Details : | ![]() Group Captain Dilip Raghavendra Dani (14346) Aeronautical Engineering (Mechanical) was commissioned in the Aeronautical Engineering Branch of the 1AF on 05 Jul 1976. During his 27 years of service, he has worked on a variety of aircraft of both Russian and Western origin. He has held challenging and important appointments, which include Senior Technical Officer (STO) of a fighter Sqn, Technical Staff Officer (TSO) at Institute of Armament Technology (1AT), Pune and Chief Engineering Officer (CEO) at a major AF Station. Presently, he is Joint Director Flight Safety (JDFS) and member of Aircraft Accidents Investigation Board (AA1B) since 08 Jul 2002. In a short span of less than a year, Gp Capt Dani has established a healthy rapport with various Defence/Aeronautical laboratories in the country. His personal visits and a probing approach have assisted in pin-pointing the exact cause in a number of aircraft accidents. His insistence on forcing gainful opinions from other agencies have resulted in getting vital inputs, which otherwise could have been missed. Significantly, his analytical approach and careful study of reports while dealing with sensitive metallurgical nuances have assisted in establishing a near breakthrough in the causes leading to RSV failures on the fighter ac. His efforts have proved successful in other accident investigations as well. On his own initiative, Gp Capt Dani has created a database of all detailed investigation reports of all ac accident/incidents so that failure analysis and trends can be established quickly and correctly. This database would be of enormous help to the cause of Flight Safety of IAF in the future. His analytical prowess, logical approach, mature outlook, foresight and ability to produce sound solutions to complex problems instill high sense of confidence in his superiors and subordinates and make him indispensable, as an ac accident investigator. His strong desire to enhance maintenance standards coupled with untiring perseverance has contributed significantly in achieving high standards in Flight Safety. During 27 years of distinguished service, he has held several key appointments which include Senior Engineering Officer (SEO) in a MiG-29 Sqn, Senior Engineer (Calibration and Standards) and Senior Production Engineer in Base Repair Depot (BRD), Commanding Officer (SEO) in a MiG29 Sqn, Senior Engineer (Calibration and Standards) and Senior Production Engineer in Base Repair Depot (BRD), Commanding Officer of Service Support Centre and Chief Engineering Officer at Air Force Station, Pune. He is a post graduate in Computer Systems from Cranfield Institute of Technology, UK and also graduate of Defence Services Staff College, Wellington. Presently, he is held on the posted strength of HQ SWAC, IAF. As Senior Engineering Officer of a MiG-29 Sqn, he dedicated himself for high serviceability and operational status of the Sqn. Throughout his tenure, the Sqn displayed best maintenance practices and high standard of working ethos. Subsequently, he worked tirelessly in setting up of overhaul facilities for MiG-29 aircraft and its avionics rotables at a Base Repair Depot. Timely availability of overhaul facilities helped in undertaking overhaul of MiG-29 aircraft in India which made IAF self reliant and saved huge foreign exchange. As Senior Engineer (calibration and standards), he single-handedly set up Echelon-H standard and calibration facilities for electronics parameters. He also visualised the unique concept of mobile calibration facilities for which he designed and developed vehicle mounted Echelon-Ill calibration facilities for Radar and Tropo Units. His contribution towards raising a new unit for third line repair facilities of Su-30K aircraft at Air Force Station, Pune is exemplary. This directly helped in sustenance of high serviceability of Su-30K aircraft for a long time and saved large amount of foreign exchange. During 'Op Parakaram' he ensured timely readiness and deployment of Sqns and Radar Units. Smooth induction of Su-30Mk-I aircraft at Air Force Station, Pune was possible due to his foresight, systematic planning and dedicated efforts. He put in concerted efforts in organising assembly and servicing of Su30Mk-I aircraft, setting up of T Level Labs, training of technicians and computerisation of data. He also improved upon the Serviceability State of Jaguar aircraft and liquidated a large number of pending concessions by getting the modification kits. During 26 years of service, he has held several important appointments that include Flight Commander of a Mirage-2000 Sqn, Chief Operations Officer (COO) of a Forward Base Supporting Unit (FBSU), Commanding Officer of a MiG-21 Sqn and Directing Staff at College of Air Warfare. He is a Qualified Flying Instructor (QFI) and an alumnus of Air Command and Staff College in USA. He was awarded Commendation by AOC-in-C on two occasions and Vayu Sena Medal for devotion to duty on 26 Jan 1999. Since Jul, 2000 he is posted as Ops 1 (B) at Headquarters, Western Air Command (WAC) and is looking after Command Air Tasking Strike Planning and Air Warfare (CATSPAW). Gp Capt Aneja has been instrumental in reinvigorating the CATSPAW cell, which is the core of Command Air Operations. He has completely revamped the working procedures and systematised collection of target information and target to weapons matching to ensure fast and easy access, resulting in very efficient planning. His single-minded approach in improvement of the command ops planning process has been appreciated by Air Headquarters as well as by field units. This has led to a fruitful and free interaction with the Army particularly in joint targeting and air ops in support of ground forces. He has been instrumental in creating a synergy among various branches of the Command and field units to optimise the operational capabilities of the Command staff. Gp Capt Aneja has also been responsible for induction of the Integrated Command Air Tasking System. He has not only facilitated adapting the system but also in improving it and disseminating it to the field units. With foresight, he has been involved in planning and execution of command exercises. This has contributed significantly to raise the operational effectiveness of Western Air Command. He has performed well beyond his charter of duties with single mindedness and with no regard to personal comfort. He has held various important appointments that include Senior Air Traffic Control Officer of an Air Force base, Deputy Director Air Staff Inspection at Air Headquarters and the Commanding Officer of a Signal Unit. When he took over as Commanding Officer of a Signal Unit, the 1970 vintage radar installed at the unit was not functioning well and had little product support. He utilized his superior leadership and managerial skills and motivated his personnel to bring up the radar and associated systems to fully serviceable status. His enthusiasm and desire to work tirelessly ensured complete serviceability and operational status of the aging equipment. Appreciating that unit was located at an area infested with Anti-National Elements (ANEs), he ensured safety and security of all personnel and equipment at all times. He worked tirelessly and with meticulous planning and perseverance, played a vital role in improving the living conditions and morale of personnel. He has been CO of AF Stn, Begumpet since 29 Jan 01. In 26 years of distinguished service, he held several prestigious appointments, including Commanding Officer Navigators Training School (NTS), Directing Staff (DS) at Defence Services Staff College (DSSC) and Station Commander AF Station, Begumpet. Presently, he is held on the posted strength of HQ EAC, 1AF. Gp Capt Prasad has displayed exemplary leadership qualities during his tenure as the Station Commander of AF Stn, Begumpet. During surprise inspection carried out by Directorate of Air Staff Inspection (DASI) team in Apr 2002, the Station was assessed 'High Average' in operations, training, maintenance, administration and air warrior qualities. DAS1 team commended the effort put in by the Station personnel under the leadership of Gp Capt Prasad. The team building capability of Gp Capt Prasad resulted in all round improvements in operations, maintenance and administration of AF Stn, Begumpet. During the Commanders' Conference held at Headquarter Training Command in Aug 2002, the Station received three trophies (Flight safety and Maintenance Safety Trophy to Navigation Training School and two trophies for AFWWA and Hindi implementation). Gp Capt Prasad has consistently endeavoured to improve the quality of life of the personnel placed under his command. His efforts were particularly focused on Flight Cadets, Airmen, NCs(E) and civilians. During his tenure, a number of works services and amenities were created for the benefit of airmen and flight cadets. This emphasis on the quality of life has ensured the highest level of motivation of air warriors under his command. The personal example set by Gp Capt Prasad has elicited the best out of all personnel. This was evident in the static display that formed part of the 1AF awareness campaign in the Twin cities of Hyderabad and Secunderabad. Despite the short notice of just one-month, the static display conducted at AF Station, Begumpet was a grand success, where more than 1.5 lakh people visited the show. The ability of Gp Capt Prasad to marshal all available resources and meticulously implement the plan of action contributed in large measure to the success of this event. He displayed exemplary tact in coordinating with various agencies of Government of Andhra Pradesh and Airport Authority of India. He has held various staff and instructional appointments, which include Asst Director Armament and Safety Equipment