Group Captain Paramasivan Murthy (13679) Logistics was commissioned in the Logistics Branch of the Indian Air Force on 13 Jul 1974.

The officer was Directing Staff in the Logistics faculty at AFA where he excelled in moulding the Flight Cadets as future officers of the IAF. During his tenure at HQ MC, the officer performed duties of CLMO purchase, which involved placement of the orders after scrutinising the various indents and monitoring supplies thereof. As Senior Logistics Management Officer (P2) the officer was responsible for ensuring serviceability of various Russian fleets. This involved speedy clearance of the Provisioning Reviews/Special Reviews/Transcription List and thereafter conversion of these into indents for its final placement of supply order by the concerned procurement agency. Due to the active involvement of the officer, unserviceability of aircraft were reduced and the critical items were made available for the fleet serviceability.

Presently Gp Capt Murthy is on the posted strength of the college of Defence Management since 05 May 2003 where he held the appointments of directing staff and Head of Department. A dedicated and hard working officer, he has, through his exemplary grasp of the subject and excellent teaching skills added glory to the college and the Indian Armed Forces. His conduct has been the cynosure of the large cross section of very senior officers from the three services, at this tri-service Cat A training establishment. He has, by sheer dint of hard work, set standards unparalleled and unique. He has equally excelled in both classroom teaching as well as outdoor training during Management Education Tours and Projects. The contribution of the officer in projects has been commendable. He steered four important college projects during the last one year. The officer's knowledge and vision were evident in the quality of the de-novo COM study on Op Logistics of an integrated Command, which is being implemented. Entrusted with another faculty project on optimization of Op Lgs of a Corps in the forward area, the officer, through his analytical ability, focus research and professional acumen, steered the study, the recommendations of which would accrue a savings of over Rs 100 Crores. His recent contributions in the fields of supply Chain Management, Enterprise Resource Planning and Automated Asset Visibility and Tracking have revolutionized the course content. His grasp of the subject, depth of knowledge and excellent teaching skills have endeared him to student officers and the environment. The numerous requests received by the College from service institutions and Osmania University for lectures by Gp Capt Murthy and the feedback received bears testimony to his vocational excellence and oratory skills. He assiduously works towards achieving excellence in all his activities.

Group Captain Praveen Khanna (13833) Aeronautical Engineering (Mechanical) was commissioned in Engineering Branch of Indian Air Force on 06 Jan 1975. During his 30 years of service, he has successfully held a number of other important appointments including, Chief Engineering Officer at Air Force Station Pathankot during Op Vijay, Joint Director Engg (Mirage) at Air HQ during Op Prakram and Test Engineer at ASTE Bangalore. Presently the officer is held on the posted strength of Centre for Military Airworthiness and Certification (CEMILAC), DRDO, Bangalore since 25 Nov 2002 and has been working as Joint Director (Aircraft). The officer is qualified on Mirage-2000 & MiG-21 aircraft and Mi-25/35, Chetak & Cheetah helicopters. He has successfully completed service courses on Management and Systems Engg. He is Life-member of a number of Professional institutions like Aeronautical Society of India, Society of Aerospace Quality & Reliability, etc. As JD (Aircraft) at CEMILAC, he is entrusted with total responsibility of Airworthiness issues of all fighter aircraft of IAF. These activities include Airworthiness Certification of Modifi cations, upgrades, New Weapon integration, Life Extensions of ab-initio developed aircraft, viz. Light Combat Aircraft (LCA) and all existing IAF fleets of MiG-21, MiG-27, MiG-29, Su-30 MKI, Mirage-2000 and Jaguar aircraft. These tasks involve constant interaction with DRDO and CSIR Labs, PSUs, and Air HQ on one hand, and to entrust and monitor the progress of certification by RCMAs at Bangalore and Nasik.

Gp Capt Khanna has been directly associated with the prestigious "Full Scale Fatigue Testing" Program of MiG-21 Bis aircraft. Phase-1 of the project has been completed through his hard work and dedication wherein Total technical Life of each Airframe has been enhanced from OEM's recommendation considerably, resulting in savings to the national exchequer. He also pro-actively participated in MiG-27 Upgrade, a gigantic Avionics Upgrade program. During each phase of project he exhibited highest degree of his professional/technical and managerial acumen, to achieve stage-wise milestones of detailed systems testing for Airworthiness Certification. His keen efforts and personal involvement led to the issue of Airworthiness Certification and the first upgraded aircraft flew on 25 Mar 2004.

In addition, during Op Vijay teams led by Gp Capt Khanna worked relentlessly to study, analyze, and integrate new weapons on Mi25/35 helicopters. The teams modified AttackHelicopters to successfully launch them as series of extremely potent weapons. During 'Op Parakaram' as JD Engg (Mirage), he took up the challenging task of maximising the serviceability of this fleet and its armaments. All resources were harnessed optimally and a number of critical spares/LRUs were successfully indigenised/procured in an unprecedented time frame. With his deep involvement, fore-sightedness and co-ordination the Mirage2000 achieved highest fleet serviceability ever.

Group Captain Vinay Kaushal (14063) Accounts was commissioned in the Accounts Branch of the IAF on 11 Jul 1975. He has held varied appointments in fields, staff and training formations in his service career where he has made substantial contribution in enhancing the level of services provided and changing the procedures through innovative methods to bring about improvement, efficiency and saving in costs/efforts. He was commended by the AOC-in-C, Eastern Air Command in 1991 and by the CAS in 1998. In 1985, Gp Capt Kaushal was posted to AFCAO in the officers' Pay Wing where he carried out the task of transfer of pension responsibility from CDA Pension Allahabad to DCDA, New Delhi and set systems in place to ensure timely finalisation of noneffective accounts. After managing this major transition, he was posted to Dte of Accounts at Air HQ wherein he introduced major changes in the existing procedures of payment of local allowances to Airmen/NCs (E) resulting in recurring annual saving of approx 46 Lakh man-hours utilised in actioning of documents and time taken in pay parades. In 1992, he was selected and posted to AFAC, Coimbatore as a Directing Staff to revive the Advance Accounts Faculty after a gap of 11 years. In a short span of three months, the lesson plans and the exercises were designed to bring about a paradigm shift in the methodology, coverage of the syllabus and conduct of courses.

As DDCA to Dte of Fin Plg at Air HQ during 1994-99, he undertook the major responsibility to revise pricing policy for goods & services ex-HAL. Through extensive interaction with HAL and personal efforts, he ensured the implementation of the revised pricing policy, establishment of new procedures and the funding arrangements from IAF. This had brought in substantial savings to AF budget due to the right price being fixed for various products and services of HAL. As Director Cost Analysis at Air HQ in 2003, he took up the task of base year price revision of HAL products, which was long overdue and completed it much to the admiration of HAL and MoD officials. Due to his efforts, the credit of Rs 1301 Crs due from HAL on account of interest and Rs l70 Crs on Exchange Rate Variation to IAF was also accomplished during the current year. It was due to his personal involvement, perseverance that the long pending vexed problem of 'Warranty Clause' for supply of goods and services of HAL was introduced.

