Details :	Wing Commander Harshad Mishra (22963) was commissioned in the Indian Air Force as a fighter pilot in the flying branch on 18 Jun 94. He has over 3250 hours of flying experience on MiG-21 T-75, MiG-21 T-77, Bison and Su-30MKI aircraft. He is a Qualified Flying Instructor and a graduate of Defence Services Staff College. He was one of the participants of multinational Exercise Red Flag 2008 at US base Nellis and was entrusted the assiduous task of planning the same. He has been the Flight Commander of a Bison Squadron and is presently commanding a Su-30 MKI Squadron. In the past he has been awarded commendation by CAS. Within a month of assuming command, Wing Commander Harshad Mishra had the arduous task of relocating the squadron to a frontline base for strategic considerations. This mammoth task involved entire operational, maintenance and administrative infrastructure involving more than 300 tonnes of load and families of more than 350 Air Warriors of the Squadron. The relocation of the Squadron also necessitated the change in role from type training to that of operational core squadron. Due to his meticulous planning and attention to detail the move of the unit was conducted in such a smooth, professional and praiseworthy manner that, the squadron was tasked to compile a "Squadron Permanent Relocation Move Guide" to serve as a template for future relocation of fighter squadrons. Despite lack of specialist testers and equipment, he initiated second line servicing at the new base on priority and ensured high level of serviceability. Under his command, the squadron professionally completed its previous task of type training at the same time continuing to consolidate on operational role by undertaking regular long duration missions over the North-East, the Himalayas and Island Territories. It was due to his zeal and focus that the unit could achieve 172 operational up gradations of pilots in a short span of two years, participate in all exercises of South Western Air Command and Western Air Command in extremely professional manner and win three trophies in exercise Eklavya 2011. He was also the first officer to fire the BETAB bomb from Su-30 MKI and was instrumental in finalising the Standard Operating Procedure for the weapon. Additionally the officer led the team tasked to validate the ACMI modification and carriage by Su-30 MKI. Details :	Wing Commander Gurpreet Singh Tung (23201) was commissioned in the Indian Air Force as a helicopter pilot in the flying branch on 17 Dec 94. He is commanding a Mi-26 Helicopter Flight at Air Force Station Chandigarh since 08 Apr 13. He has flown 3981 hours on various aircraft including more than 400 hours on Mi-26 helicopter. He is the only supervisor endorsed on Mi-26 helicopter. Large scale rescue operations in Uttarakhand (Op Rahat) commenced on 17 Jun 13 and shortly after the commencement of Op Rahat, it was realized that positioning of heavy equipment in the remote helipads would be critical for mission accomplishment. Since most of the roads and bridges had been damaged or washed away because of the flash floods, it was decided to airlift and position refuellers / fuel barrels at Dharasu and Gaucher to sustain the operations. On 18 Jun 13, Wg Cdr Tung was tasked to airlift and position 9 KL refuellers at Dharasu and aviation turbine fuel (ATF) barrels at Gaucher, a mission which could only be undertaken in the world's largest helicopter, Mi-26. He analysed that the helicopters did not have adequate flying hours to undertake the mission and hence after due deliberations with the technical staff at various levels, proposed a daring and realistic plan for granting a war time extension on the helicopter for execution of the task. Although this entailed him taking immense risks while flying, he took on the mission himself and thus ensured positioning of the equipment and sustenance of the relief operations. He executed the challenging task in a most professional manner wherein, 92000 kgs of special stores and heavy equipment were airlifted in a time bound manner and in demanding circumstances to remote and restricted areas. For exceptional devotion to duty and professional competence in the tremendous odds, Hon'ble President is pleased to award Vayu Sena Medal (Devotion to Duty) to Wing Commander Gurpreet Singh Tung.

Details :	Wing Commander Ramachandra Venkateswara Prakash (23523) was commissioned in the Indian Air Force as a helicopter pilot in the flying branch on 17 Jun 95. He is the Commanding Officer of an operational Mi-17 unit since 28 May 12. He is a Cat 'A pilot and has a total flying experience of 3500 h. He is a graduate of the Defense Services Staff College, a Qualified Flying Instructor and a Helicopter Combat Leader. Under his command the unit has been employed for Anti Naxal Operations as a part of `Op Triveni'. The unit faced the daunting challenge of maintaining six helicopters at three geographically separated detachments. With exemplary leadership, he has routinely overcome challenges of manpower constraints and aircraft serviceability to ensure that the unit is always ready to take on its allotted tasks. He has been instrumental in evolving new tactical procedures, which in turn have enabled the execution of a large number of missions in a high risk environment safely. He has on many occasions personally flown a number of high risk missions in the most challenging circumstances. He constantly spurs his personnel towards professionalism and successful mission accomplishment. His extraordinary courage and leadership qualities were displayed during the recovery of one of his unit helicopter which had to carry out a force landing due to hostile fire on 18 Jan 13 in the Naxal infested Sukhma district. In the face of grave naxal threat, he personally led a rectification team to the force landing site. Due to the continued naxal threat to the helicopter and the recovery team, it was decided that the aircraft be flown to Jagdalpur Detachment after only patch repair at site. As befitting the ethos of service, as the Commanding Officer of the unit he rose to the occasion. Disregarding personal safety he volunteered to fly the helicopter to Jagdalpur from the site of force landing after only patch repair at site. The entire recovery was carried out directly under his supervision in a record time of under 96 hours highlighting his professional aptitude, courage and conviction of the highest order in line with the finest traditions of the Indian Air Force. For exceptional devotion to duty, Hon'ble President is pleased to award Vayu Sena Medal (Devotion to Duty) to Wing Commander Ramachandra Venkateswara Prakash.

Details :	Squadron Leader Saurabh Gupta (26979) was commissioned in the Indian Air Force as a pilot in the flying branch on 22 Jun 02. He is on the posted strength of Flying Instructors School at Air Force Station Tambaram as a Directing Staff since 19 Dec 12. On 13 Feb 13, he was authorised to fly a general handling instructional sortie for the benefit of a trainee QFI. During the sortie, while opening throttle from idle to maximum, the engine RPM and thrust did not build up above 58%. Sqn Ldr Saurabh Gupta analysed the grave nature of emergency situation in a calm, composed and professional manner. With the available thrust at the maximum obtainable RPM of 58%, it was not possible for the aircraft to maintain level flight or for a normal approach and landing to be carried out implying that the pilot had only one option left for recovering the aircraft at that stage, which was to glide the aircraft and intercept the force landing pattern at the nearest airfield. This consideration left a negligible margin of error for landing the aircraft. A go around due to any reason would have been impossible and would have invariably led to an ejection from such a low altitude, resulting in loss of an aircraft and possible injury to the pilots. Although the aircraft was 25 Km away from the base with just adequate height to carry out a force landing, he correctly assessed the aircraft position with respect to the airfield. Keeping these restrictions in mind, he took over control from the trainee QFI, skillfully maneuvered the aircraft to intercept the forced landing pattern and carried out an uneventful landing. The landing conditions were all the more challenging due to strong cross wind, short runway length at Tambaram airfield and close proximity to Chennai international airport. Sqn Ldr Saurabh Gupta handled a critical emergency with an exceptional high level of skill and professionalism. He maintained his composure in a dire emergency situation and retrieved the aircraft and his co-pilot safely thus displaying a very high sense of devotion to duty. Details :	Wing Commander Abhyankar Aniket Santosh (24497) Flying (pilot) is from the Helicopter stream and since 22 Apr 12 he is the Flight Commander of a Cheetal! Cheetah helicopter Unit that operates in the Siachen Glacier. He is a Cat 'N. QFI and has over 4,000 hours of accident/incident free flying. Wg Cdr Abhyankar has flown over 1,000 hrs in the inhospitable and challenging terrain of Siachen Glacier, where a helicopter is required to be flown at the extremes of its flight envelope and under constant threat of enemy observation and fire. He has displayed utmost courage and devotion to duty, while skillfully executing more than 500 landings at the world's three highest helipads located at Amar Son am and Zulu in the 'Op Meghdoot' area. He has also executed numerous casualty evacuations from places located above 20,000 feet in the Siachen Glacier and Laddakh Sector. His contribution towards the war efforts in the World's Highest Battlefield has been substantial. On 17 Aug 13, Wg Cdr Abhyankar was tasked for rescuing a foreign national, who was part of a lndo-British expedition, from 'Saser Kangri' which is at an altitude of 23,000 feet. At these altitudes, the helicopter operates at the extremes of its flight envelopes, has exceedingly restricted reserve of power, no margin for error and hence exceptional piloting skills are required to handle the helicopter safely. On the day of the planned rescue, the weather in the sector was marginal with poor visibility, strong gusty winds and clouding which further added to the challenges being faced by the pilot. Braving these adverse circumstances, Wg Cdr Abhyankar skillfully maneuvered and landed his helicopter in an extremely restricted & uneven terrain which was mired in crevasses & loose snow. He evacuated the paralyzed casualty to Tangtse where basic medical aid was available. By now, the weather in the area had further deteriorated which mandated an unplanned night halt at Tangtse and further evacuation to Leh was only possible the next day. Throughout this act of valor, Wg Cdr Abhyankar, used his experience, judgment and exceptional flying skills and was able to save a precious life. He also kept up the highest traditions of the IAF and displayed exceptional courage, highest level of leadership, professionalism and skills. For this act of exceptional courage, exemplary leadership and highest level of professionalism, Hon'ble President is pleased to award Vayu Sena Medal (Gallantry) to Wing Commander Abhyankar Aniket Santosh.

