Tilak Raj Sharma.

Wing Commander Rameshwar Dayal Vinayak was commissioned in the IAF on Jun 60. Prior to his posting to Air HQ Wg Cdr Vinayak has served in various appointments and his performance on all these has been excellent.

Since 1977, Wg Cdr Vinayak has been working at Air HQ in the Maintenance Cell responsible for providing complete logistic support to Hunters and Canberra Fleet of the Air Force. Immediately on taking charge of the logistic support of these vital weapon systems, Wg Cdr Vinayak set about in right earnest and in a methodical manner to streamline the organization and functioning of the Deputy Directorate. By meticulous planning and foresight, he rationalized the allocation of duties in consonance with the weapon system concept and improved the office layout and work condition. He inspired and guided his small band of subordinates into a well-knit team of highly motivated personnel ready to accept any challenge to improve the spares support to the Hunter and Canberra fleets. He did this by setting personal example of selfless service, sustained hard work, unswerving dedication to duty and unflinching loyalty to the service. Under his dynamic leadership, systematic reviews were carried out of the entire Canberra and Hunter inventory in a thorough and imaginative manner. As a result of his deep involvement, personal attention and expert analysis, many a distortion in provisioning were corrected leading to substantial reduction in expenditure and improvement in Demand Satisfaction Rate.

The professional knowledge and logistic acumen displayed by Wg Cdr Vinayak in the discharge of his onerous duties are indeed of an exceptional order. He has been keeping himself about the latest developments in the fields of Material Management, Inventory Control, Warehouse Planning and Material Handling Techniques. By virtue of his outstanding knowledge and expertise, Wg Cdr Vinayak has made a single contribution to the improvement of logistics procedures and practices, especially in computerized operations, followed at this Headquarters. His imaginative and constructive suggestions for modifications in the design and review statements. Due-in records, inability statements and various other systems were widely appreciated and have enhanced the utility of the computer service to the Maintenance Cells by enabling realistic and accurate provisioning and control of the spares inventory.

In recognition of his admirable initiative, commendable drive, selfless service and complete identification with the service, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Rameshwar Dayal Vinayak.

Wing Commander Rajendra Kumar Dikshit was commissioned in the Indian Air Force on 17 Dec 60. Over the last 20 years he has held various assignments at large Stations, Wings, Command Headquarters and Air Headquarters. He is imbued with sincerity of purpose, professional acumen, organizing ability and exceptional devotion to duty.

As the Deputy Director (Ceremonials) at Air Headquarters since November 79, Wing Commander Dikshit has been handling multifarious subjects such as ceremonials and investitures, colour presentation parades, VIP visits, Crests and mottoes, publicly and exhibitions, Commodore Commandants and Dress. In addition to his normal heavy routine he has also been the Honorary Joint Secretary of Air Force Wives Welfare Association. Whatever tasks have been assigned to him, he has performed them most creditably and earned the appreciation of one and all.

In the important area of ceremonials, he has made significant contribution in organizing and coordinating various ceremonial functions of national importance such as Republic Day Parades, Beating Retreat, Independence Day ceremonies as well as Air Force functions of importance such as Colour Presentation Parades at Kalaikunda and Pune and Static Displays at Palam, Bangalore and Calcutta. In organizing and coordinating these functions, Wing Commander Diskhit earned deep and coordinating these functions, Wing Commander Dikshit earned deep appreciation of high dignitaries including the Prime Minister, the Rajya Sabha Mantry, the Chief of the Air Staff and the Defence Secretary.

Another notable achievement of this officer is the authorization of pre-flight meals for the aircrew which he speeded up by his initiative, constant liaison and discussions with the Ministries of Defence and Finance.

He also made very significant and valuable contribution in formulating the proposal for introduction of new uniform for airmen and streamlined management of clothing items which is presently under active consideration of the government.

As Honorary Secretary of the Central Air Force Wives Welfare Association, he has assisted the President of the Association in bringing about rapid growth of its funds through improved financial management, economy in expenditure and massive life membership drive.

With his systematic analysis and pragmatic approach, he imbued a sense of purpose amongst his subordinates. For his outstanding service, single minded devotion and loyalty, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Rajendra Kumar Dikshit.

Wing Commander Krishnaswamy Parthasarthy (6175) Administrative was commissioned in May 1961 and early in his career specialized in duties of Air Traffic Control Officer. In this capacity he had served for over 16 years and had the distinction of heading Air Traffic Control facilities at three important and major operational bases. His tour of ATC duties also includes services during 1965 and 1971 Indo-Pak conflicts. His long and direct association with the vital facilities for operational flying has been marked by a high degree of professionalism and competence and a sense of total involvement and responsibility.

The Officer, subsequently, served two tenures as the Staff Officer, firstly to the AOCin-C No. 1 Operational Group (now South Western Air Command) and later to the AOC-in-C Western Air Command. In both these appointments he had shown exemplary devotion in providing staff advice and assistance of the highest order to the Commander.

Backed by his vast experience with operational environments, he has set up for himself, and insisted on the part of those working with him, the highest standard of performance in staff work. By his analytical approach, he has been able to project a balanced and highly professional picture of every aspect processed by him for the Commander.

For continued professional competence and devotion to duty of a very high order, the Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Krishnaswamy Parthasarthy.

Wing Commander Nimmagadda Durga Nageswara Bhaskara Rao was commissioned in the IAF on 1 Jul 61. He has held a number of important appointments such as Firing Team Commander in an Operational Guided Weapons Squadron and Wing Electrical Officer of a Flying Station.

As Command Electrical Officer at Headquarters Maintenance Command, Wing Commander Bhaskara Rao was responsible for successfully coordinating the manufacture of a number of Ground Support Equipment required by operational units in record time. The Lashing equipment required for AN-12 aircraft, ground equipment for Mi-8 overhaul line and ground support equipment for Jaguar aircraft, refuelling rigs for the helicopter units and control box for the Hunter starting system are some of the important manufacturing projects successfully accomplished by him which resulted in saving of considerable foreign exchange.