Group Captain Muniyappa Suryanarayan Ravindra (14139) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the 1AF on 07 Jul 1975. In 29 years of distinguished service, he has held several important appointments of Chief Engineering Officer of AFA, Deputy Director Operations (EW-T) at Air HQ, Senior Engineer (Electronics) of a fighter base, Chief Software Engineer at Software Development Institute (SDI), Member Core Team DIPAC and Senior Calibration Officer of a Base Repair Depot. He is a graduate of the National Defence College.

During his tenure as Dy Dir Ops (EW-T), he evolved the Qualitative Requirements for Electronic Warfare equipment for all the aircraft on the inventory of IAF. He also evaluated the Self Protection Jammer for MiG-21 Bis upgrade and Jaguar aircraft and the Aerostat in Israel. At SDI, Gp Capt Ravindra was instrumental in successful development of EW mission planning system for Mirage 2000. He contributed in successful commissioning of OP CENTRE at Air HQ, Elta Radar Integration with maritime Jaguar & Nav mission planning system for Jaguar & Mirage -2000.

As Senior Engineer (Electronics) at Air Force Station Tezpur, he maintained excellent serviceability of Navigational Aids, SRE, PAR, AF lighting & Landline communication. He was tasked by HQ EAC to repair the SRE at Baghdogra without assistance from the manufacturer, resulting in tremendous savings to exchequer. In DIPAC he participated in the design and development of several electronic equipment for the Data Acquisition chain of Remote Sensing Earth Stations.

Through professionalism and dedication he has changed the work culture in the entire maintenance organization at AFA and created centers of excellence. He sustained for high serviceability Kiran and HPT-32 fleet which resulted in smooth conduct of annual flying training task for Kiran and for HPT-32. Similarly, serviceability of Radio & Nav aids & Land Line Communication, has been maintained very high. He was responsible for replacement of 902 ATSRU antenna, which was operating at reduced RPM for almost four years. It involved identification of the antenna at HAL (Hyderabad), calibration at BE Ghaziabad and tasking of RCDU, Faridabad and MOD financial sanction that culminated in restoring the Radar to its rated operational capability. He guided the unit technicians in carrying out extensive repairs on the DG sets, shifting of DG set from Radar Display site to Radar Head thereby saving huge financial resources. His innovative quality of finding intelligent solutions, selecting carefully weighed options and providing quality output are evident in every task that is executed including the creation of collages for the parade backdrop.

Group Captain Rajiv Mital (14167) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF in Jul 1975. In his 30 years of distinguished service, he has held many important appointments at almost all levels of maintenance organisation in the IAF that include Senior Technical Officer of a premier flying squadron, Senior Engineer at a flying base and staff appointment at operational commands (Central Air Command, South Western Air Command and Western Air Command) and at Air HQ. He is currently commanding a Base Repair Deport (BRD), which has the rare distinction of overhauling three types of fighter aircraft aeroengines viz. R-29, M53-P2 and Viper.

After an initial successful stint of over a decade in MiG-21 Squadrons, Gp Capt Mital was specially selected for training abroad on the most complex ATEC system of Mirage 2000 aircraft in Oct 1984. During his long tenure of five years as STO of a fighter Squadron, the squadron matured from its infancy and was adjudged as best fighter squadron twice in a row.

Gp Capt Mital is a hardcore professional with a high level of integrity, dedication, devotion and 'never say die' attitude. Due to his exemplary military leadership qualities clubbed with his inherent engineering skills, he could motivate a professional group of AE officers, Engine Fit tradesmen and Workshop Fit tradesmen to achieve many landmarks in the history of a BRD. Under his efficient leadership, BRD achieved 'Average Plus' grading by DMI in Aug 2004 from its previous 'Below Average' grading. During the recent Commanders' conference held at HQ MC in Dec 2004, BRD, AF has also been adjudged as 'Best Aircraft BRD' in IAF.

Under his leadership, BRD has grown from strength to strength and developed a large number of innovative repair schemes which not only helped IAF in sustaining improved fleet status of Mirage-2000, MiG-27 and Kiran aircraft fleet but also resulted in huge savings of precious foreign exchange. BRD has now been selected for Best BRD competition in 2005.

Group Captain Anant Krishna (14178) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF on 07 Jul 1975. During his thirty years of service he has worked extensively on GW Systems for twelve years in different capacities; Staff and Executive appointments dealing with maintenance of Nav-Aids, Communication Equipment, Air Defence & Airfield Radars and Army HQs [Dte of Int (Signals)]. He was thrice graded exceptional by Director Air Staff Inspection and also commended by CAS on 26 Jan 2000. In his two tenures with Army HQ Directorate of Signals Intelligence he did yeomen work, against strong reservations, to open up the 'special Radiation Field' and Army funds for Air Force Wireless Experiment Unit (WEU). He has contributed fairly well for development and implementation of project 'Divya Drishu' and modernization of Air Force WEUs to meet the challenges from neighbouring countries. With his logical approach, mature outlook and calculated foresight he was instrumental in bringing the project to vendor identification stage after approval by CCS (through Army HQ) and finalization of design by DRDL. His innovative approach also ensured that SI directorate became the biggest contributor to Dte of Int at Air HQ, through integration of inputs from Army and Naval WEUs, along with those from Air Force WEUs.

During his stint at HQ EAC and later as CO of a Radio Maintenance Unit (RMU), from 1993 to 2001, he ensured maximum serviceability of Nav-aids, Communication Equipment, AD and Air field Radars at field units with minimum SARATHI support from Base Repair Depots and also introduced a comprehensive repair philosophy for enabling the RMU to creditably function as a true maintenance support establishment.

In his present unit, a BRD, in a short span of just over one year, he has galvanized the planning, provisioning and production activities, through his sheer zeal, perseverance and sound analytical prowess, into achieving a production of 131% of task inspite of the manpower being 20% below ML and enabled prompt clearance of critical AOGs on CVR and VUC-201 to keep flying squadrons in operationally optimum state. The BRD, in consequence of the tremendous improvement exhibited in approach and practice, was adjudged the best BRD by DMI in Oct last year. The path breaking efforts in establishing a standard methodology for Capacity Assessment (hitherto not done by any BRD) and an outstanding audit para on Air Force, conduct of Production Conference by Warrant Ranks and complete restructuring of planning, execution and monitoring functions to ensure timely task completion have been his key contributions which have not only been hailed and appreciated at higher echelons but have also been marked for being adapted by other BRDs.