Details :	Wing Commander Rahul Shukla (25845) Flying (Pilot) is on the posted strength of a frontline BISON Squadron since 30 Jul 12. On 20 Jan 14, Wg Cdr Rahul Shukla was detailed to ferry a MIG21 T-69 aircraft from Kalaikunda to Ambala with a refuelling halt at Allahabad. After takeoff from Allahabad, while climbing passing 5 km, he heard a bang from the rear portion of the aircraft. He immediately checked his engine parameters and noticed a rise in Jet Pipe Temperature (JPT). As he reduced power to control the Jet Pipe Temperature, his Main Hydraulic Warning light came on with pressure gauge indicating a drop in hydraulic pressure. The failure of the main hydraulic system manifests into non-availability of certain critical systems which results in reduced controllability of the aircraft. The situation was further aggravated due to the marginal weather conditions of poor visibility and low cloud base. Despite being faced with a grave emergency, with uncertain and unclear indications of the exact cause, he retained his composure and took the correct actions of recovering the aircraft on RW30 at Allahabad. Since the cloudy conditions prohibited visual contact with the ground, he retained his ventral drop tank so as to preclude jettisoning it over a populated area. Taking cognisance of the marginal weather conditions, he asked the radar controller to position him on the final approach for landing. Due to the failure of the main hydraulic system, he was forced to lower the undercarriage by emergency means and subsequently execute an immediate overweight landing without flaps necessitating much higher landing speed than the normal stipulated speed. The reduced visibility due weather and high rate of descent of 10 m/s on the final approach path provided him a window of only 8-9 seconds to pick up the runway, align and execute a landing. The frontal visibility was further restricted by the high nose up attitude due to the non-availability of flaps. While on the final approach path, the JPT had stopped registering due to probable fire in rear fuselage. Maintaining his composure in ever increasing adverse circumstances, he carried out a flawless overweight flapless landing at Allahabad and successfully stopped the aircraft without any damage on the runway. During the landing roll, observers on ground noticed and confirmed smoke and fire in the fuselage section of the aircraft. After landing, he also assisted in effective fire-fighting operations. Post flight assessment revealed extensive damage to the aircraft due to fire. Wg Cdr Rahul Shukla displayed exemplary courage, presence of mind, and was able to maintain his composure in adverse circumstances which led to the safe recovery of an aircraft with an engine problem in adverse weather conditions. His skillful piloting and professional handling of an adverse situation prevented probable civilian casualties on ground and has set an excellent professional example for others to emulate. For this act of exemplary courage and professional handling of an unserviceable aircraft under difficult circumstances, Hon'ble President is pleased to award Vayu Sena Medal (Gallantry) to Wing Commander Rahul Shukla.

Details :	Group Captain Tarun Kumar Singha, VSM is the Chief Public Relations Officer (CPRO) at Kolkata and has established cordial media relations in the region and has been at the forefront of all media events in enhancing the image of the armed forces. Always alert to various events in the region, his understanding and prbjection of the various initiatives undertaken by the Indian Army in a deft and timely manner helps the vast ESM, veterans and their families to know of the same. Although an IAF officer, his understanding and propagation of Army's Sadbhavana endeavours encouraged various NGOs to come forward and assist the Army by undertaking free-of-cost heart surgeries for Blue-Baby Syndrome-afflicted children from J&K and North East. His initiatives and zeal go beyond the normal call of duty in integrating the civil society with the Indian Army. He has been actively involved in projection of the image of the Army in correct perspective, through insightful and factual reporting of events. He has kept an astute eye on matters that could potentially harm the image of the Army by misrepresentation. His other initiatives include creating awareness of the armed forces and career options amongst school children in the region. Even as Cyclone Phailin was expected to strike Odisha on 12 October 2013, Group Captain Singha was amongst the first Public Relations Officer to reach and cover the aid provided by Army, Navy, Air Force and Coast Guard in a positive and timely manner. For his dedicated efforts in highlighting the positive image of the Indian Army in the region, Gp Capt Tarun Kumar Singha, VSM is recommended for 'Bar to Vishisht Seva Medal'.

Details :	Air Vice Marshal Radhey Mohan Tiwari (15453) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 26 Jun 78. He is a post graduate in Electrical Engineering & Management Studies and has successfully completed Technical Staff Officers Course and Higher Defence Management Course. For his good work he was commended by CAS in 1997. He has held appointments of Command Systems and Engineering Officer at two Command Headquarters, Principal Director Signal Intelligence and Deputy Asst Chief of network enable operations and joint communication electronics staff at HQ Integrated Defence Service. Some of his significant achievements are relocation of communication network facilities for HQ SWAC. smooth induction of Hawk aircraft fleet at Bidar, successful implementation of programme `Divya Drishti' for signal intelligence, commendable work in the field of communication secrecy & network enabled operations in joint services and identification and management of frequency spectrum for defence services. During his present tenure as Assistant Chief of the Air Staff (Systems), he has fully involved himself in successful completion of many important projects / tasks related to ground support systems. With his superior professional knowledge and innovative ideas he has streamlined the functioning of directorate of systems. His good liaison with M/s BEL & HAL has resulted in timely induction and high serviceability of Ground Control Approach (GCA) radars in IAF. With his close interaction and liaison with ADRDE, CEMILAC and the OEM (M/s ESCO, USA), he has been successful in obtaining clearance for plinth design for re-installation of vintage arrester barriers indigenously which resulted in saving of foreign exchange. He was given the additional task of streamlining the functioning of Directorate of Electronic Warfare (EW) systems to enhance the serviceability of vital EW systems. With his perseverance and good liaison with BEL and the foreign vendors he has been successful in enhancing the serviceability of EW systems. His tactful negotiations with vendors has resulted in finalisation of many outstanding contracts, which will substantially enhance the serviceability and availability of vital mission support systems. Details :	Air Vice Marshal Dilip Chandra Agarwal was commissioned in the Army Medical Corps on 11 Apr 78. He is currently posted as Principal Medical Officer, Eastern Air Command, with effect from 01 Nov 2012. He is a Master in General Surgery and Master in Orthopedics, a rare distinction for any medical professional. A highly acclaimed, skilled and experienced surgeon of repute with great versatility and expertise in many surgical fields including General Surgery, Arthroscopy and Joint Replacement Surgery, he has been Commended by the COAS twice and by the Army Commanders four times. During peak insurgency period from 1993 to 1996 at Base Hospital Srinagar and from 2000 to 2004 at Military Hospital Jammu, he achieved the unique and unparalleled distinction of having treated more than three thousand battle causalities and saving number of lives and limbs. He pioneered the technique of primary internal fixation of bones in battle causalities, a revolutionary initiative, which helped in reducing morbidity, mortality, complications, hospital stay, convalescence period and achieving better functional outcome. Because of his laudable clinical acumen and outstanding surgical skills, he has been assigned to various premier Orthopedic Centers of Armed Forces. A recognised post graduate teacher, examiner and Professor of Orthopedics at the prestigious Armed Forces Medical College, Pune, he has had the singular distinction of starting two Orthopedic Centers of the Armed Forces at Jammu and Srinagar. As a Senior Advisor Orthopedics at Base Hospital Lucknow, he provided orthopedic cover to eight States and performed more than 4500 surgeries. He also headed the prestigious Joint Replacement Center at Army Hospital R&R, where he performed more than 1500 joint replacement surgeries using state of the art technology. In his present appointment, displaying foresight and initiative, he has been singularly instrumental in setting high standards of Medical Care. Leading from the front, on 03 Dec 12, he took upon himself to travel to Bagdogra to operate upon a young pilot who had ejected from Jaguar aircraft and had sustained critical fractures. His clinical expertise helped the young pilot to recover uneventfully without any disability. His incisive analysis, assiduity and philosophy has resulted in modernisation of Station Medicare Centres and Hospitals in a meaningful manner and has brought about an affirmative perceptible change in the soft skill of health care providers. He diligently achieved KRAs like Patient Safety, Training of Medical and Paramedical Staff, Disease Prevention and Detection Camps which has resulted in commendable reduction