Group Captain Diptendu Choudhury (17335) F (P) was commissioned in the IAF on 22 Dec 83 and has been on the posted strength of the Dte of Air staff Inspection wef 26 Jun 04. The officer has approximately 3000 hours of active fighter flying and is current with 'Master Green' rating on MiG-21 (T-75 & 96), MiG-29 and SU-30 aircraft. He has commanded a fighter squadron, worked as staff at TACDE and had been the Chief Operations Officer of a fighter base prior to being posted as Joint Director Flying at the Dte of Air Staff Inspection.

The officer has immensely contributed towards making the IAF more effective. His thought provoking service papers on Review of Op Employment of SU-30 aircraft, Op Capability of MiG-29 aircraft, Imperatives of Future Fighter Operations and Rebasing Concept have been well appreciated at all levels. The officer has also put in dedicated work towards revising inspection procedures, improvement in inspection pattern, interactive visits to Air/Command HQ and DG's review during AF Commanders' Conference.

An extremely hard working and sincere officer who has been professionally well groomed as a fighter pilot. The officer had to shoulder the responsibility as a Director for almost a year and was therefore, in the centre stage during all inspections. Single-handed he planned and co-ordinated the conduct of 'Best Combat Unit' competition of Fighter Sqns in the most professional manner and has been the active member of the Flying Team while inspecting Wings and Sqns. The vast and varied flying experience of the officer would be a dream for any Air Defence pilot, yet his unassuming but firm display of professional attributes is a true reflection of a thorough bred professional. The Director General Staff Instructions was last revised in the year 1999. The officer took it upon himself to undertake the mammoth task of its revision and re-issue. The list of contributions made by the officer for improvement in work efficiency and operational thinking to make the IAF more effective is never ending.

Wing Commander Ravi Sharma (17785) Lgs was commissioned in the Logistics Branch on 21 Dec 84 and is presently posted as the Senior Logistics Officer Air Force Station, New Delhi since 21 Jun 03.

The officer was seconded to Navigation branch during 1988-95, where in he flew almost 4000 hrs as navigator, which is the highest among his peer group. Thereafter while posted at Air Headquarters, he was at the forefront in indegenisation and installation of first arrester barrier system for which he was commended by the Chief of the Air Staff. Further, during his tenure as Senior Logistic Officer and Senior Administrative Officer at Kumbhigram, the station was adjudged as the best administered station in Eastern Air Command.

The officer during the present appointment was tasked to equip eight UN missions to Congo and Sudan in a short span of last two and half years. Meeting the deadlines was crucial. His judgment of situation and meticulous planning enabled him to develop concept of forming a cell to equip foreign missions which earned accolades from all echelons of UN and Air Force. He closely interacted with more than 150 vendors including the Original Equipment Manufacturers situated in various parts of the country and reduced the lead time to meet the deadline without compromising on quality and cost. The task involved meticulous planning, forecasting and persuading agencies, finding the source of equipment, its serviceability, packing and safe transit of 13000 lines/3000 tons of spares to its final destination in Congo. The officer also played a stellar role in design and development of winter over wear (leather jacket), aircrew brevets and 30 other accoutrement items which resulted in reduction in cost as well as increase in life.

With his personal example, he has been able to bring in an attitudinal change in the personnel under him resulting in proactive logistics support. The challenging task of ration issue at Delhi area has been efficiently met by him. He was instrumental in successful implementation of Clothing Online Information System, which is of immense help to over 7500 air warriors of Delhi area. It reduced their unnecessary movement for entitlement check and collection. His efforts in planning and forecasting spares requirement has yielded in saving of 30 % (Rs 35 Lakhs) in Mechanical Transport spares expenditure by procuring genuine spares from Original Equipment Manufacturers/authorized out lets. His professional competence, administrative acumen and leadership qualities make him a role model for others to emulate.

Wing Commander Pankaj Mohan Sinha (17842) F (P) was commissioned on 14 Jun 85. He is presently posted to Air HQ (DPO) as the JDPO-l (F). He is a A-2 QFI, Fighter Strike Leader and IRIE. He is the graduate of DSSC and has undergone the Air Weapons Controllers Courses and bagged two trophies at DSSC. He was awarded the 'Top Graduate' in the course at USA. He has served as a DS at TACDE.

The officer commanded a fighter Sqn from 11 Nov 02 to 19 Jul 04. His personal involvement and sound leadership had enabled the Sqn to achieve a high degree of excellence. Due to runway re-surfacing at parent base, the Sqn Operated for more than a year at Purnea. Fighter flying was carried out for the first time from this base. The Sqn under his leadership set up the flying operations at the base and conducted full fledged operations with limited support services. Notwiths tanding the trying circumstances, the Sqn was selected from EAC to participate in the 'Best Fighter Sqn' competition for 2004-05. DASI particularly commented upon the high espirit-de-corps and cohesiveness of the Sqn during the Vayu Spradha competition.

In his present appointment as the JDPO 1 (F), he has utilized his vast experience to bring about a quantum change in the area of human resource management, He has balanced the service requirements and individual needs in a mature manner. He has flawlessly conducted the Sqn Cdrs and Flt Cdrs Board and lateral communication with all Op-directorates, which has greatly enhanced the quality of staff work and has worked with commitment towards career planning of junior officers. With his deep understanding of Flying Operations and Flying Safety, he initiated the process for placement of SFSIOs by selection/merit. This has been greatly appreciated by the organi zation, since this would have a salutary effect on Flight Safety management. The officer has been instrumental in formulating the Human Resource Policy for Weapon System Operators and for induction of UAV pilots. He has provided valuable inputs through research and his own knowledge. Recently he underwent a course at Joint Forces Staff College in USA, wherein he earned laudatory evaluations from the Directing Staff. The course report especially remarked upon his exceptional oral and written communication skills, outstanding leadership and high degree of professionalism.

Wing Commander Subramanian Sundar Rajan (17848) F (P) was commissioned on 14 Jun 85 in the Flying Branch of the IAF. In the past 21 years of distinguished service, he has held several important field appointments which include Flight Commander of Fighter Sqn, Squadron Commander of a Fighter Training Unit, Station Flight Safety and Inspection Officer of a Fighter Base and Commanding Officer of a Pechora Missile Sqn. He is a Qualified Flying Instructor and a graduate of the Defence Services Staff College.

As the Flight Commander of a Fighter Sqn, he performed creditably and ensured timely completion of flying task with utmost safety, without compromising on the training standards. As a Station Flight Safety and Inspection Officer of a Fighter Base, he ensured high standards of safety in operations and maintenance. Due to his sustained efforts, the Station was able to reduce the number of incidents and had no accident. His efforts also helped the Station in being adjudged Above Average in Flight Safety. The officer exhibits cool temperament when faced with critical emergencies in the air. He carried out a safe forced landing of a jet trainer with a seized engine and a safe ejection from a MiG-21 trainer aircraft on fire, during the critical stage of takeoff.

The officer was appointed the Commanding Officer of a Pechora Missile Squadron on 02 Aug 04. On taking over command of the unit, he laid great stress on improving the Op ability of the unit. Within a short span of six months, he ensured that all eligible combat crew were holding professional categories commensurate with their experience. DASI, during their inspection of the Sqn in Oct 05, highly appreciated the Op capability of the Sqn. Two combat Flights of the Sqn were adjudged Average Plus. Based on the highly commenda ble performance, DASI selected the Sqn as the Range Duty Sqn for conducting live Pechora missile firing at Weapons firing Range.

Under his able leadership, the Sqn successfully conducted live firing of all allotted Pechora missiles, without a single equipment or guidance failure, which is an achievement by itself. Though the unit deployed almost twenty days behind schedule, due to inordinate delay in rail transportation, he was able to marshal the personnel under him and motivate them to put in their best. This helped the unit to achieve a fully operational status well before the due date for firing, despite having mobilised two combat flights over a distance of 2000 km. With his purposeful planning, foresight and leadership, he was able to direct the personnel under him in achieving difficult and challenging tasks, while maintaining high morale.

293603 Master Warrant Officer (MWO) Rajinder Flt Gnr was enrolled in the Indian Air Force on 06 Oct 71 in Weapon Tech trade. He remustered to Flight Gunner trade in Apr 1982, since then he flew on various types of aircraft: Mi-17, Mi-8, AN-12 and IL-76 MD aircraft and has flown over 7200 hrs till date. He has flown extensively on IL-76 ac since he converted on type in 1986 and has clocked over 3200 hrs of operational flying on this strategic aircraft of IAF.