Group Captain Hitesh Haribhai Patel (14271) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 13 Dec 1975. He successfully commanded a Mirage-2000 squadron and the Aircrew Examining Board. He was Command Flight Safety Officer and in-charge of Flying Operations at South Western Air Command Headquarters during Kargil operations. With over 3000 hrs of flying experience, he is a qualified Flying Instru ctor and a graduate of Defence Services Staff College and College of Defence Management. Gp Capt Patel was appointed as Director Weapons at Air HQ on 05 May 2003. He immediately prioritised the operational, technical and logistical tasks of the sub-directorate and incorporated several new and innovative procedures to enhance availability of weapons for training and to monitor the vast inventory of weapons and associated components. He, with his foresight and accurate planning coordinated delivery of conventional and guided weapons, without wastage, during Exercise Vayu Shakti-04 held at Pokharan Range. The demonstration reflected highest standards of professionalism and firepower of the Air Force. With his professional skills and analytical ability he pointed out the design deficiencies of the fuze, which caused a mid-air explosion of a bomb, and withheld its further use, thus, preventing possibility of further mishaps.

With his relentless efforts, he got the Russian side to accept the requirement of predespatch inspection of weapons, which was never agreed by Russians in earlier cases. He got the Israeli Military Industry (IMI), though not contractually obliged, to carry out additional trials of a weapon. This resulted in opening up of the weapon release envelop of the aircraft. Additionally, he also got the IMI to agree for payment of USD 80305/-, through government treasury, for the stores used during trials.

Group Captain Ravi Dhar (14559) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 13 Jun 1976. During his last 29 years of distinguished service, he has held many important appointments at various levels such as Commanding Officer of an attack helicopter unit, Deputy Director Offensive Operations at Air Headquarters and Chief Operations Officer of an operational base. Besides being a flying Instructor with an A-2 category, he has a unique distinction of serving as an instructor in two most prestigious inter service institutes namely Defence Service Staff College and College of Defence Management. He was also selected as a team leader for serving with Govt. of Mauritius and commanded the Helicopter Squadron of Mauritian Police Force. During this tenure of two and half years, he earned many laurels for Indian Government by undertaking challenging flying tasks.

On 01 Jan 2005 he was chosen to command Air Force Station Car Nicobar, which underwent massive destruction due to severe earth quake and subsequent Tsunami waves on 26 Dec 2004. The task of bringing this destroyed station back on its feet was not only challenging but it required tremendous vision and thorough planning. Gp Capt Dhar, with his willingness to accept new challenges, guided the core team of officers and men in such a fashion that people worked day and night, leaving all personal comforts and brought the station back to functional unit within a record time. His qualities of perseverance, in time projection and sample monitoring of critical activities produced wonders in terms of developing facilities at the devastated station. All activities relating to administration, maintenance and operations got equal importance and the result was an all-round development. While scrutinising large number of Court of Inquires, Boards of Officers and Statement of Cases he exuded high degree of patience and all the time a high quality product was forwarded. He also managed visits of many dignitaries in a befitting manner despite all constraints in a devastated island.

Apr 2005 will be considered as a red letter day in the history of Indian Air force when Chief of Air Staff along with 30 media personnel witnessed flying of front line SU30 and Jaguar fighter aircraft from Carnic airbase, thus projecting the fastest resurrection of the air base. This needed thorough planning, dedicated effort and positive attitude by all personnel and Gp Capt Dhar left no stone unturned to motivate his team to put up such a good show.

Group Captain Kumar Krishnachandrasinhji Gohil (14688) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 29 Dec 1976. He is fully operational on Hunter, Avro HS-748 and An-32 aircraft with nearly 4000 hours of accident-free flying. He is presently posted as Chief Operations Officer at Air Force Station Jorhat since 26 August 2002. He has had the distinction of commanding a VIP Communication Flight during 1993-95 and a premier Transport Squadron between 2000-02, apart from holding various staff appointments at Air Headquarters and Eastern Air Command. He is a first class graduate from Defence Services Staff College, Wellington and stood first in the Higher Air Command Course at the College of Air Warfare. He has also been Vice-Captain of the Services Cricket Team and participated at the national level in Ranji Trophy from 1982 to 1987.

On 03 Jul 2000, as Commanding Officer of a Transport Squadron, Gp Capt Gohil was given the onerous task of re-establishing the unit with Avro HS-748 aircraft on relocation at Vadodara. Despite several teething problems owing to lack of infrastructure and limited resources, he was able to mould the unit into a close-knit entity and generate the necessary motivation and impetus so as to far exceed the stringent Key Result Areas set by Headquarters South West Air Command (SWAC). During Operation Vayu Sahayata, he was mainly responsible for the sustained and well-coordinated relief operations undertaken from Vadodara during Jan-Feb 2001 in the aftermath of the earthquake in Gujarat, earning appreciation from the Civil and State agencies alike. Under his exemplary leader ship, the Squadron was adjudged Best Transport / Helicopter Squadron in SWAC for 2000-01 and thereafter remained the mainstay of the Command throughout the activation for Operation Parakram in 2001-2002.

As Chief Operations Officer, Gp Capt Gohil demonstrated a tremendous capacity for work and discharged all responsibilities with complete dedication and single-minded devotion to duly. With his meticulous planning and prompt responses, he produced staff-work of a very high standard. By virtue of his perseverance, tireless involvement in coordinating and close monitoring of all flying-related activities at the base, he consistently ensured safe and efficient operations in fulfillment of any task assigned to the station. Within his sphere of influence at the base, the Air Traffic Services unit was adjudged second in the IAF in 2003 and the AN-32 unit declared Best Transport Squadron of the IAF in 2004. He has also been a very reliable second-in-command and ensured continuity in the attainment of set goals and service aims when officiating as Station Commander. He has also participated wholeheartedly in all sporting and social activities of the station, verily setting a worthy example for all Air Warriors to emulate.

Group Captain Lov Kumar Vig (14732) Administration was commissioned in the Administrative Branch of the IAF on 29 Dec 1976. In over 28 years service he has held several key appointments at Operational Wings, Directing Staff at Air Force Administrative College (AFAC) and Staff appointments at Air HQ. At AFAC, besides being an efficient directing staff, he compiled a 'Law Guide' to help Administrative Officers in effective discharge of legal aspects of administration. Presently, he is functioning as Chief Administrative Officer at Air Force Station Adampur since 05 April 2004.

He is a highly motivated Administrative Officer, who has constantly exhibited a very high degree of professionalism. Through judicious use of NPFs, Work Services & Public Funds, he has renovated and created various facilities for Personnel Below Officer Ranks (PBOR) that have enhanced the quality of life of all Air Warriors. Numerous administrative measures introduced by him have helped save precious man-hours. While improving quality of life and providing good administration he has been very cost conscious and maintained a healthy growth of Non Public Funds.

Through implementation of various administrative measures and installations of electricity saving devices the station has been able to save electricity tariff to the tune of over Rs. 12 Lakhs in the last one year. The Doaba region is very fertile and wild vegetation growth is rapid & rampant. With his personal involvement and effective utilization of all available resources the station could keep regular check on growth of wild vegetation. This has contributed significantly towards creating a clean and good environment conducive for safe flight operations.