in morbidity and mortality, and enhanced clientele satisfaction. He is a highly dedicated, devoted and committed professional par-excellence and an administrator with vision, fortitude, perseverance, conviction and determination. An achiever of high standards and goals, a great leader and a team member, he has always led from the front and set a sterling example for others to emulate. Details :	Air Commodore Naresh Kumar Sharma (17038) was commissioned in the Indian Air Force in the administrative branch on 29 Dec 82. He has held the appointments of Command Judge Advocate in four different Commands before being appointed as Judge Advocate General (Air) on 01 Aug 10. Since 15 Apr 13, he is functioning as Principal Director (Legal). He was commended by the Vice Chief of Air Staff on 08 Oct 96 and the Chief of Air Staff on 08 Oct 04. The Air Officer has displayed an extremely high degree of professionalism, uprightness, contribution and devotion to service. He has established an excellent rapport with the Solicitor General, Legal Advisors and Additional Solicitor Generals, Ministry of Law to ensure that no case is decided ex-parte and no contempt case is decided against the Indian Air Force. The Air Officer, with his extensive legal knowledge and analytical proclivity, conceived and implemented the ways and means to curtail avoidable delays at the investigative stage of disciplinary cases. He made a tremendous contribution towards providing essential legal policies, procedures and guidelines as ready reckoners on the IAF Intranet for commanders and administrators to ensure due compliance and transparency in all legal matters. The Air Officer provided constant guidance to the CJAs and course corrections provided by him in the complicated cases helped them to safeguard service interests in an effective manner. After setting up of the Armed Forces Tribunals, there was a sudden influx of a substantial number of cases in the AFTs, especially the long outstanding ones, which posed an insurmountable challenge. The paucity of Govt. Counsels, who were yet to be appointed for AFTs, further aggravated the situation. The Air Officer, with his perseverance and vast experience gleaned through research of over a decade old cases, provided all legal and tactical support to the Officers-in-Charge of Legal Cells concerned. With his relentless efforts, round-the-clock monitoring and personal involvement, more than 1200 cases have been decided by the AFTs, out of which about 85% cases have gone in favour of Uol/IAF. Details :	Air Commodore Pradeep Kumar Bapat (17227) was commissioned in the Indian Air Force as a fighter controller in the administrative branch on 28 May 83 and served for ten years as a fighter controller. During his service, he has held the appointments of Senior Administrative Officer, Camp Commandant at Air HQ, Chief Administrative Officer at two Air Force Stations and Command Works Officer of an operational command. Presently, he is commanding an Equipment Depot. His administrative acumen has earned him CAS commendation in 1999. He had exhibited his professional competence in providing excellent administrative support for Exercise COPE-INDIA and SYNDEX. He has also participated in joint Air Exercise GOLDEN EAGLE at South Africa. During his tenure at Air HQ, he was singularly responsible for installation of the rain water harvesting system apart from being instrumental in planning the installation of the centralised air conditioning and access control system. He also modernised the conference halls, foyers and planned works services for Paryavaran Bhavan. As Chief Administrative Officer, he paid special attention to the improvement of quality of life. He has displayed a very high order of professionalism in making all the ceremonial, administrative and security arrangements during Honourable President's visit to AF Station Pune to undertake her maiden flight in Sukhoi-30 aircraft. As Command Works Officer, he ensured timely completion of operational projects like land acquisition at Ozhar and Works Services at Phalodi. As Air Officer Commanding of the Equipment Depot, he has effectively worked towards liquidation of non moving stores, cooking of ammunition and clearing of surplus arms occupying large storage. It was because of his good liaison and persistent efforts that the Station has been able evict the encroachers from Cholavaram and secure the IAF land. He has worked towards use of solar power and conservation of rain water to make the green station. His efforts have resulted in the station receiving the trophies for 'Best environmental station' and Best family welfare centre. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Suva Medal to Air Commodore Pradeep Kumar Bapat.

Details :	Air Commodore Anirban Bhattacharyya (17287) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 22 Aug 83 and has held important appointments in premium aircraft bases, friendly foreign governments, Comd HQ and Air HQ. In his first posting itself at 2204 Sqn the officer was adjudged exceptional by DASI. While he was the STO of 2212 Sqn, the squadron was awarded the best Pechora Sqn and the best combat team. As a Squadron Leader, the officer was posted to 40 Wg as officer in - charge II Line RDM Bay. The Officer was instrumental in the recovery of two test benches in short time which resulted in increased availability of LRUs and reduction of expenditure. During his tenure in 7 Sqn as EO and STO, the Officer formulated maintenance SOPs for flight line maintenance that are in vogue till date. The Officer went on deputation to the Botswana Defence Force where his adaptation, ingenuity and creativity in drafting SOPs and maintenance philosophy was greatly appreciated. On his return to IAF, the Officer was posted to M-2000 Directorate at Air HQ. Here the officer played a stellar role in regularizing of PR/SR and availability of critical spares in the M-2000 fleet. His personal involvement ensured that all outstanding issues regarding M-2000 were promptly cleared. For the exceptional job done at Air HQ the Officer was commended by the CAS during this tenure. The Officer was next posted to 40 Wg as SE(L) where the Ilnd Line bays were facing problems of obsolescence. The Officer carried out an audit of the test benches and suggested remedial measures to combat obsolescence. His exceptional knowledge and involvement resulted in indigenization of a large number of testers. On his promotion to Gp Capt the Officer was posted as CEO to AFA which operated the HPT-32 aircraft. These aircraft were highly prone to snags and engine cuts. With his innovative approach and commitment, engine cuts were significantly reduced. AFA during his tenure enjoyed the maximum availability of FIPT-32 aircraft. The Officer was posted as Sr Member (Tech) to DAS (Air HQ RKP) thereafter where he carried out a study on Human Error in Aircraft Maintenance which has now become a template for analysis of HE(S). Air Cmde A Bhattacharyya is now posted to HQ CAC as C Eng 0. The Officer has been key to increasing aircraft availability in CAC AOR. With his foresight and planning the Officer was instrumental in recovering 29 AOG aircraft within one year. Air Cmde A Bhattacharyya played significant role in planning of the maintenance aspects in Phase-II of Ex Live wire which saw an exceptional number of successful missions in CAC AOR. He is a Helicopter Combat Leader with 5072 hours of accident free flying. The officer is an alumnus of the Defence Service Staff College and College of Defence Management. His previous appointments include Flight Commander of a helicopter unit, Commanding Officer of two Helicopter Units, one of which was under the United Nations in Congo. Chief Operations Officer of a base under the United Nations in Congo. Commander of a Tactical Air Centre in the Western Sector and a member of the faculty in the Defence Service Staff College at Wellington. Prior to the present appointment, he was Air I at Advance Headquarter South Western Air Command. With his foresight and involvement. the officer ironed out long standing contentious issues relating to joint operations and drafted the Joint Operations Directive. He was also instrumental in creating Joint Digital Target Folders of the sector. He worked in conjunction with the sister services and demonstrated maturity and understanding of the needs of the other services. In the present appointment as the Air Officer Commanding of an operational base. the officer has displayed unflinching loyalty, dedication, eye for detail. excellent ability to motivate his team. perseverance and the will to prevail under all odds. The base was entrusted the onerous task of conducting the President's Standard Presentation to two operational squadrons for the first time under Southern Air Command. Details :	Air Commodore Subramaniam Ravi Vridhachalem, VM (18101) was commissioned in the Indian Air Force as a helicopter pilot in the flying branch on 06 Dec 85. A Qualified Flying Instructor and Instrument Rating Instructor and Examiner, the officer has more than 6000 h of flying on six types of helicopters of the IAF. The officer has commanded a Mi-17 helicopter Unit in the Eastern sector, has been the team leader of the IAF training team at Mauritius and Station Commander of an operational base. He is presently Principal Director Operations (Helicopters) at Air Headquarters since 18 Dec 12. Air Commodore Vridhachalem was the first Flight Commander of a Mi-17 1V Unit deployed in the Siachen glacier. During his tenure he was instrumental in operationalising landings of Mi-17 1V helicopters at helipads at an elevation of 5100 m in the main Siachen glacier. During his tenure as the Commanding Officer of a Mi-17 Unit in the Eastern