Air Commodore Pradeep Vasant Naik (12005) F (P) was commissioned in the fighter stream of the IAF on 21 Jun 69. He has flown more than 3000 hours on all MiG-21 variants and MiG-23 BNs. In his distinguished service of 33 years he has held many important Command and Staff appointments. These include command of a MiG-21 Bis squadron, Chief Operations Officer (COO) of AF Station, Bareilly and Directing Staff at Tactics and Air Combat Development Establishment (TACDE) and Defence Services Staff College. He has commanded two bases, AF Station Srinagar, an operational base in the Kashmir valley and AF Station, Bidar. He is an alumnus of the National Defence College.

As COO, AF Station, Bareilly he streamlined operational procedures for the base flying five different types of aircraft leading to "Average Plus" grading by Director Air Staff Inspection (DASI). During his tenure as AOC at Srinagar and Bidar not only the operational effectiveness improved but also he effected major improvements in works services and quality of life. At Bidar, he was responsible for Suryakiran Aerobatics Team. The standard of their displays bears testimony to his involvement and hard work.

He was posted as Air I, Western Air Command (WAC) from 16 Dec 01. At the time of taking over this challenging assignment, WAC was in a state of high alert. With his vast experience he not only blended with the plans but also took up the reins of operational activity in WAC and was instrumental in raising it to new heights of combat preparedness. With his deep insight into activity at field level, he was able to inject enough operational challenges into day-to-day training of the combat units to ensure that the state of preparedness was sustained over the prolonged period of alert.

His active involvement in both macro and micro aspects of operations ensured optimization of resources and expeditious translation of concepts into actionable ideas. His clarity of thought and directions enabled his subordinates to work for clearly defined objectives, thus maximizing their output.

Group Captain Srinivasa Rao Chinni (12344) Lgs was commissioned on 27 Jun 1970 in the Logistics Branch of the IAF. He is currently commanding an Equipment Depot.

As an Inspector in Directorate of Maintenance Inspection (DMI), his study on Inventory Management of MiG-21 fleet resulted in reduced holding at operational units without affecting serviceability. It also generated utilisation of non-moving inventory, bringing savings in procurements and inventory carrying costs. At College of Defence Management (CDM), he excelled in teaching Operational Research and Project Management to Senior Defence Officers. His efforts in getting a memorandum signed with All India Management Association (AIMA) and Osmania University granting recognition and award of Postgraduate Degree is noteworthy and commendable. During Kargil operations, his meticulous planning and distribution management ensured smooth and effective logistics support to all dependent bases, which enabled the IAF to achieve its operational targets.

On taking over Command of 29 Equipment Depot, Gp Capt Chinni faced the challenge to support overhaul of 12 AN-32 aircraft (ac) as against 06 ac in the previous years' task. By foresight and timely procurement, he ensured achievement of 100% task. His co-ordinated procurement of indigenous spares worth Rs seven crores from vendors all over India resulted in saving of valuable foreign exchange. He also designed a software programme to monitor critical spares, which was effectively used to meet the unforeseen increase in overhaul of R-29 engines.

In 32 years of service Gp Capt Chinni with his deep commitment, leadership quality and professional knowledge, has been able to develop an enthusiastic work force capable of achieving results even in adverse circumstances.

Air Commodore Gautam Sengupta (12743) Accts was commissioned on 26 Jun 1971. For his high professional competence, he was commended by AOC-in-C, Western Air Command, IAF in 1978, by AOC-in-C, Maintenance Command, IAF in 1989 and by the Chief of Air Staff in 1993.

On taking over as Command Accounts officer on 20 Oct 1997 this officer identified vital areas which could enhance the quality of life for not only serving personnel but retired personnel too. With his zeal and drive he was able to computerise the Accounts Section in HQ Central Air Command (CAC) and all other Station Accounts Sections of this Command. This effect was not restricted only to Public Fund. The Non Public Funds also benefited immensely. The CSD Canteen of HQ CAC has been completely computerised which has resulted in accurate provisioning, sales and accounting and has reduced the customers waiting at the counter considerably. This had led to enormous improvement in customer satisfaction. With his innovative ideas, and constant persuasion he was able to convince HQ State Bank of India to open a Model Bank of UP area at this HQ. The Bank underwent a total transformation at a record time of six months with modern building, online computer services with Automated Teller Machine (ATM) facilities. All service personnel and civilian employees have been benefited by this modernisation. With the implementation of Fifth Pay Commission the pension orders issued by Controller of Defence Accounts (CDA) were required to be revised for all pensioners. With his personal involvement, keen interest and a good rapport with CDA, Air Cmde Sengupta was able to complete this Herculean task in time bound manner. He was made the nodal point by Air HQ to settle numerous outstanding pension cases for retired officers, airmen and family pension for widows.

His excellent knowledge, thoroughness and foresight in Public Fund Operation, Non Public Fund management and growth, Budgetary Control, Settlement of Audit Objections and judicious utilisation of funds ensured maximum benefit to all the Stations. Because of his personal involvement, constant monitoring and check, there was no case of loss or misappropriation in any of the Non Public Funds in CAC in the last three years.

For his sincere and single-minded devotion to service interest, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Air Commodore Gautam Sengupta.

