Gp Capt R Raghuram has been on the posted strength of the College of Defence Management as a Directing Staff from Jul 81 to Apr 84 and again from 01 Jul 85 to date. Throughout his long tenure of eight years, Gp Capt Raghuram has made a very substantial contribution in enhancing the quality of training at the College and thereby adding to its academic repute.

During his first tenure, Gp Capt Raghuram, as Head of Department of Financial Management, brought to bear his vast and varied experiences in the field and translated these into useful and meaningful class room discussions. It was entirely due to his untiring hard work and ability to put across a difficult subject like Financial Management, that the discipline came to be regarded as one of the best conducted at the College. Gp Capt Raghuram authored a handbook on "Financial Management in Defence Services", which became an instant success.

On his re-posting to the College in Jul 85, Gp Capt Raghuram volunteered for a change of discipline and switched over as Head of Department, Organisation Systems and Perspective Planning in the Faculty of Organisation Behaviour. He revised and updated the College handbook on "Organisat ional Effectiveness", which is today considered as a guide by his colleagues and the Faculty.

For his untiring work, total commitment and dedication beyond the call of duty, the President is pleased to award Vishisht Seva Medal to Gp Capt R Raghuram.

Group Captain Paramasivan Murthy (13679) Logistics was commissioned in the Logistics Branch of the Indian Air Force on 13 Jul 1974.

The officer was Directing Staff in the Logistics faculty at AFA where he excelled in moulding the Flight Cadets as future officers of the IAF. During his tenure at HQ MC, the officer performed duties of CLMO purchase, which involved placement of the orders after scrutinising the various indents and monitoring supplies thereof. As Senior Logistics Management Officer (P2) the officer was responsible for ensuring serviceability of various Russian fleets. This involved speedy clearance of the Provisioning Reviews/Special Reviews/Transcription List and thereafter conversion of these into indents for its final placement of supply order by the concerned procurement agency. Due to the active involvement of the officer, unserviceability of aircraft were reduced and the critical items were made available for the fleet serviceability.

Presently Gp Capt Murthy is on the posted strength of the college of Defence Management since 05 May 2003 where he held the appointments of directing staff and Head of Department. A dedicated and hard working officer, he has, through his exemplary grasp of the subject and excellent teaching skills added glory to the college and the Indian Armed Forces. His conduct has been the cynosure of the large cross section of very senior officers from the three services, at this tri-service Cat A training establishment. He has, by sheer dint of hard work, set standards unparalleled and unique. He has equally excelled in both classroom teaching as well as outdoor training during Management Education Tours and Projects. The contribution of the officer in projects has been commendable. He steered four important college projects during the last one year. The officer's knowledge and vision were evident in the quality of the de-novo COM study on Op Logistics of an integrated Command, which is being implemented. Entrusted with another faculty project on optimization of Op Lgs of a Corps in the forward area, the officer, through his analytical ability, focus research and professional acumen, steered the study, the recommendations of which would accrue a savings of over Rs 100 Crores. His recent contributions in the fields of supply Chain Management, Enterprise Resource Planning and Automated Asset Visibility and Tracking have revolutionized the course content. His grasp of the subject, depth of knowledge and excellent teaching skills have endeared him to student officers and the environment. The numerous requests received by the College from service institutions and Osmania University for lectures by Gp Capt Murthy and the feedback received bears testimony to his vocational excellence and oratory skills. He assiduously works towards achieving excellence in all his activities.

For his dedication, professional excellence and distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Paramasivan Murthy.