sector, his Unit was awarded the coveted `Best Helicopter Unit of the IAF' trophy for the year 2004. The officer was also responsible for enhancing operational NVG capability of his Unit and commencing NVG flying in the hills of Eastern Assam and Arunachal Pradesh. During his staff tenure as Joint Director Personnel at Air Headquarters in 2006, the officer was responsible for manning of Helicopter pilots as well as UAV and SAGW Sqns. As team leader in a friendly foreign country he was instrumental in enhancing military cooperation and facilitating induction of an ALH into the Mauritius Police Force. As Principal Director Operations (Helicopter), he has been instrumental in streamlining Operating Procedures and policies pertaining to helicopter operations. The Air officer has also been involved in enhancing the operational exploitation of newly inducted Mi-17 V5 and ALH Mk-III helicopters. He has effectively monitored the utilisation of helicopters in IAF support to Op Triveni and has involved himself in great detail in compiling a comprehensive Joint SOP which will help IAF showcase its core competence while operating with Central Police Forces in anti-naxal operations. The Air Officer has also been closely involved in progressing cases for scaling of role equipment for all types of helicopters, which will enhance the operational capability of the Units further. When the devastating landslide and floods affected Uttarakhand, Air Commodore Vridhachalem was at the fore front of coordinating operations from Air Headquarters. The Air officer ensured availability of adequate air assets to cope with the magnitude of the disaster. The fact that induction of 45 helicopter of the IAF were coordinated and ferried from diverse locations within four days of the commencement of operations bears testimony to his professionalism. Details :	Air Commodore Surendra Pal Singh (18260) was commissioned in the Indian Air Force as a Transport Pilot in the flying branch on 07 Jun 86. Presently, he is the Air Officer Commanding of Air Force Station Yelahanka since 24 Sep 12. The officer has rich experience of operational flying as well as Training and Staff assignments. He is a Cat A Qualified Flying Instructor, a graduate of Defence Services Staff College and an Air Force Examiner. He served as a Flight Commander of a Boeing Squadron from 2006-08. As Chief Operations Officer , he achieved flawless execution of VVIPNIP operations. Also, he envisioned the construction of a suitable tarmac capable of accommodating large ac like AN-124 and C-17 and widening of taxi track which now has given the base tremendous operational flexibility. As Squadron Commander of a Squadron equipped with IL-76 and AN-32 aircraft, he brought about a sea change in operational and infrastructural readiness of the Squadron. Air Cmde SP Singh was appointed AOC of AF Station Yelahanka on 24 Sep 2012 and was entrusted the responsibility to conduct of Aero India-13. He effectively supervised each aspect associated with the event and also achieved a very high degree of co-ordination amongst a large number of agencies including Ministry of Defence and the State Government. His relentless efforts resulted on the providing of a safe and secure environment for the participating aircraft and foreign delegates and there was no untoward incident. The methodical conduct of the event under the able leadership of the officer won him appreciations from all quarters both within the country and abroad. His meticulous planning and flawless execution of the event led to considerable reduction of manpower and optimum use of resources thereby saving exchequer hundreds of lakhs of Rupees. While the preparations for the event continued relentlessly, his focus on training flying also continued concurrently and this resulted in the station flying over 20,000 hours of accident free flying in the last financial year which is the highest by any flying base in the IAF. This was possible because of the meticulous planning and sterling qualities of leadership displayed by Air Cmde SP Singh. Details :	Group Captain Ashish Vohra (18801) was commissioned in the Indian Air Force as a fighter pilot in the flying branch on 13 Jun 87. He has been posted as the Station Commander of Air Force Station Bakshi-Ka-Talab since 23 Apr 2012. The officer is a Fighter Strike Leader, graduate of the Defence Services Staff College and College of Air Warfare. He has more than 2700 hours of fighter flying experience. During his service career, the officer has served as a Directing Staff at MiG Operational Flying Training Unit and Tactics and Air Combat Development Establishment, CO of 22 Squadron, Chief Operations Officer of a fighter base and Director Personnel Officers-4 at Air HQ. As a Station Commander, he has displayed exemplary leadership and exceptional professionalism in achieving an extremely high degree of Operational Preparedness and significantly enhancing the Combat Potential of the station. Under his tutelage, the station's operational, administrative and maintenance standards have received a tremendous fillip. His regular flying, constant guidance and timely advice helped 35 Sqn achieve exceptional standards in its operational and maintenance tasks, inspite of operating a legacy aircraft. His supervision and support resulted in all aircrew of 35 Sqn being declared Day Ops and rated as per their experience. Under his supervision 2232 Sqn, another lodger unit of the station achieved the exceptional standard of two 'Direct Hits' during the live firing of P-Ill RPAs, inspite of the system being life expired and awaiting refurbishment by the OEM. The 'Best in Aerospace Safety', 2nd best 'Play School', 2nd best AFWWA Venture' trophies in CAC during 2012-13 are reflective of the officer's extraordinary penchant for work. The in-principle approval by Air HQ for the station's upgradation to a Wing (38 Wing), the speedy movement of the station Comprehensive Proposal to MoD for acquisition of additional 300 acres of land, the near successful endeavour to acquire additional 6.5 acres of land at Asthi road inspite of absence of revenue maps are testimony to the officer's involvement and initiative. Facelift to the Station Canteen and Shopping Complex, speedy construction of the Air Warriors' Institute and Station Briefing Cum Examination Hall reflect the officer's focus on morale enhancement of air warriors. Details :	Group Captain Vivek Rajhans (17620) was commissioned in the Indian Air Force as engineer in the Aeronautical Engineering (Mechanical) branch on 20 Aug 84. Presently, he is working as Director at Directorate of Maintenance Inspection (DMI) since 10 May 10. Prior to the present appointment, Gp Capt Rajhans has worked at various Fighter Squadrons/Bases, Base Repair Depot (BRD), Mig-27/29 TETTRA, Command HQ and Air HQ. While serving at 4 BRD, the officer used his initiative and ingenuity to recover R-29 engine test bed within one month, which was completely burnt in an accident, and initiated automation process to reduce testing duration. As Chief Engineering officer (CEO) of a Flying Station, he initiated and executed underground communication cable project and improvement of Communication/ Navigational Aids. He was commended by the Chief of Air Staff in Oct 1998 for his contribution towards this project. In his second tenure as CEO, this time of a major Flying station, he took effective measures and exercised close supervision to ensure nil accidents/ incidents due to Human Error (Servicing). In his present appointment as Director in DMI, he has played a decisive role in successful planning and conduct of Maintenance Inspections and Quality Audits of various aircraft fleets. Quality Audits of R-29 Aero-engines, Mig-27, Hawk, Jaguar, Mirage, SU-30 aircraft fleets and Mi Series helicopters conducted by DMI under his supervision brought forward many critical Aerospace Safety as well as maintenance quality related issues. He effectively utilized his professional knowledge to resolve critical issues like sluggish brakes, wing fence cracks, lateral displacement of tail plane, fuel leaks and engine casing modification for air transportation of Hawk aircraft. Jaguar audit carried out under his supervision helped in addressing crucial issues like pin-hole inspections on first stage compressor blades, flexane coating peeling-off, implementation of modification for reducing stress concentration on main planes and fuel leaks. His flagging of issues like gap in provisioning, improper environmental conditions, large number of concessions lack of updates on publication, etc during Mirage Maintenance Audit resulted in series of corrective measures. Details :	Group Captain Vijay Pal Singh Rana (17736) was commissioned in the Indian Air Force as a fighter controller in Administrative branch on 21 Dec 84. He has held various important appointments including Commanding Officer of a Radar Unit, Directing Staff at Defence Services Staff College and Electronic Warfare Range, Joint Director at Directorate of Air Staff Inspection, and Director Operations Integrated Air Command and Control System {D(Ops) IACCS}. He has also been on deputation to Lusaka, Zambia as Air Advisor. During his command of a radar unit, the unit undertook large number of mobilities including five month long operational deployment during 'Operational Vijay'. During 'Operations Parakram' he contributed immensely in formulation and implementation of Joint Services Standard Operating Procedures on Air Defence of J&K Area. Gp Capt Rana is presently posted as Chief Administrative Officer (C Adm 0) of a fighter base since 29 April 2011. His planning, execution and supervision of large number of major capital works including indoor swimming pool, auditorium, security