Gp Capt Vig provides proactive Administrative Supports to all personnel at AF Station Adampur. He is a good event manager. Under his guidance the station conducted Air Force Best Physique Championship 2004 & various WAC Inter Area Championships. A security software 'SECUREMM' was developed to automate all data/records regarding functioning of Guard Room to help the duty security staff in identifying/verifying the movement of men & materials. This software has since been implemented in other Stations in WAC. He leads by example and accomplishes time bound tasks through team work and personnel commitment. His contributions helped Adampur win the coveted "Pride of WAC" trophy.

Group Captain Suhaskumar Appajirao Jagdale (14780) Aeronautical Engineering (Mechanical) was commissioned in the Engineering Branch of the IAF in Jan 1977. He is posted as Commanding Officer of Air Force Liaison Establishment (Nashik) w.e.f. 03 Jul 2003.

He is an honest, forthright and highly experienced professional and has held key appointments at Field Units, Command HQ, Air HQ and MOD. He is a graduate of DSSC, Wellington and completed the LDMC at College of Defence Management, Secunde rabad. During his tenure at field units and prestigious TACDE, the officer ensured high serviceability state of the equipment. The high serviceability state ensured that the units were able to achieve their operational tasks.

Presently as Commanding Officer of AFLE (Nashik Division) he has infused the sense of pride and belongingness among the personnel and brought about a sea-change in their attitude and confidence, which are essential in liaisoning duties with HAL. He has established excellent liaison and rapport at all levels in HAL (Nashik Division), reaping rich dividends in terms of their fast response to any requirement of IAF. With concerted efforts, he has brought down the outstanding AOGs of the MiG-21 and MiG-27 fleet considerably. He has instituted the in-house periodic preservation of rubberized fuel tanks of MiG21 aircraft held at unit, thus reducing dependency on HAL and saving of about Rupees six lakhs annually, which otherwise would have been paid to HAL.

His determination, perseverance and sound leadership resulted in AFLE (Nashik) bagging the "Best Maintenance Unit" trophy during 2003-04. The Establishment was also rated highly by DMI team in Apr 04 and awarded an overall grading of Average Plus. He was instrumental in achieving the timely completion of ACMI modifications on MiG21 Bis Upgrade aircraft in Jan-Feb 04 for the "Cope India" exercise at Gwalior, which was appreciated by the AOM and SMSO, MC.

With his innovativeness, initiative and personal involvement, the Unit Run Canteen (URC) of the Station was renovated and brought up like a Super Market during 200304 and has become a showpiece of the Station. The Officer being an outstanding sportsman, has represented the IAF football team and captained it for two years. He still takes active part in sports activities in the station.

For his dedication, high professional ability, sound leadership and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Suhaskumar Appajirao Jagdale.

Group Captain Ajay Masson (14926) Administration was commissioned in the Administrative Branch of the IAF on 10 Jun 1977. An Air Traffic Controller of very high calibre, the officer achieved 'Category A', the highest category for professional competence within ten years of service. During his chequered career of more than 27 years, he has held diverse appointments, which includes the posts of Senior Air Traffic Control Officer, Air Force Examiner for Air Traffic Control Officers, Chief Administrative Officer and Senior Personnel Staff Officer at Headquarters Training Command, IAF. A thorough professional, the officer in 1989 was adjudged as the 'Best Air Traffic Controller' in the IAF. An alumni of Defence Services Staff College and College of Defence Management, the officer for his professional ability and distinguished service was commended by the Chief of the Air Staff on 08 Oct 1999.

As Chief Administrative Officer at Air Force Station, Jalahalli this de-fatigable officer with total dedication and perseverance, demonstrated an exceptional capacity to work towards creating innovative infrastructural changes, resulting into improvement, in overall quality of life of the station personnel.

As Senior Personnel Staff Officer at HQ TC IAF, his excellent organisational and inter-personal skill ensured effective and timely completion of allocated tasks. The officer displayed highest standards of professionalism and foresight towards ensuring absolutely flawless and timely augmentation of human resources and foolproof security measures for Aero India-05, a mega event organised by Ministry of Defence. During his tenure the number of outstanding movements and disciplinary cases have shown a marked downward trend. The officer has an astute sense of comprehending and identifying problem areas. Being proactive in problem solving approach, he took keen personal interest to ensure error free and timely submission of Appraisal Reports, and effective implementation of the latest policies on 'USTAD' and revised assessment scheme for PBORs.

For his unflinching devotion to duty, professionalism and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Ajay Masson.

Group Captain Narendra Bahadur Singh (15635) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF in Jan 1979. In 26 years of service he has held important appointments, which include Chief Technical Officer (CTO) of two THD radar units and Deputy Director Ground Radar at Air HQ. He had undergone an Air Defence Radar Course in Russia and Technical Staff Officers' course at IAT, Pune. As Senior Technical Officer of a Radar Unit, he was commended by Chief of Air Staff in 1998 for a modification carried out on P-40 Radar.

As CTO of THD radar unit he dedicated himself for high serviceability and operational status of the unit. Throughout his tenure, the unit displayed best maintenance practices and high standards of working ethos. During "Op Parakram" the unit broke all previous records achieving 97 hrs of continuous operation of THD radar to meet enhanced operational commitment.

On being posted to Air HQ as Director Plan ADGES (Radar) in 2003, he observed that for the last 2-3 years, one fourth of radars were operating as 'Restd Ops', due to height inaccuracy, low power output, faulty ADHS besides poor product support form OEMs. He discussed the matter with BE(L) and ECIL and formed a core team. With his analytical approach, guidance and involvement all these radars were made 'Fully Ops' within a span of one year. He organized workshops at relevant places, to upgrade diminishing expertise level of field personnel. After due deliberation with the BRDs and field units, the officer has successfully come up with a long term Maintenance/overhaul policy for Air Defence Radars.

The radars held on IAF inventory, being old, suffered from obsolescence. Gp Capt Singh took up the cases for technological upgradations. As a result replacement of obsolete Extractor with DCVE, replacement of old FORDARS with new generation FORDAR system and updatement of THD radars are already underway. Many other upgra dations are being pursued by the officer.

For his outstanding skill, professional competence, innovative ideas, perseverance, exemplary devotion to duty and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Narendra Bahadur Singh.

Wing Commander Ajit Singh (15864) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 14 Dec 1979. He has held several Command and Staff appointments such as Commanding Officer of a missile Squadron, Deputy Director (Plans), Station Commander of fighter Squadron, Squadron Fighter Combat Leader, Unit Instrument Rating Instructor and Examiner besides officiating as Chief Operations Officer of two major flying bases of the Indian Air Force. He has also undergone several important trainingcourses such as all purpose Flying Instructors Course, Fighter Combat Leader, Instrument Rating Instructor and Examiner, Air Staff Course, Group 101 Operations Officers Course and Flight Safety and Maintenance Officers Course. He has flown over 2500 hours onseveral fighter types and was awarded a three Star Flight Safety Badge for accident free flying in 1990. For his commendable performance as a Qualified Flying Instructor at a MiG-21 FL Squadron, he was awarded the Chief of the Air Staff Commendation in 1991.