By his initiative, drive and technical ingenuity he successfully established the repair facilities for Cheetah Oxygen Mask in record time by augmenting the resources under his command. This helped in clearing all the outstanding AOG demands against this item.

Throughout his career, Wing Commander Bhaskara Rao has displayed high degree of imagination, intelligence, professional ability and dedication to duty. He is a rare combination of an efficient engineer and skilled manager. His meticulous planning and foresight have paid dividends in saving valuable foreign exchange. His sustained efforts in consolidating the repair and manufacturing potential of Ground Support Equipment available with this Command have greatly contributed in not only meeting the demands of operational units effectively, but also in taking take up for manufacture of Ground Support Equipment for the newly inducted sophisticated aircraft.

For his dedication to duty and deep involvement, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Nimmagadda Durga Nageswara Bhaskara Rao.

Wing Commander Shanti Swarup Gupta was commissioned in the Indian Air Force in Nov 62. He has held a number of appointments in the field and Base Repair Depot as well as at Headquarters. He did his Post Graduation from Cranfield (UK) in Materials and secured first position. He also served as a purchase member on Indian Supply Mission in London in Feb to Aug 1977.

Because of his hard work, wide ranging knowledge and in depth examination of technical problems he has been a prime contributor towards achieving a very high standard of maintenance and serviceability of aircraft and support services at one of the stations. Inspired by his selfless dedication and personal guidance, the technical staff has succeeded in installing an Audio-visual remotely controlled warning system for Runway crossing, Zero-indicator Test Rig, Generator Control Unit and repairing Canberra Main wheel hubs and Avro's Servo Motor Mounting brackets R.C.

For his dedicated work at a Base Repair Depot he was commended by the Chief of Air Staff in 1972.

By his exceptional devotion to duty, dedicated hard work and sound professional knowledge, Wing Commander Gupta has been able to achieve outstanding results in the serviceability and maintenance of both Canberra and Avro aircraft based at the station and thus contributed to increasing operational potential of the Squadron. For his outstanding contribution, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Shanti Swarup Gupta.

Wing Commander Palamaneri Kalayanasundaram Krishnan (6820) Aeronautical Engineering (Mechanical) has been the Chief Engineering Officer of Elementary Flying School since Dec 79. From the day of his appointment the officer has applied himself with commendable degree of self confidence and enthusiasm to the task of improving the serviceability of HT-2 aircraft. By virtue of his intelligent planning, in depth analysis of snags and effective personal supervision, he brought about improvements in the maintenance and technical practices. Statistical data indicates that the aircraft maintenance has been of very high order. He has maintained aircraft serviceability above 80% and improved availability of aircraft has enabled this Flying Training Establishment to complete the flying training weeks ahead of schedule in the last four courses. By resorting to preventive maintenance and introduction of timely remedial measures, he improved not only the availability but also reliability of aircraft as is shown in the snag rate. Before his taking over on an average, one snag occurred every 5-6 hours of flying. At present the snag rate is one in 14-15 hours of flying. This has directly improved Flight Safety and his contribution to this Station winning the Command Flight Safety Trophy in 1980-81 and zero accident rate in the current year is significant.

He vastly improved the condition of the Mechanical Transport and today without exception all vehicles are operating at or above target Kilometer per litre. He has shown 23% saving in fuel and won the Command Mechanical Transport Trophy in the year of its inception. This officer, besides the onerous duties of Chief Engineering Officer has been singularly responsible for the design and fabrication of large number of training aids from Category 'E' components at a negligible cost. Under his guidance, an aircraft scale model, an engine functioning model, an assimilator tester and many other aids have been locally fabricated.

All these achievements are a result of Wing Commander Krishnan's meticulous planning, high degree of improvisation and sheer hard work. His performance as an efficient engineer and resourceful organizer in overcoming seemingly insurmountable problems connected with the serviceability has been of very high order.

For brilliant performance in keeping with the highest traditions of the Indian Air Force, the Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Palamaneri Kalayanasundaram Krishnan.

Wing Commander Srikanth Ganesh Thatte was commissioned in Mar 63. He has been on the posted strength of Air HQ Communication Squadron since 7 Jan 80, as the Squadron Engineering Officer. During his tenure, this officer, with his dedication to duty, hard work and professional skill of the highest order has proved to be a very effective Engineering Officer of the Squadron. He has been primarily responsible for maintaining the two different types of aircraft operated by the unit to VVIP standards.

On assuming charge as Squadron Engineering Officer, Wg Cdr Thatte had the enviable task of meeting the requirement of a VVIP Squadron flying two types of aircraft on which he had no previous experience. Undaunted, he took upon the responsibility with full vigour and soon mastered the technical requirements on both TU-124 and HS748 aircraft. This ensured a high percentage of serviceability state. In fact, during his tenure, average serviceability state reached an all time high of 90% for TU-124 and 85% for HS-748 aircraft.

Besides looking after the needs of an elite unit of the IAF as its EO, Wg Cdr Thatte has often officiated as the Chief Engineering Officer of Air Force Station, Palam and has willingly and cheerfully taken up the additional responsibility reposed on him. WG Cdr Thatte has by his sincere effort, charming disposition and pleasing manners motivated his subordinates to put in the extra bit that is so essential to achieve high results.

Throughout his service career and his present tenure in this unit, Wg Cdr Thatte has been the embodiment of hard work and innovative skill, thus exemplifying the finest traditions of the IAF.

For his professional excellence, administrative competence and selfless devotion to duty, Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Srikanth Ganesh Thatte.

Wing Commander Joseph Dass Ebenezer (7374) AE (L) was commissioned in Technical Electrical Branch on 1 June, 1963. Since then he has had held various appointments in operational bases, training institutes and overhaul depots. Wg Cdr Ebenezer was specially selected to undergo training abroad for a new type of VVIP aircraft.