wall and weapon storage areas has been of very high order. Details :	Group Captain Palvinder Singh (17892) was commissioned in the Indian Air Force as an Air Traffic Controller in Administrative branch on 14 June 85. In over 27 years service, he has held several key appointments at operational bases, Staff in Services Selection Boards and staff appointments at Air HQ. Presently, he is the Chief Administrative Officer at Air Force Station Jamnagar since 04 Aug 11. He is a highly motivated Administrative Officer, who has constantly exhibited a very high degree of professionalism. Through judicious use of Non Public Funds, Work Services and Public Funds, he has renovated and created various facilities at Air Force Station Jamnagar that have enhanced the quality of life of all Air Warriors. Numerous administrative measures introduced by him have helped save precious man-hours. While improving quality of life and providing good administration he has been very cost conscious and maintained a healthy growth of Non Public Funds. Through implementation of various administrative measures and installations of electricity saving devices, he has ensured savings on the electricity tariff. The officer developed a method of 'packing' the soil and has used it to good use for laying of concrete interconnecting paths to all the vital locations of airfield. His personal guidance and involvement have manifested in bringing up a model Air Traffic Control Tower and ideal squadron complex for Jaguar and MiG-29 units. Jamnagar is classified as an arid zone with high sodium silicate content in soil and has been perpetually affected by water scarcity. Gp Capt P Singh took it up as mission and planned and came up with an unique sewage treatment plant (STP). This STP water is extensively piped to huge patches of arboricultural lands, again developed under his guidance. His contributions were appreciated and the overall excellence of general administration of the station was recognized when AF Stn Jamnagar was adjudged 'Best in Administration in SWAC. He has been the Senior Engineering Officer of a MiG-29 and Su-30K Squadron, Chief Quality Assurance Officer of a Base Repair Depot, Squadron Commander of Aircraft Technical Squadron of a MiG-29 flying base, Joint Director Engineering at Air HQ (VB) and Chief Engineering Officer of a Su-30MKI Operational Base. He was trained on Su-30K maintenance in Russia and was instrumental in setting up maintenance infrastructure of the first Su-30K Sqn in IAF. He is functioning as Director of Su-30MKI Maintenance Cell at Air HQ (VB) since 16 May 11. He was commended by the Chief of the Air Staff on 26 Jan 1993 and by the Air Officer Commanding in Chief, SWAC on 26 Jan 02. As Chief Engineering Officer of AF Station Pune, Gp Capt Roy, applying his professional acumen and sound management techniques, orchestrated the Su-30MKI fleet recovery plan. His incisive introspection led to implementation of innovative methodologies of increasing second line servicing capacity, quick recovery of unserviceable aircraft, effective utilization of critical spares and test equipment leading to increased aircraft availability. This resulted in enhanced tarmac availability of aircraft by approximately 20% in a span of one year. His creative approach coupled with good understanding of practical difficulties led to significant achievements across the gamut of maintenance activities. His thrust on result oriented approach and effective marshalling of available resources had culminated in better operational preparedness of the base. As the Director of Su-30MKI Maint Cell, Gp Capt Roy was responsible for smooth induction of Su-30MKI Sqn at Air Force Station, Jodhpur and Halwara. His co-ordination with OEM and repair agencies ensured faster recovery of aircraft on prolonged rectification. In the absence of repair and overhaul facilities in the country and long repair cycle of aggregates Ex-abroad, he was instrumental in entering into a contract for Long Term Repair Agreement (LTRA) with various OEMs. He has focused on strengthening critical maintenance aspects of quality of preventive maintenance, liquidation of concessions, improvement in modification status and effective follow up of defect investigation. He is the Chief Engineering Officer at Air Force Station, Ambala since 24 May 11. He is trained on Jaguar aircraft and Electronic Warfare systems and has vast experience in various field assignments, Equipment Depot assignment, staff assignment and diplomatic assignment. He is an extremely service oriented and hard working officer with an innovative mind. With his professional acumen and effective analytical approach, he has achieved the zenith of maintenance activities at this base. His wholehearted support and guidance to the maintenance fraternity has won accolades for successful completion of all assigned tasks. With his visionary foresight, he was instrumental setting up the Electronic Warfare (EW) bay as centre of excellence, revamping of Weapon Storage Areas, Installation of Taxi lights, installation of new ADRDE Arrester Barrier and setting up of new a Tech Library. He is a perfectionist and with his immaculate planning and execution, he has been able to build up all long standing Aircraft on Ground (AOC) of this base. As a result of his efforts, the station could produce 12 Bison aircraft and 28 Jaguar aircraft for the Exercise Livewire. His impetus towards EW systems serviceability is clearly visible from the fact that, all the aircraft participating in exercise Livewire have serviceable on-board EW systems. He has dedicated his focus towards efficient AOG and spares management and left no stone unturned in timely provisioning with effective liaison with the various supply agencies. SOP modification on the Jaguar was being undertaken at the base. His keen interest and follow up of the activities undertaken by the HAL team ensured that the aircraft rolled out for flying as per the required standards. He also guided his team towards organizing the EW Seminar, ADOUR engine workshop and Armament loading and fusing Workshop at this base, the successful conduct of which were highly appreciated at all levels. Details :	Group Captain Rashid Zafar Qureshi (18475) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 18 Aug 86. He has been the Chief Engineering Officer (CEO) of fighter base. Deputy Commandant of Electronic Warfare Range Deputy Command Engineering Officer at HQ Eastern Air Command and directing staff at Technical Type Training School (TETTRA). He was commended by Chief of the Air Staff in 2003 and Air Officer Commanding in Chief in 2000. The MiG-27 fleet was grounded due to serious engine snag requiring extensive checks on all the engines. As CEO of Air Force Station Kalaikunda he undertook the challenge and with his meticulous planning and hard work ensured timely completion of checks which resulted in revival of MiG-27 aircraft fleet in a record time. He was directly involved in the recovery of Flight Data Recorder (FDR) and other vital components of a crashed Mig-21 aircraft from under water which helped in analysing the cause of accident. During his tenure he ensured hundred percent serviceability of ageing MiG-21 (Type-77) aircraft fleet on many occasions. He was posted to the Directorate of Avionics Modifications and Simulators (DAMS) at Air HQ at a time when the directorate was going through a lean phase due to large unserviceabilityâ€™s on simulators and other ground support equipment mainly due to delay in finalisation of maintenance support contracts with the original equipment manufacturers (OEMs). On assuming the charge as Director. he undertook the challenge and with his dedication and meticulous handling of cases with Ministry of Defence and the OEMs, he ensured finalisation of many long outstanding maintenance support contracts. Within a short span of six months. he revived many unserviceable systems and was instrumental in enhancing the serviceability and availability of vital systems. With his personal involvement. he has successfully resolved many long outstanding warranty claims with OEM. thereby saving a substantial amount of foreign exchange. One of his outstanding achievements has been the resolution of the long outstanding issue of Su-30 simulator maintenance contract with Russia. Details :	Group Captain Anjani Gopal Bandyopadhyay (18501) was commissioned in Indian Air Force as an engineer in the Aeronautical Engineering (Mechanical) branch on 25 Aug 86. He has held the appointment of Chief of Rotables, 1 Base Repair Depot (BRD) in 1995, wherein he was deeply involved in setting up of overhaul facilities of AN-32 aircraft and its aggregates. As Material Planning and Technology Officer at 3 BRD, he was directly associated in design, development and fabrication of test rigs of various aggregates, which were not supplied by OEM. As Command Maintenance and Aero Safety Officer at HQ Training Command, he was instrumental in overall improvement of Maintenance Safety, clearance of Defect Investigation and Courts of Inquiry of various aircraft accident incident. The officer is trained in Kiev (Ukraine) for overhaul of AN-32 aircraft and its aggregates. He has also successfully undergone Higher Defence Management Course at CDM. For his professionalism and selfless dedication to duty. he has been commended twice by the Chief of Air Staff. in Jan 1998 and Jan 2009. The Officer is a highly dedicated professional, who has a lot of experience and expertise on the AN-32 aircraft and Aero-Engine overhaul technology, which he continuously applies for the development and adoption of alternate improved technology. With his resilience, he has ensured the overhaul of five AN-32 aircraft and more than 