Group Captain Madan Mohan Gupta (12881) AE (M) was commissioned on 05 Jul 1971. During 31 years of service, he has held varied field and staff assignments, which include CEO of one of the largest operational bases of the IAF and CO of an independent Air Defence Ground Environment System (ADGES) unit. He is also a recipient of the General LENTAIGNE Medal during 47th course at DSSC, Wellington. Presently, he is on the posted strength of Air HQ since 18 Dec 2000 and has been functioning as Joint Director Engineering (Jaguar). After his training in British Aerospace (BAe), United Kingdom (UK) on Jaguar aircraft maintenance during 1979, he set up the mechanical and armament bays including Jaguar MCC in one of the operational bases of the IAF. Later, as Senior Technical Officer (STO) he single-handedly established full range of I/II line maintenance facilities during re-equipping of a Jaguar Sqn. As CO, Regional ADGES Maintenance Establishment (Wadsar) [RAME(W)] he directed the entire unit with dedication and determination and achieved near 100% serviceability of DG sets, in addition to the unit receiving awards for Best Runner Up, Best MI Room and Best MT Section.

On taking over as JD Eng (Jaguar), he evolved a system to scientifically analyse each and every AOG and initiate measures to liquidate the same on a permanent basis. This has resulted in sharp decline in the number of AOGs in Jaguar fleet from 1284 in Mar 2001 to just 600 as on 31 May 2002. Regular meetings with BAe representatives resulted in smooth receipt of Navigation Weapon Aiming Sub System (Nav WASS) repairables from BAe, UK. This resulted in achieving 100% serviceability by a Jaguar Sqn on 01 Apr 2002. He also accomplished the task of transfer/sale of non-moving spares valued at Rs. 16.82 crores from 24 Equipment Depot to HAL for utilisation against manufacture of 17 twin seater Jaguar aircraft. As a demonstration of flair for innovation, 15 Lox converters (costing 2.3 crores) have been recently recovered at Jaguar bases after HAL had declared them beyond economical repair. His deep involvement with Jaguar inventory analysis modified the requirement of drop tanks against War Reserve (WWR) resulting in reduction by 144 drop tanks thereby saving Rs. 32 crores (approx) to the exchequer.

For his high professional competence, unflinching devotion to duty, exemplary zeal and capacity to put in sustained hard work far beyond the call of duty, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Capt Madan Mohan Gupta.

Group Captain Lalit Kumar Malhotra (13373) F (P) is on the posted strength of Air HQ (VB) with effect from 03 Apr 2001. He is currently working as Joint Director Personnel Officers. He is a Qualified Flying Instructor and a graduate of the Staff Course from Defence Services Staff College (DSSC) Wellington. He has commanded a Jaguar Sqn and has been the Chief Operations Officers (COO) of a major operational airbase. In his present appointment, Gp Capt Malhotra was responsible for processing and documentation of appraisal reports in respect of nearly 10,000 officers and promotion of officers upto the rank of Gp Capt. During this period, a major change of policy came into effect which entailed, for the first time, a very large number of officers being empanelled for promotion to the rank of Gp Capt. Due to his meticulous planning, attention to detail and deep sense of commitment the Promotion Board was conducted in a flawless manner. He also displayed extraordinary initiative and dedication in exploring avenues for additional vacancies so as to improve the adversity in promotion ratios. This has borne the desired results.

As Commanding Officer of a front line Jaguar Squadron, he made the unit perform exceedingly well. During his tenure as COO, the Station won the coveted 'Best Station' trophy. His meticulous planning of flying activity led to successful conduct of the first ever 'Air-to-Air Refueling Capsule' held at AF Station, Ambala during Apr 1997. The same traits of professionalism and leadership have been evident in his present appointment where he has been a source of constant inspiration to his colleagues and subordinates.

For his high sense of professionalism, exemplary dedication and selfless devotion beyond the call of duty, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Lalit Kumar Malhotra.

Group Captain Rakesh Kumar Jolly VM (14083) F (P) was commissioned in the IAF on 11 Jul 1975. He had commanded a Sqn. He has also been a Qualified Flying Instructor (QFI) at Flying Instructors' School (FIS) and Directing Staff at College of Air Warfare (CAW) and presently Stn Cdr at an AF Station. He has 3900 h accident free flying. His squadron won the 'Best Fighter Sqn' trophy in 1996 and stood second in Ex 'Eklavya' the same year. He was awarded the Majithia Trophy at FIS for standing first in overall order of merit and the Vayu Sena Medal for his successful Sqn Cdr's tenure.

As Stn Cdr, the officer was responsible for orchestrating Millennium Vayu Shakti (MVS) to be witnessed by Chiefs of Air Staff from all over the world. Though postponed once and cancelled the second time, the major portion of work was actually completed on each occasion. Planning for MVS was a challenging assignment. Gp Capt Jolly displayed equanimity, sense of purpose and excellent management skills in directing work towards this major function.

A good motivator, the officer was able to mould his team on the station to efficiently support a large number of weapon system trials. The station won a variety of awards during major and minor Command exercises and was runner up in 2001 for the 'Pride of SWAC' award. Undoubtedly, this was adequate testimony to his successful stewardship.