at Air HQ, Directing Staff (Logistics) at Air Force Academy, Senior Logistics Officer (SLO) at Air Force Station, Jamnagar. His contribution as Senior Logistics Officer at Air Force Station, Jamnagar was particularly noteworthy during the cyclone of Jun 1998, Op preparedness during Kargil Op 1999 and the Bhuj earthquake in Jan 01. Gp Capt Sathe is a graduate of Defence Services Staff College (DSSC) Wellington. Presently, he is posted as Command Logistics Maintenance Officer (CLMO) at Headquarter Western Air Command (HQ WAC) since 01 Jul 2002. At HQ WAC the task of managing logistics supplies to all WAC units during 'Op Parakram' was a daunting task. Later, during Oct-Nov 2002, deinduction of forces and equipment needed a huge transportation effort. Gp Capt Sathe handled both the tasks professionally and with aplomb. Post 'Op Parakram', he initiated a programme to ascertain and replenish the deficiencies in tentage and camouflage nets, caused due to long term deployment. He has also brought out a manual on clothing. Gp Capt Sathe actively monitored the logistic activities at all WAC bases and guided the SLOs towards purposeful logistics support to all operational and maintenance tasks assigned to the units and stations. His proactive logistics planning, positive attitude and continuous dialogue with SLOs, brought about a qualitative change in the logistics support at the field level. As CLMO, he tirelessly pursued the supply chain for procurement of Aircraft on Ground (AOG) spares. He gave valuable and timely inputs on shortage of tyres for fighter ac which enabled taking corrective measures to tide over the critical period. Further, four Sqns were re-located during past six months. For the first time, the Sqn moves were accomplished using road transportation. Apart from the savings accrued, the advantages of doorto-door delivery ensured safety of equipment. MT management by SLOs went through the period of consolidation in 2002-03. Careful handling of MT funds along with planned down-gradation of vintage vehicles resulted in net savings of over 12% during the year 2002-03. His follow-up on rotation of vehicles at Leh and Thoise has improved the vintage of vehicles at these Stations. Gp Capt Sathe has tremendous teambuilding and management abilities. These, coupled with astute professional knowledge, foresight and an eye for perfection have enabled him to post a new benchmark in logistics management in this premier operational command. During 26 years of distinguished career, he has held important appointments at operational Stations, Base Repair Depot (BRD), Technical College and Air Headquarters. Presently, he is Director Engineering at Air HQs since 08 May 2001. As Senior Engineer (Aircraft) at Air Force Station Pune during 1997 to 2001, he planned and set up infrastructure for Su-30 fleet, achieved self-sufficiency in maintenance operations in shortest time and minimised dependence on Russians. He ensured very high availability of aircraft and engines by conducting on site repairs and resolving design related issues. The on-site repair of engines has resulted in saving of approximately $ 7.8m. His pioneering work in indigenisation of Flight Data Recorder (FDR) decoding equipment has resulted not only in substantial saving in foreign exchange but also made the additional FDR decoding equipment available to the operators. This has helped a great deal in achieving high standards of operational and maintenance safety. As Deputy Director Engineering in MiG27 aircraft cell, through foresight, proactive provisioning and optimum management of resources, he ensured very high serviceability and availability of MiG-27 fleet during 'Op Parakram'. As Director Engineering, he is involved in all maintenance and logistics activities of newly inducted Su-30Mk-I aircraft. With his focused approach on key result areas, he has set in place an effective maintenance Support system. He participated in many price negotiation meetings with foreign vendors, leading to considerable reduction in price and speedy conclusion of contracts. Under his guidance, indigenisation programme of Su-30Mk-I spares is progressing on fast track. His constant interaction with HAL and MoD officials has resulted in satisfactory progress of repair and overhaul programmes of Su-30-Mk-I aircraft. He has always led from the front as a true leader with unquestionable loyalty and integrity. He is also a Qualified Flying Instructor with over 1200 h of instructional flying to his credit. During his 26 years of distinguished service, he has held various field and staff appointments, which include Chief Operations Officer at a premier fighter base, Commandant of Electronic Warfare Range at Gwalior and Directing Staff at Defence Services Staff College. Presently, he is posted as Deputy Military Secretary to the President of India since 11 Oct 2002. He was commended by AOC-in-C, Training Command in Jan 1990 and by the CAS in 1994. As the Deputy Military Secretary to the President, Gp Capt Kaduskar is responsible for coordinating all the functions and ceremonies at Rashtrapati Bhavan and also all the functions in Delhi as well as outside Delhi. In addition, the officer also co-ordinates other engagements of the President; viz., calls by various individuals/groups of people in consultation with the personal cell of the President. Over the period of last eleven months, he has performed these duties in an exemplary manner with sincerity, patience and devotion. He is meticulous and incisive, possesses sound judgment, which is obvious in his careful planning & execution of the President's tours to all the states of the country. He is a graduate of Defence Services Staff College and also an alumnus of College of Defence Management. Presently, he is the Director, Concept Studies since 01 Nov 2002. Under his Command, the Sqn did exceptionally well and won two trophies and the overall championship in the Gunnery meet in the Command. The Sqn also maint ained 100% serviceability on all occasions, including Kargil Operation, when the Sqn was deployed at three bases. He led by example and flew over 700 sorties during his command of .two years. During his tenure at Air HQ in the last three years, Gp Capt Ghosh has held various appointments like Deputy Director (Air War Strategic Cell), Joint Director (IT & Information Warfare) and Joint Director (Space Application). He has written various concept papers on the induction of simulators in the IAF, deployment of the IAF in insurgency, space applications, nuclear matters, information warfare and information technology, which has formed the base of creating the IAF philosophy. He has single handedly written the doctrine for information warfare. He has also authored the air operations of the Kargil War, drafted the Air HQ War Book (based on the Union War Book) and brought in changes in the operat ion instructions of the IAF to suit the environment. His concepts on operational matters and self-learning in computers has enabled him to understand complexities of modern war where he could suggest improvements in the IAF roadmap on Network Centric Warfare. During his first posting as Engineering Officer, he displayed extraordinary professional competence and retrieved four Caribou ac, grounded for seven years, after carrying out modification to propeller feathering system. As STO of MiG-25 Sqn, he ensured high operational status by carrying out 3rd and partial 4th line servicing of ac at Unit level, as no repair depot existed for this ac. He also ensured successful induction of vital systems for frontline fighter aircraft in the shortest time possible. At Air Force Station, Gwalior, he set up maintenance facility to repair electronic items of ground-based systems that were earlier sent to France. This resulted in savings of close to one crore rupees in foreign exchange. For his professional excellence, he was commended by the CAS. During his tenure as CEO Air Force Station, Naliya, the unit was adjudged the best FBSU. As Chief Engineer Telephones at Air HQ, he has been instrumental in setting up computer network connectivity between all Directorates at Air HQ (VB) and Air HQ (RKP). Through ingenious methods he set up data connectivity with Western Air Command by utilising available hardware. Presently, as JD AWACS, he is handling important projects such as Airborne Warning and Control System (AWACS) and all air defence radars. With his absolute involvement, zeal and enthusiasm he has been able to ensure fast progress on all new schemes. As a result, the Directorate has been able to conclude procurement of two important projects and two more are nearing completion. The officer is ME (Mechanical) in Air Armament. He has undergone Air Staff Course at Defence Services Staff College. He was commended by AOC-in-C, Maintenance Command in 1991 and by the CAS in 1995. Presently, he is on the posted strength of Air Force Station, Ojhar since 06 Nov 2000. He took over as Senior Production Engineer in MiG-23 overhaul line when the production line was passing through a difficult phase. The post production aircrafts were experiencing repeated snags on autopilot and avionics systems during test flights and large number of serious structural defects, severely affecting availability of aircraft. He regrouped his team and brought about an appreciable improvement by reducing the air test requirement from over ten to an average of six air tests. With his professional skills, he indigenously developed structural repair schemes and facilitated repair of number of aircraft by the depot team. Under his guidance as Chief of Aircraft, the depot for the first time in the history, not only achieved the task but also ferried out all MiG-23 and MiG-29 aircraft to operating units in the same production year. This was despite the fact