| Details : |  Air Commodore Jaspal Singh Aulakh (15363) Logistics was commissioned on 08 June 78 in the Logistics Branch of IAF. The 33 years that proceeded, include fine performance as Senior Logistics Officer at two flying stations, Commanding Officer of Movement Control Unit and an Equipment Depot, Director Stores at Air HQs and instructor at College of Defence Management. He is presently Principle Director of Procurement (PD Pro c) at Air HQ. He has been commended by the Chief of Air Staff in Aug 1989. During 'Op Safed Sagar', Air Force Station Chandigarh was designated IAF nodal hub. Officer on account of his meticulous planning formed Logistics Support cell providing 24x7 services to Ops Sqn. Large volume of armament and critical stores were mobilized on make shift pallets ensuring quick turnaround time of aircraft. As Director Stores, during period 2004-06, the officer brought about dynamic changes in enhancing the ATF tankage by initiating case for construction of BPI (Bulk Petroleum Installation) by the PSU Oil Companies at their cost besides economising on refueling by providing Hydrant facilities and into - aeroplane refueling by Oil Companies. His vigorous efforts, effective liaison and persistent follow-up resulted in acceptance of construction of BPI's and services by PSU Oil Companies at their cost thus accruing huge saving to the exchequer. The officer also introduced direct dispensing of MT fuel by Mls IOC on the concept of Company Owned Company Operated Model at Air Force Station New Delhi which is the only of its kind amongst Services. As Commanding Officer of an Equipment Depot the officer brought about best inventory management practices by introducing Vertical Carousal Systems for housing Embraer and Boeing Spares. The depot also had the rare distinction of being the first depot to be certified as ISO 9001-2000. After taking over as PD Proc, the procurement functions at Air HQ in the recent past have witnessed fructification of several contracts with utmost transparency as per CVC guidelines. | Details : |  Air Commodore Reetinder Singh Sodhi (15693) Flying (Pilot)was commissioned in the Fighter Stream on 15 Jun 79 and is on the posted strength of Directorate of Aerospace Safety since 01 Jul 09. The officer has more than 2600 hrs of flying experience. He is a Qualified flying Instructor, an alumnus of both Defence Services Staff College and College of Defence Management. The officer has commanded a Guided Weapon Squadron and has also performed the duties of Directing Staff at College of Air warfare and College of Defence Management. His ability to impart and guide the minds of young commanders to focus towards good operational solutions was noteworthy. Additionally, during his command of a front line Tactical Air Centre the unit was assessed 'Above the Average' by Dte of Air Staff Inspection. He has been commended by the chief of the integrated staff in 2009. During the present tenure as Director Aerospace Safety the officer has been entrusted with the responsibility of prevention of accidents/incidents. Armed with his professional knowledge and experience, the officer has been instrumental in leading many recent initiatives taken by the Directorate of Aerospace Safety. These initiatives have resulted in reducing the accident rates after a steady rise during the past three years. Some of the initiatives like Air Force System of Error Management, Environment Management of Airfield Area, Anti Bird Modules and stringent Anti Foreign Object Damage measures have been very effective in producing desired results. In the last one and a half year, he has also headed Interaction visits to various flying stations to check Compliance and Performance. During these visits he imparts valuable knowledge to the field units and sets high professional standards to achieve high degree of aerospace safety thus achieve operational goals of the IAF. He has also been actively involved in shaping the Accident Probability Factor model which has been recently introduced in IAF. The officer was nominated as Organising Secretary of the International Flight Safety Conference conducted by the JAF. With his extremely effective and a dynamic leadership, the Conference was meticulously planned, organised and flawlessly conducted. Additionally, the officer has efficiently managed the budget pertaining to Aerospace Safety. He has been able to effectively utilize the allocated funds with no wasteful expenditure. | Details : |  Group Captain Narinder Pal Singh Dalmi (16872) Accounts, was commissioned on 04 Jun 82 and presently serving as the Command Accountant Officer at HQ WAC. He has held important field and staff appointments in his service career where due to his professionalism he has made substantial contribution to enhance the quality of financial and inventory management of Indian Air Force. At AF Station Ambala, he had provided excellent administrative support to the 200 strong IAF contingent proceeding to Alaska for exercise 'Cope Thunder'. He meticulously processed all sanctions and ensured provisioning of stores of very high quality. Though Ambala was devoid of any Forex facility. he due to his personal and untiring effort was able to provide foreign exchange facility at the door step whereby saving precious man hours and to avoid any inconvenience to the personnel. As Command Accountant Officer, he constantly monitored the Public Fund management in the stations and utilized his excellent knowledge, wide experience and vision to ensure that no Financial Irregularity occurred during the last three years. He also prepared and processed flawless Statements of Case for a large number of projects which resulted in clearance of all proposals by the IFA and CFA in a record time. His financial analytical ability and prudent application led to optimum utilisation of the funds under the various Locally Controlled Heads. During the year 2009-10 there had been extensive movement of Flying Squadrons to alternate bases due to runway resurfacing. Frequent move of squadrons for long durations required dynamic provisioning / planning of funds and ensuring its best utilisation without compromising on resources. Further, Avantipur and Srinagar are regularly facing disruptions in civic facilities due to terrorist activities, riots and bandhs leading to closure of banks for long durations. To obviate the serious issue affecting the morale of the personnel, he evolved an innovative procedure for systematic withdrawal of cash from banks in other cities and ensured availability of cash for disbursement of pay and allowances and other station commitments. His constant monitoring of expenditure and rendering timely and appropriate advice to the field units ensured excellent support services in the best interest of the service. During the last two Air Force Day Parades, the officers' involvement in meticulous planning, budgeting and execution has been the major contributing factor for the successful culmination of the mega event. Further, as PMC of the Officers Mess he improved and upgraded the facilities for the members and transiting officers. With the result a sea change was visible in standard of rooms and house keeping for an unusually large number of officers in