Group Captain Satvir Singh Rana (14383) Adm/FC was commissioned on 23 Jan 1976 in the Administrative Branch of the IAF. He is a graduate from Defence Services Staff College and Category 'AYE' Controller. The Officer has held important assignments of Commanding Officer of Air Defence College for three years and Dy Director in Dte of Ops (AD) Air HQ for four years. For his contribution in Air HQ he was commended by the CAS in Jan 1998. He is currently posted as Chief Operations Officer of Air Force Station, Barnala since 15 May 2000.

Air Force Station, Barnala occupies a pivotal role in Air Defence of Punjab sector. Gp Capt Rana has, through his supervision, close coordination of activities and personal involvement ensured incident/accident free Air Defence and radar surveillance operations involving flying from various fighter bases affiliated to his Station. Under his guidance, the Station has successfully completed every task assigned to it. His thorough planning has ensured a smooth induction of new Fully Automated Data Handling System (FADHS) project. By maintaining a parallel operation of the FADHS and Automated Data Handling System (ADHS) during the induction phase of FADHS he has provided requisite radar cover in his area of responsibility and saved the costly operational hours for other radars in the sector.

Through his leadership style, dedication and a regular mutual interaction he has achieved synergy amongst all personnel under his command. His personal involvement and emphasis on use of Simulator for training purposes has not only resulted in considerable saving in costly flying effort but has also made operating crew more proficient. The Station carried out close to 1388 interceptions on simulator during last one year. His regular interaction with aircrew of affiliated flying bases has been appreciated by all. His innovative thinking, sound planning and foresight have facilitated smooth conduct of air defence operations and kept the Station in high state of preparedness.

Group Captain Sumesh Kumar Saigal (14594) AE (L) was commissioned in the Engineering Branch of 1AF on 05 Jul 1976. He has been Commanding Officer of a Radio Maintenance Unit since Mar 1997.

The officer has dedicated himself to transform the maintenance culture of radio equipment. He has been responsible for transformation of a Radio Maintenance Unit (RMU) from a second line maintenance outfit to a major repair center of electronic equipment in the northern sector. Though entrusted with the task of radio equipment repair, he diversified the range of his unit into field of radar electronics and electrical power electronics especially in areas where facilities for such repair were not existing within the IAF. Facilities to repair peripherals for display console of P-40 Radars and to carry out fourth line IRAN Servicing on these consoles were successfully developed. Under his guidance the unit also conceived a personal computer repair laboratory whose support has been of great assistance to units especially those located in far-flung areas. Over 300 peripherals of computers were repaired in the year of inception of this facility and made available to field units.

With his technical acumen, the officer has repeatedly provided engineering solutions to recover equipment held unserviceable at various stations. Development of OEN panel for DG Sets, Reworking of AMF panel for power houses, repair of peripherals for aircraft starting aggregates were some of the land mark tasks successfully undertaken by the officer.

The Officer displayed sound professional and innovative approach in developmental tasks also. He has successfully designed and developed prototypes for Remote controlled Arrestor Barrier and Loud Hailer system for helicopters.

Wing Commander Gopal Krishna Patnaik (14735) Adm/FC was Commissioned on 29 Dec 1976 in the Administrative Branch of the IAF. As a Fighter Controller he commanded a Squadron from 1991 to 1996 and subsequently posted to Air HQ as Deputy Director Personal Service (DDPS) from 1996 to 1998. He successfully recovered a MIG-29 aircraft which was uncertain of its ground position for which he was commended by the CAS on 26 Jan 1996. As DDPS, he revised the policy pertaining to discipline in the Air Force and critically examined all the Court of Inquiry proceedings relating to agitation in respect of Pay Commission recommendations for which he was commended by the VCAS on 26 Jan 1998.

In his present appointment as Chief Administrative Officer, he has been responsible for providing effective administrative support to create safe flying environment, enhanced security measures and improved quality of life. On 30 May 2000 at about 1935 h, the Station was struck with heavy storm disrupting electric and water supply. Despite total darkness and heavy rains he motivated the Military Engineering Service (MES) personnel and took immediate steps in restoring electric and water supply in a least possible time. He successfully conducted the survey of Air Force land, which had been pending for the last 134 years, identified the encroachments and initiated actions to remove the same. With his close liaison with the Hyderabad Urban Development Authorities he organised mass scale tree plantations on Air Force land outside the camp to prevent any further encroachments. To improve the quality of life he refurbished the Airmen Institute, provided music at Hangars, TVs in every Section, locally fabricated Bus Shelters, 24 split Air Condition ers at various places, Curtains in Airmen Billets and developed Parks with fountain. He gave a new impetus to various Non Public Funds and achieved a record growth.

Wing Commander Amrit Lal Patel (15069) AE (M) was commissioned on 25 Jul 1977 in the Engineering Branch of the Indian Air Force. In 25 years of distinguished service he has held several important command and staff assignments that include Chief Engineering Officer (CEO) of a Base Repair Deport (BRD), Commanding Officer of Tech nical Type Training School, Senior Technical Officer (STO) at Helicopter Training School (HTS) and Chief Engineering Officer of a Fighter Base. He is a graduate of the Institute of Armament Technology, Pune. He was commended by the Chief of the Air Staff in 1992.

