Wing Commander Dinesh Chandra Dhyani has been on the posted strength of a major Air Force Station since Mar 83. He was commissioned in the Administration Branch in 1962 and later successfully completed an ad-hoc ATC Course.

In 1966, he was posted as Senior Air Traffic Controller at the Pilot Training Establishment, Allahabad. When this unit was moved to Bidar, Wg Cdr Dhyani led the advance party and undertook the task of setting up the Air Traffic Services at Bidar. This task was completed successfully and pilot training commenced on time. Between 1967-1971, while on deputation to HAL, Nasik Division, he was responsible, as SATCO, to set up not only the complete Air Traffic Control Services, but also ATC procedures for the surveillance Radar ensuring safe flying environments.

During the 1971 Indo-Pak operations, while he was SATCO at an Air Force Station in the Eastern Sector, he executed the task of re-organising the air traffic set-up from an alternate location in record time. Later in 1972, he was also appointed Command ATC Examiner. As SATCO of an Operational Command, he actively involved himself in the planning of various air exercises, Republic Day Fly Past and Fire-power Demonstration. All these required close coordination between ATC services of the Air Force and the DGCA. In every case, the planning and execution was done harmoniously and no untoward incident occurred.

Throughout his service career, Wg Cdr Dhyani has carried out with zeal, dedication and diligence not only his primary tasks, but also any other task entrusted to him.

For his outstanding professional skill, leadership and distinguished service of a very high order, the President is pleased to grant Vishisht Seva Medal to Wing Commander Dinesh Chandra Dhyani.

Air Marshal DC Dhyani, VSM was commissioned in the IAF on 23 Jun 62. During his distinguished career spanning over 34 years, the Air Officer has held many key appointments. These include Chief Administrative Officer of major flying stations, Director of Administrative Inspection/ Provost Marshal (Air), Senior Officer in-charge Administration of an operational command and currently Air Officer in charge Administration at Air HQ. For his distinguished service of high order he was awarded Vishisht Seva Medal in 1985.

The Air Officer started his career as an Air Traffic Controller and acquitted himself creditably. He established Air Traffic Services at Bidar and Nasik from scratch and provided Air Traffic Services for events of National importance. A graduate of the National Defence College, he played a crucial role in evolving a Joint Services approach for the security of AF bases in disturbed areas.

As Air Officer in-charge Administration (AOA), he diligently planned the development of infrastructure to improve the operational potential of the IAF. In an incredibly short span of 10 months as AOA, the Air Officer brought about a significant change in the philosophy of administration and a remarkable improvement in the utilisation of Public and Non­Public funds. He has progressively improved the general morale of the service by timely planning and implementation of welfare schemes such as housing, education specialist medical facilities etc. A dental surgery was established at AF Station New Delhi and a new hospital for the veterans with the latest medicare facilities was inaugurated on Air Force Day, 1996.

Air Marshal Dinesh Chandra Dhyani has thus rendered distinguished service of an exceptional order.

Air Marshal DC Dhyanl AVSM VSM was commissioned in the Administrative Branch of the 1AF on 23 Jun 62. In a career spanning over 36 years, he has distinguished himself and brought laurels to the organisation through his professionalism, sincerity and unimpeachable integrity.

He has held a large number of prestigious field and staff appointments in his rise to the highest post in Administrative Branch. In every appointment he has left an indelible stamp of excellence through his thorough appreciation of the nuances of the tasks at hand and his vision towards qualitative upgradation of the areas under his control. The Air Officer was the recipient of the Vishisht Seva Medal in 1985 for professional excellence and Ati Vishisht Seva Medal in 1997 for the distinguished services of a very high order. As Air Officer in charge Administration for nearly three years, he has brought in work ethos that has seen various aspects of Administration to come through with timely and effective actions. His tenure has seen significant impetus to genuine and long term welfare measures that have won the accolades of the recipients across the entire strata of personnel and families. Recognising the serious situation with regard to married accommodation, the Air Officer was instrumental in shifting the emphasis of new works to Married Accommodation. Considerable progress has already been achieved. The new Group Insurance Scheme, the Medical Insurance Scheme, enhancement in Housing and Vehicle loans, introduction of loans to purchase Computers and many other innovative welfare measures have fructified under his tutelage. In the field of Adventure sports, his encouragement and involvement saw the IAF winning a place in the International arena and today our contribution to Adventure sports is acknowledged not only in India but also in the world. In every facet of Administration, whether in support of operations, welfare, discipline, security or financial management his wholesome involvement and guidance are distinctly visible.
