Details : Air Commodore Naseem Akhtar, SC (14279) Flying (Pilot) was commissioned on 23 Jan 1976 in the Flying Branch of the IAF In a career spanning over 32 years, the officer has held several important command and staff appointments that include Chief Flying Instructor at a Flying Training Establishment, Chief Operations Officer of a frontline Fighter Base, Commanding Officer of a Fighter Squadron and Station Commander of an Air Defence base providing Air Defence cover to the National capital and area around. The officer was also on deputation abroad as the Team Leader of a strategic and prestigious project of international importance in Tajikistan, besides serving as the Deputy Assistant Chief in the Defence Intelligence Agency. For his act of gallantry in flying, he was awarded the Shaurya Chakra by the President of India in 1987. Air Cmde Akhtar was appointed the Air Officer Commanding of Air Force Station, Hakimpet on 02 Apr 2007. Immediately on taking over, he was nominated as the Chairman of the Parachuting Event, a part of the Military World Games, which was to be held at Air Force Station Hakimpet from 14 to 21 Oct 2007. He studied the scope of the task and comprehended the requirements exceptionally well. He conceived and meticulously planned a host of activities, which would form the basis of creation of the necessary infrastructure for the Mega event being held in India for the first time. Using the tenets of financial propriety, he ensured judicious expenditure of Public and Non-Public funds to the tune of Rs 1.84 crores towards the preparations and the conduct in a flawless manner. Despite the constraints of a busy flying station, he enthusiastically rallied all the available, albeit meagre resources, and synergised them for an extremely effective output. The professionalism and the qualitative fervour with which this grand event was conducted was not only appreciated but also commented upon as unprecedented in the history of the Military World Games by the officials. The same was highlighted in the media and by other visiting dignitaries as well. The task, in all its splendor, was achieved within the station resources and without any additional manpower or other resources. With his leadership, foresight, accurate planning and drive, Air Cmde Akhtar was able to provide the necessary direction to the personnel of his Station, who rose to the occasion in achieving the daunting and challenging task of conducting such an event of international significance in an exemplary fashion, thus providing a boost to the image of the service and the country. Details : Air Commodore Arun Kumar Singh (14616) Aeronautical Engineering (Electronics), commissioned in the IAF on 15 Jul 1976, has contributed through several key assignments during his distinguished service spanning 32 yrs. The highlights of contribution have been as Director Signals (Air), Commanding Officer of a Communications Hub and the command of a Type Training School. Currently, the Air Officer Commands one of the biggest Base Repair Depots for major repairs and overhaul of all Ground based Air Defence Weapon Systems. In his early years, having undergone training abroad on Radars, the officer was instrumental. in inducting and networking the first set of these Radars into the IAF Air Defence set up. Never looking back from then on, through sincere work and zeal for excellence, the officer has made his place in IAF as Radar and Communication Specialist. Worthy of recognition, the officer has been commended four times, once by the CAS and thrice by the Air Officers Commanding-in-Chief. On taking over the Base Repair Depot on 01 Feb 2007, he was confronted with the constraints of spares shortage and repeated failures due to vintage technology. The officer took up the challenge. His innovative revamping of the resource management process, extensive & involved market surveys and purposeful thrust in motivating the staff brought about a virtual turn around resulting in production and supply of more than 14 Power Plants to the field units, maintenance of adequate backup and Task Achievement Figure of more than one. The same spirit was again in the forefront to ensure an uninterrupted and unhindered spares and product support for sustained operations of INDRA Radars during operational deployment last year. Recently, the officer undertook the most daunting task to manufacture the "TABLEAU" representing the glory of the IAF in its Platinum Jubilee Year. From idea generation to visualization, from design conceptualization to vendor identification, from funds/ resource mobilization to team motivation, it was an unenviable challenge. The task execution truly represented his clarity of purpose, commitment and problem-solving leadership non-peril. For his professional competence and distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Air Commodore Arun Kumar Singh.

Details : Air Commodore Naginder Mohan Vaishnavi (14822) Aeronautical Engineer (Electronics) was commissioned in the IAF on 04 Jan 1977. In 31 years of distinguished service, he has held several important appointments, such as Commandant Software Development Institute, Stn Cdr, Command Signals Officer of an operational command, Senior Engineering Officer (Electronics) of a front-line fighter base as well as Project Engineer of INAS Integration Organization (nO) and RCPO. He is an Engg Graduate with Masters Degree in Engg from Indian Institute of Science. As Project Engineer in no, his innovative design capability was optimally exploited, resulting in successful integration of Head up Display, Weapon Aiming Computer and FUR pod on the Jaguar aircraft. While at Radar Communication and Project Office, the officer was involved in design of various subsystems such as Digital Data Acquisition System, Fault Alarm Transmission System and Signal Switching System meant for enhancing capability of communication performance monitoring system. With a natural acumen and flair for electronic fault analysis, while posted at AF Station Gwalior, the officer set up a repair lab and successfully rectified several complex electronic PCBs and Test Stations which otherwise had to be sent abroad for repair, thus contributing to huge savings in foreign exchange, apart from enhancing the operational efficiency of the aircraft fleet. As Station Commander of a Signal Unit, he brought about a marked improvement in communication facilities apart from enhancing the living conditions for all personnel of the station. His excellent co-ordination with civil authorities resulted in improvement of power supply to the station which resulted in avoidance of numerous works services, saving almost Rs. 27 lakhs. For overall improvements, both in technical and administrative functioning, the station was awarded the "Best Tropo Unit" trophy for year 2006 during his command. As Commandant Software Development Institute, through his professionalism, dedication, perseverance and optimal utilization of software resources, the institute was able