Wg Cdr Ebenezer as Officer in-charge Electrical and Instrument Repairing Section in one of the Base Repair Depots met all the targets set for his section. His devotion and dedication in smooth and efficient functioning of the section was commended by AOC-in-C Maintenance Command in Aug 79. In Dec 79, he was posted to HQ South Western Air Command. He is responsible to monitor and progress technical activities and logistic matters pertaining to storage and handling of armament stores, airfield support facilities, captive power for radar units and airborne cine photo and record equipment.

There are two Air to Ground Ranges besides one Air to Air Range controlled by this HQ. In order to ensure their maximum utilization by the visiting squadrons from other commands, it is essential that stocks of various explosives are available at one of the concerned bases. In addition, by virtue of the base being located along the international border, adequate quantity of explosives stores has to be stacked and maintained for use during hostilities. This is a professional work. Basically being an electrical officer, Wg Cdr Ebenezer does not have formal training or earlier experience on Armament duties. By his own efforts, he has equipped himself with adequate knowledge and had worked out a realistic storage plan to stock maximum possible training stores at the station. His accurate forecast and efforts for procurement resulted in sufficient build up of stores. It is creditable that not a single air armament training has suffered because of shortage of stores. This speaks well of his planning, coordination, control and liaison with concerned Commands.

In his present appointment, the officer is not formally responsible for the avionics of the aircraft. But because of his professional capability and knowledge, quite often he is being consulted and also associated with the task pertaining to aircraft maintenance. Type24 aircraft squadron, on induction is experiencing certain difficulties on the availability of Electrical Ground Power unit for flight preparation and starting of aircraft. Wg Cdr Ebenezer took up a study and projected a viable solution. Based on this study, action is on to procure appropriate type and number of Ground Power and Package Units from indigenous sources. This has resulted in savings in foreign exchange and enhanced operational capability of the weapon system.

Wg Cdr Ebenezer took up the responsibility of installing Marut landing lamp on Dakota aircraft. This modification was successfully completed.

The officer's sound professional knowledge and his quick uptake in understanding and giving solutions to the problems have helped in maintaining a high degree of availability and serviceability of ground support facilities on all flying and forward bases. His methodical approach, ingenuity and resourcefulness have won admiration from his superiors. The Rashtrapati is pleased to award Vishisht Seva Medal to Wing Commander Joseph Dass Ebenezer for rendering distinguished service of high order.

Squadron Leader Sabhapathy Damodran (7108) AE (L) has been on the posted strength of a Base Repair Depot since April 1974. During 78-79 Air HQ had requirement of fitment of IFF Mk X equipment on type 69 aircraft for which neither the mod kit nor engineering data was available. The task was proposed to be assigned to HAL (New Delhi) who declined to undertake development and fitment of mod in the absence of electrical and structural drawings of the aircraft which were not available from USSR.

The task was quite difficult due to nonavailability of proper materials, manufacturing facilities for various structural components, design drawings, load distribution data and other details. The most difficult problem was to accommodate the control panel of the equipment in the cockpit lay out. However the standard central panel was fitted by the team with ingenuity and certain adjustments.

The officer succeeded in the fitment of IFF Mk X and Collins V/UHF communication equipment and evolved mod leaflets for both modifications in MiG trainer aircraft. The flight trials of IFF Mk X were successfully completed in April, 1981. The officer had put in dedicated work to make available installation materials locally, fabricated structural fitments and looms and completed the task in record time of six months. It is commendable on the part of the officer that these two modifications were carried out expeditiously within Air Force resources to meet the operational requirements.

Squadron Leader Damodran has thus displayed sound professional knowledge, exceptional efficiency and high degree of technical competence, initiative and drive with untiring efforts in carrying out the modification. The Rashtrapti is pleased to award Vishisht Seva Medal to Squadron Leader Sabhapathy Damodran.

Squadron Leader Deepak Chandra Bakshi (7795) Education was commissioned in the IAF on 19 Oct 63. During a span of 17 ½ years he has served on a number of instructional and important staff appointments. In his early service career he worked as an instructor and underwent a Postgraduate Diploma Course in Statistics and computerization at Indian Statistical Institute, Calcutta.

In Apr 70 on completion of the above course, he was appointed to take over charge of newly-formed Information cum Data Cell of Directorate of Personnel (Officers). Within a short period, Sqn Ldr Bakshi, through initiative and drive, introduced innovations and improvised methodology which broughtin distinct qualitative improvements in the postings procedures and selection techniques. The data complex thus built through his hard labour and untiring efforts later provided a sound base for final computerization of the entire 'P' Staff Information system.

During 1971, anticipating the impending Indo-Pak conflict the Directorate of Personnel (Officers) embarked upon the preparation and implementation of Manpower Augmentation Plan for the operational units. Sqn Ldr Bakshi worked very hard for prolonged hours, sacrificing his personal comforts to execute with meticulous accuracy the augmentation of operational units facing the enemy during the conflict. The Manpower Augmentation Plan was a success and duly appreciated by the AOsC-in-C of Operational Commands. For his above outstanding contribution, Sqn Ldr Bakshi was commended by the Chief of the Air Staff.

After an exacting and sensitive tenure at Air HQ (Directorate of Personnel (Officers), the Officer worked as Staff Officer to AOCin-C No. 1 Operational Group/HQ Training Command for two years. In July 78 while working as Command Co-ord Officer at HQ Maintenance Command where the main thrust is on production activities he was detailed to reorganize the Data Complex at Command Headquarters for monitoring the production activities of Base Repair Depots/ Equipment Depots and evaluating their constraints leading to shortfalls and suggesting/implementing remedial measures which brought excellent results in the form of increased production. He established a powerful and effective monitoring machinery which kept a close watch on production activities of units and provided timely warning of replenishments. In order to achieve this task the officer has to put in prolonged hours of sustained hard work during and after office hours. Throughout, he showed rare sense of dedication to duty, loyalty and high level of professional competence.