transit. Given the task of improving the Unit Run Canteen facilities, he took the challenge and was instrumental in bringing about total transformation in the working / functional environment of the canteen. Through efficient indent management and constant new introductions, the canteen provides excellent customer satisfaction. He is always focused on macro issues with a clear vision for achieving the desired objectives. He is always willing to contribute in any field of administrative activities. He also reviewed the utilisation of Non Public / Welfare Funds for optimum utilization and ensured essential welfare facilities were available in all Stations under WAC. The sincere efforts resulted in improvement of quality of life and morale of the Air Warriors. | Details : |  Air Commodore Anil Tiwari, VM (17160) Flying (Pilot) was commissioned in the Indian Air Force as a Helicopter Pilot on 28 May 83. During 28 years of his distinguished service, he has held several important command and staff appointments. He was entrusted to raise and command the first Mi-17 IV Helicopter unit at one of the front line bases of the IAF with responsibility of Air Maintaining the Siachen Glacier. He was Contingent Commander of UN Mission in Sudan. His contingent was the first Indian contingent to be awarded UNMIS unit citation. He has also commanded AF Stn Bamrauli, Allahabad. He is a staff college graduate and has undergone the Higher Air Command Course . He has been Directing Staff (Cl Transport & Helicopter) at College of Air Warfare. He is a Type Qualified Flying Instructor and has 5800 hrs of flying all over India & abroad to his credit. He was awarded Vayu Sena Medal in 2003 for winching out stranded persons from truck tops in a river. The officer took over as Air Officer Commanding of Air Force Station Leh on 27 Jul 09. The station is the highest operational base in the world and a lifeline of Ladakh sector. Under his command Nyoma ALG (a strategic base in East Ladakh) was made operational and future development plans were formulated, Kargil Air to Ground Range was made operational for live firing after a long layoff. His personal involvement ensured smooth high altitude trials of MMRCA, Heavy Lift Helicopters, Attack Helicopters and Strategic Lift Transport Aircraft and the station was highly appreciated by all. Under his command Air Force Station Leh was awarded 'Pride of WAC', for the first time, in Dec 09, and 'Best Helicopter /Transport Base' of WAC in Nov 10. On the night of 05 Aug 10, Leh area was devastated by massive flash floods. The area was totally cut off from the whole world and the runway also came under water & mud. Analysing the gravity of the situation and the importance of the runway, the full station was activated and the runway was cleared in record time. For the next fortnight IL-76 / AN-32 / Civil Airlines continued the work of getting-in supplies and taking out injured and stranded passengers throughout the day. Simultaneously, helicopters were pressed into service for relief and rescue work. Besides aerial dropping of relief material they also rescued 112 foreign tourists from heights of 14,000 ft. Air Cmde Anil Tiwari led from the front and not only saw that all operations continued smoothly but also flew to evacuate the foreigners. This earned the country lot of gratitude from different foreign countries. Air Force and air warriors of Leh were congratulated by President, Prime Minister, Defence Minister and other dignitaries who came to see the relief work, for their tireless and dedicated work. | Details : |  Group Captain Daniel Victor (17198) Administration was commissioned in the Indian Air Force in the Administration branch on 28 May 83. In the 28 years of distinguished service, he has held various sensitive and prestigious appointments including Command of an Airmen Selection Centre. Instructor at the prestigious National Defence Academy and Station Commander of Air Force Station Phalodi. His professionalism of high order earned him commendations by Air Officer Commanding-in-Chief, Vice Chief of the Air Staff and Chief of the Air Staff. In 2005, he was posted as Station Commander, Air Force Station Phalodi and assigned the task of raising this premier frontline base under South Western Air Command. With a team of 37 air warriors which included two officers he initiated the process of planning the multi-crore infrastructure required for this frontline air base. With virtually no accommodation for office or living, the officer could motivate the air warriors to work under extremely adverse weather and living conditions. His professional competence and planning abilities have contributed in a well planned infrastructure with high quality of work and timely completion of all projects which included Runway and taxiways, all Other Than Married Quarters (OTM)and living accommodation. Today Air Force Station Phalodi has come up as a full-fledged air base, plugging the gap between AF Station Nal and Jaisalmer. It is by virtue of his accumulated hands-on experience in the development of a new base that he is now a repository of works related knowledge which he continues to apply systematically in bringing up an infrastructurally outdated base of 1944 vintage at Tambaram. The amount of efforts involved in resolving the issues related to modification, alteration and demolition is enormous. He is presently closely associated with planning of works services for induction of Indigenous Jet Trainer aircraft at space Air Force Station Tambaram. Gp Capt Victor epitomises sincerity, hard work and method in his field of work. Besides setting a personal example, he has an ability to muster and groom his team mates who form a highly motivated and vibrant group with a purpose to contribute more and more to the service. Due to the officer's administrative acumen and management skills, he has brought about a qualitative improvement in the quality of life of Station personnel and was also selected as Presiding Officer by Training Command for conducting a special Court of Inquiry related to the Aero India held at Yelahanka. | Details : |  Group Captain Sanjay Aneja (17234) Logistics was commissioned in the Indian Air Force in the Logistics Branch on 28 May 83. Since then he has held a number of important appointments such as Senior Logistics Officer (SLO), Logistics Group Commander, Joint Director Op Lgs at HQ IDS and Station Commander, AF Station, Digaru. He has always contributed towards better operational preparedness with his innovative, progressive and positive ideas. His contribution towards improvement of stores management and user satisfaction while at 13 BRD was noteworthy. He created better infrastructure and state of the art facilities in stores and transportation. His knowledge and interpretation of the rules resulted in procurement of sophisticated test equipment which subsequently resulted in international accreditation. He was responsible for smooth induction of a SU-30 squadron as SLO. The entire procurement for Ex Garuda in France was personally planned and executed to perfection by him. He was also responsible for setting up the HQ SWAC Com Fit as the 0 i/c Advance Party on its move from Jodhpur to Vadodara. Group Captain Sanjay Aneja