to successfully implement several software projects. Successful completion of these projects has resulted in increased operational efficiency, as well as, saving of considerable amount of foreign exchange. The officer's innovative ideas, finding intelligent and cost-effective software solutions, selecting carefully weighed options and guiding the entire team of software engineers in a focused manner, have resulted in high quality output for every task executed. Details : Air Commodore Packiriswamy Kanakaraj (15066) Aeronautical Engineering (Mechanical) was commissioned in Ju11977. During his 31 years of distinguished service he has held many important appointments in IAF, Directorate General of Aeronautical Quality Assurance and Defence Research and Development Organization. He was the Senior Engineering Officer of a MiG-21 Squadron, Chief Engineering Officer (CEO) of Air Force Station, Jodhpur, Commanding Officer of Air Armaments Inspection Wing (AAIW), Khamaria and is presently the Principal Director Engineering A at Air HQ. He is a Post Graduate in Propulsion Engineering from IIT Madras and has undergone Long Defence Management Course at CDM Secunderabad. The officer's in-depth knowledge and expertise on aero engine was of immense help in establishing the cause of a number of MiG aircraft accidents. His contribution to Life extension and Reliability studies has enabled the IAF to exploit the ageing Russian aero engines. As CEO at Air Force Station, Jodhpur, during Op Parakaram, modification of MiG-27 aircraft and MI-8 helicopter with Electronic Warfare system was successfully undertaken by him. As CO, AAIW, he was instrumental in providing the required impetus to production of the 100-120 kg bombs, thus saving valuable foreign exchange. In his present appointment as, Principal Director Engineering he handles a wide variety of Russian fighter aircrafts, he has been responsible for planning and execution of SU-30 upgrade and various other upgrade programmes. His proactive interaction with HAL on various technical and supplies related issues have resulted in overall improvement in serviceability of Russian Fighter fleet. He has skillfully negotiated a number of contracts for supply of spares with various foreign vendors and was able to obtain appreciable discount. His analytic mind and ability to anticipate likely grey area for remedial measures are his strength. Details : Group Captain Prabhakar Raghav (15334) Administration was commissioned in the IAF on 08 Jun 1978. In his career spanning 30 years, he has earned various laurels. As a Pilot Officer, he was the youngest officer in ATC to get Category B. While in ATC, he was commended with a Flight Safety good show in assisting an aircraft in bad weather using VHF DfF in 1982. Subsequently, during his tenure at No. 1 Air Force Selection Board in 2004, he was assessed as first Cat A assessor. For his service of high order, he was commended by the VCAS in 1994 and by the CAS in 2001. Air Force Station, Gorakhpur was declared as the "Pride of CAC" during his tenure as C Adm 0 in 2005-2006. Prior to his posting to this base he completed the Higher Defence Management Course qualifying for Masters in Management Sciences degree from Osmania University with a first class and distinction. He has been functioning as the Chief Administrative Officer of Air Force Station, Jodhpur since 14 Apr 07. He has performed with utmost sincerity and professionalism. He has been instrumental in the task of providing administrative control and support to 44 lodger units and looking after a population of approximately 12,000 personnel including families. Under his leadership and able guidance, the full team of Admin Support Group is working on principles of transparency in administration and striving for 100 % customer satisfaction. He was responsible for flawless conduct of important conferences like Centre for Air Power Studies (CAPS) Seminar and visits by the Parliamentary Standing Committee on Defence, German and Royal Air Force. For the first time, AF Station Jodhpur was selected to host 13th International Indo-US Executive Steering Group (ESG) meeting. Gp Capt Raghav involved himself to the minutest details of this ESG meeting which resulted in a grand success. Being the largest Air Force Station of the IAF with a large number of lodger units, foresight and vision were essential in planning of various work services for modernization and upgradation of assets at this base. Gp Capt Raghav efficiently tackled the task of identifying the key areas for planning of major work services to the tune of Rs. 10898.41 lakhs and ensured successful completion of the works to the tune of Rs. 3617.61 lakhs during the financial year. With his experience of counter intelligence and security matters, he was able to elicit information from an Airman, who was involved in sabotage of SU-30 aircraft. Through his leadership, knowledge and hard work he provided a motivating inter-disciplinary influence on operations, maintenance and administrative environment to the Station. Details : Group Captain Joseph Paul (15370) Accounts was commissioned on 08 Jun 1978 and is presently serving as Director at Air Force Pay Commission Cell. The Officer has very rich and varied experience in all the facets of accounting matters of Indian Air Force, gained over 30 years of his illustrious career. The officer has left his indelible mark of excellence in the various establishments and formations he had served so far. During the year 2006, while being the Secretary, Air Force Group Insurance Society, he had contributed immensely in recovering the long outstanding Non-Performing Assets (NPAs) of the society to the tune of crores of rupees. With his initiative and thrust, he had brought in high level of efficiency and efficacy in the system to achieve the organizational objective of the welfare of its personnel. He was instrumental in introducing the new investment cum insurance schemes for the benefits of serving and retired AF personnel. The highest insurance cover among the three services provided by Air Force Group Insurance Society to its subscribers is attributed to his financial analytical ability and wise application of the funds. While working as Director in Air Force Pay Commission Cell, his sound professional knowledge, intelligent application of rules / regulations and indefatigable drive has contributed a great deal in sourcing and compiling the joint memorandum of Armed Forces recommendations to the 6th Central Pay Commission (CPC). The officer has been very keenly involved in pursuing various pay commission related issues with MoD/TRIPAS and eh CPC which were ultimately aimed to give the maximum rational benefits to the service personnel. The officer is highly motivated and dedicated who continues to give his best for the service without caring for his personal comforts. Due to his broad vision, sound professional knowledge, positive approach and enthusiasm, the officer has proved to be an asset for the