that aircraft were inducted late for overhaul and there was shortage of manpower due to augmentation during 'Op Parakram'. The officer also provided valuable guidance to rectify SM 293 aircraft, which had serious and chronic snag of Revolution Per Minute (RPM) drop since the year 1995. He has also made significant contribution towards fast recovery of 16 MiG-23 aircraft unserviceable due to Main Landing Gear (MLG) beam crack, issue of STI (Special Technical Instructions) on MLG beam, life extension review on MiG-23 aircraft, and fabrication of snow clearance rig. Details : | ![]() Wing Commander Tonda Sree Venkatesh (16796) Flying (Pilot) was commissioned in the Flying branch of the IAF on 04 Jun 1982. He is a Qualified Flying Instructor and an alumnus of the Defence Services Staff College. He was awarded Commendation by the CAS in Dec, 1989 for flying operations in Operation Meghdoot. He also took part in Operation Pawan during 1989-90. He was the Flight Commander of a helicopter unit from 1996 to 1999. Presently, he is the Commanding Officer of a Helicopter Flight (HF). On taking over the HF in May 2000, Wg Cdr Venkatesh revised the Standard Operating Procedures for IAF helicopter flying over the sea at Andaman and Nicobar Islands, which has become operational. Considering the depth of his knowledge and experience on different roles of helicopter operations, Wg Cdr Venkatesh was nominated as a member of the Inter Services Joint Planning Group for the AMPHEX 2001. This led to smooth conduct of helicopter operations during the exercise. Under his command, the Flight achieved 100% serviceability for 131 days during 2001-02. During the tenure as Commanding Officer, Wg Cdr Venkatesh was instrumental in commencing armament training for the Flight for the first time in Nov, 2000. During Dec, 2000, he commenced inter-island night cross-country flights for the first time in the history of the Helicopter Flight and cleared four aircrew on the role. Both these aspects enhanced the operational capability of the HF. In Jun, 2001, Wg Cdr Venkatesh was tasked to carry out a feasibility study to land a Mi-8 helicopter on the deck of a merchant vessel 'MV Swarajdeep'. After extensive study, he carried out the trial landing on board the deck of 'MV Swarajdeep' on 28 Apr 2002. This event has opened the options for tactical deployment of Mi-8 at sea as well as its transportation by ship. He is a graduate of the Defence Services Staff College and a Qualified Flying Instructor. In 21 years of distinguished service he has held several important appointments like Flight Commander of a fighter Sqn and Station Flight Safety and Inspection Officer (SFS10). For his zeal, professionalism and dedication to the service, he has been awarded CAS Commendation on three occasions. While working as SFS10 at AF Station, Gwalior, Wg Cdr Dwivedi created an excellent flight safety environment and brought down the bird strikes to zero thereby bringing tangible savings to exchequer. As a result, the station was awarded flight safety trophy for two consecutive years. He took over command of the first Unmanned Aerial Vehicle (UAV) Sqn on 01 Jul 2002 during 'Op Parakram'. He displayed exemplary professional vision in exploiting the versatile UAVs. He contributed immensely in refining and upgrading the professional standards of op crew and ensured 100% fully ops status of the Sqn. His emphasis on training and consolidating of tech crew has ensured that all unit level maintenance activities are undertaken without the assistance of manufacturer, thereby saving precious foreign exchange. He flew more than 200 h in last one year and was directly involved in all operational missions. He played a stellar role in developing and formulating UAV tactics and Standard Operation Procedures for integrated training, joint operations and ferry of UAVs. He utilized his vast operational experience in deploying the Sqn at these different op locations in J&K sector during last one year. In addition to meeting all the Air Force tasks of obtaining target intelligence, the unit also flew operational missions in support of Army operations providing valuable and timely intelligence. Under his supervision, the Sqn has contributed immensely towards conducting UAV Technical Type Training (TETTRA) courses despite severe constraints of manpower and resources. As a pioneer in the filed of UAV, he has presented three valuable service papers on "UAV Mission Planning in High Risk Areas", "Employment of Modern UAVs and UCAVs" and "UAV-HRD Management". The officer is a Fighter Combat Leader who has been the Deputy Commandant at Tactics and Air Combat Development and Training Establishment (TACDE). He is also an alumnus of Defence Services Staff College. Presently, he is the Commanding Officer of a missile Sqn since 29 Mar 2002. Wg Cdr Eshwar assumed command of Missile Sqn, whilst the Sqn was deployed for 'Op Parakram'. Inspite of the trying circumstances of an active operational deployment, in a very short span of time, Wg Cdr Eshwar built up his professional knowledge and understanding of a complex system to his customary high standards. Notwithstanding the fact that the Sqn was deployed at two op locations, geographically separated by over 2000 km, he ensured that the op capability of the Sqn was maintained with 100% serviceability for the entire period of 'Op Parakram'. During deployment, certain urgent modifications had to be carried out on the system to ensure operational efficiency. The military necessity of 'Op Parakram'demanded that these be carried out in field conditions. Despite the misgivings of the manufacturers, the officer accepted the responsibility and planned on site modifications at both Op locations in a phased manner, wherein the combat readiness of the Sqn was never compromised. He also ensured cross training of the available manpower towards multiskilling/tasking. Through involvement and initiative of the officer, the unit converted two common user trucks for mounting refuelling modules and operationalised them in a short span. Using his exceptional management skills, he has also been able to save on system inventory spares, computer peripherals, specialist tools, spare engine propellers etc to the tune of $ 100,000. For exceptional overall performance during the period, the Sqn was adjudged as the best missile Sqn of Central Air Command for 2002-03, which is an acknowledgement of the officer's deep involvement. Instead of working in a compartmentalized fashion, he has encouraged all other sections to interact and seek the advice of legal section before taking decisions on major issues, which has ensured issue of foolproof and legally sound orders/directions. Wg Cdr Hari Prasad has institutionalized the monitoring of civil suits in the Training Command. His approach of shouldering the responsibility of civil cases by legal officers, rather than leaving them to the concerned units and sections has paid rich dividends in defending civil cases. He possesses intellectual honesty of the highest degree and always renders correct, complete and appropriate legal advice to his superiors. Wg Cdr Hari Prasad has an astute sense of comprehending and identifying problem areas. While analysing the observations by civil authorities on unauthorised possession of liquor by Service personnel he was quick to point out the anomaly existing between the Service rules and the State Excise laws leading to the perceived violation of State Excise Laws. When the Andhra Pradesh Government called up AF personnel to pay profession tax, against the usual norms, he carried out an analytical examination of the situation and suggested the solution to exclude Service personnel from the purview of the order of the State Govt. To equip the Air Force officers in dealing with legal problems, Wg Cdr Hari Prasad has also mooted the idea of starting a Paralegal course. Wg Cdr Hari Prasad continues updating his legal knowledge. He has used his higher legal qualification to the hilt in his appointment. It is a testimony of his professional competence that in the past about five years, Wg Cdr Hari Prasad has been often selected as the Judge Advocate to conduct the Court Martial especially in the complex cases. All the Court Martials conducted by him were logically concluded and the decisions whenever challenged were upheld by the High Courts and the Supreme Court of India. Soft-spoken and mature in his dealings, Wg Cdr Hari Prasad leaves an indelible impression on the others. Details : | ![]() Squadron Leader Mahesh Kumar Abrol (17391) Administration was commissioned in the Administrative Branch of the IAF on 22 Dec 1983. He has held the appointments of Air Traffic Control Officer (ATCO), Senior Administrative Officer (S Adm 0), Works Officer and Security Officer at various AF Stations. Presently he is Deputy Chief Administrative Officer, Security Officer and Officer Commanding (OC) DSC Coy at Air Force Station, Kalaikunda. Sqn Ldr Abrol handled two extremely sensitive but vital issues, which had a bearing on security and flying environment. The first case related to removal of 155 unauthorised shops/hutments, in existence for the last 30 years just outside the main gate, posing grave security risk. The officer succeeded in getting the shops and hutments demolished in a peaceful manner. This was achieved within a time frame of eight months. In this respect he had to hold a series of meetings and make reconciliatory approaches in various forums involving shopkeepers, political leaders and Govt officials, which he did with professional acumen. The demolition also entailed the rehabilitation of shopkeepers on humanitarian grounds. The officer, therefore, also pursued resolutely the case with the district administration for allocation of two acres of land especially for the purpose