Details : Wing Commander Manoj Kumar (19063) Aeronautical Engineer (Mechanical) was commissioned in the IAF on 07 Sep 1987. In his 21 years of distinguished service, he has held many important appointments including Senior Engineer (Aircraft)of a fighter base and Chief Engineering Officer (CEO) of an Equipment Depot (EO). During his earlier staff tenure at HQ WAC as Dy CFSIO, he was instrumental in framing policies for combating bird hazard, formulation of guidelines and SOPs for proper utilisation of Flight Safety funds. For his noteworthy contribution, he was commended by AOC-in-C, WAC on 08 Oct 1997. As Senior Engineer (Aircraft) at AF Stn Chabua, he achieved 100% serviceability of both the fighter Sqns by resorting to thorough planning, enhanced production and proper follow-up of AOG demands. Concerted efforts put in by the officer to improve maintenance practices ensured zero accident rate being achieved by the base. The station was awarded the best maintenance trophy under EAC. during his tenure. In appreciation of the efforts put in by the officer, he was commended by CAS on 26 Jan 200l. Later, as CEO of Equipment Depot Avadi, he was instrumental in drafting servicing schedules for INSAS and SLR Rifles for the IAF. The officer has put the knowledge gained while undergoing the Aerospace Quality Assurance and Management course at Institute of Armament Technology, Pune to good use. He had imparted vital aspects and nuances of the QAS concept to his subordinates. The empowered QAS team thus identified the defects in stores that had been missed out even by DGQA. This ensured strict quality control of items worth crores of rupees, being inducted in the IAF. In his present appointment as CASEO, Wg Cdr Kumar has streamlined the planning, provisioning and maintenance process for all armament stores. He has brought about a sea change in the professional approach of all armament officers and weapon Fits in the field by regular centralized training. The review of armament inventory initiated by him has enabled in making a large quantity. of armament stores in WAC usable for Operations. Visualization of constraints for storing armaments has led to an appreciation and prioritization in creation of storage space for new generation armament stores. His understanding of the storage procedures resulted in site clearances of long pending weapon storage construction projects by CFEES. The constraints were also ameliorated to a large extent due to massive efforts of transportation of over 1000 tonnes of life expired armament stores for demolition, from WAC stations. For his professional competence, perseverance, exemplary devotion to duty and distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Manoj Kumar.
