Details : Group Captain Abhijit Roy (18219) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Mechanical) branch on 17 Feb 86. He has been the Senior Engineering Officer of a MiG-29 and Su-30K Squadron, Chief Quality Assurance Officer of a Base Repair Depot, Squadron Commander of Aircraft Technical Squadron of a MiG-29 flying base, Joint Director Engineering at Air HQ (VB) and Chief Engineering Officer of a Su-30MKI Operational Base. He was trained on Su-30K maintenance in Russia and was instrumental in setting up maintenance infrastructure of the first Su-30K Sqn in IAF. He is functioning as Director of Su-30MKI Maintenance Cell at Air HQ (VB) since 16 May 11. He was commended by the Chief of the Air Staff on 26 Jan 1993 and by the Air Officer Commanding in Chief, SWAC on 26 Jan 02. As Chief Engineering Officer of AF Station Pune, Gp Capt Roy, applying his professional acumen and sound management techniques, orchestrated the Su-30MKI fleet recovery plan. His incisive introspection led to implementation of innovative methodologies of increasing second line servicing capacity, quick recovery of unserviceable aircraft, effective utilization of critical spares and test equipment leading to increased aircraft availability. This resulted in enhanced tarmac availability of aircraft by approximately 20% in a span of one year. His creative approach coupled with good understanding of practical difficulties led to significant achievements across the gamut of maintenance activities. His thrust on result oriented approach and effective marshalling of available resources had culminated in better operational preparedness of the base. As the Director of Su-30MKI Maint Cell, Gp Capt Roy was responsible for smooth induction of Su-30MKI Sqn at Air Force Station, Jodhpur and Halwara. His co-ordination with OEM and repair agencies ensured faster recovery of aircraft on prolonged rectification. In the absence of repair and overhaul facilities in the country and long repair cycle of aggregates Ex-abroad, he was instrumental in entering into a contract for Long Term Repair Agreement (LTRA) with various OEMs. He has focused on strengthening critical maintenance aspects of quality of preventive maintenance, liquidation of concessions, improvement in modification status and effective follow up of defect investigation. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Group Captain Abhijit Roy. 115