The MWO achieved Cat 'A' and supervisor on IL-76 within a short time after conversion. During his long tenure as an aircrew instructor, he has been instrumental in undertaking conversion training of several under trainee flight gunners on various types of aircraft, such as Mi-8, AN-12 and IL-76MD and thereby helped the organisation to improve its operational capability. The professional skill of the Master Warrant officer has been aptly recognised by various inspecting agencies, such as Aircrew Examination Board, Directorate of Air Staff Inspection team.

His professional skill, depth of knowledge and sense of responsibility were put to real test during the planning and execution of the Exercise Golden Eagle in 2005 along with the Mirage-2000 aircraft of the IAF to South Africa and back, which required meticulous planning and flawless transport support.

The MWO participated in various other exercises such as, OP Pawan, Brass Tack, Meghdoot, Vijay and Safed Sagar. MWO also participated for induction and de-induction of T-72 Main Battle tank to Jaffna and Leh. His dedication and effort were appreciated during Bhuj earthquake operation, Tsunami relief operation to Carnicobar, Chennai and during heavy snowfall relief operation in J&K. The sincere and wholehearted involvement of MWO went beyond the professional requirements from any flight gunners. His personnel conduct and bearing was par excellence. He motivated all other participating aircrew. His leadership capabilities were evident in his handling of all the responsibilities entrusted to him. The most important thing to mention here is the Master Warrant Officer achieved all this with a cheerful countenance in his soft spoken way throughout all exercises and relief missions.

616153 Master Warrant Officer (MWO) Raghubir Singh Paul MTD/PJI has been on the posted strength of Paratroopers Training School, Air Force since 13 Oct 78 and has been performing duties of Parachute Jump and Free Fall instructor.

The MWO is one of the pioneers who have earned the distinction of carrying out 1640 parachute jumps. This is a rare achievement particularly when it is without an incident or injury. This is indeed a landmark in para safety. His jumps include 1400 free fall and 240 static line jumps. He has jumped from 10

types of different aircraft using 12 types of parachutes. He is also a qualified Combat Free Fall Instructor and had undergone training with US Army Team during the joint Exercise "Badge Iroquois" held at PTS in Feb 1992.

The MWO was one of the team members who has jumped from 30,000 feet AGL. It should not be out of place to mention that jump from such a high altitude demands extreme physical fitness and very high morale as individual is exposed to hostile environment where in, temperature goes as low as minus 30 degree Celsius.

MWO is also the founder member of IAF Skydiving Team "Akashganga". The team has completed nineteen years of its glorious existence since its inception in 1987. He has participated in innumerable demonstrations put up by the team at various places to mark important national events. He is an expert in the discipline of canopy formations, which includes making the Tricolour stack and landing them inside stadiums and restricted drop zones.

He has been part of pioneer team member who for the first time in the history of Indian Parachuting History made Relative Work and Canopy Relative Work formation during the Night Free Fall. Due to his immense experience and skill he has participated in Malaysian Armed Forces Open Parachuting Championship held in Malaysia in May 1995.

Air Commodore Ajit Singh (13409) Lgs was commissioned in the IAF on 14 Jul 73. He is an alumnus of DSSC and of the illustrious National Defence College.

The officer worked on manual system of provisioning, in vogue in IAF during Mid70's. Having learnt the intricacies involved, he was chosen among the first batch of Indian Air Force Officers to undergo Computer Training in 1977. During Mid-80's, he was involved in developing and commissioning of an "On-line Inventory Manage ment System" at an Equipment Depot. From there, he was deployed on yet another automation project - to develop an on-line software for the Personnel Branch at Air HQ. Thus, Air Cmde Ajit Singh has been a pioneer in the field of Computers.

Besides such diverse and un-connected assignments, the officer has handled all possible roles of logistics functions at various levels. As a Senior Logistics Officer in the field, he looked after the logistics support function of Gwalior, the premier base of Indian Air Force. As a Command Logistics Management Officer, he was in-charge of logistics activities of an entire region, under an Operational Command of Air Force. As Director Purchase, he handled the Central Procurement process of Air HQ, primarily involving foreign vendors.

The officer has successfully commanded an Air Stores Park for over two years engaged in extending the supply and distribution logistics to Air Force bases in Western Region. He is presently commanding the biggest Equipment Depot in Indian Air Force for nearly two years now. His sharp logistics acumen and innovative approach have helped in resolving many long standing vexed issues. Functioning of depot went fully on-line, with a major thrust on Integrated Materials Management Online System (IMMOLS) which is the computerized way of undertaking logistics activities. Being computer savvy, he instilled a sense of professionalism in pers onnel, leading by example and instrumental in ushering in a new work culture. Depot got its Audit clearance within a year of his taking over the reins and is now headed for paperless working environment. His unending zeal and enthusiasm brought about a quantum impro vement in the Station which earned awards for "Best Equipment Depot" and the "Best Environment" trophies for 2006. Group Captain Praduman Singh (14513) Lgs was commissioned on 16 Jun 76 in the Logistics Branch of IAF. In 30 years of distinguished service he has held field and staff appointments that include Senior Logistics Officer at two Fighter Wings, computerized AOG Monitoring system at Air HQs, JD Eng Jaguar at Air HQ, CLMO SWAC, and PD Prov at Air HQs in the new AOL concept.

Group Captain Praduman Singh has been on the posted strength of an Air Storage Park (ASP) since 29 Aug 05. On taking over as JD Eng Jaguar (Q) in Aug 2000, the officer was assigned the task of improving the low aircraft serviceability by streamlining Jaguar aircraft spare provisioning and procurement system and make the AOG spares quickly available. He streamlined the system to procure AOG spares on fast track through Air Attaché London and critical spares from HAL out of their stock reserved for production of aircraft which reflected in considerable improvement in Jaguar fleet serviceability. He undertook the task of sale and transfer of spare valued at 16.82 Crores to HAL from an Equipment Depot in 2001. These spares which were held as non moving with IAF since inception of Jaguar aircraft in 1978-80 were gainfully utilized towards manufacture of 17 twin seater aircraft by HAL.

In the ACAS (Lgs) sub branch during 1999-2000 the issue that was resolved with his deep involvement includes vacation of Supreme Court ruling on Dunlop Calcutta Factory resulting in release and collection of much needed aircraft tyres on AOG for MiG21, AN-32 and other fleet of aircraft. In the present appointment of Commanding Officer, ASP which is a sensitive explosive depot in Delhi area, the officer commanded the Station exceptionally well by focusing and showing quality improvement in three areas viz. functional efficiency, security and morale of the Station. The salient highlight of his achievement are vacation of stay order from District Court Gurgaon and regaining control of Air Force land in use by private nursery owners, procurement of mechanical sweeping equipment thereby reducing manual efforts by 75% for cleaning of large explosive store houses, system of timely preventive maintenance of building by MES, sanction and start of construction of 10 WWR new explosives sheds and issue of NOC by MoD for construction of HUDA Golf Course on restricted belt of 900 meters around ammunition depot to resolve the long outstanding issue of unauthorized constructions around explosive perimeter fencing.

Air Commodore Swapan Samaddar (14538) Accts was commissioned in Jun 76 and is presently serving as Principal Director Accounts. The Officer has rich and varied experience in accounting matters gained over his 31 years of colorful service. The Air Officer has left his indelible mark of excellence in the various establishments he had served so far. For his exceptional devotion to duty and keen sense of involvement which resulted in substantial saving of Foreign Exchange he was commended by the CAS on 15 Aug 86.

His perseverance, hard work, intelligent and rational interpretation of rules and indefatigable drive has contributed in achieving several milestones for this directorate. Introduction of the concept of Mobile Accounts Squadron, Revision of syllabus for ab-initio training of Officers and Airmen of Accounts branch, timely posting of data by Accounts personnel in all Phase-1 IMMOLS sites, training of personnel for EQUOLS operation, fine tuning and implementation of e-audit and DACL software, renewed thrust for development of software for various Non Public Funds are some of the achievements by the Air Officer.

With his extraordinary inter personal skills the Air Officer has created an excellent relationship with audit authorities from grass root to apex level. This has resulted in clearing many complex policy matters pending with audit authorities for the last several years and hence brought in the desired efficiency in the system.