Despite high pressure of work and heavy demands placed on him during the last decade, Sqn Ldr Bakshi with calm composure, remarkable competence and rare tenacity, has continued to work hard to the absolute satisfaction and much appreciation of his superiors. He has remained cheerful throughout and with his capable disposition shown extreme resolution and determination to produce both quantitative and qualitative results.

For his outstanding achievements and untiring zeal, ability and willingness t shoulder additional responsibilities with utmost speed and foresight, the Rashtrapati is pleased to award Vishisht Seva Medal to Squadron Leader

Deepak Chandra Bakshi.

Squadron Leader Rajinder Singh Chib (7964) Aeronautical Engineering (Electronics) was commissioned in the IAF in 1965. During the course of his service, he has undergone the Post Graduate Course in Industrial Management at the Institute of Science, Bangalore. He has held various appointments like Squadron Signals Officer, Commanding Officer of an Early Warning Unit, Officer incharge Rotable Repair Shop and planning Division of a major overhaul line of Hunter Aircraft. Squadron Leader Chib was commended by AOC-in-C Maintenance Command in 1976-77 for his contribution to the Hunter production line attaining a very high production target of this ageing aircraft and its effective management.

As Assistant Director Avionics Modification team at Air HQ since December, 1977, Sqn Ldr Chib has played an important part in the successful completion of a number of sophisticated and challenging venture which has saved the country lakhs of rupees of foreign exchange, besides making aircraft avionics operationally effective and efficient. Sqn Ldr Chib took over as the Chief Executive of the Defence Services Officers Institute in January, 1980. He held the post for a period of 1½ years. During this period the general fund of Defence Services Officers' Institute shot up by lakhs besides substantial improvements in all sphere of activities. It was much to his credit that the multipurpose hall costing 35 lakhs as extension project of the existing facilities was planned and finalized during his tenure.

While it was his searching mind and thoroughness in technical matters that enabled Sqn Ldr Chib to rise high in the technical front in the Air Force, it was largely due to his managerial skill and administrative capabilities that enabled him to gain ground in Defence Services Officers' Institute. In short, his contribution to the image of three services as Chief Executive Officer of the DSOI has been unique, substantial and unforgettable. His achievements are ample proof of his dedication, sincerity of purpose, managerial skill, keenness to learn and bringing new ideas. For his qualities of leadership and managerial skill, the President is pleased to award Vishisht Seva Medal to Squadron Leader Rajinder Singh Chib.

Squadron Leader Satinder Singh Dhillon (7980) AE (M) was posted to one of the Base Repair Depot in December, 1978. He has been employed as Officer-in-Charge Hunter Repair Section (HRS) since 01 April, 1980. This Section is responsible for overhaul of Hunter aircraft. Although, Hunter task for the year 1980-81 was 8 major overhaul and 8 Cat 'B' repairs, yet it was formidable task because of ageing of Hunter aircraft, shortage of spares, inadequate skilled manpower and ever increasing number of snags on the aircraft during its servicing and in flying stages.

Sqn Ldr Dhillon undertook this task as a challenge and bent all his energies towards achieving this task well before time. He set personal example by working very long hours from morning till late night round the year to cover up slippages caused due to non availability of spares and inadequate manpower. His men followed him unquestionably with great enthusiasm and complete dedication. The task was achieved in full without resorting to cannibalization from post production aircraft and these aircraft are either ferried out to operational units or are in the process of ferry.

This officer made excellent use of modern management techniques like monthly/weekly production planning, production scheduling and material management. It is due to his remarkable degree of professional knowledge, sound judgments and modern techniques of management, that the average man-hours required to overhaul an aircraft were kept at about 10,000 and turn around time of the aircraft decreased from 250 days to 160 days resulting reduction of about 90 days inspite of enumerable difficulties.

Sqn Ldr Dhillon visualized the need to undertake maximum number of Cat 'B' aircraft at operational units so as to maintain optimum operational efficiency of the units irrespective of the task allotted to this Depot. Sqn Ldr Dhillon routed various repair parties to different operational units to expedite the repairs. As many as 26 Hunter aircraft in different units were made serviceable. Two more Cat 'B' repairs were completed thereafter in the year 1980-81. Thus against the task of 8 aircraft a total of 28 Cat 'B' repairs were completed.

Sqn Ldr Dhillon is a very competent technical officer. He is professionally very sound and above all totally dedicated to the service. He is admired by his men for his qualities of leadership, personal example and professional knowledge. For displaying these qualities in abundance and complete dedication to the service, the President is pleased to award Vishisht Seva Medal to Squadron Leader Satinder Singh Dhillon.

Squadron Leader Kapil Razdan (8005) AE (M) is posted as the Senior Technical Officer (STO) of a Squadron being reequipped with a new type of aircraft.

When the he took over as the Senior Technical Officer there was no servicing infrastructure. He therefore had to organize the completing servicing facilities for the aircraft while new aircraft were already being delivered. With the induction of more aircraft and Pilots came into the inevitable pressure to undertake conversions and of acquiring operational status. Undaunted, he readily accepted the challenge and methodically went about accomplishing the Herculean task which consisted of identification and segregation of tools/ground equipment, setting of servicing bays, scheduling of first and second line servicing facilities and organization of effective maintenance control. In addition he also had to organize the basic and follow up training of newly posted technicians.

Inspite of desperate shortage of trained manpower and continuing shortage of ground/test equipment and spares, Sqn Ldr Razdan has so organized the Squadron Technical activities that the Squadron flew 1100 sorties during the first year with limited aircraft, and also carried out weapons sorties and night flying. All these 1100 sorties were flown without a single accident which speaks volumes for the standard of maintenance practices that he set up. His efforts have contributed substantially towards enabling the Squadron to train 10 new pilots and to declare another 12 pilots operational, thereby achieving a creditable operational status in a short time.