organization. Details : Group Captain Pradeep Kharbanda (15674) Medical was commissioned in the IAF on 30 March 1979. He graduated from AFMC Pune. As Senior Adviser (Av Med) he is presently posted as Deputy Principal medical officer (DPMO) at HQ Western Air Command (WAC) since 01 May 2006. The officer has undergone important Service courses including senior Cdrs' course, advanced course in Aviation Medicine (Av Med) and DSSC. He has achieved exceptional grading in most of the courses. He stood first in primary and advanced Av Med course. He is MD in Av Med, MSc in Defence Studies, MD in Alternate Medicine and PG Diploma holder in Medico-Legal Sciences. As an aviation specialist he has served in various operational commands of the IAE During his tenure as SMO, AF Station Bagdogra, the Station won the best Station Medicare Centre (SMC) award of Eastern Air Command. He has served in two prestigious medical establishments. At Institute of Aerospace medicine (lAM), apart from being HOD Dept of High-Altitude Physiology and Hyperbaric Medicine and Chief Instructor he has edited Indian Journal of Aerospace Medicine as well as administratively controlled the official website of Indian Society of Aerospace Medicine. With his initiative, the Indian Journal of Aerospace medicine was brought on the World Wide Web (www) on the nic.net. While at Air Force Central Medical Establishment (AFCME), he trained himself as an ISO auditor and played a central role in earning the coveted ISO 9001:2000 certification for AFCME, the first of its kind. During his present tenure as DPMO at HQ WAC, he has excelled towards the overall improvement and functioning of the PMO Section and all medical establishments under this Command. With his innovative ideas there has been a complete facelift of the PMO Section with total computerization of all sub-sections. The officer has been instrumental in bringing all medical units on WACNET facilitating dissemination of all advisories and policies online thereby saving both time and considerable resources for the organization. Based on his initiative and persuasion, AOC-in-C had specially assigned him the task of computerizing all the medical establishments under this Command. 200 high-end computers with network printers have been centrally procured and distributed to all units has brought about a quantum leap in the working efficiency of SMCs, Hospitals & Dental centres with optimization of existing manpower. Completion of local and wide area networking in SMCs will revolutionize the medical services in WAC. The officer's keenness in improving the system through analysis of the data and issuing advisories to the Units has resulted in considerable decrease in preventable diseases. He has played a pivotal role in modernizing all SMCs under WAC by working out requirements of medical equipment for each unit and then taking it up with Air HQ. Few of these items have also been included in the medical stores scales. In the chain of ECHS helpline also this officer has played a key role in allaying the miseries and sufferings of ECHS personnel in their moments of need. Group Captain Kharbanda is very innovative in his approach and has demonstrated a humane approach while dealing with all personnel. He has always led from the front with a sense of pride in performing his duty at all times. His dynamism to achieve targets for any task assigned makes his conduct exemplary. His professional competence combined with his positive approach and excellent disposition, has set an example for others to follow. Details : Group Captain Rakesh Marwaha (15865) Flying (Pilot) was commissioned as a Fighter Pilot in the IAF on 14 Dec 1979. In his 28 years of distinguished service, he has held several field and staff appointments that include Commanding Officer of MiG 23 BN Squadron and Chief Operations Officer of Air Force Station, Halwara. His squadron participated in the Kargil Operations and performed creditably under his command. He is a Qualified Flying Instructor and was a member of the prestigious "Thunderbolts" aerobatic display team of the IAF He is a graduate of DSSC and was the first Officer in the IAF to be nominated to undergo a one year orientation course in Nuclear Sciences at Bhabha Atomic Research Centre following which he was posted as Director Nuclear Biological and Chemical warfare at Air HQ. He was awarded Commendation by the CAS in 1997. He is presently working as Director Tactical Operations at Air HQs since 03 Jul 2006. Gp Capt Marwaha has always worked towards improving the operational efficiency of the IAF. With his knowledge, initiative, foresight and intelligence he has contributed handsomely towards meticulous analysis of all issues which have long term implication for the IAF and its defence strategy. He has been actively involved in formulating the plan for basing IAF operational assets keeping in view the future operational needs. These plans will enhance the war fighting potential of the IAF Under his leadership two important international exercises, Indradhanush-06 at Gwalior and Indradhanush-07 in United Kingdom, were conducted with the Royal Air Force. He was closely involved with the planning and execution of the exercises and ensured their safe conduct achieving all the laid down objectives. The exercises were of immense learning value for both the Air Forces and their successful conduct reflects the professional acumen of the Officer. Gp Capt Marwaha utilized his vast knowledge on operational aspects of the IAF to carry out a comprehensive review of all Air Staff Instructions and Orders pertaining to Jaguar, Mig 27 and Mig 21M aircraft. This review will substantially improve the operational training of the IAF by aligning training objectives with the changed operational environment. Details : Group Captain Avinash Naryanrao Kulkarni (16155) Aeronautical Engineer (Electronics) was commissioned on 07 Jul 1980. He is a thorough professional and has varied experience in Air Defence Ground Environment System (ADGES) Communication Network, Electronic Warfare and Radio Radar Nav aids. Over the last twenty-six years of service, he has distinguished himself in several Command and Staff appointments. He has successfully commanded one of the Ground Electronic Surveillance Unit during OP Parakaram, Tropo Units and Air Force Liaison Unit at BEL Bangalore. He is presently posted as Station Commander, Air Force Station Basant Nagar with effect from 26 Jun 2007. He was awarded commendation by the CAS on 26 Jan 2005. From the very outset of taking over command of this station, the officer has completed the Works services which was utmost necessary, for the progress of project AF Net. With dedicated involvement and technical expertise of the station, the perpetual problem of replication of data on Integrated Materials Management On Line System (IMMOLS) lines in IAF was resolved by converting from DAMA to PAMA system. With the sheer initiative of the officer, a long pending and recurring problems of break in optical fibre