Details : Group Captain Jagmeet Singh Dhamoon (19157) Flying (Pilot) was commissioned as a Pilot in the Flying Branch on 19 Dec 87. While serving in various MiG 21 & MiG 29 Sqns he has flown over 2800 accident free hours. He has held the appointments of CO of a Fighter Squadron, Joint Director Personnel Officers (JD PO)-l(F) & JDPO-1(Courses) at Air HQ and Base Commander of Air Force Station Awantipur. He has also served as instructor at NDA. He had under gone the first Type Qualified Flying Instructors' Course on MiG 21 and was awarded CAS Trophy for Best Overall Performance. He is a graduate of DSSC and has undergone Operational EW Course in France and Manpower Personnel Officers' Course in USA. He has won gunnery trophies in every MiG 21Sqn he has served in. On taking over as Base Commander, Gp Capt Dhamoon was tasked to ensure the operational availability of runway at Awantipur which was under renovation of AFLS for a prolonged duration. The availability was essential in view of the other airfield in J&K sector being not available due to runway resurfacing. With effective utilization of resources and efficient teamwork the runway was made available within duration of six months. Under his leadership the Base hosted a Bison Sqn for a period of eight months in addition to regular fighter detachments with limited support services and infrastructure. With his meticulous planning and proactive approach, operations by three fighter detachments were enabled during Ex Gauntlet IJI, which was a first for the Base. With his intense focus on safe operations and efficient utilization of available resources, 1821 accident free fighter sorties were flown during the year 2010 which has been maximum annual effort by the Base. Driven by his innovative and ingenious approach the Base also enabled more than 100 civil flights during which more than 10,000 passengers transited the Base. His insistence on immaculate administrative and stringent security arrangements were appreciated by State Govt officials also. When the base was severely affected by the civic unrest during the summer of 2010, Gp Capt Dhamoon, with his focused approach and effective liaison, ensured availability of all essential goods and services and movement of personnel and their families. His insistence on predicting consumption rates of essentials and alternative outstation sources ensured that no disruption of supplies procured either through Public Funds or Non Public Funds was experienced by the Base. His concerted efforts also resulted in installation of two ATMs and making the Base health services self sufficient with facilities of Gynecologist, Dentist, X-ray and automated pathological laboratory. With his inventive thinking Gp Capt Dhamoon has initiated certain ground-breaking projects for the Base like underground weapon storage areas, recessed aircraft parking shelters and integrated access facility with modern security devices and foot over bridge to link two campuses of the base. These projects will significantly enhance the operational capability, security and quality of life of the base. For distinguished service of high order, Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Jagmeet Singh Dhamoon.