and the political leadership for the financial assistance for construction of the new shopping complex. In the process, the officer not only earned the goodwill of the displaced shopkeepers, who were resettled in the new complex, but also enhanced the image of the Air Force amongst the local population. In the second case, the issue of the pollution caused due to unloading of cement clinkers from railway wagons just outside the Air Force Camp merited an early solution. The cement dust due to unloading process was not only affecting the safe flying environment but was also causing serious health problems to the residents including about 1200 school children. The case was pursued spiritedly for over one year, entailing collection of evidence and logical presentation of the case to the Appellate Authority of the Pollution Control Board, Kolkata and the Min of Defence. Finally executive orders for stoppage of unloading of cement clinkers were issued and the processes of unloading cement clinkers ceased thereafter. The associated issues in this case were the security and traffic threats due to engagement of hundreds of unverified labourers and civil trucks just outside the Air Force Camp, which also got resolved in the process. The officer received special tributes of the Honorable Judges of the Pollution Control Board. While handling the above cases, Sqn Ldr Abrol had met with threats of his life. Undeterred, he pursued both the cases to final outcome best suited to the interest of the Air Force. The officer thus displayed tremendous courage, sincerity of purpose and dedication beyond the call of his duties. The officer has varied experience and has worked as Deputy Chief Engineering Officer at Southern Air Command. He was commended by AOCin-C, Central Air Command in 1995 and by the CAS in 1997. Presently, he is on the posted strength of a Base Repair Depot (BRD) since 11 Dec 2000. Sqn Ldr Goel has excellent organisational skills and has ensured efficient and smooth flow of work by reorganizing the overhaul activities. The officer has regular interaction with Equipment Depot (ED) and HAL (Kanpur). His meticulous planning, hard work and persistent efforts have helped completing the task of 10 AN-32 overhaul before 31 Mar 2003. Implementation of structural modifications during overhaul was a grey area in AN-32 aircraft. After detailed study he fabricated local tooling, devised detailed procedure and implemented four out of six modifications. This has obviated the need for deputation of foreign specialists for implementation. The officer is an excellent professional and applies his knowledge effectively through total involvement and dedication. He has been giving invaluable suggestions to overcome critical problems in AN-32 fleet. When a transport ac veered off the runway on landing at Kanpur, he was able to pinpoint the exact reason for this to the inadequate engagement between follow up system bell crank and nose wheel steering cylinder. He then suggested a procedure for testing and rectification of the defect to prevent any recurrence. A snag of aircraft rolling to port side on selection of antiicing on an another transport aircraft of Chandigarh, which existed for more than three years was successfully rectified under his direct supervision. His other noteworthy contributions are successful completion of life enhancement studies on AN-32 Flexible Fuel Tanks and preparation of Corrosion Prevention and Control Programme document. On taking over, he faced the challenge of impersonators posing as candidates, imbalance in all India representation and some lengthy manual procedures, making the selection process a difficult task. By introducing a proactive vigilance system, implementing personal interviews and use of digital cameras, he has been able to reduce the involvement of impersonators which is evident from the fact that over one hundred persons have been booked in various civil cases. He has strived hard to make the system transparent by including Warrant Ranks in all stages of selection. The scope of recruitment rallies has also increased and resulted in a substantial rise in the number of candidates selected. A total of 1300 candidates were enrolled in Jun 2003 as against 2182 candidates in the preceding six years. The selection system has been made candidate friendly by increasing medical appeal centres from 7 to 12. In addition, he has introduced many time saving features and innovative systems to ensure effective resource utilization in his area of work such as clubbing of Gp 'Y' streams, introduction of workshops to train civil candidates by the State Govt and raising the educational level criteria from 45% to 50%. This has led to a major saving of 30% of manhours, which are now being diverted to ensure a better selection system. He is post-graduate in Physics from BITS, Pilani and Ph.D. in Numerical Weather Prediction. The officer has undergone Advance Met Course and Long Defence Management Course (LDMC). Presently he is Assistant Chief of Air Staff (Meteorology) at Air HQ. Right from the initial stage in IAF, Air Vice Marshal Tyagi has been actively engaged in the Research and Investigation Studies connected with operational meteorological problems and has more than thirty papers published in leading journals. Whilst being the Project Scientist with Centre for Atmospheric Sciences, Indian Institute of Technology, Delhi, he developed Regional Numerical Weather Prediction Model and gained in-depth knowledge and vast experience in data processing on mainframe computers like ICL 2900, Cyber 170, NEC S-1000 and Cray X-MP Super computer. Air Vice Marshal Tyagi was appointed as Director Information Technology wef 19 Nov 2001. As a Director, he displayed high degree of initiative, drive and organizing capabilities by establishing Software development centre, hardware repair facilities at Air HQ Computer Centre and introducing advanced computer training in the IAF. In spite of manpower constraints, he planned and successfully implemented first phase of Camp Area Network (CAN) Project at Air Force Station Pathankot and supervised in house software development for a fighter Sqn and Operational Risk Management (ORM). Since his commissioning, he has been demonstrating his professional approach and acumen while handling key portfolios entrusted to him. As the Secretary, Central Airmen Selection Board, he amply contributed towards planning, execution and implementation of automation of recruitment procedures. This earned the appreciation and commendation by Chief of the Air Staff in 1989. As Chief Administrative Officer, the administrative support provided under the guidance of Gp Capt Sitaraman enabled the flawless conduct of the first ever joint IndoFrench exercise Ex-'GARUDA' in Feb 03. He also formulated a SOP for conduct of such exercises. The SOP was highly appreciated by Command HQ and was circulated to other Stations as guidelines. Planning and ensuring timely completion of works services has been the forte of Gp Capt Sitaraman. Under the leadership of Gp Capt Singh, the entire maintenance group functioned as a cohesive team and the serviceability of all types of aircraft operating at this Base improved considerably along with a reduction in the (AOG) percentage. With his close interaction and liaison with various overhaul agencies including BRDs and HAL, he achieved expeditious repair of Cat D items (rotables) resulting in decreased downtime of aircraft. His in-depth knowledge, vast experience and deep involvement were amply manifested when a damaged cargo middle door of an IL-76 aircraft needed urgent repair. In the absence of a designated BRD, the officer took up the challenging and complex task of preparing the repair scheme himself and working far beyond the call of duty completed the repairs within a record time of 15 days. Managerial acumen and interpersonal skills of Gp Capt Singh were amply evident when he seamlessly accomplished the implementation of hitherto unfamiliar squadron concept at the station level. He created an environment of technical excellence in the station that prompted a series of innovations, which included multipurpose test bench, rig for flushing of hydraulic system, hydraulic reservoir pressurisation rig for An-32 aircraft and mobile corrosion treatment rig & universal hydraulic test rig for IL-76 aircraft. His untiring efforts earned laurels when the station was awarded the trophy for "Best in Maintenance" during the year 2003 in Central Air Command. Quality work services were undertaken to renovate/ upgrade operational buildings like Base Air Defence Centre, Operational Readiness Rooms, Flight Complex of the fighter squadron and the Control Tower. High intensity modem lights were installed in all hangars and blast pens to improve ambient lighting for night operations/servicing. To improve quality of life, the kitchens and toilets in Airmen Messes and Married Quarters were renovated in phased manner. Effective measures were adopted to reduce power tariff. Also, with persistent efforts and personal liaison with Chairman, Punjab State Electricity Board at Patiala, he succeeded in obtaining a waiver of outstanding arrears on account of electricity tariff amounting to Rs. 23 lakh. With his pioneering efforts, Air Force School, at this Base became the first and the only Air Force School to install Bhartiya Vidya Programme, a computer/TV Based teaching aid which helps take teaching beyond the blackboard. In 27 years of distinguished service, he has held several important appointments that include Commanding Officer of a Base Repair Depot (BRD), Chief of Aircraft at another BRD, Chief Engineering Officer at two Flying Bases, Air Staff Inspector of Air Headquarter and Senior Technical Officer of two Indian Expeditions to Antarctica. He is a graduate