Air Commodore Romesh Chander Kakar (11481) AE (L) was commissioned on 01 Jan 1968 in the Engineering branch of the IAF. He has since held several important Staff and Command appointments including those of the Commanding Officer of a Tropo Communication Station and Deputy Director in an Inter Service Organisation Defence Image Processing and Analysis Centre (DIPAC). He has also undergone Tropo Communication Course from USA, Post-graduation (M Tech) in Electronics & Electrical Communication Engineering from IIT, Kharagpur, Air Staff Course from Defence Service Staff College and Senior Defence Management Course from College of Defence Management, Secunderabad.

While the task of setting up an Air Defence Ground Environment System (ADGES) for the IAF was first initiated by RCPO in the early 1970s, the officer, as a young Flight Lieutenant, played a significant role in establishing and testing the communication links of Stage I & II of the ADGES plan. While at DIPAC, the officer was the Chief Coordinator in drawing up comprehensive details of the facilities to be established and in obtaining the CCS sanction for the same. In his current tenure at RCPO, as the Chief Systems Engineer, he has successfully managed to speed up the implementation of a series of important projects. An Automatic Control and Reporting Centre (Auto CRC), under development for a number of years, has been put to operational use, overcoming some of the long-persisting problems. Five new digital Line-of-Sight (LOS) links have been set up in the Northern Sector. A two KW digital tropo link has been integrated in the overall ADGES communication network using DIGITAL Cross Connect (DCC) and Trans Mux. As a result of his clear vision and a highly focussed approach, orders for an inter-services project of a high level of complexity have been placed in record time of just five months from the start of the project.

Air Commodore Mohan Lal Verma (11708) Accts was commissioned on 23 Jun 1968 and is presently working as Director, Air Force Group Insurance Society since 29 Jun 1998. During his service career the Air Officer has held many important appointments like Command Accounts Officer, Deputy Director Financial Planning, Senior Accounts Officer of Major flying Bases. He has also served as Chief Instructor in Nigeria in Accounts Faculty. He is law graduate and graduate of College of Defence Management. For his devotion to duty and distinguished service he has been commended twice by AOC-in-C and once by Chief of Air Staff.

As Director AFGIS, the officer has the onerous responsibility of providing insurance cover for the entire personnel of the Indian Air Force. After taking over as Director AFGIS, he introduced proactive managerial strategies to ensure recovery of dues from Non-Performing Assets. Vigorous, innovative and multi pronged strategies adopted by the Air Officer resulted in recovery of a sum of Rs. 30 crore, which has not only reduced the non-performing assets but also enhanced the earnings of the Society. To intensify efforts in this direction, he constituted a recovery team, which has further improved the results in this Key Result Area. Simultaneously, necessary shift in the investment strategy was carried out in keeping with the times.

Introduction of schemes for Computer loans, conveyance loans and liberalisation of House Building Advance by the society under his direction not only ensured safety of funds but also enriched the quality of life and satisfaction level of all Air Force personnel. With exemplary professionalism, foresight and commitment, he not only revised various ongoing welfare schemes but also successfully devised and launched Post Retirement Insurance Scheme-99 for retired personnel. He also undertook the task of revising the IAFP 3601-Administration and Management of Air Force Group Insurance Society for the benefit of all the serving as well as retired personnel.

Group Captain Jayanta Kumar De (12250) Med was commissioned on 21 Nov 1969. After serving in various Air Force units, he was selected to undergo specialisation in Obstetrics and Gynaecology, which he completed with Flying colours in 1977. He has served in almost all Air Force Hospitals as a Gynaecologist of repute. Recognising his professional competence, he was handpicked to become a reader in the Deptt. of Obstetrics and Gynaecology in the prestigious Armed Forces Medical College, Pune from 1989 to 1994. For his devotion to duty and professional commitment, he was awarded Commendation by the CAS in 1980 and by AOC-in-C, TC IAF in l996.

Group Captain De was posted to CHAFB in Oct 94, where as Head of Deptt. of Gynaecology, he spearheaded modernisation of antenatal gynaecological care by incorporating new equipments and technique. With single-minded determination he persued the setting up of fertility clinic and was responsible for bringing joy into the life of many hitherto childless parents. This achievement was attained with the available resources, which is creditable considering the cost involved in starting and running fertility clinics. Being a dedicated teacher he headed the Academic and Training Deptt of CHAFB, Bangalore and due to his relentless persuasion of the Karnataka University authorities, recognition for post-graduate training to CHAFB was restored. This effort has had far reaching benefits and has paid rich dividends by the way of training many specialists of all discipline for the Armed Forces. Despite many odds he has succeeded in delivering excellent professional gynaecological care to his patients, which has made him as one of the most sought-after gynecologists in the Armed Force today.

For his various meritorious achievements that have resulted in far reaching benefits to many defence personnel and their families and for distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jayanta Kumar De.

Group Captain Narayanan Vijayakumar (12725) Accts was commissioned in IAF on 26 Jun 71 and on that occasion was awarded CAS Medal, Best All-rounder Trophy and the President's Plaque for Best Officer trainee. Since then the officer held several important and varied appointments in his career. He has been commended earlier by the CAS and AOC-in-C. He has authored many papers and has developed a number of softwares on Public Fund and Non-public Fund subjects for the benefit of officers posted to field Units. The officer was additionally tasked by Air HQ on the Revision of AF Officers Appraisal System, where he was the team leader during 95-98. His revised designs of the Appraisal System were implemented in IAF with effect from Jan 98. The officer is highly qualified academically and professionally and is sought regularly as a guest speaker in many AF Training Institutions.