After undergoing a course at Flying Instructor School, the officer was posted to Air Force Station Bidar, which imparts flying training to the cadets. The task involved meticulous planning and co-ordination to impart high quality all-round training to the future pilots of the Indian Air Force and also to face the challenges in the military life. This task was carried out by the officer to the utmost satisfaction of his superiors. He has also served two tenures as Flight Commander of fighter Squadrons. During his tenure as SFSIO of a premier flying base, the officer was involved in planning and ensuring safe flying operations at the base. He was also entrusted with the additional tasks to perform the duties of the Chief Operations Officer, which involved co-coordinating various operations and ensuring their safe conduct while meeting the tasks assigned, by the higher authorities. During his tenure as Commanding Officer of a frontline Pechora Squadron, he consistently led from the front and has been instrumental in managing all human and material resources placed under him in a most optimal manner thus ensuring maximum operational efficiency at all times. Under his dynamic leadership, his unit was adjudged as the best unit of the IAF in 2004 in Surface to Air Guided Weapon category.

Group Captain Gulshan Rai (15969) Aeronautical Engineering (Mechanical) was commissioned in the Engineering Branch of the IAF on 07 Jan 1980. He is a post graduate from the Indian Institute of Science Bangalore and has been specially trained in France on the overhaul of the Mirage-2000 aero engine (M53-P2). He has served as a Senior Engineering Officer of a premier fighter squadron and has held staff appointments at Air HQ in his service career.

Gp Capt Rai has been the Group Commander of the Maintenance Support group of Air Force Station Tezpur since 01 Oct 2003 which arguably has the largest population of fighter aircraft of any base in the IAF. The quantum of fighter flying done at this base is much higher than most other bases of the IAF.

The location of the air base is remote and has limited industrial support. The air base flies the oldest aircraft with the youngest fighter pilots. Most of the aircraft of the base are approaching the end of their technical life and therefore, need extra care to ensure that they are worthy of flight. Additionally, the maintenance effort required to meet the enormous flying effort is substantial, which is a great challenge specially with the ageing aircraft and reducing manpower. Additionally, the airbase receives almost 220 mm of rain fall every year which makes operating conditions for maintenance staff extremely difficult.

Inspite of all the daunting problems, Gp Capt Rai, with his unstinting leadership and dynamism, has been responsible for achieving the highest serviceability of fighters for any fleet in the IAF. Through his proactive approach, he has successfully synergized the efforts of a large technical manpower base to deliver, with precision, the exacting demands of operations of this premier flying base. Inspite of poor industrial support and limited access to base repair facilities, Gp Capt Rai has also ensured a very high serviceability of ground signals and mechanical support facilities. It is pertinent to mention here that during his tenure as the Group Commander Maintenance, aircraft serviceability has peaked and accidents in this ageing aircraft have been reduced to nil.

For his distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Gulshan Rai.

Wing Commander Harindra Kumar Dhiman (16266) Administration/Fighter Controller was commissioned in Administration Branch of the IAF on 13 Dec 1980. A Cat 'AYE' Master Fighter Controller, he is presently commanding Ground Control Interception (GCI) unit. The officer is also the Command Examiner of South Western, South and Training commands. While on the posted strength of Programming and Simulation Cell at Tata Institute of Fundamental. Research, the officer actively participated in research, development and field trials of ADHS, which has been successfully inducted in the Air Defence network. While on deputation to IAFTT, at Botswana, for three years as an AD Instructor, the officer deeply involved in the training activity of the personal of Botswana Defence Force. During his tenure of five years as Directing Staff at Tactical Air Combat Development Establish ment (TACDE), he was associated with numerous trials and development of tactics in a BVR threat environment. Wg Cdr Dhiman participated in the core team of planning and execution/ evaluation of the A-50 AWACS in the year 2000. The officer has undertaken the revision of LAP-3448 on 'Operational Theory and Combat Controlling', which is in the final stage of completion.

During 'Op Parakram', the officer headed a team of fighter controllers in training and planning of special missions and was deployed for its execution in one of the field units. The officer accomplished the task meticulously. In Feb 2003, as CO GCI unit, the officer steered the units within a month of his taking over through a no warning Director Air Staff Inspection and the unit was adjudged as High Average. During Vayu Shakti 2004, on 14 Mar 2004, GCI was tasked to make arrangements on Grand stand at Air Force Range Unit, in addition functioning as Mini DC for providing the crucial tropo link to the flanking radar. Despite heavy odds of having to work at split locations, the unit completed the task with aplomb. Under his command, the radar and Mobile Tropo Terminal link performed with full efficiency without breakdowns, which earned accolades to the unit from the visiting dignitaries. Due to the officer's able leadership, innovation, profess ionalism and personal involvement at all levels, the unit has been declared as 'Best Radar Unit' for the year 2004 in SWAC and the unit has also been nominated for 'Best Combat AD Unit Competition' for the year 2005.

Wg Cdr Dhiman has displayed outstanding leadership, meticulous planning, managerial and motivating skills in all tasks assigned to him.

For a distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Harindra Kumar Dhiman.

Group Captain Vivek VM (16560) Flying (Pilot) was commissioned in the Flying Branch of the IAF in 1981. He is a QFI, PSC and fully Ops on three different fighter types. He has served as Flt Cdr and CO of fighter squadrons. He has also done several staff and instructional assignments including senior Flt Cdr at Fighter Training Wing and instructor at NDA. He was awarded VM (G) in 1988 for safely flying back a MiG-21 aircraft that had suffered serious damage and engine flame out following a bird hit at high speeds.

Gp Capt Vivek commanded a front line fighter strike squadron in 2001-03, during which period the squadron was deployed in 'Op Parakram' in the Northern-Western Sector. The squadron achieved the highest training and operational readiness standards both by day and night in 'Op Parakram'. The squadron also maintained high valley attack, night strike status and in addition trained seven young pilots to F Ops status on type. Under his leadership, the squadron achieved exemplary standards of teamwork, morale and quality of life. Appreciating the performance of the squadron, HQ WAC nominated it for Vayu Spardha in 2003.

Gp Capt Vivek was posted to Directorate of Personnel Planning, Air HQ in Oct 2003 to discharge the duties of both, Principal Director and Director. This was a time when the Dte was required to prepare important projects on cadre restructuring. Gp Capt Vivek took on the onerous responsibility with a sense of purpose and commitment. Under his stewardship, detailed proposal was prepared for sanction of additional manpower to make good the existing and cumulative shortages of IAF. The Dte also prepared proposals for restructuring of ground duty branches. Gp Capt Vivek worked assiduously and progressed the cases maintaining a high degree of co-ordination with MoD. During the period 2004-05, the officer undertook the task of preparing Air Force proposals for restructuring of officers cadre based on Ajai Vikram Singh Committee recommendations. He worked industriously, with a deep sense of responsibility and ensured that the proposals were prepared and submitted most expeditiously. On another front he took initiative to prepare a book on military awards and medals for reference of personnel in field units. In addition, Gp Capt Vivek had ensured that Dte of Personnel Planning provided quality output in all its spheres of activity.