from Defence Services Staff College. As Senior Technical Officer of the Indian expeditions to Antarctica, the stellar role played by the officer is evident from the success of both the expeditions. As Chief Engineering Officer at two Flying Bases, his engineering acumen ensured accident-free flying during his tenure. Also, as Chief of Aircraft at a Helicopter BRD, his professional ism and managerial ability resulted in enhan ced production which increased helicopter availability in the IAF. He was also pivotal in preparing helicopters for the UN Mission in record time of four weeks. Production landmarks of 450 Mi-8 helicopters and 100 Mi-17 helicopters were achieved during his tenure as Chief of Aircraft. Gp Capt Khanna took over as Commanding Officer of a BRD on 01 Nov 03. On taking over, he focused on increasing in-house capability for repair and overhaul of certain Ground Support Equipment and Aircraft Support Vehicles which were so far being outsourced to civil market at considerable cost. As a result, the Depot now overhauls all types of aircraft jacks, saving the exchequer nearly Rs. 8 lakh annually. This facility is now being duplicated at two more Bases to reduce transportation time of these jacks from field units to this BRD, thus aiming to reduce meantime-to-repair (MTTR). His thrust on inventory control has saved Rs. 90.28 lakh during 2003-04 in locally controlled financial heads. Further, his emphasis on indigenisation has resulted in development of key spares for Aircraft Arrester Barrier System, various Aircraft Support Vehicles and their engines, and for the complex clutch-booster for Crash Fire Tender, thus saving phenomenal amount in rupees and FFE both. His Mini-Skunk Squadron at the Depot has designed and manufactured numerous items of engineering utility, and has mobilized over 700 lines of non-moving stores, thus retrieving nearly Rs. 13.5 lakh. Moved by his motivation drive to be self-reliant, the Depot personnel have also commenced tinkering and painting of service vehicles, which were so far being outsourced, this would save the exchequer about Rs. 8 lakh annually. As CEO, he brought in significant improvement in aircraft maintenance standards by providing distinctive thrust on self-help approach and co-ordination of efforts. Under his guidance, Tech Flt effected several innovations and developed expertise in complicated rectification and repairs resulting in reduced dependence on fourth line agencies and higher aircraft availability. These accomplishments include enhancing production to nine aircraft in March 04 to meet time limit due to ramp operations, sustained availability of 19 aircraft for exercise Gauntlet, recovery of five aircraft from prolonged AOG without a mother aircraft, rectification of fuel leaks, cable looms and structural repairs, fabrication of KAPSO Trolley, Ejection Seat stand and Inverter Test bench. In order to improve aircraft maintenance standards, Gp Capt Luthra standardised the operations of Mechanical and Electronic sections by introducing systematic snag analysis, rectification procedures, component level repair facilities, easy to follow servicing schedules and servicing record books. It is to his credit that CEOs of all stations under Eastern Air Command were directed to visit this Base and implement these procedures and practices at their respective stations. His efforts towards improvement in hydraulic and fuel discipline and streamlining the MT operations deserve a special mention. He has the rare distinction of being the staff of both the Aircrew Examining Board and the Directorate of Air Staff Inspection. On taking over as the Chief Administrative Officer he immediately initiated electricity saving measures by way of sky lighting of buildings, improvement in power factor, use of energy efficient lamps and strict regulation of security and street lighting. This has resulted in saving of Rs. 60 lakhs in the year 2002-03 and Rs. One Crore in the current year even as the electricity requirement at this Base steadily increased in the last two years due to the newly established ground facilities. As the Chief Administrative Officer, he has ensured that all the related works services are of high quality and on schedule thereby facilitating expeditious operationalisation of the new aircraft in the IAF. His involvement in the runway maintenance has effectively prevented Foreign Object Damage to the aircraft, which is a significant contribution to Flight Safety. During 'Op Parakram' the administrative support to the Squadrons and Radar units for the move to operational locations and during the extended deployment has been exemplary. The officer has demonstrated exemplary organizing ability, meticulous planning & intelligent use of resources during the SU-30 MKI induction. The Base achieved a unique double distinction of a completely accident free record and at the same time achieving the maximum flying effort by both the local Type 75 and Attack Helicopter squadrons. In the area of maintenance, the Wing boasted an enviable technical error-free record while maintaining the highest serviceability rates for a Type 75 Squadron. He was also instrumental in improving a great degree, leading to higher motivation levels among its personnel. The performance of the Station during the inspection by DASI was uniformly high. As a special mention, DASI had praised the leadership displayed by Gp Capt Walia. As Deputy Director (Projects) at Air Headquarter from Oct 93 to May 97, Group Captain Vasudeo closely monitored large number of indigenous programmes, like Prithvi, Trishul, UAV, Lakshya and Phased Array Radar, including coordinating their field trials for IAF utilisation. During his tenure at Air Force Technical College from Jun 98 to Dec 99, he single handedly prepared the college for ISO-9001 certification, and got it too. With this, AFTC became the first training institute of IAF to be awarded such certification, thus becoming trendsetter for other training institutes of the IAF. At Headquarter Maintenance Command, he played a stellar role during "Operation Parakaram" in steering the Base Repair Depots in the right direction to maintain high operational capability of the field units. His meticulous planning to route specialist teams from the Base Repair Depots to various Missile and Air Defence Squadrons considera bly improved serviceability and availability of the weapon systems in these units. He conceived and introduced several new computer projects, like Desktop Signaling System, computer hardware repair centre, Thin client computer configuration, and soft ware programming for Command operations centre. These efforts were a major step towards achieving a paperless office, and have given a big boost to the computerisation programme in Maintenance Command. In all his appointments, Gp Capt Vasudeo has shown exceptional involvement and has worked beyond the call of normal duty. Presently, he is posted to Sukhoi Project Team (SUPT), Moscow, since 28 Sep 2001 as the Software Group Leader and the Deputy Team Leader. One of the main tasks of SUPT is to integrate a large number of customer furnished equipment of different origin on the Su-30 MKI. These include Mission Computer, Display Processor, Radar Computer, Inertial Navigation System, Multifunction Displays, Head Up Display, Flight Data Recorder, Laser Designation Pod etc. As the Software Group Leader it is Wing Commander Shankar's job to ensure an elegant software integration of Indian and western systems. The flawless integration of these systems has been acknowledged worldwide and has also been highly appreciated by the Russian aircraft industry itself. A very large percentage of this Indo-Russian success story is the direct result of Wing Commander Shankar's exceptional understanding of the task, his knowledge, his wisdom, his ability to foresee problems and his willingness to work long hours. His effort towards the IAF achieving unilateral upgrade capability, that is capability to independently integrate weapons and systems on Su-30MKI, needs a special mention. Even though this capability was to be provided nine months after Phase 3 aircraft delivery, through the dedicated efforts of Wing Commander Shankar, SUPT has already started 'test cases' such as integration of Laser Guided Bombs etc. This will ensure that full capability will be available to undertake these tasks in India and that the Russian side will not be able to hold back information providing independent upgrade capability to the IAF. During his distinguished service over 24 years he has held important appointments including of Chief Operations Officer, Commanding Officer, Fighter Controllers' Command Examiner and Project Coordinator for FADHS. He is a Master Fighter Controller. He has been commended by the AOC-in-C EAC and the Chief of Air Staff. Presently, he is posted to a Signal Unit as Chief Operations Officer wef 10 Jan 2000. As a young Officer while working in a radar unit in East, Wg Cdr Upadhyaya took initiative which resulted in safe recovery of a Pilot who had ejected in the jungles of Nagaland at sunset time. For his alertness and quick actions he was commended by AOC-in-C, EAC in 1982. Under his dynamic leadership, a forward radar unit modified radiators of class IV vehicles for use as cooling device for the ST-68 Radar. This novel idea was subsequently circulated to all similar Radar units in the IAF. While at an Air Defence Direction Center (ADDC) in Western Sector, he systematically planned the retro-fitment of Automated Data Handling System which was made operational in a record time, for which Chief of Air Staff commended him in 1994. At Air HQs in 1997, while working on 'Project Future Automatic Data Handling System (FADHS)' which envisages the integration of AD resources, he realised that the project