communication network in Delhi area were resolved. The station has successfully coordinated the Annual Maintenance Contract of Fibre Optic Network as well as IMMOLS network. The mammoth task of optimization and maintenance of existing aging tropo network is being successfully carried out by the station team under the guidance of the officer. During recent Directorate of Maintenance Inspection visit, the Station Information Technology Centre was declared Role Model of IAF Computer Emergency Response Team (CERT) set up of the station was totally modified and the new system is being made functional. Details : Group Captain Ganesh Chand (16214) Flying (Pilot) was commissioned as a pilot in the Flying Branch on 13 Dec 1980. After attaining Operational category on MiG-21 Mand MiG-23 MF aircraft, he graduated as a Qualified Flying Instructor and Experimental Test Pilot. He has flown almost all fixed wing aircraft in IAF. He has over 3000 hours of Human Error free flying, nearly half on MiG- 23 MF. He is one of the only two pilots to have landed a fighter aircraft at the high altitude Thoise airfield. He was Flight Commander and Commanding Officer of the only MiG-23 MF Squadron. As Commanding Officer, he had participated in Op Safed Sagar and flew with the 'unit during Op Prakaram. His other significant assignments include Station Flight Safety and Inspection Officer of a Fighter Station, Director Aircraft Upgrade and Director Projects 'B' at Air HQ, Commanding Officer of Proto-Type Squadron and prestigious Air Force Test Pilot School (AFTPS) at Air HQ, he acquitted himself well while handling all aircraft upgrade programmes of the IAF and was instrumental in affiliation of AFTPS as a Post Graduate granting institution to Bangalore University. During his current assignment as Chief Operations Officer (COO) of Air Force Station Kalaikunda, he was instrumental in successful conduct of two International Exercises and providing for a safe and efficient flying environment. As COO he is responsible for coordinating, multiple activities to enable visiting units meet their respective objectives. Under his charge, the station has carried out 3800 hrs flying in fighter aircrafts, without an accident/Human Error incident. The conduct of operations and quality of services have been appreciated by all detachments and especially the foreign visitors. Gp Capt Chand has effectively guided the Ops Support Group through example and quality staff work. His varied tasks involved managing air to ground range, the only IAF air to air range, satellite base Panagarh and an Air Defence Centre at Kolkata airport, all of which he performed with rare elan and dedication of the highest order. Details : Group Captain Ahin Kumar Patra (16263) Administration/Fighter Controller was commissioned in 1980 as an Administrative Officer in the IAF. In his 27 years of distinguished service as Fighter Controller and Administrative Officer, he has held the important appointments of Commanding Officer, Chief Operation Officer, Joint Director Air Staff Inspection. Director of Integrated Air Command Central System project in Air HQ and Chief Administrative Officer. He has achieved the highest professional category i.e. '/' and is a Master Fighter Controller. He has passed Higher Defence Management Course in the first division with distinction. Group Captain Patra has commanded two transportable radar units and the operational status of both the radar units were enhanced and assessed 'Average Plus' by Directorate of Air Staff Inspection. As Commanding Officer of a radar unit, he undertook the operational task in an exemplary manner for which Chief of the Air Staff commended him in 1998. As Chief Operation Officer of Air Force Station Salua, he was instrumental in making all round development, due to which it was assessed the best Signals Unit in Eastern Air Command for three consecutive years during his tenure. His leadership and guidance ensured smooth and safe conduct of operations throughout "OP Parakram" in HQ Western Air Command. As Chief Administrative Officer of Air Force Station Bidar, he deeply involved himself for meticulous planning and execution of the prestigious project of creating specialized infrastructure for inducting Hawk aircraft into IAF His dedicated efforts extending even beyond normal call of duty ensured timely completion of the Advanced Jet Trainer (AJT)works costing more than Rs. 150 crores which was appreciated by RM, RRM, CAS and many other dignitaries. He left no stone unturned for creating a safe flying environment and providing support for conducting Stage III Flying training for fighter pilots. His contribution for the timely completion of 24 AJT works including extension of two runways was praiseworthy. His leadership has shown path to whole Adm support group to provide support services for achieving operational and maintenance tasks with efficiency. Details : Air Commodore Sudhindra Venkatrao Mutalik (16275) Education was commissioned on 13 Dec 1980 in the Education Branch. In 27 years of service he has held with distinction many staff and instructional appointments that include Command Statistical Officer at HQ Training Command (TC), Instructor at the NDA, Assistant Director (Personnel Officers) at Air HQ, Chief Instructor in Airmen Training School, Belgaum and the Principal of a remotely located Sainik School at Goalpara, Assam. He was awarded Commendation by Vice Chief of Air Staff in the year 1999. At the prestigious NDA, he was instrumental in making Computers a weighted subject. He also undertook the task of computerization of results of the cadets for all six terms. As Assistant Director (Personnel Officers) in Air HQ, he computerized Establishment & Strength of all personnel of Indian Air Force and the sensitive task of generation of Annual Confidential Report based panels for Promotion Boards, Postings, Courses and important assignments abroad for officers of the rank of Group Captain and above. As Chief Instructor in Airmen Training School, he handled Joint Basic Phase Training of 3500 Airmen trainees per intake with limited resources in terms of men and material. This task involved leadership and management of a very high order and was accomplished to the complete satisfaction of higher authorities, both in HQ TC as well as at Air HQ. As Principal of Sainik School Goalpara which is one of the most difficult schools to administer in terms of resources from the State government and its geographic location, he was successful in getting a grant of Rs 4 crores from Assam Govt for the first time in the history of that Sainik School. For the school, he also managed to get allotted a brand-new School Bus from Indian Oil Corporation and a new Ambulance from the local Member of Parliament. Since 19 Feb 07, as the Command Non-Technical Training Officer at HQ TC, with his foresight and vision, he ensured that the concept of Just In Time Training (JITT) was implemented in letter and spirit for Non-Technical Trades. He also undertook