The Air Officer has been continuously pursuing excellence in all the activities undertaken by him. He has contributed tremendously in streamlining the procedure of the clearance of Traveling Allowance advances due to which a large number of old/ chronic advances as per the records of CDA (AF) could be cleared. Due to his broad vision, constructive approach and enthusiasm to bring in improvements, the Air Officer brought about the change wherein the authority to accord regularization sanction for Temporary Duty moves have been delegated to the local Unit Commanders. This has benefited the AF Officers at large by curtailing the delays in obtaining the subject sanctions from Command HQ besides huge monetary savings.

Group Captain Zia Ahmad Rizvi (14968) Lgs was commissioned on 10 Jun 1977 in the Logistics (Lgs) Branch of IAF. In his 29 years of distinguished service, he has held several important appointments, which include Senior Logistics Officer of Flying Stations, Chief Logistics Officer/Dy C Lgs O at Equipment Depots (EDs) and staff appoint ments at Command and Air HQ. He has been awarded commendation by CAS in 1996 and by AOCin-Cs in years 1993 and 1998.

He is a hard core professional with very high level of integrity, dedication, devotion and assertive positive attitude. Through out his career, he effectively planned utilisation of available resources towards overall benefit of IAF and synergised the various TechnoLgs activities to ensure enhanced flying efforts both while serving in field units at Flying Stations and EDs as well as in staff assignments. He incorporated several effective result oriented procedures to enhance availability of spares ensuring higher fleet serviceability. As Dy C Lgs O EAC in largest ED, his systematic spares demand and supply analysis followed by interaction with HAL and major Base Repair Depot resulted in 30% reduction of Aircraft On Ground (AOG) in six months itself and also incidences of AOGs declined. During year 1998-99, provisioning activities of spares of few aircraft were decentralised necessitating automated processing of huge data. He willingly accepted this challenge and a comprehensive user friendly processing package in Oracle environment was developed in record time of 18 days which remained in use till change over to IMMOLS recently.

The Officer demonstrated outstanding managerial and professional skills even as young Flt Lt while serving at an ED, when due to change in stocking policy, Lakhs of Litres of aviation Oils were received in different packaging. He undertook in a time bound manner the uphill task of segregation, storage, sampling and introduc tion of testing B/F card system for costly/sensitive aircraft Oils which is still in vogue for life monitoring of stocks. While serving at flying bases, besides effective spares support to Sqn's higher fleet serviceability, he initiated various measures to ensure gainful utilisation of costly non-moving airborne spares by other bases.

At every unit of posting, he closely associated himself willingly with various welfare activities also. Standard of Preprimary School at Palam was enhanced in short span of time both in terms of facilities and teaching standards and was awarded "Best School" by HQ MC during 1995. His contribution, for setting up "Special Children School" at Bamrauli during 1991, "Adult Education" and "Family welfare" programmes at Bamrauli and at village near domestic airport New Delhi, adopted by AF Station Palam, needs special mention. Group Captain Arun Kumar Kapur (15337) Adm/FC was commissioned on 08 Jun 78 in the Administration Branch of IAF. For 19 years he served as Fighter Controller wherein he completed Master Fighter Controllers' course with DS grading. Thereafter he served as staff in Tactical and Air Combat Development Establishment (TACDE) for over three years. He has been commended by AOC-in-C, SWAC in 1994 and has been commended twice by the Chief of the Air Staff in 1996 and 2002.

As Chief Administrative Officer of Air Force Station Pune since 12 Dec 05, the officer has demonstrated excellent performance and has made notable contributions in the field of Administration at this station. Last year the station was visited by the Honourable President of India to undertake his maiden flight in Sukhoi-30 aircraft. Gp Capt Kapur displayed a very high order of professionalism and involvement in making all the cer emonial, administrative and security arrangements, which made the Honourable President's visit a grand success.

As part of the ongoing Platinum Jubilee Year of the Air Force, the station organised an Air Display in Jan 07. On that day about fifty thousand people visited the station. Due to the personal involvement, foresight and dedication of the officer the event was also a grand success. In Nov 2006, the station was inspected by Directorate of Air Staff Inspection team from Air HQ. The Administrative Support Group of the station, was assessed as 'High Average' overall. In addition, the station was adjudged as The Best Wing in Administration in South Western Air Command for the year 2006. Group Captain Dinesh Dhawan (15403) F (P) was commissioned as a Fighter Pilot in the IAF on 07 Jul 78. In his 28 years of distinguished service, he has held several key appointments that include Commanding Officer of MiG21M Sqn, Chief Operational Officer of Air Force Station Bhuj and Leh and Deputy Director of Weapons at Air HQ. He underwent Fighter Combat Leader Course in 1991 and was awarded the Sword of Honour for standing first in the course. He is a graduate of DSSC and was awarded Commendation by CAS in 1995. He is working as Director Weapons at Air HQ since Sep 05.

Gp Capt Dinesh Dhawan has always worked towards improving the operational efficiency of the weapons in the IAF. As Director Weapons, he took up the challenge to equip IAF aircraft with lethal and potent weapons. With his initiative, foresight and intelligence, he undertook the review of consolidated War Waging Reserves of air launched weapons required for the entire IAF in the XTH & XITH Plan. Meticulous planning regarding weapon to target matching, weapon to aircraft matching and incorporation of large number of Stand Off weapons & PGMs is the highlight of his review and it reflects the professional acumen of the officer. He carried out detailed calculations for weapons required for all the Ground Attack and Air Defence campaigns. He obtained Government approval for scaling of the air launched weapons of the IAF through his dynamic spirit and commitment. The consolidated plan of War Waging Reserve weapons will enhance the war fighting potential of the IAF.

Under his leadership, the review of publication dealing with air to ground ranges was taken up. He was instrumental in the conduct of live bomb trials to establish the fragment distribution of weapons. These scientific calculations resulted in the reduction of danger area requirement for air-toground ranges and have led to their enhanced utilisation. For his distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Dinesh Dhawan.

Group Captain Mahesh Kumar Malik (15743) Adm/FC was commissioned in the Administrative Branch on 15 Jun 79. He has held diverse appointments that include command of AD Radar Sqn and Air Defence College, two tenures as DS at TACDE, DASI inspector at Air Headquarters and Chief Administrative Officer AF Stn Halwara. A fighter controller of high calibre, the officer achieved the highest category for professional competence, Category A, as a young Flt Lt. With him as the CO, a frontline Sqn was declared the best EW/GCI unit in SWAC in 1986. An expert in computer skills, he developed a software for Flight Safety codenamed 'MIKAS' in 1998 which was distributed to and put in use at Air HQ and all Command HQ for analysis of data on Flying Accidents/Incidents in IAF. As CO of Air Defence College, he revamped the training methodology and computerized it to the extent that even the tests were taken on line. As Chief Administrative Officer at Halwara, he initiated and executed a large number of work services for improvement in quality of life and environmental development. For his dedicated service throughout his service career he has been commended both by CAS and AOC-in-C. He has undergone both Air Staff Course and Long Defence Management Course.

Gp Capt Malik is posted to HQ Eastern Air Command (EAC) as Chief Personnel Staff Officer wef 27 Jun 05. From day one he has infused a new sense of enthusiasm and work culture and channelised energy into solving problems of personnel through innovative and a pro-active approach. With his vast experience and personal involvement, he was successful in ensuring that the security of all bases in insurgency affected areas of North East state is maintained at the highest state of alertness. He closely monitored and exercised a strict control over the expenditure on temporary moves in the EAC. It was largely due to his efforts that the expenditure on temporary moves was brought down from over 40 lakh per month to nearly 31 lakh per month, thereby resulting in a savings of Rs 43 lakh during the year 2006-07. He organized centralised training for civilian cooks posted to all units in EAC at IHMCTAN, Shillong under his direct supervision. The post training feedback from field indicated a marked improvement in the catering standards at all stations. Group Captain Har Kamal Jeet Singh Sokhey (15858) F (P) was commissioned as a Pilot on 14 Dec 79 in Fighter stream. He is an experienced Pilot with over 5135 h of accident free flying on various Fighter, Trainer and Transport aircraft. During his 27 years of service career, he has held the important appointments of CO of a Fighter Squadron and Chief Operations Officer (COO) of a fighter base. He has also been on staff at TACDE. He is an A-2 QF1, a Pilot Attack Instructor and an alumnus of DSSC and Higher Command Courses. He has also served on deputation to Government of Botswana for three years. Presently he has dual responsibility of CO of Flying Instructors' School (FIS) and Chief Operations Officer of Air Force Station Tambaram since 20 Apr 05.