took over command of an Air Storage Park (ASP)on 11 May 09 and since then has put the Station on the path of continuous progress. His positive energy and relentless pursuit of goals has resulted in better availability of spares and smooth induction of SU-30 MKI and Dornier fleets in EAC. With his ingenuity and dogged approach, he has ensured utilization of 654 lines of non moving inventory worth Rs. 15 lakh. His efforts in the Station resulted in remarkable improvement in the quality of life by way of provision of shopping complex, indoor badminton and squash court, tennis court and Dolby system in the auditorium. His keen interest in adventure and sports also came to the forefront as Station Commander, Digaru. Cycle expeditions were organised in 2010 and 2011 covering 600 and 2000 Kms (Digaru to Delhi) respectively. The ASP performed exceedingly well in Inter Wing sports and secured first position in three events, second position in five events and third position in three events in 2010. The Station under his leadership bagged the trophies for Best Primary School in JAF, Best Non flying Station in EAC, Rajbhasha Gold Shield and Best AFWWA venture in 2010, and was adjudged Best in Sports in EAC for the year 2011. | Details : |  Air Commodore Jonnalagedda Chalapati (17358) Flying (Pilot)was commissioned on 22 Dec 83 as a fighter pilot and is presently serving as Principal Director Air Staff Requirements. In his 28 years of service, he has flown 3000 hours on more than 25 aircraft. He served as a Qualified flying Instructor at Air Force Academy and an Experimental Test Pilot at Aircraft & Systems Testing Establishment, involving himself with many important trials for aircraft and equipment being inducted into service. He also commanded the Operational Conversion Unit, where he was responsible for a perceptible upgradation in the training standards of young fighter pilots during this crucial training phase. He was selected to undergo the staff course at Bracknell in United Kingdom, where he lived upto expectations and performed exceedingly well. In all institutions and formations where he has been posted, the officer has left an indelible mark of excellence which has been noticed and commented upon. Air Commodore Chalapati took over as the Principal Director Air Staff Requirements at a crucial time when the IAF had commenced its modernization drive, with substantial increase in number of major acquisitions. The officer immediately involved himself in all the projects that were underway and displaying a very high level of professional expertise, he was very effective in coordinating all activities of the directorate towards fructification of all procurement schemes. His personal interest in guiding the project officers, maintaining effective liaison with officials of the Ministry of Defence and good articulation skills in lucidly expounding the viewpoint of the IAF at all forums, ensured that major procurement schemes of the IAF progressed on schedule. He was also instrumental in formulating a clear and cogent procedure for dealing with Foreign Military Sale cases with the United States Government. Under his able stewardship, the directorate concluded very significant contracts like sensor fused weapon, Harpoon Missile, additional Light Combat Aircraft, additional Akash Missile, additional Low Level Quick Reaction Missile and upgrade of Remotely Piloted Aircraft. Apart from the contracts which were concluded he with his foresight and vision progressed important projects like MMRCA, C-17, Mirage 2000 upgrade, Procurement of MICA, Basic trainer aircraft, New Generation Precision Guided Munitions for Jaguar aircraft, Heavy lift helicopters and attack helicopters to near conclusion stage. He worked tirelessly and contributed immensely to the force building of Indian Air Force, thereby enhancing National Security. His planning and negotiating skills and deep understanding of the procurement procedures were also highly appreciated by the acquisition wing of the Ministry of Defence of Government of India. | Details : |  Group Captain Rana Sanjeev Mehndiratta (17394) Administration is on the posted strength of Air Force Station Bagdogra as Chief Administrative Officer (C Adm 0) wef 27 Apr 09 and has maintained the highest personal standards of professionalism and conduct. He was adjudged the best all round officer in Fighter Controllers Course and participated in Operation Brasstacks in 1987 as a Fighter Controller. He was adjudged the best all round officer in Advanced Navigation course and had maintained Cat 'A' on An-32 and Avro aircraft. He is also a Qualified Navigation Instructor. He was selected for SU-30 aircraft and had undergone the MCF for SU-30 aircraft. He is an experienced Interviewing Officer at Air Force Selection Board. A keen sportsman, he had participated in the Air Force team Kayaking expedition in 1987 as an active participant. He has been the IAF member (Internal Security) at National Security Council Secretariat during his stint at Air HQ. As C Adm 0, he embarked upon providing the best administrative leadership with his varied experience in Indian Air Force. He has enhanced the quality of life of the air warriors at the Station with the concept of door to door maintenance, ensuring high quality of work services, providing amenities and recreation facilities to the air warriors, thus bringing a visible change in the quality of life, besides ensuring very high morale of the personnel of the Station. The Station was entrusted with the responsibility of conducting of President's Standard Presentation to 44 Sqn and 110 HU at a very short notice. The planning was made more challenging due to the fact that both the units receiving standards were out Station units and the task also involved planning and timely execution of about fifty work services. An event of this magnitude and national importance calls for flawless planning, efficient execution and ability to motivate the officers and men to work as a team to achieve the goal All of this was achieved due to the relentless efforts and flawless coordination displayed by the officer. The event was conducted in a befitting manner and was appreciated by all the dignitaries. The efforts put in by him as C Adm 0 of the Station has been appreciated by various visiting dignitaries. He has been instrumental in maintaining a very high morale of his team of officers and men to ensure exceptional quality of work in the most congenial atmosphere. He goes beyond the call of his duty to ensure synergy at all levels at the Station to achieve the organizational goals. | Details : |  Air Commodore Nicodemus Manohar Samuel, VrC (17449) Flying(pilot) was commissioned as a helicopter pilot in the Indian Air Force on OS Jun S4. Over the years he has built up extensive operational experience in flying all over the country, as well as with the IPKF in Sri Lanka, during which he was awarded the Vir Chakra for gallantry. Having qualified as a Qualified Flying Instructor and an Experimental Test Pilot, he held instructional appointments at the Basic Flying Training School and as Senior Test Flying Instructor at the Air Force Test Pilot School. A Master Green rating holder on Helicopters and Command/Type examiner on