Gp Capt Vivek has always displayed a very high sense of responsibility and commitment towards the tasks assigned to him to consistently achieve a high degree of excellence.

Group Captain Sandeep Puri (16574) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 11 Dec 1981. He has held many important Command and Staff appointments including Commanding Officer of a frontline Jaguar Squadron and Joint Director and Director Offensive Operations at Air HQ (VB). The officer is a Qualified Flying Instructor and alumnus of prestigious Defence Services Staff College. Presently he is on the posted strength of a major fighter Base as the Chief Operations Officer.

During his tenure as Commanding Officer of a fighter strike Squadron, the officer ensured a high operational and training status of the Squadron at all times. This required coordination and planning with the various agencies to ensure high serviceability of available assets. In the staff appointment at Air HQ, the officer performed creditably and conceptualised various operational tactics. Thereafter, the Officer was appointed as the Chief Operations Officer of a vital and important fighter Base in Northern Sector, which is a prime airbase and undertakes maximum fighter flying in Western Air Command. The task of Chief Operations Officer at Ambala entails close control and supervision of the three fighter squadrons, two Surface to Air Guided Weapon Squadrons and two Transportable Radar Units, besides numerous detachment, Exercises and Trials. Gp Capt Puri, with his past experience, professional ability and far-sightedness has been able to harmoniously amalgamate all the facets of operations and maintain these at peak efficiency. With his penchant for perfection, eye for detail and personal involvement in every activity of operations, he has been able to demand and achieve high standards. The sterling performance put up by the Ops Branch under his leadership during the Dte of Air Staff Inspection of the Station and the Squadrons, was appreciated and commended. With his concerted efforts and proactive approach, the huge airfield zone has been leveled and cleared of undergrowth reducing the bird menace to negligible levels, and creating a safe flying environment.

Air Force Station Ambala was entrusted an additional responsibility to conduct centralised training for exercise Cope Thunder04 to be held at Alaska. Gp Capt Puri involved himself fully and exercised close supervision of flying training spread over six months, ensuring operationalisation of new disciplines viz. AAR, ILS/VOR and TACAN training. The success and high professional standards displayed by the team at Alaska stand testimony to the professionalism and dedication of the officer. Gp Capt Puri led by example and displayed exceptional flying skills during Inter Squadron Gunnery meet held in Oct 2004, and bagged the trophy for 'Best in Bombing' individual event, by scoring two direct hits on the target, which is a record in itself.

For sustained professionalism and distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Sandeep Puri,

Wg Cdr Chowdhury was the Leader of the first ever 1AF expedition to Mt Everest in April-May 2005. He played a pivotal role in not just leading the expedition but also in its very conceptualization. He took the initiative in 2002 and led a series of four preparatory expeditions to a height of 7757 metres. During these expeditions, he personally trained the mountaineers, passing on the knowledge of his accumulated experience to the fledgling mountaineers. He was the driving force behind the whole team and an excellent organiser. Extremely meticulous till the minutest detail, he handled every aspect right till the implementation of summit route plan with utmost care. He stayed for over a month above an altitude of 6400 metres to ensure the team's success. Despite conditions of extreme altitude and cold, his unrelenting ability to take prompt decisions, his constant motivation, encouragement and determination was an immaculate example of leadership which resulted in history being created for the IAF when the flag was proudly planted atop the Everest.

For his exemplary efforts, outstanding leadership, determination in spearheading the first ever IAF team to Mt Everest and distinguished services, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Amit Chowdhury.

Wing Commander Sanjeev Chandra (17005) Flying (Pilot) was commissioned on 29 Dec 1982 in the Flying Branch of the Indian Air Force. In 22 years of distinguished service, he has held important field and staff appointments including command of two OSA-AK-M missile Squadrons in the Northern and Western sectors, during 'OP-Vijay' and 'Op-Parakram' respectively. He held staff appointments of Joint Director Air Defence (Missiles) at Air Headquarters, and Officer-in-Charge Air Defence Weapon Systems at Western Air Command. His professional competence resulted in him being designated as Command Examiner, Western Air Command for the OSA-AK-M missile system. A veteran helicopter pilot with over 3000 hours of flying on Chetak, Cheetah and Mi-17 helicopters, he is a pioneer in helicopter operations in the Siachen glacier, with over 1000 hrs of flying in this extreme environment. He has flown actively in counter insurgency operations (CI Ops) in Assam during 'Op Rhino', and deployed in the field on missiles during 'Op Vijay' and 'OP Parakram', in the Western and South Western Air Command sectors.

In his present appointment as Air II, Headquarters Air Officer Commanding Jammu and Kashmir since 04 Jan 2004, he has been actively involved in supervising transport and helicopter operations in J &K. With personal intervention and active monitoring and control of all air maintenance aspects, he was able to enhance the flying effort of Units under his control. This resulted in fixed and rotary wing air maintenance tonnages being met and exceeded during his tenure, in financial years 2003-04 and 2004-05. This had not been achieved in the previous five years. His supervision and guidance to the op units ensured that all commitments including CI Ops, casualty evacuation, VVIP/VIP Communications, Para military and civil agencies were undertaken with a high degree of professionalism.

During the unprecedented snowfall and avalanches in the J&K sector in FebruaryMarch 2005, all rescue and relief operations were coordinated from HQ AOC J&K. Wg Cdr Chandra was single handedly at the helm of control and coordination of these operations. With meticulous planning, super vision and working far beyond call of duty, he ensured that one of the largest airlift rescue operations by the IAF since 1948, to provide succour to the beleaguered population of J&K, both by fixed and rotary wing ac, was conducted with the utmost professionalism. These efforts earned the appreciation of the State Government and drew nationwide attention by media, bringing laurels to the Indian Air Force during the worst natural disaster in Jammu and Kashmir.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Sanjeev Chandra.

Wing Commander Mahaveer Singh Shekhawat (17116) Aeronautical Engineering (Electronics) was commissioned in the Engineering Branch of the IAF on 13 Feb 1983. He is a post graduate in Control Engineering from IIT Madras and alumnus of Defence Services Staff College. He has worked as Senior Engineering Officer of a fighter squadron, Senior Production Engineer at 4 BRD, Deputy Director for remote sensing project (DIPAC) and as Senior Engineer (Aircraft) at 32 Wing before taking over as Chief Engineering Officer of this base.

While discharging his duties as SE (AC), he accomplished Aircraft on Ground build up of 13 MiG-27 aircraft and maintained exceptional serviceability during 'Op Parakram'. He was instrumental in implem entation of EW modification of MiG-27 aircraft.

