Details : Air Vice Marshal Satish Kumar Gagneja (14544) Accounts was commissioned on 16 Jun 76 in the Accounts Branch of the IAF. He presently holds the appointment of Assistant Chief of Air Staff (Accounts) since 02 Mar 09. He being a qualified Judge Advocate has also been associated with the Department of Judge Advocate General (Air)between 1989-2007. He has held a number of important legal and accounts assignments at various major AF Stations, Command HQs as well as Air HQs in his 34 years of his illustrious career. The Air Marshal has left his indelible marks of excellence in every appointment he has held. As ACAS (Accts], the Air Officer has been instrumental in giving a new dimension to the quality of accounting services in the JAF. In the era of e-inventory management, the he took the initiative in facilitating successful implementation and audit certification of Equipment Accounting Online System (EQUOLS) application at 130 sites of the IAF. The launch of SBI "Defence Salary Package" card by the CAS on 16 Apr 10 and emphasis on automated accounting services manifest his vision in pursuit of excellence. Simplification of accounting procedures has always been an area of prime focus for the Air Officer. The introduction of simplified procedure for provident fund withdrawal, TA claim for AF personnel posted to DRDO and payment of 90% leave encashment to air warriors at unit level bear testimony to his foresightedness and drive. His active involvement paved the way for formation of Audit Liaison Cell at % PCDA (AF) Dehradun, which has resulted in increased and effective interaction with audit agencies. All these achievements have immensely benefited the organisation in terms of improved efficiency and saving in government expenditure. The Air Officer, while employed on legal duties had given an excellent account of his knowledge and analytical ability. In recognition of his legal acumen and vast experience, he was specially chosen by Air HQs in 1995 as Trial Judge Advocate for an intricate General Court Martial (GCM) which had international ramifications and the proceedings whereof were subjected to scrutiny at highest level both in India and Mauritius. He has used his legal expertise to good effect for introduction of significant reforms and amendments in the Air Force Law. As Chairman of Air Force Pay Commission Cell, he has exhibited exceptional sagacity in articulating Air Force interest at tri-services level. His close monitoring and direction have ensured smooth and timely implementation of the 6th Central Pay Commission recommendations, an accomplishment appreciated not only within the IAF but by the other two services also. With his extraordinary inter-personnel skills, he has developed an excellent rapport with the officials of Ministry of Defence which facilitated expeditious issuance of Government Orders on 6th CPC award. For distinguished service of high order and selfless devotion to duty, Hon'ble President is pleased to award 'Vtshisht Seva Medal' to Air Vice Marshal Satish Kumar Gagneia.