Whilst being the STO of HTS he performed creditably and ensured high serviceability of 28 helicopters. He achieved this challenging task with great foresight and meticulous planning. As CEO of a BRD he formulated the master process sheets for a wide range of specialist aircraft support vehicles. He also successfully overhauled these vehicles despite the uncertain availability of spares. He was instrumental in obtaining of ISO certification to the BRD.

Wg Cdr Patel took over duties of CEO, Air Force Station, Bhuj on 27 Mar 2000. During the earthquake, which struck the region of Kutch on 26 Jan 2001, Wg Cdr Patel suffered great personal loss. His house was completely destroyed, his aged mother was seriously injured and he lost all his personal belongings. Despite this personal loss, he earnestly went about the task of restoring the Station Engineering activities to normalcy. His active involvement in salvage operations resulted in the successful retrieval of technical equipment. He then set up alternate servicing facilities in tented accommodation and ensured that aircraft servicing commenced without any delay. His close supervision of the mechanical transport fleet ensured that all relief operations were carried out without a single untoward incident or accident. His efforts in quickly restoring communication and airfield lighting facilities ensured the safe and expeditious conduct of air relief operations. By his exemplary leadership, foresight and perseverance, Wg Cdr Patel was able to motivate his team to perform and achieve all tasks even under such adverse and trying conditions.

Wing Commander Arvind Verma (15410) F (P) was commissioned on 07 Jul 1978 in the Flying Branch of the IAF as a fighter pilot. He has flown the S-22 and all variants of MiG-21 aircraft besides the HJT-16 Mk I and Mk II trainer aircraft. He has 3918 hrs of flying to his credit with over 1100 hrs of instructional flying. He is a Fighter Combat Leader, a Qualified Flying Instructor, a graduate of Defence Service Staffs College (DSSC) Wellington and a Cat 'B'Group 101 Officer of Surface to Air Guided Weapons (SAGW) stream. He has been the Flight Commander of a fighter Squadron, a Squadron Commander in MiG Operational Flying Training Unit (MOFTU) and a Flight Commander at AF Station, Bidar. For his devotion to duty he was commended by the Chief of the Air Staff in 1992. He is presently commanding a fighter Sqn, since 19 Jul 1999.

During his present command tenure combat flights were kept in high state both at base and at Op locations. The Unit has moved thrice for various operations/exercises to as far as 450 Kms from base, without any accident or untoward incident. Combat flights performed creditably well during all the exercises. The unit has consistently maintained a serviceability state of over 90% and 95% of combat flights and specialist vehicles respectively. The unit was adjudged the best SAGW squadron of the IAF for the year 1999-2000 and was again re-nominated for the year 2000-2001.

Wg Cdr Verma is commanding the unit in an exemplary manner. He has maintained the high morale of his personnel through motivation and personal example of hard work, dedication and exemplary leadership.

Wing Commander Chintaman Sadashiv Sohoni (15472) AE (M) was commissioned in the IAF on 06 Jun 1978. During his initial tenures as Squadron Engineering Officer of MiG-21 and MiG-23 Sqns, he was commended by the CAS in Aug 1981 and by AOC-in-C, South Western Air Command (SWAC) in Jan 1986. After training abroad on overhaul of MiG-23 aircraft (ac), he was instrumental in establishing the overhaul facilities. He was also involved in successful overhaul of over 100 MiG-23 ac. Using his expertise and innovative approach, he established a rejuvenation technology to increase the life of MiG-23 undercarriage, which enabled a net saving of over 15 crores in foreign exchange. He was actively involved in projects to increase the Total Technical Life of MiG-23, MiG-27 and MiG-29 ac. In his next tenure as CO of Air Force Liaison Establishment (Koraput), his unit was adjudged as the best Maintenance Command unit. Later as Senior Engineer (Aircraft) of a forward base operating MiG23 ac, his contributions enabled the base to successfully drop more than 30% of the total bomb load during Kargil operations.

Now, as the Commanding Officer of a Repair & Salvage Unit, he has developed a process for in-house repair of doors of Chetak Helicopters, thus enhancing fleet availability and saving more than Rs. 10 lakhs. During May 2001, Iskra ac fitted with newly inducted NR-23 guns were observed to be unsuitable for utilisation. An in-house modification of the gun link collector was undertaken by the officer to enable successful conduct of the armament training. During a recent critical shortage of friction brake pads of Iskra ac, he established a process for the replacement of the brake pads resulting in immense FE savings and averting large number of ac AOGs. Above noteworthy contributions have enabled this station to successfully accomplish the training of ab initio pilots as per schedule. He recently designed and fabricated crates for packing Kiran ac to enable immediate dispatch of an ac involved in accident. This has resulted in saving of over Rs. three lakhs, besides averting hold up on an important investigation.

Wing Commander Rajiv Battish (16038) F (P) was commissioned as a Fighter Pilot on 15 June 1980. He is a Qualified Flying Instructor with over 3250 hours of flying, of which nearly 1150 hours are on Jaguar aircraft. An alumnus of Defence Services Staff College he has held various important appointments like Flight Commander of a Jaguar Squadron, Senior Flight Safety & Inspection Officer of an AF Station and Directing Staff at the Defence Services Staff College.