as per given operational requirements can not meet modern day requirements of Air Defence System. Subsequently, he authored the initial paper on concept of 'Integrated Air Defence', which now has taken the shape of Integrated Air Command & Control System (IACCS). He also had revised JSSG in 1996. As Chief Operations Officer of ADDC, Wg Cdr Upadhyaya has been the guiding force for smooth activation of all Air Defence elements of its vast sector on implementation of APM II. Due to his involvement and guidance this unit was adjudged the 'Best C & R Unit' in the IAF for the year 2001 and 'Best Static Radar Unit' in SWAC for the years 2000 and 2001. While implementing the FADHS project, he ensured that all the shortcomings are brought to the notice of vendors and higher authorities in the overall interest of IAF. As the project was taking long time, in order to automate the AD functions, he designed PC Based user friendly 'Ops Information System' (OIS). This system presently is in full use in certain nodal radar units. The system would automate the complete AD set up as the software is developed on server architecture for sharing the centralised database by all AD agencies. Details : | ![]() Group Captain Surya Narayana Murti (15945) Aeronautical Engineering (Electronics) was commissioned on 07 Jan 1980 in the Engineering branch of the IAF. During his career of 24 years he has held important appointments including that of Deputy Director of Maintenance at Air HQ Computer Centre, Senior Production Engineer (Mi-8 and Mi-17 helicopter Assy) at a premier Base Repair Depot, Chief Engineering Officer at Carnicobar and Commanding Officer of 75 RMU. He has been commended by the Vice Chief of the Air Staff and AOC-in-C. Presently, he is posted to Air Force Station Yelahanka as Chief Engineering Officer (CEO) since 19 Aug 02. Air Force Station Yelahanka has the important time bound task of conducting training flying for ab-initio Transport Pilots on Do-228 aircraft AN-32 aircraft and for abinitio Helicopter Pilots, Flight Engineers and Flight Gunners on Mi-8 aircraft. Ever since assuming charge Gp Capt Murti has exhibited creativity and ingenuity in improving the serviceability of all type of aircraft held at the Base. His relentless efforts have assured sustained high serviceability of over 80% for Do-228 aircraft, over 65% for Mi-8 and over 60% for AN-32 aircraft for the last one year. This has facilitated completion of all flying training courses on time without augmentation of aircraft from other units. Gp Capt Murti is highly innovative and accepts each new thought and project as a challenge and has the capacity to show results of his efforts. With his keen involvement and vision to appreciate the importance of standard markings on AN-32 and Do-228 aircraft he has produced aircraft marking albums for both aircraft. This arduous and time consuming task was accomplished most efficiently and has been of immense value to both the fleets. His other notable achievements include setting up a computer repair centre at Base, CVR listening facility on AN-32 and Do-228 aircraft, implementation of quality monitoring system in MCC and preparation of standard TTGE list of Mi-8 helicopter are some other notable achievements of the officer. During his distinguished service of 24 years he has spent a long time in the field having worked in various capacities on the Gnats and MiG-29 aircraft. He has also worked in 4 BRD as Chief of Quality Assurance and has held an important staff assignment at Air HQ. He is a graduate of Advanced Air Armament Staff College. He is a recipient of Commendation by the CAS and Commendation by AOCin-C SWAC. Presently, he is posted to Air Force Station Bidar as Chief Engineering Officer (CEO) since 11 Aug 2003. As CEO of Air Force Station Bidar, Gp Capt Kumar has strived hard and ensured that the serviceability of Kiran Mk-1 and Kiran Mk II aircraft at the station remained above 80% and 90% respectively. Due to this, the flying training of 172 PC and 173 PC progressed very smoothly. On 08 and 09 Oct 2003 he ensured 100% aircraft serviceability at the station. He ensured that the Aircraft Maintenances Manual was always meticulously followed in all maintenance practices at the station. When the Surya Kiran Aerobatic was to be prepared for their South Asia tour in early 2004, he left no stone unturned to ensure that this task was carried out very efficiently. All Suryakiran aircraft and ground equipments were painted and special boxes were made for carriage of tools and ground equipment. He ensured that all Suryakiran aircraft were properly serviced and had more than 40 hours of flying left prior to their South East Asia Tour. The 100% serviceability of Suryakiran aircraft during the South East Asia tour during Feb-Mar 2004 bears a testimony for his efforts. Gp Capt Kumar ensured that regular audits were carried out into various maintenance practices at the station and remedial actions instituted forthwith. He has led by example and motivated all personnel under him to give their best to the service. He ensured that a Quarterly Maintenance Digest was published at the station for the benefit of maintenance personnel. Due to the efforts of his team, the station could fly over 10,000 accident free hours during the year 2003-04. He put in very long hours of work, well beyond the normal call of duty, to ensure a safe and healthy maintenance environment and culture at the station. His professional skill and financial management has resulted in highly efficient operating cost of the Department which has reduced from 1.37 to 1.13 on the total turnover and has resulted in increased sales turnover form Rs. 3742 crores in Mar 02 to Rs. 4539.50 crores as on Mar 03. He has carried out an in-depth analysis and review of the freight reimbursement policy to supplies resulting in saving of Rs. 27 crore (approx) to the department in the F Y 2003-04. As a result of initiatives taken by this officer in the area of Inventory Management, inventory level has come down from 33 to 26 days which has resulted in substantial savings. As a member of the Price Revision and price Negotiation Committees, he has been instrumental in achieving substantial cost savings. With his incisive analysis, he succeeded in laying down the policy of taking highest sales tax in price negotiation which has resulted in reduction of cost of all products by about 6%, leading to substantial savings for the CSD consumers. Due to his sincerity and devotion to duty, the compilation and rendering of the Accounts has been timely and of exceptional quality resulting in very efficient and dynamic functioning of the Finance and Accounts branch. Wg Cdr Reddy has effectively monitored the recovery of Debit notes, processing of bills and payment procedure which has led to widespread satisfaction amongst all suppliers and Depots. Presently, he is in command of a Forward Base in Northern Sector since 19 Jun 2003. Gp Capt Bharti is a highly motivated and dynamic Air Warrior who has brought major improvements in every sphere of activity in the Northern Most Air Base of the IAF. In the year 2003, the air maintenance task of the "Op Meghdoot" sector was achieved and exceeded for the first time after many years, despite runway resurfacing work, which was completed without loss of a single day's flying. He has encouraged a culture of self help among men. He has motivated his men to construct a 'Small Arms Range' cutting rocks and boulders all by themselves thus, saving about Rs. 60 lacs to the exchequer. In addition, to overcome the problem of water shortage in the station, located in the Highest Desert of the World a 'Dam' and a 'Pond' was cons tructed by Air Force personnel themselves. A major boost was also provided to improve the quality of life of men living in the harsh and isolated environs of Thoise through use of local resources. Superior Leadership qualities and organising ability of Gp Capt Bharti came to the fore when he successfully conducted the first ever visit of The Honourable President of India to the station. Despite severe winter and very short notice the entire station was brought up to Presidential standards. During 22 years of distinguished service, he has held important appointments which includes Flying Instructor at Basic Flying Training School (BFTS) and Helicopter Training School (HTS), Senior Test Flight Instructor at Aircraft and Systems Testing Establishment (ASTE), Senior Flying Instructor at Namibian Defence Force and Commanding Officer of a Cheetah Unit. He is a Qualified flying Instructor, Experimental Test Pilot and graduate of Defence Services Staff College. He has more than 6100 hrs of accident/incident free flying of which 800 hrs have been flown towards test flying various types of helicopters in last three years. He has been awarded Vayu Sena Medal for displaying exceptional professionalism and devotion to duty. Presently he is on deputation to HAL as Deputy Chief Test Pilot since 21 Jul 2001. As a QFI and Test Pilot, Gp Capt Butola converted user pilots on ALH on its induction into the three Services during 2002-03. Concerned with sudden increase in the accident rate of Cheetah helicopters including several fatal accidents, a project was taken up by HAL to re-engine the Cheetah with Turbomeca TM-333-2M2 to increase the reliability of the helicopter and resolve other problems affecting the indispensable Cheetah fleet. This was important as no other existing helicopter could meet the stringent requirements to operate in "Siachen Glacier". Group Captain Butola as a project pilot for the reengining of Cheetah involved himself with the project from the design phase and progressed it to first flight and thereafter single handedly undertook the flight-testing of the helicopter, at Bangalore and Leh, up to