12,000 rotables during production year 2012-13, leading to higher availability of aircraft at field units. He has meaningfully pursued reclamation of a large number of components and rotables. such as axle of Main Landing Gear of AN-32 aircraft, which would have otherwise been rendered beyond economical use. The Total Technical Life Extension (TILE) and Re-equipment project of AN-32 aircraft had encountered a roadblock due to non supply of spares. He has spearheaded the indigenous development of more than 500 spares to progress the project forward and reduce dependence on foreign OEM. He has also been instrumental in indigenisation of 23 Instrument Panels, for the first time in IAF, which were critically required for AN-32 RE aircraft. During the production year, two damaged AN-32 aircraft were repaired and recovered in record time. Under his able leadership, skid boards and cradles were designed, developed and produced in record time to enable bombing from AN-32 aircraft. These dedicated efforts have led to saving of more than Rs 80 Crore to the exchequer. His professional and effective leadership has earned 1 BRD the trophy of `Best Aircraft Depot of Maintenance Command for 2012. For distinguished service of high order. In 26 years of service, he has held varied appointments including Director Maintenance Inspection (Logistics) and Senior Logistics Officer at operational bases. In addition he has done two staff tenures at Air HQ which include Joint Director Procurement and Staff Officer (Coord) to ACAS Lgs. The officer was selected for the distinguished UN Peace Keeping Force to represent IAF on deputation to Democratic Republic of Congo during 2008-2009. The officer is presently Commanding 31 Movement Control Unit since 02 Apr 2012. During his tenure as JD Procurement, the officer single handedly successfully concluded a major project of procurement of 110 fully indigenized Crash Fire Tenders for the IAF amounting to Rs 112 Crores and was commended by the CAS on 08 Oct 08 for his contribution towards efficient functioning of Indigenous Purchase Wing. As Commanding Officer of 31 MCU, the officer dedicatedly worked towards multifarious improvements in the core activities of the unit, which involved extensive handling of stores. negotiating imports and exports. handling of IAF Foreign delegates and Courier operations. He incorporated an excellent distribution management system using multimodal transportation resulting in incident free handling of approximately 10.500 tons of inland cargo and 3,500 tons of Export-Import cargo. Under his guidance on Cargo Management, the MCU achieved a NIL load status at 31 MCU for the entire Air Force on 16 Jun 12, which is a rare but a land mark achievement for any MCU. He has successfully operationalised two Air Cooled Cargo Divisions the only of its kind in the IAF which will provide the much required controlled environment to the cargo divisions in addition to enhancing working culture. Towards Courier Operations, Gp Capt Raturi planned and created state-of-the-art facilities and total facelift in the existing infrastructure in a short span of time which has brought it at par with any civil terminal in terms of passenger amenities and comforts. His overall efforts as a Commanding Officer have been appreciated by a number of senior Army and Air Force officers from time to time. Other than operational and instructional assignments, he has served as Airport Manager of United Nations Airfield Services Unit. Joint Director (Personnel) at Air Headquarters and commanded a frontline AN-32 squadron. He is Director Operations (Transport) since 08 Apr 12. Gp Capt S Srinivasan operationalised IAF's first ever Airfield Services Unit at UN Mission DR Congo in Sep 04. Under his supervision, the unit efficiently handled 3600 air moves, 33.000 passengers and 13,000 tons of cargo during the one year deputation period. As Joint Director (Personnel) at Air Headquarters. he ushered in contemporary Human Resource endeavours. Significant to mention are HR initiatives for the Remotely Piloted Aircraft (RPA) fleet and induction of young aircrew and lady pilots into advanced transport aircraft fleet. As Commanding Officer of an AN-32 Squadron, he was instrumental in effecting the first ever sustained summer landing operations to Daulet Beg Oldie Advanced Landing Ground (DBO ALG). Under his command, the Squadron air landed the highest ever load quantum at the ALG. He personally trained and operationalised seven sets of aircrew for operations to the ALG. AN-32 disaster relief operations in the aftermath of the 2010 mudslide at Leh were spearheaded by him. The unit was awarded the 'Best Transport Unit' and CAS Unit Citation for 2010 for exemplary all round performance. As Director Operations (Transport), the officer formulated Operational Air Mobilisation Plans (DAMP) for the Indian Army and 1AF IAF's plan was successfully validated during Ex Livewire in Mar 13. He implemented rationalization processes for the transport fleet which resulted in better utilization and availability of assets. He was involved in the operationalisation process of the newly inducted C-130J fleet. As Director MMRCA. he successfully and expeditiously executed all aspects of MMRCA procurement. ensuring smooth progress of the case. As Member Secretary for MMRCA CNC and other associated committees, he ensured their efficient functioning. In the Offset committee. he oversaw the massive task of assessment of offsets of all six vendors. As Member Secretary CNC. he guided the team to carry out comprehensive benchmarking of this multifaceted proposal, wherein Life Cycle Calculations were carried out for the first time. In Ll Sub-Committee, he oversaw the extensive and complex calculations carried out to determine Ll vendor. In the Maintenance Sub Committee, his sound technical acumen was instrumental in the expeditious assessment of the technical documentation and confirming compliance of technical specifications and deliverables vis-a-vis the RFP. The officer has led the MMRCA team professionally with foresight. thereby ensuring smooth progress of the project. He has displayed sound planning and execution all through the procurement process, while ensuring strict adherence to the stringent security instructions associated with the project. Details :	Group Captain Navneet Singh Bindra (19632) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 12 Sep 88. He has held the appointments of Senior Engineering Officer of a frontline MiG-21 Squadron, Senior Engineer (Aircraft) at two Air Force Stations, Instructor at MiG-21 TETTRA School and Director Maintenance Plans at Air Headquarters. Presently, he is the Chief Engineering Officer of Air Force Station Srinagar. Gp Capt NS Bindra is an outstanding engineer with an excellent track record. He is able to create synergy between operations and engineering domains leading to the highest serviceability amongst all units operating similar aircraft. As Senior Engineering Officer of a frontline MiG-21 fighter squadron, he maintained highest serviceability amongst all similar type operating units. As a result, during Kargil conflict. his squadron was able to operationally deploy all aircraft on its strength. Having been trained abroad on MiG-21 Bison aircraft, he was instrumental in smooth induction of the aircraft into the IAF Despite non-availability of technical documentation, he formulated the procedure for initial clearance of newly inducted aircraft for flying. He played a key role in setting up the training facilities and formulating the syllabus for training of pilots, engineers and technicians on the newly inducted aircraft. With his superior engineering and management skills, he has been able to consistently maintain a very high serviceability of Bison aircraft. During his tenure at AF Station Srinagar in 2008-09, due to his efforts, the Squadron achieved the highest ever serviceability of 72.88% since induction of Bison aircraft and was able to achieve the highest quantum of flying amongst all Bison squadrons in 2008. Owing to the key role played by Gp Capt Bindra, both AF Station Pathankot and AF Station Srinagar were awarded 'Best in Maintenance' trophy in 2007 and 2008 respectively. During his second tenure at AF Station Srinagar in 2011-12, he has been able to improve the average serviceability of Bison ac from 48.22% during 2009-11 to 64.74% in 2012 . Gp Capt Bindra, with in-depth knowledge of airborne radar, has been able to consistently maintain more than 11-12 radars serviceable, which is the highest amongst all Bison squadrons. With his engineering acumen, he has also been able to achieve operationally crucial integration of RVV-AE missile with Kopyo radar. He has also kept the vital Electronic Warfare suite of all aircraft in a fully serviceable condition. Despite numerous challenges. he facilitated expeditious operationalization of Mi-17V5 helicopters at AF Station Srinagar by optimising available resources. Under his able leadership. the Station has been able to undertake 28 servicing on the helicopters and fly more than 1400 hours, mostly towards vital air maintenance in Op Meghdoot sector. Under his command. this remote station underwent significant improvements in quality of life of personnel and families. He showcased his professional competence and man-management skills whereby he was able to achieve extreme synergy between the equipment manufacturers, the programmers of Electronic Warfare Range and the operators in the field to identify problem areas. He thereafter chalked out a road map defining tasking and accountability to bring about long term systemic improvement. He has held the appointments of Flight Commander of 107 Helicopter Unit (HU) & an Indian Aviation