Wg Cdr Battish was appointed Commanding Officer of an Air Defence Guided Weapon Squadron on 14 Feb 2000. Immediately on assuming command, the officer has gone methodically and with great zeal in moulding his unit into a viable operational Squadron capable of meeting its assigned air defence task. He organised all available resources to ensure that his Squadron became an efficient Combat Squadron capable of inflicting serious damage to the enemy war capability. The officer is well versed with management of Pechora assets. Due to his diligent efforts, an appreciable positive change was achieved in the work culture of the engineering branch of the Squadron. Many innovative welfare measures were instituted which helped greatly in raising the morale of the Unit.

During his tenure as Commanding Officer, the Squadron has consistently completed the Command task. The Squadron participated in "Op Poorna Vijay" in May 2001 where the unit's Air Defence assets were successfully tried in the Mobile Controlling and Reporting Center role and 100 percent serviceability of the Air Defence Radar in the "Leapfrog" mode was achieved under extreme climate conditions. To cap all the achievements, the squadron is one of the rare Air Defence Squadron in the IAF to be declared fully operational by the Director of Air Staff Inspections Team in Sep 2000.

By his sound administration, professional competence, personal example and excellent leadership, Wg Cdr Battish has moulded the Squadron into an efficient Combat Unit.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Rajiv Battish.

Wing Commander Harish Tiagi (16099) Adm was commissioned on 15 Jun 80 in the Administration Branch of the IAF. He has held appointments of Adjutant, Divisional Officer at National Defence Academy (NDA), Commanding Officer of an Airmen Selection Centre, Assistant Provost Marshal, Honorary Treasurer of Air Force Wives Welfare Association at Air HQ, Deputy Chief Administrative Officer and Chief Administrative Officer. He is a graduate of Defence Services Staff College. He has been commended by the CAS in 1994 and by AOC-in-C in 1998. Presently, he is Camp Commandant at Air HQ.

As Camp Commandant of Air HQ, he has creditably discharged the mammoth responsibilities of maintenance of the build ings, provision of stores for office man agement and equipment account services. He has utilised his experience to execute a number of works to improve the infrastructure and ambience of offices, specially the refreshing and wellmaintained lawns and foliage. He was instrumental in replacement of three lifts of 1960 vintage by modern elevators in a record time. Due to his foresight he also revised the scope of work to install a silent generator of 380 KVA to provide standby supply for lights and fans at Vayu Bhavan. The installation of Compactors on rails was an innovative plan to create additional space for records. During the economy drive he critically reviewed the annual electric tariff of Rs. 1.36 crore during 2000-01. The repair of electronic water management system, re-utilisation of over flow of water and water saving measures provided additional water and reduced the running of pumping sets. The energy saving measures initiated by him have resulted in saving of Rs. 52 lakh on electric tariff during 2001-02. He has consistently evolved innovative procedures to maintain the build ings, landscape and facilities neat and tidy at all the times.

Due to his inventory management and standardisation the best quality of stores were provided at very competitive rates. The excellent quality and prompt delivery has led to high degree of user satisfaction. His strict procedural control resulted in exemplary financial and inventory management at Air HQ. During the period he also initiated disposal of salvage stores which resulted in decongestion of offices and creation of storage space.

Wing Commander Anil Kumar (16119) Lgs was commissioned on 15 Jun 1980 in the Logistics Branch of the IAF. He has varied experience of serving in Base Repair Depot (BRD), Equipment Depot (ED) and operational Command. Currently he is Staff Officer to the Chief of the Air Staff.

While serving as Senior Logistics Officer, Wg Cdr Anil Kumar displayed exceptional professional acumen in improving the system of maintenance and providing logistics cover to ensure availability of the items at door step of the users. This led to marked reduction in the number of aircraft on ground (AOG). In the year 1992, while serving as Mess Secretary of the Air Force Officer Mess he improved the systems and motivated the staff to such an extent that the Air Force functions, which were earlier entrusted to be handled by hotels, were arranged in the Mess itself. This led to considerable savings. He was commended by the Chief of the Air Staff for his initiative and devotion to duty.

As a Staff Officer to the CAS, he has used his professional acumen and experience in rendering sound advice towards improving logistics functions and management of Air Force inventory. This has resulted in cost savings and putting inventory items to effective use. He has given an excellent account of his ability in not only co-ordinating the activities at the CAS's secretariat but also helped in better interaction with other directorates at Air HQ. Wg Cdr Anil Kumar has an unmatched capability in tracking action points and ensuring the directions are moved in time in the right direction.

In addition to his normal duties, Wg Cdr Anil Kumar has performed in an exemplary manner in implementation of various measures initiated by the CAS. Due to his enthusiasm and zeal, many a difficult and tricky case, coming up to CAS for mediation, have been resolved in least possible time.

For his sincerity, commitment and total dedication to work, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Anil Kumar.

Wing Commander Kameshwar Jha (16169) AE (M) was commissioned on 07 Jul 1980 in the Engineering Branch of the IAF. In 22 years of distinguished service, he has held several important appointments that include Chief Engineering Officer of a Helicopter Base and Officer in Charge of Aircraft Specialist Vehicle Depot. He has been Chief Engineering Officer of Air Force Station, New Delhi (AFND) since 03 Jul 2000.