the revision of relevant TC Air Staff Instructions to suit the changed methodology of Training. The syllabi for Ground Duty Non-Technical Officers Training and Airmen training were upgraded to conform to the changed environment of training. He also ensured that the Annual Training Grant was judiciously utilized by all Training Establishments to improve the training infrastructure. The officer's devotion to duty is unparalleled. Details : Group Captain Neeraj Yadav VM (16399) Flying (Pilot) was commissioned as a Fighter Pilot in the Flying Branch on 11 Jun 1981. He has flown MiG-21 and Mirage-2000 aircraft in various appointments. A Fighter Combat Leader, he served as Directing Staff at Tactical Air Combat Development Establishment and was awarded commendation by the Air Officer Commanding-in-Chief in 1994. As a Flight Commander of a Mirage-2000 Squadron, he revived the art of low-level aerobatics on type and was commended by the Chief of the Air Staff in 1997. He also served as a flying inspector at the Directorate of Air Staff Inspection, Air HQ prior to commanding a Mirage- 2000 Squadron. The Squadron under him won the trophy for Best Fighter Squadron of the IAF He was awarded the Vayu Sena Medal in 2003 for exceptional devotion to duty. An alumnus of Defence Services Staff College, the officer also served as Ops I A at HQ Central Air Command and contributed significantly in successful conduct of Indo-US Exercise Cope India in 2004. The officer is presently the Station Commander of Air Force Station, Suratgarh since 05 Jan 2007. His focus on operational preparedness has ensured high operational state of all Combat Units of the Base. Details : Group Captain Odunghat Eashwardas Mohan Menon (16422) Administration was commissioned on 11 Jan 1981 in the Administrative Branch of the IAF In 27 years of distinguished service, he has held various sensitive and prestigious appointments including Command of three Provost Units, Directing Staff (Law) at Air Force Administrative College, Staff Officer to Air Officer incharge Administration, Deputy Provost Marshal and Chief Administrative Officer (C Adm 0) of Air Force Station Agra. The officer was a recipient of the President's plaque for standing first in the order of merit in the 68 Ground Duty Officers' Course. The officer is a qualified photo interpreter, a graduate of Defence Services Staff College and has completed the Higher Air Command Course from College of Air Warfare. He is also a graduate in law and has been a prosecutor/defending officer in large number of Court Martial. His professionalism of high order earned him commendation by the Chief of the Air Staff in Jan 2000. Details : Group Captain Shashank Kulkarni (16929) Aeronautical Engineering (Electronics) was commissioned on 09 Aug 1982 in the Engineering Branch of IAF. He has held various important appointments including Commanding Officer of Signals Unit, Chief Technical Officer at 415 Air Force Station. He is currently, Station Commander at Air Force Communication Centre (AFCC). He has earlier been commended by CAS and AOC-in-C, WAC. While working at 717 SU his initiative helped introduce flexibility in communication arrangements at 34 Wing enabling EPAX and ORP communication on AFSR. As a trained airborne Electronic Intelligence operator with an operational Flight, he evolved new route patterns to improve Electronic Emission Policy performance and participated in trials with Flycatcher radar of Army. His sorties led to revision of EEP for Mirage-2000, MiG -29 and Jaguar aircraft. During his tenures in Signal Units, the officer had improved the efficiency and reliability of air conditioning plants by changing design of ducts and return air paths. As Stn Cdr, Air Force Station Borgad the officer implemented innovative projects like rainwater harvesting to collect 1.5 lakh liters of water to partially fulfilling outstanding water requirements at technical area at hilltop. He also introduced remedial measures to avoid landslides on hilly road to technical area. The officer also initiated modification of 10 KVA UPS to address mismatch between design deficiency and requirements of IAF, which resulted in reducing number of link losses in tropo units. Details : Group Captain Suresh Singh (16941) Aeronautical Engineering (Electronics) was commissioned in the lAF on 19 Aug 1982 and is presently on the posted strength of a Base Repair Depot (BRD) at Chandigarh since 19 Sep 2005 as Group Commander Engine. In 25 years of distinguished service, he has held several important appointments that include Officer in charge technical flight at a fighter base, Instructional tenure at Air Force Technical College, staff appointment at WAC and Chief of Quality Assurance at a BRD. The officer during his tenure at BRD in Kanpur, had resolved many complex cases of MlG-23/27, Mirage 2000 and Kiran aircraft accidents. He ascertained the exact root cause of the technical defects including human error (servicing) during the overhaul processes at HAL (Koraput) and HAL (Lucknow) division. The officer was directly involved in the development of a large number of overhaul processes for the first time in the IAF such as Potassium dichromating of engine parts core passages, dimpled steel thermal insulatot repair, abradable coating on M53-P2 (Mirage 2000 aeroengine) parts. Some of these technologies were also transferred to HAL (Koraput) for adaptation. The implementation of these processes eliminated the repeated failures and enhanced the quality and reliability of aero engines produced at the BRD. On 19 Sep 2005, Gp Capt Suresh took over as Group Commander Engines at BRD in Chandigarh. The challenging task of engine production despite serious spare crunch was handled intelligently and judiciously by the officer by incredible power of ingenuity. A large number of reclamation technologies were developed in-house for engine parts on Production Hold Ups such as Chrome plating of RPM Governor for TV-3 engines, reclamation of TV-3 engine Turbine shaft, liner change of Main Gear Box of VR-8A/VR-14 and Repair technologies of AI-20 Compressor casing which helped immensely for engine and MGB production. These innovations have resulted in saving of foreign exchange to the tune of Rs.75 crores approximately. Recently the officer formed an integrated team and developed an alternate state of art Plasma spray technology as replacement for VK-2, KNA and 20 A (Boron Nitride) coating by involving Regional Centre for Military Airworthiness (Engines), Bangalore and HAL (Koraput) for AI-20D, TV-3 and AI-9V aero engines. This aspect will enhance the engine reliability and reduce the cases of premature withdrawal. In addition, TV-3 Engine Test Bed was unserviceable for prolonged period. The officer led a team for development of an alternate technology for replacement of frequency-based CV-2000 system by latest technology cylindrical load cell and the digital indicator for direct loading system. This aspect will enhance the engine reliability of TV-3 engine testing and