Contingent in DRC Congo. Commanding Officer of 129 HU and Director (Projects & Inductions) at Air HQ prior to assuming command of Air Force Station Chimney Hills, Bangalore on 28 May 2012. He is an alumnus of the National Defence Academy Pune and a graduate of the Defence Services Staff College. Wellington. He has been commended by AOC-in-C CAC, in 2000 and the Chief of the Air Staff in 2003. As Director (Projects & Inductions). he successfully ensured the contract signatures for the additional 40 Hawk MK-132 Advance Jet Trainers (AJT) and the BrahMos Surface to Surface Missiles. Further, with his meticulous approach and foresight. he effectively supervised the post contract management and induction of 80 x Mi 17V5 Medium Lift Helicopters, 6 x C-130J30 aircraft for Special operations and 66 x Hawk AJTs, He has ably dealt with the contract clauses, training, spares support. infrastructure, offsets and inter-governmental issues pertaining to various procurement programmers. This was possible by virtue of his in-depth knowledge of the Defence Procurement Procedures and exceptional negotiating skills. His concept Paper on "Perspective of the Indian Air Force on Key Issues of Defence Acquisition and the Reform Measures Needed to Expedite Defence Procurements" has recently been published by Institute for Defence Studies & Analysis. New Delhi in their book titled "Defence Acquisitions: International Best Practices". Gp Capt Jha has the dual responsibility of Sector Commander and is responsible for providing Air Defence (AD) to Air Defence Identification Zone (South) which houses two nuclear sites protected by live AD weapons, apart from numerous other sensitive defence & civil establishments. His foresight, planning abilities and coordinating skills in providing effective AD cover during the prestigious Aero India conducted in February 2013 brought him wide acclaim. He is a Fighter Strike Leader, Pilot Attack Instructor. Instrument Rating Instructor & Examiner and a graduate of Defence Services Staff College. He has commanded a Pechora Squadron and has held the appointments Joint Director Weapons (JD Wpns) at Air HQ and Air-I of HQ AOC J & K. As JD Wpns at Air HQ. he carried out revision of Danger Areas. projected procurement of new weapons and modernization of ranges leading to an enhancement of the IAF's offensive capabilities. As Air-I of HQ AOC J&K. he ensured full spectrum of air operations at high altitudes giving tremendous exposure to both aircrew and ground forces. Also, his vision and foresight was visible from the Statement of case authored by him for creation of op infrastructure at airbases in J&K and a new base at Nyoma to enhance IAFs strategic posture. His efforts towards strengthening the pillars of jointmanship with 10 Corps of Army resulted in his unit being assessed as Average Plus during the visit of Directorate of Air Staff Inspection. His in depth knowledge of operations made him the leading strategist in planning and coordinating joint operational discussions in the higher formations of the Army. The synergized Effect Based Air plan. projected by him was very well appreciated by the Army Chief and other senior officers. He planned and executed full spectrum of missions required for the surface operations in a typical campaign by IAF, including successful trials of new concepts based on his vast field experience. The officer's initiative and hard work was very well appreciated by 10 Corps Cdr and HQ WAC during all the joint exercises. Under his command the unit excelled not only in Operations but in Maintenance and Administration also. Under his guidance the AF Net communications became operational at the TAC including the latest Mobile Communication Terminals (MCT), which were used extensively during joint 7xercises. His contribution in finalising the Long Term Pricing Philosophy Agreement between MoD, Gol and FSMTC of Russian Federation is acknowledged as a landmark agreement facilitating speedy finalization of all revenue procurement proposals in the entire Russian fleet of IAF. In order to overcome the crises of piling Cat 'D's in SU-30 MKI fleet on account of delay in setting of RoH facilities at HAL, with his high level of intelligence and innovative approach, he has embarked on the project of Long Term Door to Door Repair Agreement (LTRA Spares) with three Russian OEMs for a period of five years covering 450 repairable aggregates and LTRA (ROH of Engines). His efforts would drastically reduce the repair cycle time of Cat 'D's from the present two years to around 08 to 10 months only and enhance the operational potential of the IAF. Likewise, Gp Capt Pankaj Kumar. has initiated another landmark project of Long Term Supply Agreement (LTSA) wherein Price List and terms and conditions of supply will be negotiated and finalized with the Russian OEMs, which will drastically reduce the contracting lead time from 24 months to 08 months. The maintenance foundation of the Su-30 MKI fleet, the backbone of Indian Air Power, has been achieved by the ongoing contracts, Long Term Agreements and Logistics directives and policies conceptualized and formulated by the officer. Details :	Group Captain Partho Shankar Gangopadhyay (20284) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronic) branch on 04 Sep 88. He is post graduate in Nuclear Science from Bhabha Atomic Research Centre, M Phil from Indian Institute of Public Administration and is an alumnus of Defence Services Staff College. In his 25 years of service he has held important appointments, which include Senior Engineering Officer of two Jaguar squadrons and Commanding Officer of a Jaguar TETTRA. Gp Capt Gangopadhyay has been the Chief Engineering Officer of Air Force Station Jamnagar since April 2012. The station with its compliment of five aircraft operating units and perennial presence of one detachment Squadron, generates quantum of flying which outscores all other bases in IAF. His acumen in planning and forecasting translated into all fleets maintaining the highest serviceability in years. He also meticulously planned proactive support, which facilitated setting up of a Jaguar Squadron at a neighbouring base and stabilised their initial maintenance issues. His adept coordinated logistical planning resulted in disposal of non moving tools and testers worth Rs. 3.87 crores in just one year. He led a core team which drew up additional checks and measures to counter and detect corrosion in time. Due to his in depth analysis on corrosion, procedures have been set in place to timely detect subsurface corrosion, at relatively inaccessible areas in Mi-8 aircraft and fighter ejection seats. He has always placed added emphasis in reorganization of training schedules and daily maintenance guidelines. As a part of same, he formulated the visual daily inspection for the Jaguar fleet and these have served as a model reference for other aircraft. Human Resource development being his core area of competence, he has motivated categorisation of maximum number of AE officers from Air Force Station Jamnagar in 2012-13, in whole of 1AF. Details :	Group Captain Umesh Chandra Sharma (21407) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Electronics) branch on 30 Sep 91. With his rich experience as an engineering officer in a MiG-27 squadron and Tech Flight. his contributions in the fleet operations during Op Vijay and Op Parakram were appreciable, for which he was commended by the AOC-in-C and the CAS. He was instrumental in setting up the first Su-30 MKI Tech Flight in the IAF The induction methodology and innovative TTGEs developed under his supervision resulted in systematic setting up of servicing facilities. He was deputed for three years to the Royal Malaysian Air Force (RMAF) for training their personnel. The new training paradigms developed by him were implemented across the RMAF. He was felicitated by the Chief of RMAF and commended by the CAS for the same. Thereafter. as the Senior Engineering Officer of Tactics and Air Combat Development Establishment, he was instrumental in induction of Su-30 MKI and conduct of four FCL/FSL courses and three IAF level exercises while attaining record serviceability. The officer was posted as Chief Engineering Officer of a fighter base in June 2012. He was mandated to turn around the maintenance environment that was beset with problems of low serviceability. He grasped the essentials of the task and devised a prognostic road map. He moulded his team towards attaining result oriented KRAs based on self help. His domain mapping based Skill Improvement Plan (SIP), Knowledge Improvement Plan (KIP) and Resource Improvement Plan (RIP) increased proficiency of workers and supervisors along with speedy recovery of unserviceable TTGEs and LRUs. This coupled with astute man, material and process management reduced various servicing periods by 30 to 40 percent leading to increased and consistent sustenance of aircraft serviceability at much higher level than the IAF average, thereby. directly enhancing the war waging capability of IAF. His unrelenting focus on maintenance safety resulted in NIL incidents of Human Error (Servicing). His innovative thinking led to many useful firsts, like review of all weapon loading & radar tuning publications of SU-30, digitized SARBE testers, three tier Radio Telephony backup and doubling of Radio Telephony ranges of Air Traffic Control. During surprise inspection. DASI adjudged all major maintenance sections as average plus and suggested that his initiatives like the supervisory booklet, HE(S) booklet and task card compendium be made standard across the Su-30 fleet and also be emulated by other fleets. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Group Captain Umesh Chandra Sharma.

