Details : Group Captain Arunava Sengupta (15916) AdmlFC was commissioned in the Indian Air Force in the Administration Branch on 14 Dec 1979. In the formative years of his career, he has excelled as a Fighter Controller demonstrating his skills using various radars. After graduating as Master Fighter Controller and commanding a frontline radar unit on the western border, he pioneered the move by road of ST-68 radar into the Kashmir valley and its operation for the first time from Srinagar airfield. He has a distinction of grooming young controllers as Directing Staff in TACDE. He also contributed in review of exit-policies for officers during his stint at Air HQ (VB) as JDPO-3. During his tenure as Chief Administrative Officer at 402 AF Station, the officer played a pivotal role during the Colour Presentation Ceremony in Nov 2004 and displayed a very high sense of responsibility and foresight for the successful conduct of the event. He brought up the overall infrastructure of the Station, including the state of the art workshops, engine test beds, maintenance hangars and the admin buildings. During his tenure, he modernized the Air Warrior Messes, revitalized the fitness centres, renovated the DSC guard rooms, instituted the system of door to door solid waste collection, refurbished the children parks and established industrial reverse osmosis plant to ensure availability of safe potable water. His relentless efforts brought in remarkable improvement in quality of life. With his dedicated endeavor, the Station administration was brought up from a previous Av(-) to Above Av grading during the Directorate of Maintenance Inspection in Aug 2005. On successful completion of NDC course, the officer was placed as Director Air Force Works in Air HQ. Exhibiting professionalism, the officer systematically dealt with the challenges facing the Dte of Works. With effective application of knowledge, logical approach and convincing power, he has been able to resolve complex observations made by the MoD and Defence (Finance) in various works projects. With day to .day monitoring and vigorous interaction with the staff in MoD, he succeeded in clearing various works projects resulting in their timely release. Few such critical projects are 'infrastructure for MiG-29 upgrade' at one of the fighter squadron, 'runway resurfacing projects of two places and 'infrastructure for SU-30 induction'. He efficiently coordinated the core activities involving the Dte and the Command HQs and made significant contribution in the rare achievement of meeting the Annual Maintenance Works Plan target of releases worth Rs 850 crore in the year 2008-09. He displayed acumen in formulating works policies on intricate issues. His effective involvement in the works matters, quick appreciation of problem areas and adept analysis of issues has rendered him invaluable for the Dte. For distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Arunava Sengupta.