power measurement. Details : Group Captain Mannepalli Baladitya (17230) Logistics was commissioned in the Indian Air Force in 1983. He has held field assignments in two fighter bases and was Senior Logistics Officer at a premier Air Force Station. He has commanded an Equipment Depot and has held the prestigious appointment of Secretary, Services Sports Control Board before assuming the present assignment as Command Logistics Management Officer at Central Air Command (CAC). As a sportsman, he has excelled in Squash and was Air Force champion on four occasions and represented Services at Nationals. He was nominated by Indian Olympic Association as a delegate for the 2004 Athens Olympics. He was invited by BCC! to assume 'the appointment of Manager, Indian Cricket Team in 2005. Details : Group Captain Mohan Rao VM (17343) Flying (pilot) was commissioned as a Pilot in the Flying Branch on 22 Dec 1983. He has commanded a fighter squadron and been a Directing Staff at Defence Services Staff College, Wellington. For display of courage the officer was awarded Vayu Sena Medal Gallantry on 15 Aug 1999. He took over Command of Air Force Station Jaisalmer on 01 Mar 2006. During his tenure of 17 months, the station performed exceptionally in Operations, Maintenance and Administration. All tasks given to the station were performed diligently and with professional competence. The station hosted an Unmanned Aerial Vehicle Conclave in September 2007 followed by Command Flight Safety Council Meeting. This was followed by a Directorate of Air Staff Inspection in December 2007. The Fire Power Demonstration of the IAF was conducted in December 2007 in a very competent and capable manner in the best traditions of the IAF, which was appreciated by all the dignitaries. Exercise Brazen Chariots was held in March 2008, in which the station was completely involved. The Parliamentary Committee on Defence visited the station in 2007 and this visit was conducted in a very befitting manner. On the Administrative front, the Other Than Married Accommodation (OTM) of a Signals Unit and Transportable Radar Unit was crystallized, as well as the Security Wall for the Station. The station was awarded the 'Best in Administration' Trophy of the South Western Air Command for 2007, which indicates the importance given by the station to this vital aspect. Gp Capt Rao has knit the station as a team and always led from the front, which is very clear in the way the station performed during his tenure. Details : Group Captain Vikram Singh (17699) Flying (Pilot) was commissioned as a Fighter Pilot in December 1984. He is an Experimental Test Pilot and a Qualified Flight Instructor. His varied and diverse flying experience amounts to 2800 hours on 35 different aircraft. He attended the Senior Commanders Staff Course in South Africa. The officer has played a key and instrumental role in development and Flight Testing of the Light Combat Aircraft (LCA). Till date, he has the largest number of sorties on the LCA amounting to 150 which is almost 20% of the LC~s total flying. His contribution to this National Level aircraft development project has been singular and noteworthy. The officer in his career has varied experience in diverse fields. This also included a three-year appointment in the Directorate of Air Staff Requirement where he was involved in the induction of Embraer and WIP Boeing. His vision, planning and deep sense of integrity has enabled him to achieve the desired Air Force objectives. During his present tenure at Air HQ, the officer was the Director for aircraft upgrades. His scope of work involved close monitoring, coordination and timely induction of combat aircraft into the operational squadrons. This involved the induction of Su-30 MKI and the intense negotiations that were involved in the swap contract with the Russians. His contribution to the MiG-27 and Jaguar upgrade projects is immense. Today both these upgrade projects are a success story that HAL, DRDO and the Air Force can be truly proud. It is pertinent to mention that all these projects were worth almost Rs 60,000 crores. His commitment and perseverance have resulted in timely completion and contributed in the modernisation of the IAF's combat fleet. Details : Wing Commander Sattaru Bhanoji Rao (18243) Aeronautical Engineer (Mechanical) was commissioned on 21 Feb 1986. In his 22 years of service, he held key appointments as Chief Engineering Officer of a fighter base and Deputy Director Weapons (Technical) at Air HQ. Presently he is Joint Director Weapons (Technical) at Air HQ since 19 May 2005. Wg Cdr Rao has exceptional knowledge on all aspects of air armament stores. During his eight years of work in the field of air armaments, he immensely contributed for overall improvement of operational capability of the IAF Noteworthy achievements are integration of AVU-ETM fuze as a 'Universal Fuze' for all indigenous bombs on all types of aircraft, which has reduced bombs preparation time. From the life expired weapons, he recovered 14,000 rockets of 80 mm calibre worth Rs. 72 Crores and 600 BME-300C cluster bombs by conducting life extension trials. A large number of life expired weapons were disposed-off to create additional weapon storage space. He prepared policies on Laser Guided Bombs/pods matching codes and utilization. He formulated 'fusing policy' and issued it as an Indian Air Publication No. IAP1499-00-00. With his professional acumen, he identified the reasons for failure of 57 mm rocket due to which the vendor has agreed to replace the 1,25,000 propellants of 57 mm rockets free of cost despite expiry of warranty period, thus saving more than Rs.112 Crores worth of inventory. He carried out extensive tests and rejected the new propellant offered by the vendor and also identified an alternate propellant, which would be suitable to the Indian environment. Wg Cdr Sudhir is qualified on Su-30 and MiG-21aircraft. He was part of the initial core group that was trained abroad on Su-30 aircraft. In addition to his Bachelor's degree in Engineering, he has done Aerospace Quality and Management Course in 1995. The professional record of the officer is immaculate. The induction of the SU-30 fleet at AF Stn Bareilly in the year 2004 and participation in Ex-Garuda in France was successfully achieved due to his meticulous planning, involvement and foresight as Squadron Commander, Aircraft Technical Squadron. Details : Wing Commander Manoj Kumar (19063) Aeronautical Engineer (Mechanical) was commissioned in the IAF on 07 Sep 1987. In his 21 years of distinguished service, he has held many important appointments including Senior Engineer (Aircraft)of a fighter base and Chief Engineering Officer (CEO) of an Equipment Depot (EO). During his earlier staff tenure at HQ WAC as Dy CFSIO, he was instrumental in framing policies for combating bird hazard, formulation of guidelines and SOPs for proper utilisation of Flight Safety funds. For his noteworthy contribution, he was commended by AOC-in-C, WAC on 