Mi-S/ Mi-17 helicopters, he has flown over 4700 hours of incident free flying. He was also appointed as an Experimental Test Pilot at Aircraft & Systems Testing Establishment, Commanding Officer of a helicopter unit in the Eastern Sector, Joint Director Air Staff Requirements and Director Projects at Air HQ, before his tenure as Station Commander of an operational wing in J & K Sector. He was selected as part of the IAF team for two successive expeditions to Antarctica, and also commanded a helicopter unit as part of MONUC - the UN peacekeeping force in Congo. He is presently the Head of the Faculty of Behavioral Sciences at the College of Defence Management, Secunderabad. As Head of Faculty, the officer has played a key role in facilitating the implementation of wide reaching changes which the College has undertaken to bring it on par with its illustrious counterparts in the civil sector, viz., the HMs and Business Schools. His contribution as part of the core team in charge of rationalising the syllabus, re-structuring the content & conduct of sessions, and as an initiator of a revamped instructional pedagogy with greater focus on interactive skills, have been critical to the success of the change process. Under his able guidance, the Faculty of Behavioural Sciences has been able to transform itself into a team of competent professionals, widely respected both by the participants within the College, as also by the large number of external clientele who have been benefited by frequent capsules conducted by the Faculty for civil and military establishments around the country, in the fields of Strategic Management and Organisational Behaviour. As Head of the Faculty of Behavioural Sciences, the officer has spearheaded efforts to organise panel discussions on a variety of subjects pertaining to Strategic Management and Organisational Behaviour. | Details : |  Group Captain Ranjan Mukherjee (17528) Logistics was commissioned in the Indian Air Force in the Logistics Branch on 08 Jun 84. A thorough professional logistician with vast and varied experience, he has held various important appointments which include Senior Logistics Officer of a Radar Station, Joint Director Logistics Regulations at Air HQ and staff at an operational command HQ. Since June 2007 he is posted as the Officer on Special Duty to the Hon'ble Lt. Governor, Delhi in the Govt. of NCT, Delhi. He was commended by the Chief of the Air Staff twice, in 1988 and 2009 and by the Air Officer Commanding-in-Chief in 2000. Over the years Group Captain Ranjan Mukherjee has adopted himself extremely well to functioning in the set up of the civil administration in the Govt. of NCT of Delhi and has been able to establish very good rapport with various wings of the Government. He has demonstrated excellent administrative keenness and skill in handling several complex issues. His past vast experience is a strength to assist in many activities of Municipal Corporation of Delhi, Disaster Preparedness, Grievance redressed, Traffic Management, Press and to oversee many special projects. He has proved to be a valuable asset to the office of Lt. Governor, Delhi. His initiative, zeal, effective leadership and managerial abilities, commitment to accomplish the assigned tasks with highest professional ethics, and complete reliability are exemplary. His rich experience, vast knowledge of Materials Management, timely follow-up action and negotiating skills have been contributing positively to the follow up of several important and time bound projects. Since his induction, he has held various field appointments for 15 yrs and staff appointment for nine yrs on the MiG-21 fleet. He was initiated into the squadron as the Senior Engineering Officer (SEO) at the rank of Flying Officer. For his achievement during this tenure, he was commended by the AOC-in-C SWAC. Since then he has assumed responsibilities of SEO, OIC Tech Flight, Senior Engineer (aircraft) [SE(ac)]and Chief Engineering Officer(CEO) of a Base. He was the OIC Tech Flight at one of the largest tech flight in the IAF, during which, he ushered in the concepts of Quality Assurance team and Material Management group at the field level. He also held appointment of Senior Instructor T-75 and Training Co-ord Officer at the MiG-21 TETIRA School where, he conceptualised the modular system approach of training. He also made video films of aircraft servicing activities for the first time in the IAF, for which, he was commended by the Chief of Air Staff. As the SE (ac) of the largest base in IAF, he ensured a maintenance culture and ethos of the highest standard which resulted in accident free flying during his tenure. As the CEO of a training base, he overhauled the maintenance setup to facilitate increase of flight line availability from 06-07 aircraft to 20-21 aircraft. This put an end to the accidents, due to reduction in pilot and engineer/ technician fatigue. During his staff appointment at Air HQ, he was instrumental in re-engaging and procurement of R-13 engines for the entire T-96 fleet, because of which, this fleet maintains the highest serviceability amongst the MiG-2l fleet till date. In his current tenure as the C Eng A, he has ably and effectively managed affairs of the MiG-21 fleet in the Western Air Command AOR. As the OIC CMCC (Command Maintenance Control Center) he has exercised all units in the WAC AOR for the various Contingencies expected in real time Ops. He has undergone Quality Assurance Course with DGQA, and Technical Staff Course, and was awarded DS grading for his excellent performance. He is a Qualified Aeronautical Instructor and has served as an instructor in the Mig-21 Tettra School and commanded the Mirage 2000 Tettra School. He has been associated with the Mirage fleet for the past eleven years and has contributed immensely in the field of maintenance and training. As a Senior Engineering Officer in the Mirage Squadron, due to his keen initiative he had undertaken many measures to improve upon the maintenance standards. He took keen initiative in recovery of the long unserviceable Ground Support Equipment, activation of the centralised power supply in the hangar for aircraft and developed the software for maintaining the snag history of the Mirage fleet, which is extremely useful for snag rectifications. During his tenure at the Mirage Tettra School the officer put in concerted efforts for up-gradation of the three major simulators, which were unserviceable since long, through indigenous vendors. Today all the three simulators are fully serviceable and are proving to be of immense training value. As Director Mirage at Air HQ he was instrumental in signing of the Door-to-Door repair contracts with the French OEMs. This has contributed significantly towards improvement of the Mirage 2000 fleet serviceability. The officer is presently posted as Chief Engineering Officer at Air Force Station, Gwalior. His focus on the operational preparedness has ensured good serviceability of Mirage and the MiG fleets at the base. He has also taken keen initiative in improvement of the standards of the support services, rectification and reliability improvement of the long unserviceable test benches. As Fit Cdr and CO of Mi-26 unit, he contributed