Under his command FIS has seen a sea change in terms of infrastructure, technology and training enhancement. He has worked tirelessly to create an informal but regimented atmosphere with constant monitoring of trainee QFIs, resulting in good performance and overall development. This has been achieved with nil accident and human error incident. He has been instrumental in formulation of a new training pattern at FIS which includes simulator flying, which would be immensely beneficial to the Air Force in the coming years.

As the COO of the base, he has ensured a high standard of safety and maintenance of allied services for flying. In addition requirements towards flood relief operations in Chennai region and catering for strike at civil airport were handled in a professional manner.

From 13 Mar to 02 Apr 07, a joint exercise was planned in Chennai region at a very short notice. Due to inadequacies of operating environment at the planned destination, Tambaram agreed to provide the entire operational and administrative conduct of exercise from Tambaram airfield. Gp Capt Sokhey took initiative and coordinated the operational requirements in a professional manner whereby the Special Forces were able to train and complete entire exercise as planned. Later from 20th to 22nd April 07, he was the overall coordinator for lAF's Platinum Jubilee air display, AWDT and AWSO program at Tambaram and Marina Beach. The mammoth task involved coordination with TN State and other multiple agencies. He with his composure managed and coordinated the entire function in a befitting manner. His positive approach and enthusiasm has not only helped the outside agencies to be completely satisfied, but also has raised the morale of all personnel under him. Group Captain Anoop Kumar Ghosh (15965) AE (M) was commissioned in as Aeronautical Engineer (Mechanical) in Technical Branch on 07 Jan 1980. He is presently posted at Air Force Station Jodhpur wef 16 Oct 06 and is the Chief Engineering Officer of the base since then. He is a highly qualified officer, with nine years of experience on Chetak/Cheetah heptr inclu ding raising of Army Aviation Corp and fourteen years of experience on Mirage 2000 ac which includes '0' level, setting up of 'D' level at various divisions of HAL, procurement of ten additional Mirage-2000. He is a Post Graduate in Mechanical Engineering with specialization in Air Armament Technology which has broadened his horizons and honed his engineering acumen. He has the distinction of serving for three years in the most sensitive and prestigious Air Project Management Organisation (APMO) cell in the MoD, during which, far reaching decisions were taken to maintain the technological and numerical edge in terms of new acquisitions. He also undertook the onerous position of Director Armament and Safety Equipment at Air HQs. His quest for perfection and for methodical approach to problem solving saw him provide impetus to the fading knowledge level of Air Armament by conduct of Command level Workshop, creating documents like Quality Assurance Service (QAS) instructions, compendium of Escape Aid Explosive (EAX) and Power Cartridges, Explosive Ordinance Disposal (EOD) manual and revising the TSI Vol V. This speaks of the dedication and involvement of the officer.

As the CEO of the base, he has marshaled his experience and knowledge and has brought about visible changes in the work ethos and culture. His problem solving/ analytical ability has always led to the micro level fault detection. He, despite being a mechanical engineer has directed rectification on the Radio and Nav aids and brought about a change in its quality of availability. He is highly focused and goal oriented, as a result, three fighters and two heptrs have been built up and made fly worthy within a span of five months. He has also brought in the change of hearts and minds of all personnel where in the armament activities and maintenance activity on the ac underwent a transformation. He is true mirror, which facilitates a detailed and thorough introspection for one and all.

Group Captain Chambala Karai Ranjan (16015) Med was commissioned in IAF as Medical Officer on 03 Mar 80. In 26 years of distinguished service, he has held important appointments as Senior Medical Officer at Air Force Stations, Professor at Institute of Aerospace Medicine, Bangalore and is presently working as Director Medical Services (Aviation Medicine) at Air Headquarters and also holding the appointment of Secretary, Indian Society of Aerospace Medicine. He is a postgraduate in Aviation Medicine and Hos pital Management and graduate of DSSC. He was commended by AOC-in-C, SWAC in 1992.

He is a dedicated professional endowed with marked analytical and conceptual skills. His extensive work in aeromedical research and training especially in the fields of environmental stress, visual vigilance, hyperbaric medicine and inflight rations for long duration fighter flying bear ample testimony to his involvement in finding solutions to the modem aircrew's problems. His organising ability, innovation and professionalism in the face of daunting odds helped save many precious lives through efficient management of casualties at Vavuniya, Sri Lanka during 'OP PAWAN' and at AF Station, Pune in the aftermath of Bhuj earthquake.

As Secretary General of the prestigious 54th International Congress of Aviation and Space Medicine which was held in India after 12 years at Bangalore in Sep 2006, his foresight and organising skills ensured that the conference was of a high calibre and well appreciated. The Congress not only brought international recognition to the aviation medicine fraternity in India, but also showcased the best of lAF's multidimensional capability earning the service exceptional international goodwill. For his distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Chambala Karai Ranjan.

Group Captain Pradeep Ranjan Sinha (16257) Adm/ATC was commissioned on 13 Dec 80 in the Administrative Branch of IAF. In 26 years of distinguished service, he has held several important Command and Staff appointments that include Directing Staff at Air Force Academy, Air Force Examiner at Air HQ and CO of Airmen Selection Centre.

Safe recoveries of aircraft in adverse weather and critical emergencies has been the forte of Gp Capt PR Sinha. Over a period of time he has established himself as an icon in the controllers' fraternity. He carved a niche for himself in IAF by achieving ATC Category "Aye" as a Flight Lieutenant, which is a rare feat. He redefined professional standards by incorporating several innovative methods to enhance quality of training and inculcated high moral and professional values in Air Traffic Controllers, earning unprecedented respect from the entire Controllers' fraternity and was the first recipient of Best ATS Trophy in 2000.

With astute planning, meticulous attention to details, and expeditious resolution of complex problems, Gp Capt PR Sinha, as Chief Administrative Officer brought about immeasurable improvements in quality of life at Air Force Station, Yelahanka and provided new purpose and direction to the Admin Support Group. He excelled during the Biennial International Aero India exposition by compressing weeks work into days and exhibited professionalism of highest order towards successful conduct of the mega event. Ensuring the very critical and sensitive Security and Disaster management preparedness of highest order; speedy completion of infrastructure works, six-laning of NH-7 works, operationalisation of two borewells to meet acute water shortage and addition of a state of the art Bus stand are some of his achievements during the international exposition. He was omnipresent, coordinating VVIP/VIP visits, traffic, danger spots for crowd control and was instrumental in quick clearance of runway when situation demanded professional intervention following an aircraft accident during AI-07. A composed professional with ability to excel under stress, he ensured stupendous success of Aero India 2007, an event which was conducted at a level very different from the previous expositions and brought laurels and appreciation for the IAF.

Group Captain Jabali Chandrasekhar (16374) F (P) was commissioned in the Flying Branch on 11 Jun 81. He is an AN-32, B-737 and DC-3 pilot with over 8100 hrs to his credit. The officer is a Qualified Flying Instructor (QFI) and an alumnus of the Defence Services Staff College. He has commanded a Frontline Flight, Paratroopers Training School (PTS) and Air HQ Communication Squadron. He is the Chief Operations Officer (COO) of Air Force Station Chandigarh since 26 Oct 06.

Gp Capt J Chandrasekhar assumed command of Frontline Flight when the flight was shifting to its new location and inducting the Boeing-737. Being the only QFI on type, he converted all new inductees including ASTE pilots and operationalised the system on board. He flew extensively during Op Parakram. As CO of PTS, he led from the front and earned his Para Wing by carrying out five para jumps. The Unit achieved a record number of para jumps in a calendar year during his tenure and was selected for the best transport Sqn Championship from HQ CAC.

As Commanding Officer of the prestigious Air HQ Communication Sqn, he ensured impeccable and on-time operations. The smooth induction of the new executive jets Embraer and the work services and design reviews for the BBJs (Boeing Business Jets) were also planned meticulously. The Sqn flew a record of number of hours during his tenure. He has also been doing the Air Force proud by regularly taking part in the Delhi half marathon.