Since his posting as C Accts O to HQ TC with effect from 17 Jun 98, Gp Capt N Vijayakumar has been excelling in each area of his function. He took a large number of measures to closely monitor the state of management accounting of Non-Public Funds. As a result, there has been significant improvement in this generally weak area of administration. He streamlined the budgetary control system on locally controlled heads and ensured availability of sufficient funds to all Stations/Units. He was instrumental in introducing an effective monitoring system for the AOC-in-C on the delegation of financial powers exercised by the Staff officers at HQ TC. A noteworthy achievement is his compilation of all accounting rules, regulations and procedures on ATG, which have been issued to all Training Institutions for guidance and adherence.

Gp Capt N Vijayakumar personally designed and implemented the LAN for admin branch at HQ TC. Another significant performance by the officer is the achievement of a record lowest figure of outstanding audit objections for Training Command for AAC 9899 which was possible due to his close interaction with all audit agencies and relentless pursuit of a number of cases with the audit and Air HQ. In the management of Command Welfare Fund, he devised newer methods of budgeting, processing of applications for grants, control of expenditure and made available more funds of welfare measures to stations. As PMC of the Command Officers' Mess during the past one year, he has supervised the renovation of various facilities and has successfully planned and organised major parties, important functions and VVIPvisits in the Mess.

Group Captain Narendra Kumar Upadhya YSM (12779) Flying (Pilot) was commissioned in the IAF on 12 Jun 1971. A graduate of the Defence Services Staff College, the officer has successfully commanded a Helicopter Unit and an Air Force Station. He has led an IAF Peace Keeping contingent to Somalia in 199394 for which he was awarded the 'Yudh Seva Medal'.

He was appointed Joint Director Operations (Helicopters) on 13 Sep 99. The officer's tenure has been marked by meticulous attention to his work requirements. In the post Kargil scenario, the air logistic task of the helicopter fleet in Siachen and Kargil sectors had increased exponentially. By skilful marshalling and optimisation of resources he was instru mental in smooth execution of an all time high tonnage of 8545 tons during 1999-2000, which ensured that our tactical posture in these sectors was not compromised for want of rations, stores and ammunition. He has competitively handled the procurement of a new helicopter variant from inception to the signing of the contract. The officer has also been responsible for initiating several cases like night upgrade of Mi-35s and extreme cold weather clothing, which have led to overall effectiveness of the helicopter fleet. His efforts towards induction of ALH, additional Cheetahs and upgradation of the existing Mi-17 fleet have also been praiseworthy. Through proper planning, initiative and foresight, the officer was able to ensure timely induction of IAF peace keeping contingent to Sierra Leone.

Group Captain Ajit Singh (13147) Flying (Pilot) was commissioned as a pilot on 24 Jun 1972 in the Flying branch of the IAF. While serving with a front-line fighter squadron he was commended by the Chief of Air Staff in 1991 for adept handling of an in-flight emergency at night and again in 1993. He has held the appointments of Commanding Officer of a fighter squadron, Command Flight Safety and Inspection Officer and Deputy Director Intelligence (Liaison) at Air Headquarters. He is a qualified Cat A-2 Flying Instructor, Instrument Rating Instructor and Examiner and a graduate of the Defence Services' Staff College and College of Combat.

Gp Capt Ajit Singh was appointed Chief Operations Officer of a fighter air base in the Eastern Sector on 30 Mar 1998. With his vast experience in the Eastern Region, he was able to appreciate various nuances of flying operations in this area very quickly. He undertook the task of improving the flying environment and support services at the base and achieved commendable results. He put his innovative skills to good use and suggested a modification to the Mechanical Runway Sweeper to quick dry the Arrester Barrier net during monsoons. With this modification, the time taken for resumption of flying operations after heavy rains has reduced drastically. Additionally, he undertook a review of all orders/instructions pertaining to operations. His suggestions have helped streamline procedures and in creation of a healthy and safe flying environment.

For distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Ajit Singh.

During his tenure as JD Eng B, with systematic planning, close supervision and extraordinary foresight, Gp Capt Sandhu ensured a high serviceability state of the IAF Chetak/Cheetah helicopters, Avro HS-748, Dornier fleets. The Chetak/ Cheetah fleet, in particular, has had an average serviceability figure of more than 80% during the last two years. During the same period, a number of prolonged AOG in respect of Avro and Dornier aircraft have also been recovered, mainly through personal monitoring and timely provisioning and AOG clearances. Also, with a view to improve the availability of Dornier aircraft in Squadrons, the challenging task of setting up Dornier aircraft servicing facilities at a BRD was actively pursued by him, and the requisite TTGE/spares were expeditiously made available to this BRD. Servicing of the first Dornier aircraft was thus successfully completed by the BRD in May 2000. In his previous tenure as the Chief Engineering Officer at a fighter base from Jun 1996 to May 1998, he ensured a high state of serviceability availability of MiG-27 aircraft in the squadrons. As a result Squadron could achieve an enhanced flying task. During the tenure, the Base was awarded the "Best Maintenance Wing Trophy" by the Command Headquarters for both the years, 1997 and 1998.

Gp Capt Sandhu has been a dynamic AE officer throughout his carrier in the IAF. His outstanding performance has been a way of life with him from the beginning, as shown by his previous achievements. He has been earlier commended by the AOC-in-C HQ WAC, IAF in 1993 and by the CAS in 1994.