immensely towards the successful trials of SSM Agni by airlifting the boosters & associated equipment to wheeler island with outmost safety & professionalism. During the tenure he flew various live under slung missions to retrieve accidental aircrafts & heptrs. As the Fit Cdr of an operational unit at UN peace keeping mission in DRC, he ensured that all the tasks were met with utmost professionalism. The unit flew more than 1500 hours without any accident/incident in an environment that was fraught with rebels who did not want return of normalcy in the country. During the terrorist attack in Mumbai in Nov 08, the officer was the Station Commander of AF Stn Mumbai. He was instrumental in planning and execution of air operations during 26/11 attack which brought laurels to the IAF and the nation. The officer has been working as the Director of Operations (Helicopters) and is directly responsible for all the operations including air logistics, Search and Rescue, Joint training with other services and other friendly foreign countries, HA/DR operations across the country, operationalisation of new types of helicopters and training of all air crew. Upon the Govt of India's decision to launch operations against LWE elements, the IAF was called in for support of these ground operations. Gp Capt Suresh very meticulously planned all the air operations and set up the Air Force contingent to undertake the operations. During his service career, he has held various important appointments including Senior Engineering Officer IL-76 Squadron, SE (M)Air Force Station Agra, Joint Director Engineering at Air HQ (VB), Command Engineering Officer (B-5) at HQ MC, Chief Engineering Officer (CEO) Air Force Station Thoise, Flight Engineer Leader of Air Force Station Chandigarh and a deputation tenure at Aviation Research Centre (ARC) as Senior Engineer. He holds the credit of establishing the first Tech Flight for the servicing of IL-76 ac at Air Force Station Chandigarh and setting up of servicing facilities at ARC. Besides being trained on IL-76 / IL-78 aircraft, Gp Capt RP Singh has also been a Cat 'A' Flight Engineer on the IL-76 aircraft with more than 1500 Hours of Flying. In civil qualification, the officer holds the DGCA license of Aircraft Maintenance Engineer and a MBA degree in HRM. For his dedication and devotion to duty, he was commended by the CAS in Oct 2000, Vice Chief of Air Staff in Oct 2003 and twice by the Special Secretary, ARC in the year 2005 and 2007. The reduced serviceability of ageing Russian origin fleet of IL-76 ac, undergoing a phase blemished by short spare supply from OEM and indigenous spares issues demanded a solution. Supported with rich and diverse experience of 25 years in the fleet and having understood the problem, Gp Capt RP Singh, after taking over as the CEO of one of the major transport base of the IAF initiated a drive to "Retrieve and Produce". The successful drive which was the result of his exceptional technical acumen, in-depth knowledge and a strong will to deliver produced tangible results. In that, three PS-90 aeroengines of AWACS were retrieved and repaired within a record time frame of 12 days. Four D-30 KP-2 aeroengines of IL-76 /IL- 78 aircraft, two Auxiliary Power Units and hundreds of fleet critical avionics aggregates too were retrieved. The task saved precious foreign exchange to the tune of Rs Eighty Crores to the exchequer. The IL-76 fleet serviceability was doubled in a period of six months. Three IL-76 ac which were on prolonged AOG were positioned at the OEM as per the contract. Due to his initiative, he undertook the task of "Purification of IMMOLS database". 100% census, digital photography, segregation and finally the correct database of 9000 aggregates common to IL-76, IL-78 and AWACS aircraft was created. As the CEO of AF Station Agra, Gp Capt RP Singh has been instrumental in giving new dimensions to the capabilities of human and technical resources of the base. Seventy tons of ATF, which was approved to be downgraded by Air HQ was retrieved and successfully consumed under his leadership. The successful retrieval of three Russian origin Aircraft Support Vehicles, 45 KL refueller and a storm affected Avro ac are a part of the results of officer's initiative. The leadership qualities and motivation exhibited by the officer by being present himself on the tarmac during the execution of such tasks is more noteworthy. Despite constraints, all transport ac operating from this base have achieved higher serviceability percentage. Much of the credit for this base having achieved the distinction of winning the 'Inter Command Land Line Competition' Trophy for the year 2010-11 goes to Gp Capt RP Singh. In his staff appointment at HQ WAC over a period of four years, this extremely hardworking and knowledgeable officer has been handling nine aircraft fleets of western origin including fighters, transport and helicopter aircraft. His meticulous staff work, foresight and planning had resulted in sustained high serviceability for the fleet under his charge. He was also deeply involved in many indigenisation efforts on the Jaguar aircraft that has not only resulted in reduction of repair cost by over 50% but also, more importantly significantly reduced the downtime. This effort has also considerably enhanced the sustainability of the Jaguar fleet. . As Chief Engineering Officer of a major Air Force Station, over the last ten months, the Officer has been instrumental in improving the serviceability of the five flying squadrons besides supporting more than 1000 hours of flying each month. The challenge of supporting four different fleets of aircraft which includes both Western and Russian origin aircraft along with a many radar and air defence systems was indeed formidable. His able guidance, leadership qualities and personal involvement in all the varied maintenance related issues has ensured an impeccable aviation safety record for the station. This coupled with his active involvement in logistic management has ensured the highest level of user satisfaction in maintenance and logistics matters in the station which has as many as 24 lodger units. He is a graduate of DSSC and has undergone Operational EW Course in France and Manpower Personnel Officers' Course in USA. He has won gunnery trophies in every MiG 21Sqn he has served in. On taking over as Base Commander, Gp Capt Dhamoon was tasked to ensure the operational availability of runway at Awantipur which was under renovation of AFLS for a prolonged duration. The availability was essential in view of the other airfield in J&K sector being not available due to runway resurfacing. With effective utilization of resources and efficient teamwork the runway was made available within duration of six months. Under his leadership the Base hosted a Bison Sqn for a period of eight months in addition to regular fighter detachments with limited support services and infrastructure. With his meticulous planning and proactive approach, operations by three fighter detachments were enabled during Ex Gauntlet IJI, which was a first for the Base. With his intense focus on safe operations and efficient utilization of available resources, 1821 accident free fighter sorties were flown during