After taking over as CEO, he took up challenging task of setting up of second line servicing facilities for the BISON aircraft. The project was handled by him in most professional manner and the facilities were set up in record time. The existing infrastructure was upgraded to house the test equipment resulting in tremendous savings to the exchequer to the tune of a crore of rupees and the servicing of the aircraft commenced well ahead of schedule. These facilities are being referred to as a model for other upcoming projects. This was well appreciated by AOCin-C HQ WAC and the Maint Branch at Air HQs.

The station was inspected by DASI after a gap of five years. He planned and guided his team to bring about all round improvement which resulted in appreciation by the inspection agency. The Tech Flight was christened as centre of excellence. His total involvement in each activity at the station is praiseworthy. Some of the suggestions rendered by him during construction of a new BPI at base, have been instrumental in making this one of the finest BPIs of Indian Air Force.

He has put in extra effort to bring up all sections under him and kept his subordinates motivated. His involvement has resulted in excellence in all fields of the maintenance and contributed in safe flying environment at the base. During his tenure there was no aircraft accident which is an achievement of high order by itself.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Mahaveer Singh Shekhawat.

Wing Commander Pramod Kumar Shrivastava (17283) Aeronautical Engineering (Mechanical) was commissioned in the Engineering Branch of the IAF on 31 Aug 1983. In 22 years of distinguished service, he has held many important appointments, which include Chief Engineering Officer of Fighter/helicopter base, staff appointment at Air Headquarters and Command Headquarters. He is a postgraduate in Industrial Engineering and Management from IIT Kharagpur.

Whilst being the Chief Engineering Officer at Air Force Station Udhampur he performed creditably, and was awarded Commendation by AOC-in-C, WAC in year 2000. As staff at Command Headquarters, he incorporated ingenious procedures to reduce the spares requirements of Base Repair Depot and was awarded commendation by Chief of Air Staff, IAF in year 2003. Wg Cdr Shrivastava was appointed as Commanding Officer of Repair & Salvage Unit on 02 Sep 2002. With his thorough professional approach and involvement, he has successfully developed in-house major repair schemes for radiator flange of MiG 21s, tail cone ring of MiG 23s, Microlight aircraft, Engine Efflux Screen of Mi-17 and complex structural repairs for AN-32, IL-76 and Mi-26. This has resulted in substantial financial savings and has reduced down-time of the aircraft, as prior to this, HAL and BRD help was being sought to undertake such repairs.

A 'SPITFIRE' aircraft, crashed 56 years ago, remained buried in the riverbed, was found in the year 2002. With his unmatched spirit, dedication and zeal, he reconstructed the Spitfire to its original shape in record time of four months. On 01 Aug 2003, the Hon'ble Raksha Mantri while on a visit to Air Force Station Ambala, highly appreciated the efforts put in by him in restoring the aircraft. With his methodical approach and deep engineering skills, he could also install one Hunter aircraft at single point at the height of 30 feet near WAC Officers' Mess, and is in the process of repeating the same feat at Ambala. Also, he is giving its original shape to a crashed Otter aircraft by using all ingenuity, and the aircraft is shaping up well. He was also tasked to convert two very old fibre reinforced plastic containers used by radar units for operating ten channel radio relay equipment. With his multidimensional skills, ability to innovate, and capability to marshal resources, he could convert scrapped cabins into ultra modern ergonomically designed air-conditioned cabins in just Rs 30,000/- each. These cabins along with vehicle were earlier fabricated by a civil vendor at the cost of Rs 30 lacs.

Wg Cdr Shrivastava, with his foresight, immaculate planning and perseverance, has provided direction to the personnel of his unit to achieve challenging tasks which helped in reducing the down-time of aircraft and thus enhancing the operational capability of various flying units.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Pramod Kumar Shrivastava..

Wing Commander Tarun Kumar Singha (17857) Flying (Pilot) was commissioned in the Flying Branch of the IAF on 14 Jun 1985. The Officer during his distinguished service has flown various fighters as well as helicopters held in the inventory of the IAF. He was posted to one of the Helicopter unit in the role of providing logistical support to the far-flung areas in the Eastern Sector, which involved high level of professional competence. The Officer has also done tenure in a Communication Flight in the Eastern Sector, which undertakes the VVIP/VIP Commitments and thus requires highly efficient transport pilots. He is presently posted as the Public Relations Officer, Gandhinagar since 17 Feb 2003. In his prior appointment as Public Relation Officer Shillong, he was awarded a commendation by the CAS on 26 Jan 2002. Again in the present appointment, he was awarded a commendation by the AOC-in-C on 26 Jan 2004, for distinguished service.

Wg Cdr Singha had a mandate to raise a new Public Relations Unit to propagate and highlight the Defence activities in the region. Working with selfless missionary zeal, with ingenuity and resourcefulness, he not only accomplished the mandate in a relatively short period, but has also established relations creditability par excellence with the public and the media in the region. As a result of his untiring and deft initiatives, all the three services has immensely benefited from the positive and widespread media attention. These efforts of his have been duly appreciated by different formations.

Wg Cdr Singha has proven to be an excellent Public Relation Officer for the Armed Forces. Towards spreading awareness of the services and motivating the youth to join the Armed Forces, his initiatives go far beyond the normal brief or call of duty and deserve a special mention. He has conceptualized, scripted and produces a documentary each in English, Gujarati and Marathi on SWAC on the even of the Air Force Day 2004, which was telecast by Doordarshan on their National and Regional Networks. While he achieved this at no cost to the IAF, the returns in terms of positive publicity achieved towards harnessing human resources for the IAF remain incalculable.

Wing Commander Ravindra Chandra Panda (18434) Medical was commissioned in the Medical Branch of the IAF on 25 Aug 1986 and initially posted at 32 Wing Air Force. Subsequently, he has served with distinction as a Medical Specialist at various Air Force and Naval Hospitals-Kanpur, Halwara, Amla, Jorhat and at INHS Kalyani. Wg Cdr Panda has excelled in all his assignments. He has received commendations by FOC-in-C, Eastern Naval Command in 1999 and commendation by the Chief of the Air Staff in 2004.

In his present appointment as Staff Surgeon to the Chief of the Air Staff, Wg Cdr Panda has been highly meticulous in delivering health-care of the best order. He has provided prompt and appropriate specialist as well as emergent medical care to a vast number of serving and retired personnel and their families.

He has applied his professional skill in successfully commissioning the state of the art Cardiac van. This Cardiac Van is a boon for IAF and has helped in tackling emergencies during various important functions where VIPs and VVIPs and their families were present. During his tenure, he got the online UPS for TMT machine, which has helped in medical evaluation of patients.

Professionally he has always been an asset to the IAF. He took upon himself the medical specialist cover to Air Force Station, Hindon, for ECHS Polyclinic at Air Force Station Faridabad and AFCME whenever required in addition to his already busy schedule. His professional expertise is of superlative order. He brought a patient from the jaws of death by thrombolysing the patient at Station Medicare Centre - history was created in the SMC. After stabilizing, transported him to Base Hospital, Delhi Cantt where he recovered fully.