certification. He used his knowledge as a test pilot and experience of having operated Cheetah extensively at high altitudes to drive the project successfully and ensured that all problems were addressed and a solution found. Subsequent to certification by CEMILAC, Group Captain Butola successfully inducted re-engined Cheetah into the "Siachen Glacier" in May 2004. The officer has not only displayed exceptional professional aptitude but has also been an epitome of sincerity and dedication while handling the project. The success of the re-engined Cheetah and its induction into the service would not only improve the reliability and safety of Cheetah but will also significantly improve the high altitude performance and reduce the cost of operation substantially. This will give a new lease of life to the Cheetah fleet and enhance operational capability. In his present assignment, he has made significant contribution in improving promotion ratios and other HRDrelated issues. He has displayed ingenuity in not only improving promotion ratios in the select rank of Wing Commander in the last two promotion boards, but has also evolved a mid-term perspective plan to sustain good promotion ratios till 2009 for most Branches by undertaking an incisive study. A computer Based Career Planning Module (CPM) that seeks convergence between officers' performance quotient, career progression and placement was initially planned to be developed with the help of civil professionals. Group Captain Bhatt took it upon himself and relentlessly pursued development of CPM for officers of Accounts and Education Branch. This has made the task of placing the right officer for the right job that much more scientific and easier. During "Operation Parakaram", he worked with tremendous dedication in meeting the maintenance related requirements of four Fighter Squad rons, two Unmanned Aerial Vehicle (UAV) Squadrons, a Pechora Squadron and three Radar Units. He led his personnel from the front and worked tirelessly without a break to sustain 75 per cent serviceability. The officer has contributed immensely in setting up maintenance facilities and streamlining technical procedures for the newly inducted UAV Squadron. He has been instrumental in setting up of the Technical Type training School for UAV at this Station and conducting courses since 11 Nov 2002. He has played a stellar role in fabricating a number of innovative testers/rigs and an indigenous Camera Junction Unit (CJU) for a Fighter Reconnaissance aircraft, thereby saving precious foreign exchange. The indigenisation of CJU alone has resulted in a saving of Rs. 8.8 Lakhs. In addition, his efforts for indigenisation of critically required cooling part for UAV squadron have been successful. This alone has resulted in saving approximately Rs. 19 Lakhs on a single piece. The saving would be many times more depending upon the number of pieces ordered for various other Squadrons. In 21 years of distinguished service, he has held several key appointments, which include Commanding Officer of Fighter Squadron, the first Su-30 MKI unit. He has been awarded Vayu Sena Medal in 1999 for his distinguished service. Presently, he is Commanding Officer of a Su-30 MKI unit since 20 May 2002. As a team leader for Su-30 MKI theoretical training in Russia, Wg Cdr Jamwal ensured effective training by close liaison with AA at Embassy of India, Moscow and Comdt of Trg Academy, whenever there were lacunae. As a result, additional training team was sent later by Russians to India to cover the shortfalls. He identified the key qualities of the Su-30 MKI and recommended improvements for implementation on subsequent phases of the aircraft which have resulted in key modifications in Phase-2 aircraft and many more will be implemented in Phase-3 aircraft. He identified the problem of windshield and canopy distortion on Su-30 MKI and as a result, the Russians have been forced to change some existing windshield and canopies as well as exercise better quality control in future. His overall contribution towards improvements to the final aircraft version and operational use of the aircraft is noteworthy. As designated 'Display Pilot', Wg Cdr Jamwal exploited the super-manoeuvre capability of the Su-30 MKI Aircraft and carried out aerobatic displays at various air shows. He formulated type SOPs for Air to Air Refueling (AAR) and the Squadron achieved AAR operational status in short time validating he entire AAR envelope. Under his command the Squadron partici pated in various exercises including Gauntlet 2003 and 2004, the first operational exercise of the Squadron, putting up professional displays in spite of constraints of manpower and tech personnel. During his distinguished career of 20 years, he has held various key appointments including that of Chief Instructor TETTRA (Kiran), Senior Project Engineer at CSDO (Dett) and Chief Engineering Officer at Air Force Station New Delhi. He has been commended by the Chief of Air Staff in 2001. He has been functioning as Chief Engineering Officer of Air Force Station New Delhi since 17 Jun 02. As Chief Instructor in Kiran/HPT-32 Tetra School, Wg Cdr Tyagi contributed immensely towards formulation of aircraft servicing and training schedules, which helped overcome maintenance problems and enhanced serviceability at various flying training schools. He was also involved in revision of maintenance schedule of Kiran/HPT-32 aircraft in record time at Central Servicing Development Organisation (CSDO). During the last four years, both as Station Technical Officer (Mechanical Transport) [STO(MT)] and Chief Engineering Officer, he has been associated with the largest MT section of Indian Air Force. His zeal and untiring efforts has ensured 98% and above serviceability of 480 vehicles covering 5 lakhs Kms per month. Such a high serviceability is all the more creditable when 65% of the fleet is more than ten-year vintage. Various in house facilities like overhauling of engines, painting bay, upholstery shop, have produced a high standard of workmanship to the satisfaction of users. With extremely effective Local Purchase control, he has brought the savings to tune of 42% from 122 lakhs in 1999-2000 to 71 lakhs in 2002-2003. Radio Trunking System (RTS) introduced in March 2002 in petrol vehicles was extended to diesel vehicles in September 2003. A better coordination and reduction to two lakh kilometers in overhaul running of vehicles has been achieved. His ingenuity of locally modified school transports, as per Supreme Court orders, has halved the cost of modification from Rs. 20,000/- to Rs. 10,000/- per vehicle. Twelve such vehicles, which were less than 10 years old, have been modified. All the IAF units have been advised by Air HQ to follow this modification. Under his dedicated leadership, 30 vehicles were prepared for UN Mission to Congo within a short span of 40 days. The workmanship was highly appreciated by UN Inspectors. The performance of MT section at AFND was adjudged as 94% during the annual inspection in December 2003, which is an all time high record. The user satisfaction has always remained upper most in his mind. As Project Manager, Sqn Ldr Santosh is responsible for carrying out tasks pertaining to avionics integration of Su-30 MKI aircraft. Besides being responsible for managing the overall programme, he has also taken a lot of initiative and participated in various design and developmental tasks in the areas of Mission Computer (MC) and Display Pro- cessor (DP) software, firmware and hardware. He has been awarded laboratory awards in two successive years for his contribution in the fields of DP software, EW system trials and MiG-27 upgrade programme. In his two years tenure at DARE, DRDO the officer has made noteworthy contribution in the avionics upgrade for fighter aircraft in general and a special task assigned on Su-30 MKI programme in particular. This special project called CUBIC, initiated at the behest of the Chief of Air Staff, was extremely challenging and had to be completed in a very tight time schedule. He had to tackle multifarious design issues pertaining to mechanical, electrical and software aspects on the MC of Su-30 MKI. The work carried out by him has been highly professional and of great quality. The project, which has been successfully completed in record time, will result in cost savings amounting to several crores, due to the indigenisation. WO AK Singh was trained in Russia on Air Interception Radar of MiG-29 frontline fighter aircraft. Therefore, he was associated in setting up of overhaul facilities for this aircraft where he played a crucial role in technology development for the overhaul. He was also actively involved in various solution finding exercises, such as development of integration checks for the Air Interception Radar, Antenna replacement of the Navigation Radar, and intricate rectification of the highly complex radar system of this fighter aircraft. During the last two years, he has been working as Warrant Officer in-charge of the MiG-29 Aircraft Servicing Division, where he has shown exemplary dedication, motivation and leadership qualities while discharging his duties. Details : | 689695 Sergeant Birendra Kumar Electrical Fitter was enrolled on 17 Jul 1990 in the Electrical Fitter trade of the 1AF. He is posted to a Base Repair Depot (BRD) and presently working in the Plant Maintenance section of an R-29 Aero Engine Overhaul Line, Sgt Kumar is a thorough professional with sound his initiative and dedication, he has been able to retrieve many unserviceable machines and ensure the satisfactory operation for the last three years. Stain-hardening Machine and Ultrasonic Cleaning Bath supplied by the Russians for R-29 aero engine overhaul procedures had been unserviceable for nearly 10 years and all efforts