For his unflinching devotion to duty, professional competence and distinguished service of an exceptional order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Raghbir Singh Sandhu.

As Chief Administrative Officer of Air Force Station Yelahanka, Gp Capt N Verma was extensively involved in the conduct of the prestigious international aerospace exposition Aero India-98. He was entrusted with various challenging responsibilities including planning, construction and maintenance of infrastructural facilities, security and crowd management, Fire Fighting and safety arrangements and beautification of the exhibition area. He was also involved in extensive co-ordination with various State Government agencies, MOD and PSUs. Despite the enormous responsibilities associated with providing admin support to this premier training base, Gp Capt N Verma, by his exceptional professional competence, indefatigable enthusiasm, conceptual skill and untiring efforts achieved all tasks assigned to him to perfection. His contribution proved to be one of the decisive factors in the resounding success of this much acclaimed air show.

Gp Capt N Verma was the first Director of Air Force Auditorium, New Delhi. Starting from a scratch and with sustained efforts he not only made it a sound financial venture but also a pride of IAF.

During his tenure as C Adm O of a fighter Base the officer was responsible for the acquisition of land for Diu airfield. With his untiring concerted efforts, the Herculean tasks connected with the acquisition of land, liaison with State Administration officials, tactful dealings with the private land owners of Diu, approx. 450 Kms away from the parent Base resulted in the completion of the proceedings in a record time. He also significantly contributed in the completion of various projects such as ACMI and resurfacing of Runways systems. His dedicated efforts resulted in improving the operations and flight safety of this premier fighter Base.

For his consistent high performance, relentless spirit of achievement and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Naresh Verma.

Group Captain Rajiv Sharma (13299) AE (L) was commission in the Aeronautical Branch on 01 Jan 73. He has held the appointments of Assistant Director Signals (Air) and Assistant Director Plan ADGES at Air Headquarters, Senior Engineer (Electronics) at two premier air bases and Head of Faculty (Electronics) at Air Force Technical College. An outstanding officer, he has done post graduation from IIT, Kanpur and Staff Course at Defence Services Staff College Wellington. In 1987, he was selected to undergo a course abroad on LUCH74 Flight Data Recorder (FDR) system. Presently, he is working as Chief Engineering Officer at a flying Base since 22 Oct 98. At this Base the Flight Data Recorder (FDR) analysis system was unserviceable since installation, which could not be rectified by specialists also. In 1994, Gp Capt R Sharma was entrusted the repair of FDR system. Using his innovative ideas and experience, he successfully repaired the equipment by using Indian components. This resulted in a saving of Rs. 27 lakhs.

The officer, with his wide outstanding planning ability and close monitoring of aircraft servicing activities, has reduced aircraft servicing time to the minimum, increasing the availability of aircraft for operations. During the recent operation 'Safed Sagar' the serviceability of both IL-76 and AN-32 aircraft fleet was maintained consistently over eighty per cent. During 1999, he success fully got two armament modifications completed on AN-32 and IL-76 aircraft. These modifications have made the practice bombing from AN-32 and IL-76 fleets most cost effective. Gp Capt R Sharma, with his innovative brain, has successfully developed Indian substitute of Russian aircraft washing machine and aircraft toilet cleaner by undertaking local design and fabrication work. His indigenisation drive and innovative ideas have resulted in saving of approximately Rs. 54 lakhs during last one year. He is an extremely meticulous and highly cost conscious officer. The high maintenance stands set by him as CEO are commendable which have been brought the 'Best in Maintenance' trophy to his Station.

For devotion to duty and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Rajiv Sharma.

Group Captain Arabind Mohanty (13414) Lgs was commissioned in the IAF in the Logistics Branch on 14 Jul 1973. He has had varied experience in logistics functioning, having two tenures as SLO of major Air Force flying bases. He also had tenure in the personnel branch tasked to look after Logistics, Education and Medical Officers. He is a graduate from the Defence Services Staff College. Presently, he is Chief Logistics and Maintenance Officer (CLMO) at a Command HQ. Prior to taking over the present assign ment, he successfully commanded 31 MCU, which looks after the bulk of Air Force imports and exports.

As CLMO of this operational Command, the first task beset was to make smooth arrangements for shifting of all the Air Force equipment to a new location as well as to establish the logistics infrastructure at this location from a scratch. This task was accomplished in a smooth and meticulous manner.

The Command HQ organised the biggest Air Show and defence Exhibition as a part of Golden Jubilee Celebrations of the nation in Mumbai in 1998. Gp Capt A Mohanty was coordinator for the Air Show and the Exhibition and responsible for movement of stores and allied arrangements from distant Air Force bases in the country. The Mumbai Air Show was accepted as one of the grand shows in recent memory. Air Force Displays were completed in exemplary manner and all the logistics activities connected with these two events were accomplished in a time bound and professional manner under his guidance. His innovations in providing logistics cover ensured availability of the items at the doorsteps of the users and this was possible by close pro-active logistics activities carried out at the Command HQ. During the period Jan 99 to Dec 99, 69 cases of regularisation of losses, outstanding for great lengths of time were completed with his initiative.

Displaying leadership qualities of a high order, Gp Capt A Mohanty has led by setting a high standard of personal example for his subordinates to emulate. He has a sense of pride in the profession and camaraderie amongst personnel in and around him, resulting in battling against all odds to achieve professional competence of the highest order.

For his dedicated work, sound leadership and exceptional professional competence, the Hon'ble President is pleased to Award 'Vishisht Seva Medal' to Group Captain Arabind Mohanty.