His excellent bedside manners, professional competence and helpful demeanor has been widely appreciated, bringing credit to the IAF Medical Services. Throughout, he has shown utmost dedication, skill and compassion beyond the call of normal duty.

Wing Commander Dhananjai Vishnu Wani (18568) Flying (Pilot) was commissioned in the Flying Branch of the IAF in 1986. Since Apr 2001 he has been a directing staff at Tactical & Air Combat Development Establishment (TACDE) and has been holding the appointment of officer incharge Development. A Fighter Combat Leader Course Instructor, he is an outstanding professional who has proved his mettle in various challenging assignments time and again. He flew more than 45 sorties during 'Op Safed Sagar' and was awarded 'Mention in Dispatches' for his role in the operations. He has over 2900 hrs of accident free flying, which includes 2800 sorties on various MiG-21 variants and over 1200 sorties on the Mirage 2000. He has an in-depth professional knowledge on Air Interception Radars, Beyond Visual Range (BVR) Missiles and other associated avionics of modern day Air Superiority Fighters. He has played a key role in finding operational solutions to various development tasks undertaken at TACDE.

He has been involved in the development of 'BVR' combat tactics and night combat trials for 'special Task' during his tenure at TACDE. He was in charge of developing tactics and their employment during Ex Cope India and was instrumental in the spectacular results achieved during the exercise. He was the Exercise Coordinator, responsible for all aspects of Sindex 04, the first ever IndoSingapore Fighter exercise. His innovation in efficiently utilising the Air Combat Manoeuvring Instrumentation (ACMI) station reduced the debrief time by one third at the same time improving the quality of debriefs during Sindex 04. He has contributed immensely towards both the international exercises, which has enhanced our prestige internationally. His positive attitude, mature approach and analytical ability have been instrumental in bringing about far-reaching changes in TACDE and have been a source of inspiration to others.

Squadron Leader Pramod Kumar Jena (23922) Administration is on the posted strength of 410 Air Force Station since 21 Apr 2003. He has been performing the duties of Director of Music and Principal Conductor for 1 AF Band Air Warriors Symphony Orchestra (AWSO) since then.

Sqn Ldr Jena was given the difficult task of training the musicians and starting the AWSO concerts. The task was new and had never been undertaken by the Indian Air Force. Within a short span, Sqn Ldr Jena undertook the responsibility with full zest and produced high quality concerts. He was solely responsible for the excellent standards that the musicians achieved and the success of AWSO concerts. Under his leadership the AWSO carried out over 40 performances in India and abroad. He was solely responsible for success of AWSO at Bangkok in Thailand and Finland. He was also responsible for ensuring that new tunes are performed for concerts every year.

In addition to concerts he also ensured successful participation of musicians of AWSO in various ceremonial commitments, Republic Day Parade and Beating Retreat. Sqn Ldr Jena has composed many martial tunes for the IAF which are played during various ceremonial functions. He has also conducted Beating Retreat many a times; especially this year's Beating Retreat conducted by the officer was highly appreciated by the President of India. The officer successfully undertook the task of producing quality Compact Discs (CDs) of AWSO in a limited time. The audio CDs have been very well appreciated.

The officer besides raising the AWSO, was also responsible for induction and training of musicians during his tenure at Air Headquarter (Vayu Bhavan) and has been giving regular advice on all the matters pertaining to the AF Bands and musicians. He is the only officer qualified in music in the Indian Air Force who has been at the helm of affairs of the AF Bands and success of AWSO.

For his pioneering innovative work, excellent contribution to the music in the IAF and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Pramod Kumar Jena.

637051 Master Warrant Officer Ramesh Chandra Flight Signaller was enrolled in the Indian Air Force on 23 May 1979 in Radio Tech trade. He remustered to Flight Signallers trade in Jul 1989. Since then he has flown on AN-12 and IL-76 aircraft and has flown over 5200 hours till date. He has flown extensively on IL-76 aircraft since he converted on the type in Oct 1993 and has clocked over 4100 hrs of operational flying on this strategic aircraft of IAF.

MWO Ramesh Chandra attained Flight Signaler aircrew category A within a short time of remustering to Flight Signallers trade. The MWO has been selected as a supervisor in Flight Signaller trade. During his long tenure as an aircrew instructor MWO Ramesh Chandra has been instrumental in undertaking conversion training of several under-trainee Flight Signalers on various roles of IL-76 aircraft and thereby helped the organisation to improve its operational capability. The professional skill of the MWO has been aptly recognised by various inspecting agencies such as the Aircrew Examination Board and Directorate of Air Staff Inspections (from Air HQ) who have co-opted him several times for examination/inspection duties. His continued zest for knowledge has been a source of inspiration for his subordinates.

His professional skills, depth of knowledge and sense of responsibility were put to real test during the planning and execution of the first multinational exercise codename COOPERTATIVE COPE THUNDER in 2004 along with fighter aircraft of IAF. The Exercise, involved staging of Jaguar aircraft of Indian Air Force halfway across the globe to Alaska (USA) and back, which required meticulous planning and flawless transport support. The sincere and wholehearted involvement of the MWO went beyond the professional requirements from any Flight Signaler. His personal conduct and bearing was par excellence which motivated all other participating aircrew. His leadership capabilities were evident in his handling of all the responsibilities entrusted to him. The important thing here is that the MWO achieved all this with a cheerful countenance in his soft spoken way throughout the exercise.

645470 Junior Warrant Officer Krushna Chandra Routray Equipment Assistant is on the posted strength of Air Force Station Carnicobar since 12 Apr 2004.

On 26 Dec 2004, Air Force Station Carnicobar was devastated by a severe earthquake followed by Tsunami waves. The only Logistics Officer, Sqn Ldr CM Rodrigues lost his life in the tsunami waves. On realising this tragedy, JWO Routray took on the responsibility of providing logistic succour to the survivors and also the tasks expected of a logistic officer during such a situation. He displayed high standard of responsibility, empathy and maturity in handling and distribution of food and protective clothing to the survivors.

He proved his mettle as a junior leader by organising a logistics team comprising of airmen. He took charge of off-loading all relief material slated for the Station, stocking them. Off-loading the continuous flow of aircraft was a back-breaking task which had to be achieved with the same team of men who themselves were 'survivors' in the true sense. He kept his team motivated and achieved minimum delay and downtime of the aircraft. By the third night, i.e. 28 Dec

2004, he managed to get a makeshift kitchen functional and serve meals to all personnel, thereby contributing immensely to the upliftment of their morale.

For his display of a very high level of initiative, organising capability, leadership skills, empathy and maturity under extremely trying conditions which mitigated the hardships and trauma of the surviving personnel, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Junior Warrant Officer Krushna Chandra Routray.