to retrieve them through OEM or civil market had proved futile, Procurement of new machine would have cost the exchequer Rs. 25 lakh. There was also a Self-Oscillation Frequency Testing Machine for R-29 aero engine compressor blades, which too was unserviceable for a long time and had an associated concession on overhaul procedure. Sergeant Kumar with sound application of his technical expertise repaired these machines, thus vacating long outstanding concessions and ensuring better application of overhaul technology. Main Fuel Manifolds of this advanced turbojet aero engine get clogged with carbon deposit during their exploitation. During overhaul, their cleaning was being effected manually due to non-availability of a suitable flushing rig. Sergeant Kumar took upon the challenging task, studied the Fuel Manifolds design, and successfully fabricated a Benzene Flushing Rig for effective cleaning of the Main Fuel Manifolds. The reliability of the aero engine has thus been increased considerably, besides saving considerable manhours, and all at minimal cost. Sgt Kumar has fabricated many more rigs, like the High Pressure Rotor Block Assembly Disassembly Rig, High Pressure Turbine Blade Flushing Rig and Bearing Degreasing Bath, by rummaging the salvage and non-moving stores. These rigs proved to be of enormous engineering utility for R-29 aero engine overhaul procedures by increasing quality of work phenomenally, but with less effort. His untiring efforts have enhanced serviceability and reliability of the numerous test rigs in the overhaul line, thus improving the quality of the R-29 aero engines being produced by the BRD. In fact, the present enviable status of various test rigs in the overhaul line bear testimony to this Individual's professional competence and selfless dedication to duty. Since Apr 2001 he has been a directing staff at Tactical & Air Combat Development Establishment (TACDE) and has been holding the appointment of officer incharge Development. A Fighter Combat Leader Course Instructor, he is an outstanding professional who has proved his mettle in various challenging assignments time and again. He flew more than 45 sorties during 'Op Safed Sagar' and was awarded 'Mention in Dispatches' for his role in the operations. He has over 2900 hrs of accident free flying, which includes 2800 sorties on various MiG-21 variants and over 1200 sorties on the Mirage 2000. He has an in-depth professional knowledge on Air Interception Radars, Beyond Visual Range (BVR) Missiles and other associated avionics of modern day Air Superiority Fighters. He has played a key role in finding operational solutions to various development tasks undertaken at TACDE. He has been involved in the development of 'BVR' combat tactics and night combat trials for 'special Task' during his tenure at TACDE. He was in charge of developing tactics and their employment during Ex Cope India and was instrumental in the spectacular results achieved during the exercise. He was the Exercise Coordinator, responsible for all aspects of Sindex 04, the first ever IndoSingapore Fighter exercise. His innovation in efficiently utilising the Air Combat Manoeuvring Instrumentation (ACMI) station reduced the debrief time by one third at the same time improving the quality of debriefs during Sindex 04. He has contributed immensely towards both the international exercises, which has enhanced our prestige internationally. His positive attitude, mature approach and analytical ability have been instrumental in bringing about far-reaching changes in TACDE and have been a source of inspiration to others. Details : | ![]() Air Commodore Kesava Kurup Vijay Kumar (13396) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 02 Jun 1973. During his 31 years of service, he held several appointments including Air Force Component Commander, Andaman and Nicobar Command (ANC) during the Tsunami disaster in the Islands. Air Force Station, Car Nicobar, under his command was devastated by the Earthquake and Tsunami which struck the island on 26 Dec 2004. There was complete communication failure between Car Nicobar and Port Blair. The Officer immediately established an airborne communications centre using an IAF aircraft and carried out preliminary damage assessments. He worked out a comprehensive strategy for immediate evacuation of service and civilian personnel. With his experience, management skills, and dedicated efforts, the Station evacuated 205 people on 26 Dec 04 itself and nearly 1200 defence personnel and 700 civilians on 27 Dec 04. He organised and ensured that the daunting task of operating a large number of aircraft at Air Force Station, Car Nicobar, from a partially damaged and shortened runway, was well managed. Besides the transport operations, he took on the task of optimally utilization of all aviation assets including helicopters for relief and rehabilitation at various islands of ANC. He stayed at the Station in the open to give succour and raise the morale of his men and families during the post Tsunami relief operations. His careful planning and organising capability ensured that as many as 461 sorties by transport aircraft in 19 days and 203 sorties by helicopters in 11 days for evacuating more than 7778 persons from the Islands and transporting nearly 424 tonnes of relief material were undertaken without compromising safety. As Air Force Component Commander, he was also responsible for the restoration of Car Nicobar Air Force Base to operational status by Apr 2005. This was well proved in a weeklong exercise wherein aircraft from the mainland participated on the island. Details : | ![]() Air Commodore Sajal Kumar Bhaumik (13463) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF on 02 Jul 1973. He has held the appointments of CO of a Mobile Radar Systems Installation Unit (MRS1U), C Sys O at HQ SWAC and HQ MC, Station Commander of a Signals Unit and C Eng O at HQ EAC. While posted as STO of a Signals Unit, he was responsible in maintaining the first TRS2215 Radar at high degree of operational readiness with high professional calibre. For this achievement, he was commended by the Chief of the Air Staff in 1989. Further, as CO MRSIU, he was instrumental in installation and operationalising of five new TRS-2215 Air Defence Radars and one PSM-33 Mk-I Radar in record time as well as in providing extensive on site repair support during initialization. As C Sys O HQ MC, his unique contribution has been in effective launching of the MATCAL project, indigenization of aircraft test equipment and introducing the innovative new policy on "Maintenance Management of Test Equipment in IAF". As CO of Signals Unit, he completed the challenging task of digitalization of all the analogue tropo communication equipment of the Hub Centre and its seven peripherals well ahead of schedule. With variety of old fleet like MiG-21 (T-77/66/69), MiG-23 UB, MiG-27, Mi-8 operating in EAC, as C Eng O, his task was to ensure high serviceability and flight/maintenance safety standards in all Units. With no background experience he had to spend long hours to learn the aircraft thoroughly. Finally in short time he was fully in control of his job and was able to guide the Units to achieve the goals set by the Command. His total involvement in ensuring adequate spares support brought in high serviceability in MiG21 (T-77) fleet. This effected in nil aircraft accident and considerable reduction in incidents due to HE (S), lesser dependence on repair agencies and EAC earning three prestigious awards viz. Best Transport Squadron, Best Helicopter Squadron and Second Best Fighter Squadron in 2004-05. In addition to monitoring and guiding in achieving greater availability of aircraft for flying, he was instrumental in increasing the knowledge base of technical personnel and creating various maintenance infrastructure in Stations. These were possible because of untiring efforts, coordination, interaction at all levels and conduct of workshops and seminars involving Air HQ/HAL/BRDs/ IOC etc. The officer consistently displayed tremendous zeal, exceptional motivation and unlimited capacity in sustaining spirited efforts to accomplish every task assigned to him and his team. He was adjudged the best ATCO of the IAF in 1983 and thereafter posted as Commanding Officer of prestigious Air Force Element of IMTRAT in Bhutan during 1985-87. During his distinguished career having 32 years he has been the Chief Administrative Officer of four different IAF stations i.e. AFAC, AF Stn Jorhat, AF Stn Palam and Air Force Academy and held instructional appointment CIGDOT at AFA. He has also served in a prestigious staff appointment as officer in-charge Drafting at Air Force Record Office. Gp Capt Mukundan is an alumnus of National Defence Academy. He was commended by Chief of the Air Staff in 1998 and by Air Officers Commanding-in-Chief, WAC and TC in 1990 and 1996 respectively. As Senior Personnel Staff Officer at Central Air Command, he has worked with dedication and perseverance in bringing about significant improvement in all facets of personnel administration in all units under Central Air Command. His humane approach and untiring efforts in making the existing policies and procedures more logical, simple and user friendly have been a hall mark of a very able and efficient administrator. Wherever he has worked during his last 32 years of service he has left very significant impact and a legacy behind which is worthy of emulating by his successors. His pioneer efforts in successfully introducing a vermiculture zero garbage scheme with no additional cost at Air Force Academy (one of the largest populated stations in the IAF) proved so successful that Air Headquarters directed all stations in the IAF to implement the zero garbage scheme on the pattern of Air Force Academy.