Group Captain Jasvinder Singh Chauhan (14079) Flying (Pilot) was commissioned in the Flying Branch in 11 July 75. In 25 years of distinguished service he has flown 3400 hrs on various fighter aircraft. He has commanded a fighter squadron and has been an Air Force examiner. He has also done Staff College in USA. Presently he has been posted as Station Commander at an Air Defence Director Centre (ADDC) in the Western Sector.

While Gp Capt Chauhan was in Command of the Unit, the ADDC was engaged in Op Safed Sagar as well as in several major exercises. It is to the officer's credit that in each occasion the Unit acquitted itself extremely well. His total grip on events was always obvious.

Gp Capt Chauhan's leadership and commitment have been responsible for excellent results. Some of his noteworthy achievements merit mention. This ADDC was adjudged the best ADDC in 1999. In Nov 99, DASI assessed it as "average plus" in all three disciplines i.e. Operations, Maintenance and Administration. The Unit has been fielded again for the best ADDC in the Air Force competition. In Mar 2000, Gp Capt Chauhan was tasked to establish a model camp for mobile units and prepare a SOP for the same. He did commendable job and consequently the SOP has been circulated all over the IAF for adoption as a standard. The ADDC has a number of lodger units. Each of the them, including the new INDRA-II unit, has received his full attention and support. As a result, all of them have excelled in their respective areas.

For his result oriented approach, organising ability and distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jasvinder Singh Chauhan.

Group Captain Prakul Kumar (14093) Flying (Pilot) was commissioned in flying branch on 11 July 75. He is a Qualified Flying Instructor, Pilot Armament Instructor and has over 2700 hrs of flying on fighter aircraft. He has commanded a premier strike squadron and has also been a DS at Staff College. Presently he is the Chief Operations Officer (COO) at a fighter Base in the Western Sector.

During his tenure as COO he ensured that operations continue unhindered from the Base without any compromise on standards. Due to his personal involvement to provide a conducive flying environment, during the last year and a half, the squadrons flew a total of 10544:00 hrs. During March 1999 alone, squadrons operating at the base carried out a record flying of 1170:10 hrs. His operational commitment was amply demonstrated when he ensured that all the forces were inducted smoothly for "Op Safed Sagar" and were ready to launch missions in the shortest possible frame. In a flawless manner a total of 303 sorties comprising FR, ELINT & AD Escort Missions were launched from the Base towards this operation. As Chief of Operations, not only did he co-ordinate the missions with other launch bases but also ensured mission effectiveness. He demonstrated fine judgment and decisiveness in launch and recovery of missions in marginal weather conditions, with total safety.

For his exceptional dedication to service, professionalism and distinguished service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Prakul Kumar.

Group Captain Sumer Chand Gaur SC (14118) AE (L) was commissioned in the IAF on 07 Jul 75. During his 25 years of distinguished career he has served in a number of operational transport and helicopter squadrons. He has also been Senior Technical Officer (STO) at the Basic Flying Training School (BFTS) and Commanding Officer of a Repair and Salvage Unit. As STO, BFTS, he was commended by the Chief of the Air Staff for ensuring high serviceability of HPT-32 aircraft. He was awarded Sharuya Chakra in 1984, for display of a high order of professionalism and courage during an in-flight emergency. Gp Capt Gaur has been the Chief Engineering Officer at Air Force Station, Bidar since 01 Sep 97. As C Eng O of this very important and very busy flying establishment, he has displayed a high degree of maturity, tact and technical expertise. His skilful handling of both men and material resulted in a steady improvement of aircraft serviceability, which rose from 40-50% in 1997 to 80-90% by end of 1998. This trend has continued to date. By personal example he established a culture of hard work and professionalism. On many occasions he was called upon to ensure servicing or rectification of unusually large number of Kiran aircraft in a limited time frame. By sheer hard work, close supervision and meticulous planning he successfully met such challenges. By innovation and perseverance he successfully modified the smoke emission system of the Surya Kiran Aerobatics Team Kiran MK-II aircraft to greatly enhance the visual effect. He also ensured a qualitative improvement in the Ground and Test Equipment of the aircraft. He was also instrumental in bringing about substantial savings by ensuring skilful retrieval or rectification of many expensive aircraft components.

For this dynamic leadership, professionalism and distinguish service of a high order, the Hon'ble President is please to award 'Vishisht Seva Medal' to Group Captain Sumer Chand Gaur SC.

Soon after taking over the range he reviewed the training syllabi, rationalised the various courses, drafted the Range Standard Operating Procedures and specified the QRs for staff and participants. These elaborate tasks required a great amount of in depth study, staff work and diligence. The officer persevered single handedly and completed various papers, which to his credit, were approved and implemented by Air HQs. During the last two and a half years the officer has conducted 15 EW Workshops, numerous EW trials and many other courses of training. He has included a number of innovative ideas to enhance EW awareness in the IAF. The officer coordinated and conducted the Air Force EW Exercise in 1999. During the exercise he proved the concepts and documented in details the lessons for future analysis.

The EW Range today has grown to great heights under the leadership of this officer. He oversaw from concept to completion the construction and operationalisation of the new Range Headquarters. It is an example of total user commitment and involvement which has resulted in the completion of a modern hi-tech Range. Thanks to his persistent involvement with the MES, the service accrued a large financial saving which was ploughed back to provide more facilities. This dynamic officer involved himself in station activity inspite of his very busy schedule. During this period he was the PMC of the Officers' Mess over seeing a major mess upgrade plan. Today the officer's mess also stands out as a symbol of his hard work.