08 Oct 1997. As Senior Engineer (Aircraft) at AF Stn Chabua, he achieved 100% serviceability of both the fighter Sqns by resorting to thorough planning, enhanced production and proper follow-up of AOG demands. Concerted efforts put in by the officer to improve maintenance practices ensured zero accident rate being achieved by the base. The station was awarded the best maintenance trophy under EAC. during his tenure. In appreciation of the efforts put in by the officer, he was commended by CAS on 26 Jan 200l. Later, as CEO of Equipment Depot Avadi, he was instrumental in drafting servicing schedules for INSAS and SLR Rifles for the IAF. The officer has put the knowledge gained while undergoing the Aerospace Quality Assurance and Management course at Institute of Armament Technology, Pune to good use. He had imparted vital aspects and nuances of the QAS concept to his subordinates. The empowered QAS team thus identified the defects in stores that had been missed out even by DGQA. This ensured strict quality control of items worth crores of rupees, being inducted in the IAF. In his present appointment as CASEO, Wg Cdr Kumar has streamlined the planning, provisioning and maintenance process for all armament stores. He has brought about a sea change in the professional approach of all armament officers and weapon Fits in the field by regular centralized training. The review of armament inventory initiated by him has enabled in making a large quantity. of armament stores in WAC usable for Operations. Visualization of constraints for storing armaments has led to an appreciation and prioritization in creation of storage space for new generation armament stores. His understanding of the storage procedures resulted in site clearances of long pending weapon storage construction projects by CFEES. The constraints were also ameliorated to a large extent due to massive efforts of transportation of over 1000 tonnes of life expired armament stores for demolition, from WAC stations. Details : Wing Commander Man Singh Awana (19153) Flying (Pilot) was commissioned in the Indian Air Force as a Fighter Pilot on 19 Dec 1987 and has been on the posted strength of Aircrew Examining Board as an Air Force Examiner since 12 Jun 2006. He has been the Flight Commander of a Flight which looks after inspections of all Fighter Squadrons. Wg Cdr Awana is a highly accomplished professional with exceptional devotion to duty. He has earlier commanded a Mig-21 Bison Squadron during which his contribution towards the induction of the Bison aircraft was noteworthy. He is a Category 'N. Instructor and an Instrument Rating Instructor/Examiner with over 340 hrs of accident free flying. As an Air Force Examiner, Wg Cdr Awana's involvement in the conduct of aircrew testing and categorization has been commendable. In addition, being the Flight Commander, he has planned and organized all tasks in an exemplary manner. He currently retains currency and proficiency on a variety of aircraft including the Mig-29, Mig-21, Kiran and HPT-32. In the past two years he has visited a total of 46 bases where he flew 23 hrs on different aircraft types without any incident/accident. Over and above the task of inspection he has also shouldered the responsibility of conducting a number of IRIE courses. His depth of knowledge, analytic ability, flying skills and above all the high degree of responsibility and maturity displayed have made him an asset to the organization. Wg Cdr Awana has a very positive attitude and clear vision. The officer possesses a high capability to think and conceive new ideas leading to improvement in existing methods of work. Tasks given to him are completed well in time with good research and quality. His overall contribution towards the organization has been noteworthy and is commendable. Details : Wing Commander Sandeep Rawat (19490) Logistics was commissioned in the Logistic Branch of Indian Air Force on 17 Dec 1988. During his 19 years of distinguished service, he has been commended by Chief of the Air Staff on two different occasions and once by Air Officer Commanding- in-Chief. While posted as MCO at Palam, he was specially selected to handle the movement of first ever UN Mission from India. The prestigious international commitment was fulfilled in the finest traditions of military precision and exemplary efficiency. The officer was singled out by the UN for his professionalism in formulating a comprehensive SOP The officer's contribution in formulating Air Officer in charge Maintenance's Canons is universally acknowledged as foundation of the existing provisioning and procurement system of the IAF During his tenure as Staff Officer to the CAS, his initiative and innovation in establishing and operating the "CAS Website", facilitating prompt solutions to air warriors' problems ranging from personal to policy issues, is unprecedented and unparallel. As Joint Director Eng Al (Q), he is maintaining the SU-30 MKI aircraft fleet. His intelligent forecasting, planning and effective logistic support resulted in 100% serviceability of SU-30 MKI aircraft during entire "Indra Dhanush" Exercise at UK in Aug 2007, which was commended at International Forum. As the member secretary of Empowered Delegation, which visited Russia during Sep 2007, he concluded contracts for urgent and critical spares amounting to Rs 450 Crores with a saving of Rs 80 Crores. He further benefited the state by saving Rs 15 Crores in Jul 2007 and Rs 12 Crores in Dec 2007 while concluding important contracts within exemplary record time of seven days on both the occasions. Details : Wing Commander Jagjeet Singh Bhalla (20186) Administration/Legal was commissioned in the Adm Branch on 16 Jun 1990. He is on the posted strength of the Dept of Judge Advocate General (Air), Air HQ (VB) since 09 Aug 2004 and functioning as Joint JAG (Air). After his first posting at 46 Wg, Wg Cdr Bhalla has worked as Command Deputy Judge Advocate at three Commands. At HQ WAC, he had single-handedly monitored 47 civil suits filed against the UoI/AF as a consequence of the recommendations of the V Pay Commission and had successfully safeguarded the interests of the UoI /AF, at times, even by pleading personally before the Courts. At HQ EAC and TC, he displayed legal acumen of the highest order and had formulated new legal syllabi for various training institutes and new policies for disciplinary/administrative action against trainee officers/airmen. He had conducted 78 Courts Martial as Judge Advocate at these places in a most befitting manner and has been commended by the AOC-in-C, WAC in Jan 1993 and by the CAS in Jan 1999 and Jan 2003. At the Department of JAG (Air), Wg Cdr Bhalla has efficiently and promptly processed almost all complicated disciplinary cases and comprehensively briefed ASGs/Govt Counsels in all important Civil Suits against the Uol/AF and thus ensured that no adverse orders are passed by the Courts. In cases filed before different High Courts challenging 'Promotion Policy for Warrant