Details :	Group Captain Malliyakel Joseph Augustine Vinoth (21819) was commissioned in the Indian Air Force as a pilot in the fighter stream on 13 Jun 92. He is presently posted at HQ EAC as Ops 1B in charge of Centre for Air Tasking and Strike Planning for Aerial Warfare (CATSPAW), Command Intelligence Officer (C Int 0), Officer-in-Charge Command Headquarter Operations Centre (CHOC) and Ops I (Garud). He is a Qualified Flying Instructor and a graduate of the Defence Services Staff College, Wellington. The officer was commended twice by AOC-in-C in 1996 and 2002. The officer has flown over 3000 hours on Mirage 2000, MiG 21 and Kiran aircraft. He commanded the MiG-21 (T-77) Operational Conversion Unit from 2009 - 2011 whose role is to train budding fighter pilots. During his tenure, the Squadron was moved to a new location and was operational within 15 days of the move. As the Commanding Officer, he led the unit from the front and successfully trained 19 ab-initio pilots. The unit also won the team event in Front Guns and Rockets during the Command Annual Gunnery Meet in 2010. Since 2011, he has single handedly discharged the arduous responsibility of CATSPAW with utmost dedication and professionalism. He diligently planned the Tasking Orders for Operations in EAC Area of Responsibility and undertook an assiduous review of Joint Targeting with the Army. In March and November 2012, HQ EAC successfully conducted large scale Command level exercises in concert with the Army and Navy, the former with out of Command Forces being inducted after a considerable gap. As Officer in Charge CATSPAW, he supervised the meticulous planning of all missions for the exercises in minute detail which resulted in achievement of laid down objectives. He contributed proficiently in the revision of EAC Op Instructions. As C Int 0 & Ops l(G), he accomplished multifarious tasks in the fields of Counter Intelligence, Image Intelligence, creation of Digital Target Folders and streamlining of Garuds Operational Training. For distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Group Captain Malliyakel Joseph Augustine Vinoth.

Details :	Wing Commander Pushpendra Singh (23817) was commissioned in the Indian Air Force in Administrative branch on 16 Dec 95 and was on the posted strength of Air Force Station New Delhi (AFND) from 01 Sep 09 to 23 Apr 13. During his tenure, he was the Office-in-Charge Organisation (Ceremonial) that comprises of the Ceremonial Contingent. Air Warrior Drill Team (AWDT) and the No.2 AF Band. The Officer was responsible for planning and coordinating all ceremonial activities that included induction, training and organizing displays of Ceremonial Contingent, AWDT and the AF Band that showcase the IAF. Wg Cdr P Singh, with exceptional organizing ability. led the team of 300 young Air Warriors to highest standards of professional success. At the outset. he infused great enthusiasm and high energy into the young Air Warriors and made them believe that they are the best. He personally undertook the selection of fresh Air Warriors from training institutes and prepared them with intensive training in arms drill. smart movements and physical endurance. With his immaculate planning, hard work and inspired leadership, the IAF won the Best Marching Contingent Trophy in Republic Day Parade. 2011. This win came after nearly two decades and for only second time in the history. Not resting on the historic win, Wg Cdr Pushpendra Singh ensured that the standards and morale were maintained to win the trophy again in the year 2012. In this the IAF also created history wherein it was the first ever Armed Forces contingent at the Republic Day Parade led by a lady Officer. With his foresight and initiative, persistent and resolute effort, Wg Cdr P Singh led the Ceremonial Contingent to a hat trick in 2013 by winning the Best Marching Contingent for the third time in succession. No Armed Forces Contingent has ever achieved this feat. The AWDT has significantly progressed under the guidance of the Wg Cdr P Singh. lie personally arranged the inspiring background music for the team which has resulted in immense value addition and has received wide appreciation. Details :	Wg Cdr Tarundeep Singh Puri (25760) was commissioned in the Indian Air Force as an engineer in the Aeronautical Engineering (Mechanical) branch on 26 Jul 99 and is on the posted strength of Sarang Display Team at Air Force Station Sulur with effect from 03 Jun 13 and is performing the duty of Senior Engineering Officer (SEO). While undertaking a detachment at Air Force Academy, on 18 June 2013 the unit was ordered to move to Uttarakhand to participate in Disaster Relief Operations (Op Rahat). Despite the short notice, Wg Cdr TS Puri was able to position four helicopters at Sarsawa the very next day. Subsequently, he sustained high tempo operations at Gauchar with minimal infrastructure and logistics support through his innovativeness, out of box thinking and excellent liaison with civil authorities. Most notably Wg Cdr TS Puri innovated and fabricated lighting arrangements at the airfield at Gauchar, to facilitate 50 hrs servicing of helicopters at night. He also used local resources to innovate a means of providing specialist power supply to the helicopters on tarmac. The unit detachment also undertook major servicing and one tail rotor blade change at Gauchar, which is extremely complicated and difficult to execute even in an organized infrastructural set up. As Engineering Officer of the detachment, Wg Cdr TS Puri combined all the technical manpower available at Gauchar, so that for each type of helicopter, irrespective of unit it belonged to, there was availability of worker and supervisor with sufficient expertise in each trade to undertake first line servicing. He identified fuel shortage as a critical aspect that could affect operations and used a refueling bowser to recirculate unusable fuel from barrels. With this ingenuity, he was able to generate 9000 litres of fuel as a stop gap measure and thus ensured that the detachment did not lose even one day's flying, which could have cost hundreds of lives. Bringing his vast operational experience to the fore, Wg Cdr TS Puri ensured high standards of aerospace safety through excellent tarmac management and safe maintenance practices, despite 28 helicopters operating from one makeshift base. He led by example and inspired the Air Warriors under him to perform to their full potential. For his out of box thinking, innovation and distinguished service of high order, Hon'ble President is pleased to award Vishisht Seva Medal to Wing Commander Tarundeep Singh Puri.