As COO of the Air Force Station Chandigarh, he actively involved himself in planning and execution of air maintenance operations to the Siachen and the Station over achieved the annual task. He was also instrumental in eradicating the blue bull menace to a large extent. During the Indian Air Force President's Fleet Review in March 2007, he planned and executed the movement of large number of aircraft.

Group Captain Surendra Kumar Ghotia (16575) F (P) was commissioned in the Flying Branch of IAF on 11 Dec 81. In the past 25 years of distinguished service, he has held several important field and staff appointments which include Flight Commander of a Fighter Sqn, Chief Operations Officer of a base, Commanding Officer of a Fighter unit, Directing Staff at Defence Service Staff College and Director Intelligence at Air HQ. He is a Qualified Flying Instructor, graduate of Defence Services Staff College and holds a Master of Philosophy degree from Osmania University, Hyderabad.

As Flight Commander he ensured high standards of safety in operations and the squadron was awarded a Citation by Chief of Air Staff for flying 5000 h of accident free flying. During his tenure as a Commanding Officer, the unit was adjudged best in Combat in Central Air Command. As Director Intelligence at Air HQ he was instrumental in conceptualisation, preparation and distribution of Digital Target Folders to the Operational Commands of IAF He has undergone the Higher Air Command Course where he stood First, scoring distinction in the M Phil examination.

Gp Capt Ghotia was appointed as Station Commander of Air Force Station, Bhuj on 17 Jul 06. The Station was nominated to conduct the ceremony for Presentation of President's 'standard' to MiG-21M and AN-32 Squadrons of the IAF on 15 Feb 07. Within a short span of time he meticulously planned and ensured that all the work services required for the functions were executed on time. With his detailed planning, foresight and able leadership he directed the personnel under him to complete all the challenging tasks while maintaining high morale. The high level of personal involvement, effective supervision and his ability to conduct events such as Ceremonial Parade, Photo Exhibition, Presidential Tea, Barakhana, etc. is commendable and praiseworthy. With an eye for minute details he ensured that all the functions were well conducted. It was appreciated by the President, Chief of Air Staff and Defence Secretary. The successful conduct of an event of such a great magnitude in a small place like Air Force Station Bhuj speaks volumes of his tremendous administrative and leadership qualities. Group Captain Govindharaj Karthikeyan (16741) AE (L) was commissioned as Engineer in the Aeronautical Branch on 08 Feb 81. In 25 years of distinguished service, he has held several important Field and Staff appointments that include CO of an operational Ground Electronic Surveillance Unit (GESU) and Stn Cdr of an operational Signal Unit. He is a post graduate from IIT Delhi.

As Senior Engineering Officer of a HU at AF Stn Chabua, he performed creditably and ensured high serviceability of aircrafts. He even ensured 100% serviceability on one occasion. As a Chief Instructor in the Helicopter Tettra School at AF Stn Pathankot, he incorporated several innovative procedures to enhance availability of training aids for better training of air warriors.

Gp Capt G Karthikeyan was appointed the CO of an operational unit. On taking over, he faced the challenge of inducting a new system. He studied the new system thoroughly and streamlined the operations with field deployments. With his professional skills, he undertook significant additional task of repairs on the new system, which resulted in improved operational and training capabilities. All these tasks were achieved without any addition in manpower or resources.

Under the leadership of Gp Capt G Karthikeyan, the operational Signal Unit won the best MI Room Trophy in IAF for the year 2005-06. He with his accurate planning, was instrumental in his Accounts Staff putting consistent efforts in reducing audit objections, thereby, achieving the AAC target set for the unit. He also ensured that accounts services in the unit is error free leading to optimal utilization of public resources. His foresight was an inspiration for his Logistics Staff in exhibiting high level of professionalism and involvement for implementation of IMMOLS in a record time at his unit. Further, with his perseverance, he motivated his Accounts Staff for an early and successful installation of EQUOLS software at his unit, well within the stipulated time schedule which is a commendable feat. He was able to provide a new purpose and direction to the personnel of the Operational Signal Unit, who rose to achieve the tasks which were difficult and challenging. Innovations to keep the elephant menace at bay and additional tasks undertaken under his guidance improved the effectiveness and operational efficiency of unit.

Group Captain Pramod Kumar Tayal (16751) AE (L) was commissioned as an Engineer in the Technical Branch on 08 Feb 1982. He has held appointments of STO of a MiG-27 Sqn, Engineering Officer in Eastern Air Command, Chief Instructor at a MiG-27 Technical Type Training School and Electronic Warfare Range, Gwalior. He has undergone courses on MiG-21and MiG-27 ac maintenance, EW system maintenance, network administration and cyber terrorism. He is a Post Graduate in Reliability Engineering from 1IT, Kharagpur. He was awarded commendation by AOC-in-C in 2002.

He functioned as the Director Ops (Information & Electronic Warfare). During his tenure, he was assigned the task of improving the operational capability of the IAF. In order to achieve the assigned task, he concentrated on upgradation of the fleets with EW systems, training of aircrew and exploitation of the EW systems in peace time.

His untiring efforts have yielded encouraging results and exploitation of EW systems has exhibited a definite upward trend in the operational Squadrons. One of the basic reasons for the success of the international exercise is full exploitation of on-board EW systems. Automation of SIGINT data analysis project is nearing completion, after which the data from all the SIGINT units of the IAF would be collected, collated, sifted and analysed automatically thus providing real time Electronic Order of Battle.

Group Captain Anil Kumar Gupta (16942) AE (M) was commissioned in the Engineering Branch of IAF on 19 Aug 82.

He is a post graduate in Aerospace Engineering from IIT, Kharagpur and is an alumnus of Defence Services Staff College and College of Naval Warfare. His past appointments include Engineering Officer of a Kiran and Mirage Squadron, Chief Engineer at a BRD, SE (M) of Air Force Station and Director at Air HQs. He has been commended by CAS for bringing up the serviceability of Kiran aircraft. He has also undergone a course abroad on Mirage fleet.

As Director Engineering 'B', he is responsible for maintenance of Transport aircraft and Helicopters of Western origin. His efforts have resulted in smooth operation alisation of Advanced Light Helicopter and induction of Embraer aircraft into IAF. The tasks involved finalisation of maintenance support contracts, manpower planning, training, setting up of MCF facilities and positioning of requisite number of spares for commencement of operations. The officer, with his initiative and systematic approach ensured completion of the above tasks in given time frames and enabled commencement of aircraft operations, within stipulated timeframes. Through his proactive approach and excellent liaison, he has been successful in converting demands from Embraer operating units, to indents in record time and has thus ensured a high "Serviceability" of this aircraft. He is also successfully managing the maintenance issues involved in induction of Boeing Business Jets, scheduled to be received from Apr 08 onwards.

The officer has also contributed to Flight Safety by procurement of modern Eddy Current Testers for detection of cracks on wheel hubs of Avro aircraft.

Group Captain Chandramouli (16984) F (P) was commissioned in the Flying Branch on 29 Dec 82. He is a Fighter Combat Leader and graduate of DSSC. He has held key appointments of Flight Commander of a MiG-29 Squadron wherein he took part in Kargil Operations, Chief Operations Officer (COO) of a premier Fighter Station in Western Sector, commanded a SAGW Squadron, COO and the Station Commander of an important station in Eastern Sector. While he was the COO of the Fighter Station in the Western Sector, as a result of his diligent efforts, the station was awarded the trophy for 'Best Station in Flying Operations' in Western Air Command in 2002-03. When he was the CO of SAGW Squadron, the unit was selected as the second best SAGW unit in the IAF in 2003-04. As the COO of the present base, utilising all available resources, within nine months, wild growth was removed from twelve lakh square meters of flight safety zone as a result of which there is annual saving of more than Rupees three lakhs in the airfield grass cutting contract.

Within a short period after taking over the Station, numerous encroachers who filed a law suit in the court against IAF and demanded illegal rights of access to the main Air Force approach road, were removed making it an exclusive Air Force road. In Sep 06, the Station was tasked to conduct a capsule course for the 33 Defence correspondents. From a mere three air-conditioned transit rooms in Officers' Mess, he brought up seventeen rooms to unmatched standards setting an example in transit facilities. The course itself was conducted in a most professional manner which was appreciated by the CAS.