For his great contribution to a vital yet invisible fighting arm of the Air Force and his total commitment to the service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Tarun Kumar Varma.

Group Captain Jose Mathappan (14278) Flying (Pilot) was commissioned in the flying branch on 13 Dec 75. He is a Qualified Flying Instructor and a test pilot. He has commanded a Fighter Squadron and has over 3000 hrs of service flying in the fighter stream. Presently, he is Joint Director Aircraft Upgrade and has been working on the MiG-21 Bis Upgrade Programme at Air Headquarter since Jul 97.

The MiG-21 Bis Upgrade Programme involves the integration of a large number of modern avionics of Russian, Western and indigenous origin. Such a major upgrade of a combat aircraft has been attempted for the first time by the IAF. Management of this 626 million-Dollar programme had been far from smooth due to the complex interplay of numerous factors. Gp. Capt. Mathappan, through complete involvement and commitment, was able to familiarise himself with the intricate requirements of the programme in a short period of time. Even though there was no precedence or model to learn from, the officer was quick in grasping the managerial essential of the programme and identify the bottlenecks. Ever since his appointment, considerable progress has been made towards successful completion of many milestones through relentless effort and clear focus. The management task required interaction with foreign vendors and development agencies in Russia and India, to meet the time-bound requirements of the development work in Russia and for setting up the upgrade facilities at HAL (ND), concurrently. This complex task, involving a large number of varied inputs, was executed with a very small group consisting of only two officers and few airmen. All this has been possible only because of the single minded dedication and involvement of Gp Capt Mathappan, above and beyond the call of normal duty.

In recognition of his distinguished service and dedication of the highest order in the management of the MiG-21 Bis Upgrade Programme, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jose Mathappan.

While commanding a front line fighter squadron, Group Capt Bhasin displayed exemplary leadership. His professional approach and direct involvement resulted in enhanced and cost effective utilisation of air effort, maintenance and administrative functions. This was evident from the AEB and DASI reports, where the Squadron was consistently assessed above the average.

Gp Capt Rajan Bhasin has been posted to Dte of Plans, Air HQ as Deputy Director from 10 May 1999. As Deputy Director he has been assigned the specific responsibility of processing the acquisition of additional Mirage and Jaguar aircraft, among other duties. In addition, he has been responsible for drawing up the IAF Capital Budget priority lists and to monitor their implementation. In the Mirage 2000 and Jaguar induction programme, despite intricacies resulting in protracted negotiations, he patiently maintained a singular focus on the prime objective. He was able to steer both the programmes to their fructification. It is because of his professional knowledge, dedicated work and deep involvement that the IAF has now been assured of the induction of these aircraft in the near future.

Although, the officer had only rudimentary knowledge of financial planning and budgeting when he joined the directorate, he worked hard to assimilate the essentials of this new discipline. To help achieve better results and use the computer as an effective monitoring tool, self-educated himself to be able to effectively exploit the computer. As a result of his dedicated and systematic approach, he was able to co-ordinate various diverse requirements of the entire spectrum of modernisation schemes.

Wing Commander Gajendra Singh (14582) AE (L) was commissioned in the Engineering branch of IAF on 05 Jul 76. He held the appointments of Senior Technical Officer of Gnat and Jaguar Squadrons and was on Staff Duties at Western Air Command Headquarters. He has been commended by AOC-in-C, Eastern Air Command in 1983 and Chief of Air Staff in 1990.

Wg Cdr G Singh was appointed as Commanding Officer of Jaguar Technical Type Training (TETTRA) School on 03 Nov 97. He has displayed exceptional managerial and organisational skills in this appointment.

A crucial Aerial Photography pod became unserviceable during OP Vijay in Jun 99. A team headed by Wg Cdr G Singh successfully repaired this pod with local resources using innovative methods. The pod has been operational since then. The repair of the pod assumes special significance in view of the recent Kargil conflict. In the event of nonrecovery of the pod, the only option before IAF would have been to approach its manufacturer in for rectification, which would have resulted in an outgo of approximately Rs. 50 lakhs in foreign exchange and would have denied the IAF its use at a crucial time.

Under his stewardship, the Jaguar TETTRA school has achieved a unique distinction in computer based training techniques. Large number of packages have been developed based upon interactive multimedia software which have made the training process very effective, absorbing and interesting, even for the lessons involving intricate and complex systems. The efforts of the Unit towards self-reliance through indegendisation of some of the testers like Rocket Pod set is also noteworthy.

Wing Commander Prabhu Dayal Gill was commissioned In the Administrative branch on 29 Dec 76. He has held varied important appointments such as Security Officer at an Operational Base and Works officer at Command HQ. He was appointed as Camp Commandant Air Headquarters on 08 Jul 96.

As the Security Officer of Air Force Station, Ambala, he devised innovative measures for Camp Security and developed an effective liaison with the civil officials, thereby improving the overall security scenario of the flying station. With his vast experience, analytical approach and perseverance, he reviewed the entire procedure of works services in HQ Maintenance Command and ensured that field units were afforded the best Admin Services.

Soon after taking over as Camp Commandant Wg Cdr Gill undertook completion of pending tasks and quickly appreciated the quantum and nature of works requiring immediate attention. He also undertook many new schemes to improve the existing infrastructures with extreme economy and exceptional speed. Under his supervision and astute guidance, works for fire safety measures, improvement of water supply and enhancing captive power supply were completed. His personal drive and dedication has been of a very high order and have resulted in quantum improvement in the working environment and quality of life at Air HQ.