As the Chief Engineering Officer of a Mi-17 Helicopter Unit in Eastern Sector in 1994, he overcame all odds to achieve 100% aircraft serviceability from 45% within one year, for which he was awarded Commendation by the Chief of the Air Staff. During 1996-98, as head of the overhaul line of Aircraft Specialist Vehicles at a Base Repair Depot, due to nonavailability of spares from Russia, he embarked upon indigenisation of critical spares by tapping the expertise in the civil sector. As a result, for the first time the Base Repair Depot was able to surpass its allotted task. During 1999-2000, as Deputy Director Mechanical Transport at Air Headquarters, he successfully carried out indigenisation of hydraulic trolleys for Mirage 2000 and Su-30 aircraft, air-conditioning trolleys for Su-30 aircraft, mobile airfield compressors and Russian Ural engines.

With his foresight, perseverance and able guidance to his subordinates, he has given an impetus to technical activities in every field and established high standards of maintenance discipline at AFND. He has been able to improve mechanical Transport (MT) Serviceability state from 90% to near 100% on sustained basis. This is a very laudable feat, considering the fact that the Station has the largest MT fleet of nearly 500 vehicles in the IAF. With close monitoring and reduced dependency on local market repairs, he was able to carry out substantial reduction in MT expenditure. In the last two years, the MT expenditure has been brought down from Rs. 120 lakhs to Rs. 76 lakhs; a reduction of 37%. Further, despite the fact that the total mileage done by the vehicles was enormous, there were no accidents. Under the able leadership of Wg Cdr Jha, the Station MT Section has been adjudged the best MT Section for the year 2001-02.

Wing Commander Deepak Rautray (16194) Med was commissioned in the Medical Branch in Aug 1980. He is presently posted to Air Force Command Hospital, Bangalore with effect from 20 Dec 1996, as the Oncosurgeon.

In these five years, he has successfully established the Malignant Diseases Treatment Centre at this Hospital. He has raised the Centre to its present state of excellence single handedly, without the services of any medical or Radiation Oncologist, wherein it is rendering quality multimode Cancer care to hundreds of patients every year. All the cancer patients reporting to his centre are managed here itself, with commendable results and excellent clientele satisfaction. In recognition of his professional standing, he has been nominated to the executive council of the Bangalore Surgical Society and the Bangalore Oncology Group.

In Dec 2001, like a devoted soldier he responded to the needs of his country and the Armed Forces, by offering his services to the Govt of India, as a member of the Indian medical mission to Afghanistan (Mazar-e-Sharif) during the war (Op Enduring Freedom) in that country. There, as a Team leader of the only Indian presence at the strategically important Mazar, he was required to function under most trying and adverse circumstances not only at a professional level but also at a diplomatic and social level, to fulfill the aims of the Govt of India. With total disregard to the threat to his own life and limbs, he led his pioneering team with tremendously admirable professional skill, diplomatic maturity and social propriety, to do his country and the Armed Forces proud. This awesome task mandated the highest degree of dedication, devotion and professional excellence. His work has been greatly appreciated by the Governor of Balkh Provinces.

Wing Commander Pradeep Wellesly Karvinkop (16537) AE (M) was commissioned in the IAF on 10 Aug 1981. He is posted as Senior Engineering Officer (SEO) of Air HQ Communication Squadron since 30 Aug 1999.

Wg Cdr Karvinkop has been dynamic AE officer throughout his career in the IAF. His outstanding performance has been his way of life from the beginning as shown by his previous achievements of Commendation by AOC-in-C, WAC in 1991 and by CAS in 1995.

During his tenure as SEO, with systematic planning, close supervision and extraordinary foresight, Wg Cdr Karvinkop ensured a high serviceability state of B-737-200, HS-748 and Mi-8 aircraft held with this squadron. He has ensured close monitoring of spares and training requirements of each trade. The professional skills of Wg Cdr Karvinkop are regularly put to test in the demanding environment of VVIP flights undertaken by this squadron. Under his leadership, the squadron has contributed towards projecting the Indian Air Force as a professional and highly competent force amongst Indian and Foreign dignitaries. His dedicated efforts resulted in improving flight and maintenance safety at this premier squadron. Wg Cdr Karvinkop is an able and effective instructor who constantly updates and trains his subordinates in latest maintenance practices. He is regularly invited for guest lectures at the Institute of Flight Safety and various Technical Type Training (TETTRA) Schools.

The squadron was tasked to convey the Vice President of India to Indonesia and Cambodia. At D'Jalota due to incorrect handling by the ground handling agency the tow bar got jammed in the nose wheel assembly. Using his professional acumen and depth of knowledge, Wg Cdr Karrvinkop got the nose wheel untangled and thus avoided an embarrassment to the IAF and nation.

Wing Commander Rajiv Dayal Mathur (16772) F (P) was commissioned on 04 Jun 1982 as a fighter pilot in the Flying Branch of the Indian Air Force. He is a Qualified Flying Instructor and has held several important command and staff appointments including Commanding Officer of a MiG-21 Bis Squadron. He is a graduate of the Defence Services Staff College.

Wg Cdr Mathur assumed command of a fighter squadron on 10 Jun 2000. Under his command the squadron has had an unblemished record, having so far flown over 4500 hours and trained 18 young pilots without any loss of precious aircrew or aircraft. During the Command level Air-to-Ground Armament meet "Ekalavya 2001", Wg Cdr Mathur displayed very high professionalism by himself leading three missions. His squadron won four out of the seven coveted trophies. The squadron was also adjudged the Best Fighter Squadron in South Western Air Command.