A concerted drive was initiated in 2005-06 with regards to land measurement of the Station in coordination with the civil authorities. The outcome of this drive was that 156.88 acres of land was identified to be lying outside the concrete boundary wall of the Station. In a most courageous endeavor, 40 years old encroachment from about 130 acres have been removed and the 2.5 kms perimeter of this land has been fenced utilising available Station resources. This recovered land valued at more than Rs. 20 lacs has altered the map of the Station and is a big gain to the IAF. This land is now earmarked for establishing OTM accommodation for Wireless Experimental Unit, Ground Electronic Surveillance Unit, Leading-in Runway Lights and DSC lines for four platoons. Entire Married Accommodation Project for 600 deficient married accommodations will also be established here. During his tenure as Stn Cdr, he has put in concerted efforts to improve the quality of life of all personnel.

Group Captain Richard John Duckworth (17136) F (P) was commissioned in as a Pilot in Flying Branch on 28 May 83. He is presently posted at AF Stn Jodhpur wef 03 Jul 06 as Chief Operations Officer (COO). He has been a Flt Cdr and CO of a Fighter Squadron, Station Flight Safety Officer of a major fighter air base and has held staff appointments as Joint Director and Director in Air HQ and Strategic Forces Command. The Officer has completed the 'All Purpose Flying Instructors' Course' in 1989 and is an alumnus of DSSC Wellington. He has over 3000 h of flying on various aircraft including MiG-21, MiG-29, Kiran and HPT-32.

Being the COO of the largest operational base in the country with five flying Sqns is a big responsibility and Gp Capt Duckworth has shouldered it with sincerity and dedication. Interspersed with flying are a plethora of commitments that include major exercises, trials, detachments and EW capsules. He has meticulously planned and ensured successful completion of all activities where in a large number of squadrons operated from base. His alertness to Flight Safety has ensured that this base has flown considerable amount of sorties of accident free flying with nil FOD and only one bird hit.

It is due to his involvement and sustained efforts that the Bison and MiG-27 Squadrons at base have increased their overall flying by over 20%. The increase in flying and improvement in Op environment has been a major factor that resulted in the station winning all three team event Gunnery trophies during the EX Eklavya 07. He tirelessly interacted with the AAI to complete extensive works on the manoeuvring areas to facilitate first time Airbus operations at Jodhpur. All this work was supervised and did not interfere at all with normal fighter operations. During the floods in Rajasthan and Gujarat in Aug-Sep 2006 large scale flood relief operations were well coordinated which saved life, money and won accolades from both Rajasthan and Gujarat Government. He also involved himself totally to ensure successful Platinum Jubilee Celebrations at Ahmedabad in Nov 06 as well as the successful completion of Surya Kiran, Akash Ganga, Sarang team and Big Boy Republic Day air shows in Jan 07. All these performances were well coordinated and won applause from the public greatly enhancing the image of the Air Force. For his distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Richard John Duckworth.

Group Captain Inder Bir Singh Sadana (17280) AE (M) was commissioned in Engineering Branch on 22 Aug 83. During abinitio course the officer was awarded Sword of Honour, President's Plaque and CAS medal for being best all round officer and standing first in AE (M) and GST. The officer stood first in ME (Mech) course from Pune University and brought laurels to IAF. He also stood first in MiG-21 T-96 TETTRA course.

The officer published a textbook 'Principles of Warhead' for Master of Engineering courses during his tenure at IAT. As JD Eng B at Air HQs, the officer was instrumental in enhancing the Chetak/Cheetah fleet serviceability to about 80%. Number of operating units achieved 100% serviceability with his personal efforts. He was also instrumental in number of modifications and upgrades of Chetak/ Cheetah fleet to enhance their Flight Safety record. As CEO of Air Force Station Sarsawa, with his meticulous planning, involvement and foresight, the complete laying of cables of main runway was achieved without joints resulting in minimal resistance loss and the Airfield Lighting project in the Station was successfully completed in time. With his involvement, planning and efforts 117 HU at base twice achieved 100% serviceability including once for a record period of 27 days.

As Director Flight Safety w.e.f. 19 Jul 07, the officer has been instrumental in closing of number of old pending incident/accident cases. The officer has contributed immensely towards flight safety by providing accurate and correct analysis of incidents and accidents. His proactive approach and interaction with other investigating agencies has been instrumental in prompt implementation of remedial measures to enhance flight safety. The lectures delivered by the officer on flight safety issues at various forums were well-received, appreciated and brought important flight safety issues in focus. As member of tri service committee on engine failures of Chetak/ Cheetah fleet, his expertise has resulted in resolving number of issues. The officer was instrumental in compilation of various fleet compendiums in the directorate.

Recognising the potential and dedication, the officer is in addition entrusted with Integrated Flight Safety Management software development project and organisation of International Flight Safety Conference. His indepth knowledge of the system and involvement resulted in a comprehensive user interface design for the software project. His involvement resulted in timely approval for holding IFSCON and dispatch of invitations to representatives of sixty countries from whom the response is very positive.

Wing Commander Ashok Kumar Upadhyaya (17757) Adm/ATC was commissioned in the IAF on 21 Dec 84. He has held the appointments of Senior Air Traffic Control Officer of two major Air Force bases, Directorate of Air Staff Inspection appointed examiner, Command Photo Interpretation Officer and presently commanding a front line Signal Unit.

After assuming command of the Unit equipped with state of the art Master - T Radar in Oct 05, he understood the strategic importance and potential of the weapon system available, which needed to be exploited to the maximum. Non-availability of radar in adverse weather conditions was a major operational limitation, which needed to be overcome. He successfully led his team to transfer the radar picture of Signal Unit electronically to NACC Ops room at Udhampur thus saving the exchequer a sum of Rs. 4 Crore demanded by the OEM for the same task.

Air Force Exercise 'Gagan Shakti' in Sep 06 was an opportune launch pad for the officer to validate the real time exploitation of this radar in the newly assigned Air Defence (AD) role. The training requirements of radar operators were identified and innovative techniques implemented.

The SU is located on a ridge 8,100 ft high. The Unit remains snowbound and cut off for up to five months in a year. It is also on the fringes of insurgency-affected area. Thus, the terrain is inhospitable, the living conditions tough, the security scenario vulnerable and the accessibility in winter months highly restricted. Hence, sustaining the morale of over 300 personnel who live in such conditions is extremely challenging on the leadership. This, he achieved with aplomb. His leadership qualities were put to test on 11 Mar 07 when the Unit was hit by a blizzard. All sophisticated electronic equipment along with air warriors who were on duty at that time were trapped inside. The officer led his team from the front for immediate rescue and the Unit was brought to a state of operational readiness the very next day, a task otherwise unattainable, even in a week's time. Wing Commander Kanjithanda Bopanna Karumbaya (18074) F (P) was commissioned into the IAF on 06 Dec 85 and has been on the posted strength of the Dte of Air Staff Inspection wef 12 Jul 04. The officer has approximately 3000 h of active fighter flying and has flown almost all the fighter aircraft on the IAF inventory. He has an accident free, flight safety record and is the recipient of the 'Three Star' flight safety award. He had commanded a frontline Fighter Squadron and served as a Directing Staff at TACDE.

The professional record of the officer has been outstanding. He was adjudged 'Best in Flying' and 'Best in Aerobatics' during his basic training. In MOFTU, he was adjudged 'Best in Ground Subjects' and 'Best Overall'. During the FCL course he was adjudged the 'Best FCL' and 'Best in Instructional'. In his Staff College entrance exam he stood First in the order of merit and has undergone the Staff Course at Joint Services Command and Staff College, UK. While he commanded the Sqn, his Sqn was adjudged 'Above Average' in Air Operations.

The officer has contributed immensely to raise the professional standards of the IAF. While being posted as staff at TACDE he was involved in various weapon trials and tactics development. With his wide-ranging experience on Air Defence as well as Ground Attack aircraft, he is the backbone of the flying inspection team. With his analytical approach he has rendered many practical recommendations, which have been accepted and factored in the macro planning of the IAF. His critical analysis of problems in the field related to flying, maintenance, weak aircrew management; environment has enabled the IAF to take timely corrective actions. During Aug 06, he has presented a paper on measure of combat potential of IAF. Recommendations of this paper has been utilised towards deriving important force structure analysis. The officer was instrumental in the conduct of an important AF level exercise during Sep 06 and gleaning out valuable lesson for the IAF. The officer's professional ability and competence stands out.

