Wing Commander Partha Sarathi Roy (15097) Aeronautic Engineering (Electronics) was commissioned on 25 July 1977 in the Engineering Branch of the IAF. Since then he has done several important assignments and has excelled in various aspects of his profession. He was commended by AOCin-C Maintenance Command for computerisation of inventory management and network of micro computers at an Equipment Depot.

Wing Commander Roy is a thorough professional who is an expert Electronic Warfare Operator. He has flown over 2300 operational hours in hazardous conditions, during ELINT exercise. He was also instrumental in successfully developing operational site for a ground based ELINT unit. For his hard work and professionalism he has also been commended twice by the Chief of Air Staff.

Wing Commander Roy successfully commanded a vital Air Defence Communication Centre from 05 March 1996 to 30 April 1998. With his dynamic leadership Wing Commander Roy brought about significant and quantifiable all round improvements in the functioning of the Unit. His innovative modifications of technical facilities not only resulted in improved operational efficiency, but also affected a saving of 25% of technical manpower. Optimal and disciplined usage of resources, public as well as non public funds, have resulted in an annual saving of Rs. 5 lacs. Wing Commander Roy, by his leadership style and personal example, was able to bring in achievement orientation amongst the personnel under his command.

For his sustained hard work, devotion to duty and distinguished service of a very high order, the president is pleased to award 'Vishisht Seva Medal' to Wing Commander PS Roy.