the year 2010 which has been maximum annual effort by the Base. Driven by his innovative and ingenious approach the Base also enabled more than 100 civil flights during which more than 10,000 passengers transited the Base. His insistence on immaculate administrative and stringent security arrangements were appreciated by State Govt officials also. When the base was severely affected by the civic unrest during the summer of 2010, Gp Capt Dhamoon, with his focused approach and effective liaison, ensured availability of all essential goods and services and movement of personnel and their families. His insistence on predicting consumption rates of essentials and alternative outstation sources ensured that no disruption of supplies procured either through Public Funds or Non Public Funds was experienced by the Base. His concerted efforts also resulted in installation of two ATMs and making the Base health services self sufficient with facilities of Gynecologist, Dentist, X-ray and automated pathological laboratory. With his inventive thinking Gp Capt Dhamoon has initiated certain ground-breaking projects for the Base like underground weapon storage areas, recessed aircraft parking shelters and integrated access facility with modern security devices and foot over bridge to link two campuses of the base. These projects will significantly enhance the operational capability, security and quality of life of the base. | Details : |  Group Captain Hardeep Bains (19180) Flying (Pilot) was commissioned into the fighter stream of the IAF on 19 Dec 87 He is presently posted as the Station Commander of a premier flying base of the Indian Air Force. Group Captain Hardeep Bains has over 5000 hrs of accident! incident free flying and has also been Commended by the CAS in 2001 and Commended twice by AOC-in-C on earlier occasions. He is a Qualified Flying Instructor with a Cat 'A rating and did his higher defence studies from the South Africa National War College in South Africa in 2002. He has flown various trainer and fighter aircraft including HPT-32. Kiran, MiG-21s, MiG-23 and Jaguar aircrafts. As the Station Commander of a premier flying base, Group Captain Hardeep Bains has been an epitome of a leader of men. He is a highly dedicated and sincere officer who takes all efforts to go into the details of any problem/ task and then find a solution for it. On taking over the station, he meticulously studied the shortcomings that affected the operational capabilities of the base and found long term and lasting solutions. Under his able leadership his Station undertook a number of innovations and modifications to ensure cost saving to the exchequer, optimum utilisation of the resources and enhancing operational life of the infrastructure and equipment. With his foresight and planning, repairs to bias pens were undertaken even within the meager station maintenance funds to expedite availability of these vital installations at all times. Under his leadership and guidance, the station has successfully carried out the difficult task of parking SU-30 aircraft in all the existing but comparatively small double entry pens and comprehensive procedures for the same were promulgated. The Station and all its lodger units have maintained. optimum operational readiness throughout his tenure. This would not have been possible without Group Captain Hardeep Bains focused approach towards operational readiness and goal oriented training with optimum emphasis on maintenance and administration. He has also made significant contribution towards improving the living standards of all personnel of the station which included renovation of most of the messes, establishment of a bar and an institute for all Air Warriors. 100% education for all children within the air force camp, developing comprehensive SOPs for various scenarios etc. He also takes regular classes for all Squadron Leaders and below to ensure their grooming into competent Aerospace leaders. Group Captain Hardeep Bains functioned as a team leader for a command level table top exercise involving a realistic scenario of crisis in Kutch sector and also represented SWAC on a seminar on leadership and provided valuable ideas to the challenges of building future aero space leadership. His deep involvement in these activities, thorough analysis and bringing up innovative ideas was commented favourably by both Command Air Staff and former Chiefs who attended these functions. | Details : |  Group Captain Tanmoy Roy (19332) Medical was commissioned as a Medical Officer on 27 Jun 87. At present he holds the appointment of Senior Advisor in Surgery, Plastic and Reconstructive Surgery and is in charge of the Burns centre at Command Hospital Air Force Bangalore. The officer holds a degree of MCh, the highest degree in the field of surgery and has been training doctors of Army, Navy and Air Force to become surgeons since last 18 years. Over the last 21 years this gifted surgeon has conducted many complex, advanced and innovative surgeries which include treatment of debilitating trauma, complex birth defects of limbs, face and spine and saved the life of many burn victims with results at par with international standards. In the year 2001 he operated upon a large number of crush injury victims of the earthquake at Command Hospital Southern Command Pune. In 2002 during the demining operation (Op Parakram) he was deployed in Western Sector where he operated upon large number of soldiers. In recognition of his professional competence, ingenuity and conceptual abilities, he was tasked by Air Headquarters in the year 2005 to revise the establishment of all the hospital of the Indian Air Force, the first major revision since Independence, which he structured with distinction. He is also credited to have set up the first ever Burn Centre in the North East India in the year 2007 which has now become fully operational at Air Force Hospital Jorhat. In the year 2008, the officer was entrusted to plan the reorganisation of the three Rapid Action Medical Team (RAMT) of IAF, the first responders in national disasters to enable it to meet international commitment which he achieved with distinction. In the year 2009, this committed plastic surgeon evacuated a patient with 70% burn from Shillong to Bangalore on respiratory support, the longest trans-peninsular air evacuation and the life was saved. He has been earlier commended twice for his act in 2005 and 2007. The officer has made multiple contributions in different spheres of work, and has made the Air Force proud. He has held various appointments like Flight Commander Combat Vehicle Group of OSA-AK Squadron, Officer-in-charge An-32 CR&SS, Senior Engineering Officer of An-32 Squadron, Senior Engineer (Aircraft), Squadron Commander Aircraft Production Squadron at one of the major Base Repair Depot as well as multiple portfolios of C Eng B, SO Co-ord Maintenance and ESO at WAC before his current assignment as Chief Engineering Officer. He has excelled in all the appointments he has held. For his professional acumen, dedication and accomplishments, he was awarded Commendations by AOC-in-C WAC in 1999 and CAS in 2003. Sound professionalism of Gp Capt Rayudu, together with excellent co-ordination with higher