Wing Commander Dinesh Kumar Awasthi (18079) F (P) was commissioned in the Flying Branch of Indian Air Force on 06 Dec 1985. He is a Qualified A-2 Flying Instructor with more than 3500 h of flying and alumnus of Defence Services Staff College. During the past he had held important appointments which include Flt Cdr and Instructor in Training Establishments. He was on the posted strength of Unmanned Aerial Vehicle (UAV) Squadron from 20 Sep 04 to 15 Oct 06 as the Commanding Officer.

Wg Cdr DK Awasthi had the distinction of forming a new UAV Squadron at Air Force Station Naliya. Sqn commenced operations with most of his officers and all technicians as ab-initio on UAVs. Extensive preparation and ground training under his leadership ensured that the Sqn became operational within 24 hours of the equipment reaching Naliya. With his dedication, commitment and focussed approach he became Mission Commander within two months and an Internal Pilot Instructor within three months. He has flown more than 375 h during this period. He enthused professionalism in a team of Operational Crew (Op Crew) from nine different branches and streams of IAF. With keen interest and personal example he ensured that all Op Crew became fully operational within a short span of fifteen months, which is commendable.

His Sqn was airlifted in the middle of night at a very short notice for locating the downed Navy Helicopter in Western Ghats. The efforts put in by Sqn were highly appreciated by Indian Navy. This was a moment of achievement for the Air force as this was the first time that a UAV Sqn became operational at such a short notice and so far away from parent base. The Sqn operated from a very diverse location and condition with very limited infrastructure and technical support. With his innovative and resource utilisation skills, Sqn flew extensively during his tenure and logged more than 1200 h of accident free flying. The Sqn achieved and maintained hundred percent serviceability for almost a month. His service paper was the genesis for formulating the categorisation policy for Op Crew of UAVs. He is a thorough professional and an asset to the UAV fleet which is gaining operational recognition rapidly.

Wing Commander Jonnalagadda Rajendra (18150) Adm/Lgl was commissioned on 06 Dec 85 in the Administrative Branch. He has held various field and staff appointments with distinction. The officer has joined the Dept of JAG (Air) in the year 1991.

The officer is highly disciplined, diligent and entirely devoted to the cause of service. Being endowed with indomitable energy, self motivation, strong conviction and analytical proclivity, he displayed extremely high degree of professionalism, uprightness, involvement and dedication in rendering correct and timely legal assistance holding long term perspective of service as paramount. Having undergone Air Staff Course and Staff Officers' Course for Judge Advocates in the US, the officer immensely contributed in introduction of new systems and procedures to handle Disciplinary matters and to conduct Investigations.

With his in depth knowledge in law and procedures, Wg Cdr Rajendra perceived the reasons for the inherent delays and disproportionate costs involved in investigation processes and made significant contribution by defining a new system for in situ recording of evidence of outstation witnesses by utilising existing Telephone and Fax facilities. The new procedure, which has now been adopted through out the service, has brought in much desired convenience and expediency in finalising the investigations, significantly saving public funds, service resources and man hours. Further, the organizational changes proposed by the officer, introduced throughout the 1AF has also proved to be successful and facilitated accurate and time bound action in handling disciplinary matters. The officer has also involved himself in resolving many civil litigation matters in favour of the service. Significant achievements have been the handling of Contempt of Court Case of Srinagar Runway land dispute and the litigation of AF School, Palam which culminated with Govt grant of Rs 1.88 Crores. With his in depth knowledge, foresight, meticulous planning and tact, the officer ensured safeguarding of service interest and thus prevented adverse Judicial Orders for payment of salaries to staff of the said School out of Welfare Funds.

Wing Commander Sanjay Nathak (18486) AE (L) is on the posted strength of a prestigious Base Repair Depot since 27 Jun 05 and has been functioning as Sqn Cdr Aircraft Overhaul Sqn (MiG-29).

Wg Cdr Nathak has been a highly versatile officer and his experience in military aviation spans from MiG-23 to MiG-29 from first line to fourth line. He is also trained on ground systems including Radio and Radar navigation equipment. He has also been trained in USA on Electro-Magnetic Spectrum Analysis for allocation of frequencies and undertaking interference analysis. He has been commended by AOC-in-C, SWAC and CAS in 1997 and 2000 respectively for displaying exceptional professional acumen and innovative approach. He has also been recommended for Dr. VM Ghatage award of Aeronautical Society of India for special achievement and contribution to the field of aviation.

During his tenure, he has been instrumental in undertaking major structural repair schemes for repair of wing of trainer ac KS3305 damaged during an mid air incident and air intake repair on ac KB-709 which had got damaged during landing as the ac had skidded off the runway. Both the structural repairs involved high level of skill along with pro-active and innovative approach to undertake such repairs, which were first of its kind and never ever attempted in the fleet. Since the repairs were directly affecting flight safety, the repair scheme so developed by Wg Cdr Nathak and his motivated team had to be vetted by HAL (ND) and approved by RCMA (N). Both the ac are presently under exploitation without any restriction and speaks high about professional pride and involvement and was also appreciated and placed on record by the OEM design team, which had visited the Depot during their survey visit for upgrade of MiG-29 ac. This has not only resulted in substantial savings in FOREX which can not be weighed in cost in isolation but has helped boost the confidence and professional acumen of the team led by him. The MiG-29 fleet was recently affected with cracks on Fin Beam and as a result six ac were grounded in 2006. He ably led an independent team and had successfully absorbed the intricacies of the highly complicated technology, which involved cutting open of fin and independently enabled recovery of affected aircraft in record time with effective implementation of technology. His proactive approach in adopting the technology and executing it without the assistance from OEM has entailed in savings of approx 66,000 USD. He has also been instrumental in undertaking review of technology for repair of Wing Fuel leak and Drop Tank repairs.

Wing Commander Nirmalendu Rath (18534) AE (L) was commissioned in the IAF in 1986. He is SU-30 qualified and a PG in Comp Sc & Engg. He has been DS in ADGES TI. In Low Level Radar Networking Group (LRNG), he was among the firsts to transmit INDRA RADAR Data through INSAT D satellite. He was trained on FDR of SU-30K ac in Russia in 1997 after which he had set up FDR facility of the SU-30K fleet in the IAF. The vertical acceleration (N) analysis (cyclic loading) software, developed by him, enabled the IAF to draw the Ny profile of each SU- 30K ac. During his tenure as CO of Service Support Centre, Pune, he had improvised the recording of Voice Warning System of SU- 30K ac by use of PC. He has developed a software for Message Management in the flying bases of the IAF. Presently, he is posted at Dte of Personnel Planning (DPP) since 20 Jun 05 as JDPP (EDP & Records).

Soon after taking charge as JDPP (EDP & Records), he successfully developed a very user-friendly front-end package. The package has provision of viewing information for Officers, Airmen, NCs (E) and Civilians in unit, command, IAF based formats. He developed the package single handedly, by putting over 3000 hard man-hours. The software would have cost several lakhs, if it was to be developed by vendor. In-house development of the package has the added advantage of availability of technology catering to the future needs of the IAF. In year 2006, he developed another exclusive Oracle module for implementation of the additional posts sanctioned. The Module not only enabled unit-wise distribution of additional posts but, with direct merger with the EInfo System, facilitated automatic updation. Thus, Air HQ was able to accurately complete implementation of additional posts, within six months, a task, which otherwise would have lingered on for years.

Earlier he was also instrumental in implementing AVSC-I, wherein all UEs of IAF were revised based on Govt. sanction so as to synergize authorization and actual postings. From Nov 06, he has developed another complex software package. The package took 3500 man hours to conceptualize, design, code and test to bring it to this functional level. Most recently he has embarked upon upgrading the hardware by setting up two new servers to handle these extensive software and meet the futuristic requirements of the IAF. Wing Commander Navjodh Singh (19096) AE (M) was commissioned on 07 Sep 87 in the AE (M) Branch of 1AF. He has been posted as Chief Engineering Officer (CEO) of AF Station, New Delhi since 08 May 06. During his distinguished career, he has held many important appointments i.e. AD in Dte of Engg (D) at Air HQ, STO of AN-32 Sqns, Senior Engineer of AN-32 aircraft in Wing and Sqn Cdr of Rotables Production Sqn at a BRD. He was commended by CAS on 26 Jan 99 for his outstanding contribution to AN-32 fleet.