Ranks', he successfully pleaded the case on behalf of the Uol and obtained favorable orders. He also assisted in formulating policy regarding 'Protection against sexual harassment of women at work places in the IAF'. He has actively assisted JAG (Air) in formulating a policy for Tele-recording of evidence of outstation witnesses in the Court of Inquiry', which has resulted in substantial saving of man-hours, resources and expenditure. He has played an active role in ensuring smooth transfer & assignment of 'disciplinary' functions to the Department of JAG (Air) and CJA Sections and consequently, the new system has now been fully established in accordance with the direction of the CAS. AFO 227/77, dealing with the 'Discipline - IAF Personnel', had become a bit obsolete. Wg Cdr Bhalla has revised the said AFO as 03/08 by encompassing all the practices and procedures adopted since the issuance of the previous AFO and this new AFO has been accepted virtually as a 'Bible' for taking 'Disciplinary/Administrative' Action, against AF personnel. He has also drafted the AFO 05/08 prescribing the procedure for dealing with the non-statutory complaints. After a decade, in Dec 2007, CJAs Conference was successfully conducted at Air HQ, which was single handedly organized by him. In September 2005, he had participated in the 'Pacific Joint Operations Law Exercise', conducted at Big Island, Hawaii (USA), where his performance was widely appreciated. The officer has undergone Judge Advocate Staff Officers Course at AF JAG School, Albama (USA) from Feb 2007 to Apr 2007. Due to his potent performance, Commandant AF JAG School has intimated the AF authorities in writing about the impact of the officer on the students and instructors of the US JAG School. The Commandant has mentioned that 'Wg Cdr Bhalla ranks near the very top of all international officers they have ever had participating at the school and that he would be honoured to serve with Wg Cdr Bhalla anywhere'. Such an acclaim of the Commandant US JAG School speaks volumes about the professional competence and attitude of the officer. Details : Wing Commander Ajay Devidas Purandare (21526) Flying (Pilot) is on the posted strength of Cell for Air Tasking Strike Planning and Air Warfare (CATSPAW), South Western Air Command, Indian Air Force (SWAC, IAF) since 30 May 2005 and worked as Command Operations Plans Officer till 30 Aug 2007 and presently holding the post of OIC CATSPAW. Wg Cdr Purandare made significant contribution while at Electronic Warfare Range (EWR), Gwalior in 2000-2001 where he authored a training precis on Electronic Warfare (EW) and contributed largely towards formulation of Indian Air Publications (lAP) 8606 - Fundamentals of EW Self Protection Suite. As Directing Staff at Tactical Air Combat Development Establishment (TACDE), Gwalior in 2003-2005 he was instrumental in the planning, conduct and analysis of numerous exercises including several international exercises. He introduced the 'Compe Ground Positioning System (Compe GPS), software, a GPS based debrief tool which has gained wide acceptance in the entire Indian Air Force. His most significant contribution has been towards the structuring, conduct and analysis of Ex Javelin 11, a step towards evolving a Beyond Visual Range (BVR) employment doctrine for the Indian Air Force. While at HQ SWAC he has contributed immensely in structuring a new section - CATSPAW, building on constantly towards an efficient way of conducting air operations. He also undertook the formulation of HQ SWAC Operations Instructions from Aug 2005 to Feb 2006, a task that demanded commitment of a very high order. His contribution towards the planning and conduct of Exercise Gagan Shakti, both, at Air Headquarters and HQ SWAC Level, as the Coordinating Officer has ensured a safe and efficient conduct of the exercise. Recent achievements have been the smooth induction of Integrated Command Air tasking system (ICATS) in SWAC and further consolidation of the air dominance concept and air battle management concept in exercises held by SWAC. Due to his single-minded focus towards the task at hand, extreme hard work, ability to handle stress and planning abilities he has been able to complete the assigned tasks to the desired standard within the stipulated time. For his distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Ajay Devidas Purandare.

Details : 671484 Warrant Officer Arvind Kumar Sharma Clerk General Duty was enrolled on 25 Mar 1980 in Clerk General Duty trade. In his 28 years of distinguished service, he has held various important appointments including posting at the Defence Wing of Embassy of India, Bangkok, and the current assignment of JCO ADC to the President. In all assignments, he has consistently displayed laudable professional competence, exemplary organizational ability, initiative and tenacity to overcome impediments. During the raising of Mobile RSIU in 1985, he was the only Adm staff available, as the unit was not established for any Adm Officer. By virtue of his professional excellence and assiduity, he successfu1ly established administrative infrastructure of the unit. While on the posted strength of an Equipment Depot Devlali, he was singularly instrumental in successful computerization of all the returns pertaining to Orderly Room. At Embassy of India, Bangkok, he took extraordinary initiative in handling port calls made by our Naval Ships, visits by NDC Teams and various delegations, including the delegations of various Service Chiefs. At AFRO, he was made in-charge of Remustering and Conversion Section in the Career Planning Wing, which had a large number of outstanding representations pertaining to detailing of ADSO and Clk ENPA tradesmen for Conversion Courses. With his professional acumen and in-depth knowledge, he systematically and diligently cleared all the outstanding representations, besides rationalizing the procedure for detailing Clk fA/PA tradesmen for Clk Accts Conversion Course, thus immensely contributing to the morale of fellow Air Warriors. In consonance with his potential and drive as the Warrant Officer IC of the Study Team for Career Progression of PBOR, he used his foresight to predict the likely stagnations due to Time Scale Promotion to the rank of Sergeant, and his Service Paper on Assured Career Progression was accepted by Air HQ. He was selected as JCO ADC to the President in Dec 2005 and assigned the duties of Superintendent President's Motor Garage since Sep 2007. Here again, his concerted efforts have yielded great dividends and the President's Garage has been shaped into a modern service garage with the latest assets, much to the appreciation by one and all. Indeed, he is an inspiration for his colleagues and has given a good account of his Service and Military ethos in this premier establishment of Rashtrapati Bhawan. For his distinguished service of high order and professional competence, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Warrant Officer Arvind Kumar Sharma.