formations as well as supporting depots, has produced outstanding results during his tenures in the aviation sector. An-32 is a multi-role transport aircraft which poses various maintenance problems on account of frequent un-serviceability of systems, particularly the avionics. The issues have been multiplying due to ageing of the fleet and delayed upgrade of the aircraft. Having been in the thick of the grueling experiences associated with the said maintenance issues, both in the field and BRD, he has consistently led his formation from the front; both professionally and managerially. This has resulted in very high serviceability states, impressive number of awards in the units/formations resulting in the regular adjudgment of the base/BRD as best in respective Commands. The recommendations of the officer on anomalies in integration of ELT in An-32 aircraft. during ongoing avionics upgrade have been accepted in toto by IAF. Another set of recommendations pertaining to siting of runway controller huts during implementation of project Modernisation of Air Field Infrastructure is being projected for consideration by higher formations. Backed by his personal exposure to systems while in WAC as well as keenness in AFNET and IT services, he has guided the communication fraternity of Air Force Station Jorhat to the distinction of being the first base in EAC to have 100% IP connectivity, AD connectivity and the largest number of PCs in AFNET domain. This aspect drew special attention during Ex-Sanchar Kranti held recently. Gp Capt Rayudu possesses remarkable leadership qualities and has always maintained a perfect blend of harmony with superiors as well as those placed below him and is looked upon as an example. | Details : |  Group Captain Jagadeesh Bhikaji Rane (19928) Administration/Fighter Controller was commissioned in the Administrative Branch on 14 Jun 89. The officer has held diverse appointments which include command of an Air Defence (AD) radar unit, Chief Operations Officer (COO) of operational Air Defence Direction Centre (ADDC), Deputy Command Air Defence Officer (Dy CADO) at Headquarters of an operational command and COO of the Indian Air Force (lAF) contingent in Sri Lanka. Presently the officer is the Commanding Officer (CO) of Air Defence College (ADC). A fighter controller of a very high caliber, the officer has held the highest category for professional competence i.e. Category 'AYE' for the past 14 years. As the Dy CADO at Command Headquarters, the officer effectively harmonised various facets of radar and surface to air weapon operations during 'Operation Safed Sagar' and ensured their smooth deployment. As the CO of a radar unit he moved his unit to an operational location in the Kashmir valley during 'Operation Parakram', at a very short notice. Leading from the front he motivated his men to undertake the mobility through tough mountainous terrain and terrorist prone area and ensured timely deployment. As COO of the IAF contingent and a specialist advisor to the Sri Lankan Air Force, he assisted in setting up their AD infrastructure. For his professional excellence, he was selected to undergo prestigious courses like Master Fighter Controller's course at Tactics and Combat Development Establishment and Air Battle Planning and Management course at France. The officer is also a Command Examiner and has been co-opted member of the Directorate of Air Staff Inspection on several occasions. For his dedicated service, he has been commended both by Chief of the Air Staff and Air Officer Commanding-in-Chief. Group Captain Rane, immediately on assuming command of ADC, embarked upon improving the organisation and training infrastructure at ADC. Keeping in times with the current and futuristic air battle environment, he infused innovative teaching techniques to enhance the quality of training. Under his guidance new training syllabus, precis and training curriculum were formulated along with introduction of modern training aids. Being resource conscious he redrew the scope of practical intercept training by introducing enhanced and better utilisation of the simulator. This resulted in reduction in number of fighter sorties required for practical interception training, thus saving huge sum of money for the exchequer. Under his stewardship, more than a dozen courses constituting officers from Air Force, Army, . navy and friendly foreign countries passed out from the portals of ADC. The officer also hosted several delegations from friendly foreign countries at ADC admirably. His organisational skills were in the forefront when he organised a mega event like the Centre for Air Power Studies Seminar, despite being limited on resources. The officer after commissioning has earlier served with distinction in the ADGES Communication units, Base Repair Depot, TETTRA School, and as Senior Technical Officer of an Aerostat Unit. He is an alumnus of IIT Bombay and Defence Services Staff College His demonstrated ability to identify and troubleshoot critical issues coupled with his solutions oriented professionalism was manifest in several projects in the past. He has been commended by the CAS in 1996 and by AOC-in-C in 1996 and 2000. The officer has been a pivotal force in the conceptualization, planning, design and implementation of the prestigious AFNET project which was dedicated to the nation by Hon'ble RM in a glittering ceremony on 14 Sep 10. The time bound operationalisation of the extremely complex AFNET project in a record time at 160 locations of the IAF, while similar endeavors by other sister services are yet to even progress to the RFP stage is a testimony to the harmonious leadership, synergetic approach, intuition and visionary foresight. As JD AFNET the officer was deeply involved at various stages in formulation of policies on operation, maintenance and Management of AFNET. The enormous task also included migration of various existing network systems like IMMOLS, AWACS, IACCS, AHOC/ CHOC, TADIOS, ICATS, ACATS and design of interface for new weapon systems like MRSAM, AKASH. With implementation of AFNET project Air Defence Hotlines of all IAF Formations were successfully migrated to AFNET . Group Captain Sandeep Satpathy has also contributed towards formulation of SOPs on implementing the migration of PCs and Servers from Legacy Network to AFNET. During the implementation of AFNET project he has established the Telepresence system between Air HQ (VB) and HQ TC. Group Captain Sandeep Satpathy has efficiently handled the various tasks related to operationalistion of AFNET like planning the formation of Data Center Management Unit to manage all the Data Services across IAF, Integration of DMRR and planning their Op deployment in consultation with command HQs. He was closely associated with the planning, executing various activities during AFNET Dedication Ceremony to the nation jointly by Defence Minister and Min of Com & IT during Sep 10. Apart for contributing immensely to the AFNET Project he has been associated with the planning and successful execution of first Air Force Level Communication Exercise Sanchar Kranti - 2010. He was also the Member Secretary in the Study Team on the exhaustive 'Formation of IT Branch / Trade in lAF'. As