He has resolved critical problems of AN32 fleet like deterioration of NLG parts and failure of hydraulic pumps. He brought out the inherent design lacuna in existing AN-32 hydraulic system and proposed modification of hydraulic system which was well appreciated by CEMILAC and RCMA (K) and was immediately cleared for implementation. Already three aircraft are flying with modifications proposed by him. He has also formulated reclamation technology of AN-32 NLG spares which has given enormous confidence in formulation of indigenized overhaul technology at the BRD.

Presently, he is the CEO, of AF Station New Delhi which has the largest MT fleet in IAF. His untiring efforts have ensured 99.5% serviceability of 500 vehicles covering 76 lakh kms per annum. He ensured this by modernizing MTR&S, introducing pneumatic power tools on all working Stations, installation of modern test equipments like Automatic Tyre changer, Paint Drier, Air conditioner leak tester, Alternator test rig and Radiator cap tester etc. Various in house facilities in MT like overhauling of engines, denting/painting bay and upholstery shop, have produced a high standard of workmanship which have been well appreciated by the users. To further increase serviceability and to avoid possibility of use of spurious spare parts he introduced system of procuring spare parts from OEM like Maruti Udyog, Hindustan Motors and Swaraj Mazda. He has also computerized MT documentation and detailing procedure to ensure efficient functioning, monitoring of movement of vehicles & provide maximum user satisfaction. Under his able leadership, Station MT was assessed at 96%, which is highest ever by DMT during annual inspection of 412 Stn MT.

Wg Cdr Navjodh Singh with his exceptional professional knowledge, welfare oriented approach, excellent leadership qualities and positive attitude is a perfect Air warrior and a role model for others to emulate.

Wing Commander Dewraj Sitpal (19108) AE (M) is held on posted strength of a frontline Fighter Base since 21 Jul 04. He is functioning as Chief Engineering Officer (CEO). He is a post graduate in Aerospace Structures from IIT Mumbai. He has worked as an Engineering Officer of a Fighter Squadron and TACDE, and also as Officer in charge of MiG-21 fleet at Command Headquarters and as Senior Engineer (Aircraft) at this base before taking over as the CEO.

After taking over as CEO, he took major steps to establish all the labs, buildings and other infrastructure for the second line servicing, maintenance and upkeep of the newly inducted MiG-21 Bison fleet. The infrastructure and the labs set up are of very high standard and have become the hall mark of the Bison Fleet and the station. He has ensured a very high degree of quality main tenance and also ensured that optimum numbers of aircraft, are made available for flying. His foresight, planning and the commitment towards achieving high standards of maintenance has resulted in the station achieving its planned flying task every month.

The officer has performed in an exemplary manner during the DASI inspection in Dec 2006. The station was assessed "Average Plus" in maintenance activities. This was by no means a small achievement as his duties entailed and covered every aspect of station activity and roles. Besides his own efforts and commitment, he has ensured that his subordinates also learn and perform in the best possible manner in the interest of service and achieve highest possible standards.

Through his commitment and dedication he has inspired the technicians and other man power and motivated them. In any situation, he uses maturity and knowledge to analyse the situation critically and present a solution to the problem with a positive attitude. His involvement has resulted in excellence in all fields of the maintenance and contributed in safe flying environment at this base.

Wing Commander Biju Jacob Kiliyileth Easo (21917) Edn was commissioned on 13 Jun 92. During the past he has held the appointments of Senior Education Officer in Base Repair Depot and Instructor in various Training Establishments which impart training to Officers and Airmen in initial stages. Presently he is on the posted strength of AF Stn New Delhi and functioning as the Secretary, Akash AF Offrs' Mess, a premier institution of IAF.

As Mess Secretary, he has shown professional excellence of a very high order. With a dedicated approach and total involvement, he has been able to successfully organize all the banquets for visiting Indian & foreign dignitaries, Vice President & Raksha Mantri and formal functions during AF Commanders' conference and 1AF Mahotsav. The high standards achieved, speak of the tremendous involvement and professional approach of the officer towards the assigned goals. With sustained hard work and zeal, he has been able to successfully conduct in house advanced training programme for the cooks from various AF Stations in Indian, Chinese & Continental cuisines. Through his relentless efforts, he has ensured high quality of catering services for all the mess functions, which has been highly appreciated at various forums.

During his tenure in Akash Mess, he was actively involved in clearing the observations raised by NDMC and obtaining the NOC and completion certificate of the mess building. He was also instrumental in the activation of the dedicated power station of the mess. His proactive and pragmatic approach towards betterment of facilities in the mess resulted in installation of RO water purifying system, air-conditioners in all transit rooms, additional stand by power back up, multi-gym, coin operated STD booth, heavy duty washing machines, coffee/tea vending machines etc. His dedicated and unstinted efforts have strengthened the system to such an extent that today the catering services in the mess are being provided at a very competitive and economical rate. His personal involvement has ensured steady growth of the NPF. He has constructively contributed towards the growth of the mess investments to the tune of Rs 2.6 crore.

643557 Master Warrant Officer Jagdish Chander Flt Engr was enrolled in the IAF on 04 Mar 74 in the Eng Fit trade. He remustered to the Flight Engineer trade on 12 Apr 83.

Since then he has flown various aircrafts which include C-119L Packet, AN-32 and IL76 MD and has to his credit a total of 8700 h of flying. He has flown extensively on the IL76 aircraft and has clocked over 5500 h of operational flying on this strategic aircraft of the IAF.

MWO Jagdish Chander achieved Cat 'A' with a supervisory endorsement on the IL-76 aircraft with a short period of time. During his long tenure as an aircrew instructor the MWO has been instrumental in training a large number of trainee Flight Engineers on both AN-32 and IL-76 aircraft and has thereby helped the organization to improve its operational capability. The professional skills and expertise of the MWO have been aptly recognized by inspecting agencies such as the Aircrew Examination Board who have co-opted him as an aircrew examiner on numerous occasions.

His professional skills, depth of knowledge and sense of responsibility were put to a real test during the planning and execution of the exercise GOLDEN EAGLE in 2004. The exercise involved staging of the Mirage-2000 aircraft of the IAF to South Africa and back which required meticulous planning and flawless transport support. The Master Warrant Officer has also participated in various other exercises such as, Op PAWAN, BRASS TRACK, Op MEGHDOOT, Op VIJAY and SAFED SAGAR. He has also flown extensively for the induction and de-induction of T-72 MAIN BATTLE TANK to Jaffna. His dedication and efforts were appreciated during the Bhuj Earthquake operations, Tsunami relief operations to Carnicobar, Chennai and during heavy snowfall relief operations in Jammu & Kashmir. The sincere and whole hearted involvement of the Master Warrant Officer went beyond the professional requirements from a Flight Engineer. His leadership capabilities were evident in his handling of all the responsibilities entrusted to him. The MWO through his thorough professionalism and utmost dedica tion has ensured success of all exercise he has participated in.

682195 Warrant Officer Indu Bhushan Mishra Elect/Fit has been on the posted strength of front line Sqn since 09 Jul 05 and is presently working as i/c Electrical Section as well as the i/c Flight line in DSS.

He is a dedicated, highly skilled and a very pro-active professional with excellent supervisory capabilities. He leads from the front, is highly motivational to others and is ever ready to take the first step in any Sqn activity. An example of his ingenuity and never say die attitude is his indigenous fabrication of the Russian UPP for BISON aircraft for the first time in the IAF. As the Sqn was an unplanned squadron for induction of BISON aircraft, this tester was not available in IAF because of which it was not initially allotted to this unit. This tester was critically required by the unit as it is regularly used for checking the parameters of electrical systems, like phase voltages and frequency during ground runs. WO IB Mishra kept service above self, took initiative and worked beyond the normal call of duty to get the tester fabricated through local resources. The cost of the original tester is reportedly Rs. 6 lakhs. However, WO IB Mishra while working with limited resources, managed to produce the same tester in Rs. 1550 only, thus saving precious service money.

Additionally, he has been instrumental in modifying the Aircraft starting trolley for checks on KOPYO radar system of BISON aircraft and also in fabricating bomb simulator plugs for simulation of bombs in air. He has displayed a high sense of responsibility in ensuring a safe and efficient working environment as WO i/c Flt Line in DSS and also while assisting in rectifying complicated aircraft snags. He is always very cheerful and thus ensures a very amiable and positive atmosphere among the technicians.