Following the earthquake, which rocked the region of Kutch on 26 Jan 2001, Wg Cdr Mathur was tasked with rescue operations outside the Air Force camp. Even as the aftershocks continued to occur, he and his squadron personnel worked round the clock for over three days and in the process rescued 53 people trapped in the debris. Barely ten days later, his squadron was required to recommence operations from another base. Despite the upheaval caused by the eart hquake and the consequent hardships. Wg Cdr Mathur succeeded in motivating his squadron personnel to remain focused on organisational goals. Leading by personal example, he was able to provide renewed purpose and direction to the personnel of the squadron, who rose to the occasion by achieving the allotted tasks even under such difficult conditions.

Wing Commander Mrigender Singh (17324) F (P) was commissioned on 22 Dec 1983 in the IAF. He has been working in the Additional Directorate of Signal Intelligence, Air Headquarter since 08 May 2001. Since his posting to this Dte, the officer's dynamism and professional dedication to achieve excellence has left an indelible mark on the Signal Intelligence Organisation.

As a General Staff Officer, Wg Cdr Singh has a clear thinking with definite organisational goals in sight. Even though working in a highly technical environment, Wg Cdr Singh, with his zeal to learn and untiring zest to achieve the goals, soon acquired all the skills required to guide the Organisation. Soon after his posting he visited various field units and carried out an in-depth study of their working. His deep involvement resulted in recognition of potential weak links in the intelligence gathering apparatus. Bearing in mind the delays and difficulties in immediate revamping of the Organisation, he devised indigenous methods and formulated new Standard Operating Procedures (SOPs) for optimal utilisation of operational equipments and resources. With his vast operational experience Wg Cdr Singh ensured trem endous improvement in the analysis of day-to-day Sig Int inputs.

With his high leadership qualities, he motivated his subordinates working in this Dte. He streamlined the working of various sections to improve the quality of output. During his tenure, apart from performing his job as GSO-1/ SI-7A, he also actively partic ipated in 'Op Prakaram' with one of the front line fighter Sqns. With his relentless and untiring hard work he produced many Special Reports on various aspects of Pakistan Air Force which have immensely contributed in building up a comprehensive picture about the Op preparedness of the PAF at Air Headquarter.

For his relentless hard work, unwavering loyalty to service, devotion to duty and Operational skills of the high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Mrigender Singh.

Squadron Leader Tarique Jamil Ahmed Khan (18072) F (P) was commissioned as a Fighter Pilot in the IAF in 1985. A highly accomplished flier with over 3000 hours of flying experience, he is a Fighter Combat Leader, Qualified Flying Instructor and a graduate of the Defence Services Staff College, Wellington. He holds 'Three Stars' for accident free flying and 'Master Green' instrument rating. He has served as a flying instructor in a flying training establishment and as flight commander in a Fighter Squadron in earlier assignments.

Sqn Ldr Khan had been on the posted strength of MiG Operational Flying Training Unit (MOFTU), wef 29 April 2001. MOFTU is the largest fighter unit of IAF and it undertakes Stage-III fighter-flying training. In the absence of a Wing Commander due to service exigencies, Sqn Ldr Khan had officiated as the Squadron Commander of MOFTU 'Alpha' Squadron from his first day in the unit.

Despite being thrust into a job with a higher work content and increased responsibility, he had performed his duties with admirable efficiency. He flew extensively and worked for long hours with sincerity and dedication, among other things, to help pass out 164 and 165 Pilots' courses in time. He had worked beyond the call of duty on many occasions to meet all tasks. During this period, trainee and staff pilots in MOFTU had performed well in all professional spheres and for this Sqn Ldr Khan had a significant part to play.

Besides his primary job, he had performed all additional responsibilities in a befitting manner. His administrative ability was stood out and he had made significant contributions in many areas of activity in the unit including construction of the MOFTU museum.

Flight Lieutenant Krishnan Sendhil Kumar (24413) AE (L) was commissioned in the IAF on 26 Nov 1996. He has held the appointment of Officer-in-Charge Daily Servicing State (DSS) in a MiG-29 Sqn.

Presently the MiG-29 fleet of IAF utilises the AGASTI equipment for flight data acquisition and analysis. This system has outdated hardware and does not have automated analysis of aware resulting in time consuming manual analysis using graphical print out. Flt Lt Kumar recognised the shortcomings of the existing system and conceived the preliminary design of a novel Flight Data Acquisition and Analysis System (FDAAS) during his training at MiG-29 Technical Type Training (TETTRA) School at Pune. Based on the success of this preliminary design, Air HQ decided to develop a prototype. While on the posted strength of AMSE, AF he developed the prototype using the latest hardware technology and with advanced software features like automated GO-NO-GO feature and 3D aircraft simula tion to help the maintenance and operational staff in better utilisation of the aircraft. The prototype developed by him consists of four equipment and costs only Rs. 4.5 lacs as against the earlier system with three equip ment costing Rs. 12 lacs. Thus the system developed by the officer has resulted in a saving of about 70%. The prototype has successfully completed all initial development trials and bulk order for entire MIG-29 fleet is shortly expected.

