Squadron Leader Jagdish Chandra Malik was commissioned in the IAF in January 1963. Thereafter the officer served as instructor at a Ground Training Establishment and at Air Force Administrative Collage. Later he served as Chief Instructor at the Jungle and Snow Survival School and conducted 40 survival courses in inhospitable areas.

Squadron Leader Malik set up the Public Relations Unit of Defence Ministry at Headquarters Western Air Command in 1971. Later in 1976, he was appointed the Public Relations Officer (Air Force) at the Directorate of Public Relations of the Ministry of Defence.

The officer has made significant contribution to the Publicity of the IAF. Prior to and during 1971 operations he worked ceaselessly and secured wide publicity for the air operations and allied activity in the Western Sector. He also wrote a number of articles on Air Operations, besides reporting day to day activities. The officer performed his job willingly and cheerfully with complete disregard to his personal comfort, at odd hours and often in adverse working conditions. His work has contributed greatly to better understanding of Defence Services among the masses.

For his services of very high order, spread over a decade, the President is pleased to award VISHISHT SEVA MEDAL to Squadron Leader Jagdish Chandra Malik.

Squadron Leader Devendar Kumar Sharma was commissioned in the IAF in March 1965. Having served in various assignments related to his Branch, the officer was appointed as Public Relations Officer in 1975. At present he is posted as the Public Relations Officer (Air Force) in the Directorate of Public Relations in the Ministry of Defence.

The officer's tenure in the field of Public Relations has coincided with a period of increasing public attention on various aspects relating to the Air Force. As a link between the Air Force and the media, the officer has established a close rapport with all agencies concerned in projecting a positive image of the Air Force.

The devotion and competence exhibited by him in promoting the various programmes of the Air Force in the Golden Jubilee Year is highly praiseworthy. He has been able to project the image of the IAF, as a modern, balanced force capable of defending the nation's air space, and lend required support to the ground forces and the civil authorities.

The officer has been the media controller during the Asian Games. During the NonAligned Summit Meet, 1983, he was responsible for looking after the media needs.

For his contribution in the Public Relations field of a very high order, professionalism and deep sense of involvement, the President is pleased to award 'Vishisht Seva Medal' to Squadron Leader Devendar Kumar Sharma.

Squadron Leader Pran Kishore Kaul was commissioned on 10 June 1977 in the Accounts branch of Indian Air Force. He has held the appointments of staff officer coordination and Senior Accounts Officer of a forward area fighter base.

Squadron Leader Kaul has been on the posted strength of Directorate of Public Relations since 22 May 1989, first as Public Relations Officer, Western Air Command, IAF and later as Public Relations Officer Air Force.

The XXII Inter Services Best Physique Championship-94 and several other functions organised by Air Force have received prominent exposure in the national press. Meaningful publicity drive launched by the officer has been applauded all over and has put the Indian Air Force on a sound footing with media.

In short span of time, he proved his professional capability and organising ability on many occasions. His timely action for denial of an erroneous report of Indian Air Force crash some time back helped avert what could have resulted in a very embarrassing situation.

For distinguished service of high order, the President is pleased to award 'Vishisht Seva Medal' to Sqn Ldr Pran Kishore Kaul.
