Wing Commander Harindra Kumar Dhiman (16266) Administration/Fighter Controller was commissioned in Administration Branch of the IAF on 13 Dec 1980. A Cat 'AYE' Master Fighter Controller, he is presently commanding Ground Control Interception (GCI) unit. The officer is also the Command Examiner of South Western, South and Training commands. While on the posted strength of Programming and Simulation Cell at Tata Institute of Fundamental. Research, the officer actively participated in research, development and field trials of ADHS, which has been successfully inducted in the Air Defence network. While on deputation to IAFTT, at Botswana, for three years as an AD Instructor, the officer deeply involved in the training activity of the personal of Botswana Defence Force. During his tenure of five years as Directing Staff at Tactical Air Combat Development Establish ment (TACDE), he was associated with numerous trials and development of tactics in a BVR threat environment. Wg Cdr Dhiman participated in the core team of planning and execution/ evaluation of the A-50 AWACS in the year 2000. The officer has undertaken the revision of LAP-3448 on 'Operational Theory and Combat Controlling', which is in the final stage of completion.

During 'Op Parakram', the officer headed a team of fighter controllers in training and planning of special missions and was deployed for its execution in one of the field units. The officer accomplished the task meticulously. In Feb 2003, as CO GCI unit, the officer steered the units within a month of his taking over through a no warning Director Air Staff Inspection and the unit was adjudged as High Average. During Vayu Shakti 2004, on 14 Mar 2004, GCI was tasked to make arrangements on Grand stand at Air Force Range Unit, in addition functioning as Mini DC for providing the crucial tropo link to the flanking radar. Despite heavy odds of having to work at split locations, the unit completed the task with aplomb. Under his command, the radar and Mobile Tropo Terminal link performed with full efficiency without breakdowns, which earned accolades to the unit from the visiting dignitaries. Due to the officer's able leadership, innovation, profess ionalism and personal involvement at all levels, the unit has been declared as 'Best Radar Unit' for the year 2004 in SWAC and the unit has also been nominated for 'Best Combat AD Unit Competition' for the year 2005.

Wg Cdr Dhiman has displayed outstanding leadership, meticulous planning, managerial and motivating skills in all tasks assigned to him.

For a distinguished service of high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Wing Commander Harindra Kumar Dhiman.