During the same period, Flt Lt Kumar also took on the additional task of developing the software for Total Technical Life Extension Data Base Management system of the MiG29 as required at a BRD of AF. He also completed software development of Header Editor and computerised SARPP film analysis software, both of which involved extremely complex coding.

287381 Warrant Officer Sawari Muthu Antony Musn was enrolled in the IAF on 21 Feb 1970. In 32 years of distinguished service, WO Antony has held the post of Course Supervisor at CTI from Jan to Dec 1996, instructor for musician tradesmen and Band Master for the last five years. He was awarded commendation by the CAS, in the year 1998 and by the AOC-in C, WAC on 26 Jan 2000.

WO Antony is an outstanding Warrant Officer with an innovative bent of mind. He is an extremely talented WO who works with zeal and enthusiasm. He has undergone the methods of instruction course at ETI in Nov 1980 and continued as an instructor for Musician trade at ETI & ATI upto May 1987. In 1996, he was specially selected as the course supervisor of Musician trade by Air HQ.

WO Antony has led the combined contingent of bands for AF Day Parade from 1997 to 2001 and earned the appreciation not only of Air Force dignitaries but also of the other guests. He has been leading No. 6 Air Force Band during Beating Retreat continuously for five years from 1998 to 2000. He has also led Air Force Band during NCC National Camp and Prime Minister's Rally from 1998 to 2000.

As WO i/c No. 6 Band, he has been conducting all National and International Guards of Honour since Mar 1997. On 27 Mar 1997, during the Guards of Honour presented to His Excellency Dr. Nelson Mandela, the then President of South Africa, he was personally appreciated by the Hon'ble guest for conducting their National Anthem flawlessly.

WO Antony is not only a reputed musician in the three services, but also has a reputation in para-military and state police organizations. He was selected as Judge during All India Police Western Zone Band competition held at Gandhinagar from 26 Apr to 30 Apr 99 and his performance was highly appreciated by the DIG, CRPF, Gandhinagar.

657301 Warrant Officer Anand Ballabh Joshi Flt Gnr has been on the posted strength of a Helicopter Unit since 02 Apr 1998.

On 30 Jun 2001 ten civilian labourers in two trucks were marooned in a flash flood in Tawi River. The sudden surge in water flow and strong currents resulted in the trucks getting bogged down. Surface means of rescue, were attempted, had to be abandoned due to the fast current. No other means of rescue other than air evacuation was feasible in the time frame available before the trucks were totally submerged. The risk of the trucks getting washed away in the rising water and fast current appeared imminent endangering the lives of ten civilians.

WO Joshi was detailed as the Flight Gunner for the rescue mission. During the briefing conducted when a volunteer was sought to be winched down on to the marooned truck, Warrant Officer Joshi immediately volunteered for the task despite the inherent risk. After establishing a hover over the trucks, Warrant Officer Joshi was winched down from a height of more than 20 m. His presence on the truck was inescapable to brief the untrained civilians as well as to ensure an organised recovery. The strong current and resultant wobbling of the marooned truck coupled with the persistent light drizzle and rotor downwash made the job of Warrant Officer Joshi a professional challenge. WO Joshi maintained his cool even under such difficult circumstances. After briefing the civilians he ensured that they were winched up one at a time after being firmly secured to the rescue strap. Warrant Officer Joshi's contribution is no small measure to the completion of winching in the shortest possible time. Warrant Officer Joshi remained on the marooned truck and was the last person to be winched to safety.

The successful and timely completion of the daring rescue operation was possible due to the cool composure and professionalism displayed by WO, even when under personal danger. This operation which received wide publicity, kept the flag of the IAF flying in addition to raising the esteem of IAF in the eyes of the common man and saving valuable lives.

293065 Junior Warrant Officer Purshotam Lal, Workshop Fitter, is on the posted strength of a BRD, AF wef 03 Apr 1996 as JWO i/c Structural Repair Section.

JWO Lal is an extra-ordinary person who has adroit hands and intelligent mind. He has been associated with intricate and complex structural repair on various ac for over fourteen years. These include major repair of fuselage and nose landing gear compartment of an aircraft extensively damaged due to belly landing, Centre fuselage area in K-2687 extensively damaged due to bird hit and the APU compartment and exhaust area of recently damaged K-2740 in the forward area. All these typical repairs needed preparation of special repair schemes and fabrication of structural parts. These repairs were carried out expeditiously by working for over 12 hours a day to meet the time schedules.

His invaluable experience has also been instrumental in repair of other ac of IAF. In 1997, he carried out repairs on VIP AVRO ac at Nagpur in mere two days for which HAL had demanded huge amount and at least fifteen days' time. He has also carried out repairs on six IL-76 ac, which were extensively damaged due to corrosion in last three years. For the repair of two of these IL-76 aircraft, Russians are known to have quoted Rs. one Crore per ac. Due to JWO Lal's dexterity and hard work, valuable foreign exchange has been saved.

JWO Lal has also been associated with complex structural modifications. His pains taking efforts resulted in successful completion of IR flare modification of AN-32 ac K-2701 during 'Operation Vijay'. He also carried out the aircrew seat retrain modification of AN-32 ac.

For his high professionalism, dedication to duty, hard work, total involvement and per sonal example of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Junior Warrant Officer Purshotam Lal.