Wg Cdr Gill, with exceptional professionalism and teamwork ensured high standards in upkeep and maintenance of Vayu Bhavan complex. He was accomplished these tasks using the existing resources and an effective liaison with CPWD, without causing additional expenditure to the Government. Working well beyond the specified working hours, Wg Cdr Gill displayed exemplary devotion to duty.

Wing Commander Kiran Prabhakar Palsule (15593) Adm/FC was commissioned in the Adm/FC branch of the IAF in Dec 1978. From the beginning of his career, Wg Cdr Palsule has displayed a high degree of professional excellence. He is Cat A Controller and a graduate of Staff College. He has been an Instructor at TACDE as well as an Inspector Air HQ ASI Team. Presently, he is commanding a Radar Unit in the Western sector.

During his tenure as the Commanding Officer, Wg Cdr KP Palsule displayed qualities of an excellent commander by leading his team during the AD exercises Chakra Vyuh and Trishul, achieving maximum number of confirmed kills as the Mini DC. During Op Safed Sagar, his Unit maintained exceptionally high serviceability of radar for operations. He ensured effective surveillance and detection of PAF UAVs in his area of responsibility so as to prevent any intrusion by the enemy. Being an experienced fighter controller he supervised the controlling of own UAVs at Jammu sector ensuring timely warnings against the enemy reactions.

Under his command the security of the Base was enhanced considerably. The Unit adopted self-help approach and carried out a large number of technical innovations and modifications, bringing about an overall improvement in the efficiency of the radar and the supporting systems. As a result, the recurring problem of power management at his Unit was solved.

For his performance and single-minded devotion, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Kiran Prabhakar Palsule.

Wing Commander Amit Kumar Mathur (15754) Lgs was commissioned on 15 Jun 79. A Staff College Graduate, the officer has held with distinction important and challenging assignments including SLO of a flying Base, an ED and a Signal Unit.

The officer assumed the responsibilities of DDGWM in Sep 97. His immediate concern and focus of attention was the poor spares support of Pechora system. The problem was compounded due to dwindling sources of supply ex-abroad. Having identified critical spares, the officer steadily pursued early finalisation of contracts with various inter and intra-organisational agencies. His untiring efforts have already fructified contracts for about 1250 critical spares from abroad and additional 400 lines from indigenous sources, against approximately 3800 lines of LOT indents. The procurement of these spares has made the Pechora system sustainable under present conditions. Procurement of additional Pechora missiles against life expiry in very short time is a major land mark achieved by Wg Cdr AK Mathur.

The officer is sincere, service minded and tactful. An oxidiser vehicle worth Rs. 12.7 lakhs was under C&AG audit objection for non-utilisation. The officer found out that the vehicle was still in use with a sister service. He discussed the matter with Navy at various levels and after full technical inspections Navy accepted the same. Thus a large amount was saved from being written-off by IAF and a sister service was benefited by not incurring similar expenditure on purchase of new one. The officer also meticulously planned induction of a new SAGW system. The task involved coordinating smooth handling and movement of sensitive stores from various supply agencies. Two flights of this new system are now fully operational.

Wing Commander Sauri Kant Parhi (16111) Adm/FC has been serving in the Fighter controlling stream since 15 Jun 1980. He has been the Commanding Officer of a Transportable Radar Unit since 21 Sep 98. While commanding this highly mobile AD Radar unit, he has shown a very high degree of professionalism and leadership to marshal his limited men and material to enhance efficiency and operational status.

From May 99 to Sep 99 his unit was activated in Saurashtra and Kutch Sector for Op Rakshak and Op Punja, during which he ensured incident free long distance mobilities and uninterrupted operation from standalone sites. Numerous support equipment, vehicles etc were smoothly inducted and optimally utilised during this phase.

During his tenure the number of combat interceptions undertaken and the number of fighter controllers trained in the Unit has been increasing steadily This has perhaps made this mobile AD unit into the most active hub centre of training for outstation fighter controllers. With his high decree of professional interaction with fighter controllers and with the fighter pilots of locally based ASF squadrons, he has contributed a great deal in the evolution of various interception tactics at this base.

Leading by example, Wg Cdr SK Parhi has been able to motivate his Unit personnel, instill confidence and enthusiasm and thus formed a potent team of professionals who have continuously strived and kept a very high standard of serviceability of equipment and very high standards of operational work in the newly formed AD unit. This Unit being adjudged as the Best GCI in the command for 1999-2000 bears testimony to this fact.

For devotion to duty, professionalism, caliber and personal example of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Sauri Kant Parhi.

Wing Commander Madusoodanan Nair Jayakumaran Thampi (16632) was commissioned in the Flying Branch of the Indian Air Force on 11 Dec 1981. He has rendered active service in a number of front line air support transport squadrons and has flown over 4500 hours on various aircraft. He is also a Qualified Flying Instructor. Through out his service career, Wg Cdr MJK Thampi has shown exemplary devotion to duty and has been twice awarded commendation by the Chief of Air Staff in 1993 and 1995.

Since 12 May 1998 Wg Cdr MJK Thampi has been performing of the duties of Commanding Officer Southern Air Command (Unit). During his tenure as the OC (Unit), he under took the challenging task of shifting the Command Headquarters from its temporary location in Trivandrum City. He painstakingly supervised various work services and ensured their timely completion within the budgetary constraints, thus facilitating smooth relocation. This ensured that a Command became functional and operational within the shortest possible period.

