Details : | Group Captain Pankaj Kumar (20086) was commissioned in the Indian Air Force in Logistics branch on 16 Dec 89. During his 23 years of distinguished service, he has held the appointments of Senior Logistics Officer of three flying active bases. He also worked as JD Purchase at Air HQ (VB) and was on deputation for UN Peace Keeping Mission at Congo. Presently he is working as D Eng Al (Q) at Air HQ and looks after the Su-30 MKI fleet. For his professionalism and dedication, he has been commended by Vice Chief of Air Staff and Chief of Air Staff. Gp Capt Pankaj Kumar as a Sqn Ldr, while posted as JD Purchase at Air HQ (VB), Dte of Procurement. was directly involved in the formulation and release of the first Defence Procurement Manual, DPM-2005 in which he himself had penned down four chapters. He has once again been specially selected as part of the DPM-09 Review Committee at MoD as an active member from Air HQ. In his present appointment as Director Eng Al (Q), with his exceptional professional acumen and perseverance, he has been instrumental in concluding 51 Supply & 35 Repair Contracts, for 2454 lines of items, amounting to Rs. 4766.00 Crores, since Jan 2011. His well researched and lucid proposals, has resulted in a saving of Rs. 555.66 Crores during negotiations by the CNC. which has been appreciated by functionaries at Air HQ and MoD. His contribution in finalising the Long Term Pricing Philosophy Agreement between MoD, Gol and FSMTC of Russian Federation is acknowledged as a landmark agreement facilitating speedy finalization of all revenue procurement proposals in the entire Russian fleet of IAF. In order to overcome the crises of piling Cat 'D's in SU-30 MKI fleet on account of delay in setting of RoH facilities at HAL, with his high level of intelligence and innovative approach, he has embarked on the project of Long Term Door to Door Repair Agreement (LTRA Spares) with three Russian OEMs for a period of five years covering 450 repairable aggregates and LTRA (ROH of Engines). His efforts would drastically reduce the repair cycle time of Cat 'D's from the present two years to around 08 to 10 months only and enhance the operational potential of the IAF. Likewise, Gp Capt Pankaj Kumar. has initiated another landmark project of Long Term Supply Agreement (LTSA) wherein Price List and terms and conditions of supply will be negotiated and finalized with the Russian OEMs, which will drastically reduce the contracting lead time from 24 months to 08 months. The maintenance foundation of the Su-30 MKI fleet, the backbone of Indian Air Power, has been achieved by the ongoing contracts, Long Term Agreements and Logistics directives and policies conceptualized and formulated by the officer.
