Details :

While commanding a front line fighter squadron, Group Capt Bhasin displayed exemplary leadership. His professional approach and direct involvement resulted in enhanced and cost effective utilisation of air effort, maintenance and administrative functions. This was evident from the AEB and DASI reports, where the Squadron was consistently assessed above the average.

Gp Capt Rajan Bhasin has been posted to Dte of Plans, Air HQ as Deputy Director from 10 May 1999. As Deputy Director he has been assigned the specific responsibility of processing the acquisition of additional Mirage and Jaguar aircraft, among other duties. In addition, he has been responsible for drawing up the IAF Capital Budget priority lists and to monitor their implementation. In the Mirage 2000 and Jaguar induction programme, despite intricacies resulting in protracted negotiations, he patiently maintained a singular focus on the prime objective. He was able to steer both the programmes to their fructification. It is because of his professional knowledge, dedicated work and deep involvement that the IAF has now been assured of the induction of these aircraft in the near future.

Although, the officer had only rudimentary knowledge of financial planning and budgeting when he joined the directorate, he worked hard to assimilate the essentials of this new discipline. To help achieve better results and use the computer as an effective monitoring tool, self-educated himself to be able to effectively exploit the computer. As a result of his dedicated and systematic approach, he was able to co-ordinate various diverse requirements of the entire spectrum of modernisation schemes.

For his hard work and distinguished service of a high order, the President is pleased to award 'Vishisht Seva Medal' to Group Captain Rajan Bhasin.