While at the temporary location all Air Force personnel were being accommodated at hired/reimbursed houses in civil area. Due to Wg Cdr Thampi's tireless drive and close supervision, construction of married quarters for officers and airmen were completed in record time. Not just that but a number of other amenities were created for the welfare of the personnel and their families, which perceptibility improved the quality of life for the personnel of Southern Air command. Due to his excellent liaison work with civil administrative authorities Wg Cdr Thampi ensured timely completion of the laying of new water pipe-lines and power-lines, thereby facilitating uninterrupted power and water supply to HQ Southern Air Command and its lodger units.

Wg Cdr MJK Thampi, by his ingenuity and administrative acumen, has contributed significantly to relocation of the Command Headquarters as well as the overall improvements in the quality of life for all personnel.

For his dedication and distinguished service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander MJK Thampi.

On taking over this assignment, he reorganised the functioning of the cell and took care of all aspects of provisioning and procurement in the most competent and dexterous manner. He computerised all the activities and vast data of MiG-29 cell and made excellent use of the data for improvement of MiG-29 fleet. His timely initiation of procurement actions culminated in finanl isation of several important contracts. It not only resulted in reduction of number of aircraft on ground (AOG) in field units but also enabled the concerned Base Repair Depot (BRD) to achieve the target production task of overhaul of MiG-29 aircraft in year 99-2000. AOGs, which were about 1400 lines at the time of his joining the maintenance cell, were brought down to 70 lines in a span of about one and half years and the production of MiG-29 aircraft reached to 12 aircraft in 1999-2000.

On taking over the responsibility of Su-30 cell, he got on the complex job of setting up of Service Support, centre in India for repair of Su-30 items and initiated many cases, which are in advance stages of culmination. Besides his exceptional involvement in his job, he has made significant contribution in streamlining many procurement procedures for the overall improvement of the Russian aircraft fleet

For his exceptional devotion to duty, dedication, selfless service and exemplary professionalism, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Naval Sabharwal.

Squadron Leader Rajendra Kumar Yadav (17816) AE (L) is on posted strength of a Base Repair Depot (BRD) since 01 Feb 95. Earler the officer has worked for nearly 14 years in AN-32 Squadrons and technical flights in various capacities and was selected in Sep 94 for training abroad in major overhaul of AN32 aircraft and its rotables.

On his reporting to the BRD, the officer along with his team of foreign-trained technicians commenced work in setting up Rotables overhaul line. This task was indeed difficult and challenging since the test rigs and machines received from Russia were in dismantled condition, without any assembly, wiring, installation drawings or technical literature. Undaunted by the enormity of the task, Sqn Ldr Yadav, with his professional approach, guided his men in commissioning a large number of these rigs/machines. The effort was all the more significant as it was done without any foreign technical assistance. In a span of two years Sqn Ldr Yadav along with his team set up facilities of overhaul of over four hundered AN-32 Rotables.

In Oct 98, Sqn Ldr Yadav was assigned the duties of Chief of Aircraft responsible ofr the life extenstionn and major overhaul of AN-32 aircraft. He undertook detailed defect trend analysis and evaluation of life extension of the aircraft. He was instrumental in formulation of various life extension checks and their implementation. The officer has inspired, guided and motivated his men by his professionalism and total involvement whereby the AN-32 overhaul line overhauled a record number of aircraft during 1999-2000. By his innovative engineering approach, the officer has developed and implemented a number of critical modification on AN-32 aircraft such as spurious Signal Suppresser mod, Formation Light mod, Infra Red Passive Protection mod etc., which have contributed to enhancing the safety and reliability of the aircraft. His efforts and contributions in AN32 IVth line maintenance have resulted in savings substantial foreign exchange for the Nation.

For his exceptional professionalism, dedication to duty, hard work and distinguished service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Rajendra Kumar Yadav.

Squadron Leader Sanajy Seth (18162) Accts was commissioned in IAF on 06 Dec 1985. In 15 years of service he has served with distinction not only as a professional accounts officer but also as an administrator, particularly in the field of security. He has served at a number of field Units including Leh, Thoise, Udhampur, and Equipment Depot (ED) and an Air Stores Park (ASP). Presently he is posted at Air HQs as Staff Officer to the Chief of Air Staff.

As a young officer on his first posting to Leh, Sqn Ldr Seth was called upon to undertake additional task of managing the logistics and security operations during Exercise Brass Tacks, which included joint operation with Army. Despite being relatively inexperienced he successfully completed all the given tasks with extra ordinary organisational ability, tenacity and hard work. While posted at HQ AOC J&K, he once again proved his worth as a member of the security review board for the entire J&K Sector. As a professional accounts officer he was instrumental in streamlining the procedures leading to considerable financial savings to the IAF during his tenure at an Equipment Depot.

At the CAS secretariat, Sqn Ldr Sanjay Seth kept service requirements above his own and executed the task assigned to him in an extremely professional manner. The challenge of heavy pressure of work and the rigid time frames necessary to meet them was willingly accepted by the officer who put in long working hours to ensure their successful completion. His work output has been of the highest quality and has met the stringent demand of excellence and finesse expected of the officer by the CAS.

For his professional competence, unswerving dedication to duty and distinguis hed service, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Sanjay Seth.