During the year, Sqn Ldr Razdan has worked long and arduous hours every day without a break with utter disregard for his personal problems and basic needs. Despite all this pressure of work he has gone out of the way to look after the welfare of his airmen, as well. By his fine example and a tremendous drive, he has been a source of inspiration to all the technical officers, Senior Non-Commissioned Officers and airmen.

For his selfless devotion to duty and distinguished service of a high order, the President is pleased to award Vishisht Seva Medal to Squadron Leader Kapil Razdan.

Squadron Leader Davinder Singh Hazuria (8230) AE (M) has been working as Officer incharge S-4 Project and Senior Technical Officer (Mechanical Transport) at one of the operational bases since June, 1979.

During his tenure, the S-4 Project required induction of a sophisticated and modern weapon system into the Air Force. The task involved a new concept of technology and innumerable sophisticated improvisation and adaptions to make the weapon system operational. The project was established and declared operational in record time. By his dedication and sustained hard work he was able to get all systems going on the aircraft and the weapon. The culmination of armament trials of the weapon system held at Kalaikunda during the month of Oct 81. The trials were a total success; and a vital need of the Air Force has thus been met.

In the field of Mechanical Transport administration, once again through his dedicated efforts the serviceability of common user and specialist vehicles was maintained at more than 90%; and the fuel consumption figures were reduced considerably by improving kilometers per litre (KPL) of vehicles, without in any way impairing the operational and administrative requirements of the Station. Apparently, this was achieved by proper coordination and optimum utilisation of resources (as the Mechanical Transports establishments are outdated and there are acute shortages of manpower). The fact that he has been able to ensure a Zero rate of Mechanical Transport accident during the last two years against speaks highly of his leadership qualities.

Squadron leader Hazuria, by his exemplary conduct and intelligent leadership has been a source of inspiration to the personnel placed below him. He has the knack of creating willing workers and producing very rich results under extremely trying circumstances while maintaining a high state of morale among his men. For his outstanding drive, initiative, dedication to duty and professional competence, the President is pleased to award Vishisht Seva Medal to Squadron Leader Davinder Singh Hazuria.

Squadron Leader Venkataraman Arunchala Eshwar (8246) AE (M) has been on the posted strength of one of the operational fighter Squadrons of the Air Force as Senior Technical Officer since 10 Jan 78.

He has been the STO of the Squadron from its conversion onto MiG Bis aircraft. Sqn Ldr Eshwar has put in long hours of work well beyond the call of duty and has shown total dedication to his job which is indeed worthy of emulation. He has been responsible for maintaining an extremely high serviceability rate of over 80% for the last 3 years continuously. It is because of his guidance and leadership in the field of maintenance that the Squadron has been able to fly 7500 sorties/5500 hours of accident-free flying.

Sqn Ldr Eshwar apart from setting up the Squadron has been guiding spirit behind the spare maintenance facilities set up in the Central Repair and Servicing Section during his tenure as Senior Engineer (Bis). The maintenance scheduling and management of resources have been of such a high order that the section set up by him has become a shining example for all Air Force Station. It is this ability to manage resources and his dedicated hard work which has kept the whole wing serviceability of aircraft above 80%.

Despite all these achievements Sqn Ldr Eshwar has found time for deeper thought and has been able to produce a FLAP trolley (Flying Lances All Purpose) which has been accepted as standard Air Force equipment for all Fighter Squadrons. This trolley has been made possible much greater accountability of tools, nearly 40% savings in time and obviously an ultimate gain in operational availability of the aircraft permitting for more sorties per aircraft.

In the Central Repair and Servicing Section he has been instrumental in setting up a fully automated Maintenance Control Centre where constant upto date information on all maintenance activities can be monitored thereby saving man hours and making servicing allotment far easier.

Sqn Ldr Eshwar is an exceptional officer who has proven his ability, dedication and qualities of leadership without a doubt. He has worked far beyond the call of duty and to the great benefit of the service. For his significant contribution to the servicing, the President is pleased to award Vishisht Seva Medal to Squadron Leader Venkataraman Arunchala Eshwar.

Squadron Leader Baldev Raj Sammi (8639) F (N) has been on deputation to Aviation Research Centre from 25 April, 1977, and has been serving in the capacity of Navigation Leader. He has over 4800 hours on AN-12 out of which 1565 hours on Operational Flying, which includes some of the most vital and hazardous missions during 71 operations and clandestine operation within the ARC Organisation.

During his tenure, High Altitude Para Trials were successfully carried out and finally completed during November, 1980. The defiance of the hazardous Terrain in Ladakh Sector where these trials were carried out call for no other than pin point accuracy in dropping. His sound judgment, exceptional airmanship and professional skill, contributed to the successful completion of these trials undertaken by the Organisation. He is forever in the forefront for any operational task.

His exceptional professionalism has manifested the highest standards of operational preparedness in general and up-gradation of all Navigators' categories in particular.

For his excellent skill, leadership and devotion to duty of a high order, the President is pleased to award Vishisht Seva Medal to Squadron Leader Baldev Raj Sammi.

Squadron Leader Sivaswamy Kailasam (9322) was commissioned in the Administrative branch of the IAF on 27 Mar 65. During his tenure of 16 years he had handled a variety of assignments within the branch and has held with distinction a number of important positions like Instructor, Air Traffic Control Officer Training Establishment, Air Force Examiner Air Traffic Control Examining Team, Directorate of Air Staff Inspection and Instructor, Ground Control Approach (GCA) courses.