DPO-l(F), the officer is responsible for the HR and career planning issues for nearly 1400 officers from the Fighter stream, upto the rank of Gp Capt. During his tenure, the officer has worked hard towards increasing transparency and improving efficiency. Among the significant issues addressed by the officer and which benefited the organisation as a whole was the management of U/T aircrew in the Fighter Stream. He has recommended practical and result-oriented steps including review of ex-HOTS OST syllabus so as to cut down on the conversion period and establishment of an additional Type Training squadron for the SU-30 and Jaguar fleet on the OCCUR concept. Similarly, the constraints of QFI manning and its long term HR implications were brought to the notice of senior commanders and an interim solution identified and implemented, so as to ensure that there was no disruption in training output. The anomaly between the QRs for the Sqn Cdrs Board and Promotion Board-Il was identified by the officer through exhaustive analysis and a time bound comprehensive plan has been implemented. The timely identification of the problem was appreciated by the CAS. The officer's regular interaction with the field personnel in the placement process has vastly improved satisfaction levels amongst all officers due to his meticulous approach. The satisfaction percentage for the placements after the Higher Command and Air Staff Course has been close to hundred percent. He is performing the duties of Chief Engineering Officer (CEO) at Air Force Station Sarsawa, since 19 Apr 10. He has held appointment of Senior Engineer (Aircraft) of flying base and staff at Headquarter Western Air Command as fleet officer for Russian transport and heptr fleet. He has been commended by Chief of the Air Staff in 2005 and 2009 for displaying exceptional professionalism and devotion to duty. An alumnus of Indian Institute of Technology Roorkee, he is also a graduate of Defence Services Staff College and post graduate from The Defence Institute of Advanced Technology Pune. Wg Cdr Sandeep Kumar with his keen foresight, anticipation and meticulous planning, was instrumental in achieving and sustaining a very high serviceability in Mi-17 IV heptrs, enabling a four heptr detachment at Raipur and Jagdalpur for Op Triveni with minimum down time. The Advanced Light Helicopter (ALH) fleet serviceability was substantially improved within a span of six months due to his untiring efforts and personal involvement. Due to his relentless pursuit, strong inclination for minute details and persistent liaison with supply agencies he was able to achieve Aircraft on Ground (AOG) buildup of seven ALH and three Mi-17 IV. To further improve the Op potential of the ALH and Mi-171V fleets, he proposed and successfully completed 750 hrs servicing on ALH within two months against the average time of nine months taken by Hindustan Aeronautics Limited (HAL) and in case of MI- 17 IV he undertook a study including ground trials, by which all the 'three series' helicopters can be converted to bombing role. Wg Cdr Sandeep Kumar is an outstanding officer and with his exceptional knowledge and skills achieved through continuous hard work he has ensured development of an excellent maintenance culture in the Station with emphasis on modernisation, innovation and self reliance. Some examples are fabrication of Mobile Lighting Trolley, recovery of a Bharat Earth Movers Limited (BEML)Tractor from a prolonged un-serviceability, defect analysis and repair of Modern Servicing Garage, unserviceable since 2002. These indigenous tasks and many more undertaken by the officer have resulted in savings of approx Rs 20,00,000/- to the government exchequer. Due to his innovative ideas and dedication to ensure immediate implementation, he has proved to be an asset to the station and the organisation as a whole. He is commanding NTS since 11 May 09. He is a Qualified Navigational Instructor and holds the highest professional categories of RTR 'Adv/A' on HS-748, An-32 and IL -76 ac and also holds Instructional Cat 'A'. He has undergone the Air Staff Course at Defence Services Staff College Wellington. He has been commended by AOC-in-C WAC in 1996 and CAS in 2010. Wing Commander Kanwar has displayed exceptional vision, tremendous initiative and outstanding commitment in modernising the Navigation training at NTS. On his own initiative he has developed a website which hosts one of the best aviation related materials in the IAF. He has transformed the training at NTS into a web enabled network centric training. Under his guidance the training precis and syllabus of all the subjects taught at NTS have been revised. The operationalisation of the modern NTS building replete with state of the art training infrastructure is testimony to his outstanding dedication, phenomenal foresight and hands on leadership. This building is an ideal role model for other ITEs of the IAF. He has provided the inspiration and guidance for development of futuristic Nav Simulator as well. He has written many quality service papers for the introduction of the 'Combat System Officer Concept', 'Mission Commander Concept' and 'Creation of Centre of GIS Excellence at Begumpet' which when implemented would be instrumental in bringing extraordinary changes in the IAF. His outstanding management skills and infectious zeal have played a significant role in improving the quality of life of all the air warriors of NTS. This has been brought about through major infrastructure development projects like special repairs to NTS hangar, and improvements to the Airmen Mess. As PMC Officers' Mess he has provided a major facelift by creating sports infrastructure like lawn tennis court etc. and improved the quality of life of the living in officers. | Details : | 627548 Junior Warrant Officer Makhan Singh Mechanical Transport Driver (MTD) is posted to Air Force Station Memaura, Lucknow with effect from 31 Dec 2007 and is working as JWO IC MT Records since then. On 28 Jul 10, JWO M Singh reported sick at Command Military Dental Centre at Lucknow Cantt. At 1130 hrs after OPD, he was waiting on footpath to cross over to MH. He observed that a 12 yrs old girl child was crossing the road. All of sudden JWO M Singh noticed that an over speeding TATA Sumo was about to hit the child. In a split second decision he crossed the road and lifted the child out of danger. However, a scooter coming right behind TATA Sumo at a great speed, lost control and hit JWO M Singh on his right ankle. The JWO sustained fracture and was later operated on 05 Aug l0 in Base Hospital Lucknow for fracture medical malleous and malleous screw was fitted in his right ankle. JWO displayed extraordinary courage and promptitude in rescuing a child whose life was in danger though he himself was coming after reporting sick from CH Dental Centre at the time of the life saving act. His injury is attributed to the Military Service. The act performed by him is of humanitarian nature. His fearless approach saved a valuable human live. For displaying extraordinary courage and promptitude in rescuing a child whose life was in danger, Hon 'ble President is pleased to award 'Jeevan Raksha Padak' to Junior Warrant Officer Makhan Singh. | ||||