Squadron Leader Ramanarayanan Ramesh (18735) AE (M) is posted to PHS with effect from 18 Mar 2000 on deputation to UN Peace Keeping Mission in Sierra Leone (UNAMSIL) as the Chief Engineering Officer and the Senior Technical Officer (Mi-8) of the IAF Contingent Sierra Leone-2000.

On 14 Jun 2000, Mi-8 helicopter Z-2356 developed Main Gear Box (MGB) abnormality during flight and force landed on a road near Rogberi. Post flight inspection revealed internal damage to the MGB and its change was the only option available to recover the helicopter. Rogberi was the last of the positions held by UNAMSIL, forces and remained under continuous rebel threat. Sqn Ldr RN Ramesh, along with the technical team moved by road to Rogberi on 15 Jun 2000 to undertake this daunting and challenging task. The MGB change was carried out in area where continuous exchange of gunfire between UNAMSIL troops and rebels was taking place. The task was made even more challenging by the incessant rain. Under the able guidance of Sqn Ldr RN Ramesh, the job was completed in less than two days enabling the helicopter to be recovered on 16 Jun 2000.

During 'Op Khukri' Sqn Ldr Ramesh undertook all the tasks assigned to him with great zeal and ardour. He set up a make shift DSS at Kenema within a couple of hours of his arrival there, thus facilitating the quick turn around of the aircraft between missions. He played a vital role in the success of the mission by ensuring 100% serviceability at all time. With his dedicated effort the Mi-8s flew 116 missions during the operation and all Mi-8 helicopters were readily available for any operational requirement.

For distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Ramanarayana Ramesh.

Squadron Leader Sanjay Kumar Singh (20119) Flying (Pilot) was commissioned on 21 Jul 89 in Flying branch of the IAF. He is currently on the posted strength of OSA-AKMissile Squadron and working as Ops Officer and Adjutant.

Sqn Ldr Sanjay Kumar Singh joined the Squadron at a critical time when the Unit was moving to a new location. He took over the reins of Senior Ops Officer and spearheaded the activity therein. The Sqn move entailed a host of activities including operational planning, setting up of infrastructure and tackling of administrative problems. He displayed a keen sense of commitment and diligence as he systematically analyzed the Op requirements and totally involved himself in every sphere of squadron activity regardless of its being operational, admin or technical. His single-minded devotion played a major part in rehabilitating the Squadron at the new location and enhancing the Op ability.

Sqn Ldr Sanjay Kumar Singh has never declined any additional workload and is always available and ready to assist anyone in any sphere of activity. This dedication to duty was highlighted when he, as a single Op Offr, maintained 24 hours vigil for three months continuously during Op Rakshak from MayAug 99. The Flight maintained a high level of Op ability throughout this period.

He has proved to be more than capable professionally, having been awarded a Cat 'B' in his first Cat-Board. His abilities were reorganized by DASI in that he was appointed Command Examiner for OSA-AK-M system in Oct 99.

In recognition of his selfless approach, devotion to duty, professional competence and outstanding performance, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Sanjay Kumar Singh.

In order to sustain aircraft operations, maintenance of the ASV inventory of the IAF is vital and hence has been identified as a Key Result Area (KRA). Multifarious inventory is a major constraint, which has been hampering the maintenance of this fleet. In 1996, only 68% of ASVs at this Base were serviceable. The MWO was entrusted with the responsibility of enhancing the ASV Serviceability. As MWO in charge of the ASV Repair and Servicing Section, he systematically went about reorganising the Section. Despite difficulties like nonavailability of publications and trained manpower, the MWO gradually brought about creditable results.

One such occasion was the repair of a Nitrogen Charger Vehicle. In the month of Aug 1999, the vehicle had to be inducted for repair due to water mixing with engine oil. A team from the IAF Repair Depot could not succeed repairing the vehicle. The MWO, with his in-depth knowledge of internal combustion engine volunteered to overhaul the engine and could successfully complete the tasks with in the resources available at Base.

Due to MWO Ganpat Ram's ingenuity and involvement, laudable results could be achieved in the repair of an Aircraft Airconditioning Trolley (AKS 8 M). The MWO, with his professionalism, perseverance and managerial capabilities was able to guide his team to achieve 93% ASV and 100% Ground Power Unit (GPU) serviceability by Feb 2000.

248554 Warrant Officer Soosiah Terence, WF (B) is on the posted strength of a BRD since 11 Mar 92 where he is working as WO i/c Special Process Bay of Industrial Facilities Division of the Depot.

The alitizing process on aero engine turbine and guide vane blades was taking a lot of time as the components were required to be sent for dealitizing and vapour degreasing to a different section. WO Terence single-handedly took interest and initiative to locally manufacture the vapour degreasing plant & cleaning bath and installation of dealitizing bath at SP bay. This significantly reduced the repair time and ensured better quality of work. Further, with his enthusiasm and dedicated effort, he utilized his expertise on metallurgical process to repair the head treatment fixture of R-29 engine After Burner Diffuser. The fixture supplied by Russia had become unusable due to repeated heating and cooling cycles over a period. Fresh procurement action from Russia or from within the country did not materalise due to the material constraints, which caused production hold ups. The effort of WO Terence averted a serious production hold up.

WO Terence constantly strives to attain new heights by performing challenging tasks. Repair of Russian Vacuum Furnace and installation, commissioning and subsequent repairs to state of the art Vacuum Furnace for M-53 engine repairs at the BRD, repair of fuel tanks of a MiG-25 aircraft after the Russians expressed inability to do the same and development and manufacturing of form fuselage trolley for MiG-23 aircraft are few examples of his initiative, professionalism and motivation.