Provision of Air Traffic Services has become complex demanding high professional capability. This is more felt at this station due to different types of aircraft comprising fighters (Bis), Bombers (Canberras), Transport aircraft, civil and Air Force (Superconstellation), Indian Air Lines, private operators and the stream of visiting aircraft. Radar located at this Wing has gained more significance not only due to the complexity of the Air Traffic but also, due to the special requirement of radar approach control (RAPCON) and limited surveillance of aircraft in local flying area with no signal unit coverage, marginal weather conditions and the not dependable functional capabilities of the diversionary civil airfields have further enhanced the necessity of the radar.

True to the sense that it is the man behind the machine that matters, Sqn Ldr Kailasm during his short tenure of 13 months has made his presence felt in all fields of flying activities. He is a class by himself. His dedication to meet the service requirements and involvement are in toto. He has maintained exceptional standards through out his service career and set his personal example as a motivating factor to the juniors placed under him. Utter disregard to his personal comforts, he had applied himself fully to the task assigned. He was solely responsible for streamlining the GCA procedures, creating a feeling amongst the aircrew that radar is a most reliable asset even under exacting conditions.

The officer was entrusted with the task of conducting the Ground Control Approach courses in addition to his normal responsibility of Chief Ground Approach Controller. With his foresight and planning capability he had used the limited resources for optimisation utilisation in compilation of the radar précis is highly commendable. In short he is an asset in any organization.

The officer is full of initiative and his outstanding professional competence. Due to his hard work and personal involvement he has set a personal example which is in the best traditions of the Indian Air Force.

For his outstanding ability, deep sense of dedication and distinguished service of very high order, the President is pleased to award Vishisht Seva Medal to Squadron Leader Sivaswamy Kailasam.

Squadron Leader Thiruvengadam Ramanujam (10695) AE (L) has been on the posted strength of 33 Signals Unit, Air Force since Aug 79 with a brief spell of absence of five months while undergoing Inter Branch Conversion course at Air Force Technical College.

Inspite of this being the first posting to an Air Defence Ground Radar Station and that too without any formal training on any of the complex modern systems he was required to maintain, he by virtue of extreme devotion, sustained hard work and rare professional skills has mastered the systems. He has engineered and incorporated eight important modifications in the Data Handling System of which four modifications are of major nature. Some of the modifications have now made it possible to display Pre-determined Routes, Air Field runway orientation, additional beacons, flashing symbols for aircraft in emergency, display range in Kilometers and Nautical miles etc. These improvements have resulted in better and effective exploitation of the system for operational use.

By his devotion and rare professional proficiency he has streamlined and improved the preventive and corrective maintenance techniques in addition to providing certain additional monitoring facilities for quick location and rectification of faults, thereby reducing the down time of the system in the event of failure.

As an officer, he has made his mark amongst the entire cross-section of the Unit. Several sections have come to depend on his skills and professional advice with regard to complex technical problems. His qualities of leadership, exceptional professional knowl edge and skills, his untiring efforts, his will to work at all times and excellent interpersonal relationship have contributed in a big way to the overall efficiency of various technical sections.

For his rare professional competence and extreme devotion to duty, the President is pleased to award Vishisht Seva Medal to Squadron Leader Thiruvengadam Ramanujam.

Squadron Leader Shamanna Seshadri Iyengar (11531) Med was commissioned in Army Medical Corps on 22 Jan 68. Later, he was seconded to Air Force and he has since served in Air Force units till he attained MD in General Medicine from Pune University in 1976. He was also decorated with DGAFMS Medal for securing first position in Medical Officers' Junior Commander's Course in 1974. He was appointed as staff surgeon to the Chief of the Air Staff in Sept 78. His duties as staff surgeon to CAS involved him in caring for the very senior and juniors alike for which he displayed extraordinary professional competence, zeal and initative. He has by pleasant manners and sustained hard work won the applause and appreciation of the patients treated by him. During the course of his work he has been perpetually on day and night call and has shown initiative and resourcefulness of the highest order in dealing with medical emergencies.

He bears quite pleasant manners and attends to the problems of the sick and injured in the most exceptional order, by which he is held in high esteem by all the patients irrespective of their ranks. He has proved himself almost indispensable in acute medical emergencies like heart attack cases by promptly attending during their crisis and accompanying the cases till handing over them to care of doctors in hospitals. This gesture on his part has been talk among the personnel of this Station/Air HQ.

During his tenure as Staff Surgeon he established Medical Specialising Clinic to provide specialist cover to all personnel and families. He also organised a special cell to detect, treat and institute proper follow up of Diabetes Mellitus, Hypertension and Ischameic Heart disease cases so that such patients can live long and enjoy their life like normal persons. He has been able to achieve spectacular success in his endeavour.

He has been instrumental in establishing a full fledged Physio-Occupational Therapy Room where adequate treatment for MusculoSkeletal complaints are now provided. With his untiring efforts he could add Short Wave Diathermy machine and an additional portable ECG machine so that emergencies can be attended to round the clock with least delay. He has also arranged additional facilities for various bio-chemical tests which otherwise were available only in hospitals. He has endeared himself to all by providing prompt care even in other medical institutions in Delhi by maintaining close and friendly liaison with such organisations. He also takes special interest in keeping himself fully acquainted with the latest developments in the field of Medical Science and has number of publications to his credit.

For his professional knowledge of a high order, devotion to duty, sustained hard work, zeal and initiative, the President is pleased to award Vishisht Seva Medal to Squadron Leader Shamanna Seshadri Iyengar.

Squadron Leader Tharakad Vaidyanathan Hariharan (12470) Admin is on the posted strength of one of the Signals Units since 12th June, 1979. His tenure in this Air Defence Unit has witnessed tremendous achievements both in operational environments and administrative score, mainly due to his planned approach and total involvement. The officer, in his dual capacity as Senior Operational Officer, trained on Guided Weapon Tactics and as Senior Administrative Officer, identified the needy spots and are requiring immediate attention; thereby elevating the status of this unit in the Air Defence Map of the Eastern Air Command.

