Squadron Leader Ramesh Jotirao Oulkar (18630) Adm/ATC was commissioned in Dec 1986.

Squadron Leader Oulkar is a highly motivated officer who willingly and enthusiastically shoulders additional responsibilities. His exceptional qualities were identified in streamlining the system of work maintaining good rapport with all for execution of policies/ Instructions, maintenance of discipline in general and keen interest to solve the problems. The Subroto Park has undergone noticeable transformation in terms of quality of output, which has been possible due to his dynamism, hard work, intelligent use of resources and above all his capability to put a plan into practice. Under his stewardship the quality of life for personnel in respect of water, sewage, electricity and maintenance of SMQ's and surroundings was enhanced many-fold. Also his personal attention to improve Airmen Mess, Billets and Bar has been well noticeable. Clearing the vegetation and beautification on Arjan Path and area outside the fencing of Subroto Park was possible due to his keen interest. His involvement in pursuing the various works services for beautification of subzi mandi, CSD shopping complex, canteen and creating parking lanes at public places have been highly appreciable. His active interest in the enhancement of security awareness among the personnel will immensely help to improve the security environment of Subroto Park. Squadron Leader Oulkar has displayed high degree of professionalism and competence. He contributed towards the realignment of ATS routes and local-flying areas of airbases under WAC to ensure safer flying enviornment to civil flights and provide more tactical freedom to military traffic. His efforts on updating WAN and data analysis is praiseworthy.

Through hard work and personnel management of high order he has been able to imbibe in his subordinates a zeal for commitment to task and obtain their willing support. This has been amply manifested in accomplishment of time bound tasks through teamwork, individual commitment and motivation. The superlative performance, discipline, reliability, integrity, loyalty, maturity and dedication to duty of the officer have always been an asset to the Air Force.

In recognition of his all round excellence, his contribution to the AF in the field and for his professional skill, exceptional devotion to duty, leadership, initiative, humane approach and for distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Sqn Ldr RJ Oulkar.