The officer accepted the challenge of accomplishing the colossal task of enhancing the operational punch of this set up by suitably remodeling the Operations Room and provisioning essential aids for effective close control of fighter aircraft through selective fixing of operational desk on Planned Position Indicator and display boards. This resulted in dissemination of vital information on parameters for aircraft controlling and recovery, apart from saving of manpower for optimum utilisation in the needy areas.

The officer guided and streamlined the mobility exercise for the unit's detachment from July to Sep 81. He personally involved himself as a fighter controller and detachment commander at site by providing effective surveillance and recovery of fighter aircraft, which instilled tremendous confidence among the squadrons, besides making the role of the unit highly purposeful.

Again in October, 1981, the officer as Senior Ops Officer was detailed as the detachment commander. He successfully moved the convoy in record time and had the radar installed at site well in time for taking on the commitment on 20 Oct 81. During this detachment the unit was given the challenging task where supersonic fighter aircraft armed with latest air to air missiles were employed in assessing and evaluating new tactics. The officer with his 19 years experience as a fighter controller exploited the versatility of the radar equipment and meticulously carried out the task by accurately placing the fighters in a most advantageous position to carry out the maneuvers resulting in the successful accomplishment of missions. This has spelt out the potentiality for adding a new dimension in the air combat and weapon delivery in high 'G' maneuvers. Sqn Ldr Hariharan remained at the site throughout the operation and brought the detachment back without any incident on 26 Oct 81.

During the last 2 ½ years of his stay at this unit Sqn Ldr Hariharan as O i/c works has projected major works services for nearly Rs. 20 lakhs, most of which are under execution. Through his good rapport with the Engineers he could motivate the MES and was instrumental in effective planning and execution of prompt maintenance schedule both Bridges and Roads and Electrical and Mechanical, enhancing the get up of the unit significantly. The unit has thus become a model unit in all aspects and won the appreciation of the AOC-in-C, EAC as one of the best units in the Command. The officer was earlier commended by the AOC-in-C EAC in January, 1981.

These apart, Sqn Ldr Hariharan with his ingenuity successfully paved the way for the transfer of 5.5 acres of surplus Army land adjoining the unit to the Air Force for construction of deficient married accommodation. This he was able to achieve because of his good rapport and liaison with the Army keeping in view the requirements of the unit.

In all his endeavours, Sqn Ldr Hariharan has displayed outstanding skill and professional acumen, always keeping service before self in the best traditions of the IAF. He has endeared himself in all the activities of the unit including welfare of personnel, all of whom hold him in high esteem. For his distinguished service, the President is pleased to award Vishisht Seva Medal to Squadron Leader Tharakad Vaidyanathan Hariharan.

Flight Lieutenant Harsh Kumar Bhardwaj was commissioned in the Meteorological branch of the IAF on 26 Dec 70. During the tenure of his service he has held multifarious assignments, shouldered numerous responsibilities, served in the field with distinction. He proved himself to be an energetic and efficient officer possessing a high degree of professional knowledge and practical application of the same. For his outstanding performance and hard work, he was commended by the Chief of the Air Staff in August, 1979.

As Officer-in-Charge Central Met Stores, Flt Lt Bhardwaj conceived and implemented a scheme of making efforts to repair instruments locally in the Section. From within local resources, he set up a workshop and conducted courses for airmen of Met trade. He also compiled a handbook for repair and maintenance of Met instruments. By acts of extreme dedication to his profession, about 30 to 40 percent of instruments are now being repaired locally in the section. This in itself has amounted to saving of repair charges paid to India Met Department and has also speeded up the availability of serviceable instruments in units.

In addition to his primary duties, he was given the responsibility of administration of the Airmen's Mess and Air Force Canteen. He cheerfully and willingly accepted and executed this task with remarkable maturity and confidence which won him the appreciation from all quarters.

Flt Lt Bhardwaj displayed a special aptitude and initative for secondary duties involving public relations, organising skill and tact. He was the main organizer for all Air Force Wives Welfare Association (AFWWA) functions, Station sports/welfare activities and flood relief operation in 1978. Due to his special aptitude and dedication, he has been detailed to work with AFWWA (Central) at Air HQ. Besides, he was entrusted with onerous task of setting up and organising a Vocational Training Centre at Air Force Station, New Delhi. His high standard of judgment, balance and realistic approach have contributed in a large measure towards speed administration of AFWWA projects.

As Hony Secretary of AFWWA, he has introduced new schemes bringing about considerable benefit and assistance to the families of serving, retired and deceased Air Force personnel. Dealing with the human problems with his analytical and pragmatic approach, he has shown in abundance his unsurpassed quality of human approach, sympathetic attitude and has given new dimensions to the very concept of welfare.

With his brilliant uptake, clear thinking and deep insight, Flt Lt Bhardwaj accredited himself with the singular honor of being probable the only Met Officer to have been ever associated with such intricate projects. He is not deterred by obstacles or difficulties and can be depended upon to produce results in an unbelievable short time.

Endowed with the faculties of systematic analysis and pragmatic approach, he has brought about a system and sense of purpose amongst all his colleagues and subordinates in all assignments. For his outstanding services rendered throughout his career with single minded devotion and loyalty, the President is pleased to award Vishisht Seva Medal to Flight Lieutenant Harsh Kumar Bhardwaj.

Major Parvez Cawasji (IC-16781) has been commanding one of the Air Observation Post Flights since the day of its raising i.e., 20 May 78 at this Station. There were many teething problems to start with, because the base did not have fully established technical and admin infrastructure. All these problems were overcome by Major Cawasji through many improvisations and innovations. Under his able guidance and dint of sheer hard work, the maintenance and admin facilities were organized on war footing and the Unit was able to achieve its 'Fully Operational' status within a short span of six months.

Major Cawasji has been able to organize successfully not only the day to day management of flying but also second line servicing, operating his unit from a blast pen. His unit has achieved 100% serviceability and flown all aircraft on the same day on many occasions. His personal supervision and deep involvement in the unit activities, coupled with a high safety awareness, have enabled the unit to fly 3600 accident free hours.

The high standard of training set up by Major Cawasji and the weightage he has given to professionalism are obvious from the results achieved during the Aircrew Examining Board visits and Annual Practice Camp reports. His unit has maintained 100% categorization and rating state for the last two years. Today, the AOP Flight stands as a highly professional, close-knit and disciplined unit under the leadership of Major Pravez Cawasji.

Major Cawasji has himself held the highest category and instrument rating state i.e., A/Master Green for the last three years. His flying ability as well as instructional techniques are of exceptional standard. He has shown acumen for establishing except ionally good inter-service relationship. His outstanding quality of leadership and self example has made him one of the most effective commanding officers. His hard work has earned him commendation by the Chief of the Air Staff twice earlier.

For his outstanding organising ability, rare self example, exceptional professional ability and total involvement in the unit, the President is pleased to award Vishisht Seva Medal to Major Parvez Cawasji.

Master Warrant Officer Koshy Mathilunkal Samuel (Instrument Fitter) was posted to one of the fighter squadrons in Feb 78. As a Technical Adjutant he organized the Technical Library to a high standard.

Later he was detailed to look after the Repair and Servicing Section. In this new assignment he has proved capable beyond exception and delivered the required number of servicing in the stipulated time. He brought the serviceability state to 100% on 1 May 81 with all the 16 fighters and 2 trainers flew on the same day. To achieve this task a high level of planning, coordination, dedication and ability to mobilize manpower resources was displayed by Master Warrant Officer Samuel. His knowledge of other trades like Aeroengine and Airframe is praiseworthy. He could confidently and competently analyse the problems and suggest suitable remedy for rectification of faults.

His tact and man management, particularly in the crisis periods like detachment operations was highly commendable. With limited manpower he managed to keep the serviceability state at the highest without comprising the maintenance safety or the flight safety. By his self discipline and high professional knowledge he commanded the respect of his subordinates at all times. He achieved all this without caring for his personal comfort.

For his professional competence, selfless dedication to duty, sincerity to service and loyalty, Rashtrapati is pleased to award Vishisht Seva Medal to Master Warrant Officer Koshy Mathilunkal Samuel.

249735 Sergeant SIDDIQUI KHURSHED ANWAR Engine Fitter

Sergeant Siddiqui Khurshed Anwar is employed as senior engine fitter in an Operational Conversion Unit. A totally dedicated engine technician, his ability of pinpointing engine problems and carrying out their rectification is of an exceptional order.

On one occasion, Sgt Siddiqui, while working on the tarmac heard some unusual engine noise from an aircraft which had just taxied out. He promptly stopped the aircraft and asked the pilot to switch off. Initial inspection of the engine did not reveal any abnormality. With due confidence in his professional ability, Sgt Siddiqui insisted upon removal of engine for further investigation. During detailed examination, one of the compressor blades was found broken, damaging 10 other blades. He, thus, averted an accident.

On another occasion, Sgt Siddiqui changed six Engine Drawn Pumps in one day, which is a record.

On several occasions, he carried out removal and fitment of engine on Hunter aircraft in a single day. There are many similar instances of Sgt Siddiqui's remarkable performance as an engine fitter. He has, thus, contributed a great deal in the considerable amount of flying done by this unit in the past six months.

For his total dedication to duty, exceptional professionalism and sincere and untiring long hours of work, Rashtrapati is pleased to award Vishisht Seva Medal to 249735 Sergeant Siddiqui Khurshed Anwar.

Sergeant Ramor Lekhwan, Instrument Fitter, is on the posted strength of Fighter Training Wing since 15 Nov 75. He was one of the airmen trained in Poland on TS-11-ISKRA aircraft during 1975 for 1st and 2nd line servicing.

He worked in various sections of the unit. He always came up with new ideas for improving Instrument Systems. The Air Staff had projected a requirement for installation of 'G' meter on 'Flight Safety' priority on this aircraft which will help trainee a great deal. The difficult task of trial fitment of 'G' meter on one Iskra aircraft was assigned to Sgt Ramor. He had fabricated the necessary brackets and by utilizing the 'G' meter of Vampire aircraft the trial fitment was completed in a record time of one week. The installation of 'G' meter trials proved successful and subsequently approved modification has been successfully carried out on all Iskra aircraft.

The standby magnetic compass fitted on Iskra aircraft is prone to failure i.e., its body develops cracks and fluid leaks out thereby rendering the compass unserviceable. Since the introduction of the aircraft into service, a total to 32 magnetic compasses KI-3A were rendered unserviceable. In 1979, the Chief Engineering Officer of the Wing had proposed to install E2B compass (used on HJT-16 i.e., Kiran aircraft) in place of originally installed compass KI-13A on this aircraft. The trial installation of this compass was again entrusted to Sgt Ramar. The E2B compass is electrically built-in-type for illumination for night flying purposes. Sgt Ramor independently fabricated control panel for electrical wiring of E2B compass and a bracket to install the same compass, keeping in view all the 'Flight Safety' points and operational requirements of Iskra aircraft. The modification trial was successfully carried out and approved.

With his sincere and dedicated approach to such service requirement both the modifications were successfully carried out within a very short period. His devotion to duty is not only a source of inspiration to his subordinates, but also a matter of deep satisfaction of his superiors. Sgt Ramor is an asset to any Air Force unit.

Throughout his stay at the unit, Sgt Romar has displayed exemplary skill and a very high standard of professional ability. He has worked relentlessly in making the above flight safety modifications a great success. The President is pleased to award Vishisht Seva Medal to Sergeant Ramor Lekhwan.
